베네수엘라: 카리브해에서 양키 해군을 몰아내자!

1.           The Trump Administration has dispatched three Navy destroyers, a nuclear-powered attack submarine, a guided-missile cruiser, and 4,000 troops to southern Caribbean Sea where they shall be deployed – according to a US Defense Department official – “over the course of several months.” Secretary of State Marco Rubio claims that this would be part of Trump’s war against drug cartels like the “Cartel de los Soles” which the U.S. has recently designated as a “foreign terrorist organization”. According to the New York Times, President Trump has signed a secret executive order directing the Pentagon to use “military force” against Latin American drug cartels designated as terrorist organizations. In addition, Washington has raised the bounty for information leading to Maduro’s arrest or conviction from $25 million to $50 million.

2.           In fact, the so-called war against drug cartels is nothing but a pretext for U.S. imperialism to impose its domination over Latin America by any means necessary, including military force. Washington has considered the continent as its backyard since the proclamation of the Monroe Doctrine in 1823. However, in the past decade U.S. hegemony in Latin America has been challenged by China, the most important imperialist rival. The latter has become the primary trade partner for most Latin American countries as well as one of its largest investors.

3.           In response to America’s provocation, Venezuela’s President Maduro has ordered the deployment of 4.5 million members of the National Bolivarian Militia to defend the country’s “territory, sovereignty, and peace.” He said: “No empire will come to touch the sacred soil of Venezuela, nor should it touch the sacred soil of South America.”

4.           The Revolutionary Communist International Tendency (RCIT) strongly denounces the latest aggression of U.S. imperialism. The workers and popular organisations in both Americas as well as internationally must mobilise for their immediate and unconditional withdrawal. In any confrontation between the U.S. and Venezuela (or any other Latin American country), we stand for the military victory of the latter and for the defeat of the Yankees.

5.           Denouncing and calling for resistance against this latest act of bravado by Donald Trump does not mean supporting the bourgeois governments of Latin America, much less Maduro's Bonapartist dictatorship, an illegitimate regime that keeps workers in the worst levels of poverty and the lowest wages on the continent, at the service of big business, such as the US-based Chevron, with which it has just reaffirmed an agreement through which this monopoly continues to plunder Venezuelan resources. The "anti-imperialist" rhetoric of Maduro and the "boliburguesía" goes hand in hand with this type of trade agreement, whether with Yankee, Russian, or Chinese imperialists. To fully confront these exploiters, for democracy, and against Yankee threats in the region, the Venezuelan masses must take the fight into their own hands, ousting Maduro and his henchmen.

Kick the Yankee navy out of the Caribbean Sea by any means necessary!

1.           La administración Trump ha enviado tres destructores de la Armada, un submarino de ataque de propulsión nuclear, un crucero lanzamisiles y 4.000 soldados al sur del Mar Caribe, donde, según un funcionario del Departamento de Defensa de EE. UU., se desplegarán "en el transcurso de varios meses". El secretario de Estado, Marco Rubio, afirma que esto formaría parte de la guerra de Trump contra cárteles de la droga como el "Cártel de los Soles", al que EE. UU. ha designado recientemente como "organización terrorista extranjera". Según el New York Times, el presidente Trump ha firmado una orden ejecutiva secreta que ordena al Pentágono usar la "fuerza militar" contra los cárteles de la droga latinoamericanos designados como organizaciones terroristas. Además, Washington ha aumentado la recompensa por información que conduzca al arresto o condena de Maduro de 25 a 50 millones de dólares.

2.           De hecho, la supuesta guerra contra los cárteles de la droga no es más que un pretexto para que el imperialismo estadounidense imponga su dominio sobre Latinoamérica por cualquier medio, incluida la fuerza militar. Washington ha considerado al continente como su patio trasero desde la proclamación de la Doctrina Monroe en 1823. Sin embargo, en la última década, la hegemonía estadounidense en Latinoamérica se ha visto desafiada por China, el principal rival imperialista. Este último se ha convertido en el principal socio comercial de la mayoría de los países latinoamericanos, así como en uno de sus mayores inversores.

3.           En respuesta a la provocación estadounidense, el presidente venezolano, Maduro, ha ordenado el despliegue de 4,5 millones de miembros de la Milicia Nacional Bolivariana para defender “el territorio, la soberanía y la paz del país.” Declaró: «Ningún imperio vendrá a tocar el suelo sagrado de Venezuela, ni debe tocar el suelo sagrado de Sudamérica».

4.           La Corriente Comunista Revolucionaria Internacional (RCIT) denuncia enérgicamente la última agresión del imperialismo estadounidense. Las organizaciones obreras y populares, tanto de América como a nivel internacional, deben movilizarse por su retirada inmediata e incondicional. En cualquier confrontación entre Estados Unidos y Venezuela (o cualquier otro país latinoamericano), defendemos la victoria militar de este último y la derrota de los yanquis.

5.           Denunciar y llamar a la resistencia contra este último acto de bravuconería de Donald Trump no significa apoyar a los gobiernos burgueses de América Latina, y mucho menos a la dictadura bonapartista de Maduro, un régimen ilegítimo que mantiene a los trabajadores en los peores niveles de pobreza y con los salarios más bajos del continente, al servicio de las grandes empresas, como la estadounidense Chevron, con la que acaba de reafirmar un acuerdo mediante el cual este monopolio continúa saqueando los recursos venezolanos. La retórica "antiimperialista" de Maduro y la "boliburguesía" van de la mano con este tipo de acuerdos comerciales, ya sea con los imperialistas yanquis, rusos o chinos. Para enfrentar plenamente a estos explotadores, por la democracia y contra las amenazas yanquis en la región, las masas venezolanas deben tomar la lucha en sus propias manos, derrocando a Maduro y sus secuaces.

1. 트럼프 정부가 해군 구축함 3척, 핵추진 공격 잠수함 1척, 유도 미사일 순양함 1척, 그리고 병력 4,000명을 카리브해 남부에 파견했다. 미 국방부 관계자 에 따르면, 이 함선과 병력은 "몇 달에 걸쳐" 배치 될 예정이다. 미 국무장관 마르코 루비오는 이것이 미국이 최근 "외국 테러 조직"으로 지정한 마약 카르텔에 대한 트럼프의 전쟁의 일환이라고 한다. 뉴욕타임스에 따르면, 트럼프는 테러 조직으로 지정된 라틴아메리카 마약 카르텔에 대해 국방부에 "군사력"을 사용하도록 지시하는 비밀 행정명령에 서명했다. 또 트럼프 정부는 베네수엘라 대통령 마두로의 체포 또는 유죄판결을 이끌어낼 정보에 대해 포상금을 2,500만 달러에서 5,000만 달러로 증액했다.

2. 소위 “마약 카르텔과의 전쟁”이라는 것은, 실제로는 미 제국주의가 군사력을 포함한 모든 수단을 동원하여 라틴아메리카에 대한 지배권을 행사하기 위한 구실에 불과하다. 미국은 1823년 먼로 독트린 선포 이후 라틴아메리카를 자신의 뒷마당으로 간주해왔다. 그러나 지난 10년 라틴아메리카에서 미국의 패권은 제국주의 최대 패권경쟁국인 중국의 도전을 받아왔다. 중국은 대부분의 라틴아메리카 나라들의 최대 무역 파트너이자 최대 자본투자국으로 부상했다.

3. 미국의 도발에 대응하여 베네수엘라 마두로 정부는 나라의 "영토, 주권, 평화" 를 수호하기 위해 450만 명의 볼리바르 민병대원 배치를 명령했다. 마두로는 "어떤 제국도 베네수엘라의 신성한 땅은 물론, 남미의 신성한 땅에도 손대지 못할 것"이라고 말했다.

4. 혁명적 공산주의인터내셔널 동맹 (RCIT)은 미 제국주의의 침략 책동을 강력히 규탄한다. 미주 대륙을 비롯해 전 세계적으로 노동자·민중 조직들은 미국 함대와 병력의 즉각적이고 무조건적인 철수를 위해 투쟁으로 나서야 한다. 미국 대 베네수엘라 (또는 다른 라틴아메리카 나라 어디든) 간의 어떠한 대결에서도 우리는 베네수엘라의 군사적 승리와 양키의 패전을 제창한다.

5. 트럼프의 이 최근 허세 행각을 규탄하고 저항을 촉구하는 것은 라틴아메리카의 부르주아 정부를 지지하자는 뜻이 아니다. 미제의 공격에 맞서 투쟁하는 것이 ‘우리’ 나라 부르주아지를 지지하는 것으로 되어야 할 하등의 이유가 없다. 

더군다나 외국 독점자본 (예를 들어 미국의 석유 다국적기업 셰브론 등)의 이익에 봉사하기 위해 라틴아메리카에서 가장 낮은 임금과 최악의 빈곤 수준으로 노동자들을 묶어놓고 있는 마두로 보나파르트주의 독재를 지지한다는 것은 더 말할 필요도 없다. 바로 며칠 전 마두로 정부는 셰브론과의 협약 연장에 서명하여 이 독점체가 베네수엘라 자원을 계속 약탈할 수 있게 해주었다. 

마두로와 베네수엘라 "볼리부르주아지"의 반제 언사(레토릭)는 이런 식으로 제국주의 독점체를 섬기는 것과 아무 모순 없이 진행되고 있다. 이 독점자본이 양키 제국주의 독점자본이든, 중국이나 러시아 제국주의 독점자본이든 관계없이 말이다. 

라틴아메리카에서 양키의 위협에 정면으로 맞서고 이 모든 착취자들을 타도하고 민주주의와 노동자계급 해방을 쟁취하기 위해 베네수엘라의 노동자계급은 자신의 손으로 마두로 정부를 끌어내리고 노동자평의회와 민병에 기반한 노동자·민중 정부로 대체해야 한다.
