Critique of a statement issued by the “Progressive International” of Sanders, Lula, Varoufakis and Corbyn

A few days ago, the liberal-reformist “Progressive International” (PI) launched a statement – the so-called “Athens Declaration” – on the Ukraine War. The subject of the declaration, its contents as well as the political nature of its initiators make this statement a relevant issue which socialists have to deal with.

 

We will start by reproducing the declaration – which was formally launched by Jeremy Corbyn, Ece Temelkuran and Yanis Varoufakis on behalf of the “Progressive International” – in its entirety. [1]

 

“The War on Ukraine calls for support for victims of war and a new non-aligned movement

 

* We stand with the people of Ukraine, as we stand with every people suffering invasion, displacement and occupation.

 

* We demand an immediate ceasefire, the withdrawal of Russian forces and a comprehensive Peace Treaty guaranteed by the European Union, the United States and Russia in the context of the United Nations.

 

* We urge respect for International Law and all refugees, who must have their rights protected and offered a place of safety regardless of ethnicity, religion etc.

 

* We oppose the division of the world in competing blocs that invest in rampant militarism, hyper-modern weapons of mass destruction and a New Cold War.

 

* We believe that lasting peace can be achieved only by replacing all military blocs with an inclusive international security framework that de-escalates tensions, expands freedoms, fights poverty, limits exploitation, pursues social and environmental justice and terminates the domination of one country by another.

 

With these thoughts in mind, we call upon democrats across the world to join forces in a New Non-Aligned Movement. In this context, we view non-aligned, democratic and sovereign nations working together as the route to lasting peace and a world that can avert climate catastrophe and bequeath to the next generation a decent chance at creating the conditions for globally shared prosperity.”

 

 

 

Empty bourgeois pacifism …

 

 

 

Let us first deal with the contents of the declaration itself. Basically, it is a repetition of empty pacifist phrase without drawing any concrete consequences.

 

The PI says “We stand with the people of Ukraine, as we stand with every people suffering invasion, displacement and occupation.” Fine. Many bourgeois governments and media say this too. But what does this mean concretely? There is a war going on between two states. Which side are you on? Does the PI “stand with the people of Ukraine” in the sense that it supports its national war of defence? The statement doesn’t say anything about this and this is no coincidence since, in reality, the PI opposes the resistance struggle of the Ukrainian people against the invasion of Russian imperialism.

 

In early May, the U.S. magazine TIME published an interview with Lula, the historic leader of the Brazilian PT who was the country’s President in 2002-10 and who will run again for this position at the upcoming election in October this year. The PT is one of the leading forces within the Progressive International. In this interview, Lula refused to take the side of the Ukraine in this war and claimed that both sides are responsible for it. He stated that “we should say to Putin: ‘You have a lot of weapons, but you don’t need to use them on Ukraine. Let’s talk!’” At the same time, he said that Zelensky “did want war. If he didn’t want war, he would have negotiated a little more.” [2]

 

So, “at best”, the PI takes a neutral stance in this war instead of siding with the Ukrainian people against Putin’s invasion. This means that these bourgeois-liberals refuse to differentiate between an oppressed people and a oppressor, between the victim and the aggressor, between an imperialist state and a semi-colonial country. This has nothing in common with socialist or democratic principles!

 

The “Athens Declaration” calls for an “immediate ceasefire”. Sure, there can be circumstances where the camp of the oppressed, if it is in a weak position, can be forced to ask for an “immediate ceasefire”. If this is the case, socialists will support such. However, if this is not the case, the call for an “immediate ceasefire” will favour only the side of the aggressor since it means that he can freeze is conquests. Today, that would mean that Russia would keep large parts of the East and the South Ukraine.

 

Supporters of the PI might object that the “Athens Declaration” calls also for “the withdrawal of Russian forces.” This means, by the way, that even the PI feels obliged to recognize that the Ukraine is the victim of an illegitimate occupation by a foreign aggressor (of course, without drawing the consequences and supporting the oppressed people). However, the PI does not support the expulsion of the Russian aggressor by arms – since it calls for an “immediate ceasefire” – but for a solution via negotiations. This puts Putin in an advantageous position since his army already occupies large parts of the Ukraine.

 

 

 

… Combined with Global Social-Imperialism

 

 

 

How should peace be achieved, according to the “Progressive International”? Effectively, these liberal reformists call for a negotiated peace treaty which is guaranteed by imperialist Great Powers – namely “the European Union, the United States and Russia in the context of the United Nations.” In other words, by European, American and Russian imperialism plus the UN which is dominated by five veto-wielding powers (U.S., Russia, China, France and Britain).

 

It is ironical that the PI does not recognize the glaring contradiction of this demand and its following statements: “We oppose the division of the world in competing blocs that invest in rampant militarism, hyper-modern weapons of mass destruction and a New Cold War. We believe that lasting peace can be achieved only by replacing all military blocs with an inclusive international security framework that de-escalates tensions, expands freedoms, fights poverty, limits exploitation, pursues social and environmental justice and terminates the domination of one country by another.”

 

How on earth should it be possible to create a peaceful, prosperous world without poverty if the imperialist Great Powers – among those which according to the PI should guarantee the Peace treaty in the Ukraine – continue to exist?!

 

No, peace and social justice are impossible to achieve without the revolutionary overthrow of the imperialist Great Powers and the capitalist monopolies which dominate the world. There will be peace and social justice only if we build a global socialist society.

 

Effectively, the PI advocates a utopian perspective of a peaceful and just world order in which the Great Powers continue to exist. Even if there would be no formal military alliances like NATO and CSTO, the U.S., China, Russia, EU and Japan would still constitute imperialist powers. Would this remove the danger of imperialist war? Certainly not!

 

As is well-known, formal long-standing alliance (like NATO and CSTO) did come into existence only after 1945. However, even without the existence of such alliances, the existence of imperialist Great Powers and its rivalry provoked in the 20^th century two World Wars with more than 100 million deaths!

 

As we will see below, this contradiction in the “Athens Declaration” is not caused by stupidity but rather by the cynical policy of liberal-reformist politicians who combine diplomatic language with bourgeois realpolitik.

 

 

 

A “New Non-Aligned Movement”?

 

 

 

The PI statement calls for the creation of a “New Non-Aligned Movement“ which would ensure such a peaceful and prosperous world. In fact, such a “New Non-Aligned Movement“ would have no anti-imperialist or anti-capitalist content but would be rather another version of imperialist world order – probably one which would be dominated by China [3] and Russia. [4]

 

It is no accident that on the same day when the “Athens Declaration” was issued, the “Morning Star” – the Stalinist paper of the Communist Party of British – published an article by an Indian journalist which dealt with the “New Non-Aligned Movement“. Since the author is a proud patriot of his mother country which happens to be a regional power, the article is titled: “India has a key role to play in a possible new world order”.

 

But let us not dwell at this point into the social-patriotic credentials of Stalinism. We rather wish to draw attention to the authors attempt to concretize the nature of such a “New Non-Aligned Movement“. The Stalinist paper writes: “It is also clear that the non-alignment of today must be based on the demand for the transformation of the world order, which will entail the rejection of the dictatorship of the World Bank and the IMF and the enduring impact of debt, the abolition of sanctions as a tool of war, and a more equitable United Nations. This requires the building of structures for which there are precedents. The BRICS nations had the right idea with the New Development Bank, referred to as the BRICS Development Bank previously, which can be a model for future blocs.” [5]

 

So we see, the liberal-reformists and Stalinists view the BRICS and its institutions as examples for a “New Non-Aligned Movement“. But what is the BRICS? It is an alliance of China and Russia – two of the world’s leading imperialist powers – as well as other capitalist regional powers (Brazil, India and South Africa). The BRICS’s bank is just another imperialist financial institution – not better than the IMF or the World Bank but just dominated by different Great Powers! Just ask the African and Asian nations suffering from the consequences of Chinese loans!

 

In short, the so-called “New Non-Aligned Movement“ is only a chimaera, a political slogan which represents the interests of  Chinese and Russian imperialism and its allied ruling class in semi-colonial countries. It is no conception with which can identify in any way!

 

 

 

Excurse: Marxism and Pacifism

 

 

 

We want to use this opportunity to say a few words about the petty-bourgeois ideology of pacifism which is currently preached not only by the liberal-reformists “Progressive International” but also by numerous bourgeois governments (including the Chinese) and “left-wing” forces.

 

Socialists differentiate between the honest pacifism of the masses and the factitious, hypocritical pacifism of the professional politicians and their hired academics. The former represents confused consciousness of the masses but contains a progressive wish to get rid of the plague of militarism and imperialist war. Naturally, revolutionaries have to explain pedagogically the shortcomings of such a view but, at the same time, they have to try to relate to such hopes and utilize them for the advance of the collective struggle of the masses.

 

Pacifism of bourgeois politicians and phrase-mongering left-wing intellectuals is something different. Revolutionaries have to denounce them sharply and explain to the popular masses the objectively reactionary role of such frauds.

 

The above-mentioned “Athens Declaration” of the PI is a good example for such hypocrisy. They demand peace and call for a “peaceful world order”. But who shall guarantee such peace? Obviously, those with power and arms. Who is this? Well, exactly the capitalist powers and their armies which also dominate the world today. In the case of the Ukraine, the PI explicitly names those which should guarantee a Peace Treaty: “the European Union, the United States and Russia in the context of the United Nations” – in other words, by imperialist powers and an institution controlled by such.

 

Hence, pacifism is a dangerous ideology which calls the oppressed not to use violence and which leaves the capitalist powers and their armies in place or even asks such robbers to ensure “peace”.

 

As a matter of fact, throughout history the oppressed could never achieve any meaningful progress without violence. From the abolition of slavery, the expulsion of colonial oppressor or the overthrow of a fascist or dictatorial regime – all these achievements would have been impossible without violence and armed struggle. This is not different today in the Ukraine where the people defend their country against a brutal foreign invasion.

 

Sure, socialists want peace too. But we want a peace which is sustainable. And this means an order of peace which is built on a social fundament where the causes of wars have been abolished. In other words, a society without class exploitation and oppression, i.e. a socialist society. The only meaningful strategy of peace therefore means to fight for a socialist revolution and to advocate violent means of struggle against the oppressor wherever it is necessary.

 

Pacifism therefore is a reactionary and harmful ideology which disarms and disorientates the oppressed. This is why the Marxist movement has been always hostile to such nonsense. Of course, this does not exclude the possibility of limited practical collaboration with pacifists against an imperialist war, as we also are ready to collaborate with reformists against economic attacks by the capitalist class, with nationalists or Islamists of oppressed nations against racism and colonial occupation, etc. Nevertheless, as an ideology and as a political force, pacifism is an enemy of socialism.

 

The Bolsheviks, the party which organized the first successful working-class revolution in 1917, always sharply denounced pacifism. At a conference in February 1915, they adopted a resolution which stated among others:

 

„Pacifism, the preaching of peace in the abstract, is one of the means of duping the working class. Under capitalism, particularly in its imperialist stage, wars are inevitable. On the other hand, however, Social-Democrats cannot overlook the positive significance of revolutionary wars, i.e., not imperialist wars, but such as were fought.“ [6]

 

“At the present time, the propaganda of peace unaccompanied by a call for revolutionary mass action can only sow illusions and demoralise the proletariat, for it makes the proletariat believe that the bourgeoisie is humane, and turns it into a plaything in the hands of the secret diplomacy of the belligerent countries. In particular, the idea of a so-called democratic peace being possible without a series of revolutions is profoundly erroneous.” [7]

 

Gregory Zinoviev, Lenin’s closest collaborator at that time, explained this idea very aptly in the Bolshevik’s central organ during World War I:

 

““Die Friedensidee zum Mittelpunkt”—“The idea of peace at the heart of our slogans”! Now they say that—after the first pan-European imperialist war has broken out! This is what you have learned from events!

 

“Nicht Friedensidee, sondern Bürgerkriegsidee”—not the idea of peace, but the idea of civil war—this is what we are tempted to shout at these great utopians who promise such a meager utopia. Not the idea of peace, but the idea of civil war, citizen Adler! This will be the central point of our program.

 

The problem is not that we failed to sufficiently preach the idea of peace before the war; it is that we did not preach the idea of class struggle, of civil war, enough or seriously enough. Because in wartime, the recognition of class struggle without a recognition of civil war is empty verbiage; it is hypocrisy; it is deceiving the workers.” [8]

 

“Yes, we are by no means principled pacifists; we are absolutely not opposed to all wars. We are against their wars, we are against wars of the oppressors, against imperialist wars, against wars whose goal is to reduce countless millions of workers to slavery. However “Social Democrats cannot deny the positive significance of revolutionary wars, that is, non-imperialist wars and, for example, those that were waged between 1789 and 1871 to overthrow foreign oppression and create capitalist national states out of fragmented feudal lands or wars that may be waged to safeguard conquests won by the proletariat in its struggle against the bourgeoisie” (see our resolution on pacifism in Sotsial-Demokrat No. 40).” [9]

 

A few years later, the Communist International summarized the dangers of pacifism in the following way: “Imperialism is the capitalist reality, bourgeois pacifism the capitalist illusion. Pacifism is as incapable as bourgeois social reform of overcoming the contradictions, the evils, and the crimes of capitalism. But it will introduce dissension and uncertainty into the ranks of the bourgeoisie, the middle and petty bourgeoisie, and hence weaken the class enemy of the proletariat. Communists must take advantage of any such weakening by using the opportunity of every bourgeois pacifist initiative to lead the working class into struggle, in the course of which they will learn that militarism and imperialism cannot be abolished by the gradual triumph of reason and love of peace. . . . This conviction will counteract any crippling and debilitating effects of pacifism on the revolutionary militant energy of the proletariat, a danger associated with bourgeois pacifist propaganda. . . . The mists of pacifist sentimental hopes must not obscure the recognition that the bourgeoisie rule and exploit thanks to their command of the means of production of life and the means of production of death. The proletariat must take possession of both to liberate themselves from exploitation and bondage. Since they are kept from their freedom by force of arms, they must conquer it and defend it by force of arms.” [10]

 

These words have not lost their significance – in particular as we have entered a period characterized by more wars, revolutions and counterrevolutions!

 

 

 

What is the “Progressive International”?

 

 

 

As we see, the “Athens Declaration” combines some pacifist phrases with a bourgeois-utopian conception of a new peaceful world order in which imperialist Great Powers and capitalist monopolies continue to exist. As we noted above, this is not the result of silliness but rather represents the attempt to cover a bourgeois and social-imperialist strategy.

 

This becomes evident if we look at the composition of the PI’s leadership which reflects the political forces dominating this alliance. Among the members of its Council are: [11]

 

* Celso Amorim (Brazil), a close ally of Lula who served as the country’s foreign minister and, later Minister of Defense, for more than 12 years.

 

* Natália Bonavides is another Member of Parliament representing Lula’s PT.

 

* Fernando Haddad (Brazil), a leader of Lula’s PT, a former minister as well as the PT’s presidential candidate at the last election.

 

* Andres Arauz (Ecuador), a former minister as well as Central Bank General Director.

 

* Niki Ashton (Canada), a Member of Parliament representing the social-democratic NDP.

 

* Edil Baisalov (Kyrgyzstan), the current ambassador of this country in London.

 

* Alicia Castro (Argentina), a long-standing supporter of the Kirchnerist government party who has served for years as an ambassador.

 

* Elizabeth Gómez Alcorta (Argentina), current Minister of Women, Genders and Diversity of the Kirchnerist government.

 

* Leïla Chaibi (France), a member of the European Parliament for Melanchon’s “La France insoumise”.

 

* Jeremy Corbyn (Britain), a member of Parliament in the UK and a former leader of the Labour Party.

 

* John McDonnell (Britain), another member of Parliament in the UK and a former leading figure of the Labour Party.

 

* Rafael Correa (Ecuador), former President.

 

* Álvaro García-Linera (Bolivia), former Vice President.

 

* Sacha Llorenti (Bolivia), former Minister and Ambassador.

 

* Anyang Nyong’o (Kenya), a former Minister for 7 years and currently Governor of Kisumu County, Kenya.

 

* Yanis Varoufakis (Greece), a member of the Hellenic Parliament, the co-founder of DiEM25, and a former finance minister of Greece.

 

As we see, the leadership of the “Progressive International” is dominated by figures who have served as former and current leaders of capitalist states and who represent liberal, reformist and Bolivarian parties.

 

To all these forces one has to add the Sanders Institute, i.e. the institute associated with the U.S. Senator Bernie Sanders which has played a key role in founding the PI a few years ago. While Sanders sometimes promotes left-liberal bills, he is a staunch supporter of the Biden Administration and voted in the past weeks for all anti-Russian laws and programs.

 

It is now very clear that the cynical combination of pacifist phrases and nebulous proposals for an “alternative new world order” represent a thoroughly bourgeois policy. These are effectively proposals for a reform of the imperialist world order without changing its oppressive and exploitative character. This is not surprising since the PI’s leaders have served for many years as office-holder of capitalist states which have fitted well in this imperialist world order.

 

In reality, the PI is an impotent loose federation which has the power to confuse the consciousness of the masses but not the power to change the imperialist world order. Effectively, it is composed of reformist and Bolivarian forces which have always looked for collaboration with Chinese and Russian imperialism, of European reformists who aspire governmental position in imperialist governments of the EU and of supporters of the U.S. Senator Sanders who currently supports the militarist foreign policy of the Biden Administration.

 

On an ideological level, these forces preach a kind of global or Pan-Social-Imperialism – the utopian program of a reformed and peaceful imperialist world order. In reality, the PI is a necessarily loose federation which will collapse or be paralysed in case of any serious confrontation between the Great Powers in East and West.

 

 

 

And a certain “Trotskyist” also tries his luck with the PI

 

 

 

In addition to this long list of (ex-)ministers and ambassadors, there is also a certain “Trotskyist” who tries his luck with the liberal-reformist “Progressive International”. His name is Oleg Vernyk and he represents a Ukrainian “trade union”. [12]

 

To those who are active in the international Trotskyist movement for some time, Vernyk is well-known figure. He organized a criminal enterprise in 2000-03, stealing thousands of dollars from well-meaning left-wing people in Western countries by faking the existence of various socialist “organizations” in the Ukraine. There exists even a separate Wikipedia entry about this fraud. [13]

 

Currently, Vernyk is part of the International Socialist League (ISL or LIS by its Spanish-language acronym), an international Trotskyist organization whose largest section is the MST in Argentina. His membership in this organization seems to be no obstacle for participating in a liberal-reformist alliance which is dominated by (ex-)ministers and ambassadors of capitalist states.

 

The reason for Vernyk strange dual membership is not difficult to detect. This man is still looking for money. Just a few weeks ago, he published again appeals – on the websites both of LIS as well as PI – asking people to send him money. [14]

 

One must admit: what Vernyk lacks on socialist and moral principles, he makes up for by creative ways to find money!

 

 

 

Concluding words

 

 

 

The “Athens Declaration” on the Ukraine War does not provide a perspective for the struggle against Putin’s invasion as well as against the inter-imperialist rivalry between the Great Powers. It rather represents a political smoke grenade which can only disorientate activists.

 

It is the political duty of authentic socialists to demarcate themselves sharply from such kind of pacifism and global social-imperialism. They must combat the harmful and demoralizing influence of the “Progressive International” and similar forces within the workers and popular mass organizations.

 

In contrast to the bourgeois policy of the liberal-reformist PI, the Revolutionary Communist International Tendency and other authentic socialists have advocated a consistent internationalist and anti-imperialist policy since the beginning of the war – a line which takes into account the dual character of the current conflict.

 

We recognize the progressive and legitimate character of the national war of defence of the Ukrainian people and, therefore, we support their resistance against the invasion of imperialist Russia. At the same time, we also recognize the reactionary character of the inter-imperialist rivalry between the Great Powers [15] and, therefore, we oppose both camps – Russia as well as NATO. We summarized our position in the following slogans: [16]

 

* Defend the Ukraine! Defeat Russian imperialism! International popular solidarity with the Ukrainian national resistance – independent of any imperialist influence!

 

* Down with all imperialist powers – NATO and EU as well as Russia! In all conflicts between these powers, revolutionaries fight against both camps!

 

We call authentic socialists to fight together for a world without imperialist Great Powers and without capitalist monopolies as it only such a social order in which wars and violence will be eliminated! In order to advance such a struggle, socialists need to struggle against the harmful influence of bourgeois pacifism and liberal reformism as it is advocated by forces like the “Progressive International”. Such a historic task can only be achieved if authentic socialists join forces. We call all those who agree with such a perspective to join the RCIT in this struggle and to jointly build a Revolutionary World Party!

 

 

 

Crítica a un comunicado emitido por la “Internacional Progresista” de Sanders, Lula, Varoufakis y Corbyn

Hace unos días, la liberal-reformista “Internacional Progresista” (IP) lanzó una declaración, la llamada “Declaración de Atenas”, sobre la Guerra de Ucrania. El tema de la declaración, su contenido, así como la naturaleza política de sus iniciadores hacen de esta declaración un tema relevante que los socialistas tienen que tratar.

 

Comenzaremos reproduciendo la declaración, que fue lanzada formalmente por Jeremy Corbyn, Ece Temelkuran y Yanis Varoufakis en nombre de la “Internacional Progresista”, en su totalidad. ^[1]

 

“La Guerra de Ucrania exige apoyo para las víctimas de la guerra y un nuevo movimiento de países no alineados

 

* Apoyamos al pueblo de Ucrania, como apoyamos a todos los pueblos que sufren invasión, desplazamiento y ocupación.

 

* Exigimos un alto el fuego inmediato, la retirada de las fuerzas rusas y un Tratado de Paz integral garantizado por la Unión Europea, Estados Unidos y Rusia en el contexto de las Naciones Unidas.

 

* Instamos al respeto por el Derecho Internacional y a todos los refugiados, a quienes se deben proteger sus derechos y ofrecerles un lugar seguro independientemente de su etnia, religión, etc.

 

* Nos oponemos a la división del mundo en bloques competitivos que invierten en militarismo desenfrenado, armas hipermodernas de destrucción masiva y una Nueva Guerra Fría.

 

* Creemos que la paz duradera solo se puede lograr reemplazando todos los bloques militares con un marco de seguridad internacional inclusivo que disminuya las tensiones, amplíe las libertades, luche contra la pobreza, limite la explotación, persiga la justicia social y ambiental y ponga fin a la dominación de un país por otro.

 

Con estos pensamientos en mente, hacemos un llamado a los demócratas de todo el mundo para unir fuerzas en un Nuevo Movimiento de Países No Alineados. En este contexto, vemos a las naciones no alineadas, democráticas y soberanas trabajando juntas como la ruta hacia una paz duradera y un mundo que pueda evitar la catástrofe climática y legar a la próxima generación una oportunidad decente de crear las condiciones para una prosperidad global compartida.”

 

 

 

Pacifismo burgués vacío…

 

 

 

Abordemos primero el contenido de la declaración en sí. Básicamente, es una repetición de una frase pacifista vacía sin sacar consecuencias concretas.

 

El IP dice: “Apoyamos al pueblo de Ucrania, al igual que apoyamos a todos los pueblos que sufren invasión, desplazamiento y ocupación”. Bien. Muchos gobiernos y medios burgueses también lo dicen. Pero, ¿qué significa esto concretamente? Hay una guerra entre dos estados. ¿De qué lado estás? ¿La IP “está con el pueblo de Ucrania” en el sentido de que apoya su guerra de defensa nacional? El comunicado no dice nada al respecto y no es casualidad ya que, en realidad, la IP se opone a la lucha de resistencia del pueblo ucraniano contra la invasión del imperialismo ruso.

 

A principios de mayo, la revista estadounidense TIME publicó una entrevista con Lula, el líder histórico del PT brasileño que fue presidente del país en 2002-10 y que volverá a postularse para ese cargo en las próximas elecciones de octubre de este año. El PT es una de las principales fuerzas dentro de la Internacional Progresista. En esta entrevista, Lula se negó a ponerse del lado de Ucrania en esta guerra y afirmó que ambos bandos son responsables de ella. Afirmó que “deberíamos decirle a Putin: 'Tienes muchas armas, pero no necesitas usarlas en Ucrania. ¡Hablemos!' Al mismo tiempo, dijo que Zelensky “sí quería la guerra. Si no quisiera la guerra, habría negociado un poco más”. ^[2]

 

Entonces, “en el mejor de los casos”, la IP adopta una postura neutral en esta guerra en lugar de ponerse del lado del pueblo ucraniano contra la invasión de Putin. Esto significa que estos liberales-burgueses se niegan a diferenciar entre un pueblo oprimido y un opresor, entre la víctima y el agresor, entre un estado imperialista y un país semicolonial. ¡Esto no tiene nada en común con los principios socialistas o democráticos!

 

La “Declaración de Atenas” exige un “alto el fuego inmediato”. Claro, puede haber circunstancias en las que el campo de los oprimidos, si está en una posición débil, puede verse obligado a pedir un " alto el fuego inmediato ". Si este es el caso, los socialistas lo apoyarán. Sin embargo, si este no es el caso, el llamado a un “alto el fuego inmediato” favorecerá solo al lado del agresor, ya que significa que puede congelar sus conquistas. Hoy, eso significaría que Rusia mantendría gran parte del este y el sur de Ucrania.

 

Los partidarios de la IP podrían objetar que la “Declaración de Atenas” pide también “la retirada de las fuerzas rusas”. Esto significa, por cierto, que incluso la IP se siente obligada a reconocer que Ucrania es víctima de una ocupación ilegítima por parte de un agresor extranjero (por supuesto, sin sacar las consecuencias y apoyando al pueblo oprimido). Sin embargo, la IP no apoya la expulsión del agresor ruso por las armas -ya que pide un “alto el fuego inmediato”- sino una solución vía negociaciones. Esto pone a Putin en una posición ventajosa ya que su ejército ya ocupa gran parte de Ucrania.

 

 

 

… combinado con socialimperialismo global

 

 

 

¿Cómo se debe lograr la paz, según la “Internacional Progresista”? Efectivamente, estos reformistas liberales piden un tratado de paz negociado que esté garantizado por las grandes potencias imperialistas, a saber, “la Unión Europea, los Estados Unidos y Rusia en el contexto de las Naciones Unidas”. En otras palabras, por el imperialismo europeo, estadounidense y ruso más la ONU, que está dominada por cinco poderes con poder de veto (EE. UU., Rusia, China, Francia y Gran Bretaña).

 

Es irónico que la IP no reconozca la flagrante contradicción de esta demanda y sus siguientes declaraciones: “Nos oponemos a la división del mundo en bloques en competencia que invierten en militarismo desenfrenado, armas hipermodernas de destrucción masiva y una Nueva Guerra Fría. Creemos que la paz duradera solo se puede lograr reemplazando todos los bloques militares con un marco de seguridad internacional inclusivo que disminuya las tensiones, amplíe las libertades, luche contra la pobreza, limite la explotación, persiga la justicia social y ambiental y termine con la dominación de un país por otro.”

 

¡¿Cómo diablos sería posible crear un mundo pacífico, próspero y sin pobreza si las Grandes Potencias imperialistas, entre las que según la IP deberían garantizar el tratado de Paz en Ucrania, siguen existiendo?!

 

No, la paz y la justicia social son imposibles de lograr sin el derrocamiento revolucionario de las Grandes Potencias imperialistas y los monopolios capitalistas que dominan el mundo. Habrá paz y justicia social sólo si construimos una sociedad socialista global.

 

Efectivamente, la IP aboga por una perspectiva utópica de un orden mundial pacífico y justo en el que las Grandes Potencias continúen existiendo. Incluso si no hubiera alianzas militares formales como la OTAN y la OTSC, EE. UU., China, Rusia, la UE y Japón seguirían siendo potencias imperialistas. ¿Eliminaría esto el peligro de una guerra imperialista? ¡Ciertamente no!

 

Como es bien sabido, las alianzas formales de larga data (como la OTAN y la CSTO) comenzaron a existir solo después de 1945. Sin embargo, incluso sin la existencia de tales alianzas, la existencia de las Grandes Potencias imperialistas y su rivalidad provocó en el siglo XX. ¡dos guerras mundiales con más de 100 millones de muertos!

 

Como veremos más adelante, esta contradicción en la “Declaración de Atenas” no se debe a la estupidez sino a la política cínica de los políticos liberal-reformistas que combinan el lenguaje diplomático con la realpolitik burguesa.

 

 

 

¿Un “Nuevo Movimiento de Países No Alineados”?

 

 

 

La declaración de IP pide la creación de un “Nuevo Movimiento de Países No Alineados” que garantice un mundo tan pacífico y próspero. De hecho, tal “Nuevo Movimiento de Países No Alineados” no tendría ningún contenido antiimperialista o anticapitalista, sino que sería más bien otra versión del orden mundial imperialista, probablemente uno que estaría dominado por China ^[3] y Rusia. ^[4]

 

No es casualidad que el mismo día en que se emitió la “Declaración de Atenas”, el “Morning Star”, el periódico estalinista del Partido Comunista Británico, publicara un artículo de un periodista indio que trataba sobre los “Nuevo Movimiento de Países No Alineados”. Dado que el autor es un orgulloso patriota de su madre patria, que resulta ser una potencia regional, el artículo se titula: “La India tiene un papel clave que desempeñar en un posible nuevo orden mundial”.

 

Pero no nos detengamos en este punto en las credenciales social-patriotas del estalinismo. Preferimos llamar la atención sobre el intento de los autores de concretar la naturaleza de tal “Nuevo Movimiento de Países No Alineados”. El diario estalinista escribe: “También está claro que la no alineación de hoy debe basarse en la demanda de la transformación del orden mundial, lo que implicará el rechazo de la dictadura del Banco Mundial y el FMI y el impacto duradero de la deuda, la abolición de las sanciones como instrumento de guerra y unas Naciones Unidas más equitativas. Esto requiere la construcción de estructuras para las que existen precedentes. Las naciones BRICS tuvieron la idea correcta con el Nuevo Banco de Desarrollo, anteriormente denominado Banco de Desarrollo BRICS, que puede ser un modelo para futuros bloques”. ^[5]

 

Así vemos, los liberal-reformistas y los estalinistas ven a los BRICS y sus instituciones como ejemplos de un “Nuevo Movimiento de Países No Alineados”. Pero, ¿qué son los BRICS? Es una alianza de China y Rusia, dos de las principales potencias imperialistas del mundo, así como de otras potencias regionales capitalistas (Brasil, India y Sudáfrica). El banco de los BRICS es solo otra institución financiera imperialista, no mejor que el FMI o el Banco Mundial, ¡pero dominado por diferentes grandes potencias! ¡Solo pregúntele a las naciones africanas y asiáticas que sufren las consecuencias de los préstamos chinos!

 

En resumen, el llamado “Nuevo Movimiento de Países No Alineados” es solo una quimera, una consigna política que representa los intereses del imperialismo chino y ruso y su clase dominante aliada en los países semicoloniales. ¡No es una concepción con la que pueda identificarse de ninguna manera!

 

 

 

Excursión: Marxismo y Pacifismo

 

 

 

Queremos aprovechar esta oportunidad para decir unas palabras sobre la ideología pequeñoburguesa del pacifismo que actualmente predican no solo los liberales reformistas de la “Internacional Progresista” sino también numerosos gobiernos burgueses (incluido el chino) y fuerzas “izquierdistas”.

 

Los socialistas diferencian entre el pacifismo honesto de las masas y el pacifismo hipócrita y ficticio de los políticos profesionales y sus académicos contratados. El primero representa la conciencia confusa de las masas, pero contiene un deseo progresista de acabar con la plaga del militarismo y la guerra imperialista. Naturalmente, los revolucionarios tienen que explicar pedagógicamente las deficiencias de tal visión, pero, al mismo tiempo, tienen que tratar de relacionarse con tales esperanzas y utilizarlas para el avance de la lucha colectiva de las masas.

 

El pacifismo de los políticos burgueses y de los intelectuales de izquierda que hablan de frases es otra cosa. Los revolucionarios tienen que denunciarlos duramente y explicar a las masas populares el papel objetivamente reaccionario de tales fraudes.

 

La mencionada “Declaración de Atenas” de la IP es un buen ejemplo de tal hipocresía. Exigen la paz y piden un “orden mundial pacífico”. Pero, ¿quién garantizará tal paz? Obviamente, los que tienen poder y armas. ¿Quiénes? Bueno, exactamente las potencias capitalistas y sus ejércitos que hoy también dominan el mundo. En el caso de Ucrania, la IP nombra explícitamente a los que deberían garantizar un Tratado de Paz: “la Unión Europea, Estados Unidos y Rusia en el contexto de las Naciones Unidas” – es decir, por potencias imperialistas y una institución controlada por ellas.

 

Por lo tanto, el pacifismo es una ideología peligrosa que llama a los oprimidos a no usar la violencia y que deja en su lugar a las potencias capitalistas y sus ejércitos o incluso les pide a esos ladrones que aseguren la “paz”.

 

De hecho, a lo largo de la historia, los oprimidos nunca pudieron lograr ningún progreso significativo sin violencia. Desde la abolición de la esclavitud, la expulsión del opresor colonial o el derrocamiento de un régimen fascista o dictatorial, todos estos logros hubieran sido imposibles sin la violencia y la lucha armada. Esto no es diferente hoy en día en Ucrania, donde la gente defiende a su país contra una brutal invasión extranjera.

 

Claro, los socialistas también quieren la paz. Pero queremos una paz que sea sostenible. Y esto significa un orden de paz que se construye sobre un fundamento social donde las causas de las guerras han sido abolidas. En otras palabras, una sociedad sin explotación y opresión de clase, es decir, una sociedad socialista. Por lo tanto, la única estrategia significativa de paz significa luchar por una revolución socialista y abogar por medios violentos de lucha contra el opresor donde sea necesario.

 

El pacifismo es por tanto una ideología reaccionaria y dañina que desarma y desorienta a los oprimidos. Por eso el movimiento marxista siempre ha sido hostil a tales tonterías. Por supuesto, esto no excluye la posibilidad de una colaboración práctica limitada con pacifistas contra una guerra imperialista, ya que también estamos dispuestos a colaborar con reformistas contra los ataques económicos de la clase capitalista, con nacionalistas o islamistas de naciones oprimidas contra el racismo y la ocupación colonial. etc. Sin embargo, como ideología y como fuerza política, el pacifismo es enemigo del socialismo.

 

Los bolcheviques, el partido que organizó la primera revolución exitosa de la clase obrera en 1917, siempre denunció duramente el pacifismo. En una conferencia en febrero de 1915, adoptaron una resolución que decía, entre otras cosas:

 

“El pacifismo y la prédica abstracta de la paz son una de las formas de embaucar a la clase obrera. Bajo el capitalismo, y sobre todo en su fase imperialista, las guerras son inevitables. Mas, por otra parte, los socialdemócratas no pueden negar el significado positivo de las guerras revolucionarias, es decir, de las guerras no imperialistas.” ^[6]

 

“En la actualidad, una propaganda de la paz que no vaya acompañada del llamamiento a la acción revolucionaria de las masas sólo puede sembrar ilusiones, corromper al proletariado, infundiéndole confianza en el humanismo de la burguesía, y hacer de él un juguete en manos de la diplomacia secreta de los países beligerantes. Es profundamente errónea, en particular, la idea sobre la posibilidad de la llamada paz democrática sin una serie de revoluciones”. ^[7]

 

Gregory Zinoviev, el colaborador más cercano de Lenin en ese momento, explicó esta idea muy acertadamente en el órgano central de los bolcheviques durante la Primera Guerra Mundial:

 

“’Die Friedensidee zum Mittelpunkt’: “¡La idea de la paz al centro de nuestras consignas!”. ¡Ahora dicen eso, cuando ha estallado la primera guerra imperialista paneuropea! ¡Eso es lo que han aprendido de los acontecimientos!

 

“Nicht Friedensidee, sondern Bürgerkriegsidee”: no la idea de la paz, sino la idea de la guerra civil, eso es lo que quisiéramos gritarles a estos grandes utopistas que se pavonean con tan pequeñas utopías. ¡No la idea de la paz, sino la idea de la guerra civil, ciudadano Adler! Ése será el punto central de nuestro programa.

 

El problema no es que no hayamos predicado lo suficiente la idea de la paz antes de la guerra; es que no predicamos lo suficiente, ni con la suficiente seriedad, la idea de la lucha de clases, de la guerra civil. Porque, en tiempos de guerra, reconocer la lucha de clases sin reconocer la guerra civil es palabrería hueca, es hipocresía, es engañar a los obreros”. ^[8]

 

“Sí: de ningún modo somos pacifistas por principio; de ningún modo nos oponemos a todas las guerras. Somos enemigos de las guerras de ellos, de las guerras de los opresores, de las guerras imperialistas, de las guerras que procuran reducir a incontables millones de obreros a la esclavitud. Sin embargo, “los socialdemócratas no pueden negar la significación positiva de las guerras revolucionarias, es decir, las guerras no imperialistas y, por ejemplo, las que se libraron entre 1789 y 1871 para derrocar la opresión extranjera y crear estados nacionales capitalistas a partir de las parcelas feudales, o las guerras que pueda librar el proletariado para defender las conquistas que haya obtenido en su lucha contra la burguesía” (ver nuestra resolución sobre el pacifismo en Sotsial-Demokrat No. 40)”. ^[9]

 

Unos años más tarde, la Internacional Comunista resumió los peligros del pacifismo de la siguiente manera: “El imperialismo es la realidad capitalista, el pacifismo burgués la ilusión capitalista. El pacifismo es tan incapaz como la reforma social burguesa de superar las contradicciones, los males y los crímenes del capitalismo. Pero introducirá disensión e incertidumbre en las filas de la burguesía, la burguesía media y pequeña, y por lo tanto debilitará al enemigo de clase del proletariado. Los comunistas deben aprovechar tal debilitamiento aprovechando la oportunidad de cada iniciativa pacifista burguesa para llevar a la clase obrera a la lucha, en el curso de la cual aprenderán que el militarismo y el imperialismo no pueden ser abolidos por el triunfo gradual de la razón y el amor a la paz. ... Esta convicción contrarrestará cualquier efecto paralizante y debilitante del pacifismo sobre la energía militante revolucionaria del proletariado, un peligro asociado con la propaganda pacifista burguesa. ... Las brumas de las esperanzas sentimentales pacifistas no deben oscurecer el reconocimiento de que la burguesía gobierna y explota gracias a su dominio de los medios de producción de la vida y de los medios de producción de la muerte. El proletariado debe tomar posesión de ambos para liberarse de la explotación y la servidumbre. Como se les impide su libertad por la fuerza de las armas, deben conquistarla y defenderla por la fuerza de las armas.” ^[10]

 

Estas palabras no han perdido su significado, ¡en particular ahora que hemos entrado en un período caracterizado por más guerras, revoluciones y contrarrevoluciones!

 

 

 

¿Qué es la “Internacional Progresista”?

 

 

 

Como vemos, la “Declaración de Atenas” combina algunas frases pacifistas con una concepción utópica-burguesa de un nuevo orden mundial pacífico en el que siguen existiendo las Grandes Potencias imperialistas y los monopolios capitalistas. Como señalamos anteriormente, esto no es el resultado de una tontería, sino que representa el intento de encubrir una estrategia burguesa y socialimperialista.

 

Esto se hace evidente si observamos la composición de la dirección de la IP que refleja las fuerzas políticas que dominan esta alianza. Entre los miembros de su Consejo se encuentran: ^[11]

 

* Celso Amorim (Brasil), un aliado cercano de Lula que se desempeñó como ministro de Relaciones Exteriores del país y, más tarde, Ministro de Defensa, durante más de 12 años.

 

* Natália Bonavides es otra diputada representante del PT de Lula.

 

* Fernando Haddad (Brasil), líder del PT de Lula, ex ministro y candidato presidencial del PT en las últimas elecciones.

 

* Andrés Arauz (Ecuador), ex ministro y director general del Banco Central.

 

* Niki Ashton (Canadá), miembro del Parlamento en representación del NDP socialdemócrata.

 

* Edil Baisalov (Kirguistán), actual embajador de este país en Londres.

 

* Alicia Castro (Argentina), simpatizante de larga data del partido de gobierno kirchnerista que se ha desempeñado durante años como embajadora.

 

* Elizabeth Gómez Alcorta (Argentina), actual ministra de la Mujer, Géneros y Diversidad del gobierno kirchnerista.

 

* Leïla Chaibi (Francia), miembro del Parlamento Europeo por “La France insoumise” de Melanchon.

 

* Jeremy Corbyn (Gran Bretaña), miembro del Parlamento del Reino Unido y exlíder del Partido Laborista.

 

* John McDonnell (Gran Bretaña), otro miembro del Parlamento del Reino Unido y ex figura destacada del Partido Laborista.

 

* Rafael Correa (Ecuador), ex presidente.

 

* Álvaro García-Linera (Bolivia), ex vicepresidente.

 

* Sacha Llorenti (Bolivia), ex ministra y Embajadora.

 

* Anyang Nyong'o (Kenia), ex ministro durante 7 años y actualmente gobernador del condado de Kisumu, Kenia.

 

* Yanis Varoufakis (Grecia), miembro del Parlamento helénico, cofundador de DiEM25 y exministro de finanzas de Grecia.

 

Como vemos, el liderazgo de la “Internacional Progresista” está dominado por figuras que han servido como líderes anteriores y actuales de los estados capitalistas y que representan a los partidos liberal, reformista y bolivariano.

 

A todas estas fuerzas hay que añadir el Instituto Sanders, es decir, el instituto asociado al senador estadounidense Bernie Sanders que ha jugado un papel clave en la fundación de la PI hace unos años. Si bien Sanders a veces promueve proyectos de ley liberales de izquierda, es un firme partidario de la Administración Biden y votó en las últimas semanas a favor de todas las leyes y programas antirrusos.

 

Ahora está muy claro que la cínica combinación de frases pacifistas y nebulosas propuestas de un “nuevo orden mundial alternativo” representan una política profundamente burguesa. Estas son efectivamente propuestas para una reforma del orden mundial imperialista sin cambiar su carácter opresor y explotador. Esto no es sorprendente ya que los líderes de la PI han servido durante muchos años como funcionarios de estados capitalistas que han encajado bien en este orden mundial imperialista.

 

En realidad, la IP es una federación suelta e impotente que tiene el poder de confundir la conciencia de las masas, pero no el poder de cambiar el orden mundial imperialista. Efectivamente, está integrado por fuerzas reformistas y bolivarianas que siempre han buscado la colaboración con el imperialismo chino y ruso, por reformistas europeos que aspiran a posiciones gubernamentales en los gobiernos imperialistas de la UE y por simpatizantes del senador estadounidense Sanders que actualmente apoya la política exterior militarista. de la Administración Biden.

 

En un nivel ideológico, estas fuerzas predican una especie de imperialismo global o pansocial, el programa utópico de un orden mundial imperialista reformado y pacífico. En realidad, la IP es una federación necesariamente laxa que colapsará o se paralizará en caso de cualquier confrontación seria entre las Grandes Potencias de Oriente y Occidente.

 

 

 

Y cierto “trotskista” también prueba suerte con la IP

 

 

 

Además de esta larga lista de (ex-)ministros y embajadores, también hay un cierto “trotskista” que prueba suerte con la liberal-reformista “Internacional Progresista”. Su nombre es Oleg Vernyk y representa a un “sindicato” ucraniano. ^[12]

 

Para aquellos que están activos en el movimiento trotskista internacional desde hace algún tiempo, Vernyk es una figura bien conocida. Organizó una empresa criminal en 2000-2003, robando miles de dólares de personas de izquierda bien intencionadas en los países occidentales al fingir la existencia de varias "organizaciones" socialistas en Ucrania. Incluso existe una página separada en Wikipedia sobre este fraude. ^[13]

 

Actualmente, Vernyk forma parte de la Liga Internacional Socialista (ISL o LIS por sus siglas en español), una organización trotskista internacional cuya mayor sección es el MST en Argentina. Su pertenencia a esta organización no parece ser un obstáculo para participar en una alianza liberal-reformista dominada por (ex)ministros y embajadores de los estados capitalistas.

 

La razón de la extraña pertenencia dual de Vernyk no es difícil de detectar. Este hombre sigue buscando dinero. Hace solo unas semanas, volvió a publicar llamamientos, tanto en los sitios web de la LIS como de la IP, pidiendo a la gente que le enviara dinero. ^[14]

 

Hay que admitirlo: ¡lo que le falta a Vernyk en principios socialistas y morales, lo compensa con formas creativas de encontrar dinero!

 

 

 

Palabras finales

 

 

 

La “Declaración de Atenas” sobre la Guerra de Ucrania no brinda una perspectiva para la lucha contra la invasión de Putin, así como contra la rivalidad interimperialista entre las Grandes Potencias. Más bien representa una granada de humo política que solo puede desorientar a los activistas.

 

Es deber político de los socialistas auténticos desmarcarse claramente de ese tipo de pacifismo y socialimperialismo global. Deben combatir la influencia dañina y desmoralizadora de la “Internacional Progresista” y fuerzas similares dentro de las organizaciones obreras y populares de masas.

 

Frente a la política burguesa de la liberal-reformista IP, la Corriente Comunista Revolucionaria Internacional y otros socialistas auténticos han defendido desde el comienzo de la guerra una política internacionalista y antiimperialista consecuente, línea que tiene en cuenta el carácter dual del conflicto actual.

 

Reconocemos el carácter progresivo y legítimo de la guerra nacional de defensa del pueblo ucraniano y, por lo tanto, apoyamos su resistencia contra la invasión de la Rusia imperialista. Al mismo tiempo, también reconocemos el carácter reaccionario de la rivalidad interimperialista entre las Grandes Potencias ^[15] y, por lo tanto, nos oponemos a ambos campos, tanto a Rusia como a la OTAN. Resumimos nuestra posición en las siguientes consignas: ^[16]

 

* ¡Defender Ucrania! ¡Derrotar al imperialismo ruso! ¡Solidaridad popular internacional con la resistencia nacional ucraniana, independientemente de cualquier influencia imperialista!

 

* ¡Abajo todas las potencias imperialistas: la OTAN y la UE, así como Rusia! ¡En todos los conflictos entre estas potencias, los revolucionarios luchan contra ambos bandos!

 

¡Llamamos a los auténticos socialistas a luchar juntos por un mundo sin Grandes Potencias imperialistas y sin monopolios capitalistas como único orden social en el que se eliminarán las guerras y la violencia! Para avanzar en esa lucha, los socialistas deben luchar contra la influencia dañina del pacifismo burgués y el reformismo liberal tal como lo defienden fuerzas como la “Internacional Progresista”. Tal tarea histórica solo puede lograrse si los auténticos socialistas unen sus fuerzas. ¡Llamamos a todos los que están de acuerdo con tal perspectiva a unirse a la CCRI en esta lucha y construir juntos un Partido Revolucionario Mundial!

 

 

 

 

샌더스, 룰라, 바루파키스, 코빈의 “진보인터내셔널”이 낸 성명 비판

며칠 전 개량주의 국제조직 "진보 인터내셔널"이 우크라이나 전쟁에 대한 성명을 발의했다. 이른바 "아테네 선언"이다. 선언의 주제와 내용, 발의자들의 정치적 성격으로 봐서 이 성명은 사회주의자들이 지나칠 수 없는, 꼭 다루어야 할 문제들을 담고 있다.

 

제레미 코빈, 야니스 바루파키스 등이 “진보인터내셔널”을 대표하여 공식 발의한 선언문 전체를 여기에 옮겨 놓고 시작해보자.[1]

 

"우크라이나에 대한 전쟁으로 전쟁 희생자들에 대한 지원과 새로운 비동맹 운동이 요구된다.

 

* 우리는 우크라이나 인민의 편에 선다. 우리는 침략과 추방과 점령으로 고통 받는 모든 사람들의 편에 선다.

 

* 우리는 즉각적인 정전과 러시아군의 철수, 그리고 유엔의 틀 속에서 유럽연합, 미국, 러시아가 보장하는 포괄적 평화조약을 요구한다.

 

* 우리는 국제법과 모는 난민을 존중할 것을 촉구한다. 난민들은 민족, 종교 등에 관계없이 권리가 보호되어야 하며 안전 장소를 제공받아야 한다.

 

* 우리는 만연한 군사주의와 초현대식 대량살상무기, 그리고 신 냉전에 모든 것을 쏟아 붓는 경쟁 블록으로 세계가 분열하는 것에 반대한다.

 

* 우리는 모든 군사 블록을, 긴장을 완화시키고 자유를 확대하고 빈곤을 퇴치하고 착취를 제한하고 사회·환경 정의를 추구하고 한 나라에 의한 다른 나라의 지배를 종결시키는 포괄적인 국제 안보 틀로 대체하는 것에 의해 비로소 항구적인 평화가 달성될 수 있다고 믿는다.

 

이러한 생각들을 염두에 두고, 우리는 전 세계의 민주주의자들이 ‘새로운 비동맹 운동’ (New Non-Aligned Movement)에 동참할 것을 요청한다. 이런 맥락에서 우리는 비동맹·민주·자주 국가들이 함께 협력하는 것을 항구적인 평화로 가는 길이자 기후 재앙을 피하고 다음 세대를 위해 전 세계적으로 공유된 번영의 여건을 조성할 적절한 기회로 본다.”

 

 

 

부르주아 평화주의 빈말

 

먼저 선언의 내용부터 보자. 기본적으로 아무 구체적인 결론도 도출함이 없는 공허한 평화주의 언사의 반복이다.

 

"우리는 우크라이나 인민의 편에 선다. 우리는 침략과 추방과 점령으로 고통 받는 모든 사람들의 편에 선다"고 진보인터내셔널은 말한다. 훌륭하다. 많은 부르주아 정부와 언론들도 이렇게 말한다. 하지만 이것은 구체적으로 무엇을 의미하나? 두 국가 간에 전쟁이 벌어지고 있다. 당신은 어느 편인가? 진보인터내셔널은 우크라이나의 민족 전쟁을 지지한다는 의미에서 "우크라이나 인민의 편에 선다"는 것인가? 성명은 이에 대해 아무 말도 없는데, 이는 우연이 아니다. 왜냐하면 실제로 진보인터내셔널은 러시아 제국주의의 침공에 대항하는 우크라이나 인민의 저항투쟁에 반대하기 때문이다.

 

5월 초, 미국 타임지는 룰라와의 인터뷰 내용을 실었다. 2002-10년 브라질 대통령이었고 올해 10월에 있을 대선에 다시 출마할 브라질 PT(“노동자당”)의 역사적인 지도자 룰라와의 인터뷰다. (PT는 진보인터내셔널 내 주도 세력 중 하나다.) 이 인터뷰에서 룰라는 이 전쟁에서 우크라이나를 편 들길 거부한다. 그리고 양측 모두 전쟁에 책임이 있다고 주장한다. 이어서 룰라는 이렇게 말한다. “우리는 푸틴에게 ‘당신은 무기가 많지만, 그것을 우크라이나에 사용할 필요는 없소. 얘기 좀 해봅시다!’고 말할 것입니다.” 동시에 룰라는 젤렌스키가 “전쟁을 실제 원했다”고 말한다. “정말 젤렌스키가 전쟁을 원하지 않았다면, 좀 더 협상을 했을 텐데요."[2]

 

이와 같이 진보인터내셔널은 푸틴의 침공에 대항하여 우크라이나 인민을 편 들길 거부하고 이 전쟁에서 중립적인 입장을 취한다. 이런 식으로 이들 자유주의 개량주의자들은 피억압 인민과 억압자를 구분하길 거부한다. 희생자와 침략자를, 제국주의 국가와 반식민지 나라를 구분하길 거부하는 것이다. 이는 사회주의 원칙과, 아니 민주주의 원칙과도 전혀 공통점이 없다!

 

아테네 선언은 "즉각적인 정전"을 요구한다. 물론, 약자의 입지에서 피억압자 진영이 "즉각적인 정전"을 요청할 수밖에 없는 상황이 있을 수 있다. 이 경우에 사회주의자들은 그러한 요구를 지지할 것이다. 그러나 그렇지 않은 경우라면, "즉각적인 정전" 요구는 오직 침략자 편에만 유리한 요구일 것이다. 침략자가 정복한 것을 굳힐 수 있다는 것을 의미하기 때문이다. 오늘 “즉각적인 정전”이란 러시아가 동 우크라이나와 남 우크라이나의 많은 부분을 그대로 장악한다는 뜻이다.

 

진보인터내셔널 지지자들은 아테네 선언에는 "러시아군 철수" 요구도 포함되어 있다며 반론을 제기할지도 모른다. 이는 진보인터내셔널이 보기에도 우크라이나가 외국 침략자에 의한 불법 점령의 희생자라는 것을 인정하지 않을 수 없음을 (물론, 결론을 도출해서 피억압 인민을 지지하는 것 없이) 느낀다는 뜻이다. 그러나 진보인터내셔널은 무력에 의한 침략자의 축출을 지지하는 것이 아니라 ("즉각적인 휴전"을 요구하고 있으므로), 협상을 통한 해결을 지지한다. 이것이 푸틴을 유리한 위치에 놓이게 해준다는 것은 두 말할 것도 없다. 푸틴의 군대가 이미 우크라이나의 많은 부분을 점령한 상태라는 점에서 말이다.

 

 

 

글로벌 사회제국주의와 결합된 평화주의

 

진보인터내셔널은 어떻게 평화를 실현해야 한다고 하는가? 사실상, 이들 리버럴 개량주의자들은 제국주의 강대국들 ㅡ 즉 "유엔 틀 속에서의 유럽연합, 미국, 러시아" ㅡ 이 보장하는, 협상을 통한 평화조약을 요구한다. 달리 말하면, 유럽제국주의 · 미제국주의 · 러제국주의 + UN (안보리 거부권 행사 5개 열강이 지배하는 그 UN)에 의한 평화 실현 요구다.

 

진보인터내셔널이 이 요구의 명백한 모순을 인정하지 않는 것은 역설적이다. 서두에 소개한 다음 발언을 보라. "우리는 만연한 군사주의와 초현대식 대량살상무기, 그리고 신냉전에 모든 것을 쏟아 붓는 경쟁 블록으로 세계가 분열하는 것에 반대한다. 우리는 모든 군사 블록을, 긴장을 완화시키고 자유권을 확대하고 빈곤을 퇴치하고 착취를 제한하고 사회·환경 정의를 추구하고 한 나라에 의한 다른 나라의 지배를 종결시키는 포괄적인 국제 안보 틀로 대체하는 것에 의해 비로소 항구적인 평화가 달성될 수 있다고 믿는다."

 

제국주의 강대국들 ㅡ 우크라이나의 평화조약을 보장해야 한다고 진보인터내셔널이 말하는 그 강대국들 ㅡ 이 계속 존재하는데 도대체 어떻게 빈곤 없는, 평화로운, 번영하는 세상을 만드는 것이 가능할까?!

 

세계를 지배하는 제국주의 강대국들과 자본주의 독점체들의 혁명적 전복 없이 평화와 사회적 정의를 실현하는 것은 가능하지 않다. 글로벌 사회주의 사회를 만들어야 비로소 평화와 사회적 정의가 있을 것이다.

 

사실상 진보인터내셔널은 강대국들이 계속 존재하는 평화롭고 정의로운 세계질서라는 공상적인 관점을 제창하고 있는 것이다. 나토와 CSTO 같은 정식의 군사동맹이 없더라도 미국, 중국, 러시아, EU, 일본은 여전히 제국주의 열강이다. 제국주의 열강을 그대로 둔 채 단지 이러한 “군사 블록”을 다른 무슨 “국제 안보 틀”로 대체한다고 제국주의 전쟁의 위험이 제거될 것인가? 가당치 않은 얘기다.

 

두루 알다시피, 나토와 CSTO와 같은 기존 군사동맹체는 1945년 이후에야 생겨난 것들이다. 그 이전에는 이러한 동맹체의 존재 없이도, 제국주의 강대국들의 존재와 이들 강대국 패권쟁투는 20세기에 양차 세계대전을 불러왔고 1억 명 이상의 목숨을 앗아갔다!

 

우리가 아래에서 보겠지만, “아테네 선언”의 이러한 모순은 어리석음에서 비롯된 것이 아니라, 외교 언어를 부르주아 현실권력정치 (레알폴리틱)에 결합시킨 리버럴 개량주의 정치가들의 양두구육적 위선 정책에 기인한다.

 

 

 

"새로운 비동맹 운동"?

 

진보인터내셔널 성명은 이처럼 평화롭고 번영하는 세계를 보장할 "새로운 비동맹 운동"의 창설을 요구한다. 그러나 이러한 "새로운 비동맹 운동"은 어떠한 반제국주의, 반자본주의 내용도 가지고 있지 않을 뿐더러, 오히려 제국주의 세계질서의 또 다른 버전에 다름 아니다. 아마도 중국[3]과 러시아[4]가 지배하는 제국주의 세계질서일 것이다.

 

아테네 선언이 나온 같은 날 영국공산당의 스탈린주의 신문 모닝스타가 “새로운 비동맹 운동”을 다룬 인도 언론인의 기사를 게재한 것은 우연이 아니다. 이 저자는 지역 열강이 된 그의 모국의 자랑스러운 애국자라서 기사 제목을 "가능한 새로운 세계질서에서 담당할 핵심 역할이 인도에게 있다"로 달았다.

 

그러나 여기서는 스탈린주의의 사회애국주의적 특성에 대해 깊이 들어가지 않겠다. 그보다는 그러한 "새로운 비동맹 운동"의 성격을 구체화하려는 기사 저자의 시도에 주의를 환기시키고자 한다. "오늘의 비동맹은 세계은행과 IMF의 독재 및 지속되는 부채의 악영향을 거부하고 전쟁 도구로서의 제재를 폐지하고 유엔을 보다 공평하게 재정립하는 등의 세계질서 전환 요구에 바탕을 두어야 한다. 이를 위해서는 선례가 있는 구조의 구축이 필요하다. 브릭스 국가들은 미래 블록의 모델이 될 수 있는 브릭스 개발은행 (BRICS Development Bank)이라고 불리는 신 개발은행에 대한 올바른 구상을 가지고 있었다.”[5]

 

이와 같이 자유주의 개량주의자들과 스탈린주의자들은 브릭스와 그 기구들을 "새로운 비동맹 운동"이 좇아야 할 본보기로 보고 있다. 그러나 브릭스가 무엇인가? 주요 제국주의 열강 중국과 러시아를 비롯하여 그 밖의 자본주의 지역열강 (브라질, 인도, 남아공)의 동맹이다. 브릭스의 은행은 또 하나의 제국주의 금융기구 이상이 아니다. IMF나 세계은행보다 낫지 않고, 단지 지배하는 강대국이 다를 뿐이다! 중국 대출을 받고 그 결과물로 인해 고통 받고 있는 아프리카와 아시아 나라들에게 물어보라!

 

한마디로, 소위 “새로운 비동맹 운동”은 중·러 제국주의와 반식민지 나라의 그들 동맹 지배계급들의 이익을 대변하는 정치 슬로건으로서 또 다른 혼성괴물 키메라일 뿐이다.

 

 

 

맑스주의와 평화주의

 

우리는 이참에 소부르주아 평화주의 이데올로기에 대해 분명하게 짚고 넘어가겠다. 현재 평화주의를 전도하는 세력들은 이들 자유주의 개량주의자들뿐만이 아니다. 수많은 부르주아 정부들 (중국 정부를 포함한)과 "좌파" 세력들도 평화주의 전도사로 나서고 있다.

 

사회주의자들은 대중의 위선적이지 않은 정직한 평화주의와 직업 정치가들 및 그들에게 고용된 전문가·학자들의 꾸며낸 위선적인 평화주의를 구분한다. 전자는 대중의 혼동된 의식을 표현하지만 군국주의와 제국주의 전쟁의 역병을 없애려는 진보적 소망을 담고 있다. 당연히 혁명가들은 그러한 관점의 결함을 교육학적으로 설명해야 하지만, 그러나 동시에 그러한 희망과 연결을 갖고, 그것을 대중의 집단적 투쟁의 전진을 위해 활용하지 않으면 안 된다.

 

부르주아 정치가들과 미사여구를 늘어놓는 “좌파” 지식인들의 평화주의는 이와는 다르다. 혁명가들은 이들을 날카롭게 비난하고 인민대중에게 이 양두구육 사기극의 객관적으로 반동적인 역할을 설명해야 한다.

 

위에서 말한 진보인터내셔널의 아테네 선언은 그러한 양두구육 위선의 좋은 예다. 그들은 평화를 요구하고 "평화로운 세계질서"를 내건다. 그러나 그들이 말하는 평화를 보장하는 것은 누구인가? 명백히, 권력과 무기를 쥔 자들이다. 정확히 말해서 오늘 세계를 지배하고 있는 자본주의 열강과 그들의 군대다. 우크라이나의 경우, 진보인터내셔널은 이른바 평화조약을 보장한다고 하는 자본주의 열강을 다음과 같이 명시하고 있다. "유엔 틀 속에서의 유럽연합, 미국, 러시아". 즉, 제국주의 열강들과 그들이 통제하는 기관에 의해 보장되는 ‘평화’다.

 

이와 같이 평화주의는 피억압자에게 폭력을 사용하지 말라고 하고, 자본주의 열강과 그들의 군대를 그대로 두는, 나아가 이 강도들에게 "평화"를 보장해 달라고 요청하는 위험한 이데올로기다.

 

실제로 역사를 통틀어 피억압자는 결코 폭력 없이는 어떤 의미 있는 진보도 이룰 수 없었다. 노예제의 폐지와 식민지 억압자의 축출, 파시즘이나 독재 정권의 타도 등, 이 모든 성취는 폭력과 무장투쟁 없이는 불가능했다. 이것은 오늘 잔학한 외세 침략에 대항하여 나라를 방위하는 우크라이나에서도 다르지 않다.

 

물론 사회주의자들도 평화를 원한다. 그러나 우리는 ‘지속 가능한’ 평화를 원한다. 그리고 이것은 전쟁을 낳은 원인이 제거, 폐절된 사회적 기초 위에서 세워진 평화의 질서를 의미한다. 계급 착취와 억압이 없는 사회, 즉 사회주의 사회 말이다. 따라서 단 하나 의미 있는 평화 전략은 사회주의혁명을 위해 싸우는 것이다. 그리고 필요한 데서는 어디서든 억압자에 대항하는 폭력적인 투쟁 수단을 제창, 옹호하는 것이다.

 

그러므로 평화주의는 피억압자를 무장해제 시키고 투쟁 방향을 잃게 만드는 반동적이고 해악적인 이데올로기다. 맑스주의 운동이 이 허튼소리에 언제나 적개심을 내려놓지 않아온 이유다. 물론, 이것이 제국주의 전쟁에 대항하여 평화주의자들과 제한적인 실천적 협력의 가능성을 배제하는 것은 아니다. 우리가 자본가계급에 의한 경제적 공격에 대항하여 개량주의자들과도 협력할 수 있고, 인종주의와 식민지 점령에 대항하여 피억압 민족의 민족주의자들이나 이슬람주의자들과도 협력할 수 있는 것처럼 말이다. 그럼에도 불구하고, 이데올로기로서, 정치세력으로서 평화주의는 사회주의의 적이다.

 

1917년 최초의 성공적인 노동자계급 혁명을 조직한 당인 볼셰비키는 언제나 평화주의를 날카롭게 비난했다. 1915년 2월 당 재외지부 회의 (일명 “베른 회의”)에서 볼셰비키는 다음과 같은 내용의 결의안을 채택했다.

 

“평화주의, 즉 평화를 추상적으로 설교하는 것은 노동자계급을 속이는 수단 중의 하나이다. 자본주의 하에서, 특히 그 제국주의적 단계에서 전쟁은 불가피하다. 그러나 다른 한편으로 제국주의 전쟁이 아닌, 혁명적 전쟁이 존재한다. 예를 들어 1789년에서 1871년 사이에 치러진 전쟁들, 민족 억압을 제거하기 위한 목적으로 수행된, 그리고 분산된 봉건적 소국가들로부터 자본주의적 민족국가를 창설하기 위한 목적으로 수행된 전쟁들, 또는 프롤레타리아트가 부르주아지에 대항하는 투쟁에서 승리하여 쟁취한 성과물을 방어하기 위해 수행되는 전쟁들이 그것이다. 사회민주주의자는 이러한 혁명적 전쟁의 적극적 의의를 놓칠 수 없다.”[6]

 

“현 시기에 혁명적 대중행동에 대한 요구를 수반하지 않는 평화 선전은 단지 환상을 유포하고 프롤레타리아트를 혼란과 사기저하로 몰아넣을 수 있을 뿐이다. 왜냐하면 그러한 평화 선전은 프롤레타리아트로 하여금 부르주아지가 인도적이라고 믿게 만들고, 교전국의 비밀외교의 수중에서 놀아나도록 만들기 때문이다. 특히, 일련의 혁명이 없이도 이른바 민주주의적 평화가 가능하다는 생각은 철두철미 오류다.”[7]

 

1차 세계대전 당시 레닌과 함께 공저자로 <<사회주의와 전쟁> 팜플렛을 국제 사회주의자 대회에 배부한 볼셰비키 지노비에프도 이 사상을 다음과 같이 아주 요령 있게 설명했다.

 

“ ‘우리 슬로건의 핵심에 위치해 있는 평화 사상’?! 이것이 이제 그들이 말하고 있는 것이다. 첫 번째 제국주의 전쟁이 터진 뒤에 말이다! 이게 당신들이 사건들로부터 배운 것이다!

 

‘평화 사상이 아니라 내란 사상’, 이것이 우리가 그런 보잘 것 없는 유토피아를 약속하는 이들 위대한 유토피아 공상가들에게 외치고 싶은 유혹이다. 시민 아들러여! 평화 사상이 아니라 내란 사상, 이것이 우리 강령의 중심 포인트다.

 

문제는 우리가 전쟁 전에 평화 사상을 충분히 전도하는 데 실패했다는 데 있지 않다. 문제는 우리가 계급투쟁 사상, 내란 사상을 충분히 또는 진실로 충분히 전도하지 않았다는 데 있다. 왜냐하면 전시에 내란을 인정하지 않고서 계급투쟁을 인정한다는 것은 공허한 수다이기 때문이다. 그것은 위선이다. 그것은 노동자들을 속이는 것이다.”[8]

 

“그렇다. 우리는 결코 원리적인 평화주의자가 아니다. 절대로 우리는 모든 전쟁에 대한 반대자가 아니다. 우리는 그들의 전쟁에 반대한다. 우리는 억압자들의 전쟁에, 제국주의 전쟁에, 수백 수천만 노동자들을 노예의 처지로 떨어뜨리려는 것을 목표로 하는 전쟁에 반대한다. 그러나 사회민주주의자들은 혁명적 전쟁들에 대해서는 그 긍정적인 의의를 부정할 수 없다.”[9]

 

몇 년 뒤 공산주의 인터내셔널 (코민테른)은 다음과 같은 방식으로 평화주의의 위험을 요약정리 했다.

 

“제국주의는 자본주의적 현실이다. 부르주아 평화주의는 자본주의적 환상이다. 평화주의는 부르주아 사회개혁만큼이나 자본주의의 모순과 해악과 범죄를 극복하는 데 무능하다. 그러나 평화주의는 부르주아지, 중소 부르주아지의 대열 속으로 불화와 불확실성을 도입할 것이고, 그리하여 프롤레타리아트의 계급적 적을 약화시킬 것이다. 공산주의자들은 이러한 계급적 적이 약화되는 데서 나오는 그 어떤 기회도 활용해야 한다. 모든 부르주아적 평화주의 이니셔티브가 가져오는 기회를, 노동자계급을 투쟁으로 이끄는 데 사용하는 방식으로 말이다. 이러한 투쟁의 도정에서 노동자계급은 군사주의와 제국주의가 이성과 평화 애호의 점진적인 승리에 의해 철폐 될 수 없다는 것을 배우게 될 것이다... 이러한 확신은 프롤레타리아트의 혁명적 전투 에너지에 평화주의가 미치는 그 어떤 무력화·약화 효과 ㅡ 부르주아 평화주의적 선전과 연결된 위험 ㅡ 에 대해서도 상쇄시키는 기능을 해줄 것이다... 평화주의적인 감상적 희망의 안개로 인해, 부르주아지가 삶의 생산수단과 죽음의 생산수단을 장악하고 있는 덕에 지배하고 착취하는 것이라는 인식이 흐릿해져서는 안 된다. 프롤레타리아트는 착취와 예속으로부터 스스로를 해방시키기 위해 그 두 생산수단 모두를 거머쥐어야 한다. 프롤레타리아트는 무력에 의해 자유를 빼앗겼으므로 무력에 의해 자유를 쟁취하고 지켜야 한다.”[10]

 

이 말들은 오늘에도 그 의의를 잃지 않았다. 우리가 더 많은 전쟁과 혁명·반혁명으로 점철되는 시기로 들어갔다는 점에서 특히 그렇다.

 

 

 

누가 “진보인터내셔널”인가?

 

앞에서 보았듯이, “아테네 선언”은 모종의 평화주의 언사를, 제국주의 강대국들과 자본주의 독점체들이 계속해서 존재하는 새로운 평화적 세계 질서라는 부르주아 공상주의 개념에 결합시킨다. 다시 말하지만, 이것은 어리석음의 결과라기보다는 부르주아 · 사회제국주의 전략을 덮어 가리려는 시도에 다름 아니다.

 

이는 이 “인터내셔널” 중앙 위원회를 주도하고 있는 정치세력들의 면면을 보면 명백해진다.[11] 위원회 구성원은 상기한 룰라, 버니 샌더스, 제레미 코빈, 바루파키스를 비롯하여 거의 대부분이 자본가국가의 전현직 수반들, 국회의원들, 장관들로 복무한 자유주의/개량주의/볼리바르주의 당들의 대표자들이다.

 

평화주의 언사에다 모호한 "대안적 신 세계질서" 제안을 양두구육 적으로 섞어놓은 이 위선적인 조합이 철저히 부르주아적인 정책을 대표한다는 것은 더 이상 의문의 여지가 없다. 사실상 이것은 제국주의 세계질서를 그 억압·착취적 성격을 바꾸지 않고서 개량하자는 제안이다. 진보인터내셔널의 지도자들이 이 제국주의 세계질서에 잘 어울리는 자본가국가 공직자로 수년간 복무했다는 점에서 이는 놀라운 일이 아니다.

 

현실에서, 진보인터내셔널은 대중의 의식을 혼란스럽게 하는 힘은 있지만 제국주의 세계질서를 바꿀 힘은 없는 무력한 느슨한 연합체다. 실제로 이 “인터내셔널”의 구성을 보면, 언제나 중·러 제국주의와의 협력을 모색해 온 중남미 개량주의·볼리바르주의 세력들과, EU 제국주의 정부들에서 각료 등 정부 직책을 갈망하는 유럽의 개량주의 당 지도부들과, 현재 바이든 정부의 군국주의 대외정책의 지지자들인 샌더스 상원의원과 그 동맹세력들로 이루어져 있다.

 

이데올로기 차원에서, 이들 세력은 일종의 글로벌 사회제국주의 (또는 범 사회제국주의)를 전도한다. 개량된, 평화적인 제국주의 세계질서라는 공상적 프로그램의 연장이다. 현실에서, 진보인터내셔널은 언제든 동서 강대국들 간 심각한 대결 시에는 바로 붕괴되거나 마비될 수밖에 없는 느슨한 연합체다.

 

 

 

맺음말

 

우크라이나 전쟁에 대한 “아테네 선언”은 푸틴의 침공에 대항하는 투쟁을 위해서나, 강대국들 간 제국주의 패권경쟁에 대항하는 투쟁을 위해서나 아무 전망도 밝혀주지 않는다. 오히려 투쟁의 방향을 흐트러뜨릴 수만 있을 뿐인 정치적 연막탄이다.

 

이러한 류의 평화주의와 글로벌 사회제국주의로부터 스스로를 날카롭게 구별하는 것은 위선적이지 않은 진실된 사회주의자들의 정치적 의무다. 사회주의자들은 "진보인터내셔널"의, 그리고 노동자·민중 조직 내 그 비슷한 세력들의 유해한 영향력과 싸워야 한다.

 

리버럴 개량주의 “진보인터내셔널”의 부르주아 정책과는 반대로, 혁명적 공산주의인터내셔널 동맹과 그 밖의 진정한 사회주의자들은 개전 당초부터 일관된 국제주의·반제국주의 정책을 제창해왔다.

 

우리는 우크라이나 인민의 민족 전쟁, 방위 전쟁의 진보적 정당성을 인식하며, 따라서 제국주의 러시아의 침공에 대한 우크라이나 인민의 저항을 지지한다. 동시에, 우리는 강대국들 간 제국주의 패권쟁투의 반동적 성격을 인식하며, 따라서 러시아와 나토 양 진영 모두에 반대한다. 우리는 다음과 같은 슬로건으로 우리의 입장을 요약해놓았다.[16]

Kritik an einer Erklärung der "Progressiven Internationale" von Sanders, Lula, Varoufakis und Corbyn

Vor ein paar Tagen hat die liberal-reformistische "Progressive Internationale" (PI) eine Erklärung - die sogenannte "Athener Erklärung" - zum Ukraine-Krieg veröffentlicht. Das Thema der Erklärung, ihr Inhalt sowie der politische Charakter ihrer Initiatoren machen diese Erklärung zu einem relevanten Thema, mit dem sich Sozialisten auseinandersetzen müssen.

 

Wir beginnen mit der vollständigen Wiedergabe der Erklärung, die formell von Jeremy Corbyn, Ece Temelkuran und Yanis Varoufakis im Namen der "Progressiven Internationale" veröffentlicht wurde. [1]

 

"Der Krieg gegen die Ukraine fordert Unterstützung für die Opfer dieses Krieges und eine neue Bewegung der Blockfreien

 

* Wir stehen an der Seite des ukrainischen Volkes, wie wir an der Seite aller Menschen stehen, die unter Invasion, Vertreibung und Besatzung leiden.

 

* Wir fordern einen sofortigen Waffenstillstand, den Rückzug der russischen Streitkräfte und einen umfassenden Friedensvertrag, der von der Europäischen Union, den Vereinigten Staaten und Russland im Rahmen der Vereinten Nationen garantiert wird.

 

* Wir fordern die Achtung des Völkerrechts und der Rechte aller Geflüchteten, denen unabhängig von ihrer ethnischen Zugehörigkeit, Religion etc. ein sicherer Zufluchtsort angeboten werden muss.

 

* Wir wenden uns gegen die Aufteilung der Welt in konkurrierende Blöcke, die in zügellosen Militarismus, hypermoderne Massenvernichtungswaffen und einen neuen Kalten Krieg investieren.

 

* Wir glauben, dass dauerhafter Frieden nur erreicht werden kann, wenn alle Militärblöcke durch einen umfassenden internationalen Sicherheitsrahmen ersetzt werden, der Spannungen abbaut, Freiheiten erweitert, Armut bekämpft, Ausbeutung begrenzt, soziale und ökologische Gerechtigkeit anstrebt und die Vorherrschaft eines Landes über andere beendet.

 

In diesem Sinne rufen wir Demokrat:innen in der ganzen Welt dazu auf, sich in einer neuen Bewegung der Blockfreien zusammenzuschließen. Wir sehen in der Zusammenarbeit bündnisfreier, demokratischer und souveräner Nationen den Weg zu dauerhaftem Frieden und einer Welt, die die Klimakatastrophe abwenden und der nächsten Generation eine gute Chance geben kann, die Bedingungen für einen weltweit geteilten Wohlstand zu schaffen."

 

 

 

Leerer bürgerlicher Pazifismus ...

 

 

 

Gehen wir zunächst auf den Inhalt der Erklärung selbst ein. Im Grunde handelt es sich um eine Wiederholung leerer pazifistischer Phrasen, ohne dass daraus konkrete Konsequenzen gezogen werden.

 

Die PI sagt: " Wir stehen an der Seite des ukrainischen Volkes, wie wir an der Seite aller Menschen stehen, die unter Invasion, Vertreibung und Besatzung leiden." Schön. Das sagen auch viele bürgerliche Regierungen und Medien. Aber was bedeutet das konkret? Es findet ein Krieg zwischen zwei Staaten statt. Auf welcher Seite stehst du? Steht die PI "an der Seite des ukrainischen Volkes" in dem Sinne, dass sie dessen nationalen Verteidigungskrieg unterstützt? Davon ist in der Erklärung nicht die Rede, und das ist kein Zufall, denn in Wirklichkeit stellt sich die PI gegen den Widerstandskampf des ukrainischen Volkes gegen die Invasion des russischen Imperialismus.

 

Anfang Mai veröffentlichte das US-Magazin TIME ein Interview mit Lula, dem historischen Führer der brasilianischen PT, der von 2002 bis 2010 Präsident des Landes war und bei den kommenden Wahlen im Oktober dieses Jahres erneut für dieses Amt kandidieren wird. Die PT ist eine der führenden Kräfte innerhalb der Progressiven Internationale. In diesem Interview weigerte sich Lula, sich in diesem Krieg auf die Seite der Ukraine zu stellen, und behauptete, dass beide Seiten für den Krieg verantwortlich sind. Er erklärte, dass "wir Putin sagen sollten: 'Ihr habt viele Waffen, aber ihr müsst sie nicht gegen die Ukraine einsetzen. Lasst uns reden!'" Gleichzeitig sagte er, dass Zelensky "den Krieg gewollt hat. Wenn er keinen Krieg gewollt hätte, hätte er ein wenig mehr verhandeln müssen." [2]

 

So nimmt die PI "bestenfalls" eine neutrale Haltung in diesem Krieg ein, anstatt sich auf die Seite des ukrainischen Volkes gegen Putins Invasion zu stellen. Das bedeutet, dass diese bürgerlich-liberalen Kräfte sich weigern, zwischen einem unterdrückten Volk und einem Unterdrücker, zwischen dem Opfer und dem Aggressor, zwischen einem imperialistischen Staat und einem halbkolonialen Land zu unterscheiden. Das hat nichts mit sozialistischen oder demokratischen Prinzipien zu tun!

 

In der "Athener Erklärung" wird ein "sofortiger Waffenstillstand" gefordert. Sicher, es kann Umstände geben, unter denen das Lager der Unterdrückten, wenn es sich in einer schwachen Position befindet, gezwungen sein kann, einen "sofortigen Waffenstillstand" zu fordern. Wenn dies der Fall ist, werden die Sozialisten dies unterstützen. Wenn dies jedoch nicht der Fall ist, wird die Forderung nach einem "sofortigen Waffenstillstand" nur die Seite des Aggressors begünstigen, da sie bedeutet, dass er seine Eroberungen einfrieren kann. Heute würde das bedeuten, dass Russland große Teile der Ost- und Südukraine behalten würde.

 

Befürworter der PI könnten einwenden, dass die "Athener Erklärung" auch "den Rückzug der russischen Streitkräfte" fordert. "Das bedeutet übrigens, dass auch die PI sich verpflichtet fühlt, anzuerkennen, dass die Ukraine das Opfer einer illegitimen Besetzung durch einen ausländischen Aggressor ist (natürlich ohne die Konsequenzen zu ziehen und das unterdrückte Volk zu unterstützen). Allerdings unterstützt die PI nicht die Vertreibung des russischen Aggressors mit Waffengewalt - denn sie fordert einen "sofortigen Waffenstillstand" - sondern eine Lösung auf dem Verhandlungsweg. Dies bringt Putin in eine vorteilhafte Position, da seine Armee bereits große Teile der Ukraine besetzt hält.

 

 

 

... in Verbindung mit dem globalen Sozialimperialismus

 

 

 

Wie soll der Frieden nach Ansicht der "Progressiven Internationale" erreicht werden? Im Grunde fordern diese liberalen Reformisten einen ausverhandelten Friedensvertrag, der von den imperialistischen Großmächten garantiert wird - nämlich "von der Europäischen Union, den Vereinigten Staaten und Russland im Rahmen der Vereinten Nationen. "Mit anderen Worten, der europäische, amerikanische und russische Imperialismus sowie die UNO, die von fünf Vetomächten (USA, Russland, China, Frankreich und Großbritannien) dominiert wird.

 

Es ist ironisch, dass die PI den eklatanten Widerspruch zwischen dieser Forderung und ihren folgenden Aussagen nicht erkennt: " Wir wenden uns gegen die Aufteilung der Welt in konkurrierende Blöcke, die in zügellosen Militarismus, hypermoderne Massenvernichtungswaffen und einen neuen Kalten Krieg investieren. Wir glauben, dass dauerhafter Frieden nur erreicht werden kann, wenn alle Militärblöcke durch einen umfassenden internationalen Sicherheitsrahmen ersetzt werden, der Spannungen abbaut, Freiheiten erweitert, Armut bekämpft, Ausbeutung begrenzt, soziale und ökologische Gerechtigkeit anstrebt und die Vorherrschaft eines Landes über andere beendet."

 

Wie um alles in der Welt sollte es möglich sein, eine friedliche, wohlhabende Welt ohne Armut zu schaffen, wenn die imperialistischen Großmächte - die laut der PI den Friedensvertrag in der Ukraine garantieren sollen - weiter existieren?!

 

Nein, Frieden und soziale Gerechtigkeit sind ohne den revolutionären Sturz der imperialistischen Großmächte und der kapitalistischen Monopole, die die Welt beherrschen, unmöglich zu erreichen. Es wird nur dann Frieden und soziale Gerechtigkeit geben, wenn wir eine globale sozialistische Gesellschaft aufbauen.

 

Tatsächlich vertritt die PI eine utopische Perspektive einer friedlichen und gerechten Weltordnung, in der die Großmächte weiter bestehen. Selbst wenn es keine formellen Militärbündnisse wie die NATO und die CSTO gäbe, würden die USA, China, Russland, die EU und Japan weiterhin imperialistische Mächte darstellen. Wäre damit die Gefahr eines imperialistischen Krieges gebannt? Sicherlich nicht!

 

Bekanntlich sind formelle, langjährige Bündnisse (wie NATO und CSTO) erst nach 1945 entstanden. Aber auch ohne die Existenz solcher Bündnisse hat die Existenz imperialistischer Großmächte und ihre Rivalität im 20. Jahrhundert zwei Weltkriege mit mehr als 100 Millionen Toten verursacht!

 

Wie wir weiter unten sehen werden, ist dieser Widerspruch in der "Erklärung von Athen" nicht auf Dummheit zurückzuführen, sondern vielmehr auf die zynische Politik liberal-reformistischer Politiker, die diplomatische Sprache mit bürgerlicher Realpolitik verbinden.

 

 

 

Eine "neue Bewegung der Blockfreien"?

 

 

 

In der PI-Erklärung wird die Schaffung einer "Neuen Bewegung der Blockfreien" gefordert, die eine solche friedliche und wohlhabende Welt gewährleisten würde. Tatsächlich hätte eine solche "Neue Bewegung der Blockfreien" keinen anti-imperialistischen oder anti-kapitalistischen Inhalt, sondern wäre eher eine andere Version der imperialistischen Weltordnung - wahrscheinlich eine, die von China [3] und Russland dominiert werden würde. [4]

 

Es ist kein Zufall, dass am gleichen Tag, an dem die "Erklärung von Athen" veröffentlicht wurde, der "Morning Star" - die stalinistische Zeitung der Kommunistischen Partei Großbritanniens - einen Artikel eines indischen Journalisten veröffentlichte, der sich mit der "Neuen Bewegung der Blockfreien" befasste. Da der Autor ein stolzer Patriot seines Heimatlandes ist, das zufällig eine Regionalmacht ist, trägt der Artikel den Titel: "Indien kommt in einer möglichen neuen Weltordnung eine Schlüsselrolle zu".

 

Doch wir wollen uns an dieser Stelle nicht mit den sozial-patriotischen Bekenntnissen des Stalinismus aufhalten. Vielmehr wollen wir die Aufmerksamkeit auf den Versuch der Autoren lenken, das Wesen einer solchen "Neuen Blockfreien Bewegung" zu konkretisieren. Die stalinistische Zeitung schreibt: "Es ist auch klar, dass die Blockfreiheit von heute auf der Forderung nach einer Umgestaltung der Weltordnung beruhen muss, die die Ablehnung der Diktatur der Weltbank und des IWF und der dauerhaften Auswirkungen der Verschuldung, die Abschaffung der Sanktionen als Kriegsmittel und eine gerechtere Vereinte Nationen beinhaltet. Dies erfordert den Aufbau von Strukturen, für die es Präzedenzfälle gibt. Die BRICS-Staaten hatten die richtige Idee mit der Neuen Entwicklungsbank, die früher als BRICS-Entwicklungsbank bezeichnet wurde und ein Modell für künftige Blöcke sein kann." [5]

 

Wir sehen also, dass die liberalen Reformisten und Stalinisten die BRICS und ihre Institutionen als Beispiele für eine "Neue Bewegung der Blockfreien" betrachten. Aber was sind die BRICS? Es ist ein Bündnis von China und Russland - zwei der führenden imperialistischen Mächte der Welt - sowie anderer kapitalistische Regionalmächten (Brasilien, Indien und Südafrika). Die Bank der BRICS ist nur eine weitere imperialistische Finanzinstitution - nicht besser als der IWF oder die Weltbank, sondern nur von anderen Großmächten dominiert! Fragen Sie einfach die afrikanischen und asiatischen Nationen, die unter den Folgen der chinesischen Kredite leiden!

 

Kurz gesagt, die sogenannte "Neue Bewegung der Blockfreien" ist nur eine Chimäre, ein politischer Slogan, der die Interessen des chinesischen und russischen Imperialismus und der mit ihm verbündeten herrschenden Klasse in den halb-kolonialen Ländern vertritt. Es ist kein Konzept, mit dem man sich in irgendeiner Weise identifizieren kann!

 

 

 

Exkurs: Marxismus und Pazifismus

 

 

 

Wir möchten diese Gelegenheit nutzen, um ein paar Worte über die kleinbürgerliche Ideologie des Pazifismus zu sagen, die derzeit nicht nur von der liberal-reformistischen "Progressiven Internationale", sondern auch von zahlreichen bürgerlichen Regierungen (einschließlich der chinesischen) und "linken" Kräften gepredigt wird.

 

Sozialisten unterscheiden zwischen dem ehrlichen Pazifismus der Massen und dem faktischen, heuchlerischen Pazifismus der Berufspolitiker und ihrer angeheuerten Akademiker. Ersterer repräsentiert ein verwirrtes Bewusstsein der Massen, beinhaltet aber den fortschrittlichen Wunsch, die Plage des Militarismus und des imperialistischen Krieges loszuwerden. Natürlich müssen Revolutionäre pädagogisch die Unzulänglichkeiten einer solchen Sichtweise erklären, aber gleichzeitig müssen sie versuchen, an solchen Hoffnungen anzuknüpfen und sie für den Fortschritt des kollektiven Kampfes der Massen zu nützen.

 

Der Pazifismus von bürgerlichen Politikern und phrasendreschenden Linksintellektuellen ist etwas anderes. Revolutionäre müssen dies scharf anprangern und den Volksmassen die objektiv reaktionäre Rolle solcher Schwindler erklären.

 

Die oben erwähnte "Athener Erklärung" der PI ist ein gutes Beispiel für solche Heuchelei. Sie fordern Frieden und rufen zu einer "friedlichen Weltordnung" auf. Aber wer soll diesen Frieden garantieren? Offensichtlich diejenigen, die Macht und Waffen haben. Und wer ist das? Nun, genau die kapitalistischen Mächte und ihre Armeen, die auch heute die Welt beherrschen. Im Fall der Ukraine nennt die PI ausdrücklich diejenigen, die einen Friedensvertrag garantieren sollen: "die Europäische Union, die Vereinigten Staaten und Russland im Rahmen der Vereinten Nationen" - mit anderen Worten, die imperialistischen Mächten und eine von ihnen kontrollierte Institution.

 

Daher ist der Pazifismus eine gefährliche Ideologie, die die Unterdrückten dazu aufruft, keine Gewalt anzuwenden, und die die kapitalistischen Mächte und ihre Armeen in Ruhe lässt oder diese Räuber sogar dazu auffordert, den "Frieden" zu sichern.

 

Tatsache ist, dass die Unterdrückten im Laufe der Geschichte nie einen nennenswerten Fortschritt ohne Gewalt erreichen konnten. Die Abschaffung der Sklaverei, die Vertreibung der kolonialen Unterdrücker oder der Sturz eines faschistischen oder diktatorischen Regimes - all diese Errungenschaften wären ohne Gewalt und bewaffneten Kampf unmöglich gewesen. Das ist heute in der Ukraine nicht anders, wo die Menschen ihr Land gegen eine brutale ausländische Invasion verteidigen.

 

Sicher, auch Sozialisten wollen Frieden. Aber wir wollen einen Frieden, der nachhaltig ist. Und das bedeutet eine Friedensordnung, die auf einem gesellschaftlichen Fundament aufbaut, in dem die Ursachen von Kriegen beseitigt sind. Mit anderen Worten, eine Gesellschaft ohne Klassenausbeutung und Unterdrückung, also eine sozialistische Gesellschaft. Die einzig sinnvolle Strategie des Friedens bedeutet daher, für eine sozialistische Revolution zu kämpfen und gewaltsame Mittel des Kampfes gegen den Unterdrücker zu befürworten, wo immer dies notwendig ist.

 

Der Pazifismus ist daher eine reaktionäre und schädliche Ideologie, die die Unterdrückten entwaffnet und desorientiert. Aus diesem Grund hat die marxistische Bewegung solchen Unsinn immer abgelehnt. Natürlich schließt dies die Möglichkeit einer begrenzten praktischen Zusammenarbeit mit Pazifisten gegen einen imperialistischen Krieg nicht aus, da wir auch bereit sind, mit Reformisten gegen wirtschaftliche Angriffe der Kapitalistenklasse, mit Nationalisten oder Islamisten unterdrückter Nationen gegen Rassismus und koloniale Besatzung usw. zusammenzuarbeiten. Dennoch ist der Pazifismus als Ideologie und als politische Kraft ein Feind des Sozialismus.

 

Die Bolschewiki, jene Partei, die 1917 die erste erfolgreiche Revolution der Arbeiterklasse organisierte, haben den Pazifismus stets scharf verurteilt. Auf einer Konferenz im Februar 1915 verabschiedeten sie eine Resolution, in der es unter anderem hieß:

 

"Pazifismus und abstrakte Friedenspredigt sind eine Form der Irreführung der Arbeiterklasse. Im Kapitalismus, und besonders in seinem imperialistischen Stadium, sind Kriege unvermeidlich. Anderseits können die Sozialdemokraten nicht die positive Bedeutung von revolutionären Kriegen leugnen, d. h. von Kriegen, die keine imperialistischen Kriege sind." [6]

 

" Eine Friedenspropaganda, die nicht begleitet ist von der Aufrufung der Massen zu revolutionären Aktionen, kann in der gegenwärtigen Zeit nur Illusionen erwecken, das Proletariat dadurch demoralisieren, daß man ihm Vertrauen in die Humanität der Bourgeoisie einflößt, und es zu einem Spielzeug in den Händen der Geheimdiplomatie der kriegführenden Länder machen. Insbesondere ist der Gedanke grundfalsch, daß ein sogenannter demokratischer Frieden ohne eine Reihe von Revolutionen möglich sei." [7]

 

Gregor Sinowjew, Lenins engster Mitarbeiter zu dieser Zeit, erklärte diesen Gedanken sehr treffend im Zentralorgan der Bolschewiki während des Ersten Weltkriegs:

 

„Die Friedensidee zum Mittelpunkt!“, das wird jetzt gesagt, nachdem der erste alleuropäische imperialistische Krieg ausgebrochen ist! Das habt Ihr aus den Ereignissen gelernt!

 

Nicht Friedensidee, sondern Bürgerkriegsidee, möchte man diesem großen Utopisten zurufen, der sich mit einer so kleinen Utopie herumträgt. Bürger Adler, nicht Friedensidee, sondern Bürgerkriegsidee! – das muss zum Mittelpunkt unseres Programms werden.

 

Es ist nicht schlimm, dass wir die Friedensidee vor dem Kriege wenig propagiert haben, aber schlimm ist es, dass wir die Idee des Klassenkampfes, des Bürgerkrieges, allzu wenig und nicht genug ernsthaft propagierten, denn während des Krieges ist die Billigung des Klassenkampfes ohne Billigung des Bürgerkrieges eine einfache Phrase, eine Lüge, eine Irreführung der Arbeiter.“ [8]

 

“Ja, wir sind gar nicht prinzipielle Pazifisten, wir sind gar nicht gegen alle Kriege. Wir sind gegen ihre Kriege, gegen die Kriege der Unterdrücker, gegen die imperialistischen Kriege, gegen Kriege, die gerichtet sind auf Verknechtung von Millionen und Abermillionen der werktätigen Massen. Doch „die Sozialdemokraten können die positive Bedeutung der revolutionären Kriege nicht leugnen, d. h. nicht der imperialistischen Kriege, sondern solcher, die z. B. geführt wurden von 1789 bis 1871 zur Befreiung vom fremden Joche und zur Schaffung von kapitalistischen Nationalstaaten aus den feudal zersplitterten Staaten, oder solcher, die zum Schutz der Errungenschaften des siegreichen Proletariats im Kampfe mit der Bourgeoisie zulässig sind“. Einige Jahre später fasste die Kommunistische Internationale die Gefahren des Pazifismus wie folgt zusammen: "Der Imperialismus ist die kapitalistische Realität, der bürgerliche Pazifismus die kapitalistische Illusion. Der Pazifismus ist ebenso wenig wie die bürgerliche Sozialreform in der Lage, die Widersprüche, die Übel und die Verbrechen des Kapitalismus zu überwinden. Aber er wird Uneinigkeit und Unsicherheit in die Reihen der Bourgeoisie, des Mittel- und Kleinbürgertums bringen und damit den Klassenfeind des Proletariats schwächen. Die Kommunisten müssen diese Schwächung ausnutzen, indem sie jede pazifistische Initiative der Bourgeoisie nutzen, um die Arbeiterklasse in den Kampf zu führen, in dessen Verlauf sie lernen wird, dass Militarismus und Imperialismus nicht durch den allmählichen Triumph der Vernunft und der Friedensliebe beseitigt werden können. (…) Diese Überzeugung wird den lähmenden und schwächenden Auswirkungen des Pazifismus auf die revolutionäre kämpferische Energie des Proletariats entgegenwirken, eine Gefahr, die mit der bürgerlichen pazifistischen Propaganda verbunden ist. (...) Die Nebel der pazifistischen sentimentalen Hoffnungen dürfen nicht die Erkenntnis verdecken, dass die Bourgeoisie dank ihrer Verfügungsgewalt über die Produktionsmittel des Lebens und die Produktionsmittel des Todes herrscht und ausbeutet. Das Proletariat muss sich beides aneignen, um sich von Ausbeutung und Knechtschaft zu befreien. Da es mit Waffengewalt an seiner Freiheit gehindert wird, muss es sie mit Waffengewalt erobern und verteidigen." [10]

 

Diese Worte haben nichts von ihrer Bedeutung verloren - insbesondere, da wir in eine Zeit eingetreten sind, die durch mehr Kriege, Revolutionen und Gegenrevolutionen gekennzeichnet ist!

 

 

 

Was ist die "Progressive Internationale"?

 

 

 

Wie wir sehen, verbindet die "Erklärung von Athen" einige pazifistische Phrasen mit einer bürgerlich-utopischen Vorstellung von einer neuen friedlichen Weltordnung, in der die imperialistischen Großmächte und kapitalistischen Monopole weiter existieren. Wie wir oben festgestellt haben, ist dies nicht das Ergebnis von Dummheit, sondern stellt vielmehr den Versuch dar, eine bürgerliche und sozial-imperialistische Strategie zu verschleiern.

 

Dies wird deutlich, wenn man sich die Zusammensetzung der PI-Führung ansieht, die die politischen Kräfte widerspiegelt, die dieses Bündnis beherrschen. Zu den Mitgliedern des Rates gehören: [11]

 

* Celso Amorim (Brasilien), ein enger Verbündeter Lulas, der mehr als 12 Jahre lang als Außen- und später als Verteidigungsminister des Landes tätig war.

 

* Natália Bonavides ist eine weitere Abgeordnete der PT von Lula.

 

* Fernando Haddad (Brasilien), ein führender Vertreter der PT von Lula, ehemaliger Minister und Präsidentschaftskandidat der PT bei den letzten Wahlen.

 

* Andres Arauz (Ecuador), ein ehemaliger Minister und Generaldirektor der Zentralbank.

 

* Niki Ashton (Kanada), Mitglied des Parlaments für die sozialdemokratische NDP.

 

* Edil Baisalov (Kirgisistan), der derzeitige Botschafter dieses Landes in London.

 

* Alicia Castro (Argentinien), eine langjährige Unterstützerin der kirchneristischen Regierungspartei, die seit Jahren als Botschafterin tätig ist.

 

* Elizabeth Gómez Alcorta (Argentinien), derzeitige Ministerin für Frauen, Geschlechter und Vielfalt in der Kirchner-Regierung.

 

* Leïla Chaibi (Frankreich), Mitglied des Europäischen Parlaments für Melanchons "La France insoumise".

 

* Jeremy Corbyn (Großbritannien), Mitglied des Parlaments im Vereinigten Königreich und ehemaliger Vorsitzender der Labour Party.

 

* John McDonnell (Großbritannien), ein weiteres Mitglied des britischen Parlaments und eine ehemalige Führungspersönlichkeit der Labour-Partei.

 

* Rafael Correa (Ecuador), ehemaliger Präsident.

 

* Álvaro García-Linera (Bolivien), ehemaliger Vizepräsident.

 

* Sacha Llorenti (Bolivien), ehemaliger Minister und Botschafter.

 

* Anyang Nyong'o (Kenia), ehemalige Ministerin (7 Jahre) und derzeit Gouverneurin des Bezirks Kisumu, Kenia.

 

* Yanis Varoufakis (Griechenland), Mitglied des griechischen Parlaments, Mitbegründer von DiEM25 und ehemaliger Finanzminister Griechenlands.

 

Wie wir sehen, wird die Führung der "Progressiven Internationale" von Persönlichkeiten dominiert, die als ehemalige und aktuelle Führer kapitalistischer Staaten gedient haben und die liberale, reformistische und bolivarische Parteien vertreten.

 

Zu all diesen Kräften muss man das Sanders-Institute hinzufügen, d.h. das Institut, das mit dem US-Senator Bernie Sanders verbunden ist und das vor einigen Jahren eine Schlüsselrolle bei der Gründung des PI gespielt hat. Während Sanders manchmal linksliberale Gesetzesentwürfe fördert, ist er ein überzeugter Anhänger der Biden-Administration und hat in den vergangenen Wochen für alle anti-russischen Gesetze und Programme gestimmt.

 

Es ist jetzt ganz klar, dass die zynische Kombination aus pazifistischen Phrasen und nebulösen Vorschlägen für eine "alternative neue Weltordnung" eine durch und durch bürgerliche Politik darstellt. In Wirklichkeit handelt es sich um Vorschläge für eine Reform der imperialistischen Weltordnung, ohne ihren unterdrückerischen und ausbeuterischen Charakter zu ändern. Dies ist nicht überraschend, da die PI-Führer viele Jahre lang als Amtsträger kapitalistischer Staaten gedient haben, die sich gut in diese imperialistische Weltordnung eingefügt haben.

 

In Wirklichkeit ist die PI ein ohnmächtiger loser Zusammenschluss, der die Macht hat, das Bewusstsein der Massen zu verwirren, aber nicht die Macht, die imperialistische Weltordnung zu verändern. Tatsächlich besteht sie aus reformistischen und bolivarischen Kräften, die schon immer die Zusammenarbeit mit dem chinesischen und russischen Imperialismus gesucht haben, aus europäischen Reformisten, die Regierungspositionen in den imperialistischen Regierungen der EU anstreben, und aus Anhängern des US-Senators Sanders, der derzeit die militaristische Außenpolitik der Biden-Regierung unterstützt.

 

Auf ideologischer Ebene predigen diese Kräfte eine Art globalen oder Pan-Sozialimperialismus - das utopische Programm einer reformierten und friedlichen imperialistischen Weltordnung. In Wirklichkeit ist die PI eine notwendigerweise lose Föderation, die im Falle einer ernsthaften Konfrontation zwischen den Großmächten in Ost und West zusammenbrechen oder gelähmt werden wird.

 

 

 

Und auch ein gewisser "Trotzkist" versucht sein Glück bei der PI

 

 

 

Neben dieser langen Liste von (Ex-)Ministern und Botschaftern gibt es auch einen gewissen "Trotzkisten", der sein Glück bei der liberal-reformistischen "Progressiven Internationale" versucht. Sein Name ist Oleg Vernyk und er vertritt eine ukrainische "Gewerkschaft". [12]

 

Für diejenigen, die seit einiger Zeit in der internationalen trotzkistischen Bewegung aktiv sind, ist Vernyk eine bekannte Figur. Er organisierte in den Jahren 2000-03 ein kriminelles Unternehmen, bei dem er Tausende von Dollar von wohlmeinenden Linken in westlichen Ländern stahl, indem er die Existenz verschiedener sozialistischer "Organisationen" in der Ukraine vortäuschte. Es gibt sogar einen eigenen Wikipedia-Eintrag über diesen Betrug. [13]

 

Gegenwärtig gehört Vernyk der Internationalen Sozialistischen Liga (ISL oder LIS, wie die spanische Abkürzung lautet) an, einer internationalen trotzkistischen Organisation, deren größte Sektion der MST in Argentinien ist. Seine Mitgliedschaft in dieser Organisation scheint kein Hindernis für die Teilnahme an einem liberal-reformistischen Bündnis zu sein, das von (Ex-)Ministern und Botschaftern kapitalistischer Staaten dominiert wird.

 

Der Grund für die seltsame Doppelmitgliedschaft von Vernyk ist nicht schwer zu erkennen. Dieser Mann ist immer noch auf der Suche nach Geld. Erst vor ein paar Wochen veröffentlichte er erneut Aufrufe - sowohl auf den Websites von LIS als auch von PI - in denen er die Leute aufforderte, ihm Geld zu schicken. [14]

 

Man muss zugeben: Was Vernyk an sozialistischen und moralischen Grundsätzen fehlt, macht er durch kreative Wege zur Geldbeschaffung wett!

 

 

 

Abschließende Worte

 

 

 

Die "Athener Erklärung" zum Ukraine-Krieg bietet keine Perspektive für den Kampf gegen Putins Invasion sowie gegen die inner-imperialistische Rivalität der Großmächte. Sie stellt vielmehr eine politische Nebelgranate dar, die Aktivisten nur verwirren kann.

 

Es ist die politische Pflicht authentischer Sozialisten, sich scharf von dieser Art von Pazifismus und globalem Sozialimperialismus abzugrenzen. Sie müssen den schädlichen und demoralisierenden Einfluss der "Progressiven Internationale" und ähnlicher Kräfte innerhalb der Arbeiter- und Volksmassenorganisationen bekämpfen.

 

Im Gegensatz zur bürgerlichen Politik der liberal-reformistischen PI haben die Revolutionär-Kommunistische Internationale Tendenz und andere authentische Sozialisten seit Beginn des Krieges eine konsequente internationalistische und anti-imperialistische Politik vertreten - eine Linie, die dem Doppel-Charakter des aktuellen Konflikts Rechnung trägt.

 

Wir erkennen den fortschrittlichen und legitimen Charakter des nationalen Verteidigungskrieges des ukrainischen Volkes an und unterstützen daher seinen Widerstand gegen die Invasion des imperialistischen Russlands. Gleichzeitig nehmen wir aber auch den reaktionären Charakter der inner-imperialistischen Rivalität zwischen den Großmächten wahr [15] und stellen uns daher gegen beide Lager - sowohl gegen Russland als auch gegen die NATO. Wir haben unsere Position in den folgenden Slogans zusammengefasst: [16]

 

* Verteidigt die Ukraine! Besiegt den russischen Imperialismus! Internationale Volkssolidarität mit dem ukrainischen nationalen Widerstand - unabhängig von jedem imperialistischen Einfluss!

 

* Nieder mit allen imperialistischen Mächten - NATO und EU ebenso wie Russland! In allen Konflikten zwischen diesen Mächten stellen sich Revolutionäre gegen beide Lager!

 

Wir rufen authentische Sozialisten auf, gemeinsam für eine Welt ohne imperialistische Großmächte und ohne kapitalistische Monopole zu kämpfen, denn nur in einer solchen Gesellschaftsordnung werden Kriege und Gewalt abgeschafft! Um einen solchen Kampf voranzutreiben, müssen Sozialisten gegen den schädlichen Einfluss des bürgerlichen Pazifismus und des liberalen Reformismus kämpfen, wie er von Kräften wie der "Progressiven Internationale" vertreten wird. Eine solche historische Aufgabe kann nur erreicht werden, wenn authentische Sozialistinnen und Sozialisten ihre Kräfte bündeln. Wir rufen alle, die eine solche Perspektive teilen, dazu auf, sich dem RCIT in diesem Kampf anzuschließen und gemeinsam eine revolutionäre Weltpartei aufzubauen!
