Russia: Brief Report about the Current Situation

Preface by the Editorial Board: Below we publish another interesting report written by comrade Denis Sokolov from Социалистической Тенденцией (Socialist Tendency) in Russia. The RCIT has fraternal relations with this organisation and collaborates very closely with the comrades on a daily basis (https://www.thecommunists.net/rcit/declaration-of-fraternal-relations-between-ct-russia-and-rcit/).

The report shows how the regime exploits the emergency situation caused by the aggression abroad in order to attack fundamental social and democratic rights of the working class. We did already point out in past documents that the bonapartist Putin regime is becoming more and more totalitarian. Clearly, the current situation in Russia has a thoroughly counterrevolutionary character. However, one must not forget that such graveyard silence existed also in 1914 – in Russia as well as in other countries participating in World War I. Two and a half years later, the situation looked pretty different!

Marxists have to analyse closely the contradictions and changes which are taking place below the surface. Attacks on labour rights while, at the same, a small group of monopoly capitalists in Moscow and Piter is profiteering from the current situation – this will inevitably provoke anger and outrage among the masses. The high casualty rate among the Russian forces deployed in the Ukraine – composed mostly of soldiers coming from nationally oppressed people or from poor rural regions – will sooner or later provoke explosions. Russia is boiling pot with a heavy lid on it.

Under such conditions socialists have to organise their activities based on a long-term plan. The task now is not to try provoking a popular uprising in the short-term as this seems highly illusionary – and therefore senseless risky.

The current task of revolutionaries in Russia is rather to political consolidate and to regroup. Only on such a basis will it be possible to educate the political vanguard, to patiently work among the masses, and to prepare for the future revolutionary explosions. Such political consolidation and regroupment requires a savage review of the analysis and the tactics which has been put forward by various “left-wing” organisations (Stalinist, self-proclaimed “Trotskyists”, etc.). Authentic socialists can not move forward without drawing a sharp line of demarcation to organizations which fail to recognise the imperialist character of Russia, and which refuse to side with the national liberation struggle of oppressed peoples! Today we will talk again about what changes are taking place in Russian society and the state with the course of the Russian-Ukrainian (non-)war.

1. The most significant event over the past two weeks, in our opinion, is the adoption of a number of reactionary anti-labour and anti-democratic laws by the State Duma of the Russian Federation in the first reading.

From now on, when conducting hostilities by a state abroad, the authorities can introduce so-called "special measures" related to the production sectors of the economy. Thus, if these “measures” are adopted, legal entities, regardless of their status and position, will be obliged to accept any government orders if they are necessary for conducting hostilities abroad.

In the future, not only legal entities, but also ordinary workers may be affected. In addition to the above, the law also provides for “the establishment of the specifics of the legal regulation of labour relations in individual organizations”. This, in fact, cancels the labour code. According to the new law, in case of "production necessity" for the needs of the army, enterprises can establish irregular working hours, night shifts, overtime, work on weekends and holidays.

In addition to laws relating to the economy, the deputies also adopted a law in the field of civil political freedoms. The list of places where citizens are allowed to organize rallies and other legal protests has been significantly expanded. At the same time, local provincial authorities can alter this list at their discretion. As a result, it becomes even more difficult to coordinate rallies and pickets, which makes legal protest almost impossible. This was done ostensibly to "protect the interests of the state from threats caused by the West." However, you and I are well aware that such laws are aimed at protecting the state from the people.

2. Rumours began to spread in the media that the former president and prime minister of Russia, Dmitry Anatolyevich Medvedev, had tried to commit suicide. Journalists attribute the incident to Medvedev's deep depression, which, in turn, is associated with the internal Kremlin struggle for power. It is assumed that there is an internal struggle between Medvedev and Kiriyenko over who will become Putin's successor.

3. The ranks of soldiers who refuse to participate in hostilities on the territory of Ukraine are expanding. In military units, "boards of shame" have begun to appear with a list of servicemen who "refused to carry out combat missions."

4. The situation among the masses remains unchanged - there is no belief that anything can be changed with the help of legal protests. At the same time, illegal "guerrilla" actions to sabotage the army, supply lines and law enforcement agencies are continuing to take place throughout the country.

Доклад показывает, как режим использует чрезвычайную ситуацию, вызванную агрессией за рубежом, для того, чтобы атаковать фундаментальные социальные и демократические права рабочего класса. В прошлых документах мы уже отмечали, что бонапартистский режим Путина становится все более тоталитарным. Последние события полностью подтверждают это.

Очевидно, что нынешняя ситуация в России носит ярко выраженный контрреволюционный характер. Однако не следует забывать, что подобная могильная тишина существовала и в 1914 году - как в России, так и в других странах-участницах Первой мировой войны. Два с половиной года спустя ситуация выглядела совсем иначе!

Марксисты должны внимательно анализировать противоречия и изменения, происходящие под поверхностью. Нападки на права трудящихся при одновременной наживе небольшой группы монополистов-капиталистов в Москве и Петербурге на сложившейся ситуации - это неизбежно вызовет гнев и возмущение масс. Высокий уровень потерь среди российских войск, развернутых в Украине, состоящих в основном из солдат - выходцев из национально угнетенных народов или из бедных сельских регионов, - рано или поздно спровоцирует взрывы. Россия - это кипящий котел с тяжелой крышкой.

В таких условиях социалисты должны организовывать свою деятельность на основе долгосрочного плана. Сейчас задача состоит не в том, чтобы попытаться спровоцировать народное восстание в краткосрочной перспективе, поскольку это представляется весьма иллюзорным, а значит, бессмысленно рискованным.

Сегодняшняя задача революционеров в России состоит скорее в политической консолидации и перегруппировке. Только на такой основе возможно воспитание политического авангарда, терпеливая работа в массах и подготовка к будущим революционным взрывам. Такая политическая консолидация и перегруппировка требует жестокого пересмотра анализа и тактики, выдвинутых различными "левыми" организациями (сталинистскими, самопровозглашенными "троцкистами" и т.д.). Подлинные социалисты не могут двигаться вперед, не проводя резкой демаркационной линии с организациями, которые не признают империалистический характер России и отказываются встать на сторону национально-освободительной борьбы угнетенных народов! Социалистическая тенденция и РКИТ обращаются к социалистам России, где бы они ни находились, чтобы объединить усилия в борьбе против империалистического монстра и за освобождение рабочего класса и угнетенных!

Сегодня мы снова поговорим о том, какие изменения происходят в российском обществе и государстве с течением российско-украинской (не)войны.

1. Самым значительным событием за последние две недели, на наш взгляд, является принятие Государственной Думой РФ в первом же чтении ряда реакционных антитрудовых и антидемократических законов.

Теперь, при проведении военных действий государством зарубежом, властями могут быть введены так называемые «специальные меры», относящиеся к производственным секторам экономики. Так, юридические лица, независимо от их статуса и положения, в случае принятия этих «мер» станут обязаны принимать любые госзаказы, если они будут необходимы для проведения боевых действий заграницей.

В перспективе могут быть затронуты не только юридические лица, но и простые трудящиеся. Вдобавок к вышеуказанному, закон также предусматривает «установление особенностей правового регулирования трудовых отношений в отдельных организациях», что фактически «отменяет» трудовой кодекс. Согласно новому закону, в случае «производственной необходимости» для нужд армии, на предприятиях может устанавливаться ненормированный рабочий день, ночные смены, переработки, работа в выходные и праздничные дни.

Кроме законов, касающихся экономики, депутатами был также принят закон в сфере гражданских политических свобод. Значительно расширен список мест, в которых гражданам разрешено организовывать митинги и другие легальные виды протестов. При этом местные провинциальные власти могут на своё усмотрение данный список расширять. Согласовать митинги и пикеты становится ещё сложнее, что делает легальный протест практически невозможным. Сделано это якобы для «защиты интересов государства от угроз, вызванных Западом». Однако мы с вами прекрасно понимаем, что подобного рода законы направлены для защиты государства от народа.

2. В СМИ стали распространяться слухи о том, что пытался покончить жизнь самоубийством бывший президент и премьер-министр России Дмитрий Анатольевич Медведев. Журналисты связывают произошедшее с глубоким депрессивным состоянием Медведева, которое, в свою очередь, связано с внутрекремлевской борьбой за власть. Предполагается, что между Медведевым и Кириенко идёт внутренняя борьба за то, кто же станет приемником Путина.

3. Ширятся ряды солдат, которые отказываются участвовать в боевых действиях на территории Украины. В военных частях стали появляться «доски позора» с перечислением военнослужащих, «отказавшихся выполнять боевые задачи».

4. Ситуация в массах остается неизменной — отсутствует вера в то, что можно изменить что-либо с помощью легальных протестных акций, в то время как нелегальные «партизанские» действия по саботажу армии, путей снабжения и силовых структур не прекращаются на территории всей страны.

 

Rusia: Breve informe sobre la situación actual

A continuación publicamos otro interesante informe escrito por el camarada Denis Sokolov de Социалистической Тенденцией (Tendencia Socialista ) en Rusia. El informe muestra cómo el régimen explota la situación de emergencia provocada por la invasion a Ucrania, para atentar contra los derechos sociales y democráticos fundamentales de la clase trabajadora. Ya señalamos en documentos anteriores, que el régimen bonapartista de Putin se está volviendo cada vez más totalitario. (Consultar Continuidad y transformación del régimen bonapartista de Putin, en medio de un tornado político global, https://www.thecommunists.net/theory/world-situation-april-2022/ ) Los acontecimientos recientes confirman plenamente nuestro análisis.

Claramente, la situación actual rusa tiene un carácter completamente contrarrevolucionario. Sin embargo, no debemos olvidarnos, que, existió también un “silencio de Cementerio” en 1914, tanto en Rusia como en otros países que participaron en la Primera Guerra Mundial. ¡Dos años y medio después, la situación cambió, de forma muy diferente! Por lo tanto, para actuar correctamente, los marxistas debemos analizar de cerca las contradicciones y los cambios que se están produciendo debajo de la superficie.

Los ataques a los derechos laborales sirven para que un pequeño grupo de capitalistas monopolistas en Moscú y San Petesburgo se beneficien, ganando fortunas, situación, que, inevitablemente, provocará la ira y la indignación entre las masas. La alta tasa de bajas entre las fuerzas rusas desplegadas en Ucrania, compuestas en su mayoría por soldados provenientes de pueblos nacionalmente oprimidos o de regiones rurales pobres, tarde o temprano provocará explosiones. ¡Queda claro que Rusia es un caldero que hierve, cerrado con una tapa pesada!

En tales condiciones, los socialistas temenos que organizar nuestras actividades en base a un plan de largo plazo. En ese sentido, la tarea no pasa por tratar de provocar un levantamiento popular a corto plazo, ya que esto parece muy ilusorio y, por lo tanto, muy arriesgado y sin sentido. La tarea actual de los revolucionarios es, más bien, la de consolidarse políticamete y, en ese marco, tartar de reagruparse. Sólo sobre esa base será posible educar a la vanguardia política, trabajar con paciencia entre las masas y prepararse para los futuros estallidos revolucionarios.

Tal consolidación y reagrupamiento político requiere una revisión profunda del análisis y las tácticas que han planteado diversas organizaciones que se reivindican socialistas o de “izquierda”, como los estalinistas, otras fuerzas autodenominadas “trotskistas”, etc.). ¡Los auténticos socialistas no podemos avanzar sin trazar una clara línea de demarcación con los grupos que no reconocen el carácter imperialista de Rusia y que se niegan a ponerse del lado de la lucha de liberación nacional de los pueblos oprimidos! ¡ La Corriente Comunista Revolucionaria Internacional y la Tendencia Socialista de Rusia, se acercan a los socialistas de este país, dondequiera que estén, con el propósito de unir fuerzas en la lucha contra el monstruo imperialista y por la liberación de la clase obrera y los oprimidos!

 

Texto de la Corriente Socialista de Rusia:

Hoy hablaremos nuevamente sobre los cambios que se están produciendo en la sociedad rusa y el Estado, en medio de la (no) guerra ruso-ucraniana.

1. El acontecimiento más significativo de las últimas dos semanas, en nuestra opinión, es la adopción de una serie de leyes reaccionarias antiobreras y antidemocráticas por parte de la Duma Estatal de la Federación Rusa. A partir de ahora, cuando el Estado lleve a cabo hostilidades en el extranjero, las autoridades podrán imponer las llamadas medidas especiales relacionadas a los sectores productivos de la economía. Por lo tanto, si se adoptan estas medidas, las personas jurídicas, independientemente de su estado y posición, estarán obligadas a aceptar cualquier orden del gobierno, que hará lo que Putin y compañía entiendan “correcto”, para conducir hostilidades contra otros países, como sucede en Ucrania.

En el futuro, no solo las personas jurídicas, sino también los trabajadores ordinarios podrán verse afectados por estas medidas, porque, además, la ley también prevé el establecimiento de las particularidades de la regulación legal de las relaciones laborales en las organizaciones individuales, lo cual, de hecho, anula el código laboral. De acuerdo con la nueva normativa, en caso de necesidad de producción -para, supuestamente, abastecer las necesidades del ejército- las empresas tienen la facultad de establecer horarios de trabajo irregulares, turnos nocturnos, horas extras, trabajo en fines de semana y feriados.

Además de estas leyes -relativas a la economía- los diputados aprobaron otra, que afecta las libertades políticas civiles, con listas de los lugares en donde se “pueden organizar mítines y otras protestas legales” y todo tipo de restricciones, como por ejemplo, la facultad otorgada a las autoridades provinciales para modificar este listado. Esto significa que será aún más difícil coordinar mítines y piquetes. ¡Por lo tanto, organizar una protesta legal será casi imposible! Esta legislación antidemocrática se impuso, de manera cínica y mentirosa, para proteger los intereses del Estado de las amenazas causadas por Occidente.

2. En este marco, han comenzado a correr rumores en los medios, en cuanto a que el expresidente y primer ministro de Rusia, Dmitry Anatolyevich Medvedev, habría intentado suicidarse. Los periodistas atribuyen el incidente a la profunda depresión de Medvedev, que, a su vez, está asociada con la lucha interna por el poder dentro del Kremlin. Se supone que existe un enfrentamiento entre este personaje y Kiriyenko, sobre quién será, en el future, el sucesor de Vladimir Putin.

3. Otro acontecimiento que es necesario tener en cuenta, es que se están ampliando las filas de soldados que se niegan a participar en las hostilidades en territorio de Ucrania. En las unidades militares, han comenzado a aparecer listas o tableros de la vergüenza, que hacen público los nombres los militares que se negaron a realizar misiones de combate.

4. Sin embargo, todavía todo esto no tiene directa repercusión entre las masas, cuya situación aún permanece sin cambios importantes, ya que, prima la creencia de que resulta imposible modificar la realidad con a partir de las protestas legales. Por eso, y al mismo tiempo, siguen teniendo lugar en todo el país acciones ilegales, una especie de "guerrilla", con la finalidad de sabotear al ejército, las líneas de suministro y los organismos encargados de hacer cumplir la ley.
