Sudan: The Next Steps in the Struggle against the Military Coup

The mass struggle of the Sudanese workers and youth against the military coup of General Burhan continuous without interruption. This itself is a remarkable achievement since the putschists try to suppress these protests with brutal violence. Nevertheless, the generals are still in power. In the following we present a contribution of the Revolutionary Communist International Tendency (RCIT) to the discussion among Sudanese revolutionaries among questions of strategy and tactics for the current struggle.

 

How do you view the current negotiations about a compromise between General Burhan and the forces around Prime Minister Abdalla Hamdok?

 

We think such negotiations are a farce and revolutionaries in Sudan should not accept their outcome (if there is any). These negotiations take place behind closed doors and it is clear that the military puts massive pressure on the disposed civilian politicians. Add to this the pressure of imperialist institutions like the UN and the U.S. Administration whose primarily interests are geopolitical considerations and not freedom of the Sudanese people. Furthermore, we must avoid at any costs that, once again, the revolution is sold out via a rotten compromise as it already did happen in 2019. For all these reasons, the RCIT calls revolutionaries in Sudan to reject any result of such negotiations. It is not negotiations behind closed doors but the mass struggle on the streets which can offer a solution!

 

Which role should the military play in the future?

 

Many revolutionaries demand that the military must have no role in any future government. The RCIT fully supports this legitimate demand. However, we think this is not sufficient. First, the generals own a number of corporations which gives them massive economic influence. In addition, as long as the military apparatus continues to exist, there will be a constant danger that the generals will carry out another coup (as they have already done so many times in the past).

 

Therefore, the RCIT considers the following slogans as essential. All putschist generals must be arrested and put on trial with judges elected by the popular masses. Furthermore, all military-controlled corporations must be taken out of their control. They should continue to operate as nationalized companies under the control of the workers. In addition, we think it is crucial to smash the whole army apparatus. Their must be no army under the control of generals. The army must be under the control of the people. Hence, the army should be dissolved and replaced by popular militias.

 

A central slogan of the protests is the demand for a government led by civilians. What do you think about this demand?

 

As already said, we fully support the call to kick the generals out of the government. However, we think that the slogan of a civilian government is insufficient and implies a certain danger of opening the door to a sell-out of the revolution. Why? We think this is the case because experience shows that it is not sufficient to have civilian politicians in power. Such politicians can equally oppress the people and act as executive organs of the rich and powerful. They can lead dictatorships or authoritarian regimes (e.g. in China and Russia) or even carry out a coup (e.g. in Tunisia only a few months ago). In short, the slogan of a civilian government limits the focus on the issue if those in power wear a uniform or not. Instead, the focus should be whose interests do those in power serve and if they are under control of the popular masses.

 

Who should take power in your opinion?

 

The RCIT believes that the only way out is a revolutionary uprising of the popular masses resulting in the overthrow of the regime and the creation of a workers and poor peasants’ government. Such a government should be based on popular councils and militias. Only such a government can implement the will of the popular masses. Only such a government is free of influence of the corrupted generals, the wealthy elite and the imperialist Great Powers.

 

Various politicians of the opposition call for peaceful protests. What do you think about this?

 

Of course, revolutionaries have to act careful and avoid unnecessary bloodshed. However, the RCIT considers it as a gross illusion to believe that the ruling class would relinquish power peacefully. The history of Sudan itself is full of such examples – just remember the notorious Khartoum massacre on 3 June 2019! Therefore, peaceful tactics can be legitimate in some situations, but it is absolutely wrong to make a principle out of it. Quiet the opposite, any serious revolutionary organization must prepare the masses for the inevitable armed confrontation with the forces of the ruling class. For this reason, we consider the creation of armed self-defense units which can later be transformed into popular militias as a crucial task of the revolution. Furthermore, we believe it is essential to make (secret) political work within ranks of the army with the goal to win a section of the soldiers to the cause of the people and to break them away from the generals.

 

Which tasks do you consider as essential for the successful struggle against the putschists?

 

The RCIT considers the systematic expansion of the Resistance Committees into all neighborhoods and villages as essential. They should have no affiliation to a specific party but represent the authentic will of the workers and poor peasants. For this they need to function (as much as possible under the current conditions) on the principle of direct democracy and election of delegates based on mandates.

 

Such committees should be basis to organize an indefinite general strike and an armed insurrection in order to bring down the regime of General Burhan.

 

What do you think about the role of the United Nations and foreign powers?

 

The RCIT warns against any illusion in the United Nations or any foreign power and strictly opposes their interference. The UN is a body dominated by the imperialist Great Powers of which the U.S., Russia, China, France and Britain have a veto. Any interference by these powers in Sudanese politics will be dictated by their geostrategic interests and not by the interests of the popular masses. Likewise, regional powers (e.g. Saudi Arabia, Egypt, the United Arab Emirates) can only have a counterrevolutionary influence. Hence, revolutionaries need to strictly oppose any interference of such reactionary institutions.

 

What are the reasons for the opposition of U.S. imperialism against the coup?

 

The opposition of the Biden Administration to the coup of General Burhan is not driven by democratic or humanitarian considerations. Just think about the situation in countries who are close allies of the U.S. like Saudi Arabia, the United Arab Emirates or Egypt). No, the reason is rather that the U.S. fears revolutionary explosions as well as wars in Sudan and the East of Africa. The worries of the American imperialists are well-founded! Just think about the uninterrupted mass mobilizations of the Sudanese people, the dramatically escalating civil war in neighboring Ethiopia, the massive tensions between Egypt, Sudan and Ethiopia because of the so-called Grand Ethiopian Renaissance Dam as well as the civil war in Somalia.

 

The U.S. is a declining imperialist hegemon and, given their focus on the rivalry with Chinese imperialism in the Asian region, they do not have any longer the resources to fully dominate the Middle East. This is why they had to withdraw from Afghanistan under humiliating conditions and why similar withdrawals are underway in Iraq and Syria. The most important considerations of the U.S. are a) to avoid a situation where Russia (and China) can expand their influence in Sudan and the whole region and b) to avoid revolutionary explosions by enforcing some kind of stability (e.g. by imposing a “compromise” between General Burhan and Prime Minister Abdalla Hamdok). In any case, revolutionaries must oppose all forms of interference by imperialist Great Powers like Russia, the U.S., China or the European Union.

군사쿠데타에 맞선 수단 노동자들과 청년들의 대중투쟁은 중단 없이 계속되고 있다. 쿠데타 군부가 잔학한 폭력으로 시위를 진압하려 함에도 투쟁이 지속되고 있다는 점에서 이것은 자체로 주목할 만한 성과다. 하지만 장군들은 아직 권력을 단단히 쥐고 있다. 다음은 투쟁의 전략·전술 문제를 놓고 수단 혁명가들 사이에 지금 전개되고 있는 토론에 이바지하기 위해 제출하는 글이다. 관점을 보다 명료하게 전달하기 위해 문답식 형태를 취했다.

 

 

 

부르한 장군의 군부와 함독 총리 중심의 민간 정치인 간의 타협을 놓고 벌이는 지금의 협상을 어떻게 보나?

 

코메디라고 본다. 수단 혁명가들은 협상의 결과 (무슨 결과가 있다면) 받아들이지 말아야 한다. 밀실에서 협상이 진행되고 있고, 군부가 권좌를 뺏긴 민간 정치인들에게 대대적인 압력을 가하는 것이 분명하다. 여기에 더해 유엔 같은 제국주의 기구와 미국 정부의 압력도 있다. 그들의 일차적 관심사는 지정학적 이해관계일 , 수단 인민의 자유가 아니다. 더욱이, 2019년에 이미 그랬던 것처럼 썩은 타협을 통해 다시 혁명이 팔아넘겨지게 해서는 된다. 어떠한 희생을 치르더라도 막아야 한다. 모든 이유로 RCIT 수단 혁명가들에게 그러한 협상의 결과 일체에 대해 거부할 것을 촉구한다. 해결책을 있는 것은 밀실협상이 아니라 거리의 대중투쟁이다!

 

 

 

향후에도 군이 이제까지처럼 자신의 지분을 가지고 정부에 남아 있어야 하는가?

 

많은 혁명가들이 미래에는 정부에서 군의 역할이 없어야 한다고 요구하고 있다. RCIT 정당한 요구를 전적으로 지지한다. 그러나 우리는 이것으로 충분치 않다고 생각한다. 첫째, 장군들이 많은 기업을 소유하고 있는데 이것이 그들에게 거대한 경제적 영향력을 부여하고 있다. 게다가, 군사기구가 계속 존재하는 , 장군들이 (과거에도 이미 여러 그랬듯이) 다른 쿠데타를 감행할 위험이 상존할 것이다.

 

그러므로 RCIT 다음과 같은 슬로건이 필수적이라고 본다. 모든 쿠데타 장군들은 체포되어 재판에 회부되어야 하며, 재판부는 인민대중에 의해 선출되어야 한다. 나아가 군부가 통제하는 모든 기업들은 군부의 통제에서 벗겨내서, 노동자 통제 하에 국유화된 기업으로 계속 운영되어야 한다. 이에 더해 기구 전체를 분쇄하는 중요하다고 우리는 생각한다. 장군들의 통제 하에 있는 어떤 군대도 있어선 된다. 군대는 인민의 통제 하에 있어야 한다. 그러므로 군대는 해산되고 노동자 민병으로 대체되어야 한다.

 

 

 

민간인이 이끄는 정부에 대한 요구가 현재 시위의 중심 슬로건이다. 요구에 대해 어떻게 생각하는가?

 

이미 말했듯이, 우리는 장군들을 정부에서 쫓아내자는 요구를 전적으로 지지한다. 하지만 우리는 문민정부 슬로건이 불충분하며 다시 혁명을 팔아넘기는 문을 여는 위험을 내포하고 있다고 생각한다. 왜인가? 민간 정치인들을 권력에 앉히는 것으로 충분치 않다는 것을 경험이 보여주기 때문이다. 그들 정치인들은 똑같이 인민을 억압하고 부자와 권력자의 집행기관으로 역할 것이다. 그들은 독재 또는 권위주의 정권 (중국과 러시아에서처럼) 이끌거나, 심지어 쿠데타를 실행할 수도 (불과 튀니지에서처럼) 있다. 한마디로 문민정부 슬로건은 권력에 있는 자들이 군복을 입었는가 아닌가 하는 문제로 초점이 가두어진다. 대신에, 초점은 권력에 있는 자들이 누구의 이익에 봉사하는지 그리고 그들이 인민대중의 통제 하에 있는지에 초점이 맞춰져야 한다.

 

 

 

누가 권력을 잡아야 한다고 생각하나?

 

유일한 출구는 정권 타도와 노동자·빈농 정부 창설로 나아가는 인민대중의 혁명적 봉기라고 RCIT 믿는다. 그러한 정부는 노동자·민중 평의회와 민병에 기초해야 한다. 그런 정부만이 인민대중의 의지를 실행할 있다. 오직 그런 정부만이 부패한 장군들, 부자 엘리트들, 제국주의 강대국들의 영향으로부터 자유롭다.

 

 

 

여러 야당 정치인들이 평화 시위를 촉구하고 있다. 이에 대해 어떻게 생각하나?

 

물론 혁명가들은 주의 깊게 정세조건을 파악해야 하며 불필요한 유혈사태를 피해야 한다. 그러나 RCIT 지배계급이 평화적으로 권력을 포기할 것이라고 믿는 것은 심각한 환상이라고 간주한다. 수단의 역사 자체가 그러한 예들로 가득하다. 2019 6 3 악명 높은 하르툼 대학살을 상기하라! 그러므로 평화적인 전술은 어떤 상황에서는 합당할 있지만, 그것으로부터 원칙을 만드는 것은 완전히 잘못된 것이다. 반대로, 진정으로 혁명적인 조직이라면 지배계급 무력과의 불가피한 무장 대결에 대중을 준비시켜야 한다. 이러한 이유로 우리는 나중에 노동자 민병으로 전화될 있는 무장 정당방위대의 구성을 혁명의 결정적 과제로 간주한다. 나아가 병사들의 일부를 인민의 대의 쪽으로 전취하여 장군들로부터 떼어내는 것을 목표로 하는 대열 정치 작업 필수적이다.

 

 

 

쿠데타 군부에 대항하는 성공적인 투쟁을 위해 어느 임무가 핵심적이라고 보는가?

 

RCIT 저항위원회 모든 지역과 촌락으로 체계적으로 확장하는 핵심 임무로 본다. 저항위원회는 특정 정당 소속을 일체 가지지 말아야 하며 노동자와 가난한 농민의 진정한 의지를 대표해야 한다. 이를 위해서는, ( 조건에서 가능한 최대로) 직접 민주주의와 위임에 기초한 대표자 선출의 원칙 위에서 운영되어야 한다.

 

그러한 위원회가 부르한 장군의 군부정권을 무너뜨리기 위해 무기한 총파업 무장봉기 조직하는 토대가 되어야 한다.

 

 

 

유엔과 강대국들이 취하고 있는 행보에 대해 어떻게 생각하나?

 

RCIT 유엔이나 외국 열강에 대한 환상을 경계하라고 촉구하며 그들의 개입에 엄격히 반대한다. 유엔은 미국, 러시아, 중국, 프랑스, 영국이 거부권을 가진 제국주의 강대국들이 지배하는 기구다. 수단 정치에 이들 열강의 어떠한 개입도 그들의 지정학적 이익에 따른 것이지, 인민대중의 이익에 따른 것이 아니다. 마찬가지로, 지역 열강 (사우디, 이집트, UAE ) 미치는 영향도 반혁명적 영향 이외에 다른 것일 수가 없다. 그러므로 혁명가들은 그러한 반동 세력의 어떠한 개입에 대해서도 엄격히 반대하는 필요하다.

 

 

 

제국주의의 쿠데타 반대 이유는 무엇인가?

 

부르한 장군의 쿠데타에 대한 바이든 정부의 반대는 민주주의나 인도주의적인 고려에 의해 추동되지 않는다. 사우디, UAE, 이집트 같은 미국의 가까운 동맹들로 있는 나라들의 상황을 생각해 보라. 이유는 오히려 미국이 수단과 아프리카 동부에서의 전쟁과 혁명적 폭발을 두려워해서다. 제국주의자들의 걱정은 충분히 근거가 있다! 수단 인민의 중단 없는 대중항쟁, 이웃 에티오피아에서 급격히 격화되고 있는 내전, 이른바 그랜드 에티오피아 르네상스 댐으로 인한 이집트, 수단, 에티오피아 간의 대대적인 긴장 고조를 생각해보라. 그리고 소말리아 내전도!

 

미국은 기울어가는 제국주의 패권국이며, 아시아 지역에서 중국 제국주의와의 패권경쟁에 초점이 있어 이상 중동을 완전하게 지배할 자원이 없다. 이것이 제국주의가 굴욕적인 조건 하에서 아프간에서 철수해야 했던 이유이고, 이라크와 시리아에서도 비슷한 철군이 진행되고 있는 이유다. 미국의 가장 중요한 고려사항은, a) 러시아 ( 중국) 수단을 위시한 전체 역내에서 영향력을 확대할 있는 상황을 피하는 , b) 모종의 안정을 강제함으로써 (예컨대 부르한 장군과 함독 총리 간의 타협 강요함으로써) 혁명적 폭발을 피하는 것이다. 어느 경우든 혁명가들은 러시아, 미국, 중국, EU 같은 제국주의 강대국들의 개입 일체에 반대해야 한다.

Sudán: los próximos pasos en la lucha contra el golpe militar

La lucha de masas de los trabajadores y jóvenes sudaneses contra el golpe militar del general Burhan continúa sin interrupción. Esto en sí mismo es un logro notable ya que los golpistas intentan reprimir estas protestas con una violencia brutal. Sin embargo, los generales siguen en el poder. A continuación presentamos una contribución de la Corriente Comunista Revolucionaria Internacional (CCRI) a la discusión entre los revolucionarios sudaneses sobre cuestiones de estrategia y táctica para la lucha actual.

 

¿Cómo ven las negociaciones actuales sobre un compromiso entre el general Burhan y las fuerzas que rodean al primer ministro Abdalla Hamdok?

 

Creemos que tales negociaciones son una farsa y los revolucionarios en Sudán no deberían aceptar su resultado (si es que hay alguno). Estas negociaciones tienen lugar a puerta cerrada y está claro que los militares ejercen una presión masiva sobre los políticos civiles dispuestos. Agregue a esto la presión de instituciones imperialistas como la ONU y la Administración de Estados Unidos, cuyos intereses primordiales son consideraciones geopolíticas y no la libertad del pueblo sudanés. Además, debemos evitar a toda costa que, una vez más, la revolución se venda a través de un compromiso podrido como ya sucedió en 2019. Por todas estas razones, la CCRI llama a los revolucionarios en Sudán a rechazar cualquier resultado de tales negociaciones. ¡No son las negociaciones a puerta cerrada, sino la lucha de masas en las calles lo que puede ofrecer una solución!

 

¿Qué papel deberían jugar los militares en el futuro?

 

Muchos revolucionarios exigen que los militares no tengan ningún papel en ningún gobierno futuro. La CCRI apoya plenamente esta legítima demanda. Sin embargo, creemos que esto no es suficiente. Primero, los generales poseen una serie de corporaciones, lo que les otorga una influencia económica masiva. Además, mientras siga existiendo el aparato militar, habrá un peligro constante de que los generales lleven a cabo otro golpe de Estado (como ya lo han hecho tantas veces en el pasado).

 

Por ello, la CCRI considera imprescindibles las siguientes consignas. Todos los generales golpistas deben ser arrestados y juzgados con jueces elegidos por las masas populares. Además, todas las corporaciones controladas por militares deben quedar fuera de su control . Deberían seguir funcionando como empresas nacionalizadas bajo el control de los trabajadores . Además, creemos que es crucial aplastar todo el aparato del ejército . No debe haber ningún ejército bajo el control de los generales. El ejército debe estar bajo el control del pueblo. Por lo tanto, el ejército debe ser disuelto y reemplazado por milicias populares .

 

Un lema central de las protestas es la demanda de un gobierno liderado por civiles. ¿Qué opinas de esta demanda?

 

Como ya se dijo, apoyamos plenamente el llamado a expulsar a los generales del gobierno. Sin embargo, pensamos que la consigna de un gobierno civil es insuficiente e implica cierto peligro de abrir la puerta a una traición a la revolución. ¿Por qué? Creemos que este es el caso porque la experiencia muestra que no es suficiente tener políticos civiles en el poder. Tales políticos pueden igualmente oprimir al pueblo y actuar como órganos ejecutivos de los ricos y poderosos. Pueden liderar dictaduras o regímenes autoritarios (por ejemplo, en China y Rusia) o incluso llevar a cabo un golpe (por ejemplo, en Túnez hace sólo unos meses). En resumen, la consigna de un gobierno civil limita el enfoque en el tema de si los que están en el poder usan uniforme o no. En cambio, el foco debería ser a quién sirven los intereses de los que están en el poder y si están bajo el control de las masas populares.

 

¿Quién debería tomar el poder en su opinión?

 

La CCRI cree que la única salida es un levantamiento revolucionario de las masas populares que resulte en el derrocamiento del régimen y la creación de un gobierno de trabajadores y campesinos pobres . Un gobierno así debería basarse en consejos populares y milicias . Solo un gobierno así puede implementar la voluntad de las masas populares. Sólo un gobierno así está libre de la influencia de los generales corruptos, la élite adinerada y las grandes potencias imperialistas.

 

Varios políticos de la oposición convocan protestas pacíficas. ¿Qué piensas sobre esto?

 

Por supuesto, los revolucionarios deben actuar con cuidado y evitar un derramamiento de sangre innecesario. Sin embargo, la CCRI considera que es una burda ilusión creer que la clase dominante cedería el poder pacíficamente. La misma historia de Sudán está llena de ejemplos de este tipo, ¡solo recuerde la notoria masacre de Jartum el 3 de junio de 2019! Por lo tanto, las tácticas pacíficas pueden ser legítimas en algunas situaciones, pero es absolutamente incorrecto convertirlas en un principio . Todo lo contrario, cualquier organización revolucionaria seria debe preparar a las masas para el inevitable enfrentamiento armado con las fuerzas de la clase dominante. Por ello, consideramos la creación de unidades de autodefensas armadas que luego pueden transformarse en milicias populares como tarea crucial de la revolución. Además, creemos que es esencial hacer un trabajo político (secreto) dentro de las filas del ejército con el objetivo de ganar una sección de los soldados para la causa del pueblo y separarlos de los generales.

 

¿Qué tareas considera fundamentales para el éxito de la lucha contra los golpistas?

 

La CCRI considera fundamental la expansión sistemática de los Comités de Resistencia a todos los barrios y aldeas . No deberían tener afiliación a un partido específico, sino representar la auténtica voluntad de los trabajadores y campesinos pobres. Para ello deben funcionar (en la medida de lo posible en las condiciones actuales) sobre el principio de democracia directa y elección de delegados en función de mandatos.

 

Tales comités deberían ser la base para organizar una huelga general indefinida y una insurrección armada con el fin de derrocar al régimen del general Burhan.

 

¿Qué opinan del papel de las Naciones Unidas y las potencias extranjeras?

 

La CCRI advierte contra cualquier ilusión en las Naciones Unidas o cualquier potencia extranjera y se opone estrictamente a su injerencia. La ONU es un organismo dominado por las grandes potencias imperialistas a las que Estados Unidos, Rusia, China, Francia y Gran Bretaña tienen veto. Cualquier injerencia de estos poderes en la política sudanesa será dictada por sus intereses geoestratégicos y no por los intereses de las masas populares. Asimismo, las potencias regionales (por ejemplo, Arabia Saudita, Egipto, los Emiratos Árabes Unidos) solo pueden tener una influencia contrarrevolucionaria. Por lo tanto, los revolucionarios deben oponerse estrictamente a cualquier interferencia de tales instituciones reaccionarias.

 

¿Cuáles son las razones de la oposición del imperialismo estadounidense al golpe?

 

La oposición de la Administración Biden al golpe del general Burhan no está motivada por consideraciones democráticas o humanitarias. Basta pensar en la situación en países que son aliados cercanos de Estados Unidos como Arabia Saudita, los Emiratos Árabes Unidos o Egipto). No, la razón es más bien que Estados Unidos teme tanto las explosiones revolucionarias como las guerras en Sudán y el este de África. ¡Las preocupaciones de los imperialistas estadounidenses están bien fundadas! Solo piense en las movilizaciones masivas ininterrumpidas del pueblo sudanés, la guerra civil que se intensifica dramáticamente en la vecina Etiopía, las tensiones masivas entre Egipto, Sudán y Etiopía debido a la llamada Gran Presa del Renacimiento de Etiopía, así como la guerra civil en Somalia.

 

Estados Unidos es una hegemonía imperialista en declive y, dado su enfoque en la rivalidad con el imperialismo chino en la región asiática, ya no tienen los recursos para dominar completamente el Medio Oriente. Es por eso que tuvieron que retirarse de Afganistán en condiciones humillantes y la razón por la que se están llevando a cabo retiradas similares en Irak y Siria. Las consideraciones más importantes de EE. UU. Son a) evitar una situación en la que Rusia (y China) puedan expandir su influencia en Sudán y en toda la región y b) evitar explosiones revolucionarias imponiendo algún tipo de estabilidad (por ejemplo, imponiendo un "compromiso" entre el general Burhan y el primer ministro Abdalla Hamdok). En cualquier caso, los revolucionarios deben oponerse a todas las formas de injerencia de las grandes potencias imperialistas como Rusia, Estados Unidos, China o la Unión Europea.

النضال الجماهيري للعمال والشباب السودانيين ضد الانقلاب العسكري للجنرال برهان مستمر دون انقطاع. هذا بحد ذاته إنجاز رائع لأن الانقلابيين يحاولون قمع هذه الاحتجاجات بعنف وحشي ومع ذلك لا يزال الجنرالات في السلطة.  في ما يلي نقدم مساهمة من التيار الشيوعي الثوري الدولي (RCIT) في النقاش بين الثوار السودانيين حول مسائل استراتيجية وتكتيكات النضال الحالي.

 

 

 

كيف تنظرون إلى المفاوضات الجارية حول تسوية بين اللواء برهان والقوى المحيطة برئيس الوزراء عبد الله حمدوك؟

 

نعتقد أن مثل هذه المفاوضات هي مهزلة ويجب على الثوار في السودان ألا يقبلوا بنتائجها (إن وجدت). تجري هذه المفاوضات خلف أبواب مغلقة ومن الواضح أن الجيش يمارس ضغطا هائلا على السياسيين المدنيين الذين تم التخلص منهم , أضف إلى ذلك ضغوط المؤسسات الإمبريالية مثل الأمم المتحدة والإدارة الأمريكية التي تكون مصالحها في المقام الأول الإعتبارات الجيوسياسية وليس حرية الشعب السوداني. علاوة على ذلك يجب أن نتجنب بأي ثمن بيع الثورة مرة أخرى من خلال حل وسط فاسد كما حدث بالفعل في عام 2019. لكل هذه الأسباب يدعو RCIT الثوار في السودان إلى رفض أي نتيجة لمثل هذه المفاوضات. ليست المفاوضات خلف الأبواب المغلقة هي التي يمكن أن تقدم الحل بل النضال الجماهيري في الشوارع.

 

 

 

ما هو الدور الذي يجب أن يلعبه الجيش في المستقبل؟

 

يطالب العديد من الثوار بألا يكون للجيش دور في أي حكومة مستقبلية و يدعم RCIT هذا المطلب المشروع بشكل كامل ومع ذلك نعتقد أن هذا ليس كافيا. أولاً  يمتلك الجنرالات عددًا من الشركات التي تمنحهم نفوذًا اقتصاديًا هائلاً بالإضافة إلى ذلك طالما استمرت الأجهزة العسكرية في الوجود فسيكون هناك خطر دائم من قيام الجنرالات بانقلاب آخر (كما فعلوا مرات عديدة في الماضي).

 

لذلك ، يعتبر فريق RCIT أن الشعارات التالية ضرورية و يجب اعتقال جميع الجنرالات الانقلابيين ومحاكمتهم أمام قضاة منتخبين من قبل الجماهير الشعبية. علاوة على ذلك يجب إخراج جميع الشركات التي يسيطر عليها الجيش من سيطرتهم و يجب أن يستمروا في العمل كشركات مؤممة تحت سيطرة العمال. بالإضافة إلى ذلك نعتقد أنه من الضروري تحطيم جهاز الجيش بأكمله و يجب ألا يكون هناك جيش تحت سيطرة الجنرالات بل يجب تحت سيطرة الشعب وبالتالي يجب حل الجيش واستبداله بميليشيات شعبية.

 

 

 

الشعار المركزي للاحتجاجات هو المطالبة بحكومة يقودها مدنيون. ما رأيك في هذا الطلب؟

 

كما ذكرنا سابقًا نؤيد تمامًا الدعوة لطرد الجنرالات من الحكومة لكننا نعتقد أن شعار حكومة مدنية غير كاف وينطوي على خطر معين يتمثل في فتح الباب أمام بيع الثورة. لماذا نعتقد أن هذا هو الحال ؟ لأن التجربة تظهر أنه لا يكفي وجود سياسيين مدنيين في السلطة. يمكن لمثل هؤلاء السياسيين أن يضطهدوا الشعب بنفس القدر ويعملون كأجهزة تنفيذية للأثرياء والأقوياء و يمكنهم قيادة أنظمة دكتاتورية أو أنظمة استبدادية (على سبيل المثال في الصين وروسيا) أو حتى تنفيذ انقلاب (على سبيل المثال في تونس قبل بضعة أشهر فقط). باختصار فإن شعار الحكومة المدنية يحد من التركيز على القضية إذا كان من في السلطة يرتدون الزي الرسمي أم لا. بدلاً من ذلك يجب أن يكون التركيز على مصالح من يخدم من هم في السلطة وما إذا كانوا تحت سيطرة الجماهير الشعبية.

 

 

 

من يجب أن يأخذ السلطة في رأيك؟

 

يعتقد RCIT أن السبيل الوحيد للخروج هو انتفاضة ثورية للجماهير الشعبية تؤدي إلى الإطاحة بالنظام وتشكيل حكومة العمال والفلاحين الفقراء. يجب أن تقوم مثل هذه الحكومة على أساس المجالس الشعبية والميليشيات. فقط مثل هذه الحكومة يمكنها تنفيذ إرادة الجماهير الشعبية. فقط مثل هذه الحكومة يمكن أن تكون خالية من تأثير الجنرالات الفاسدين والنخبة الثرية والقوى العظمى الإمبريالية.

 

 

 

دعا العديد من السياسيين المعارضين إلى الاحتجاجات السلمية. ما رأيك بهذا؟

 

بالطبع على الثوار أن يتصرفوا بحذر وأن يتجنبوا إراقة الدماء غير الضرورية. ومع ذلك يعتبر RCIT أنه من الوهم الفادح الاعتقاد بأن الطبقة الحاكمة ستتخلى عن السلطة بسلام. تاريخ السودان نفسه مليء بمثل هذه الأمثلة - فقط تذكر مذبحة الخرطوم سيئة السمعة في 3 يونيو 2019! لذلك يمكن أن تكون التكتيكات السلمية مشروعة في بعض المواقف لكن من الخطأ تمامًا إخراج مبدأ منها. على العكس من ذلك يجب على أي منظمة ثورية جادة أن تعد الجماهير لمواجهة مسلحة حتمية مع قوى الطبقة الحاكمة لهذا السبب فإننا نعتبر إنشاء وحدات مسلحة للدفاع عن النفس يمكن تحويلها لاحقًا إلى ميليشيات شعبية مهمة حاسمة للثورة علاوة على ذلك نعتقد أنه من الضروري القيام بعمل سياسي (سري) داخل صفوف الجيش بهدف كسب قسم من الجنود لقضية الشعب وابتعادهم عن الجنرالات.

 

 

 

ما هي المهام التي تعتبرها ضرورية للنضال الناجح ضد الانقلابيين؟

 

يعتبر فريق RCIT التوسع المنهجي للجان المقاومة في جميع الأحياء والقرى أمرًا ضروريًا. لا ينبغي أن ينتسبوا إلى حزب معين ولكن يجب أن يمثلوا الإرادة الحقيقية للعمال والفلاحين الفقراء ولهذا يجب عليهم العمل (قدر الإمكان في ظل الظروف الحالية) على مبدأ الديمقراطية المباشرة وانتخاب المندوبين على أساس التفويضات.

 

يجب أن تكون هذه اللجان أساسًا لتنظيم إضراب عام إلى أجل غير مسمى وتمرد مسلح من أجل إسقاط نظام الجنرال برهان.

 

 

 

ما رأيك في دور الأمم المتحدة والقوى الأجنبية؟

 

يحذر RCIT من أي وهم في الأمم المتحدة أو أي قوة أجنبية ويعارض بشدة تدخلهم. الأمم المتحدة هي هيئة تسيطر عليها القوى الإمبريالية العظمى التي تتمتع الولايات المتحدة وروسيا والصين وفرنسا وبريطانيا بحق النقض فيها وأي تدخل لهذه القوى في السياسة السودانية سوف تمليه مصالحها الجيوستراتيجية وليس مصالح الجماهير الشعبية. وبالمثل لا يمكن للقوى الإقليمية (مثل المملكة العربية السعودية ومصر والإمارات العربية المتحدة) إلا أن يكون لها تأثير معاد للثورة, ومن ثم فإن الثوريين بحاجة إلى معارضة صارمة لأي تدخل من هذه المؤسسات الرجعية.

 

 

 

ما هي أسباب معارضة الإمبريالية الأمريكية للانقلاب؟

 

لم تكن معارضة إدارة بايدن لانقلاب الجنرال برهان مدفوعة باعتبارات ديمقراطية أو إنسانية. فكر فقط في الوضع في البلدان التي هي من الحلفاء المقربين للولايات المتحدة مثل المملكة العربية السعودية أو الإمارات العربية المتحدة أو مصر). لا بل أن السبب أن أمريكا تخشى انفجارات ثورية وحروب في السودان وشرق إفريقيا. مخاوف الإمبرياليين الأمريكيين لها ما يبررها. فكر فقط في التحركات الجماهيرية المتواصلة للشعب السوداني والحرب الأهلية المتصاعدة بشكل كبير في إثيوبيا المجاورة والتوترات الهائلة بين مصر والسودان وإثيوبيا بسبب ما يسمى بسد النهضة الإثيوبي الكبير وكذلك الحرب الأهلية في الصومال.

 

الولايات المتحدة هي قوة إمبريالية مهيمنة آخذة في التراجع ونظراً لتركيزها على التنافس مع الإمبريالية الصينية في المنطقة الآسيوية لم يعد لديهم الموارد للسيطرة الكاملة على الشرق الأوسط. هذا هو السبب في أنهم اضطروا إلى الانسحاب من أفغانستان في ظل ظروف مذلة وسبب إجراء انسحابات مماثلة في العراق وسوريا. إن أهم اعتبارات الولايات المتحدة هي أولاً تجنب وضع يمكن فيه لروسيا (والصين) توسيع نفوذهم في السودان والمنطقة بأكملها ثانياً تجنب الانفجارات الثورية من خلال فرض نوع من الاستقرار (على سبيل المثال من خلال فرض "حل وسط". "بين اللواء برهان ورئيس الوزراء عبد الله حمدوك). على أي حال يجب على الثوريين معارضة جميع أشكال التدخل من قبل القوى العظمى الإمبريالية مثل روسيا أو الولايات المتحدة أو الصين أو الاتحاد الأوروبي.
