Western Boycott of Western Sanctions?

A new report reveals that Western exports to Russia have increased in the past months despite the official policy of boycott

A U.S. economist has published a highly interesting report which shows that – contrary to the official policy of Western boycott against Russia – manufacturing exports from Western countries to Russia did increase since April this year. [1]

Before we present the main results of this document, let us briefly say a few words about the author of this study. Matthew Klein is a well-known economist and writer who is the economics commentator at Barron’s, a U.S. weekly magazine published by Dow Jones & Company. He has also written for the Financial Times, Bloomberg, The Economist magazine, the New York Times and other prestigious Western publication. In short, the author of this report is a long-time economist of the U.S. monopoly bourgeoisie who is above suspicion of any anti-Western, let alone anti-capitalist, prejudices. [2]

Klein has been an advocate of Western sanctions since the beginning of Putin’s invasion of the Ukraine. In late April, he wrote: "The sanctions should be understood as a weapon deployed on the economic battlefield alongside the Javelines, NLAWs, Stingers, and Neptunes that have proven so helpful to Ukraine’s defense thus far. Those weapons are neutralizing Russia’s existing inventories of tanks, aircraft, and ships, while the sanctions are crippling Russia’s ability to replace those losses by constraining what Russians are able to import…While it would be inappropriate for NATO aircraft to bomb Russian tank factories, shipyards, and missile assembly plants today, it would also be unnecessary. The democracies can replicate the effect of well-targeted bombing runs with the right set of sanctions precisely because the Russian military depends on imported equipment from the very same set of countries it has angered with its brutal attack on Ukraine." [3]

However, a few days ago, Klein published a report, in which he arrived – to his disappointment – at the conclusion that Western corporations are undermining the official policy of boycott. His research is based on tracking “a sample of 39 countries that collectively accounted for 72% of Russia’s pre-war imports of goods—and essentially all of Russia’s imports of high-tech goods.[4]

In April 2022, the monthly dollar value of exports to Russia “from this sample of countries was 57% lower, on average, than in September 2021-February 2022. Notably, businesses operating in neutral or ostensibly pro-Russian countries—such as China, India, and Vietnam—slashed their exports to Russia at least as much as businesses in countries that formally participated in the sanctions.

However, since then a remarkable change has taken place which has hardly been noticed by the Western media. “Since then, however, exports to Russia have been rising steadily. As of June, the latest month for which we have comprehensive data, the dollar value of exports to Russia across the broad sample was 47% higher than the trough in April, with the majority of that increase attributable to the EU27, Switzerland, Korea, and Japan—all of which are ostensibly participating in the sanctions. Preliminary data from July suggest that the Russians’ situation has continued to improve.

Early data for July show, according to Klein, China’s “exports to Russia in July had soared by 35% compared to June. For the first time since the invasion began, Chinese exports to Russia were worth more than the September 2021-February 2022 monthly average.” Taiwan’s exports to Russia in July were 36% higher than in June and South Korea’s exports increased even by 61%. “For all three countries, the value of exports in July was about 80% higher in July than the March-April average.

These figures are revealing. Of course, it would be foolish to deny the effects of Western sanctions for Russia’s economy. This is particularly relevant for high-technology exports on which Russia’s economy is highly dependent. Still, the fact that Western corporations have steadily increased their exports to Russia in the past 2-3 months is remarkable.

While U.S. corporations seem to stick to the official policy of sanctions against Russia, Washington’s allies seem to have turned away. Effectively, the Western allies of U.S. imperialism seem to sabotage Biden’s economic war against the imperialist rival in the East.

This development confirms the RCIT’s thesis that the U.S. – the global hegemon of the past decades – is in irreversible decline. In fact, this trend has accelerated since the beginning of the Ukraine War. [5] Hence, the U.S. faces more and more difficulties in imposing its domination even among their allies.

As we have pointed out many times, Washington’s decline is closely related with the rise of China as an imperialist Great Power – one of the most important features of the current historic period which has been denied by many so-called “socialists” (in reality, they are open or concealed social-imperialist lackeys of Beijing). [6]

Furthermore, this development also confirms another long-standing analysis of Marxists, that Russia is not a (semi-)peripheral, semi-colonial or sub-imperialist state but also an imperialist Great Power. [7] Western powers have launched an economic and diplomatic attack on Russia under the pretext of the Ukraine War. But, effectively, they fear to mess too much with Putin (at least until now) and, likewise – if we follow the results of Klein’s research – they don’t want to squander the market opportunities in Putin’s Empire.

Clearly Western corporations follow the old principle of capitalism: moral for the people and profits for us. People around the world can starve and who cares if people in Europe will freeze in winter – as long as we can make a buck with Putin!

We repeat that socialists must not participate in the dirty Great Power games but stick to the principles of working-class internationalism and anti-imperialism: with the oppressed people – always, with the imperialists – never!

It is on the basis of such principles, that the RCIT and other authentic socialists continue to defend the Ukraine – a capitalist semi-colony – against Putin’s invasion. At the same time, we oppose all imperialist Great Powers and their policy, i.e. we do not support any side in the conflict between NATO and Russia. [8]

Западный бойкот западных санкций?

Новый отчет показывает, что западный экспорт в Россию вырос за последние месяцы, несмотря на официальную политику бойкота

Американский экономист опубликовал весьма интересный доклад, который показывает то, что вопреки официальной политике западного бойкота в отношении России, экспорт продукции обрабатывающей промышленности из западных стран в Россию с апреля этого года действительно увеличился. [1]

Прежде чем мы представим основные результаты этого документа, давайте коротко скажем несколько слов об авторе данного исследования. Мэтью Кляйн - известный экономист и писатель, который является экономическим комментатором Barron's, американского еженедельного журнала, издаваемого Dow Jones & Company. Он также писал для FinancialTimes, Bloomberg, журнала TheEconomist, NewYork Times и других престижных западных изданий. Одним словом, автор этого доклада - давний экономист монополистической буржуазии США, который вне подозрений в каких-либо антизападных, а тем более «антикапиталистических предрассудках». [2]

Кляйн был сторонником западных санкций с самого начала вторжения Путина в Украину. В конце апреля он написал:

"Санкции следует понимать как оружие, развернутое на экономическом поле боя наряду с Javelines, NLAWs, Stingers и Neptunes, которые оказались столь полезными для обороны Украины до сих пор. Это оружие нейтрализует имеющиеся у России запасы танков, самолетов и кораблей, а санкции ограничивают способность России восполнить эти потери, ограничивая возможности импорта... Хотя сегодня самолетам НАТО было бы неуместно бомбить российские танковые заводы, верфи и заводы по сборке ракет, в этом также нет необходимости. Демократические страны могут воспроизвести эффект от целенаправленных бомбардировок с помощью правильного набора санкций именно потому, что российские вооруженные силы зависят от импортного оборудования из тех же самых стран, которые они разозлили своим жестоким нападением на Украину. " [3]

Тем не менее, несколько дней назад Кляйн опубликовал доклад, в котором, к своему разочарованию, пришел к выводу, что западные корпорации подрывают официальную политику бойкота. Его исследование основано на отслеживании "выборки из 39 стран, на которые в совокупности приходилось 72% довоенного импорта товаров в Россию - и практически весь российский импорт высокотехнологичных товаров. " [4]

В апреле 2022 года ежемесячная долларовая стоимость экспорта в Россию:

"из этой выборки стран была в среднем на 57% ниже, чем в сентябре 2021 - феврале 2022 года". Примечательно, что предприятия, работающие в нейтральных или якобы пророссийских странах, таких как Китай, Индия и Вьетнам, сократили свой экспорт в Россию, по крайней мере, в той же степени, что и предприятия в странах, официально участвующих в санкциях."

Но с тех пор произошла заметная перемена, которая почти не была замечена западными СМИ.

"С тех пор, однако, экспорт в Россию неуклонно растет. По состоянию на июнь, последний месяц, за который у нас есть полные данные, долларовая стоимость экспорта в Россию по широкой выборке была на 47% выше, чем в апреле, причем большая часть этого роста пришлась на страны ЕС27, Швейцарию, Корею и Японию - все, кто якобы участвует в санкциях. Предварительные данные за июль свидетельствуют о том, что положение россиян продолжает улучшаться."

Первые данные за июль показывают, что, по словам Клейна, "экспорт КНРв Россию в июле взлетел на 35% по сравнению с июнем". Впервые с начала вторжения китайский экспорт в Россию превысил среднемесячный показатель за сентябрь 2021 - февраль 2022 гг.

"Экспорт Тайваня в Россию в июле был на 36% выше, чем в июне, а экспорт Южной Кореи вырос даже на 61%. "Для всех трех стран стоимость экспорта в июле была примерно на 80% выше, чем в среднем за март-апрель."

Эти цифры показательны. Конечно, было бы глупо отрицать последствия западных санкций для российской экономики. Особенно это касается экспорта высокотехнологичной продукции, от которого сильно зависит российская экономика. Тем не менее, тот факт, что за последние 2-3 месяца западные корпорации неуклонно наращивали свой экспорт в Россию, примечателен.

В то время как американские корпорации, похоже, придерживаются официальной политики санкций против России, союзники Вашингтона, похоже, отвернулись. По сути, западные союзники американского империализма, похоже, саботируют экономическую войну Байдена против империалистического соперника на Востоке.

Такое развитие событий подтверждает тезис РКИТ о том, что США, мировой гегемон последних десятилетий, находятся в необратимом упадке. Фактически, эта тенденция ускорилась с началом войны в Украине. [5] Следовательно, США сталкиваются со все большими трудностями в навязывании своего господства даже среди своих союзников.

Как мы уже неоднократно отмечали, упадок Вашингтона тесно связан с подъемом КНР как империалистической великой державы - одной из важнейших особенностей нынешнего исторического периода, которую отрицают многие так называемые "социалисты" (в действительности они являются открытыми или скрытыми социал-империалистическими лакеями Пекина). [6]

Кроме того, это развитие событий подтверждает еще один давний анализ марксистов, согласно которому Россия является не (полу)периферийным, полуколониальным или субимпериалистическим государством, а империалистической великой державой. [7] Западные державы начали экономическую и дипломатическую атаку на Россию под предлогом войны в Украине. Но, по сути, они опасаются слишком сильно связываться с Путиным (по крайней мере, до сих пор), и точно так же, если следовать результатам исследования Клейна, они не хотят упускать рыночные возможности путинской империи.

Очевидно, что западные корпорации следуют старому принципу капитализма: мораль для народа и прибыль для нас. Люди по всему миру могут голодать, и кого волнует, что люди в Европе будут замерзать зимой: лишь бы мы могли заработать на Путине!

Мы повторяем, что социалисты не должны участвовать в грязных великодержавных играх, а придерживаться принципов интернационализма рабочего класса и антиимпериализма: с угнетенными народами - всегда, с империалистами - никогда!

Именно на основе таких принципов РКИТ и другие подлинные социалисты продолжают защищать Украину, капиталистическую полуколонию, от вторжения Путина. В то же время мы выступаем против всех империалистических великих держав и их политики, то есть мы не поддерживаем ни одну сторону в конфликте между НАТО и Россией. [8]
