On the shameful capitulation of the Finnish “Left Alliance” in face of the parliamentary vote about NATO membership

The voting behaviour of the Finnish Vasemmistoliitto (Left Alliance) about the country’s application for NATO membership is highly instructive. As is known, the Finnish parliament voted on 17 May about joining the Western military alliance. In a historic vote, 188 deputies supported the respective motion and only 8 opposed (and 3 abstained). [1]

 

What is even more remarkable is the approach of Vasemmistoliitto – a member of the “Party of the European Left” (PEL). The latter is the federation of various left-reformist, ex-Stalinist parties with a presence in national as well as the European parliament. The most prominent of these parties are the LINKE (Germany), PCF (France), PCE and IU (Spain) and SYRIZA (Greece). These forces are known for their verbal opposition to the military alliance NATO and for their empty pacifist program.

 

However, Vasemmistoliitto hypocritical opposition against imperialist militarism collapsed within a few weeks. During the parliamentary vote about NATO membership, only 6 out of the party’s 16 deputies managed to raise their hand against the motion! Nine Vasemmistoliitto deputies even voted in favour of it! [2]

 

Equally remarkable is the fact that even before this parliamentary vote did take place, Vasemmistoliitto’s leadership decided that it would continue its participation in the government coalition even if this government applies for NATO membership. This decision was taken at a joint meeting of the party council and the parliamentary group with 52 members voting in favour and 10 against. [3]

 

As is well known, social democratic parties in Europe politically collapsed with the beginning of World War I. After raising the banner of anti-militarism and peace for many years, the reformist bureaucrats in Germany, France, and many other countries forgot their oath of allegiance and voted for war credits in August 1914.

 

However, at that time these reformist traitors could at least refer to the war at their countries borders and the supposedly immediate danger for their “fatherland”. In the case of Vasemmistoliitto even such hypocritical excuses do not work as no shots are fired at their border and no serious person could claim that Russia would intend to attack Finland in the foreseeable future.

 

 

 

The shift within the ruling class

 

 

 

How can the political and moral collapse of Vasemmistoliitto be explained? Obviously, the objective background is the massive change in Finland’s public opinion. This has been provoked by a dramatic shift within the ruling class in the last few months caused by Putin’s brutal aggression the Ukraine and the escalation of tensions between the imperialist Great Powers. In the light of these developments, Finland’s (as well as Sweden’s) political elite have arrived at the conclusion that the dramatic acceleration of the rivalry between the NATO and Russia makes it necessary for them to drop the country’s long-time neutrality status.

 

The near unanimity among Finland’s monopoly bourgeoisie about the new foreign policy and the corresponding media campaign resulted in a massive shift in polls. According to a recent poll for Finland’s state broadcaster Yle, 76% of Finns supported Finland joining NATO; 12% were against and 11% undecided. This is compared to a similar poll conducted in 2017, when only 19% of Finns were pro-NATO membership. [4]

 

Naturally, this development went hand in hand with a corresponding shift in the position of all political parties represented in parliament as they express themselves in favour of the country’s NATO membership.

 

As a reformist party, Vasemmistoliitto does not want to isolate itself from the bourgeois public opinion. It is not possible to be part of a government of a capitalist state without accepting the pillars of the political orientation of the ruling class. We have seen this numerous times in the past when “socialist” parties joined the government and – officially or de facto – dropped those principles which were incompatible with the interests of the bourgeoise.

 

To take an actual example: Spain’s left-reformist parties Podemos, PCE and IU (the latter two are members of PEL like Vasemmistoliitto) have joined the government coalition in January 2020. As a member state of NATO, Spain has supported the Western imperialist policy against Russia since the beginning of the current crisis. Surely, the left-reformist leaders of Podemos, PCE and IU are not happy about this as it is in full contradiction to all programmatic statements of these parties in the last years. But they have seen no reason to leave the coalition because of such “small differences”.

 

The same is true for the Finnish Left Alliance. It is a member of the government coalition since December 2019 and holds two ministerial posts. The leaders of this parties observe the same line of conduct as all reformist bureaucrats: “dear are my principles, but government positions are dearer'” – to paraphrase the well-known dictum of Aristotle. To put it in less philosophical terms, one can characterize the policy of these parties as social-imperialism – socialist in words, pro-imperialist in deeds.

 

For such reformists, it doesn’t matter that NATO is a long-standing military alliance which represents the interests of American and European imperialism. It doesn’t matter that the powers which dominate NATO have waged a series of reactionary wars of aggression in the past decades – the Korea War (1950-53), the Vietnam War (1965-73), more recently the wars against Afghanistan and Iraq, the French military intervention in Sahel – to name only the most prominent examples.

 

 

 

The nature of reformism

 

 

 

The blatant capitulation to the Vasemmistoliitto leadership to its own ruling class and the public opinion is the result of the political nature of reformism. It is a policy which represents the interests of sectors of the labour bureaucracy, the middle class and the privileged upper strata of the working class. These layers are integrated in the political and social structures of the imperialist system (Let us not forget: Finland and Sweden are small, but rich imperialist states – similar to Swiss and Austria).

 

Such integration is not limited to potential government position. It also includes positions in the state structure on regional and local level, higher positions in state-owned corporations and public service, the role of leading trade union bureaucrats and shop stewards in high positions of well-financed social and health service, etc. As a result, the labour bureaucracy is a wide-ranging social stratum with their own material interests – interests which link them inextricably with the continuing existence of the privileged position of “their” imperialist state.

 

It is therefore only “natural” that the labour bureaucracy supports the monopoly bourgeoisie – the master of the political and social system in capitalism. Hence, when there is a shift within the ruling class on an important domestic or foreign policy issue, one can take it for granted that the “labor lieutenants of the capitalist class” – as the American socialist Daniel DeLeon once called this stratum – will follow suit.

 

The Marxists classics have always pointed out that the reformist, social-imperialist policy of such parties can only be understood by recognizing their economic basis. Such, Lenin wrote in 1920 in a preface for his book on imperialism:

 

Obviously, out of such enormous superprofits (since they are obtained over and above the profits which capitalists squeeze out of the workers of their "own" country) it is possible to bribe the labour leaders and the upper stratum of the labour aristocracy. And that is just what the capitalists of the "advanced" countries are doing: they are bribing them in a thousand different ways, direct and indirect, overt and covert. This stratum of workers-turned-bourgeois, or the labour aristocracy, who are quite philistine in their mode of life, in the size of their earnings and in their entire outlook, is the principal prop of the Second International, and in our days, the principal social (not military) prop of the bourgeoisie. For they are the real agents of the bourgeoisie in the working-class movement, the labour lieutenants of the capitalist class, real vehicles of reformism and chauvinism. In the civil war between the proletariat and the bourgeoisie they inevitably, and in no small numbers, take the side of the bourgeoisie, the "Versaillese" against the "Communards". Unless the economic roots of this phenomenon are understood and its political and social significance is appreciated, not a step can be taken toward the solution of the practical problem of the communist movement and of the impending social revolution.” [5]

 

And in another document Lenin stated: „Opportunism, or reformism, inevitably had to grow into a phenomenon of world-wide importance, socialist-imperialism, or social-chauvinism, because imperialism brought to the fore a handful of very rich, advanced nations, engaged in plundering the whole world, and thereby enabled the bourgeoisie of those countries, out of their monopolist superprofits (imperialism is monopoly capitalism), to bribe the upper strata of the working class.[6]

 

 

 

Social-Imperialist Servants

 

 

 

The history of Europe’s social democracy as well as of the ex-Stalinist members of the “Party of the European Left” (PEL) is ample proof of this old Marxist truth. While the social democratic parties have been in European governments for a large part of the time since 1945, this has been less the case with the Stalinist and ex-Stalinist parties. However, whenever these parties where relevant enough and when the ruling class had use for them, the (ex-)Stalinists have been prepared to serve their master in government positions. And they continued to stay in such positions even in times of war. The PCF, for example, was part of the French government during the NATO wars against Yugoslavia in 1999 and Afghanistan in 2001. [7]

 

It is important to recognize that reformist social-imperialism is a phenomenon which is not limited to the Western countries. Just take the Russian KPRF led by Gennady Zyuganov – Putin’s Poodles – which has been a staunch supporter of the Kremlin’s invasion of the Ukraine from the very beginning. Worse, this Stalinist party even played a key role in the political and ideological preparation of this war. [8] Other parties do not support Putin’s invasion as such but, nevertheless, they strongly oppose the Ukrainian resistance and preach accommodation to Russian imperialism. [9]

 

All this demonstrates once more that also the left-reformist, (ex-)Stalinist forces are social-imperialist lackeys of the ruling class – “socialists” in words but servants of imperialist states in deeds.

 

We shall note in passing that not only reformists, but also various pseudo-Trotskyist centrist parties have opportunistically adapted themselves to one or the other imperialist Great Power in the past decade. In the light of the acceleration of inter-imperialist rivalry, [10] a number of these claim that Russia and China are not imperialist power and should therefore be supported against the long-standing Western hegemons. [11] Others are adapting to NATO, particularly in the past months. [12]

 

 

 

Socialists must oppose NATO membership without lending support to Russian imperialism

 

 

 

As the RCIT stated in a recently published statement, socialists in Finland and Sweden – as well as all other countries – must unambiguously oppose membership in the NATO alliance. [13] Such a principled stance must be combined with equal hostility against Russian imperialism – something which the Putinista “left” has always been incapable of. Furthermore, socialists must support the oppressed people which are under attack of one or the other imperialist power.

 

Today, this means that socialists need to recognize the dual character of the current conflict and must therefore advocate a consistent internationalist and anti-imperialist policy adapted to these conditions. Hence, the RCIT recognizes the progressive and legitimate character of the national war of defence of the Ukrainian people and, therefore, we support their resistance against the invasion of imperialist Russia. At the same time, we also recognize the reactionary character of the inter-imperialist rivalry between the Great Powers and, therefore, we oppose both camps – Russia as well as NATO. We summarized our position in the following slogans: [14]

 

* Defend the Ukraine! Defeat Russian imperialism! International popular solidarity with the Ukrainian national resistance – independent of any imperialist influence!

 

* Down with all imperialist powers – NATO and EU as well as Russia! In all conflicts between these powers, revolutionaries oppose against both camps!

 

It is crucial for socialists to combat the reactionary influence of social-imperialist parties within the workers and popular movement. It is important that authentic socialists join forces for this purpose!

Sobre a vergonhosa capitulação da "Aliança de Esquerda" finlandesa em face da votação parlamentar sobre a adesão à OTAN

O comportamento de voto da Vasemmistoliitto finlandês (Aliança de esquerda em finlandês) sobre a candidatura do país à adesão à OTAN é altamente instrutivo. Como é sabido, o parlamento finlandês votou em 17 de maio sobre a adesão à aliança militar ocidental. Em uma votação histórica, 188 deputados apoiaram a respectiva moção e apenas 8 se opuseram (e 3 se abstiveram). [1]

 

O que é ainda mais notável é a abordagem da Vasemmistoliitto - um membro do "Partido da Esquerda Europeia" (PEL). Este último é a federação de vários partidos de esquerda-reformistas, ex-partido estalinistas com presença tanto no parlamento nacional quanto no parlamento europeu. Os mais destacados destes partidos são o LINKE (Alemanha), PCF (França), PCE e IU (Espanha) e SYRIZA (Grécia). Estas forças são conhecidas por sua oposição verbal à aliança militar OTAN e por seu programa pacifista vazio.

 

Entretanto, a oposição hipócrita da Vasemmistoliitto contra o militarismo imperialista entrou em colapso em poucas semanas. Durante a votação parlamentar sobre a adesão à OTAN, apenas 6 dos 16 deputados do partido conseguiram levantar a mão contra a moção! Nove deputados da Vasemmistoliitto até votaram a favor da moção! [2]

 

Igualmente notável é o fato de que, mesmo antes desta votação parlamentar, a liderança da Vasemmistoliitto decidiu que continuaria sua participação na coalizão governamental mesmo que este governo se candidatasse à adesão à OTAN. Esta decisão foi tomada em uma reunião conjunta do conselho do partido e do grupo parlamentar com 52 membros votando a favor e 10 contra. [3]

 

Como é sabido, os partidos social-democratas na Europa entraram em colapso político com o início da Primeira Guerra Mundial. Após levantar a bandeira do antimilitarismo e da paz por muitos anos, os burocratas reformistas na Alemanha, França e muitos outros países esqueceram seu juramento de fidelidade e votaram a favor dos créditos de guerra em agosto de 1914.

 

Entretanto, naquela época, esses traidores reformistas poderiam ao menos se referir à guerra nas fronteiras de seus países e ao perigo supostamente imediato para sua "pátria". No caso da Vasemmistoliitto, mesmo essas desculpas hipócritas não funcionam, pois não são disparados tiros em suas fronteiras e nenhuma pessoa séria poderia afirmar que a Rússia teria a intenção de atacar a Finlândia num futuro próximo.

 

 

 

A mudança dentro da classe dominante

 

 

 

Como pode ser explicado o colapso político e moral da Vasemmistoliitto? Obviamente, o contexto objetivo é a mudança maciça na opinião pública da Finlândia. Isto foi provocado por uma mudança dramática dentro da classe dominante nos últimos meses causada pela brutal agressão de Putin à Ucrânia e pela escalada das tensões entre as Grandes Potências imperialistas. À luz destes desenvolvimentos, a elite política da Finlândia (assim como da Suécia) chegou à conclusão de que a dramática aceleração da rivalidade entre a OTAN e a Rússia faz com que seja necessário que elas abandonem o status de neutralidade de longa data do país.

 

A quase unanimidade entre a burguesia monopolista da Finlândia sobre a nova política externa e a campanha de mídia correspondente resultou em uma mudança maciça nas pesquisas. De acordo com uma recente pesquisa para a emissora estatal finlandesa Yle, 76% dos finlandeses apoiaram a adesão da Finlândia à OTAN; 12% eram contra e 11% estavam indecisos. Isto é comparado a uma pesquisa semelhante realizada em 2017, quando apenas 19% dos finlandeses eram a favor da adesão à OTAN. [4]

 

Naturalmente, esta evolução foi acompanhada de uma mudança correspondente na posição de todos os partidos políticos representados no parlamento ao se manifestarem a favor da adesão do país à OTAN.

 

Como partido reformista, a Vasemmistoliitto não quer se isolar da opinião pública burguesa. Não é possível fazer parte de um governo de um estado capitalista sem aceitar os pilares da orientação política da classe dominante. Já vimos isso inúmeras vezes no passado, quando os partidos "socialistas" aderiram ao governo e - oficialmente ou de fato - abandonaram aqueles princípios que eram incompatíveis com os interesses da burguesia.

 

Para tomar um exemplo real: Os partidos esquerdistas espanhóis Podemos, PCE e IU (estes dois últimos são membros do PEL como a Vasemmistoliitto) aderiram à coalizão governamental em janeiro de 2020. Como Estado membro da OTAN, a Espanha tem apoiado a política imperialista ocidental contra a Rússia desde o início da atual crise. Certamente, os líderes esquerdistas-reformistas de Podemos, PCE e IU não estão contentes com isso, pois está em total contradição com todas as declarações programáticas desses partidos nos últimos anos. Mas eles não viram nenhuma razão para deixar a coalizão por causa de tais "pequenas diferenças".

 

O mesmo é válido para a Aliança de Esquerda finlandesa. Ela é membro da coalizão governamental desde dezembro de 2019 e detém dois cargos ministeriais. Os líderes deste partido observam a mesma linha de conduta de todos os burocratas reformistas: "caros são meus princípios, mas as posições do governo são mais caras" - parafraseando o conhecido ditado de Aristóteles. Em termos menos filosóficos, pode-se caracterizar a política destes partidos como social-imperialismo - socialista em palavras, pró-imperialista em ações.

 

Para tais reformistas, não importa que a OTAN seja uma aliança militar de longa data que represente os interesses do imperialismo americano e europeu. Não importa que as potências que dominam a OTAN tenham travado uma série de guerras reacionárias de agressão nas últimas décadas - a Guerra da Coréia (1950-53), a Guerra do Vietnã (1965-73), mais recentemente as guerras contra o Afeganistão e o Iraque, a intervenção militar francesa no Sahel - para citar apenas os exemplos mais proeminentes.

 

 

 

A natureza do reformismo

 

 

 

A capitulação flagrante da liderança da Vasemmistoliitto à sua própria classe dirigente e à opinião pública é o resultado da natureza política do reformismo. É uma política que representa os interesses dos setores da burocracia trabalhista, da classe média e dos estratos superiores privilegiados da classe trabalhadora. Estas camadas estão integradas nas estruturas políticas e sociais do sistema imperialista (não esqueçamos: A Finlândia e a Suécia são pequenos, mas ricos Estados imperialistas - semelhantes aos da Suíça e da Áustria).

 

Tal integração não se limita à posição potencial do governo. Ela também inclui posições na estrutura estatal em nível regional e local, posições mais altas em empresas estatais e no serviço público, o papel dos principais burocratas sindicais e dos delegados sindicais em altos cargos de serviços sociais e de saúde bem financiados, etc. Como resultado, a burocracia trabalhista é um amplo estrato social com seus próprios interesses materiais - interesses que os ligam inextricavelmente com a existência contínua da posição privilegiada do "seu" Estado imperialista.

 

Portanto, é apenas "natural" que a burocracia trabalhista apoie a burguesia monopolista - o mestre do sistema político e social no capitalismo. Assim, quando há uma mudança na classe dominante sobre uma importante questão de política interna ou externa, pode-se tomar como certo que os "tenentes trabalhistas da classe capitalista" - como o socialista americano Daniel De Leon uma vez chamou este estrato - seguirão o exemplo.

 

Os clássicos marxistas sempre apontaram que a política reformista e social-imperialista de tais partidos só pode ser entendida reconhecendo sua base econômica. Assim, Lênin escreveu em 1920 em um prefácio para seu livro sobre o imperialismo:

 

"É evidente que tão gigantesco superlucro (visto ser obtido para além do lucro que os capitalistas extraem aos operários do seu «próprio» país) permite subornar os dirigentes operários e a camada superior da aristocracia operária. Os capitalistas dos países «avançados», subornam-nos efetivamente, e fazem-no de mil e uma maneiras, directas e indirectas, abertas e ocultas.

 

Essa camada de operários aburguesados ou de «aristocracia operária», inteiramente pequenos burgueses pelo seu género de vida, pelos seus vencimentos e por toda a sua concepção do mundo, constitui o principal apoio da II Internacional e, hoje em dia, o principal apoio social (não militar) da burguesia. Porque são verdadeiros agentes da burguesia no seio do movimento operário, lugar-tenentes operários da classe dos capitalistas (labor lieutenants of the capitalist class), verdadeiros veículos do reformismo e do chauvinismo. Na guerra civil entre o proletariado e a burguesia colocam-se inevitavelmente, em número considerável, ao lado da burguesia, ao lado dos «versalheses» contra os «communards».

 

Sem ter compreendido as raízes económicas desse fenómeno, sem ter conseguido ver a sua importância política e social, é impossível dar o menor passo para o cumprimento das tarefas práticas do movimento comunista e da revolução social que se avizinha." [5]

 

E em outro documento Lênin declarou: "O oportunismo, ou reformismo, inevitavelmente teve que crescer em um fenômeno de importância mundial, o imperialismo socialista-imperialista, ou social-chauvinismo, porque o imperialismo trouxe à tona um punhado de nações muito ricas e avançadas, empenhadas em saquear o mundo inteiro, e assim permitiu que a burguesia desses países, fora de seus superlucros monopolistas (o imperialismo é o capitalismo monopolista), subornasse os estratos superiores da classe trabalhadora.” [6]

 

 

 

Servidores Social-Imperialistas

 

 

 

A história da social-democracia europeia, bem como dos ex-membro estalinistas do "Partido da Esquerda Europeia" (PEE), é uma ampla prova desta velha verdade marxista. Embora os partidos social-democratas tenham estado nos governos europeus durante grande parte do tempo desde 1945, este tem sido menos o caso dos partidos estalinistas e ex-estalinistas. No entanto, sempre que estes partidos eram suficientemente relevantes e quando a classe dominante os utilizava, os (ex-)estalinistas estavam preparados para servir seu mestre em cargos governamentais. E eles continuaram a permanecer em tais posições, mesmo em tempos de guerra. O Partido Comunista Francês-PCF, por exemplo, fez parte do governo francês durante as guerras da OTAN contra a Iugoslávia em 1999 e contra o Afeganistão em 2001. [7]

 

É importante reconhecer que o imperialismo-social reformista é um fenômeno que não se limita aos países ocidentais. Basta pegar o Partido Comunista da Federação Russa-KPRF liderado por Gennady Zyuganov – Cãezinhos de Putin - que tem sido um firme apoiador da invasão do Kremlin na Ucrânia desde o início. Pior ainda, este partido estalinista até desempenhou um papel fundamental na preparação política e ideológica desta guerra. [8] Outros partidos não apoiam a invasão de Putin como tal, mas, no entanto, se opõem fortemente à resistência ucraniana e pregam acomodações ao imperialismo russo. [9]

 

Tudo isso demonstra mais uma vez que também as forças (ex)estalinistas de esquerda são lacaios social-imperialistas da classe dominante - "socialistas" em palavras, mas servos dos estados imperialistas em ações.

 

Observaremos de passagem que não apenas os reformistas, mas também vários partidos centristas pseudo-trotskistas se adaptaram oportunisticamente a uma ou outra Grande Potência imperialista na última década. À luz da aceleração da rivalidade inter-imperialista [10], uma série destes partidos afirma que a Rússia e a China não são potências imperialistas e devem, portanto, ser apoiadas contra os hegemônicos ocidentais de longa data. [11] Outros estão se adaptando à OTAN, especialmente nos últimos meses. [12]

 

 

 

Os socialistas devem se opor à adesão à OTAN sem dar apoio ao imperialismo russo

 

 

 

Como a CCRI declarou em uma declaração publicada recentemente, os socialistas na Finlândia e na Suécia - assim como em todos os outros países - devem se opor inequivocamente à adesão à aliança da OTAN. [13] Tal posição de princípio deve ser combinada com igual hostilidade contra o imperialismo russo - algo que os Putinistas de "esquerda" sempre são incapazes de fazer. Além disso, os socialistas devem apoiar o povo oprimido que está sob ataque de uma ou outra potência imperialista.

 

Hoje, isto significa que os socialistas precisam reconhecer o caráter duplo do conflito atual e, portanto, devem defender uma política internacionalista e anti-imperialista consistente e adaptada a estas condições. Portanto, a CCRI reconhece o caráter progressivo e legítimo da guerra nacional de defesa do povo ucraniano e, portanto, apoiamos sua resistência contra a invasão da Rússia imperialista. Ao mesmo tempo, reconhecemos também o caráter reacionário da rivalidade inter-imperialista entre as Grandes Potências e, portanto, nos opomos aos dois campos - Rússia e OTAN. * Defender a Ucrânia! Derrotar o imperialismo russo! Solidariedade popular internacional com a resistência nacional ucraniana – de forma independente de qualquer influência imperialista!

 

* Abaixo todas as potências imperialistas - a OTAN e a UE, assim como a Rússia! Em todos os conflitos entre estas potências, os revolucionários se opõem contra ambos os campos!

 

É crucial para os socialistas combater a influência reacionária dos partidos social-imperialistas dentro dos movimentos dos trabalhadores e dos movimentos populares. É importante que os socialistas autênticos unam forças para este fim!

- 나토 가입에 대한 의회 표결에서 핀란드 좌파연합 수치스런 투항에 대하여

핀란드 좌파연합” (바셈미스톨리토) 나토 가입 신청에 대한 투표 행태는 많은 교훈을 보여준다. 알려진 바와 같이 핀란드 의회는 5 17 서방 군사동맹에 가맹하는 것을 두고 표결을 했다. 역사적인 투표에서 의원 188명이 동의안에 찬성투표를 했고 8명만이 반대했다.(기권 3).[1]

 

더더욱 주목할 만한 것은 투표에서 좌파연합 태도다. “좌파연합 속해 있는 유럽좌파당(PEL) 자국 의회와 유럽 의회에서 모두 의석을 가지고 있는 각종 좌익개량주의, 스탈린주의 당들의 연합체다. 당들 가장 유명한 것이 독일 좌파당, 프랑스공산당, 스페인공산당과 통합좌파(IU), 그리스 시리자다. 이들 세력은 군사동맹 나토에 대한 말로만의 반대에다 공허한 평화주의 강령을 결합시키는 것을 노선적 특징으로 하고 있다.

 

제국주의적 군국주의에 대한 좌파연합 (위선적인) 반대투쟁 주도 붕괴됐다. 나토 가입에 대한 의회 표결 과정에서 좌파연합 의원단 16 6명만이 의안에 반대하여 거수했다. “좌파연합 의원 9명이 찬성투표를 했다![2]

 

마찬가지로 주목할 만한 사실은 의회 표결이 실시되기도 전에 이미 좌파연합 지도부는 정부가 나토 가입을 신청하더라도 정부 연정에 계속 참여하기로 결정했다는 점이다. 결정은 중앙위원회와 의원단 연석회의에서 52 찬성/ 10 반대로 내려진 결정이다.[3]

 

두루 알다시피 유럽의 사민주의 당들은 1 세계대전 개전과 함께 정치적으로 붕괴됐다. 수년 동안 군국주의와 평화의 기치를 치켜들었지만, 1914 8 독일과 프랑스와 밖의 많은 나라의 개량주의 관료들은 자신들이 반전 맹세를 잊고 전쟁 공채에 찬성투표를 했다.

 

그러나 당시 이들 개량주의 배반자들은 적어도 국경에서의 전쟁과 "조국" 닥친 이른바 직접적인 위험이라도 있었다. “좌파연합 경우는 그러한 위선적인 변명도 통하지 않는 것이, 현재 국경에 아무 총격도 없는 상태이며, 진지한 사람이라면 누구도 러시아가 예측 가능한 미래에 핀란드를 공격할 것이라고 주장할 없을 것이기 때문이다.

 

 

 

지배계급 변화

 

좌파연합 정치적 붕괴는 어떻게 설명될 있을까? 명백히, 객관적인 배경은 핀란드 여론의 거대한 변화다. 이는 지난 푸틴의 잔혹한 우크라이나 침공과 제국주의 강대국들 긴장고조에 의해 야기된 지배계급 급격한 태도 변화에 의해 촉발되었다. 이러한 사태발전에 비추어 , 핀란드의 (그리고 스웨덴의) 정치 엘리트들은 나토와 러시아 패권경쟁의 급가속화로 인해 핀란드의 오랜 중립적 지위를 포기하는 것이 필요하다는 결론에 도달한 것으로 보인다.

 

새로운 대외정책과 그에 상응하는 언론 캠페인과 관련하여 핀란드 독점 부르주아지 사이에 거의 만장일치로 의견이 모아짐에 따라 여론조사에서도 변화가 일어났다. 핀란드 국영방송 Yle 최근 여론조사에 따르면 핀란드인 76% 나토 가입을 지지했으며, 반대는 12%, 미정이 11%. 이는 2017년에 실시된 비슷한 여론조사에서 핀란드인의 19%만이 나토 가입에 찬성한 것과 비교된다.[4]

 

당연히 이러한 사태전개는 의회에 의석을 보유한 모든 정당들의 입장에서도 상응하는 변화를 불러왔다. 그들도 나토 가입에 찬성한다는 입장을 표명했다.

 

개량주의 당으로서 좌파연합 부르주아 여론으로부터 스스로를 고립시키길 원치 않는다. 지배계급이 취하는 정치적 방향의 근간을 수용하지 않고서 자본가국가의 정부 일원이 되는 것은 가능하지 않다. 우리는 과거에 이것을 수없이 보아왔다. "사회주의" 당들이 정부에 들어가면서 부르주아지의 이익과 양립할 없는 원칙들을 포기하던 공식적으로든 사실상으로든 순간들마다 말이다.

 

실례를 들어보자. 스페인의 좌익개량주의 당들인 포데모스, 스페인공산당, 통합좌파 ( 마지막 당은 좌파연합 마찬가지로 유럽좌파당의 가맹당들이다) 2020 1 정부 연정에 들어갔다. 나토 회원국으로서 스페인은 사태 시작 이래로 서방 제국주의의 러시아 정책을 지지해왔다. 확실히 포데모스, 스페인공산당, 통합좌파의 좌익개량주의 지도자들은 이에 대해 행복하지 않았을 것이다. 지난 이들 당이 취한 모든 강령적 선언·성명들과 완전히 모순되기 때문이다. 그러나 그들은 그러한 "작은 차이" 때문에 연정을 떠날 이유가 없다고 보았다.

 

핀란드 좌파연합 마찬가지다. “좌파연합 2019 12 이래로 연정의 일원이며, 현재 개의 장관직을 보유하고 있다. 당들의 지도자들은 모든 개량주의 관료들과 같은 행동 방침을 준수한다. "나의 원칙도 소중하지만, 정부 직책은 소중하다." (유명한 아리스토텔레스의 격언을 바꾸어 표현하면). 철학적인 말로 표현하자면, 당들의 정책은 사회제국주의 말에서는 사회주의되 실제에서는 제국주의 성격규정 있다.

 

같은 개량주의자들에게 나토가 ·유럽 제국주의의 이익을 대변하는 오랜 군사동맹이라는 것은 중요하지 않다. 나토를 지배하는 열강들이 지난 수십 동안 일련의 반동적인 침략 전쟁을 벌였다는 것은 중요하지 않다. 한국 전쟁 (1950-53), 베트남 전쟁 (1965-73), 보다 최근으로 오면 아프가니스탄과 이라크에 대한 전쟁, 프랑스의 사헬 지대 군사 개입 가장 두드러진 예만 들어본다.

 

 

 

개량주의의 본질

 

좌파연합이 지배계급과 여론에 노골적으로 굴복한 것은 개량주의의 정치적 본질에서 비롯한 결과다. 개량주의는 노동관료와 중간계급, 그리고 노동자계급의 특권적 상층의 이익을 대변하는 정책이다. 계층들은 제국주의 체제의 정치적·사회적 구조 속에 통합, 편입되어 있다. (잊지 말자. 핀란드와 스웨덴은 작지만 부유한 제국주의 국가다. 스위스나 오스트리아처럼.)

 

그러한 편입은 잠재적인 정부 직책에 국한되지 않는다. 거기에는 지역 지방 차원의 국가구조에서의 직책과 국영기업 공공서비스에서의 상위 직책, 노동조합 상층 관료들도 포함된다. 결과, 노동관료는 그들 독자의 물질적 이해를 갖는 광범위한 사회계층이다. 물질적 이해가 그들을, ‘ 제국주의 국가가 특권적 지위를 계속해서 유지하는 것과 없는 관계로 연결시킨다.

 

따라서 노동관료가 자본주의 정치·사회체제의 주인인 독점 부르주아지를 지지하는 것은 이례적인 일도 아니다. 중요한 국내외 정책 이슈에서 지배계급 태도 변화가 있을 , “자본가계급의 노동부관 미국 사회주의자 다니엘 레옹이 계층을 그렇게 불렀듯이 당연히 뒤를 따를 것으로 예상하는 이유다.

 

언제나 맑스주의 고전은 이러한 당들의 개량주의, 사회제국주의 정책은 그들의 경제적 토대를 인식함으로써만 이해될 있다고 지적해왔다. 바로 그렇게 레닌은 <<제국주의론>> 서문 (1920년에 붙인 서문)에서 다음과 같이 썼다.

 

그러한 엄청난 초과이윤 (초과이윤은 자본가들이 노동자들로부터 짜내는 이윤 이상으로 획득하는 것이므로)으로 노동계 지도자들과 노동귀족 상층을 매수할 있음은 당연하다. 그리고 선진 자본가들이 실제로 그것을 하고 있는 , 수천 가지 다른 방법으로, 직접적으로든 간접적으로든, 공공연하게든 은밀하게든, 그들을 매수하고 있는 것이다.

 

생활방식에서도, 소득 크기에서도, 세계관 전체적으로도 완전히 소시민적인 부르주아화 노동자 , 다시 말해 노동귀족층은 2인터내셔널의 주요한 기둥이고 요즘은 부르주아지의 주요한 사회적 (군사적으로는 아니라도) 기둥이다. 왜냐하면 그들은 실질적으로 노동계급운동 부르주아지의 하수인이자, 자본가계급의 노동부관이며 실제로 개량주의와 배외주의의 전파자들이기 때문이다. 프롤레타리아트와 부르주아지의 내전에서 그들 적지 않은 수가 필연적으로 부르주아지 편으로, ‘코뮌파 반대하는 베르사이유파 쪽으로 넘어간다.

 

현상의 경제적 뿌리를 이해하지 못하고, 그것의 정치적·사회적 의의를 제대로 평가하지 못한다면, 공산주의 운동과 임박한 사회혁명의 실천적 과제를 해결하는 쪽으로 걸음도 내딛을 없다.”[5]

 

다른 문서에서 레닌은 다음과 같이 밝혔다. “기회주의, 또는 개량주의는 필연적으로 세계적 차원의 중요성을 갖는 현상인 사회제국주의 또는 사회배외주의로 성장 전화하지 않으면 되었다. 왜냐하면 제국주의는 세계를 약탈하는 열심인 줌의 매우 부유한 선진국들을 표면으로 끌어올렸고, 그렇게 함으로써 나라들의 부르주아지가 독점적 초과이윤 (제국주의는 독점자본주의다)으로 노동자계급의 상층을 매수할 있게 해주었다.”[6]

 

 

 

사회제국주의 주구

 

유럽의 사민주의와 스탈린주의 "유럽좌파당"(PEL) 역사는 오랜 맑스주의의 진리를 확인해주는 모자람이 없는 풍부한 증거다. 사민주의 당들은 1945 이래로 상당 기간 동안 유럽 정부들에 있어온 비해 스탈린주의 당들 스탈린주의 당들은 그런 기간이 사민주의 당들만큼 길지는 못했다. 그러나 당들이 충분히 용도 적합성이 있고 지배계급이 그러한 용도가 필요할 ()스탈린주의자들은 정부 직책을 맡아 그들의 주인을 섬길 준비가 되어 있었다. 그리고 전쟁 시에도 계속해서 그러한 직책에 머물러 있었다. 예를 들어 프랑스공산당은 1999 유고슬라비아에 대한, 그리고 2001 아프가니스탄에 대한 나토의 전쟁 당시 프랑스 정부의 일부였다.[7]

 

개량주의적 사회제국주의는 서방 나라들에 국한되지 않은 현상이라는 점을 인식하는 것이 중요하다. 러시아의 우크라이나 침공 첫날부터 확고한 침공 지지자인 겐나디 주가노프의 러시아연방공산당(KPRF) 예로 들어보자. 심지어 스탈린주의 당은 전쟁의 정치적·이데올로기적 준비에서 핵심적인 역할을 하기도 했다.[8] 다른 스탈린주의 당들은 푸틴의 침공을 그와 같이 지지하지는 않지만, 그럼에도 불구하고 우크라이나의 저항에 강하게 반대 입장을 취하며 러시아 제국주의에 순응할 것을 설교한다.[9]

 

모든 것은 좌익개량주의, ()스탈린주의 세력들 또한 지배계급의 사회제국주의적 시종들 말로는 사회주의자 행동으로는 제국주의 국가의 따까리들 이라는 것을 다시 보여준다.

 

지난 10 개량주의자들뿐만 아니라 다양한 사이비 트로츠키주의 중도주의 당들도 기회주의적으로 또는 제국주의 강대국에 영합해왔다는 것을 유념해야 한다. 제국주의 패권경쟁의 가속화 속에서[10], 이들 상당수가 러시아와 중국은 제국주의 열강이 아니며 따라서 오랜 패권국 미국/서방에 대항하여 지지해야 한다고 주장한다.[11] 다른 사이비 트로츠키주의 당들은, 특히 지난 나토에 영합하고 있다.[12]

 

 

 

노동자·민중운동 사회제국주의 당들의 반동적 영향력과 싸우자!

 

RCIT 최근 발표한 성명서에서 밝혔듯이, 핀란드와 스웨덴의 사회주의자들은 그리고 다른 나라 사회주의자들도 나토 동맹 가입에 단호히 반대해야 한다.[13] 이러한 원칙 있는 입장은 러시아 제국주의에 대한 마찬가지로 단호한 적개심과 결합되어야 한다. 언제나 이것은 푸틴주의 "좌파" 하지 못해 것이다. 나아가 사회주의자들은 또는 제국주의 열강의 공격을 받고 있는 피억압 인민을 지지해야 한다.

 

오늘 이것이 의미하는 것은, 사회주의자들이 충돌의 이중적 성격을 인식하는 것이 필요하며 따라서 이러한 조건에 맞는 일관된 국제주의·반제국주의 정책을 제창해야 한다는 것이다. 그리하여 RCIT 우크라이나 인민의 민족 방위 전쟁의 진보성과 정당성을 인식하며, 따라서 우리는 제국주의 러시아의 침략에 대항하여 우크라이나 인민의 저항을 지지한다. 동시에 우리는 강대국들 제국주의 패권경쟁의 반동성을 인식하며, 따라서 우리는 러시아와 나토 진영 모두에 반대한다. 우리는 우리의 입장을 다음과 같은 슬로건으로 총괄해놓았다.[14]

 

* 우크라이나 방어! 러시아 제국주의에 패배를! (일체의 제국주의 영향력과는 독립적인) 우크라이나 민족 저항에 국제 민중연대를!

 

* 러시아뿐만 아니라 미국·EU , 모든 제국주의 열강 타도! 열강들 간의 모든 충돌·분쟁에서 혁명가들은 진영 모두에 맞서 싸운다!

 

사회주의자들이 노동자·민중운동 사회제국주의 당들의 반동적 영향력과 싸우는 것이 중요하다. 진정한 사회주의자들이 목적을 위해 힘을 합치는 것이 중요하다!
