World Economy: The Second Slump Has Begun

Latest figures from a renown bourgeois economic institute confirm the Marxists’ analysis

In the past few months, we have repeatedly pointed out that the capitalist world economy – which has entered a Great Depression since autumn 2019 – is drifting towards a second slump. We explained that the official optimism of the bourgeois economists who fantasized about a continuation of the cyclical upswing of the global economy, was completely unfounded. [1]

 

At this point we will not repeat our analysis of the main features of the current crisis or its deeper causes. We refer interested readers to the analysis elaborated in the RCIT documents mentioned in the footnote above. Here, we will limit ourselves to present the latest official data on the state of the capitalist world economy. These data fully confirm our analysis as they indicate that the Second Slump has begun now.

 

For this, we use the latest publication of the Bureau for Economic Policy Analysis (CPB) in the Netherlands. We have used their material already in past documents as this is a renowned bourgeois institute, which studies are regularly used by the European Union or leading investment banks like J.P. Morgan. The CPB publishes a monthly bulletin covering the development of global industrial production and world trade. According to the latest issue of this bulletin, world trade as well as industrial production have entered a process of decline since several months.

 

World merchandise trade, measured in volumes, grew by +3,3% in the first quarter of 2021, by only +0,9% in Q2 and declined by -1,1% in Q3. (See Table 1)

When we look to the cyclical development of world industrial production, the features of the Second Slump become even more evident. According to the CPB, global industrial production, measured in volumes, increased by +2,9% in the first quarter of 2021, but stagnated already in Q2 (0,0%) and declined by --0,2% in Q3. (See Table 2)

In the next table we show the cyclical development of world industrial production in the past three quarters this year for each region. (See Table 3). These figures confirm the trend of declining growth for all regions (except Africa and Middle East). Furthermore, they demonstrate that the slump has been most severe (until now) in China – the largest or second-largest economy in the world (depending on the criteria used) – as well as in Latin America. It was also particularly steep in the last quarter in Japan – the world’s third-largest economy.

This development points to an important difference between the first phase of the Great Depression (in summer and autumn 2019) and the current one. As we demonstrated in our analysis about the process when the world economy entered recession in 2019, at that time it was old imperialist states – the U.S., Western Europe and Japan – which were the first experiencing actual decline. [5] This time, it is China – the new imperialist power – which spearheads the global economy into another slump.

 

Let us note in passing that this development reflects, among others, the fact that China is not a “semi-colonial”, “peripherical” or “sub-imperialist” country as a number of socialists wrongly claim. In contrast to them, the RCIT and other Marxists state that China has become a driving force in world politics as well as in world economy – i.e. a full blown imperialist Great Power – since the early 2010s. [6]

 

It is very likely that the flagbearer and propagandists of the ruling class will soon explain the new slump with the pandemic and the emergence of a new virus (“Omicron”). However, this is the same nonsense which they did already say in spring 2020. At that time these servants of the bourgeoisie claimed that the global recession was a result of the pandemic, i.e. that it was caused by political emergency measures and not by the inner contradictions of decaying capitalism. However, as we did demonstrate the Great Depression started already in autumn 2019 – long before anyone had heard about the existence of SARS-CoV-2. Now it is the same. The Second Slump did not begin in late November 2021 with the emergence of “Omicron” but already in the months before. It is caused by the irresolvable contradictions of a profit-driven system which has entered a period of systemic crisis.

 

The bourgeois ideologists will claim that the Second Slump has been caused by the pandemic not only because they are blind for the contradictory nature of capitalism. They have also a political reason to do so. If the slump is caused by the virus, the only way to overcome the recession – so the bourgeois ideologists will say – is to implement their COVID policy. In other words, the cheerleaders of the monopoly bourgeoisie will try to exploit the recession to defend their state bonapartist policy of lockdowns against the population, Green Pass and compulsory vaccination.

 

For these reasons, it is important for Marxists to explain the real reasons of the Second Slump and to show that the only way out is the revolutionary class struggle against the ruling class and their COVID Counterrevolution. [7]

Economía mundial: ha comenzado la segunda recesión

Las últimas cifras de un renombrado instituto económico burgués confirman el análisis de los marxistas

En los últimos meses, hemos señalado repetidamente que la economía mundial capitalista, que ha entrado en una Gran Depresión desde el otoño de 2019, se está dirigiendo hacia una segunda recesión. Explicamos que el optimismo oficial de los economistas burgueses que fantaseaban con una continuación del repunte cíclico de la economía global, era completamente infundado. [1]

 

Llegados a este punto no repetiremos nuestro análisis de las principales características de la crisis actual o sus causas más profundas. Remitimos a los lectores interesados al análisis elaborado en los documentos de la CCRI mencionados en la nota a pie de página anterior. Aquí, nos limitaremos a presentar los últimos datos oficiales sobre el estado de la economía mundial capitalista. Estos datos confirman completamente nuestro análisis, ya que indican que la Segunda Depresión ha comenzado ahora.

 

Para ello, utilizamos la última publicación de la Oficina de Análisis de Políticas Económicas (CPB) de los Países Bajos. Ya hemos utilizado su material en documentos anteriores, ya que se trata de un instituto burgués de renombre, cuyos estudios son utilizados regularmente por la Unión Europea o por los principales bancos de inversión como JP Morgan. El CPB publica un boletín mensual que cubre el desarrollo de la producción industrial y el comercio mundial. Según el último número de este boletín, el comercio mundial y la producción industrial han entrado en un proceso de declive desde hace varios meses.

 

El comercio mundial de mercancías, medido en volúmenes, creció un + 3,3% en el primer trimestre de 2021, solo un + 0,9% en el segundo trimestre y disminuyó un -1,1% en el tercer trimestre. (Ver tabla 1)

Cuando miramos el desarrollo cíclico de la producción industrial mundial, las características de la Segunda Depresión se vuelven aún más evidentes. Según el CPB, la producción industrial global, medida en volúmenes, aumentó un + 2,9% en el primer trimestre de 2021, pero ya se estancó en el segundo trimestre (0,0%) y disminuyó un -0,2% en el tercer trimestre. (Ver tabla 2)

En la siguiente tabla mostramos el desarrollo cíclico de la producción industrial mundial en los últimos tres trimestres de este año para cada región. (Ver Tabla 3). Estas cifras confirman la tendencia de crecimiento decreciente para todas las regiones (excepto África y Oriente Medio). Además, demuestran que la recesión ha sido más severa (hasta ahora) en China, la mayor o la segunda economía más grande del mundo (según los criterios utilizados), así como en América Latina. También fue particularmente pronunciado en el último trimestre en Japón, la tercera economía más grande del mundo.

Este desarrollo apunta a una diferencia importante entre la primera fase de la Gran Depresión (en verano y otoño de 2019) y la actual. Como demostramos en nuestro análisis sobre el proceso cuando la economía mundial entró en recesión en 2019, en ese momento eran los viejos estados imperialistas -Estados Unidos, Europa Occidental y Japón- los primeros en experimentar un declive real. [5] Esta vez, es China, la nueva potencia imperialista, la que encabeza la economía global hacia otra recesión.

 

Observemos de pasada que este desarrollo refleja, entre otros, el hecho de que China no es un país "semicolonial", "periférico" o "subimperialista", como afirman erróneamente varios socialistas. En contraste con ellos, la CCRI y otros marxistas afirman que China se ha convertido en una fuerza impulsora de la política mundial y de la economía mundial, es decir, una gran potencia imperialista en toda regla, desde principios de la década de 2010. [6]

 

Es muy probable que los abanderados y propagandistas de la clase dominante pronto expliquen la nueva recesión con la pandemia y la aparición de un nuevo virus (“Omicron”). Sin embargo, esta es la misma tontería que ya decían en la primavera de 2020. En ese momento, estos servidores de la burguesía afirmaban que la recesión global fue consecuencia de la pandemia, es decir, que fue causada por medidas de emergencia política y no por la interna. contradicciones del capitalismo en decadencia. Sin embargo, como demostramos, la Gran Depresión comenzó ya en otoño de 2019, mucho antes de que alguien se enterara de la existencia del SARS-CoV-2. Ahora es lo mismo. La Segunda Caída no comenzó a finales de noviembre de 2021 con la aparición de “Omicron” sino ya en los meses anteriores. Es causado por las contradicciones irresolubles de un sistema impulsado por las ganancias que ha entrado en un período de crisis sistémica.

 

Los ideólogos burgueses afirmarán que la Segunda Depresión ha sido causada por la pandemia no solo porque están ciegos ante la naturaleza contradictoria del capitalismo. También tienen una razón política para hacerlo. Si la caída es causada por el virus, la única forma de superar la recesión, como dirán los ideólogos burgueses, es implementar su política COVID. En otras palabras, las animadoras de la burguesía monopolista intentarán explotar la recesión para defender su política estatal bonapartista de encierros contra la población, Pase Verde y vacunación obligatoria.

 

Por estas razones, es importante que los marxistas expliquen las verdaderas razones de la Segunda Depresión y demuestren que la única salida es la lucha revolucionaria de clases contra la clase dominante y su Contrarrevolución del COVID. [7]

Economia Mundial: A segunda recessão começou

Últimos números de um renomado instituto econômico burguês confirmam a análise dos marxistas

Nos últimos meses, temos repetidamente apontado que a economia mundial capitalista - que entrou numa Grande Depressão desde o Outono de 2019 - está à deriva em direção a uma segunda recessão. Explicamos que o otimismo oficial dos economistas burgueses que fantasiavam com a continuação da ascensão cíclica da economia mundial, era completamente infundado. 1

 

Neste momento, não vamos repetir a nossa análise das principais características da crise atual ou das suas causas mais profundas. Remetemos os leitores interessados à análise elaborada nos documentos da CCRI/RCIT mencionados nas notas de rodapé. Aqui, limitar-nos-emos a apresentar os últimos dados oficiais sobre o estado da economia mundial capitalista. Estes dados confirmam plenamente a nossa análise, pois indicam que a Segunda recessão começou agora.

 

Para isso, usamos a última publicação do Bureau for Economic Policy Analysis (CPB) na Holanda. Já utilizámos o seu material em documentos anteriores, uma vez que se trata de um instituto burguês de renome, cujos estudos são regularmente utilizados pela União Europeia ou pelos principais bancos de investimento, como J.P. Morgan. O CPB publica um boletim mensal cobrindo o desenvolvimento da produção industrial global e do comércio mundial. De acordo com a última edição deste boletim, o comércio mundial, bem como a produção industrial, entraram num processo de declínio há vários meses.

 

O comércio mundial de mercadorias, medido em volumes, cresceu +3,3% no primeiro trimestre de 2021, em apenas +0,9% no 2T e diminuiu -1,1% no 3T. (Ver Quadro 1)

Quando olhamos para o desenvolvimento cíclico da produção industrial mundial, as características da Segunda Queda tornam-se ainda mais evidentes. De acordo com o CPB, a produção industrial global, medida em volumes, aumentaram +2,9% no primeiro trimestre de 2021, mas estagnaram já no segundo trimestre (0,0%) e diminuíram -0,2% no terceiro trimestre. (Ver Quadro 2)

Na tabela seguinte mostramos o desenvolvimento cíclico da produção industrial mundial nos últimos três trimestres deste ano para cada região. (Ver tabela 3). Estes números confirmam a tendência de aumento da queda para todas as regiões (exceto África e Médio Oriente). Além disso, demonstram que a queda tem sido mais grave (até agora) na China - a maior ou segunda maior economia do mundo (dependendo do critério utilizado) - assim como na América Latina. Também foi particularmente acentuada no último trimestre no Japão - a terceira maior economia do mundo.

Esta evolução aponta para uma importante diferença entre a primeira fase da Grande Depressão (no Verão e no Outono de 2019) e a atual. Como demonstramos em nossa análise sobre o processo quando a economia mundial entrou em recessão em 2019, naquela época foram os velhos Estados imperialistas - os EUA, a Europa Ocidental e o Japão - que foram os primeiros a sofrer um declínio real. 5 Desta vez, é a China - a nova potência imperialista - que lidera a economia global em outra queda.

 

Note-se de passagem que este desenvolvimento reflete, entre outros, o facto de a China não ser um país "semicolonial", "periférico" ou "subimperialista", como errôneamente afirmam alguns socialistas. Em contraste com eles, a CCRI e outros marxistas afirmam que a China se tornou uma força motriz tanto na política mundial como na economia mundial - ou seja, uma plena Grande Potência imperialista  - desde o início da década de 2010. [6]

 

É muito provável que os porta-bandeiras e os propagandistas da classe dominante em breve expliquem a nova queda devido a pandemia e o surgimento de um novo vírus ("Omicron"). No entanto, este é o mesmo disparate que já disseram na Primavera de 2020. Naquela época, estes servos da burguesia afirmavam que a recessão global era resultado da pandemia, ou seja, que era causada por medidas políticas de emergência e não pelas contradições internas do capitalismo decadente. No entanto, como demonstrámos, a Grande Depressão começou já no Outono de 2019 - muito antes de alguém ter ouvido falar da existência da SRA-CoV-2. Agora é a mesma coisa. A Segunda Depressão não começou no final de Novembro de 2021 com o aparecimento da "Omicron", mas já nos meses anteriores. É causada pelas contradições irresolúveis de um sistema orientado para o lucro, que entrou num período de crise sistémica.

 

Os ideólogos burgueses vão afirmar que a Segunda Queda foi causada pela pandemia não só porque são cegos pela natureza contraditória do capitalismo. Eles também têm uma razão política para fazer isso. Se a recessão é causada pelo vírus, a única maneira de superar a recessão - assim dirão os ideólogos burgueses - é implementar sua política  COVID. Em outras palavras, as líderes  da burguesia monopolista tentarão explorar a recessão para defender sua política bonapartista estatal de lockdowns contra a população, o Passe Verde e a vacinação obrigatória.

 

Por estas razões, é importante que os marxistas expliquem as verdadeiras razões da Segunda Queda e mostrem que a única saída é a luta revolucionária de classe contra a classe dominante e a sua Contra-Revolução COVID. 7

지난 달간 우리는 2019 가을 이래로 대공황에 들어간 자본주의 세계경제가 번째 침체로 표류하고 있다고 거듭 지적해 왔다. 우리는 세계경제의 경기상승세가 지속될 것이라는 환상을 전파한 부르주아 경제학자들의 공식 낙관론이 전혀 근거가 없다고 설명했다.[1]

 

여기서는 위기의 주요 특징이나 근본 원인에 대한 분석을 반복하지 않을 것이다. 관심 있는 독자들은 위의 각주에 언급된 RCIT 문서에 제시되어 있는 분석을 참조하길 바란다. 여기서 우리는 자본주의 세계경제의 상태에 대한 최신 공식 자료를 제시하는 것으로 국한할 것이다. 자료들은 2 침체가 지금 시작됐음을 보여주고 있다는 점에서 우리의 분석을 십분 확인시켜준다.

 

이를 위해 우리는 네덜란드 경제정책분석국(CPB) 최신 간행물을 사용한다. 이미 우리는 지난 문서들에서도 부르주아 연구기관의 자료를 사용한 있다. 경제정책분석국의 연구보고서는 EU JP 모건 같은 유수의 투자은행들이 정기적으로 사용하고 있어서 독점자본가 단체들 사이에서 명성이 높다. 경제정책분석국은 세계 산업생산 세계무역의 추이를 점검하는 월간 회보를 발행하는데, 회보 최신호에 따르면 전부터 세계 무역 산업생산이 하락세에 들어갔다.

 

세계 상품 교역량이 2021 1분기에 +3.3%, 2분기에는 0.9% 증가에 그쳤고, 3분기에 1.1% 감소했다. ( 1 참조).

세계 산업생산의 경기 추이를 보면 2 침체의 특징은 더욱 뚜렷해진다. 경제정책분석국에 따르면 세계 산업생산량은 2021 1분기에 2.9% 증가했지만 2분기(0.0%)에는 이미 정체됐고 3분기에는 0.2% 감소했다. (2 참조).

다음 표는 올해 3분기 세계 산업생산의 경기 추이를 지역별로 보여준다.( 3 참조). 수치들은 모든 지역 (아프리카와 중동 제외) 성장률 하락 추세를 확인시켜준다. 나아가 라틴 아메리카와 세계 최대 경제국인 중국에서 침체가 가장 심각했음을 보여준다. 또한 세계 3 경제국인 일본에서도 침체가 지난 분기에 특히 가팔랐다.

이러한 추이는 대공황의 단계 (2019 여름과 가을) 단계 간에 중요한 차이를 보여준다. 2019 세계경제가 불황에 접어들었을 때의 과정을 분석하면서 우리가 보여주었듯이, 당시 가장 먼저 실제적인 하강을 겪은 나라는 미국, 서유럽, 일본 기존 제국주의 국가들이었다.[5] 이번에 세계경제를 다른 침체로 이끄는 것은 제국주의 대국 중국이다.

 

이러한 사태발전은 무엇보다도 중국이 (좌익 진영 일각에서 주장하는 것처럼) “반식민지, “주변부 국가”, 또는 아제국주의 국가 아니라는 사실을 반영하는 것임을 짚고 넘어가자. 이들 좌익과는 달리, RCIT 비롯한 맑스주의자들은 중국이 2010년대 초부터 세계경제와 세계정치의 주동력이, 완연한 제국주의 강대국이 되었음을 밝혀왔다.[6]

 

지배계급의 기수들과 선전가들은 새로운 침체를 팬데믹과 새로운 바이러스 (“오미크론”) 출현으로 설명하려 것이다. 하지만, 이것은 그들이 2020 봄에 이미 말했던 것과 같은 헛소리다. 당시 이들 부르주아지의 하수인들은 글로벌 불황이 팬데믹 때문이라고 주장했다. 쇠퇴하는 자본주의의 내적 모순에 의해서가 아니라, 코로나 방역을 위한 정치적 비상조치에 의해 대공황이 야기됐다는 것이다. 그러나 우리가 보여주었듯이 대공황은 이미 2019 가을에 시작되었다. 코로나19 존재에 대해 누구도 들어보기 전인 2019 가을에 말이다. 지금도 똑같다. 2 침체는 2021 11 오미크론 등장으로 시작된 것이 아니라, 이미 전부터 시작됐다. 2 침체는 체제 위기의 시기에 들어간 이윤 주도 체제의 없는 모순에 의해 야기된 것이다.

 

부르주아 공론가들이 2 침체가 팬데믹 때문이라고 주장하는 것은 그들이 자본주의의 모순적 본질에 눈을 감고 있어서만이 아니다. 그들은 그렇게 해야 정치적인 이유가 있다. 침체가 바이러스에 의해 야기된 것이라면, 공황을 극복할 있는 유일한 길은 저들 부르주아 공론가들이 말하는 것처럼 저들의 코로나 정책을 실행하는 말고는 없을 것이다. 이런 식으로 독점 부르주아지의 치어리더들은 록다운 봉쇄와 백신패스, 백신접종 의무화 저들의 국가 보나파르트주의 정책을 옹호하기 위해 경제공황을 이용하려 것이다.

 

이러한 이유로 맑스주의자들은 2 침체의 진짜 이유를 설명하고, 유일한 출구는 지배계급과 그들의 코로나 반혁명에 맞선 혁명적 계급투쟁임을 보여주는 것이 중요하다.[7]
