Ukraine War: Once More on Military Aid and Inter-Imperialist Rivalry

A critical contribution to a debate among Trotskyists in the U.S.

The Ukraine War has been the most important single event in world politics in 2022 and will remain to be so for the foreseeable future. It's therefore only logical that this war has provoked major debates both within as well as between socialist organizations. Most of these discussions center on the character of the war resp. of the powers involved and, related to this issue, if socialists should call for military aid for the Ukrainian resistance.

The Revolutionary Communist International Tendency (RCIT) and its section in Russia – Socialist Tendency – have sided with the national war of defence of the Ukraine against Putin’s invasion from the very beginning. While we lend no political support for the bourgeois Zelensky government, we call for material support – including military aid – for the Ukrainian resistance. At the same time, we emphasise the dual character of the conflict and the necessity for socialists to oppose both camps in the inter-imperialist rivalry between Russia and NATO. Hence, we advocate an internationalist and anti-imperialist position which we summarise in the slogan: “Defend the Ukraine against Putin’s invasion! Against Russian and against NATO imperialism![1]

There has been a debate for some time between Left Voice, the U.S. affiliate of the Trotskyist Faction (FT, with the Argentinean PTS as the leading party), and Workers Voice, which is the U.S. section of International Worker League (LIT, with the Brazilian PSTU as the leading party). While the FT characterises the Ukraine War as a “proxy war” and refuses to support any side, LIT correctly sides with the Ukrainian resistance.

We do not intend to repeat all our criticism of the FT’s and LIT’s policy as we did already elaborate such in several articles. [2] Furthermore, we already wrote a contribution to the debate between Left Voice and Workers Voice. [3] Recently, three socialist organisations in the U.S. – the Revolutionary Socialist Organizing Project, Denver Communists and Seattle Revolutionary Socialists (RSOP/DC/SRS) – intervened in this debate with a statement titled “No U.S./NATO Arms to Ukraine!”. [4] While we do not agree with their conclusions, we think that the comrades make an interesting contribution which we want to discuss critically in this article.

 

The wrong thesis of the “proxy war”

 

Let us begin with a brief summary of the RSOP/DC/SRS statement. The main point of this document is – as the title already suggests – their opposition to any military aid for the Ukrainian resistance fighting against Russia’s invasion.

While the comrades correctly oppose any U.S. military intervention and sanctions against Russia, their position unfortunately “also means opposing any U.S. arms shipments to Ukraine.” However, we should also take note that they somehow relativize this statement by saying: “Opposing U.S. arms to Ukraine is not the same as criticizing Ukrainians for accepting arms from NATO. We should not do that.”

They justify their position by arguing that socialists in the U.S. should focus on opposing their “own” imperialism. “The primary role of U.S. revolutionaries regarding foreign policy is to win as many workers as possible away from support of U.S. imperialism. (…) As an organization in the U.S., Workers’ Voice has forgotten this primary objective. It is so concerned about winning support from Ukrainian workers that it ignores its primary duty of opposing U.S. imperialism.

In addition, the RSOP/DC/SRS statement shares with the FT the analysis, albeit with some ambiguity, that the Ukraine War is primarily a “proxy war” between NATO and Russia. The Workers’ Voice position is wrong on two counts: First, the war in Ukraine is not only a war of national independence. It is also an inter-imperialist conflict.”

Based on such a wrong assessment, the comrades argue that the Ukraine’s right of national self-determination is only a subordinated factor. If a call for self-determination of a nation was used primarily to back the interests of one imperialist power against another, Marxists opposed it. One clear example was the case of Serbia in 1914. (…) The analogy of Serbia 1914 and Ukraine 2022 may not be exact, but it does have strong common elements. Marxists today would like to see Ukraine defeat Russia and win its independence. However, we cannot support U.S. imperialist intervention in this conflict. We must first oppose “our own” imperialist power.

Here too, the comrades’ position is somehow contradictory as they also express their sympathy for the Ukrainian cause: “Of course we want Ukrainians to defeat the Russian invasion but we cannot sacrifice our opposition to U.S. imperialism to try to bring that about.

We should finally also note that the RSOP/DC/SRS statement distinguishes itself positively from the FT analysis by suggesting that not only the U.S. but also Russia is an imperialist power. [5]

 

On national wars and imperialist interference

 

As we did explain on numerous occasions, it is wrong to characterize the war in the Ukraine primarily as a “proxy war”. Of course, it is true that such an element exists since it takes place against the background of an accelerating inter-imperialist rivalry where both camps attempt to utilize the war to their advantage.

However, this has been the case in nearly all national wars which took place in periods of Great Power rivalry. Just think about France’s support for the U.S. War of Independence against Britain in 1775-83, the support of France and other Western power for the Polish insurrection against Russian occupation in 1863-64, the support of Napoleon III for the Italian Risorgimento, Russia’s support for the Balkan peoples in their war against the Ottoman Empire in 1912, Western and Nazi Germany’s support for Ethiopia against Italy in 1935-36, Western support for China as well as for various partisan struggles in South East Asia as well as in Europe during World War II, etc. Such kind of interference by one or several Great Powers did not remove the legitimate character of such national wars. [6]

The comrades’ reference to Serbia and its role in World War I is misplaced. This was a World War with all Great Powers participating so that ¾ of the world population was affected by this catastrophe. The Entente powers sent armies to the Balkans where the Serbian troops fought as part of their joint command. Today, no Western Power has deployed its troops to wage war against Russia – neither in the Ukraine nor anywhere else. Of course, this could change in the future and, as we have repeatedly said since 24 February, this could change the character of the Ukraine War and, consequently, our tactics. But it would be utterly wrong to define our tactics for today on the basis of possible developments tomorrow.

Furthermore, the comrades should take into account that the relationship between Russia and the Ukraine has been historically shaped by national oppression. The Ukrainians fight Putin’s invasion not because Western governments tell them to do so but because they want to keep their fundamental national rights. Surely, Western weapons make their struggle militarily more effective. Without such weapons they would be forced to wage a more “primitive” war with a larger component of guerrilla struggle. But their goals would be pretty much the same as they are currently: defeating the Russian occupiers and liberating the occupied territories.

We ask those comrades criticising our analysis: what would the Ukraine do differently without Western support? Would they stop fighting the Russian invaders and rather welcome them? Would they support Russification, pardon “Denazification”? Would they not trying to liberate their territories? The answers to such questions are obvious!

We repeat that this does not mean that we deny that there exists a “proxy element” in this conflict. This is why we have always insisted that revolutionaries in both imperialist camps must reject all forms of chauvinist-militarist policy. This includes strong opposition to economic and financial sanctions as well as to all forms of chauvinist hatred against “Russian culture”, “Western LGBT decadence”, etc.

 

Does support for deliveries of arms mean support for U.S. military intervention?

 

As we already said, the RSOP/DC/SRS statement claims that socialists should oppose military aid for the Ukrainian resistance because that would represent a form of “U.S. imperialist intervention in this conflict.“ This is a wrong argument.

First, if military aid would transform a national war into a proxy war in the service of this or that Great Power, there would have been hardly any national war in history. As we noted above, such a form of intervention of one or the other imperialist power has happened many times in history. We ask the RSOP/DC/SRS comrades: were the U.S. Trotskyists wrong in supporting the Chinese national war against Japanese imperialism from 1937 onwards? Were they wrong to do so despite the material support which Washington lent to China and despite the economic sanctions which it imposed against the Land of the Rising Sun? Were they wrong to do so during World War II when U.S. imperialism was at war with Tokyo? And we could ask the same question about the national war of the Yugoslavian partisans and various other struggles during World War II, about the Ethiopian War in 1935-36 when the Western powers imposed sanctions against Italy, etc. In our opinion, the Fourth International was absolutely right in continuing their support for all these just wars of national defense.

The comrades might object that one must not be naïve as the Western powers give weapons not because they are interested in the Ukraine’s national self-determination but for their own reason. Obviously, this is true. However, this is not the whole story. It is the same with the Ukrainian side. They ask for weapons not because they want to serve Western interests but because they need such to fight back against Putin’s invasion. Both sides have their “egoistic” reasons. In one case, these are imperialist motives. In the other case these are the motives of a people in a semi-colonial country resisting the occupation of another Great Power. In the case of the Ukraine War, these two interests overlap. In such a situation, Marxists have to differentiate. While we oppose the interests of U.S. imperialism, we also support national self-determination of oppressed nations. Hence, we consider Ukraine “egoism” as legitimate and, therefore, support military aid for their cause.

Another objection might be that military aid is just another form of imperialist intervention like imperialist sanctions. We think this is also a mistaken view. In our opinion, support for military aid must not be confused with support for imperialist sanctions and expropriation as there is a clear difference between these two things. Imperialist sanctions and expropriation hands over, or increases, economic power of an imperialist state and its monopoly bourgeoisie. In contrast, military aid hands over weapons to the Ukraine. One measure strengthens an imperialist state, the other strengthens a semi-colonial country under attack by a Great Power. In other words, there exists a difference in class character between these measures.

A critique might object that military aid might increase the influence of the donor. Surely, this is the case to a certain degree. But this does not mean that such aid automatically transforms the relationship into one of a master and his servant. There are numerous cases where such military aid did not result in such a relation. Think about the U.S. Independence War, about the partisans on the Balkans, etc. The task of socialists is not to oppose such military aid for a just war but to oppose any political conditions attached. Likewise, socialists in a country like the Ukraine have to counter any influence of imperialist “friends” and to advocate a policy of working-class independence.

 

Supporting military aid means voting for military budget?

 

The RSOP/DC/SRS statement also raises another criticism: If Workers’ Voice had representatives in Congress, its voting position would be very similar to the pro-imperialist members of the DSA! They would presumably vote for continuing the U.S./NATO arms shipments to Ukraine. This would be like Social Democratic parliamentarians in 1914 Germany voting for “war credits” for World War I. (…) This is not a revolutionary Marxist position!

We are not without criticism of the LIT comrades (to which Workers Voice belong) as they advocate imperialist sanctions against Russia – and at the same time deny the latter’s imperialist character! But on this issue, the RSOP/DC/SRS comrades are mistaken. Supporting military aid does not mean one would have to vote in the parliament for the governments’ bill. This would be a grave opportunist mistake since such a vote would reflect confidence in the (imperialist) governments foreign and military policy towards the Ukraine.

Leon Trotsky had a similar discussion with Shachtman in 1937, at that time a leader of the U.S. section of the Fourth International. He reported about this discussion in his well-known book “In Defense of Marxism”.

On September 18, 1937, Shachtman wrote me:

“You say, ‘If we would have a member in the Cortes he would vote against the military budget of Negrin.’ Unless this is a typographical error it seems to us to be a nonsequitur. If, as we all contend, the element of an imperialist war is not dominant at the present time in the Spanish struggle, and if instead the decisive element is still the struggle between the decaying bourgeois democracy, with all that it involves, on the one side, and fascism on the other, and further if we are obliged to give military assistance to the struggle against fascism, we don’t see how it would be possible to vote in the Cortes against the military budget. … If a Bolshevik-Leninist on the Huesca front were asked by a Socialist comrade why his representative in the Cortes voted against the proposal by Negrin to devote a million pesetas to the purchase of rifles for the front, what would this Bolshevik-Leninist reply? It doesn’t seem to us that he would have an effective answer. …” (My emphasis.)

This letter astounded me. Shachtman was willing to express confidence in the perfidious Negrin government on the purely negative basis that the “element of an imperialist war” was not dominant in Spain.

On September 20, 1937, I replied to Shachtman:

“To vote the military budget of the Negrin government signifies to vote him political confidence. … To do it would be a crime. How we explain our vote to the anarchist workers? Very simply: We have not the slightest confidence in the capacity of this government to conduct the war and assure victory. We accuse this government of protecting the rich and starving the poor. This government must be smashed. So long as we are not strong enough to replace it, we are fighting under its command. But on every occasion we express openly our nonconfidence in it: it is the only one possibility to mobilize the masses politically against this government and to prepare its overthrow. Any other politics would be a betrayal of the revolution.”

The tone of my reply only feebly reflects the … amazement which Shachtman’s opportunist position produced in me. Isolated mistakes are of course unavoidable but today, two and a half years later, this correspondence is illuminated with new light. Since we defend bourgeois democracy against fascism, Shachtman reasons, we therefore cannot refuse confidence to the bourgeois government.[7]

The RSOP/DC/SRS comrades basically repeat Shachtman’s logic and conclude from this that one must not support weapon deliveries for the Ukraine.

 

U.S. revolutionaries need to break with “Americanism”!

 

We shall conclude our article with pointing to a methodological problem in the RSOP/DC/SRS statement. It seems to us to that the comrades suffer from an extraordinary national-centredness which they disguise by displaying a hard-core anti-imperialist approach against their “own” ruling class.

As we noted above, the comrades recognise not only the imperialist character of Russia but express also their sympathy for the Ukrainian people (“we want Ukrainians to defeat the Russian invasion “). They even say that they do “not criticize Ukrainians for accepting arms from NATO.” At the same time, they oppose such military aid and accuse Workers’ Voice for its supposed “support for U.S. imperialist intervention”.

How do the RSOP/DC/SRS comrades justify such a contradictory position? Basically, by reducing a key issue of world politics and of internationalist struggle to a national, American issue. A war in Eastern Europe is viewed with American glasses and subordinated to what these comrades consider as tasks of American socialists. Comrades, this is not internationalism, this is Americanism!

From where did you get the idea that U.S. socialists should subordinate their international solidarity to their policy of fundamental opposition against their own ruling class? Certainly not from Marx, Lenin or Trotsky! Marx and Engels called the labor organisations in Western Europe to support the Polish insurrection in 1863-64 against Russia despite the pro-Polish sympathies of Napoleon III and other governments. As we did show in other works, U.S. Trotskyists continued their support for China despite the fact that Washington also sided with the Middle Kingdom. [8]

No, comrades, surely, the U.S. is a beautiful country but, sorry to say so, it is not the centre of the world! You should derive your tactics from an analysis of world politics and from the internationalist tasks of international socialism – not from national considerations of American socialists!

Trotsky’s words against some ultra-leftists which demonstrated a similar mechanistic approach have not lost their relevance. In ninety cases out of a hundred the workers actually place a minus sign where the bourgeoisie places a plus sign. In ten cases, however, they are forced to fix the same sign as the bourgeoisie but with their own seal, in which is expressed their mistrust of the bourgeoisie. The policy of the proletariat is not at all automatically derived from the policy of the bourgeoisie, bearing only the opposite sign – this would make every sectarian a master strategist; no, the revolutionary party must each time orient itself independently in the internal as well as the external situation, arriving at those decisions which correspond best to the interests of the proletariat. This rule applies just as much to the war period as to the period of peace.“ [9]

Furthermore, comrades, proletarian internationalism does not mean that every socialist organization focuses on opposing its “own” bourgeoisie. Surely, socialists in imperialist countries must never defend “their fatherland” and neither must they support the policy of their respective ruling class. But their tactics towards this or that class struggle in another country, this or that national liberation war on another continent – all this must be derived from an international and not from an American perspective!

If opposition against one’s “own” bourgeoisie is sufficient for internationalism, what for do socialists need an International? This basically means “everyone for himself” but no joint strategy, commonly elaborated and subordinated to common international priorities in the class struggle! Such an approach is typical for national-centered groups but must not be the starting point for internationalist socialists!

We hope that the RSOP/DC/SRS comrades reconsider their position. This would be all the more urgent because the coming period will see more such kind of national wars combined with one or the other form of Great Power interference. Revolutionaries need to take an internationalist position, elaborated with comrades in other countries, so that they can jointly intervene in these class struggles.

Guerra de Ucrania: una vez más sobre la ayuda militar y la rivalidad interimperialista

Una contribución crítica a un debate entre trotskistas en los EE. UU.

La Guerra de Ucrania ha sido el evento individual más importante en la política mundial en 2022 y seguirá siéndolo en el futuro previsible. Por lo tanto, es lógico que esta guerra haya provocado grandes debates tanto dentro como entre las organizaciones socialistas. La mayoría de estas discusiones se centran en el carácter de la guerra resp. de las potencias involucradas y, en relación con este tema, si los socialistas deberían pedir ayuda militar para la resistencia ucraniana.

La Corriente Comunista Revolucionaria Internacional (CCRI) y su sección en Rusia, la Tendencia Socialista, se han puesto del lado de la guerra nacional de defensa de Ucrania contra la invasión de Putin desde el principio. Si bien no brindamos apoyo político al gobierno burgués de Zelensky, pedimos apoyo material, incluida ayuda militar, para la resistencia ucraniana. Al mismo tiempo, enfatizamos el carácter dual del conflicto y la necesidad de que los socialistas se opongan a ambos campos en la rivalidad interimperialista entre Rusia y la OTAN. De ahí que defendamos una posición internacionalista y antiimperialista que resumimos en el lema: “¡Defender Ucrania contra la invasión de Putin! ¡Contra Rusia y contra el imperialismo de la OTAN!" [1]

Ha habido un debate desde hace tiempo entre Left Voice, la filial estadounidense de la Facción Trotskista (FT, con el PTS argentino como partido líder), y Workers Voice, que es la sección estadounidense de la International Worker League (LIT, con el PSTU brasileño como partido dirigente). Mientras que la FT caracteriza la Guerra de Ucrania como una “guerra de poder” y se niega a apoyar a ningún bando, la LIT correctamente se pone del lado de la resistencia ucraniana.

No tenemos la intención de repetir todas nuestras críticas a la política de la FT y la LIT, ya que las elaboramos en varios artículos.[2] Además, ya escribimos una contribución al debate entre Left Voice y Workers Voice. [3] Recientemente, tres organizaciones socialistas en los EE. UU., el Proyecto de Organización Socialista Revolucionaria, los Comunistas de Denver y los Socialistas Revolucionarios de Seattle (RSOP/DC/SRS), intervinieron en este debate con una declaración titulada “¡No armas de EE. UU./OTAN a Ucrania!”. [4] Si bien no estamos de acuerdo con sus conclusiones, creemos que los compañeros hacen una contribución interesante que queremos discutir críticamente en este artículo.

 

La tesis equivocada de la “guerra por poderes”

 

Comencemos con un breve resumen de la declaración de RSOP/DC/SRS. El punto principal de este documento es, como ya sugiere el título, su oposición a cualquier ayuda militar para la resistencia ucraniana que lucha contra la invasión de Rusia.

Si bien los camaradas se oponen correctamente a cualquier intervención y sanción militar de EE. UU. contra Rusia, desafortunadamente su posición “también significa oponerse a cualquier envío de armas de EE. UU. a Ucrania”. Sin embargo, también debemos tomar nota de que de alguna manera relativizan esta declaración al decir: “Oponerse a las armas estadounidenses para Ucrania no es lo mismo que criticar a los ucranianos por aceptar armas de la OTAN. No deberíamos hacer eso”.

Justifican su posición argumentando que los socialistas en EE. UU. deberían centrarse en oponerse a su “propio” imperialismo. “El papel principal de los revolucionarios de EE. UU. con respecto a la política exterior es ganar la mayor cantidad de trabajadores posible para que dejen de apoyar al imperialismo de EE. UU. (…) Como organización en los EE. UU., Workers’ Voice se ha olvidado de este objetivo principal. Está tan preocupado por ganar el apoyo de los trabajadores ucranianos que ignora su deber principal de oponerse al imperialismo estadounidense”.

Además, la declaración de RSOP/DC/SRS comparte con el análisis de la FT, aunque con cierta ambigüedad, de que la Guerra de Ucrania es principalmente una “guerra de poder” entre la OTAN y Rusia. “La posición de Workers’ Voice está equivocada por dos motivos: primero, la guerra en Ucrania no es solo una guerra de independencia nacional. También es un conflicto interimperialista”.

Sobre la base de una evaluación tan errónea, los camaradas argumentan que el derecho de Ucrania a la autodeterminación nacional es solo un factor subordinado. “Si un llamado a la autodeterminación de una nación se utilizó principalmente para respaldar los intereses de una potencia imperialista contra otra, los marxistas se opusieron. Un claro ejemplo fue el caso de Serbia en 1914. (…) La analogía de Serbia 1914 y Ucrania 2022 puede no ser exacta, pero tiene fuertes elementos comunes. A los marxistas de hoy les gustaría ver a Ucrania derrotar a Rusia y ganar su independencia. Sin embargo, no podemos apoyar la intervención imperialista estadounidense en este conflicto. Primero debemos oponernos a "nuestro propia” potencia imperialista”.

Aquí también, la posición de los camaradas es algo contradictoria, ya que también expresan su simpatía por la causa ucraniana: “Por supuesto que queremos que los ucranianos derroten la invasión rusa, pero no podemos sacrificar nuestra oposición al imperialismo estadounidense para tratar de lograrlo”.

Finalmente, también debemos señalar que la declaración de RSOP/DC/SRS se distingue positivamente del análisis de la FT al sugerir que no solo EE. UU. sino también Rusia es una potencia imperialista. [5]

 

Sobre las guerras nacionales y la injerencia imperialista

 

Como explicamos en numerosas ocasiones, es erróneo caracterizar la guerra en Ucrania principalmente como una “guerra de poder”. Por supuesto, es cierto que tal elemento existe ya que tiene lugar en el contexto de una rivalidad interimperialista acelerada en la que ambos bandos intentan utilizar la guerra para su beneficio.

Sin embargo, este ha sido el caso en casi todas las guerras nacionales que tuvieron lugar en períodos de rivalidad entre grandes potencias. Solo piense en el apoyo de Francia a la Guerra de Independencia de los Estados Unidos contra Gran Bretaña en 1775-1783, el apoyo de Francia y otras potencias occidentales a la insurrección polaca contra la ocupación rusa en 1863-64, el apoyo de Napoleón III al Risorgimento italiano, el apoyo de Rusia para los pueblos de los Balcanes en su guerra contra el Imperio Otomano en 1912, el apoyo de la Alemania nazi y occidental a Etiopía contra Italia en 1935-36, el apoyo occidental a China, así como a varias luchas partidistas en el sudeste asiático, así como en Europa durante la Segunda Guerra Mundial, etc. Tal clase de injerencia por parte de una o varias Grandes Potencias no quitó el carácter legítimo de tales guerras nacionales. [6]

La referencia de los camaradas a Serbia y su papel en la Primera Guerra Mundial está fuera de lugar. Esta fue una Guerra Mundial con la participación de todas las Grandes Potencias por lo que ¾ de la población mundial se vio afectada por esta catástrofe. Las potencias de la Entente enviaron ejércitos a los Balcanes, donde las tropas serbias lucharon como parte de su mando conjunto. Hoy, ninguna potencia occidental ha desplegado sus tropas para hacer la guerra contra Rusia, ni en Ucrania ni en ningún otro lugar. Por supuesto, esto podría cambiar en el futuro y, como hemos dicho repetidamente desde el 24 de febrero, esto podría cambiar el carácter de la Guerra de Ucrania y, en consecuencia, nuestras tácticas. Pero sería completamente erróneo definir nuestras tácticas para hoy sobre la base de los posibles desarrollos de mañana.

Además, los camaradas deben tener en cuenta que la relación entre Rusia y Ucrania ha estado históricamente determinada por la opresión nacional. Los ucranianos luchan contra la invasión de Putin no porque los gobiernos occidentales les digan que lo hagan, sino porque quieren mantener sus derechos nacionales fundamentales. Seguramente, las armas occidentales hacen que su lucha sea militarmente más efectiva. Sin tales armas, se verían obligados a librar una guerra más “primitiva” con un mayor componente de lucha guerrillera. Pero sus objetivos serían más o menos los mismos que en la actualidad: derrotar a los ocupantes rusos y liberar los territorios ocupados.

Preguntamos a los camaradas que critican nuestro análisis: ¿qué haría Ucrania de manera diferente sin el apoyo de Occidente? ¿Dejarían de luchar contra los invasores rusos y preferirían darles la bienvenida? ¿Apoyarían la rusificación, perdonarían la "desnazificación"? ¿No estarían tratando de liberar sus territorios? ¡Las respuestas a tales preguntas son obvias!

Reiteramos que esto no significa que neguemos que exista un “elemento proxy” en este conflicto. Por eso siempre hemos insistido en que los revolucionarios de ambos campos imperialistas deben rechazar toda forma de política chovinista-militarista. Esto incluye una fuerte oposición a las sanciones económicas y financieras, así como a todas las formas de odio chovinista contra la “cultura rusa”, la “decadencia LGBT occidental”, etc.

 

¿El apoyo a la entrega de armas significa apoyo a la intervención militar estadounidense?

 

Como ya dijimos, la declaración de RSOP/DC/SRS afirma que los socialistas deberían oponerse a la ayuda militar para la resistencia ucraniana porque eso representaría una forma de “intervención imperialista estadounidense en este conflicto”. Este es un argumento erróneo.

En primer lugar, si la ayuda militar transformara una guerra nacional en una guerra delegada al servicio de esta o aquella Gran Potencia, apenas habría habido guerra nacional en la historia. Como señalamos anteriormente, tal forma de intervención de una u otra potencia imperialista ha sucedido muchas veces en la historia. Preguntamos a los camaradas de RSOP/DC/SRS: ¿se equivocaron los trotskistas estadounidenses al apoyar la guerra nacional china contra el imperialismo japonés a partir de 1937? ¿Se equivocaron al hacerlo a pesar del apoyo material que Washington prestó a China ya pesar de las sanciones económicas que impuso contra el País del Sol Naciente? ¿Se equivocaron al hacerlo durante la Segunda Guerra Mundial cuando el imperialismo estadounidense estaba en guerra con Tokio? Y podríamos hacer la misma pregunta sobre la guerra nacional de los partisanos yugoslavos y varias otras luchas durante la Segunda Guerra Mundial, sobre la Guerra de Etiopía en 1935-36 cuando las potencias occidentales impusieron sanciones contra Italia, etc. En nuestra opinión, la Cuarta Internacional tenía toda la razón en continuar con su apoyo a todas estas guerras justas de defensa nacional.

Los camaradas podrían objetar que uno no debe ser ingenuo ya que las potencias occidentales dan armas no porque estén interesadas en la autodeterminación nacional de Ucrania sino por su propia razón. Obviamente, esto es cierto. Sin embargo, esta no es toda la historia. Es lo mismo con el lado ucraniano. Piden armas no porque quieran servir a los intereses occidentales, sino porque las necesitan para luchar contra la invasión de Putin. Ambos lados tienen sus razones “egoístas”. En un caso, estos son motivos imperialistas. En el otro caso, estos son los motivos de un pueblo en un país semicolonial que resiste la ocupación de otra Gran Potencia. En el caso de la Guerra de Ucrania, estos dos intereses se superponen. En tal situación, los marxistas tienen que diferenciar. Si bien nos oponemos a los intereses del imperialismo estadounidense, también apoyamos la autodeterminación nacional de las naciones oprimidas. Por lo tanto, consideramos que el "egoísmo" de Ucrania es legítimo y, por lo tanto, apoyamos la ayuda militar para su causa.

Otra objeción podría ser que la ayuda militar es solo otra forma de intervención imperialista como las sanciones imperialistas. Creemos que esto también es una visión errónea. En nuestra opinión, el apoyo a la ayuda militar no debe confundirse con el apoyo a las sanciones y expropiaciones imperialistas, ya que existe una clara diferencia entre estas dos cosas. Las sanciones y expropiaciones imperialistas entregan o aumentan el poder económico de un estado imperialista y su burguesía monopolista. En cambio, la ayuda militar entrega armas a Ucrania. Una medida fortalece a un estado imperialista, la otra fortalece a un país semicolonial bajo el ataque de una Gran Potencia. En otras palabras, existe una diferencia de carácter de clase entre estas medidas.

Una crítica podría objetar que la ayuda militar podría aumentar la influencia del donante. Seguramente, este es el caso hasta cierto punto. Pero esto no significa que tal ayuda transforme automáticamente la relación en una de amo y su sirviente. Hay numerosos casos en los que dicha ayuda militar no resultó en tal relación. Piense en la Guerra de Independencia de los Estados Unidos, en los partisanos de los Balcanes, etc. La tarea de los socialistas no es oponerse a tal ayuda militar para una guerra justa, sino oponerse a las condiciones políticas adjuntas. Asimismo, los socialistas en un país como Ucrania tienen que contrarrestar cualquier influencia de los “amigos” imperialistas y abogar por una política de independencia de la clase obrera.

 

¿Apoyar la ayuda militar significa votar por el presupuesto militar?

 

La declaración de RSOP/DC/SRS también plantea otra crítica: “¡Si Workers Voice tuviera representantes en el Congreso, su posición de voto sería muy similar a la de los miembros proimperialistas del DSA! Presumiblemente votarían por continuar con los envíos de armas de EE. UU. y la OTAN a Ucrania. Esto sería como los parlamentarios socialdemócratas en la Alemania de 1914 votando por “créditos de guerra” para la Primera Guerra Mundial. (…) ¡Esta no es una posición marxista revolucionaria!"

No estamos exentos de críticas a los camaradas de la LIT (a la que pertenece Workers Voice) ya que abogan por sanciones imperialistas contra Rusia, ¡y al mismo tiempo niegan el carácter imperialista de esta última! Pero en este tema, los compañeros RSOP/DC/SRS se equivocan. Apoyar la ayuda militar no significa que uno tenga que votar en el parlamento por el proyecto de ley del gobierno. Esto sería un grave error oportunista ya que tal voto reflejaría confianza en la política exterior y militar de los gobiernos (imperialistas) hacia Ucrania.

Leon Trotsky tuvo una discusión similar con Shachtman en 1937, en ese momento líder de la sección estadounidense de la Cuarta Internacional. Informó sobre esta discusión en su conocido libro “En defensa del marxismo”.

“El 18 de septiembre de 1937, Shachtman me escribió:

“...Usted dice: “si tuviéramos un miembro en las Cortes, votaría contra el presupuesto militar de Negrín”. A menos que esto sea un error tipográfico esto nos parece un non-sequitur. Si (en lo que estamos todos de acuerdo) el elemento de una guerra imperialista no es dominante actualmente en la lucha española, y si, en cambio, el elemento decisivo es todavía la lucha entre la democracia burguesa que se descompone, con todo lo que ello significa, por una parte, y el fascismo por la otra, y si, además, estamos obligados a prestar apoyo militar a la lucha contra el fascismo, no vemos cómo sería posible votar en las Cortes contra el presupuesto militar... Si un camarada socialista del frente de Huesca le preguntara a un bolchevique-leninistas por qué su representante en las Cortes votó contra la proposición de Negrín para dedicar un millón de pesetas a la compra de rifles para el frente, ¿qué contestaría este bolchevique-leninista? Nos parece que no tendría una respuesta efectiva...” (Subrayado por mí. L. T.)

Esta carta me asombró. Shachtman quería otorgarle confianza al pérfido gobierno de Negrín sobre la base puramente negativa de que “el elemento de una guerra imperialista” no era dominante en España.

El 20 de septiembre de 1937, le contesté a Shachtman:

“Votar el presupuesto militar del gobierno de Negrín significa votarle nuestra confianza política... Hacerlo sería un crimen. ¿Cómo explicaríamos nuestro voto a los obreros anarquistas? Muy simplemente: no tenemos la menor confianza en la capacidad de este gobierno para conducir la guerra y asegurar la victoria. Acusamos a este gobierno de proteger a los ricos y de dejar morir de hambre a los pobres. Este gobierno debe ser derrocado. Hasta tanto no seamos suficientemente fuertes para reemplazarlo luchamos bajo su mando. Pero en toda ocasión expresamos abiertamente nuestra falta de confianza en él: es la única posibilidad de movilizar políticamente a las masas contra este gobierno y preparar su derrocamiento. Cualquier otra política sería una traición a la revolución.”

El tono de mi respuesta refleja muy débilmente el... asombro que me produjo la posición oportunista de Shachtman. Los errores aislados son, naturalmente, inevitables, pero ahora, dos años y medio después, esta correspondencia se ilumina con nueva luz. Puesto que defendemos la democracia burguesa contra el fascismo, razona Shachtman, no podemos rehusar, por lo tanto, nuestra confianza al gobierno burgués." [7]

Los camaradas RSOP/DC/SRS básicamente repiten la lógica de Shachtman y concluyen de esto que uno no debe apoyar las entregas de armas para Ucrania.

 

¡Los revolucionarios estadounidenses necesitan romper con el “americanismo”!

 

Concluiremos nuestro artículo señalando un problema metodológico en la declaración RSOP/DC/SRS. Nos parece que los camaradas sufren de un extraordinario nacionalismo que disfrazan mostrando un duro enfoque antiimperialista contra su “propia” clase dominante.

Como señalamos anteriormente, los camaradas reconocen no solo el carácter imperialista de Rusia sino que expresan también su simpatía por el pueblo ucraniano (“queremos que los ucranianos derroten la invasión rusa”). Incluso dicen que “no critican a los ucranianos por aceptar armas de la OTAN”. Al mismo tiempo, se oponen a tal ayuda militar y acusan a Workers’ Voice de su supuesto “apoyo a la intervención imperialista estadounidense”.

¿Cómo justifican los compañeros RSOP/DC/SRS una posición tan contradictoria? Básicamente, reduciendo un tema clave de la política mundial y de la lucha internacionalista a un tema nacional, estadounidense. Una guerra en Europa del Este es vista con lentes estadounidenses y subordinada a lo que estos camaradas consideran como tareas de los socialistas estadounidenses. ¡Compañeros, esto no es internacionalismo, esto es americanismo!

¿De dónde sacó la idea de que los socialistas estadounidenses deberían subordinar su solidaridad internacional a su política de oposición fundamental contra su propia clase dominante? ¡Ciertamente no de Marx, Lenin o Trotsky! Marx y Engels llamaron a las organizaciones obreras de Europa Occidental a apoyar la insurrección polaca en 1863-64 contra Rusia a pesar de las simpatías pro-polacas de Napoleón III y otros gobiernos. Como mostramos en otros trabajos, los trotskistas estadounidenses continuaron apoyando a China a pesar de que Washington también se puso del lado del Reino Medio. [8]

No, camaradas, ciertamente, Estados Unidos es un país hermoso, pero, lamento decirlo, ¡no es el centro del mundo! Debe derivar sus tácticas de un análisis de la política mundial y de las tareas internacionalistas del socialismo internacional, ¡no de las consideraciones nacionales de los socialistas estadounidenses!

Las palabras de Trotsky contra algunos ultraizquierdistas que demostraron un enfoque mecanicista similar no han perdido su relevancia. "En el noventa por ciento de los casos, los obreros realmente ponen un signo menos donde la burguesía pone un más. Sin embargo, en el diez por ciento, se ven forzados a poner el mismo signo que la burguesía, pero con su propio sello, expresando así su desconfianza en ella. La política del proletariado no se deriva de ninguna manera automáticamente de la política de la burguesía, poniendo sólo el signo opuesto (esto haría de cada sectario un estratega magistral). No, el partido revolucionario debe, cada vez, orientarse independientemente tanto en la situación interna como en la externa, llegando a aquellas conclusiones que mejor corresponden a los intereses del proletariado. Esta regla se aplica tanto al período de guerra como al de paz”. [9]

Además, camaradas, el internacionalismo proletario no significa que toda organización socialista se centre en oponerse a su “propia” burguesía. Seguramente, los socialistas en los países imperialistas nunca deben defender “su patria” y tampoco deben apoyar la política de su respectiva clase dominante. Pero sus tácticas hacia esta o aquella lucha de clases en otro país, esta o aquella guerra de liberación nacional en otro continente, ¡todo esto debe derivarse de una perspectiva internacional y no estadounidense!

Si la oposición contra la “propia” burguesía es suficiente para el internacionalismo, ¿para qué necesitan los socialistas una Internacional? ¡Esto significa básicamente “cada quien por sí mismo” pero no una estrategia conjunta, elaborada en común y subordinada a las prioridades internacionales comunes en la lucha de clases! ¡Este enfoque es típico de los grupos nacionalistas, pero no debe ser el punto de partida para los socialistas internacionalistas!

Esperamos que los compañeros RSOP/DC/SRS reconsideren su posición. Esto sería aún más urgente porque el próximo período verá más este tipo de guerras nacionales combinadas con una u otra forma de interferencia de las Grandes Potencias. Los revolucionarios necesitan tomar una posición internacionalista, elaborada con camaradas en otros países, para que puedan intervenir juntos en estas luchas de clases.

1. 들어가며

우크라이나 전쟁은 2022 세계정치에서 가장 중요한 단일 사건이었으며 예측 가능한 미래에도 계속 그럴 것이다. 그러므로 전쟁이 사회주의 조직들 간에는 물론, 개별 조직 내부적으로도 중요한 논쟁을 불러일으킨 것은 어찌 보면 당연하다고도 있겠다. 이들 논쟁의 대부분은 전쟁의 성격과 함께 관련 세력들의 성격, 그리고 문제와 관련하여 사회주의자들이 우크라이나의 저항에 대한 군사 원조를 요구하는 것이 맞는가 하는 문제 등에 주로 초점이 맞추어져 있다.

혁명적 공산주의인터내셔널 동맹 (RCIT) RCIT 러시아 지부 (사회주의동맹) 전쟁 시작 시점부터 푸틴의 침공에 대항하여 우크라이나의 민족방위 전쟁을 들었다. 우리는 부르주아 젤렌스키 정부에 어떠한 정치적 지지도 주지 않지만, 우크라이나의 저항에 대한 물질적 지지 군사 원조를 포함하여 요구한다. 동시에, 우리는 분쟁의 이중적 성격과 함께 러시아와 나토 제국주의 상호 패권경쟁에서 사회주의자들이 진영 모두에 반대할 필요성을 강조한다. 우리가 다음과 같은 슬로건으로 요약한 국제주의·반제국주의 입장을 제창해온 이유다. “푸틴의 침략에 대항하여 우크라이나를 방어하라! 러시아 제국주의와 나토 제국주의 모두에 맞서자!”[1]

동안 레프트보이스(Left Voice) 워커스보이스 (Workers Voice) 사이에 논쟁이 있었다. 레프트보이스는 FT (“트로츠키주의 분파”; 아르헨티나 사회주의노동자당 [PTS] 주도적 조직으로 있는 국제 조직) 미국 조직이고, 워커스보이스는 LIT (“국제노동자동맹”; 브라질 통합사회주의노동자당 [PSTU] 주도적 조직으로 있는 국제 조직) 미국 조직이다. FT 우크라이나 전쟁을 대리전으로 성격규정 하며 우크라이나의 저항을 방어하길 거부하는 비해 LIT 올바르게 우크라이나의 저항을 든다.

이미 여러 기사에서 우리가 자세히 제시했으므로 FT LIT 입장과 정책에 대한 우리의 비판을 여기서 반복하지는 않겠다.[2] 나아가 우리는 이미 레프트보이스와 워커스보이스 간의 논쟁에 대한 기고문을 있다.[3] 최근, 미국의 3 사회주의 조직 RSOP(혁명적 사회주의 조직 프로젝트), DC(덴버 공산주의자들), SRS (시애틀 혁명적 사회주의자들) "미국/나토가 우크라이나에 무기를 제공하는 반대한다!"라는 제목의 성명으로 토론에 개입했다.[4] 우리는 그들의 결론에 동의하지 않지만, 동지들이 논쟁에 흥미로운 기여를 한다고 생각되어 글을 통해 그에 대해 비판적으로 토론하고자 한다.

 

2. "대리전쟁" 테제의 오류

미국 3조직 RSOP/DC/SRS 성명에 대한 간략한 요약정리로 시작해보자. 성명서의 주요 골자는 이미 제목에서 있듯이 러시아의 침략에 맞서 싸우는 우크라이나의 저항에 대한 어떠한 군사원조도 반대한다는 것이다.

동지들은 올바르게도 미국의 군사 개입 러시아에 대한 제재에 반대하지만, 유감스럽게도 여기에는 "우크라이나에 대한 미국의 무기 수송에 대한 반대" 포함된다. 그러나 동지들이 다음과 같이 말함으로써 성명을 다소간에 상대화하고 있다는 점에도 주목해야 한다. “우크라이나에 대한 미국의 무기 제공에 반대한다고 하여 그것이 나토로부터 무기를 받아들인다고 우크라이나인들을 비판한다는 뜻은 아니다. 그런 비판을 해서는 된다.”

동지들은 미국의 사회주의자들이 제국주의에 반대하는 집중해야 한다고 주장하는 것으로 자신들의 입장을 정당화한다. "대외정책과 관련한 미국 혁명가들의 일차적 역할은 가능한 많은 노동자들을 미국 제국주의 지지에서 떼어내 전취하는 것이다.... 미국의 사회주의 조직으로서 워커스보이스는 일차적 목표를 잊어버렸다. 워커스보이스는 우크라이나 노동자들로부터 지지를 얻는 너무 신경을 써서 미국 제국주의에 반대하는 일차적인 의무를 무시하고 있다."

이에 더해 이들 RSOP/DC/SRS 성명은 우크라이나 전쟁이 일차적으로 나토와 러시아 간의 "대리전쟁"이라는 분석을 FT 공유한다. "워커스보이스는 가지 점에서 틀렸다. 첫째, 우크라이나 전쟁은 단지 민족독립 전쟁이 아니다. 그것은 또한 제국주의 상호간의 분쟁이기도 하다."

동지들은 같은 잘못된 평가를 바탕으로 우크라이나의 민족자결권은 부차적·종속적 요소에 불과하다고 주장한다. “민족자결 요구가 제국주의 세력에 대항하여 다른 제국주의 세력의 이익을 받쳐주기 위해 주로 사용된 경우, 맑스주의자들은 그것에 반대했다. 가지 분명한 예가 1914 세르비아의 사례다.... 1914 세르비아와 2022 우크라이나의 비유가 정확하지 않을 있지만, 강력한 공통 요소가 있다. 맑스주의자들은 오늘 우크라이나가 러시아를 패퇴시키고 독립을 쟁취하기를 원한다. 그러나 우리는 분쟁에서 미국 제국주의 개입을 지지할 없다. 우리는 먼저 우리나라 제국주의 세력에 반대해야 한다.”

여기서도 동지들의 입장은 다소간에 모순되는데, 다음과 같이 우크라이나의 대의에 대한 동조를 또한 표하고 있기 때문이다. "물론 우리는 우크라이나인들이 러시아의 침략을 패퇴시키길 원하지만, 그것을 실현시키기 위해 미국 제국주의에 대한 우리의 반대를 희생할 수는 없다.“

끝으로, RSOP/DC/SRS 성명은 미국뿐만 아니라 러시아도 제국주의 열강이라고 함으로써 FT 분석과는 적극적으로 차별화를 하고 있다는 점도 주목해야 한다.[5]

 

3. 민족 전쟁과 제국주의 개입에 대하여

우리가 여러 차례 설명했듯이, 우크라이나 전쟁을 일차적으로 "대리전쟁"으로 성격규정 하는 것은 틀렸다. 물론, 가속화하는 제국주의 상호간의 패권경쟁을 배경으로 해서, 진영이 전쟁을 자신들에게 유리하게 이용하려는 제국주의 세력권 쟁투의 가속화라는 배경 속에서 전쟁이 일어나고 있다는 점에서 그런 요소가 끼어 있는 것은 사실이다.

그러나 이는 강대국 패권경쟁 시기에 일어난 거의 모든 민족전쟁들에서 그러했다. 1930년대 후반 일제의 침략에 맞선 반식민지 중국의 저항 (항일전쟁) 대한 미제의 지지를 떠올려보라. 2 세계대전 동안에 동남아시아와 유럽에서의 다양한 (항일, 항독) 파르티잔 투쟁들에 대한 서방 (··) 제국주의의 지지도 보라. 1935-36 이탈리아 제국주의에 맞선 에티오피아의 항전에 대한 서방 나치 독일 제국주의의 지지도 보라. 1912 오스만제국에 맞선 발칸 인민들에 대한 러시아 제국주의의 지지를 보라. 거슬러 올라가 1863-64 러시아의 점령에 맞선 폴란드의 봉기에 대한 프랑스, 영국 등의 지지를, 1775-83 영국에 대항하는 미국 독립전쟁에 대한 프랑스, 스페인의 지지를 보라. 등등. 이러한 종류의 강대국 개입이 위와 같은 민족 전쟁들의 정당한 성격을 제거하지 못했다.[6]

세르비아 세르비아의 1 세계대전에서의 역할을 동지들이 예로 것은 번지수가 잘못돼도 많아 잘못됐다. 1 세계대전은 모든 강대국이 참전한, 세계인구의 4분의 3 재앙의 영향을 입은 세계 전쟁이었다. 당시 세르비아 군은 발칸 반도에 군대를 파견 배치한 연합국 (영국/프랑스/러시아) 지휘 하에 연합국 군대의 일부로 싸웠다. 오늘, 우크라이나에 군대를 배치하고 있는 서방 열강은 아무도 없다. 군사원조를 받는다고 우크라이나 군대가 미군이나 나토군 지휘 하에 군대의 일부로 싸우고 있는 것은 아니다. 물론, 이것은 미래에 바뀔 있고, 우리가 2 24 이래로 반복해서 말했듯이 서방의 직접 군사 개입은 우크라이나 전쟁의 성격을 바꿔놓을 있으며, 그리고 그에 따라 우리의 전술도 바꿔놓을 있다. 그러나 내일 있을 있는 사태발전에 근거하여 오늘에 대한 우리의 전술을 정한다면, 이는 완전히 잘못된 것이다.

나아가 동지들은 러시아와 우크라이나 간의 관계가 역사적으로 민족 억압에 의해 거리가 주조되었다는 점을 고려해야 한다. 우크라이나인들은 서방 정부들이 시켜서 푸틴의 침공과 싸우는 것이 아니라 그들의 기본적인 민족적 권리를 지키고자 싸우는 것이다. 확실히, 서방의 무기는 우크라이나인들의 투쟁을 군사적으로 효과적으로 되게 한다. 그러한 무기가 없다면 그들은 게릴라 투쟁을 구성요소로 하는 보다 "원시적인" 전쟁을 해야만 했을 것이다. 그러나 그들의 목표는 지금과 다르지 않을 것이다. 러시아 점령군을 패퇴시키고 점령된 영토를 해방시키는 말이다.

우리의 평가분석을 비판하는 동지들에게 묻겠다. 서방의 지지가 없다면, 우크라이나인들은 다르게 했을까? 러시아 침략자들과 싸우는 것을 멈추고 침략자들을 환영했을까? 러시아화를, 아니 푸틴이 내건 비나치화 지지했을까? 서방의 지지가 없다고 우크라이나인들이 자신의 영토를 해방시키려고 싸우지 않았을 것인가? 같은 질문들에 대한 답은 명백하지 않은가!

이것이 분쟁에 "대리 요소" 끼어 있다는 것을 부정하는 의미가 아님을 재차 밝힌다. 언제나 우리가 양대 제국주의 진영의 혁명가들은 모든 형태의 배외주의-군국주의 정책을 거부해야 한다고 주장해온 이유다. 여기에는 경제·금융 제재에 대한 반대뿐만 아니라, "러시아 문화", "서구의 퇴폐적 동성애" 등등에 대한 모든 형태의 배외주의적 혐오에 대한 반대도 포함된다.

 

4. 무기 전달에 대한 지지는 미국 군사개입에 대한 지지를 뜻하는가?

앞서 말했듯이 RSOP/DC/SRS 성명은, 우크라이나 저항에 대한 군사 원조는 분쟁에 대한 제국주의 개입 형태를 대표하기 때문에 사회주의자들은 그것에 반대해야 한다고 주장한다.

주장은 틀렸는데 첫째, 군사 원조가 민족 전쟁을 또는 강대국에 봉사하는 대리전쟁으로 전화시킨다면 역사상 민족 전쟁은 거의 없었을 것이다. 우리가 위에서 언급했듯이, 그러한 형태의 제국주의 열강 개입은 역사상 여러 일어났다. RSOP/DC/SRS 동지들에게 묻는다. 과거 미국의 트로츠키주의자들이 1937 이후 일본 제국주의에 대항하여 반식민지 중국의 민족 전쟁을 지지한 것이 잘못된 것인가? 당시 미국 트로츠키주의자들은 중국에 대한 제국주의의 물질적 지지에도 불구하고, 그리고 미국의 일본 경제제재에도 불구하고 중국의 민족전쟁을 지지했다. 그들이 틀렸는가? 미제가 일제와 전쟁 중이던 2 세계대전 중에 당시 미국 트로츠키주의자들이 그렇게 것은 잘못된 것인가? 그리고 우리는 유고슬라비아 파르티잔들의 민족 전쟁과 2 세계대전 동안의 여러 항일 항독 민족 투쟁들, 영국·프랑스 서구 열강들이 이탈리아에 제재를 가했던 1935-36 에티오피아 전쟁 등에 대해서도 같은 질문을 있다. 우리가 보기에, 4인터내셔널은 모든 정의의 방위전쟁에 대한 지지를 이어간 데서 절대적으로 옳았다.

동지들은 서방 열강들이 우크라이나의 민족자결에 관심이 있어서가 아니라 자신들의 필요로 무기를 주는 것이기 때문에 우리가 여기에 순진해서는 된다고 반론을 수도 있다. 분명히, 그것은 사실이다. 하지만 그게 다가 아니다. 그것은 우크라이나 측에서도 마찬가지이다. 우크라이나가 무기를 요구하는 것은 서방의 이익에 봉사하길 원해서가 아니라 푸틴의 침략에 맞서 싸우기 위해 무기가 필요해서다. 양측 모두 "이기주의적" 이유가 있다. 서방의 경우에 이유는 제국주의적 동기다. 우크라이나의 경우에는 반식민지 나라의 인민이 다른 강대국의 점령에 저항하고자 하는 동기다. 우크라이나 전쟁의 경우 가지 이해관계가 겹친다. 같은 상황에서 맑스주의자들은 구분하지 않으면 된다. 우리는 제국주의의 이익에 반대하지만, 또한 피억압 민족들의 민족자결을 지지한다. 우리가 우크라이나 "이기주의" 정당한 것으로 간주하고, 따라서 그들의 대의에 대한 군사 원조를 지지하는 이유다.

군사 원조가 제국주의 제재와 같은 다른 형태의 제국주의 개입일 뿐이라는 반론이 있을 있다. 우리는 이것 또한 잘못된 견해라고 생각한다. 군사원조에 대한 지지를 제국주의적 제재 (상대방에 대한 경제·금융 제재 자산몰수 ) 대한 지지와 같은 것으로 혼동해서는 된다. 사이에는 명백한 차이가 있다. 제국주의 제재는 제국주의 국가와 독점 부르주아지에게 경제적 힘을 넘겨준다. 반면, 군사 원조는 우크라이나에게 무기를 넘겨준다. 하나는 제국주의 국가를 강화하는 것이고, 다른 하나는 강대국의 공격을 받는 반식민지 나라를 강화하는 것이다. , 계급적 성격에서 이들 잣대 간에는 차이가 존재한다.

군사 원조가 원조 공여자의 영향력을 증가시킬 있다는 반론이 있을 있다. 확실히, 어느 정도는 그렇다. 그러나 이것이 그러한 원조가 자동으로 공여자와 수여자의 관계를 주인과 종의 관계로 전화시킨다는 것을 의미하진 않는다. 군사 원조가 그러한 관계로 결과하지 않은 수많은 사례들이 있다. 발칸 파르티잔들의 민족 전쟁을 비롯하여 위에서 예로 민족 투쟁들을 생각해 보라. 사회주의자들의 임무는 정의전에 대한 군사 원조에 반대하는 것이 아니라, 원조에 붙이는 일체의 정치적 단서조건에 반대하는 것이다. 마찬가지로, 우크라이나와 같은 나라의 사회주의자들은 제국주의 "우방" 어떠한 영향력에 대해서도 대항하며 노동자계급 독자화 정책을 제창해야 한다.

 

5. 군사원조를 지지하는 것은 군사예산에 찬성투표 하는 것을 의미한다?

RSOP/DC/SRS 성명은 다른 반론을 제기한다. "만약 워커스보이스 조직이 의회에 대표자들을 가지고 있다면, 조직의 투표 입장은 미국민주사회주의자당(DSA) 친제국주의 당원들과 매우 유사할 것이다! 그들은 아마도 우크라이나에 대한 미국/나토의 무기 수송을 계속하는 것에 찬성투표 것이다. 이것은 1914 독일 사회민주당 의원들이 1 세계대전 전쟁공채 찬성투표 하는 것과 같을 것이다.... 이것은 혁명적 맑스주의 입장이 아니다!"

우리는 워커스보이스가 속한 국제 조직 LIT 러시아에 대한 제국주의적 제재를 옹호하고 동시에 러시아의 제국주의적 성격을 부정하므로 워커스보이스 동지들에 대한 비판 입장이 없는 것은 아니다! 그러나 문제에서는 RSOP/DC/SRS 동지들이 틀렸다. 군사 원조를 지지한다고 해서 의회에서 정부 예산안에 찬성투표를 해야 하는 것은 아니다. 그러한 찬성투표는 (제국주의) 정부의 우크라이나 대외·군사 정책에 신뢰를 두고 있음을 뜻한다는 점에서 심각한 기회주의적 일탈이 것이다.

1937년에 트로츠키는 당시 4인터내셔널 미국 지부의 리더였던 샤흐트만과 비슷한 토론을 했다. 트로츠키는 그의 유명한 "맑스주의를 방어하며"에서 토론에 관해 다음과 같이 보고하고 있다.

“1937 9 18, 샤흐트만은 나에게 이렇게 보냈다.

동지는 '의회에 우리 당원이 있다면 네그린 정부의 군사 예산에 반대투표를 것이다'라고 말씀하십니다. 이것이 오타가 아니라면 우리가 불합리한 추론으로 보입니다. 우리 모두가 주장하듯이, 제국주의 전쟁의 요소가 스페인 투쟁 시점에서 지배적이지 않고, 대신 여전히 결정적인 요소는 부패 쇠락하고 있는 부르주아 민주주의와... 파시즘 간의 투쟁이라면, 그리고 나아가 우리가 파시즘에 대항하는 투쟁에 군사적 지원을 주는 것이 의무라면, 의회에서 군사 예산에 반대투표 하는 것이 어떻게 가능한지 모르겠습니다... 만약 우에스카 전선에 있는 볼셰비키-레닌주의자가 사회당 동지로부터 의회의 당신네 대표자는 전선에 필요한 소총 구매에 백만 페세타를 할당하자는 네그린의 제안에 반대투표를 했느냐고 질문 받는다면, 볼셰비키-레닌주의자는 뭐라고 대답할까요? 그가 효과적인 답을 가지고 있을 같지는 않습니다....

편지를 읽고 나는 경악했다. 샤흐트만은 제국주의 전쟁의 요소 스페인에서 지배적이지 않다는 네거티브 근거로 표리부동의 네그린 정부에 기꺼이 신뢰를 표명했다.

1937 9 20, 나는 샤흐트만에게 이렇게 답장을 보냈다,

네그린 정부의 군사 예산에 찬성투표 하는 것은 네그린에게 정치적 신뢰를 주는 투표를 하는 것을 의미합니다.... 그렇게 하는 것은 범죄가 것입니다. 우리는 우리의 찬성투표를 아나키스트 노동자들에게 어떻게 설명하는가요? 매우 간단하죠. 우리는 정부가 전쟁을 수행하고 승리를 보장할 있는 능력에 대해 조금의 신뢰도 없다. 우리는 정부가 부자들을 보호하고 가난한 사람들을 굶주리게 한다고 규탄한다. 정부는 분쇄해야 한다. 우리가 정부를 대체할 만큼 강하지 않은 , 우리는 지휘 하에 싸운다. 그러나 순간마다 우리는 공공연하게 정부에 대한 우리의 불신을 표명한다. 그것은 정부에 대항하여 대중을 정치적으로 결집 동원하고 타도를 준비할 있는 하나의 가능성이다. 다른 어떤 정치도 혁명에 대한 배신이 것이다.

답장의 논조는 샤흐트만의 기회주의적 입장이 나에게 던진 충격을 단지 약하게 반영하고 있을 뿐이다. 번의 실수는 물론 피할 없지만, 2 반이 지난 오늘, 서신은 새롭게 빛을 받는다. 샤흐트만은 우리가 파시즘에 맞서 부르주아 민주주의를 방어하므로 부르주아 정부에 신뢰를 주길 거부할 없다는 논리를 전개한다.”[7]

RSOP/DC/SRS 동지들은 기본적으로 샤흐트만의 논리를 반복하며, 이로부터 우크라이나에 대한 무기 전달을 지지해서는 된다고 결론 내린다.

 

6. 미국의 혁명가들은 중심주의, 서구 중심주의와 단절해야 한다!

RSOP/DC/SRS 성명의 방법론적 문제를 지적하는 것으로 우리의 글을 맺고자 한다. 우리가 보기에 동지들은 남다른 일국 중심주의로 고통 받는 것으로 보인다. ‘ 지배계급에 대한 강경한 반제국주의적 접근태도를 내보이는 것으로 일국 중심주의가 위장될 수는 없다.

우리가 위에서 언급했듯이, 동지들은 러시아의 제국주의적 성격을 인정할 뿐만 아니라 우크라이나 인민에 대한 동조를 표하기도 한다. ("우리는 우크라이나인들이 러시아의 침략을 패퇴시키길 원한다"). 동지들은 "나토로부터 무기를 받아들인다고 우크라이나인들을 비판해선 된다" 말하기까지 한다. 한편, 동시에 동지들은 그러한 군사 원조에 반대하며, " 제국주의 개입에 대한 지지" 보인다고 워커스보이스를 비난한다.

RSOP/DC/SRS 동지들은 어떻게 그러한 모순된 입장을 정당화하는가? 기본적으로, 세계정치와 국제주의적 투쟁의 핵심 쟁점을 일국적, 미국적 쟁점으로 축소 환원함으로써 그렇게 한다. 동유럽의 전쟁을 미국의 안경으로 보며, 동지들이 미국 사회주의자의 임무로 여기는 것에 전쟁을 종속, 부차화 시킨다. 이것은 국제주의가 아니다. 이것은 중심주의다!

동지들은 미국의 사회주의자들은 국제 연대를 자국 지배계급에 대한 근본적인 반대 정책에 종속시켜야 한다 착상을 어디서 얻었는가? 확실히 맑스, 레닌, 트로츠키로부터는 아닐 것이다! 맑스와 엥겔스는 나폴레옹 3 정부를 비롯한 밖의 정부들의 폴란드 동조에도 불구하고 1863-64 러시아에 대한 폴란드 반란을 지지할 것을 서유럽의 노동자 조직들에게 요구했다. 우리가 다른 문서들에서 보여주었듯이, 1930년대 미국의 트로츠키주의자들은 미국 지배계급이 중일전쟁에서 중국을 사실에도 불구하고 계속해서 중국에 대한 지지를 이어갔다.[8]

동지들, 미국이나 서구가 세계의 중심이 아니다! 동지들은 우크라이나 전쟁 같은 세계적 현안에 대한 동지들의 전술을 세계정치에 대한 평가 분석으로부터, 그리고 국제 노동자계급/ 국제 사회주의의 국제주의적 임무로부터 도출해야 한다. 미국 사회주의자들의 일국적, 미국적 고려사항들로부터가 아니라!

비슷한 기계론적 접근법을 보여준 일부 초좌익 그룹들에 대한 트로츠키의 말은 타당성을 잃지 않았다. “100 90 경우 노동자들은 부르주아지가 긍정 사인을 부정 사인을 한다. 그러나 10 경우에는 부르주아지와 같은 사인을 하지 않을 없다. 하지만 부르주아지에 대한 불신을 표현하는 노동자 자신의 인장을 찍으면서 그렇게 한다. 전혀 프롤레타리아트의 정책은 자동으로 부르주아지의 정책으로부터 도출되는 것이 아니다. 그냥 정반대의 사인만 하면 되는 그런 것이 아니다. 그런 것이라면 종파주의자 누구도 전략가가 것이다. 혁명당은 매번 대내외 정세에서 독자적으로 방향을 잡고서, 프롤레타리아트의 이익에 가장 부합하는 결정에 이르러야 한다. 원칙은 평화 시기만큼이나 전쟁 시기에도 똑같이 적용된다.”[9]

나아가 동지들, 프롤레타리아 국제주의는 사회주의 조직이 부르주아지에 반대하는 초점을 둔다는 의미가 아니다. 확실히, 제국주의 나라의 사회주의자들은 결코 "조국" 방어해서는 되며, 자국 지배계급의 정책을 지지해서도 된다. 그러나 다른 나라의 또는 계급투쟁에 대한, 다른 대륙의 또는 민족해방전쟁에 대한 사회주의자들의 전술은 미국/서구의 관점이 아닌 국제적 관점에서 도출해야 한다!

만약 부르주아지에 대한 반대만으로 국제주의에 충분하다면, 사회주의자들은 무엇 때문에 인터내셔널을 필요로 하는가? 이것은 기본적으로 "모두는 각자를 위해" , 계급투쟁에서 공통으로 벼려낸 공동의 전략, 계급투쟁에서 공통의 국제적 우선순위에 종속되는 공동의 전략은 아니다! 그러한 접근법은 일국 중심주의 그룹들에게는 걸맞은 것이지만 국제주의적 사회주의자들에게는 출발점이 없으며, 되어서는 된다!

우리는 RSOP/DC/SRS 동지들이 입장을 재고하기를 바란다. 이것이 더더욱 시급한 이유는 오는 시기에 이러저런 형태의 강대국 개입과 결합된 같은 종류의 민족 전쟁들을 많이 맞이하게 것이기 때문이다. 혁명가들은 이러한 계급투쟁들에 공동으로 결합 관여할 있도록 각국의 동지들과 함께 벼려낸 국제주의적 입장을 취하는 것이 필요하다.

Украинская война: еще раз о военной помощи и межимпериалистическом соперничестве.

Критический вклад в дебаты среди троцкистов в США

Война на Украине была самым важным событием в мировой политике в 2022 году и останется таковой в обозримом будущем. Поэтому вполне логично, что эта война вызвала серьезные дебаты как внутри социалистических организаций, так и между ними. Большинство этих дискуссий сосредоточено на характере войны, вовлеченных силах и, в связи с этим вопросом, должны ли социалисты призвать к военной помощи украинскому сопротивлению.

РКИТ и еë секция в России, Социалистическая Тенденция, с самого начала были на стороне национальной войны по самозащите Украины от путинского вторжения. Хотя мы не оказываем политической поддержки буржуазному правительству Зеленского, мы призываем к материальной поддержке, включая военную помощь, украинскому сопротивлению. При этом подчеркиваем двойственный характер конфликта и необходимость противопоставления социалистами обоих лагерей в межимпериалистическом соперничестве России и НАТО. Поэтому мы выступаем за интернационалистическую и антиимпериалистическую позицию, которую мы резюмируем в лозунге:

Защитим Украину от путинского вторжения! Против русского и против натовского империализма! [1]

Некоторое время велись дебаты между «Левым голосом» , американским филиалом Троцкистской фракции (FT, с аргентинской PTS в качестве ведущей партии), и «Голосом трудящихся» , который является американским отделением Международной рабочей лиги (LIT, с бразильского PSTU в качестве ведущей партии). В то время как FT характеризует войну на Украине как «прокси войны» и отказывается поддерживать какую-либо из сторон, LIT правильно встает на сторону украинского сопротивления.

Мы не собираемся повторять всю нашу критику политики FT и LIT, поскольку мы уже подробно изложили ее в нескольких статьях. [2] Более того, мы уже написали статью о дебатах между Left Voice и Workers Voice. [3]

Недавно три социалистические организации в США: Революционный социалистический организационный проект, денверские коммунисты и миэтлские революционные социалисты (RSOP/DC/SRS) — вмешались в эти дебаты с заявлением под названием «Никакого оружия США/НАТО Украине!». [4] Хотя мы не согласны с их выводами, мы считаем, что товарищи вносят интересный вклад, который мы хотим критически обсудить в этой статье.

 

Неверный тезис о «войне прокси»

 

Начнем с краткого изложения заявления RSOP/DC/SRS. Суть этого документа, как следует из названия, в том, что они выступают против любой военной помощи украинскому сопротивлению, борющемуся с вторжением России.

В то время как товарищи правильно выступают против любого военного вмешательства США и санкций против России, их позиция, к сожалению, « также означает противодействие любым поставкам американского оружия в Украину». Однако следует также принять к сведению, что они несколько релятивизируют это заявление, говоря: « Противопоставление оружия США Украине — это не то же самое, что критиковать украинцев за принятие оружия от НАТО. Мы не должны этого делать ».

Они оправдывают свою позицию, утверждая, что социалисты в США должны сосредоточиться на противостоянии «своему» империализму. « Главная роль американских революционеров во внешней политике состоит в том, чтобы отвлечь как можно больше рабочих от поддержки американского империализма. (…) Как организация в США, «Голос трудящихся» забыл об этой главной цели. Они настолько озабоченв получением поддержки от украинских рабочих, что игнорирует свою основную обязанность противостоять империализму США. ”

Кроме того, заявление RSOP/DC/SRS разделяет анализ FT, хотя и с некоторой двусмысленностью, о том, что война на Украине — это прежде всего «война по доверенности» между НАТО и Россией. « Позиция «Голоса трудящихся» ошибочна по двум причинам: во-первых, война в Украине — это не только война за национальную независимость. Это также межимпериалистический конфликт ».

Основываясь на такой неправильной оценке, товарищи утверждают, что право Украины на национальное самоопределение является лишь второстепенным фактором.

Если призыв к самоопределению нации использовался прежде всего для защиты интересов одной империалистической державы против другой, то марксисты выступали против него. Одним из ярких примеров был случай с Сербией в 1914 году. (…) Аналогия Сербии 1914 года и Украины 2022 года может быть неточной, но у нее есть сильные общие элементы. Марксисты сегодня хотели бы, чтобы Украина победила Россию и завоевала свою независимость. Однако мы не можем поддержать империалистическое вмешательство США в этот конфликт. Мы должны сначала выступить против «своей» империалистической власти.

Здесь также позиция товарищей несколько противоречива, поскольку они также выражают симпатию украинской борьбе:

Конечно, мы хотим, чтобы украинцы победили российское вторжение, но мы не можем пожертвовать нашей оппозицией американскому империализму, чтобы попытаться добиться этого.

Наконец, мы должны также отметить, что заявление RSOP/DC/SRS положительно отличается от анализа FT тем, что предполагает, что не только США, но и Россия являются империалистической державой. [5]

 

О национальных войнах и империалистическом вмешательстве

 

Как мы неоднократно объясняли, неправильно характеризовать войну в Украине в первую очередь как «войну по договоренности». Конечно, такой элемент существует, поскольку он имеет место на фоне усиливающегося межимпериалистического соперничества, когда оба лагеря пытаются использовать войну в своих интересах.

Тем не менее, так было почти во всех национальных войнах, которые происходили в периоды соперничества великих держав. Только подумайте о поддержке Францией войны США за независимость против Великобритании в 1775-83 годах, поддержке Франции и других западных держав польского восстания против русской оккупации в 1863-64 годах, поддержке Наполеона III итальянского Рисорджименто , поддержке Россией балканских народов в их войне против Османской империи в 1912 году, поддержки Эфиопии против Италии в 1935-36 годах, поддержки Китая Западом, а также различных партизанских движений в Юго-Восточной Азии, а также в Европе во время мировой войны. Такого рода вмешательство одной или нескольких великих держав не отменяло справедликового характера национальные войны. [6]

Ссылка товарищей на Сербию и ее роль в первой мировой войне неуместна. Это была мировая война, в которой участвовали все великие державы, так что ¾ населения мира пострадало от этой катастрофы. Державы Антанты отправили войска на Балканы, где сербские войска сражались в составе их объединенного командования. Сегодня ни одна западная держава не направила свои войска для ведения войны против России: ни в Украине, ни где-либо еще. Конечно, это может измениться в будущем и, как мы неоднократно говорили с 24 февраля, это может изменить характер украинской войны и, следовательно, нашу тактику. Но было бы совершенно неправильно определять нашу тактику на сегодняшний день исходя из возможного развития событий завтра.

Кроме того, товарищи должны учитывать, что отношения между Россией и Украиной исторически сложились под влиянием национального гнета. Украинцы борются с путинским вторжением не потому, что им об этом говорят западные правительства, а потому, что они хотят сохранить свою национальную независимость. Безусловно, западное оружие делает их борьбу более эффективной в военном отношении. Без такого оружия им пришлось бы вести более «примитивную» войну с большей составляющей партизанской борьбы. Но цели у них были бы примерно те же, что и сейчас: разгром русских оккупантов и освобождение оккупированных территорий.

Мы спрашиваем тех товарищей, которые критикуют наш анализ:

Что украинцы делали бы по-другому без поддержки Запада? Перестали ли бы они бороться с русскими захватчиками и стали ли бы они приветствовать их? Поддержали ли бы они русификацию, простите «денацификацию»? Не попытались ли бы они освободить свои территории? Ответы на такие вопросы очевидны!

Повторяем, это не означает, что мы отрицаем наличие в этом конфликте «прокси-элемента». Вот почему мы всегда настаивали на том, чтобы революционеры обоих империалистических лагерей отвергли все формы шовинистско-милитаристской политики. Оно включает в себя решительное противодействие экономическим и финансовым санкциям, а также всем формам шовинизма: ненавистной «русской культуре», «западному ЛГБТ-декадансу» и т. д.

 

Означает ли поддержка поставок оружия поддержку военной интервенции США?

 

Как мы уже говорили, в заявлении RSOP/DC/SRS утверждается, что социалисты должны выступить против военной помощи украинскому сопротивлению, потому что это будет представлять собой форму «империалистического вмешательства США в этот конфликт». Это неправильный аргумент.

Во-первых, если бы военная помощь превращала национальную войну в опосредованную войну на службе той или иной великой державы, то в истории вряд ли было бы вообще хоть одна национальная война. Как мы отмечали выше, такая форма вмешательства той или иной империалистической державы случалась в истории много раз. Мы спрашиваем товарищей RSOP/DC/SRS: были ли неправы американские троцкисты, поддерживая китайскую национальную войну против японского империализма с 1937 года? Были ли они неправы, поступая так, несмотря на материальную поддержку, которую Вашингтон оказывал Китаю, и несмотря на экономические санкции, которые он ввел против Страны восходящего солнца?? Были ли они неправы, поступая так во время Второй мировой войны, когда американский империализм воевал с Токио? И мы могли бы задать тот же вопрос о национальной войне югославских партизан и различных других сражениях во время Второй мировой войны, об Эфиопской войне 1935-36 годов, когда западные державы ввели санкции против Италии и т. д. По нашему мнению, Четвертый Интернационал был абсолютно прав, продолжая поддерживать все эти справедливые войны национальной обороны.

Товарищи могут возразить, что нельзя быть наивным, Западные державы дают оружие не потому, что заинтересованы в национальном самоопределении Украины, а по своей причине. Очевидно, это правда. Однако это еще не все. То же самое и с украинской стороной. Они просят оружие не потому, что хотят служить интересам Запада, а потому, что оно им нужно, чтобы дать отпор путинскому вторжению. У обеих сторон есть свои «эгоистические» причины. В одном случае это империалистические мотивы. В другом случае это мотивы народа полуколониальной страны, сопротивляющегося оккупации другой великой державы. В случае войны на Украине эти два интереса пересекаются. В такой ситуации марксисты должны их различать. Выступая против интересов американского империализма, мы также поддерживаем национальное самоопределение угнетенных наций. Следовательно,

другое возражение может заключаться в том, что военная помощь — это просто еще одна форма империалистического вмешательства, такая же, как империалистические санкции. Мы считаем, что это также ошибочное мнение. На наш взгляд, поддержку военной помощи не следует путать с поддержкой империалистических санкций и экспроприации, поскольку между этими двумя вещами существует четкая разница. Империалистические санкции и экспроприация передают или увеличивают экономическую мощь империалистического государства и его монополистической буржуазии. Напротив, военная помощь передает Украине оружие. Одна мера укрепляет империалистическое государство, другая укрепляет полуколониальную страну, подвергшуюся нападению великой державы. Другими словами, между этими мерами существует классовое различие.

Критик может возразить, что военная помощь может усилить влияние дарителя. Безусловно, в какой-то степени это так. Но это не означает, что такая помощь автоматически превращает их отношения в отношения хозяина и его слуги. Есть многочисленные случаи, когда такая военная помощь не приводила к такому соотношению. Подумайте о войне за независимость США, о партизанах на Балканах и т.д. Задача социалистов состоит не в том, чтобы противостоять такой военной помощи для справедливой войны, а в том, чтобы выступать против любых связанных с ней политических условий. Точно так же социалисты в такой стране, как Украина, должны противостоять любому влиянию империалистических «друзей» и отстаивать политику независимости рабочего класса.

 

Поддержка военной помощи означает голосование за военный бюджет?

 

Заявление RSOP/DC/SRS также вызывает еще одну критику:

Если бы у Workers Voice были представители в Конгрессе, их позиция при голосовании была бы очень похожа на позицию проимпериалистических членов DSA! Предположительно, они проголосуют за продолжение поставок оружия США/НАТО в Украину. Это было бы похоже на голосование парламентариев-социал-демократов в 1914 году в Германии за «военные кредиты» для Первой мировой войны. (…) Это не революционная марксистская позиция!

Мы не лишены критики товарищей из LIT (к которым принадлежит«Workers Voice), поскольку они выступают за империалистические санкции против России — и в то же время отрицают империалистический характер последней, но в этом вопросе товарищи RSOP/DC/SRS ошибаются. Поддержка военной помощи не означает, что нужно будет голосовать в парламенте за правительственный законопроект. Это было бы серьезной оппортунистической ошибкой, так как такое голосование отражало бы доверие к внешней и военной политике (империалистических) правительств по отношению к Украине.

У Льва Троцкого была аналогичная беседа с Шахтманом в 1937 году, в то время лидером американской секции Четвертого Интернационала. Об этой дискуссии он сообщил в своей известной книге « В защиту марксизма».

18 сентября 1937 Шахтман писал мне:

… Вы говорите, „Если бы мы имели члена партии в Кортесе, то он бы проголосовал против военного бюджета Негрина“. Если это не типографская ошибка, то это кажется нам недоразумением. Если, как мы все утверждаем, элемент империалистской войны не преобладает в настоящий момент в борьбе в Испании, и если решающий элемент, это все еще борьба между гниющей буржуазной демократией, и со всем, что из этого вытекает, с одной стороны, а с другой стороны, с фашизмом, и если, дальше, мы обязаны оказать военную помощь в борьбе против фашизма, то мы не понимаем, как можно голосовать в Кортесе против военного бюджета. … Если большевика-ленинца на фронте в Хуэска спросят его социалистические товарищи, почему его представитель в Кортесе проголосовал против предложения Негрина выделить миллион песет на покупку винтовок для фронта, то что мог бы тогда ответить большевик-ленинец? Нам кажется, что хорошего ответа у него не нашлось бы…» (подчеркнуто мною).

Письмо поразило меня. Шахтман готов был выразить доверие предательскому правительству Негрина на том чисто-отрицательном основании, что «элемент империалистской войны» не является господствующим в Испании.

Я ответил Шахтману 20 сентября 1937 г.:

«Проголосовать за военный бюджет правительства Негрина означало бы выразить ему политическое доверие… Это было бы преступлением. Как объяснить наше поведение перед рабочими анархистами? Очень просто: мы нисколько не доверяем в способность этого правительства вести войну и обеспечить победу. Мы обвиняем это правительство в защите богачей и в море бедных голодом. Это правительство нужно сбросить. До тех пор пока мы недостаточно сильны заменить его, мы сражаемся под его командой. Но при всяком случае мы открыто выражаем наше несогласие с ним: это единственная возможность мобилизовать массы политически против этого правительства, и подготовить его свержение. Любая иная линия являлась бы предательством революции».

Тон моего ответа лишь слабо отражает то … изумление, которое вызвала во мне оппортунистическая позиция Шахтмана. Отдельные ошибки, разумеется, неизбежны. Но сейчас, через 2 1⁄2 г., эта переписка освещается новым светом. Раз мы защищаем буржуазную демократию против фашизма, — так рассуждал Шахтман, — то мы не можем отказать в доверии буржуазному правительству. В применении к СССР та же теорема превращена в обратную: раз мы не доверяем кремлевскому правительству, то мы не можем защищать рабочее государство. Мнимый радикализм и на этот раз есть только оборотная сторона оппортунизма. [7]

Товарищи из RSOP /DC/SRS в основном повторяют логику Шахтмана и делают из этого вывод, что нельзя поддерживать поставки оружия для Украины.

 

Революционерам США нужно порвать с «американизмом»!

 

Мы закончим нашу статью указанием на методологическую проблему в постановке RSOP/DC/SRS. Нам кажется, что товарищи страдают чрезвычайной национально-ориентированностью, которую они маскируют, проявляя закоренелую антиимпериалистическую направленность против «своего» господствующего класса.

Как мы отмечали выше, товарищи признают не только империалистический характер России, но и выражают сочувствие украинскому народу («мы хотим, чтобы украинцы победили русское вторжение»). Они даже говорят, что « не критикуют украинцев за получение оружия от НАТО». В то же время они выступают против такой военной помощи и обвиняют Workers Voice в якобы «поддержке империалистической интервенции США».

Как товарищи из RSOP/DC/SRS оправдывают такую противоречивую позицию? В основном путем сведения ключевого вопроса мировой политики и интернациональной борьбы к национальному, американскому вопросу. На войну в Восточной Европе смотрят через американские линзы и подчиняются тому, что эти товарищи считают задачами американских социалистов. Товарищи, это не интернационализм, это американизм!

Откуда вы взяли, что социалисты США должны подчинять свою международную солидарность своей политике фундаментальной оппозиции собственному правящему классу? Уж точно не от Маркса, Ленина или Троцкого! Маркс и Энгельс призвали рабочие организации Западной Европы поддержать польское восстание 1863-64 годов против России, несмотря на пропольские симпатии Наполеона III и других правительств. Как мы показали в других работах, американские троцкисты продолжали поддерживать Китай, несмотря на то, что Вашингтон также был на стороне Поднебесной. [8]

Нет, товарищи, конечно, США прекрасная страна, но, к сожалению, не центр мира! Вы должны выводить свою тактику из анализа мировой политики и из интернационалистских задач международного социализма, а не из национальных соображений американских социалистов!

Не потеряли актуальности и слова Троцкого в адрес некоторых ультралевых, демонстрировавших подобный механистический подход.

В девяноста случаях из ста рабочие действительно ставят минус там, где буржуазия ставит плюс. В десяти случаях они вынуждены, однако, поставить тот же знак, что и буржуазия, но со своим собственным штемпелем, в котором выражается их недоверие к буржуазии. Политика пролетариата вовсе не выводится автоматически из политики буржуазии, только с обратным знаком — в этом случае каждый сектант был бы великим стратегом; нет, революционная партия должна самостоятельно ориентироваться каждый раз во внутренней, как и в международной обстановке, находя те решения, которые лучше отвечают интересам пролетариата. Это правило относится к периоду войны так же, как и к периоду мира. [9]

Далее, товарищи, пролетарский интернационализм не означает, что всякая социалистическая организация ориентируется на противодействие «своей» буржуазии. Конечно, социалисты в империалистических странах никогда не должны защищать «свое отечество» и не должны поддерживать политику своего соответствующего правящего класса. Но их тактика по отношению к той или иной классовой борьбе в другой стране, к той или иной национально-освободительной войне на другом континенте — все это должно быть выведено из интернациональной, а не из американской точки зрения!

Если для интернационализма достаточно оппозиции против «своей» буржуазии, то зачем социалистам Интернационал? По сути, это означает «каждый сам за себя», а не совместную стратегию, совместно вырабатываемую и подчиненную общим интернациональным приоритетам в классовой борьбе! Такой подход типичен для национально-ориентированных групп, но не должен быть отправной точкой для социалистов-интернационалистов!

Мы надеемся, что товарищи RSOP/DC/SRS пересмотрят свою позицию. Это было бы тем более безотлагательно, потому что в грядущий период будет больше подобных национальных войн в сочетании с той или иной формой вмешательства великих держав. Революционерам необходимо занять интернационалистскую позицию, выработанную с товарищами из других стран, чтобы они могли совместно вмешиваться в эту классовую борьбу.

La guerre d’Ukraine a été l’événement le plus important de la politique mondiale en 2022 et le restera dans un avenir prévisible. Il est donc tout à fait logique que cette guerre ait provoqué des débats majeurs tant au sein des organisations socialistes qu’entre elles. La plupart de ces discussions se concentrent sur le caractère de la guerre et la nature des puissances impliquées et, en relation avec cette question, sur le fait de savoir si les socialistes doivent appeler à une aide militaire pour la résistance ukrainienne.

 

La Tendance Internationale Communiste Révolutionnaire (TCIR) et sa section en Russie – Tendance Socialiste – se sont rangés du côté de la guerre nationale de défense de l’Ukraine contre l’invasion de Poutine dès le début. Alors que nous n’apportons aucun soutien politique au gouvernement bourgeois de Zelensky, nous appelons à un soutien matériel – y compris une aide militaire – à la résistance ukrainienne. En même temps, nous soulignons le caractère dual du conflit et la nécessité pour les socialistes de s’opposer aux deux camps dans la rivalité inter-impérialiste entre la Russie et l’OTAN. Par conséquent, nous défendons une position internationaliste et anti-impérialiste que nous résumons dans le slogan : “Défendez l’Ukraine contre l’invasion de Poutine ! Contre l’impérialisme russe et contre l’impérialisme de l’OTAN !” [1]

 

Il y a un débat depuis quelque temps entre Left Voice, l’affilié américain de la Faction trotskyste (FT, avec le PTS argentin comme parti dirigeant), et Workers Voice, qui est la section américaine de la Ligue internationale des travailleurs (LIT, avec le PSTU brésilien comme parti dirigeant). Alors que la FT qualifie la guerre d’Ukraine de “guerre par procuration” et refuse de soutenir quelque partie que ce soit, la LIT se range à juste titre du côté de la résistance ukrainienne.

 

Nous n’avons pas l’intention de répéter toutes nos critiques de la politique du FT et de la LIT, car nous les avons déjà développées dans plusieurs articles[2]. De plus, nous avons déjà écrit une contribution au débat entre Left Voice et Workers Voice [3]. Récemment, trois organisations socialistes américaines – le Revolutionary Socialist Organizing Project, Denver Communists et Seattle Revolutionary Socialists (RSOP/DC/SRS) – sont intervenues dans ce débat avec une déclaration intitulée “Pas d’armes américaines/OTAN pour l’Ukraine”. Bien que nous ne soyons pas d’accord avec leurs conclusions, nous pensons que ces camarades apportent une contribution intéressante que nous voulons discuter de manière critique dans cet article.

 

 

 

La thèse erronée de la “guerre par procuration

 

 

 

Commençons par un bref résumé de la déclaration du RSOP/DC/SRS. Le point principal de ce document est – comme le titre le suggère déjà – leur opposition à toute aide militaire à la résistance ukrainienne qui lutte contre l’invasion de la Russie.

 

Si les camarades s’opposent à juste titre à toute intervention militaire américaine et aux sanctions contre la Russie, leur position signifie malheureusement “également s’opposer à toute livraison d’armes américaines à l’Ukraine”. Cependant, nous devrions également prendre note qu’ils relativisent en quelque sorte cette déclaration en disant : “S’opposer aux armes américaines à l’Ukraine n’est pas la même chose que de critiquer les Ukrainiens pour avoir accepté des armes de l’OTAN. Nous ne devrions pas faire cela.”

 

Ils justifient leur position en affirmant que les socialistes aux États-Unis devraient se concentrer sur l’opposition à leur “propre” impérialisme. “Le rôle principal des révolutionnaires américains en ce qui concerne la politique étrangère est de gagner autant de travailleurs que possible à ne pas soutenir l’impérialisme américain. (…) En tant qu’organisation aux États-Unis, Workers’ Voice a oublié cet objectif primaire. Elle est tellement préoccupée de gagner le soutien des travailleurs ukrainiens qu’elle ignore son devoir premier de s’opposer à l’impérialisme américain.”

 

En outre, la déclaration du RSOP/DC/SRS partage avec le FT l’analyse, bien qu’avec une certaine ambiguïté, que la guerre d’Ukraine est principalement une “guerre par procuration” entre l’OTAN et la Russie. “La position de Workers’ Voice est erronée sur deux points : premièrement, la guerre en Ukraine n’est pas seulement une guerre d’indépendance nationale. C’est aussi un conflit inter-impérialiste.”

 

Sur la base de cette évaluation erronée, les camarades affirment que le droit à l’autodétermination nationale de l’Ukraine n’est qu’un facteur subordonné. “Si un appel à l’autodétermination d’une nation était utilisé principalement pour soutenir les intérêts d’une puissance impérialiste contre une autre, les marxistes s’y opposaient. Un exemple clair était le cas de la Serbie en 1914. (…) L’analogie entre la Serbie de 1914 et l’Ukraine de 2022 n’est peut-être pas exacte, mais elle comporte de forts éléments communs. Les marxistes d’aujourd’hui aimeraient voir l’Ukraine vaincre la Russie et gagner son indépendance. Cependant, nous ne pouvons pas soutenir l’intervention impérialiste américaine dans ce conflit. Nous devons d’abord nous opposer à “notre” propre puissance impérialiste.”

 

Ici aussi, la position des camarades est en quelque sorte contradictoire car ils expriment également leur sympathie pour la cause ukrainienne : “Bien sûr, nous voulons que les Ukrainiens vainquent l’invasion russe, mais nous ne pouvons pas sacrifier notre opposition à l’impérialisme américain pour tenter d’y parvenir.”

 

Enfin, notons également que la déclaration du RSOP/DC/SRS se distingue positivement de l’analyse du FT en suggérant que non seulement les États-Unis mais aussi la Russie sont une puissance impérialiste. [5]

 

 

 

Sur les guerres nationales et l’ingérence impérialiste

 

 

 

Comme nous l’avons expliqué à de nombreuses reprises, il est erroné de caractériser la guerre en Ukraine principalement comme une “guerre par procuration”. Bien sûr, il est vrai qu’un tel élément existe puisqu’il se déroule dans le contexte d’une rivalité inter-impérialiste qui s’accélère et où les deux camps tentent d’utiliser la guerre à leur avantage.

 

Cependant, cela a été le cas dans presque toutes les guerres nationales qui ont eu lieu dans des périodes de rivalité entre grandes puissances. Il suffit de penser au soutien de la France à la guerre d’indépendance des États-Unis contre la Grande-Bretagne en 1750. Il suffit de penser au soutien de la France à la guerre d’indépendance des États-Unis contre la Grande-Bretagne en 1775-83, au soutien de la France et d’autres puissances occidentales à l’insurrection polonaise contre l’occupation russe en 1863-64, au soutien de Napoléon III au Risorgimento italien, au soutien de la Russie aux peuples des Balkans dans leur guerre contre l’Empire ottoman en 1912, au soutien de l’Allemagne occidentale et nazie à l’Éthiopie contre l’Italie en 1935-36, au soutien occidental à la Chine ainsi qu’à diverses luttes partisanes en Asie du Sud-Est et en Europe pendant la Seconde Guerre mondiale, etc. Ce type d’ingérence d’une ou plusieurs grandes puissances n’a pas supprimé le caractère légitime de ces guerres nationales. [6]

 

La référence des camarades à la Serbie et à son rôle dans la Première Guerre mondiale est déplacée. Il s’agissait d’une guerre mondiale à laquelle toutes les grandes puissances ont participé, de sorte que les ¾ de la population mondiale ont été touchés par cette catastrophe. Les puissances de l’Entente ont envoyé des armées dans les Balkans où les troupes serbes ont combattu dans le cadre de leur commandement conjoint. Aujourd’hui, aucune puissance occidentale n’a déployé ses troupes pour faire la guerre à la Russie – ni en Ukraine, ni ailleurs. Bien sûr, cela pourrait changer à l’avenir et, comme nous l’avons dit à plusieurs reprises depuis le 24 février, cela pourrait changer le caractère de la guerre d’Ukraine et, par conséquent, notre tactique. Mais il serait tout à fait erroné de définir notre tactique d’aujourd’hui sur la base des développements possibles de demain.

 

En outre, les camarades devraient tenir compte du fait que la relation entre la Russie et l’Ukraine a été historiquement façonnée par l’oppression nationale. Les Ukrainiens combattent l’invasion de Poutine non pas parce que les gouvernements occidentaux leur disent de le faire, mais parce qu’ils veulent conserver leurs droits nationaux fondamentaux. Il est certain que les armes occidentales rendent leur lutte militairement plus efficace. Sans ces armes, ils seraient contraints de mener une guerre plus “primitive” avec une plus grande composante de guérilla. Mais leurs objectifs seraient à peu près les mêmes qu’actuellement : vaincre l’occupant russe et libérer les territoires occupés.

 

Nous demandons aux camarades qui critiquent notre analyse : que ferait l’Ukraine différemment sans le soutien occidental ? Cesseraient-ils de combattre les envahisseurs russes et les accueilleraient-ils plutôt ? Soutiendraient-ils la russification, pardon la “dénazification” ? N’essaieraient-ils pas de libérer leurs territoires ? Les réponses à ces questions sont évidentes !

 

Nous répétons que cela ne signifie pas que nous nions l’existence d’un “élément mandataire” dans ce conflit. C’est pourquoi nous avons toujours insisté sur le fait que les révolutionnaires des deux camps impérialistes doivent rejeter toute forme de politique chauvine-militariste. Cela inclut une opposition ferme aux sanctions économiques et financières ainsi qu’à toutes les formes de haine chauvine contre la “culture russe”, la “décadence occidentale LGBT”, etc.

 

 

 

Le soutien aux livraisons d’armes signifie-t-il un soutien à l’intervention militaire américaine ?

 

 

 

Comme nous l’avons déjà dit, la déclaration du RSOP/DC/SRS prétend que les socialistes devraient s’opposer à l’aide militaire à la résistance ukrainienne parce que cela représenterait une forme “d’intervention impérialiste américaine dans ce conflit”. C’est un argument erroné.

 

Premièrement, si l’aide militaire devait transformer une guerre nationale en une guerre par procuration au service de telle ou telle grande puissance, il n’y aurait pratiquement pas eu de guerre nationale dans l’histoire. Comme nous l’avons noté plus haut, une telle forme d’intervention de l’une ou l’autre puissance impérialiste s’est produite de nombreuses fois dans l’histoire. Nous demandons aux camarades du RSOP/DC/SRS : les trotskystes américains ont-ils eu tort de soutenir la guerre nationale chinoise contre l’impérialisme japonais à partir de 1937 ? Ont-ils eu tort de le faire malgré le soutien matériel que Washington a prêté à la Chine et malgré les sanctions économiques qu’il a imposées au Pays du Soleil Levant ? Ont-ils eu tort de le faire pendant la Seconde Guerre mondiale, lorsque l’impérialisme américain était en guerre contre Tokyo ? Et nous pourrions poser la même question à propos de la guerre nationale des partisans yougoslaves et de diverses autres luttes pendant la Seconde Guerre mondiale, à propos de la guerre d’Éthiopie en 1935-36 lorsque les puissances occidentales ont imposé des sanctions à l’Italie, etc. À notre avis, la Quatrième Internationale a eu absolument raison de continuer à soutenir toutes ces justes guerres de défense nationale.

 

Les camarades pourraient objecter qu’il ne faut pas être naïf car les puissances occidentales donnent des armes non pas parce qu’elles sont intéressées par l’autodétermination nationale de l’Ukraine mais pour leur propre raison. Évidemment, c’est vrai. Cependant, ce n’est pas toute l’histoire. C’est la même chose du côté ukrainien. Ils demandent des armes non pas parce qu’ils veulent servir les intérêts occidentaux, mais parce qu’ils en ont besoin pour se défendre contre l’invasion de Poutine. Les deux parties ont leurs raisons “égoïstes”. Dans un cas, il s’agit de motifs impérialistes. Dans l’autre cas, ce sont les motifs d’un peuple dans un pays semi-colonial qui résiste à l’occupation d’une autre Grande Puissance. Dans le cas de la guerre d’Ukraine, ces deux intérêts se chevauchent. Dans une telle situation, les marxistes doivent faire la différence. Si nous nous opposons aux intérêts de l’impérialisme américain, nous soutenons également l’autodétermination nationale des nations opprimées. Par conséquent, nous considérons l'”égoïsme” de l’Ukraine comme légitime et, par conséquent, nous soutenons l’aide militaire pour leur cause.

 

Une autre objection pourrait être que l’aide militaire n’est qu’une autre forme d’intervention impérialiste comme les sanctions impérialistes. Nous pensons que c’est également un point de vue erroné. Selon nous, le soutien à l’aide militaire ne doit pas être confondu avec le soutien aux sanctions impérialistes et à l’expropriation, car il existe une différence claire entre ces deux choses. Les sanctions et l’expropriation impérialistes transmettent, ou augmentent, le pouvoir économique d’un État impérialiste et de sa bourgeoisie monopoliste. En revanche, l’aide militaire fournit des armes à l’Ukraine. Une mesure renforce un État impérialiste, l’autre renforce un pays semi-colonial attaqué par une grande puissance. En d’autres termes, il existe une différence de caractère de classe entre ces mesures.

 

Une critique pourrait objecter que l’aide militaire pourrait accroître l’influence du donateur. C’est certainement le cas dans une certaine mesure. Mais cela ne signifie pas que cette aide transforme automatiquement la relation en celle d’un maître et de son serviteur. Il existe de nombreux cas où une telle aide militaire n’a pas donné lieu à une telle relation. Pensez à la guerre d’indépendance des États-Unis, aux partisans dans les Balkans, etc. La tâche des socialistes n’est pas de s’opposer à une telle aide militaire pour une guerre juste, mais de s’opposer à toute condition politique qui y serait attachée. De même, les socialistes dans un pays comme l’Ukraine doivent contrer toute influence des “amis” impérialistes et prôner une politique d’indépendance de la classe ouvrière.

 

 

 

Soutenir l’aide militaire signifie voter pour le budget militaire ?

 

 

 

La déclaration du RSOP/DC/SRS soulève également une autre critique : “Si Workers’ Voice avait des représentants au Congrès, sa position de vote serait très similaire à celle des membres pro-impérialistes de la DSA ! Ils voteraient vraisemblablement pour la poursuite des livraisons d’armes des États-Unis et de l’OTAN à l’Ukraine. Ce serait comme les parlementaires sociaux-démocrates de l’Allemagne de 1914 votant pour les “crédits de guerre” pour la Première Guerre mondiale. (…) Ce n’est pas une position marxiste révolutionnaire !”

 

Nous ne sommes pas sans critiquer les camarades de LIT (dont fait partie Workers Voice) car ils prônent des sanctions impérialistes contre la Russie – et en même temps nient le caractère impérialiste de cette dernière ! Mais sur cette question, les camarades du RSOP/DC/SRS se trompent. Soutenir l’aide militaire ne signifie pas qu’il faille voter au parlement pour le projet de loi des gouvernements. Ce serait une grave erreur opportuniste, car un tel vote refléterait la confiance dans la politique étrangère et militaire des gouvernements (impérialistes) envers l’Ukraine.

 

Léon Trotsky a eu une discussion similaire avec Shachtman en 1937, à l’époque dirigeant de la section américaine de la Quatrième Internationale. Il a rapporté cette discussion dans son célèbre livre “In Defense of Marxism”.

 

“Le 18 septembre 1937, Shachtman m’a écrit :

 

” Vous dites : “Si nous avions un membre aux Cortes, il voterait contre le budget militaire de Negrin. A moins qu’il ne s’agisse d’une erreur typographique, cela nous semble être un non-sequitur. Si, comme nous le soutenons tous, l’élément d’une guerre impérialiste n’est pas dominant à l’heure actuelle dans la lutte espagnole, et si au contraire l’élément décisif est toujours la lutte entre la démocratie bourgeoise en décomposition, avec tout ce qu’elle implique, d’une part, et le fascisme, d’autre part, et si en outre nous sommes obligés d’apporter une aide militaire à la lutte contre le fascisme, nous ne voyons pas comment il serait possible de voter aux Cortès contre le budget militaire. … Si un camarade socialiste demandait à un bolchevik-léniniste du front de Huesca pourquoi son représentant aux Cortès a voté contre la proposition de Negrin de consacrer un million de pesetas à l’achat de fusils pour le front, que répondrait ce bolchevik-léniniste ? Il ne nous semble pas qu’il aurait une réponse efficace. …” (C’est moi qui souligne.)

 

Cette lettre m’a stupéfié. Shachtman était prêt à exprimer sa confiance dans le perfide gouvernement Negrin sur la base purement négative que “l’élément d’une guerre impérialiste” n’était pas dominant en Espagne.

 

Le 20 septembre 1937, j’ai répondu à Shachtman :

 

” Voter le budget militaire du gouvernement Negrin signifie lui voter la confiance politique. … Le faire serait un crime. Comment expliquer notre vote aux ouvriers anarchistes ? Très simplement : Nous n’avons pas la moindre confiance dans la capacité de ce gouvernement à conduire la guerre et à assurer la victoire. Nous accusons ce gouvernement de protéger les riches et d’affamer les pauvres. Ce gouvernement doit être écrasé. Tant que nous ne sommes pas assez forts pour le remplacer, nous nous battons sous son commandement. Mais à chaque occasion, nous exprimons ouvertement notre non-confiance en lui : c’est la seule possibilité de mobiliser politiquement les masses contre ce gouvernement et de préparer son renversement. Toute autre politique serait une trahison de la révolution.”

 

Le ton de ma réponse ne reflète que faiblement la … stupéfaction que la position opportuniste de Shachtman a produite en moi. Des erreurs isolées sont bien sûr inévitables, mais aujourd’hui, deux ans et demi plus tard, cette correspondance s’éclaire d’une lumière nouvelle. Puisque nous défendons la démocratie bourgeoise contre le fascisme, raisonne Shachtman, nous ne pouvons donc pas refuser la confiance au gouvernement bourgeois. ” [7]

 

Les camarades du RSOP/DC/SRS reprennent en gros la logique de Shachtman et en concluent qu’il ne faut pas soutenir les livraisons d’armes à l’Ukraine.

 

 

 

Les révolutionnaires américains doivent rompre avec l'”américanisme” !

 

 

 

Nous conclurons notre article en soulignant un problème méthodologique dans la déclaration du RSOP/DC/SRS. Il nous semble que les camarades souffrent d’un extraordinaire national-centrisme qu’ils dissimulent en affichant une approche anti-impérialiste pure et dure contre leur “propre” classe dirigeante.

 

Comme nous l’avons noté plus haut, les camarades reconnaissent non seulement le caractère impérialiste de la Russie mais expriment également leur sympathie pour le peuple ukrainien (“nous voulons que les Ukrainiens vainquent l’invasion russe”). Ils disent même qu’ils “ne critiquent pas les Ukrainiens pour avoir accepté des armes de l’OTAN”. En même temps, ils s’opposent à une telle aide militaire et accusent Workers’ Voice pour son supposé “soutien à l’intervention impérialiste américaine”.

 

Comment les camarades du RSOP/DC/SRS justifient-ils une position aussi contradictoire ? Fondamentalement, en réduisant une question clé de la politique mondiale et de la lutte internationaliste à une question nationale, américaine. Une guerre en Europe de l’Est est vue avec des lunettes américaines et subordonnée à ce que ces camarades considèrent comme les tâches des socialistes américains. Camarades, ce n’est pas de l’internationalisme, c’est de l’américanisme !

 

D’où vous vient l’idée que les socialistes américains doivent subordonner leur solidarité internationale à leur politique d’opposition fondamentale à leur propre classe dirigeante ? Certainement pas de Marx, Lénine ou Trotsky ! Marx et Engels ont appelé les organisations ouvrières d’Europe occidentale à soutenir l’insurrection polonaise de 1863-64 contre la Russie, malgré les sympathies pro-polonaises de Napoléon III et d’autres gouvernements. Comme nous l’avons montré dans d’autres ouvrages, les trotskystes américains ont continué à soutenir la Chine malgré le fait que Washington se rangeait également du côté de l’Empire du Milieu. [8]

 

Non, camarades, certes, les Etats-Unis sont un beau pays mais, désolé de le dire, ce n’est pas le centre du monde ! Vous devez tirer votre tactique d’une analyse de la politique mondiale et des tâches internationalistes du socialisme international – et non des considérations nationales des socialistes américains !

 

Les paroles de Trotsky contre certains ultra-gauchistes qui faisaient preuve d’une approche mécaniste similaire n’ont pas perdu leur pertinence. ” Dans quatre-vingt-dix cas sur cent, les ouvriers placent effectivement un signe moins là où la bourgeoisie place un signe plus. Dans dix cas, cependant, ils sont obligés de fixer le même signe que la bourgeoisie, mais avec leur propre sceau, dans lequel s’exprime leur méfiance à l’égard de la bourgeoisie. La politique du prolétariat n’est pas du tout automatiquement dérivée de la politique de la bourgeoisie, portant seulement le signe opposé – ce qui ferait de chaque sectaire un maître stratège ; non, le parti révolutionnaire doit chaque fois s’orienter indépendamment dans la situation intérieure comme dans la situation extérieure, pour arriver aux décisions qui correspondent le mieux aux intérêts du prolétariat. Cette règle s’applique aussi bien à la période de guerre qu’à la période de paix.” [9]

 

En outre, camarades, l’internationalisme prolétarien ne signifie pas que chaque organisation socialiste se concentre sur l’opposition à sa “propre” bourgeoisie. Certes, les socialistes des pays impérialistes ne doivent jamais défendre “leur patrie” et ils ne doivent pas non plus soutenir la politique de leur classe dirigeante respective. Mais leurs tactiques à l’égard de telle ou telle lutte de classe dans un autre pays, de telle ou telle guerre de libération nationale sur un autre continent – tout cela doit être dérivé d’une perspective internationale et non américaine !

 

Si l’opposition contre sa “propre” bourgeoisie suffit pour l’internationalisme, pourquoi les socialistes ont-ils besoin d’une Internationale ? Cela signifie essentiellement “chacun pour soi” mais pas de stratégie commune, élaborée en commun et subordonnée à des priorités internationales communes dans la lutte des classes ! Une telle approche est typique des groupes centrés sur leur pays mais ne doit pas être le point de départ des socialistes internationalistes !

 

Nous espérons que les camarades du RSOP/DC/SRS reconsidèrent leur position. Cela serait d’autant plus urgent que la période à venir verra se multiplier ce type de guerres nationales combinées à l’une ou l’autre forme d’ingérence des grandes puissances. Les révolutionnaires doivent adopter une position internationaliste, élaborée avec des camarades d’autres pays, afin de pouvoir intervenir conjointement dans ces luttes de classe.
