Why Do Some Socialists Refuse to Support the Mass Struggle against the “Green Pass”?

 

PTS/FT, PSTU/LIT, IMT and PCL in the face of the latest stage of the COVID Counterrevolution

Italy is shattered by a mass struggle against the introduction of Green Pass by the neoliberal Draghi government. The Green Pass makes it mandatory for all workers to be vaccinated (resp. proof of recovery or a negative test for the past 48 hours for which they have to pay themselves). If the workers do not meet these criteria, they will be sacked.

 

The Green Pass is a state-bonapartist instrument to force the whole population to get vaccinated, to control their health status and to make it easier for the bosses to sack the workers. It serves the expansion of the capitalist state apparatus as well as the profit interests of Big Pharma. [1]

 

The Green Pass is a key project of the reactionary Draghi government. This is a government representing the whole monopoly bourgeoisie of Italy which is exemplified by the remarkable fact that it is supported by nearly all parties in parliament (the populist Movimento 5 Stelle, the right-wing populist Lega, Berlusconi’s Forza Italia, the left-bourgeois Partito Democratico, as well as others).

 

Sinistra Italiana – a small left-wing party associated with the LINKE in Germany, SYRIZA in Greece, the ex-Stalinist parties PCF in France and PCE in Spain – split and two of its three deputies voted for the Draghi government. (By the way: This arch-opportunist party was already part of the Conte's second government in 2019-21. So much for the “socialism” of these ex-Stalinists!)

 

Unsurprisingly, the Green Pass is enthusiastically supported by Confindustria – the national confederation of Italy’s monopoly capitalists – and all bourgeois institutions, from the media to the church. Shamefully, the same is true for the bureaucracy of the main reformist unions like CGIL, CISL or UIL as well as the so-called Left.

 

In short, Italy’s working class faces an unholy alliance of the capitalist state machinery, the bosses and the bureaucrats. It is therefore extraordinary that despite such a gigantic class enemy, significant sectors of the workers are waging a determined struggle against this authoritarian attack on their fundamental rights.

 

As we did already report, Italy’s port workers are about to start strike actions and blockades at nearly all ports. [2] On 11 October, a general strike took place which was organized by an alliance of militant grassroot unions – representing the workers vanguard. While the official platform (which had already been agreed some time ago) was focused on economic demands, various militant unions which organized the general strike have publicly opposed the Green Pass. Many participants of the mobilizations carried banner against this attack of the government. [3]

 

 

 

Fascist Attack on the CGIL’s Headquarter

 

 

 

On 9 October, a mass demonstration of about 100,000 people took place in Rome. During this event a small group of people (according to various reports this has been a group of fascists) attacked the headquarter of the main left-wing trade union federation CGIL.

 

Obviously, revolutionaries denounce such reactionary attacks. However, this incident has been cynically utilized by the Draghi government, the bosses and the trade union bureaucracy to deflect public attention from the authoritarian Green Pass attack. Draghi personally visited the national headquarters of the CGIL where the bureaucrats more than warmly welcomed him! Confindustria and even right-wing political parties all expressed their solidarity. They all mobilize for a national demonstration against fascism on 16 October where the state is called to dissolve the fascist Forza Nuova (the group which was involved in the reactionary attack on the CGIL headquarters).

 

It is evident that socialists must defend the reformist unions against any fascist aggression. However, this must not lead them to blindly follow the capitalist government (and the labor bureaucrats) which utilize such an event in order to confuse and demobilize the workers’ struggle against reactionary attacks on their fundamental democratic rights!

 

 

 

PCL, LIT-CI and IMT: Denouncing the Struggle against the Green pass as “reactionary”

 

 

 

Unfortunately, various left-wing organizations also fall in this trap of the ruling class. As we noted already in our above-mentioned report on the 11 October general strike, Italian pseudo-Trotskyists like the PCL and the Mandelite group denounce the struggle against the Green Pass as “reactionary”.

 

At this point we will not repeat our criticism. We shall only point out that the PCL leadership, in a new statement, openly denounces the strike of the port workers against the Green Pass and calls them a “rearguard”, i.e. the reactionary opposite of an vanguard! [4] What a cynical slander! The port workers are a traditional vanguard in the class struggle with a high political consciousness. Only a few months ago, this supposed “rearguard” blocked a weapons and explosives shipment destined for Israel in a show of solidarity with the Palestinian people! [5]

 

Sinistra Classe Rivoluzione – the Italian affiliates of Alan Woods’ IMT – also joins the capitalist media and the reformist bureaucrats in shamefully slandering the mass anger against the Green Pass. They claim that this is something associated with the petty-bourgeoisie and the lumpenproletariat. (“This measure is unleashing anger among a section of the workers (though not the majority), and especially from the petty bourgeoisie and the lumpenproletariat.”) [6] Such an approach is hardly surprising as the IMT has supported the COVID Counterrevolution since the beginning and praised the Lockdown policy of the Chinese Stalinist-capitalist regime. [7]

 

The Italian IMT group’s arch-opportunist adaption to reformism is also reflected in the fact that it advocates the classic social democratic call to the state to ban the fascists (“Saturday's demonstration calls for the dissolution of all the fascist organisations. The need for this is indisputable, and we subscribe to it.”). Authentic Trotskyists, in contrast, refuse to spread such criminal illusions in the capitalist state. the fascists must be smashed but they must be smashed by the armed workers and oppressed! Leon Trotsky – a central leader of the October Revolution in 1917 – was very clear on this issue. “Our slogan is not the disarming of the fascist gangs of finance capital by finance capital’s own police. We refuse to spread the criminal illusion that a capitalist government can actually proceed to the disarming of the capitalist bands. The exploited must defend themselves against the capitalists. Arming of the proletariat, arming of the poor peasants! People’s Antifascist Militia![8]

 

It is no accident that the Britain-based IMT parrots the bourgeois policy of social democracy since it has opportunistically existed as a faction within reformist or even outright bourgeois parties for decades. This has shaped its policy from the beginning. These “Trotskyists”, for example, even refused to call for an end of Britain’s imperialist war against Argentina in 1982. It did so, among others, with the social-chauvinist argument that the Malvinas would belong to Britain and that would be the wish of the few settlers on this island exercising their “national self-determination”! [9]

 

The Partito di Alternativa Comunista – the Italian section of the LIT-CI (PSTU in Brazil) – formally opposes the Green Pass but, in effect, it agrees with the principles of the bourgeois COVID policy. [10] It treats the whole issue as one of third- or fourth-tier importance (it has not a single article on its website about this issue). Its arguments against the Green Pass are in fact a call for an even more authoritarian intervention of the state. They criticize the government and Confindustria that they would “deny the pandemic” when in fact they utilize the hysteria about the pandemic as justification for imposing the mandatory Green Pass! They go even further by claiming that the Green Pass “is also a pretext to eliminate all measures of social distancing and containing the contagion, especially in the workplace. This is why we also oppose it. But we cannot accept the positions of those who oppose the Green Pass by supporting reactionary no vax or denialist positions.[11] Likewise, they criticize that “for schools, social distancing is not mandatory but only suggested”. [12]

 

In summary, all these organizations fail to recognize the dangerous character of the Green Pass policy as an authoritarian, state bonapartist instrument to launch a strategic attack on the working class and the popular masses. Instead, they denounce the mass protests against the Green Pass as reactionary! Worse, they criticize the Draghi government for not launching even more drastic authoritarian measures to impose “social distancing”, i.e. to weaken and undermine the collectivity among the workers and oppressed! But in the end, this is hardly surprising as these organizations and their international affiliates have supported the Lockdown policy of the capitalist governments in the past one and a half years.

 

 

 

PTS/FT: Failure to Understand the Nature of the Green Pass

 

 

 

Sadly, Frazione Internazionalista Rivoluzionaria (FIR) – the Italian affiliate of the Fracción Trotskista (PTS in Argentina) – adapts to this reactionary trend of the centrist left. True, it does oppose the Green Pass in principle. The comrades correctly point out and criticize that “the Left … largely uncritical defends the Green Pass”. [13]

 

However, the comrades fail to understand the nature of the Green Pass and the policy of the ruling class behind it. The following sentences from their programmatic statement on this issue make this pretty clear. “It is in the light of this class conflict that the “heavy” adoption of the Green Pass in Italy must be seen. It is a tool that can be used, with a certain political will, to push the crisis largely onto the backs of the working class, to continue to fail to provide the needed increases in funding for public health, and to avoid having to adopt more comprehensive and structural health measures even before vaccines became available.” (Emphasis in the original)

 

So, the FT comrades say that the Green Pass “can” be utilized by the ruling class “with a certain political will”. No, comrades, this is confusing at best. This formulation suggests that the Green Pass introduced by a bourgeois government in the period of deep crisis of capitalism can also have a different purpose, one which would not be directed against the working class.

 

Comrades, this is dangerous nonsense! When a bourgeois government introduces an economic policy in a period of deep capitalist crisis, it will inevitable be a policy in the interests of the bosses and not of the workers. When a bourgeois government introduces a military policy in a period of deep capitalist crisis, it will inevitable be a policy in the interests of the ruling class and not of the workers. Why should this be different when it comes to the issue of health policy in a period of deep capitalist crisis?! As we have demonstrated in numerous works, the whole response of the ruling class to the COVID pandemic was (and could only have been) determined by political and economic interests directed against the working class and the oppressed peoples. This is why we call it the COVID Counterrevolution. [14]

 

The FT comrades seem to ignore that the Green Pass has been invented by the ruling class as an instrument against the workers and oppressed. It never had any other purpose and can not have any other purpose! This is why instruments like the Green Pass have been introduced by the ruling class in many countries all over the world under the pretext of the pandemic. The Stalinist-capitalist dictatorship in China was the first to do so. [15] Macron in France and Mitsotakis in Greece did something similar. Other European governments are currently discussing such restrictions. All these instruments – like the Lockdown policy – are part of a strategy of the ruling class to expand the surveillance and control of the capitalist state against the popular masses and to promote the profit interests of big corporations.

 

 

 

The PTS/FT in the Face of the COVID Counterrevolution

 

 

 

Unfortunately, the comrades of Fracción Trotskista (FT) do not understand this. This is why they, on one hand, warn that the ruling class can utilize the COVID policy – be it the Green Pass or the state of emergency / Lockdowns – and, on the other hand, they do not oppose such policy in principle.

 

We fear that the FT leadership fundamentally agrees with the Lockdown policy. This is why they never called for any protests against it but limited themselves to demand payment of full wages during the Lockdown periods.

 

Likewise, the FT agrees, in principle, with the mass vaccination campaign of the capitalist governments which first and foremost serves the interests of Big Pharma. This is why their only criticism with the capitalist mass vaccination campaign is that it is not done effectively enough and not in all countries in the world. [16]

 

Similarly, they share the anti-social policy of the ruling class to close schools and to isolate kids from each other. Their U.S. section has published a programmatic manifesto which demonstrates the defects of their policy. “Though the spread of the highly contagious Delta variant should lead to increased safety measures, it seems that many schools are doing the opposite. For example, the NYC Department of Education will actually be decreasing the stringency of measures to keep children safe, such as social distancing, testing, and quarantining. (…) Schools must be made safer before allowing children back to in-person classes, especially since schools appear to be driving the community spread of the Delta variant.[17] And this despite the well-know fact that the virus does not pose any serious danger for kids, that it is important for them to build up antibodies, that education is important for youth (and the society in general) and that social contacts are crucial for them.

 

The FT comrades also share the bourgeois policy of advocating social distancing – a dangerous instrument which undermines social cohesion in general and the class struggle in particular. “At the same time, while the general public experiences pandemic fatigue, we cannot fall into the trap of repacking stadiums and other venues as variants continue to spread. This will only prolong the pandemic and increase deaths. Getting vaccinated, wearing masks, avoiding large public events — these should be all be seen as working-class acts of solidarity to confront a pandemic that the capitalist system is unwilling to solve.[18] So distancing ourselves from each other, “avoiding large public events” (i.e. avoiding mass assemblies and demonstrations) are acts of “working class solidarity”?! No, these is the nightmare for many workers and youth and a wet dream of the bosses and politicians!

 

We see, the leadership of the PTS/FT is essentially ideologically tied to the capitalist COVID-19 policy. Of course, they have criticism, they point out that the capitalists combine this with profit interests, etc. But in its essential basics, the PTS/FT shares this policy. This is why they state: “Of course, we agree with the abstract concept of “safe” jobs (…) and with the need to get as many people vaccinated as possible.

 

It is because of such opportunist adaptation that the FT has failed from the beginning to outline any meaningful program of struggle against the COVID Counterrevolution. They were not even aware that such a counterrevolution has been taken place and never characterized the response of the ruling class to the pandemic as such!

 

 

 

A “Clash of Civilizations”, Really?

 

 

 

For the same reason, they can not advocate any serious struggle today against the Green Pass in Italy. The Italian FT comrades consider those large sectors of the population who oppose the de facto compulsory vaccination as something between reactionary and silly. “According to government data, nearly 14 million workers already have a Green Pass; those who do not include the group with the lowest rate of vaccination in the population, people 50 to 59 years of age. It is within this age group that the most open opposition to vaccination has proliferated, mostly due to fears over side effects and a belief that the vaccines are largely ineffective — a position that data refute point by point, but that has not become a big enough part of the public discourse. On top of that, the situation is exacerbated by shades of a “clash of civilizations” between “pro-vaxxers” and “anti-vaxxers.” It all gets mixed into the same cauldron with the views of the most blatant reactionaries — “Trump’s people,” who are mostly owners of small- and medium-size businesses — and segments of the most impoverished, whose distrust of institutions comes out in a form of individual populism.

 

Such a statement completely misses the point. One has to ask oneself rather the following: How is it possible that only about half of Italy’s population supports the Green Pass despite the fact that the bourgeois parties, media and institutions are united in the advocacy of the Green Pass and bombard the people relentlessly since many weeks with corresponding manipulative propaganda?! Does this not reflect that the popular masses instinctively oppose such a draconic attack on their rights?! And contrary to the FT statement, its is the group below the age of 34 years where resistance is strongest. [19]

 

Furthermore, why do the comrades not ask themselves the question why should all people get vaccinated against a virus which is a serious danger only for older people and those with a precarious immune system?! And why is it such a problem if there are people unvaccinated when those who are vaccinated are supposedly safe?! And why did countries which did impose hardly any restrictions (like Sweden and Uruguay) not have more death per capita (or even less) than countries which imposed the harshest Lockdown and social distancing regime?! [20]

 

No, comrades, this is not a “clash of civilizations” between enlightened and backward people. This is a vicious offensive of the ruling class all over the world against the working class and the oppressed. Surely, among those who oppose this policy are also reactionary or even fascist elements. Those who like to refer to this fact conveniently “forget” to mention that extreme right-parties in power have imposed the most draconic Lockdown policy (i.e. in India and Hungary), not to speak about various dictatorship.

 

Anyway, the opposition of fascists against the Green Pass is hardly an argument. Such forces like to exploit popular anger for their own purpose. Furthermore, revolutionaries derive their policy from the interests of the working class, and not by looking to the fascists with an inverted mirror! To give just one example: the French and English fascists also opposed the defense of their fatherland against Hitler in the 1930s. But this did not mean that the Trotskyists wavered in their anti-patriotic position or even joined the camp of Anglo-French imperialism!

 

The solution must not be that socialists ignore the protest movement against the Green Pass or leave the field to right-wing elements. They must rather join the mass struggle, build an independent working-class movement against the reactionary COVID policy of the governments and fight against the presence of fascists at such activities. The Italian general strike on 11 October and the port workers struggle against the Green Pass are excellent starting points for such a policy.

 

It is a fact that many workers instinctively recognize the reactionary character of the capitalist state bonapartism and oppose the policy of the COVID Counterrevolution (Lockdowns, social distancing, compulsory vaccination, Green Pass, etc.) In one way or another, the FT comrades are aware of this. But their conclusion is to ignore or play down such working-class opposition against the Green Pass.

 

In a report about the Italian general strike on 11 October, the FIR/FT comrades don’t mention the fact that several unions raised slogans against the Green Pass and various marches were led by banner expressing such a viewpoint. [21] They rather hush up these facts and claim: Noticeably scarce or completely absent were any of the “anti-green pass” (vaccine passport) groups. The base unions have rejected the divisiveness the government has been whipping up for months, aimed at pitting workers against each other as “vax” or “no vax.”[22]

 

 

 

The French FT Section Fights against the Green Pass … but is shunned by their comrades!

 

 

 

Our critique of the FT approach to the COVID Counterrevolution would be incomplete if we would not report about the position of their French comrades in Révolution Permanente (RP). As known, there has been also a mass movement against the Green Pass which mobilized hundreds of thousands of people every weekend since July. The RP comrades correctly recognized the fundamentally progressive character of this movement against the “health authoritarianism”. Consequently, they have participated in this movement and fought for an independent working class policy and against the influence of right-wing forces.

 

They also recognize the reactionary character of the COVID Counterrevolution and oppose its various features. “More than ever in face of government authoritarianism, it is urgent to demand the immediate repeal of the health pass, but also of the state of health emergency, and all the measures and laws against freedom, which aim to become institutionalized, in order to break our resistance, so that we can not wage struggles in the future.[23]

 

However, if one looks at the Spanish, the English or the German website of the FT, one will find not a single article about these mass protests and about the approach of their French comrades! It is obvious that the international leadership of the FT has ordered its section to keep quiet about this issue! They reject the more left-wing approach of Révolution Permanente as this is in full contradiction to the international policy of the PTS/FT which opportunistically adapts to the policy of COVID Counterrevolution.

 

We conclude this essay by calling the comrades of the FT in all countries to open a serious and honest discussion about the character of the COVID Counterrevolution and the necessary strategy for the working class to fight against it. The RCIT – including our new comrades from Convergencia Socialista in Argentina – has a record of analyzing and fighting the COVID Counterrevolution from the very beginning. We would strongly appreciate if we could find agreement with the comrades of the FT and fight together against this strategic attack on the working class and the oppressed!

¿Por qué algunos socialistas se niegan a apoyar la lucha de masas contra el "Pase Verde"?

 

PTS / FT, PSTU / LIT, IMT y PCL de cara a la última etapa de la Contrarrevolución del COVID

Italia está dividida por una lucha de masas contra la introducción del Pase Verde por parte del gobierno neoliberal Draghi. El Pase Verde obliga a todos los trabajadores a estar vacunados (o prueba de recuperación o prueba negativa de las últimas 48 horas por las que deben pagarse ellos mismos). Si los trabajadores no cumplen con estos criterios, serán despedidos.

 

El Pase Verde es un instrumento bonapartista estatal para obligar a toda la población a vacunarse, controlar su estado de salud y facilitar a los patrones el despido de los trabajadores. Sirve a la expansión del aparato estatal capitalista, así como a los intereses de lucro de las grandes farmacéuticas. [1]

 

El Pase Verde es un proyecto clave del reaccionario gobierno de Draghi. Este es un gobierno que representa a toda la burguesía monopolista de Italia, que se ejemplifica por el hecho notable de que cuenta con el apoyo de casi todos los partidos en el parlamento (el populista Movimento 5 Stelle, la Lega populista de derecha, la Forza Italia de Berlusconi, la burguesía de izquierda, Partito Democratico, entre otros).

 

Sinistra italiana, un pequeño partido de izquierda asociado con LINKE en Alemania, SYRIZA en Grecia, los ex partidos estalinistas PCF en Francia y PCE en España, se dividió y dos de sus tres diputados votaron por el gobierno de Draghi. (Por cierto: este partido archioportunista ya formó parte del segundo gobierno del Conte en 2019-21. ¡Hasta aquí el “socialismo” de estos ex-estalinistas!)

 

Como era de esperar, el Pase Verde cuenta con el apoyo entusiasta de Confindustria, la confederación nacional de capitalistas monopolistas de Italia, y de todas las instituciones burguesas, desde los medios de comunicación hasta la iglesia. Vergonzosamente, lo mismo ocurre con la burocracia de los principales sindicatos reformistas como CGIL, CISL o UIL, así como con la llamada Izquierda.

 

En resumen, la clase trabajadora de Italia se enfrenta a una alianza impía de la maquinaria estatal capitalista, los patrones y los burócratas. Por tanto, es extraordinario que, a pesar de un enemigo de clase tan gigantesco, importantes sectores de los trabajadores estén librando una lucha decidida contra este ataque autoritario a sus derechos fundamentales.

 

Como ya informamos, los trabajadores portuarios de Italia están a punto de iniciar acciones de huelga y bloqueos en casi todos los puertos. [2] El 11 de octubre tuvo lugar una huelga general organizada por una alianza de sindicatos de base militantes, que representan a la vanguardia obrera. Si bien la plataforma oficial (que ya había sido acordada hace algún tiempo) estaba enfocada a las demandas económicas, varios sindicatos militantes que organizaron la huelga general se han opuesto públicamente al Pase Verde. Muchos participantes de las movilizaciones portaban pancartas contra este ataque del gobierno. [3]

 

 

 

Ataque fascista a la sede de la CGIL

 

 

 

El 9 de octubre tuvo lugar en Roma una manifestación masiva de unas 100.000 personas. Durante este hecho, un pequeño grupo de personas (según varios informes se trata de un grupo de fascistas) atacó la sede de la principal federación sindical de izquierda, CGIL.

 

Obviamente, los revolucionarios denuncian estos ataques reaccionarios. Sin embargo, este incidente ha sido utilizado cínicamente por el gobierno de Draghi, los patrones y la burocracia sindical para desviar la atención pública del autoritario ataque del Pase Verde. Draghi visitó personalmente la sede nacional de la CGIL, donde los burócratas le dieron una cálida bienvenida. Confindustria e incluso los partidos políticos de derecha expresaron su solidaridad. Todos se movilizan para una manifestación nacional contra el fascismo el 16 de octubre, donde se llama al estado a disolver al fascista Forza Nuova (el grupo que participó en el ataque reaccionario a la sede de la CGIL).

 

Es evidente que los socialistas deben defender a los sindicatos reformistas contra cualquier agresión fascista. ¡Sin embargo, esto no debe llevarlos a seguir ciegamente al gobierno capitalista (y a los burócratas laborales) que utilizan tal evento para confundir y desmovilizar la lucha de los trabajadores contra los ataques reaccionarios a sus derechos democráticos fundamentales!

 

 

 

PCL, LIT-CI e IMT: Denunciando la lucha contra el pase verde como "reaccionaria"

 

 

 

Desafortunadamente, varias organizaciones de izquierda también caen en esta trampa de la clase dominante. Como ya señalamos en nuestro informe antes mencionado sobre la huelga general del 11 de octubre, pseudo-trotskistas italianos como el PCL y el grupo mandelista denuncian la lucha contra el Pase Verde como “reaccionaria”.

 

Llegados a este punto no repetiremos nuestra crítica. Solo señalamos que la dirección del PCL, en un nuevo comunicado, denuncia abiertamente la huelga de los trabajadores portuarios contra el Pase Verde y los llama “retaguardia”, es decir, ¡el opuesto reaccionario de una vanguardia! [4] ¡Qué calumnia más cínica! Los trabajadores portuarios son una vanguardia tradicional en la lucha de clases con una alta conciencia política. ¡Hace solo unos meses, esta supuesta “retaguardia” bloqueó un cargamento de armas y explosivos con destino a Israel en una muestra de solidaridad con el pueblo palestino! [5]

 

Sinistra Classe Rivoluzione -los afiliados italianos de la IMT de Alan Woods- también se une a los medios capitalistas y los burócratas reformistas para difamar vergonzosamente la ira de las masas contra el Pase Verde. Afirman que esto es algo asociado a la pequeña burguesía y al lumpenproletariado. ("Esta medida está desatando la ira entre un sector de los trabajadores (aunque no la mayoría), y especialmente de la pequeña burguesía y el lumpenproletariado"). [6] Tal enfoque no es sorprendente ya que la IMT ha apoyado la Contrarrevolución del COVID desde el principio y elogió la política de confinamiento del régimen capitalista estalinista chino. [7]

 

La adaptación archioportunista del grupo italiano IMT al reformismo también se refleja en el hecho de que defiende el clásico llamado socialdemócrata al estado para prohibir a los fascistas (“La manifestación del sábado pide la disolución de todas las organizaciones fascistas. La necesidad de esto es indiscutible, y lo suscribimos”). Los auténticos trotskistas, por el contrario, se niegan a difundir tales ilusiones criminales en el estado capitalista. ¡los fascistas deben ser aplastados, pero deben ser aplastados por los trabajadores armados y oprimidos! León Trotsky, líder central de la Revolución de octubre de 1917, fue muy claro sobre este tema. “Nuestra consigna no es la de confiar el desarme de las bandas fascistas del capital financiero a su propia policía. Nos negamos a sembrar la criminal ilusión de que el gobierno capitalista pueda proceder realmente, al desarme de las bandas capitalistas. Los explotados deben defenderse contra los capitalistas. ¡Armar al proletariado, armar a los campesinos pobres! ¡Milicia popular antifascista!" [8]

 

No es casualidad que la IMT con sede en Gran Bretaña repita la política burguesa de la socialdemocracia, ya que ha existido de manera oportunista como una facción dentro de los partidos reformistas o incluso abiertamente burgueses durante décadas. Esto ha dado forma a su política desde el principio. Estos "trotskistas", por ejemplo, incluso se negaron a pedir el fin de la guerra imperialista británica contra Argentina en 1982. Lo hicieron, entre otros, ¡con el argumento socialchovinista de que las Malvinas pertenecerían a Gran Bretaña y ese sería el deseo de los pocos colonos de esta isla que ejercen su “autodeterminación nacional”! [9]

 

El Partito di Alternativa Comunista -la sección italiana de la LIT-CI (PSTU en Brasil)- se opone formalmente al Pase Verde, pero, en efecto, está de acuerdo con los principios de la política burguesa sobre el COVID. [10] Trata todo el tema como uno de importancia de tercer o cuarto nivel (no tiene un solo artículo en su sitio web sobre este tema). Sus argumentos contra el Pase Verde son, de hecho, un llamado a una intervención aún más autoritaria del estado. ¡Critican al gobierno y a Confindustria por “negar la pandemia” cuando en realidad utilizan la histeria sobre la pandemia como justificación para imponer el Pase Verde obligatorio! Van más allá al afirmar que el Pase Verde “es también un pretexto para eliminar todas las medidas de distanciamiento social y contener el contagio, especialmente en el ámbito laboral. Por eso también nos oponemos. Pero no podemos aceptar las posiciones de quienes se oponen al Pase Verde apoyando posiciones reaccionarias no vax o negacionistas”. [11] Asimismo, critican que “para las escuelas, el distanciamiento social no es obligatorio sino solo sugerido”. [12]

 

En resumen, todas estas organizaciones no reconocen el carácter peligroso de la política del Pase Verde como un instrumento bonapartista estatal y autoritario para lanzar un ataque estratégico contra la clase obrera y las masas populares. En cambio, ¡denuncian las protestas masivas contra el Pase Verde como reaccionarias! Peor aún, critican al gobierno de Draghi por no lanzar medidas autoritarias aún más drásticas para imponer un "distanciamiento social", es decir, ¡para debilitar y socavar la colectividad entre los trabajadores y los oprimidos! Pero al final, esto no es sorprendente, ya que estas organizaciones y sus afiliados internacionales han apoyado la política de bloqueo de los gobiernos capitalistas en el último año y medio.

 

 

 

PTS/FT: No comprender la naturaleza del Pase Verde

 

 

 

Lamentablemente, Frazione Internazionalista Rivoluzionaria (FIR), la afiliada italiana de la Fracción Trotskista (PTS en Argentina), se adapta a esta tendencia reaccionaria de la izquierda centrista. Es cierto que, en principio, se opone al Pase Verde. Los camaradas señalan y critican correctamente que “la izquierda ... defiende en gran medida el Pase Verde”. [13]

 

Sin embargo, los camaradas no logran comprender la naturaleza del Pase Verde y la política de la clase dominante que lo respalda. Las siguientes oraciones de su declaración programática sobre este tema dejan esto bastante claro. “Es a la luz de este conflicto de clases que debe verse la adopción “fuerte” del Green Pass en Italia. Es una herramienta que se puede utilizar, con cierta voluntad política, para empujar la crisis en gran medida a las espaldas de la clase trabajadora, para seguir sin proporcionar los aumentos necesarios en la financiación de la salud pública y para evitar tener que adoptar más medidas de salud integrales y estructurales incluso antes de que las vacunas estuvieran disponibles". (Énfasis en el original)

 

Entonces, los compañeros de la FT dicen que el Pase Verde “puede” ser utilizado por la clase dominante “con cierta voluntad política”. No, camaradas, esto es confuso en el mejor de los casos. Esta formulación sugiere que el Pase Verde introducido por un gobierno burgués en el período de profunda crisis del capitalismo también puede tener un propósito diferente, uno que no estaría dirigido contra la clase trabajadora.

 

¡Camaradas, esto es una tontería peligrosa! Cuando un gobierno burgués introduce una política económica en un período de profunda crisis capitalista, será inevitable una política en interés de los patrones y no de los trabajadores. Cuando un gobierno burgués introduce una política militar en un período de profunda crisis capitalista, será inevitable una política en interés de la clase dominante y no de los trabajadores. ¿Por qué debería ser diferente cuando se trata del tema de la política de salud en un período de profunda crisis capitalista? Como hemos demostrado en numerosos trabajos, toda la respuesta de la clase dominante a la pandemia de COVID estuvo (y solo pudo haber estado) determinada por intereses políticos y económicos dirigidos contra la clase trabajadora y los pueblos oprimidos. Por eso lo llamamos la Contrarrevolución del COVID. [14]

 

Los camaradas de la FT parecen ignorar que el Pase Verde ha sido inventado por la clase dominante como un instrumento contra los trabajadores y oprimidos. ¡Nunca tuvo otro propósito y no puede tener ningún otro propósito! Por eso, la clase dominante en muchos países del mundo ha introducido instrumentos como el Pase Verde con el pretexto de la pandemia. La dictadura capitalista estalinista en China fue la primera en hacerlo. [15] Macron en Francia y Mitsotakis en Grecia hicieron algo similar. Otros gobiernos europeos están discutiendo actualmente tales restricciones. Todos estos instrumentos, como la política de encierro, son parte de una estrategia de la clase dominante para expandir la vigilancia y el control del estado capitalista contra las masas populares y promover los intereses de lucro de las grandes corporaciones.

 

 

 

El PTS/FT frente a la contrarrevolución de COVID

 

 

 

Lamentablemente, los compañeros de Fracción Trotskista (FT) no lo entienden. Es por eso que, por un lado, advierten que la clase dominante puede utilizar la política COVID, ya sea el Pase Verde o el estado de emergencia/confinamientos, y, por otro lado, no se oponen en principio a dicha política.

 

Tememos que el liderazgo de FT esté fundamentalmente de acuerdo con la política de encierro. Es por eso que nunca convocaron protestas en su contra, sino que se limitaron a exigir el pago de los salarios completos durante los períodos de cierre.

 

Asimismo, la FT está de acuerdo, en principio, con la campaña de vacunación masiva de los gobiernos capitalistas que, ante todo, sirve a los intereses de las grandes farmacéuticas. Es por eso que su única crítica a la campaña capitalista de vacunación masiva es que no se hace con la suficiente eficacia y no en todos los países del mundo. [16]

 

Del mismo modo, comparten la política antisocial de la clase dominante de cerrar las escuelas y aislar a los niños unos de otros. Su sección estadounidense ha publicado un manifiesto programático que demuestra los defectos de su política. “Aunque la propagación de la variante Delta altamente contagiosa debería conducir a mayores medidas de seguridad, parece que muchas escuelas están haciendo lo contrario. Por ejemplo, el Departamento de Educación de la Ciudad de Nueva York en realidad disminuirá la rigurosidad de las medidas para mantener seguros a los niños, como el distanciamiento social, las pruebas y la cuarentena. (…) Las escuelas deben ser más seguras antes de permitir que los niños regresen a las clases presenciales, especialmente porque las escuelas parecen estar impulsando la propagación comunitaria de la variante Delta”. [17] Y esto a pesar del hecho bien conocido de que el virus no representa ningún peligro grave para los niños, que es importante que desarrollen anticuerpos, que la educación es importante para los jóvenes (y la sociedad en general) y que los contactos sociales son cruciales para ellos.

 

Los compañeros de la FT también comparten la política burguesa de abogar por el distanciamiento social, un instrumento peligroso que socava la cohesión social en general y la lucha de clases en particular. “Al mismo tiempo, mientras que el público en general experimenta fatiga pandémica, no podemos caer en la trampa de volver a empaquetar estadios y otros lugares a medida que las variantes continúan extendiéndose. Esto solo prolongará la pandemia y aumentará las muertes. Vacunarse, usar máscaras, evitar grandes eventos públicos: todo esto debe verse como actos de solidaridad de la clase trabajadora para enfrentar una pandemia que el sistema capitalista no está dispuesto a resolver”. [18] Entonces, ¿distanciarnos unos de otros, "evitar grandes eventos públicos" (es decir, evitar las asambleas y manifestaciones masivas) son actos de "solidaridad de la clase trabajadora"? ¡No, esta es la pesadilla para muchos trabajadores y jóvenes y un sueño húmedo de los patrones y políticos!

 

Vemos, la dirección del PTS/FT está esencialmente ligada ideológicamente a la política capitalista COVID-19. Por supuesto, tienen críticas, señalan que los capitalistas combinan esto con intereses de lucro, etc. Pero en sus fundamentos esenciales, el PTS/FT comparte esta política. Por eso afirman: “Por supuesto, estamos de acuerdo con el concepto abstracto de trabajos “seguros” (…) y con la necesidad de vacunar al mayor número posible de personas”.

 

Es por tal adaptación oportunista que el FT no ha logrado desde el principio delinear ningún programa significativo de lucha contra la Contrarrevolución del COVID. ¡Ni siquiera sabían que se había producido tal contrarrevolución y nunca caracterizaron la respuesta de la clase dominante a la pandemia como tal!

 

 

 

¿Un “choque de civilizaciones”, en serio?

 

 

 

Por la misma razón, no pueden abogar hoy por ninguna lucha seria contra el Pase Verde en Italia. Los camaradas italianos del FT consideran a esos grandes sectores de la población que se oponen a la vacunación obligatoria de facto como algo entre reaccionarios y tontos. “Según datos del gobierno, casi 14 millones de trabajadores ya tienen un Pase Verde; los que no incluyen el grupo con menor tasa de vacunación de la población, personas de 50 a 59 años. Es dentro de este grupo de edad donde ha proliferado la oposición más abierta a la vacunación, principalmente debido a los temores sobre los efectos secundarios y a la creencia de que las vacunas son en gran medida ineficaces, una posición que los datos refutan punto por punto, pero que no se ha convertido en una parte suficientemente importante del discurso público. Además de eso, la situación se ve agravada por los matices de un "choque de civilizaciones" entre "pro-vaxxers" y "anti-vaxxers". Todo se mezcla en un mismo caldero con las opiniones de los reaccionarios más descarados -"la gente de Trump", que son en su mayoría dueños de pequeñas y medianas empresas- y segmentos de los más empobrecidos, cuya desconfianza en las instituciones se manifiesta en una forma de populismo individual".

 

Tal afirmación pierde completamente el sentido. Uno tiene que preguntarse más bien lo siguiente: ¿Cómo es posible que solo la mitad de la población de Italia apoye el Pase Verde a pesar de que los partidos burgueses, los medios de comunicación y las instituciones están unidos en la defensa del Pase Verde y bombardean al pueblo sin descanso desde entonces? ¡¿Cuántas semanas con la correspondiente propaganda manipuladora?! ¿No refleja esto que las masas populares se oponen instintivamente a un ataque tan draconiano a sus derechos? Y contrariamente a la declaración de FT, es el grupo de menores de 34 años donde la resistencia es más fuerte. [19]

 

Además, ¿por qué los camaradas no se preguntan por qué todas las personas deberían vacunarse contra un virus que es un grave peligro solo para las personas mayores y para quienes tienen un sistema inmunológico precario? ¿Y por qué es un problema si hay personas no vacunadas cuando las vacunadas supuestamente están a salvo? ¿Y por qué los países que apenas impusieron restricciones (como Suecia y Uruguay) no tuvieron más muertes per cápita (o incluso menos) que los países que impusieron el régimen de confinamiento y distanciamiento social más severo? [20]

 

No, camaradas, esto no es un "choque de civilizaciones" entre los ilustrados y los atrasados. Esta es una ofensiva cruel de la clase dominante en todo el mundo contra la clase trabajadora y los oprimidos. Seguramente, entre quienes se oponen a esta política también hay elementos reaccionarios o incluso fascistas. Aquellos a quienes les gusta referirse a este hecho convenientemente “olvidan” mencionar que los partidos de extrema derecha en el poder han impuesto la política de cierre más draconiana (es decir, en India y Hungría), por no hablar de varias dictaduras.

 

De todos modos, la oposición de los fascistas al Pase Verde no es un argumento. A tales fuerzas les gusta explotar la ira popular para sus propios fines. Además, los revolucionarios derivan su política de los intereses de la clase trabajadora, ¡y no mirando a los fascistas con un espejo invertido! Para dar solo un ejemplo: los fascistas franceses e ingleses también se opusieron a la defensa de su patria contra Hitler en la década de 1930. ¡Pero esto no significó que los trotskistas vacilaran en su posición antipatriótica o incluso se unieran al campo del imperialismo anglo-francés!

 

La solución no debe ser que los socialistas ignoren el movimiento de protesta contra el Pase Verde o dejen el campo a los elementos de derecha. Más bien deben unirse a la lucha de masas, construir un movimiento obrero independiente contra la política reaccionaria de COVID de los gobiernos y luchar contra la presencia de fascistas en tales actividades. La huelga general italiana del 11 de octubre y la lucha de los trabajadores del puerto contra el Pase Verde son excelentes puntos de partida para tal política.

 

Es un hecho que muchos trabajadores reconocen instintivamente el carácter reaccionario del bonapartismo estatal capitalista y se oponen a la política de la Contrarrevolución del COVID (Cierres, distanciamiento social, vacunación obligatoria, Pase Verde, etc.) De una forma u otra, los camaradas del FT están consciente de esto. Pero su conclusión es ignorar o minimizar la oposición de la clase trabajadora contra el Pase Verde.

 

En un informe sobre la huelga general italiana del 11 de octubre, los camaradas del FIR/FT no mencionan el hecho de que varios sindicatos levantaron consignas contra el Pase Verde y varias marchas fueron encabezadas por pancartas expresando tal punto de vista. [21] Más bien callan estos hechos y afirman: “Notablemente escasos o completamente ausentes fueron algunos de los grupos de “anti-pase verde” (pasaporte de vacunas). Los sindicatos de base han rechazado la división que el gobierno ha estado provocando durante meses, con el objetivo de enfrentar a los trabajadores entre sí como "vax" o "no vax"”. [22]

 

 

 

La Sección FT francesa lucha contra el Pase Verde… ¡pero sus camaradas la rechazan!

 

 

 

Nuestra crítica del enfoque de FT a la Contrarrevolución COVID sería incompleta si no informamos sobre la posición de sus camaradas franceses en Révolution Permanente (RP). Como se sabe, también ha habido un movimiento de masas contra el Pase Verde que movilizó a cientos de miles de personas todos los fines de semana desde julio. Los compañeros del RP reconocieron acertadamente el carácter fundamentalmente progresista de este movimiento contra el “autoritarismo sanitario”. En consecuencia, han participado en este movimiento y luchado por una política de clase obrera independiente y contra la influencia de las fuerzas de derecha.

 

También reconocen el carácter reaccionario de la Contrarrevolución del COVID y se oponen a sus diversas características. “Más que nunca ante el autoritarismo gubernamental, es urgente exigir la derogación inmediata del pase sanitario, pero también del estado de emergencia sanitaria, y todas las medidas y leyes contra la libertad, que pretenden institucionalizarse, con el fin de romper nuestra resistencia, para que no podamos librar luchas en el futuro”. [23]

 

Sin embargo, si uno mira el sitio web español, inglés o alemán del FT, ¡no encontrará ni un solo artículo sobre estas protestas masivas y sobre el acercamiento de sus camaradas franceses! ¡Es obvio que la dirección internacional del FT ha ordenado a su sección que guarde silencio sobre este tema! Rechazan el enfoque más izquierdista de Révolution Permanente por estar en total contradicción con la política internacional del PTS/FT que se adapta de manera oportunista a la política de la Contrarrevolución del COVID.

 

Concluimos este ensayo llamando a los compañeros de la FT en todos los países a abrir una discusión seria y honesta sobre el carácter de la Contrarrevolución COVID y la estrategia necesaria para que la clase trabajadora luche contra ella. Pourquoi certains socialistes refusent-ils de soutenir la lutte de masse contre le « Pass Sanitaire » ?

 

PTS/FT, PSTU/LIT, TMI et PCL face à la dernière étape de la Contre-révolution COVID

L'Italie est divisée par une lutte de masse contre l'introduction du Pass Sanitaire par le gouvernement néolibéral Draghi. Le Pass Sanitaire rend obligatoire la vaccination de tous les travailleurs(ou test de récupération ou test négatif des 48 dernières heures pour lequel ils doivent se payer). Si les travailleurs ne répondent pas à ces critères, ils seront licenciés.

 

Le Pass Sanitaire est un instrument bonapartiste d'État pour obliger l'ensemble de la population à se faire vacciner, surveiller son état de santé et permettre aux employeurs de licencier plus facilement les travailleurs. Il sert l'expansion de l'appareil d'État capitaliste, ainsi que les intérêts de profit du Big Pharma. [1]

 

Le Pass Sanitaire est un projet clé du gouvernement réactionnaire Draghi. Il s'agit d'un gouvernement qui représente l'ensemble de la bourgeoisie monopoliste en Italie, illustré par le fait remarquable qu'il est soutenu par presque tous les partis au parlement (le populiste Movimento 5 Stelle , la Lega populiste de droite, l' Italie de Forza Berlusconi, la gauche bourgeoisie, Partito Democratico , entre autres).

 

L'italien Sinistra , petit parti de gauche associé à LINKE en Allemagne, SYRIZA en Grèce, les anciens partis staliniens PCF en France et PCE en Espagne, se sont séparés et deux de ses trois députés ont voté pour le gouvernement Draghi. (Au fait : ce parti archi-opportuniste faisait déjà partie du deuxième gouvernement Conte en 2019-21. Jusqu'ici le « socialisme » de ces ex-staliniens !)

 

Sans surprise, le Pass Sanitaire est soutenu avec enthousiaste par Confindustria, la confédération nationale italienne des capitalistes monopolistes, et de toutes les institutions bourgeoises, des médias à l'église. Malheureusement, il en va de même avec la bureaucratie des principaux syndicats réformistes comme la CGIL, la CISL ou l'UIL, ainsi qu'avec la soi-disant gauche.

 

En bref, la classe ouvrière italienne fait face à une alliance impie de la machine d'État capitaliste, des patrons et des bureaucrates. Il est donc extraordinaire que, malgré un ennemi de classe aussi gigantesque, des secteurs importants des travailleurs mènent une lutte déterminée contre cette attaque autoritaire contre leurs droits fondamentaux.

 

Comme nous l'avons déjà signalé, les dockers italiens sont au bord de la grève et des blocus dans presque tous les ports. [2] Le 11 octobre, une grève générale a été organisée par une alliance de syndicats de base militants, représentant l'avant-garde ouvrière. Bien que la plate-forme officielle (qui avait déjà été convenue il y a quelque temps) était axée sur des revendications économiques, plusieurs syndicats militants qui ont organisé la grève générale se sont publiquement opposés au Pass Sanitaire. De nombreux participants aux mobilisations portaient des banderoles contre cette attaque gouvernementale. [3]

 

 

 

Attaque fasciste contre le siège de la CGIL

 

 

 

Le 9 octobre, une manifestation massive d'environ 100 000 personnes a eu lieu à Rome. Au cours de cet événement, un petit groupe de personnes (selon divers rapports, il s'agit d'un groupe de fascistes) a attaqué le siège de la principale fédération syndicale de gauche, la CGIL.

 

Évidemment, les révolutionnaires dénoncent ces attaques réactionnaires. Cependant, cet incident a été cyniquement utilisé par le gouvernement Draghi, les patrons et la bureaucratie syndicale pour détourner l'attention du public de l'attaque autoritaire du Pass Sanitaire. Draghi a personnellement visité le siège national de la CGIL, où il a été chaleureusement accueilli par les bureaucrates. Confindustria et même les partis politiques de droite ont exprimé leur solidarité. Tous se mobilisent pour une manifestation nationale contre le fascisme le 16 octobre, où l'État est appelé à démanteler le fasciste Forza Nuova (le groupe qui a participé à l'attaque réactionnaire contre le siège de la CGIL).

 

Il est clair que les socialistes doivent défendre les syndicats réformistes contre toute agression fasciste. Cependant, cela ne doit pas les conduire à suivre aveuglément le gouvernement capitaliste (et les bureaucrates travaillistes) qui utilisent un tel événement afin de semer la confusion et démobiliser la lutte des travailleurs contre les attaques réactionnaires contre leurs droits démocratiques fondamentaux !

 

 

 

PCL, LIT-CI et TMI : Qualifient la lutte contre le Pass Sanitaire de « réactionnaire »

 

 

 

Malheureusement, plusieurs organisations de gauche tombent également dans ce piège de la classe dirigeante. Comme nous l'avons déjà souligné dans notre rapport précité sur la grève générale du 11 octobre, des pseudo-trotskystes italiens comme le PCL et le groupe mandéliste dénoncent la lutte contre le Pass Sanitaire comme « réactionnaire ».

 

À ce stade, nous ne répéterons pas notre critique. Signalons seulement que la direction du PCL, dans un nouveau communiqué, dénonce ouvertement la grève des dockers contre le Pass Sanitaire et les qualifie d'« arrière-garde », c'est-à-dire le contraire réactionnaire d'une avant-garde ! [4] Quelle calomnie cynique ! Les dockers sont une avant-garde traditionnelle dans la lutte des classes avec une haute conscience politique. Il y a quelques mois à peine, cette soi-disant « arrière - garde » a bloqué une cargaison d'armes et d'explosifs à destination d'Israël en signe de solidarité avec le peuple palestinien ! [5]

 

Sinistra Classe Rivoluzione - les affiliés italiens de TMI d'Alan Woods - se joint également aux médias capitalistes et aux bureaucrates réformistes pour diffamer honteusement la colère des masses contre le Pass Sanitaire. Ils prétendent que c'est quelque chose associé à la petite bourgeoisie et au lumpenprolétariat. (« Cette mesure déchaîne la colère d'une partie des ouvriers (mais pas de la majorité), et surtout de la petite bourgeoisie et du lumpenprolétariat »). [6] Une telle approche n'est pas surprenante car le TMI a soutenu la contre-révolution COVID depuis le début et a salué la politique de confinement du régime capitaliste stalinien chinois. [7]

 

L'adaptation archi-opportuniste du groupe italien TMI au réformisme se reflète également dans le fait qu'il défend l'appel classique social-démocrate lancé à l'État pour interdire les fascistes (« La manifestation de samedi appelle à la dissolution de toutes les organisations fascistes. La nécessité de cela est indiscutable, et nous y souscrivons.»). Les trotskystes authentiques, au contraire, refusent de répandre de telles illusions criminelles dans l'État capitaliste. Les fascistes doivent être écrasés, mais ils doivent être écrasés par les ouvriers armés et opprimés ! Léon Trotsky, leader central de la Révolution d'Octobre 1917, a été très clair sur cette question. "Notre slogan est de ne pas confier le désarmement des gangs fascistes du capital financier à sa propre police. Nous refusons de semer l'illusion criminelle que le gouvernement capitaliste peut effectivement procéder au désarmement des gangs capitalistes. Les exploités doivent se défendre contre les capitalistes. Armez le prolétariat, armez les pauvres paysans ! Milice populaire antifasciste ! " [8]

 

Ce n'est pas un hasard si le TMI basé en Grande-Bretagne répète la politique bourgeoise de la social-démocratie, ayant existé de manière opportuniste en tant que faction au sein de partis réformistes ou même ouvertement bourgeois pendant des décennies. Cela a façonné sa politique depuis le début. Ces « trotskystes », par exemple, ont même refusé d'appeler à la fin de la guerre impérialiste britannique contre l'Argentine en 1982. Ils l'ont fait, entre autres, avec l'argument social-chauvin que les Îles Malouines appartiendraient à la Grande-Bretagne et que ce serait le vœu des quelques colons de cette île qui exercent leur « autodétermination nationale » ! [9]

 

Le Partito di Alternativa Comunista - la section italienne du LIT-CI (PSTU au Brésil) - s'oppose formellement au Pass Sanitaire, mais, dans les faits, est d'accord avec les principes de la politique bourgeoise sur le COVID. [10] Traitez l'ensemble du sujet comme un sujet d'importance de troisième ou quatrième niveau (vous n'avez pas un seul article sur votre site Web sur ce sujet). Ses arguments contre le Pass Sanitaire sont, en fait, un appel à une intervention encore plus autoritaire de l'État. Ils reprochent au gouvernement et à la Confindustria de « nier la pandémie » alors qu'en fait ils utilisent l'hystérie autour de la pandémie comme justification pour imposer le Pass Sanitaire obligatoire ! Ils vont plus loin en précisant que le Pass Sanitaire «c'est aussi un prétexte pour supprimer toutes les mesures de distanciation sociale et contenir la contagion, notamment sur le lieu de travail. C'est pourquoi nous nous y opposons également. Mais nous ne pouvons pas accepter les positions de ceux qui s'opposent au Pass Sanitaire soutenant des positions réactionnaires qui ne sont pas vax ou déni ». [11] De même, ils critiquent que « pour les écoles, la distanciation sociale n'est pas obligatoire mais seulement suggérée ». [12]

 

Bref, toutes ces organisations ne reconnaissent pas le caractère dangereux de la politique du Pass Sanitaire en tant qu'instrument bonapartiste d’Ètat et autoritaire pour lancer une attaque stratégique contre la classe ouvrière et les masses populaires. Au lieu de cela, ils dénoncent les protestations massives contre le Pass Sanitaire comme réactionnaires ! Pire encore, ils reprochent au gouvernement Draghi de ne pas avoir lancé de mesures autoritaires encore plus drastiques pour imposer la « distanciation sociale », c'est-à-dire affaiblir et saper la collectivité entre les travailleurs et les opprimés ! Mais en fin de compte, ce n'est pas surprenant, car ces organisations et leurs affiliés internationaux soutiennent la politique de lockdown des gouvernements capitalistes depuis un an et demi.

 

 

 

PTS/FT : Ne pas comprendre la nature du Pass Sanitaire

 

 

 

Malheureusement, la Frazione Internazionalista Rivoluzionaria (FIR), la filiale italienne de la Fraction trotskiste (PTS en Argentine), s'adapte à cette tendance réactionnaire de la gauche centriste. Il est vrai qu'il s'oppose par principe au Pass Sanitaire. Les camarades soulignent et critiquent à juste titre que « la gauche… défend largement le Pass Sanitaire ». [13]

 

Cependant, les camarades ne parviennent pas à comprendre la nature du Pass Sanitaire et la politique de la classe dirigeante derrière son dos. Les phrases suivantes de  déclaration de leur programme sur ce sujet le montrent assez clairement. « C'est à la lumière de ce conflit de classe qu'il faut voir l'adoption « forte » du Pass Sanitaire en Italie. C'est un outil qui peut être utilisé, avec une certaine volonté politique, pour repousser la crise en grande partie dans le dos de la classe ouvrière, pour continuer à ne pas fournir les augmentations nécessaires du financement de la santé publique et pour éviter d'avoir à prendre de nouvelles mesures des systèmes de santé structurels et complets avant même que les vaccins ne soient disponibles . » (souligné dans l'original)

 

Ainsi, les camarades du FT disent que le Pass Sanitaire « peut » utilisé par la classe dirigeante » avec une certaine volonté politique » . Non, camarades, c'est au mieux déroutant. Cette formulation suggère que le Pass Sanitaire introduit par un gouvernement bourgeois dans la période de crise profonde du capitalisme peut également avoir un objectif différent, qui ne serait pas dirigé contre la classe ouvrière.

 

Camarades, c'est un non-sens dangereux ! Lorsqu'un gouvernement bourgeois introduira une politique économique dans une période de crise capitaliste profonde, une politique dans l'intérêt des patrons et non des travailleurs sera inévitable. Pourquoi en serait-il autrement en ce qui concerne la question de la politique de santé dans une période de profonde crise capitaliste ? Comme nous l'avons montré dans de nombreux ouvrages, toute la réponse de la classe dirigeante à la pandémie de COVID était (et ne pouvait être que) déterminée par des intérêts politiques et économiques dirigés contre la classe ouvrière et les peuples opprimés. C'est pourquoi nous l'appelons la contre-révolution COVID.[14]

 

Les camarades du FT semblent ignorer que le Pass Sanitaire a été inventé par la classe dirigeante comme un instrument contre les travailleurs et les opprimés. Il n'a jamais eu d'autre but et il ne peut pas avoir d'autre but ! Pour cette raison, la classe dirigeante de nombreux pays du monde a introduit des instruments tels que le Pass Sanitaire sous prétexte de pandémie. La dictature capitaliste stalinienne en Chine a été la première à le faire. [15]Macron en France et Mitsotakis en Grèce ont fait quelque chose de similaire. D'autres gouvernements européens discutent actuellement de telles restrictions. Tous ces instruments, tels que la politique de confinement, font partie d'une stratégie de la classe dirigeante pour étendre la surveillance et le contrôle de l'État capitaliste contre les masses populaires et promouvoir les intérêts de profit des grandes entreprises.

 

 

 

Le PTS/FT face à la contre-révolution COVID

 

 

 

 Malheureusement, les camarades de Fracción Trotskista (FT) ne le comprennent pas. C'est pourquoi ils avertissent, d'une part, que la classe dirigeante peut utiliser la politique COVID - que ce soit le Pass Sanitaire ou l'état d'urgence / Confinement - et, d'autre part, ils ne s'opposent pas par principe à une telle politique.

 

Nous craignons que la direction du FT soit fondamentalement d'accord avec la politique de confinement. C'est pourquoi ils n'ont jamais appelé à protester contre lui, mais se sont limités à exiger le paiement de l'intégralité des salaires pendant les périodes de Confinement.

 

De même, le FT est d'accord, en principe, avec la campagne de vaccination massive des gouvernements capitalistes qui sert avant tout les intérêts des grandes entreprises pharmaceutiques. C'est pourquoi sa seule critique à l'encontre de la campagne de vaccination de masse capitaliste est qu'elle n'est pas menée assez efficacement et pas dans tous les pays du monde. [16]

 

De même, ils partagent la politique antisociale de la classe dirigeante consistant à fermer les écoles et à isoler les enfants les uns des autres. Sa section américaine a publié un manifeste programmatique qui démontre les failles de sa politique. "Bien que la propagation de la variante Delta hautement contagieuse devrait conduire à des mesures de sécurité accrues, il semble que de nombreuses écoles fassent le contraire. Par exemple, le ministère de l'Éducation de la ville de New York réduira en fait la rigueur des mesures visant à assurer la sécurité des enfants, telles que la distanciation sociale, les tests et la quarantaine. (…) Les écoles doivent être plus sûres avant de permettre aux enfants de retourner dans les classes en présentiel, d'autant plus que les écoles semblent favoriser la diffusion communautaire de la variante Delta ». [17] Y esto a pesar del hecho bien conocido de que el virus no representa ningún peligro grave para los niños, que es importante que desarrollen anticuerpos, que la educación es importante para los jóvenes (y la sociedad en general) y que los contactos sociales son cruciales pour eux.

 

Les camarades du FT partagent également la politique bourgeoise de prôner la distanciation sociale, un instrument dangereux qui sape la cohésion sociale en général et la lutte des classes en particulier. « Dans le même temps, alors que le grand public est fatigué par la pandémie, nous ne pouvons pas tomber dans le piège de reconditionner les stades et autres sites alors que les variantes continuent de se propager. Cela ne fera que prolonger la pandémie et augmenter les décès. Se faire vacciner, porter des masques, éviter les grands événements publics : tout cela doit être vu comme des actes de solidarité de la classe ouvrière pour faire face à une pandémie que le système capitaliste n'est pas disposé à résoudre ». [18] Alors, prenons-nous nos distances les uns des autres, « évitez les grands événements publics« (c'est-à-dire éviter les rassemblements de masse et les manifestations) sont des actes de « solidarité de la classe ouvrière » ? Non, c'est le cauchemar de nombreux travailleurs et jeunes et un rêve des patrons et des politiciens !

 

On le voit, la direction du PTS/FT est essentiellement liée idéologiquement à la politique capitaliste du COVID-19. Bien sûr, ils ont des critiques, ils soulignent que les capitalistes combinent cela avec des intérêts de profit, etc. Mais dans ses fondamentaux essentiels, le PTS/FT partage cette politique. C'est pourquoi ils affirment : « Bien sûr, nous sommes d'accord avec la notion abstraite d'emplois 'sûrs' (...) et avec la nécessité de vacciner le plus de personnes possible ».

 

C'est à cause d'une telle adaptation opportuniste que le FT a échoué dès le début à définir un programme significatif pour lutter contre la contre-révolution COVID. Ils ne savaient même pas qu'une telle contre-révolution s'était produite et ils n'ont jamais caractérisé la réponse de la classe dirigeante à la pandémie en tant que telle !

 

 

 

Un "choc des civilisations", sérieusement ?

 

 

 

Pour la même raison, ils ne peuvent plaider aujourd'hui pour une lutte sérieuse contre le Pass Sanitaire en Italie. Les camarades italiens du FT considèrent ces larges secteurs de la population qui s'opposent de facto à la vaccination obligatoire comme quelque chose entre les réactionnaires et les imbéciles. "Selon les données du gouvernement, près de 14 millions de travailleurs ont déjà un Pass Sanitaire ; ceux qui n'incluent pas le groupe ayant le taux de vaccination le plus bas de la population, les personnes âgées de 50 à 59 ans. C'est au sein de cette tranche d'âge que s'est multipliée l'opposition la plus virulente à la vaccination, principalement en raison des craintes d'effets secondaires et de la conviction que les vaccins sont largement inefficaces, une position que les données réfutent point par point mais qu'elle n'est pas devenue suffisamment partie importante du discours public. En plus de cela, la situation est exacerbée par des nuances de "choc des civilisations" entre "pro-vaxxers" et "anti-vaxxers". Tout se mélange dans le même chaudron avec les opinions des réactionnaires les plus flagrants — les « gens de Trump », qui sont pour la plupart propriétaires de petites et moyennes entreprises — et des segments des plus pauvres, dont la méfiance à l'égard des institutions se manifeste dans un forme de populisme individuel."

 

Une telle déclaration passe complètement à côté de l'essentiel. Il faut plutôt se poser la question suivante : comment est-il possible que seule la moitié de la population italienne soutienne le Pass Sanitaire malgré le fait que les partis bourgeois, les médias et les institutions soient unis dans la défense du Pass Sanitaire et qu'ils bombardent la ville sans relâche depuis ? Combien de semaines avec la propagande manipulatrice correspondante ?! Cela ne reflète-t-il pas que les masses populaires s'opposent instinctivement à une attaque aussi draconienne contre leurs droits ? Et contrairement au communiqué du FT, c'est le groupe des moins de 34 ans où la résistance est la plus forte. [19]

 

Aussi, pourquoi les camarades ne se demandent-ils pas pourquoi tout le monde devrait être vacciné contre un virus qui ne représente un danger sérieux que pour les personnes âgées et celles dont le système immunitaire est affaibli ? Et pourquoi est-ce un problème s'il y a des personnes non vaccinées alors que les vaccinés sont censés être en sécurité ? Et pourquoi les pays qui ont à peine imposé des restrictions (comme la Suède et l'Uruguay) ont-ils eu plus de décès par habitant (voire moins) que les pays qui ont imposé le régime de confinement et de distanciation sociale le plus sévère ? [20]

 

Non, camarades, ce n'est pas un "choc des civilisations" entre les éclairés et les arriérés. C'est une offensive cruelle de la classe dirigeante du monde entier contre la classe ouvrière et les opprimés. Certes, parmi ceux qui s'opposent à cette politique, il y a aussi des éléments réactionnaires voire fascistes. Ceux qui aiment se référer à ce fait « oublient » commodément de mentionner que les partis d'extrême droite au pouvoir ont imposé la politique de fermeture la plus draconienne (c'est-à-dire en Inde et en Hongrie), sans parler des diverses dictatures.

 

Cependant, l'opposition des fascistes au Pass Sanitaire n'est pas un argument. De telles forces aiment exploiter la colère populaire à leurs propres fins. De plus, les révolutionnaires tirent leur politique des intérêts de la classe ouvrière, et non en regardant les fascistes avec un miroir inversé ! Pour ne donner qu'un exemple : les fascistes français et anglais se sont également opposés à la défense de leur patrie contre Hitler dans les années 30. Mais cela ne veut pas dire que les trotskistes ont vacillé dans leur position antipatriotique ou même rejoint le camp de l'impérialisme anglo ! !

 

La solution ne doit pas être pour les socialistes d'ignorer le mouvement de protestation contre le Pass Sanitaire ou de laisser le champ aux éléments de droite. Au contraire, ils devraient rejoindre la lutte de masse, construire un mouvement ouvrier indépendant contre la politique réactionnaire COVID des gouvernements et lutter contre la présence de fascistes dans de telles activités. La grève générale italienne du 11 octobre et la lutte des travailleurs du port contre le Pass Sanitaire sont d'excellents points de départ pour une telle politique.

 

C'est un fait que de nombreux travailleurs reconnaissent instinctivement le caractère réactionnaire du bonapartisme d'État capitaliste et s'opposent à la politique de la Contre-révolution COVID (Fermetures, distanciation sociale, vaccination obligatoire,  Pass Sanitaire , etc.) D'une manière ou d'une autre, les camarades du FT en sont conscients. Mais sa conclusion est d'ignorer ou de minimiser l'opposition de la classe ouvrière contre le Pass Sanitaire.

 

Dans un reportage sur la grève générale italienne du 11 octobre, les camarades du FIR/FT n'évoquent pas le fait que plusieurs syndicats ont brandi des slogans contre le Pass Sanitaire et plusieurs marches ont été animées par des banderoles exprimant un tel point de vue. [21] Au contraire, ils gardent le silence sur ces faits et affirment : «Les groupes « anti-passe-vert » (passeport vaccin) étaient particulièrement peu nombreux ou totalement absents. Les syndicats de base ont rejeté la division que le gouvernement provoque depuis des mois, dans le but de dresser les travailleurs les uns contre les autres en tant que "vax" ou "no vax"». [22]

 

 

 

La Section française du FT se bat contre le Pass Sanitaire… mais ses camarades le rejettent !

 

 

 

Notre critique de l'approche du FT à la contre-révolution COVID serait incomplète si nous ne rendions pas compte de la position de leurs camarades français dans Révolution Permanente (RP). Comme on le sait, il y a aussi eu un mouvement de masse contre le Pass Sanitaire qui a mobilisé des centaines de milliers de personnes chaque week-end depuis juillet. Les camarades du RP ont à juste titre reconnu le caractère fondamentalement progressiste de ce mouvement contre « l'autoritarisme sanitaire». Par conséquent, ils ont participé à ce mouvement et ils luttent pour une politique ouvrière indépendante et contre l'influence des forces de droite.

 

Ils reconnaissent également le caractère réactionnaire de la contre-révolution COVID et s'opposent à ses diverses caractéristiques. « Plus que jamais devant l'autoritarisme gouvernemental, il est urgent d'exiger l'abrogation immédiate du Pass Sanitaire, mais aussi l'état d'urgence sanitaire, et toutes les mesures et lois contre la liberté, qui cherchent à s'institutionnaliser, afin de briser notre résistance, à cela nous ne pouvons pas lutter à l'avenir ». [23]

 

Pourtant, si vous regardez le site espagnol, anglais ou allemand du FT, vous ne trouverez pas un seul article sur ces manifestations massives et sur le rapprochement de leurs camarades français ! Il est évident que la direction internationale du FT a ordonné à sa section de se taire à ce sujet ! Ils rejettent l'approche plus gauchiste de Révolution Permanente comme étant en totale contradiction avec la politique internationale du PTS/FT qui s'adapte de manière opportuniste à la politique de la Contre-révolution COVID.

 

Nous concluons cet essai en appelant les camarades du FT dans tous les pays à ouvrir une discussion sérieuse et honnête sur le caractère de la contre-révolution COVID et la stratégie nécessaire pour que la classe ouvrière la combatte. La CCRI/RCIT, y compris nos nouveaux collègues de la Convergence socialiste en Argentine, a une histoire d'analyse et de lutte contre la contre-révolution COVID depuis sa création. Nous apprécierions beaucoup si nous pouvions nous réconcilier avec nos confrères du FT et lutter ensemble contre cette attaque stratégique contre la classe ouvrière et les opprimés !

Warum weigern sich einige Sozialisten, den Massenkampf gegen den "Grünen Pass" zu unterstützen?

 

PTS/FT, PSTU/LIT, IMT und PCL angesichts der jüngsten Phase der COVID-Konterrevolution

Italien wird durch einen Massenkampf gegen die Einführung des Grünen Passes durch die neoliberale Draghi-Regierung erschüttert. Der Grüne Pass schreibt allen Lohnabhängigen eine Impfung vor (bzw. einen Nachweis der Genesung oder einen negativen Test in den letzten 48 Stunden, den sie selbst bezahlen müssen). Wenn die Lohnabhängigen diese Kriterien nicht erfüllen, werden sie entlassen.

 

Der Grüne Pass ist ein staatlich-bonapartistisches Instrument, um die gesamte Bevölkerung zur Impfung zwingen, ihren Gesundheitszustand kontrolliert und es den Bossen erleichtert, die Arbeiter zu entlassen. Er dient dem Ausbau des kapitalistischen Staatsapparates sowie den Profitinteressen von Big Pharma. (1)

 

Der Grüne Pass ist ein Schlüsselprojekt der reaktionären Regierung Draghi. Es handelt sich um eine Regierung, die die gesamte Monopolbourgeoisie Italiens repräsentiert, was sich in der bemerkenswerten Tatsache zeigt, dass sie von fast allen Parteien im Parlament unterstützt wird (dem populistischen Movimento 5 Stelle, der rechtspopulistischen Lega, Berlusconis Forza Italia, dem links-bürgerlichen Partito Democratico sowie anderen).

 

Sinistra Italiana - eine kleine linke Partei, die mit der LINKE in Deutschland, SYRIZA in Griechenland, den ehemals stalinistischen Parteien PCF in Frankreich und PCE in Spanien verbunden ist - spaltete sich und zwei ihrer drei Abgeordneten stimmten für die Regierung Draghi. (Nebenbei bemerkt: Diese erz-opportunistische Partei war bereits Teil der zweiten Regierung von Conte in den Jahren 2019-21. So viel zum "Sozialismus" dieser Ex-Stalinisten!)

 

Es überrascht nicht, dass der Grüne Pass von der Confindustria - dem nationalen Verband der italienischen Monopolkapitalisten - und allen bürgerlichen Institutionen, von den Medien bis zur Kirche, enthusiastisch unterstützt wird. Beschämenderweise gilt dies auch für die Bürokratie der wichtigsten reformistischen Gewerkschaften wie CGIL, CISL oder UIL sowie für die so-genannte Linke.

 

Kurzum, die italienische Arbeiterklasse sieht sich einer unheiligen Allianz des kapitalistischen Staatsapparats, der Bosse und der Bürokraten gegenüber. Es ist daher erstaunlich, dass trotz eines solch gigantischen Klassenfeindes bedeutende Teile der Lohnabhängigen einen entschlossenen Kampf gegen diesen autoritären Angriff auf ihre Grundrechte führen.

 

Wie wir bereits berichtet haben, stehen die italienischen Hafenarbeiter kurz vor Streiks und Blockaden in fast allen Häfen. (2) Am 11. Oktober fand ein Generalstreik statt, der von einem Bündnis kämpferischer Basisgewerkschaften organisiert wurde, die die Vorhut der Arbeiter darstellen. Während sich die offizielle Plattform (die bereits vor einiger Zeit vereinbart worden war) auf wirtschaftliche Forderungen konzentrierte, haben sich verschiedene kämpferische Gewerkschaften, die den Generalstreik organisiert haben, öffentlich gegen den Grünen Pass ausgesprochen. Viele Teilnehmer an den Mobilisierungen trugen Transparente gegen diesen Angriff der Regierung. (3)

 

 

 

Faschistischer Angriff auf das Hauptquartier der CGIL

 

 

 

Am 9. Oktober fand in Rom eine Massendemonstration mit etwa 100.000 Teilnehmern statt. Während dieser Veranstaltung griff eine kleine Gruppe von Personen (verschiedenen Berichten zufolge handelte es sich um eine Gruppe von Faschisten) den Sitz des wichtigsten linken Gewerkschaftsverbands CGIL an.

 

Natürlich prangern Revolutionäre solche reaktionären Angriffe an. Dieser Vorfall wurde jedoch von der Regierung Draghi, den Bossen und der Gewerkschaftsbürokratie zynisch ausgenutzt, um die öffentliche Aufmerksamkeit von dem autoritären Angriff auf den Grünen Pass abzulenken. Draghi besuchte persönlich die nationale Zentrale der CGIL, wo er von den Bürokraten auf das Wärmste empfangen wurde! Die Confindustria und sogar rechtsgerichtete politische Parteien brachten ihre Solidarität zum Ausdruck. Sie alle mobilisieren für eine nationale Demonstration gegen den Faschismus am 16. Oktober, bei der der Staat aufgefordert wird, die faschistische Forza Nuova aufzulösen (die Gruppe, die an dem reaktionären Angriff auf den Sitz der CGIL beteiligt war).

 

Es ist klar, dass Sozialisten die reformistischen Gewerkschaften gegen jede faschistische Aggression verteidigen müssen. Dies darf jedoch nicht dazu führen, dass sie der kapitalistischen Regierung (und den Gewerkschaftsbürokraten) blindlings folgen, die ein solches Ereignis ausnutzen, um den Kampf der Arbeiter gegen reaktionäre Angriffe auf ihre demokratischen Grundrechte zu verwirren und zu demobilisieren!

 

 

 

PCL, LIT-CI und IMT: Verleumdung des Kampfes gegen den Grünen Pass als "reaktionär"

 

 

 

Leider tappen auch verschiedene linke Organisationen in diese Falle der herrschenden Klasse. Wie wir bereits in unserem oben erwähnten Bericht über den Generalstreik vom 11. Oktober festgestellt haben, denunzieren italienische Pseudotrotzkisten wie die PCL und die Mandelistische-Gruppe den Kampf gegen den Grünen Pass als "reaktionär".

 

An dieser Stelle wollen wir unsere Kritik nicht wiederholen. Wir weisen nur darauf hin, dass die PCL-Führung in einer neuen Erklärung den Streik der Hafenarbeiter gegen den Grünen Pass offen anprangert und sie als "Nachhut" bezeichnet, d.h. als das reaktionäre Gegenteil einer Vorhut! (4) Was für eine zynische Verleumdung! Die Hafenarbeiter sind eine traditionelle Avantgarde im Klassenkampf mit einem hohen politischen Bewusstsein. Erst vor wenigen Monaten hat diese angebliche "Nachhut" aus Solidarität mit dem palästinensischen Volk einen für Israel bestimmten Waffen- und Sprengstofftransport blockiert! (5)

 

Sinistra Classe Rivoluzione - die italienische Sektion der IMT von Alan Woods - schließt sich den kapitalistischen Medien und den reformistischen Bürokraten an, die die Massenwut gegen den Grünen Pass schändlich verleumden. Sie behaupten, dass diese sich auf das Kleinbürgertum und das Lumpenproletariat stützen würde. ("Diese Maßnahme löst bei einem Teil der Arbeiter (wenn auch nicht bei der Mehrheit) Wut aus, vor allem aber bei der Kleinbourgeoisie und dem Lumpenproletariat.”) (6) Eine solche Herangehensweise ist kaum überraschend, da die IMT die COVID-Konterrevolution von Anfang an unterstützt und die Lockdown-Politik des chinesischen stalinistisch-kapitalistischen Regimes gelobt hat. (7)

 

Die erz-opportunistische Anpassung der italienischen IMT-Sektion an den Reformismus zeigt sich auch darin, dass sie die klassische sozialdemokratische Forderung nach einem Verbot der Faschisten durch den Staat vertritt. ("Die Demonstration vom Samstag fordert die Auflösung aller faschistischen Organisationen. Die Notwendigkeit dafür ist unbestreitbar, und wir schließen uns ihr an.”). Echte Trotzkisten hingegen weigern sich, solche kriminellen Illusionen im kapitalistischen Staat zu verbreiten. Die Faschisten müssen zerschlagen werden, aber sie müssen von den bewaffneten Arbeitern und Unterdrückten zerschlagen werden! Leo Trotzki - ein zentraler Führer der Oktoberrevolution von 1917 - war in dieser Frage sehr eindeutig. “Unsere Losung ist nicht die Entwaffnung der faschistischen Banden des Finanzkapitals durch die eigene Polizei des Finanzkapitals. Wir weigern uns, die kriminelle Illusion zu verbreiten, dass eine kapitalistische Regierung tatsächlich zur Entwaffnung der kapitalistischen Banden schreiten kann. Die Ausgebeuteten müssen sich gegen die Kapitalisten verteidigen. Bewaffnung des Proletariats, Bewaffnung der armen Bauern! Antifaschistische Volksmiliz!“ (8)

 

Es ist kein Zufall, dass die in Großbritannien ansässige IMT die bürgerliche Politik der Sozialdemokratie nachplappert, da sie seit Jahrzehnten opportunistisch als Fraktion innerhalb reformistischer oder sogar rein bürgerlicher Parteien existiert. Dies hat ihre Politik von Anfang an geprägt. Diese "Trotzkisten" weigerten sich zum Beispiel 1982 sogar, ein Ende des imperialistischen Krieges Großbritanniens gegen Argentinien zu fordern. Sie taten dies u.a. mit dem sozialchauvinistischen Argument, die Malwinen würden zu Großbritannien gehören und das sei der Wunsch der wenigen Siedler auf dieser Insel, die dort ihr "nationales Selbstbestimmungsrecht" ausüben! (9)

 

Die Partito di Alternativa Comunista - die italienische Sektion der LIT-CI (PSTU in Brasilien) - ist zwar formal gegen den Grünen Pass, stimmt aber faktisch mit den Grundsätzen der bürgerlichen COVID-Politik überein. (10) Sie behandelt das gesamte Thema als dritt- oder viert-rangig (auf ihrer Website findet sich kein einziger Artikel zu diesem Thema). Ihre Argumente gegen den Grünen Pass sind in Wirklichkeit ein Aufruf zu einem noch autoritäreren Eingreifen des Staates. Sie kritisieren die Regierung und die Confindustria, dass diese "die Pandemie leugnen" würden, während sie in Wirklichkeit die Hysterie über die Pandemie als Rechtfertigung für die Einführung des obligatorischen Grünen Passes nutzen! Sie gehen sogar noch weiter und behaupten, dass der Grüne Pass "auch ein Vorwand ist, um alle Maßnahmen zur sozialen Distanzierung und zur Eindämmung der Ansteckung, insbesondere am Arbeitsplatz, zu beseitigen. Deshalb lehnen wir ihn auch ab. Aber wir können die Positionen derjenigen nicht akzeptieren, die den Grünen Pass ablehnen, indem sie reaktionäre No-Vax- oder Leugner-Positionen unterstützen." (11) Ebenso kritisieren sie, dass "für Schulen die soziale Distanzierung nicht obligatorisch ist, sondern nur vorgeschlagen wird". (12)

 

Zusammenfassend lässt sich sagen, dass all diese Organisationen den gefährlichen Charakter der Politik des Grünen Passes als autoritäres, staatlich-bonapartistisches Instrument für einen strategischen Angriff auf die Arbeiterklasse und die Volksmassen nicht erkennen. Stattdessen denunzieren sie die Massenproteste gegen den Grünen Pass als reaktionär! Schlimmer noch, sie kritisieren die Draghi-Regierung dafür, dass sie nicht noch drastischere autoritäre Maßnahmen ergreift, um eine "soziale Distanzierung" zu erzwingen, d.h. um die Kollektivität unter den Arbeitern und Unterdrückten zu schwächen und zu untergraben! Aber letztlich ist dies kaum überraschend, da diese Organisationen und ihre internationalen Mutterorganisationen die Lockdown-Politik der kapitalistischen Regierungen in den letzten anderthalb Jahren unterstützt haben.

 

 

 

PTS/FT: Unverständnis über das Wesen des Grünen Passes

 

 

 

Leider passt sich die Frazione Internazionalista Rivoluzionaria (FIR) - die italienische sympathisierende Sektion der Fracción Trotskista (PTS in Argentinien) - diesem reaktionären Trend der zentristischen Linken an. Zwar ist sie prinzipiell gegen den Grünen Pass. Die Genossen weisen zu Recht darauf hin und kritisieren, dass "die Linke ... den Grünen Pass weitgehend unkritisch verteidigt". (13)

 

Die Genossinnen und Genossen verstehen jedoch nicht das Wesen des Grünen Passes und die dahinterstehende Politik der herrschenden Klasse. Die folgenden Sätze aus ihrer programmatischen Erklärung zu diesem Thema machen dies deutlich. “Vor dem Hintergrund dieses Klassenkonflikts muss die "schwerwiegende" Annahme des Grünen Passes in Italien gesehen werden. Es handelt sich um ein Instrument, das mit einem gewissen politischen Willen dazu benutzt werden kann, die Krise weitgehend auf den Rücken der Arbeiterklasse abzuwälzen, die notwendige Aufstockung der Mittel für die öffentliche Gesundheit weiterhin zu verweigern und die Verabschiedung umfassenderer und struktureller Gesundheitsmaßnahmen zu vermeiden, noch bevor Impfstoffe zur Verfügung standen.“ (Hervorhebung im Original)

 

Die FT-Genossen sagen also, dass der Grüne Pass von der herrschenden Klasse "mit einem gewissen politischen Willen" genutzt werden "kann". Nein, Genossinnen und Genossen, das ist bestenfalls verwirrend. Diese Formulierung suggeriert, dass der Grüne Pass, der von einer bürgerlichen Regierung in der Zeit der tiefen Krise des Kapitalismus eingeführt wird, auch einen anderen Zweck haben kann, der sich nicht gegen die Arbeiterklasse richten würde.

 

Genossinnen und Genossen, das ist gefährlicher Unsinn! Wenn eine bürgerliche Regierung in einer Periode der tiefen kapitalistischen Krise eine Wirtschaftspolitik einführt, dann ist das unweigerlich eine Politik im Interesse der Bosse und nicht im Interesse der Arbeiter. Wenn eine bürgerliche Regierung in einer Periode tiefer kapitalistischer Krise eine Militärpolitik einführt, wird es sich zwangsläufig um eine Politik im Interesse der herrschenden Klasse handeln und nicht im Interesse der Arbeiter. Warum sollte das anders sein, wenn es um Fragen der Gesundheitspolitik in einer Zeit der tiefen kapitalistischen Krise geht?! Wie wir in zahlreichen Arbeiten gezeigt haben, war die gesamte Reaktion der herrschenden Klasse auf die COVID-Pandemie von politischen und wirtschaftlichen Interessen bestimmt (und konnte nur von diesen bestimmt sein), die sich gegen die Arbeiterklasse und die unterdrückten Völker richten. Aus diesem Grund nennen wir dies die COVID-Konterrevolution. (14)

 

Die FT-Genossinnen und -Genossen scheinen zu ignorieren, dass der Grüne Pass von der herrschenden Klasse als Instrument gegen die Arbeiter und Unterdrückten erfunden wurde. Er hatte nie einen anderen Zweck und kann auch keinen anderen Zweck haben! Aus diesem Grund wurden Instrumente wie der Grüne Pass von der herrschenden Klasse in vielen Ländern der Welt unter dem Vorwand der Pandemie eingeführt. Die stalinistisch-kapitalistische Diktatur in China war die erste, die dies tat. (15) Macron in Frankreich und Mitsotakis in Griechenland haben etwas Ähnliches getan. Andere europäische Regierungen diskutieren derzeit über ähnliche Beschränkungen. All diese Instrumente - wie die Lockdown-Politik - sind Teil einer Strategie der herrschenden Klasse, um die Überwachung und Kontrolle des kapitalistischen Staates gegen die Volksmassen auszuweiten und die Profitinteressen der Großkonzerne zu fördern.

 

 

 

Das PTS/FT im Angesicht der COVID-Konterrevolution

 

 

 

Leider verstehen die GenossInnen der Fracción Trotskista (FT) dies nicht. Deshalb warnen sie einerseits davor, dass die herrschende Klasse die COVID-Politik nutzen kann - sei es der Grüne Pass oder der Ausnahmezustand / Lockdowns - und andererseits lehnen sie eine solche Politik nicht grundsätzlich ab.

 

Wir befürchten, dass die FT-Führung grundsätzlich mit der Lockdown-Politik einverstanden ist. Deshalb hat sie auch nie zu Protesten dagegen aufgerufen, sondern sich darauf beschränkt, die Zahlung der vollen Löhne während der Lockdown-Perioden zu fordern.

 

Ebenso ist die FT im Prinzip mit der Massenimpfkampagne der kapitalistischen Regierungen einverstanden, die in erster Linie den Interessen von Big Pharma dient. Deshalb ist ihre einzige Kritik an der kapitalistischen Massenimpfkampagne, dass sie nicht effektiv genug und nicht in allen Ländern der Welt durchgeführt wird. (16)

 

In ähnlicher Weise teilen sie die antisoziale Politik der herrschenden Klasse, Schulen zu schließen und Kinder voneinander zu isolieren. Ihre US-amerikanische Sektion hat ein programmatisches Manifest veröffentlicht, das die Mängel ihrer Politik aufzeigt. “Obwohl die Ausbreitung der hochansteckenden Delta-Variante zu verstärkten Sicherheitsmaßnahmen führen sollte, scheint es, dass viele Schulen das Gegenteil tun. So wird beispielsweise das New Yorker Bildungsministerium die Maßnahmen zum Schutz der Kinder, wie soziale Distanzierung, Tests und Quarantäne, sogar noch weiter entschärfen. (...) Die Schulen müssen sicherer gemacht werden, bevor die Kinder wieder am Unterricht teilnehmen dürfen, zumal die Schulen offenbar die Ausbreitung der Delta-Variante in der Gemeinde vorantreiben." (17) Und dies trotz der wohlbekannten Tatsache, dass das Virus keine ernsthafte Gefahr für Kinder darstellt, dass es für sie wichtig ist, Antikörper aufzubauen, dass Bildung für Jugendliche (und die Gesellschaft im Allgemeinen) wichtig ist und dass soziale Kontakte für sie entscheidend sind.

 

Die FT-Genossinnen und -Genossen teilen auch die bürgerliche Politik der sozialen Distanzierung - ein gefährliches Instrument, das den sozialen Zusammenhalt im Allgemeinen und den Klassenkampf im Besonderen untergräbt. “Gleichzeitig dürfen wir nicht in die Falle tappen, Stadien und andere Veranstaltungsorte vollzupacken, wenn sich die Varianten weiter ausbreiten, während die breite Öffentlichkeit pandemiemüde wird. Dies wird die Pandemie nur verlängern und die Zahl der Todesfälle erhöhen. Sich impfen zu lassen, Masken zu tragen, öffentliche Großveranstaltungen zu meiden - all das sollte als solidarischer Akt der Arbeiterklasse gesehen werden, um einer Pandemie zu begegnen, die das kapitalistische System nicht zu lösen bereit ist.“ (18) "Sich voneinander zu distanzieren, "öffentliche Großveranstaltungen zu meiden" (d.h. Massenversammlungen und Demonstrationen zu meiden) sind also Akte der "Solidarität der Arbeiterklasse"?! Nein, das ist der Albtraum vieler Arbeiter und Jugendlicher und ein feuchter Traum der Bosse und Politiker!

 

Wir sehen, die Führung der PTS/FT ist im Wesentlichen ideologisch an die kapitalistische COVID-19-Politik gebunden. Natürlich haben sie Kritik, sie weisen darauf hin, dass die Kapitalisten dies mit Profitinteressen verbinden usw. Aber in ihren wesentlichen Grundlagen teilt die PTS/FT diese Politik. Deshalb erklären sie: "Natürlich stimmen wir mit dem abstrakten Konzept der "sicheren" Arbeitsplätze überein (...) sowie mit der Notwendigkeit, so viele Menschen wie möglich zu impfen. ”

 

Wegen dieser opportunistischen Anpassung hat es die FT von Anfang an versäumt, ein sinnvolles Kampfprogramm gegen die COVID-Konterrevolution zu entwerfen. Sie waren sich nicht einmal bewusst, dass eine solche Konterrevolution stattgefunden hat und haben die Reaktion der herrschenden Klasse auf die Pandemie nie als solche bezeichnet!

 

 

 

Ein "Kampf der Kulturen", wirklich?

 

 

 

Aus dem gleichen Grund können sie heute auch keinen ernsthaften Kampf gegen den Grünen Pass in Italien befürworten. Die italienischen FT-Genossen halten die großen Teile der Bevölkerung, die sich gegen die faktische Impfpflicht wehren, für reaktionär bis dumm. “Nach Angaben der Regierung haben fast 14 Millionen Arbeitnehmer bereits einen Grünen Pass; zu denjenigen, die ihn nicht haben, gehört die Gruppe mit der niedrigsten Impfrate in der Bevölkerung, die 50- bis 59-Jährigen. In dieser Altersgruppe hat sich der offenste Widerstand gegen die Impfung entwickelt, vor allem aufgrund von Ängsten vor Nebenwirkungen und der Überzeugung, dass die Impfstoffe weitgehend unwirksam sind - eine Position, die zwar durch die Daten widerlegt ist, die aber im öffentlichen Diskurs nicht genügend Beachtung findet. Darüber hinaus wird die Situation durch Andeutungen eines "Kampfes der Kulturen" zwischen "Impfbefürwortern" und "Impfgegnern" noch verschärft. All das vermischt sich in einem Kessel mit den Ansichten der krassesten Reaktionäre - "Trumps Leute", bei denen es sich zumeist um Inhaber kleiner und mittlerer Unternehmen handelt - und Teilen der Ärmsten, deren Misstrauen gegenüber Institutionen sich in einer Form von Individualpopulismus äußert.”

 

Eine solche Aussage geht völlig an der Sache vorbei. Man muss sich vielmehr Folgendes fragen: Wie ist es möglich, dass nur etwa die Hälfte der italienischen Bevölkerung den Grünen Pass unterstützt, obwohl die bürgerlichen Parteien, Medien und Institutionen geschlossen für den Grünen Pass eintreten und das Volk seit vielen Wochen unablässig mit entsprechender manipulativer Propaganda bombardieren?! Spiegelt dies nicht wider, dass sich die Volksmassen instinktiv gegen einen solch drakonischen Angriff auf ihre Rechte wehren?! Und entgegen der FT-Aussage ist es die Gruppe der unter 34-Jährigen, die sich am stärksten wehrt. (19)

 

Und warum stellen sich die Genossen nicht die Frage, warum sich alle Menschen gegen ein Virus impfen lassen sollen, das nur für ältere und immungeschwächte Menschen eine ernsthafte Gefahr darstellt?! Und warum ist es so ein Problem, wenn es Menschen gibt, die nicht geimpft sind, während diejenigen, die geimpft sind, vermeintlich sicher sind?! Und warum haben Länder, die kaum Beschränkungen auferlegt haben (wie Schweden und Uruguay), nicht mehr Todesfälle pro Kopf (oder sogar weniger) als Länder, die das härteste Lockdown- und soziale Distanzierungsregime auferlegt haben?! (20)

 

Nein, Genossinnen und Genossen, es handelt sich nicht um einen "Kampf der Kulturen" zwischen aufgeklärten und rückständigen Menschen. Es handelt sich um eine weltweite gefährliche Offensive der herrschenden Klasse gegen die Arbeiterklasse und die Unterdrückten. Sicherlich gibt es unter den Gegnern dieser Politik auch reaktionäre oder gar faschistische Elemente. Diejenigen, die sich gerne auf diese Tatsache berufen, "vergessen" bequemerweise zu erwähnen, dass rechtsextreme Parteien an der Macht die drakonischste Abschottungspolitik durchgesetzt haben (z.B. in Indien und Ungarn), ganz zu schweigen von verschiedenen Diktaturen.

 

Der Widerstand der Faschisten gegen den Grünen Pass ist jedenfalls kein Argument. Solche Kräfte nutzen den Volkszorn gerne für ihre Zwecke aus. Außerdem leiten Revolutionäre ihre Politik aus den Interessen der Arbeiterklasse ab, und nicht, indem sie die Faschisten mit einen umgekehrten Spiegel betrachten! Um nur ein Beispiel zu nennen: Auch die französischen und englischen Faschisten waren in den 1930er Jahren gegen die Verteidigung ihres Vaterlandes gegen Hitler. Das bedeutete aber nicht, dass die Trotzkisten in ihrer anti-patriotischen Haltung wankten oder sich gar dem Lager des anglo-französischen Imperialismus anschlossen!

 

Die Lösung darf nicht sein, dass Sozialisten die Protestbewegung gegen den Grünen Pass ignorieren oder das Feld rechten Elementen überlassen. Sie müssen sich vielmehr dem Massenkampf anschließen, eine unabhängige proletarische Bewegung gegen die reaktionäre COVID-Politik der Regierungen aufbauen und gegen die Präsenz von Faschisten bei solchen Aktivitäten kämpfen. Der italienische Generalstreik am 11. Oktober und der Kampf der Hafenarbeiter gegen den Grünen Pass sind hervorragende Ausgangspunkte für eine solche Politik.

 

Es ist eine Tatsache, dass viele Arbeiterinnen und Arbeiter instinktiv den reaktionären Charakter des kapitalistischen Staatsbonapartismus erkennen und sich der Politik der COVID-Konterrevolution widersetzen (Lockdowns, soziale Distanzierung, Zwangsimpfung, Grüner Pass usw.) Auf die eine oder andere Weise sind sich die FT-Genossen dessen bewusst. Aber ihre Schlussfolgerung ist, diesen Widerstand der Arbeiterklasse gegen den Grünen Pass zu ignorieren oder herunterzuspielen.

 

In einem Bericht über den italienischen Generalstreik am 11. Oktober erwähnen die FIR/FT-Genossen nicht die Tatsache, dass mehrere Gewerkschaften Parolen gegen den Grünen Pass erhoben und verschiedene Märsche von Transparenten angeführt wurden, die einen solchen Standpunkt vertraten. (21) Vielmehr verschweigen sie diese Tatsachen und behaupten: "Auffallend selten oder gar nicht waren die "Anti-Grüne-Pass"-Gruppen (Impfpass). Die Basisgewerkschaften haben die von der Regierung seit Monaten geschürte Spaltung zurückgewiesen, die darauf abzielt, die Arbeitnehmer als "pro-" oder "anti-Impfung" gegeneinander auszuspielen." (22)

 

 

 

Die französische FT-Sektion kämpft gegen den Grünen Pass ... wird aber von ihren Genossen gemieden!

 

 

 

Unsere Kritik am Vorgehen der FT gegen die COVID-Konterrevolution wäre unvollständig, wenn wir nicht über die Position ihrer französischen Genossinnen und Genossen in Révolution Permanente (RP) berichten würden. Bekanntlich gab es auch eine Massenbewegung gegen den Grünen Pass, die seit Juli jedes Wochenende Hunderttausende von Menschen mobilisierte. Die RP-Genossen haben den grundlegend fortschrittlichen Charakter dieser Bewegung gegen den "Gesundheitsautoritarismus" richtig erkannt. Folglich haben sie sich an dieser Bewegung beteiligt und für eine unabhängige Politik der Arbeiterklasse und gegen den Einfluss rechter Kräfte gekämpft.

 

Sie erkennen auch den reaktionären Charakter der COVID-Konterrevolution an und wenden sich gegen ihre verschiedenen Merkmale. “Angesichts des Autoritarismus der Regierung ist es dringender denn je, die sofortige Aufhebung des Gesundheitspasses zu fordern, aber auch des Gesundheitsnotstandes und aller Maßnahmen und Gesetze gegen die Freiheit, die darauf abzielen, institutionalisiert zu werden, um unseren Widerstand zu brechen, damit wir in Zukunft keine Kämpfe mehr führen können.” (23)

 

Schaut man jedoch auf die spanische, englische oder deutsche Website der FT, findet man keinen einzigen Artikel über diese Massenproteste und über das Vorgehen der französischen Genossen! Es ist offensichtlich, dass die internationale Führung der FT ihre Sektion angewiesen hat, über dieses Thema zu schweigen! Sie lehnt den linken Ansatz von Révolution Permanente ab, da dieser in vollem Widerspruch zur internationalen Politik der PTS/FT steht, die sich opportunistisch der Politik der COVID-Konterrevolution anpasst.

 

Wir schließen diesen Aufsatz mit einem Aufruf an die GenossInnen der FT in allen Ländern, eine ernsthafte und ehrliche Diskussion über den Charakter der Konterrevolution der COVID und die notwendige Strategie der Arbeiterklasse zu deren Bekämpfung zu eröffnen. Die RCIT - einschließlich unserer neuen GenossInnen von Convergencia Socialista in Argentinien - hat die Konterrevolution der COVID von Anfang an analysiert und bekämpft. Wir würden es sehr begrüßen, wenn wir mit den GenossInnen der FT eine Einigung finden und gemeinsam gegen diesen strategischen Angriff auf die Arbeiterklasse und die Unterdrückten kämpfen könnten!
