No to Workers Boycott against Russia but Yes to Boycotting the Ukraine?

On the support of the PTS/FT for boycott actions against arms shipments for the Ukraine

Wars and revolutions are the sharpest tests for socialists. They force all organizations of the workers and popular movement to develop their program concretely and to elaborate its consequences in face of dramatic clashes between classes and states. The current Ukraine War and the escalating tensions between the imperialist powers of NATO and Russia are a powerful confirmation of this old Marxist truth.

 

The Revolutionary Communist International Tendency (RCIT) and other authentic socialists have pointed out since the beginning of the war that the current conflict has a dual character. We therefore support the Ukrainian people and their resistance against the invasion of imperialist Russia. At the same time, we oppose both camps in the ongoing inter-imperialist rivalry between the Great Powers – Russia as well as NATO. We summarized our position in the following slogans: [1]

 

* Defend the Ukraine! Defeat Russian imperialism! International popular solidarity with the Ukrainian national resistance – independent of any imperialist influence!

 

* Down with all imperialist powers – NATO and EU as well as Russia! In all conflicts between these powers, revolutionaries fight against both camps!

 

Many socialists have failed the test of war and take a confused or even reactionary position. Unfortunately, the comrades of the Fracción Trotskista (with the PTS in Argentina as its leading section) are among those who fail to approach the war in a revolutionary fashion.

 

It is true that the comrades have stated their opposition against Putin’s invasion – in contrast to various pro-Russian Stalinists and pseudo-Trotskyist forces. [2] In a key statement on the war, the FT demands “Russian troops out of Ukraine” and makes clear that it “completely repudiates the military occupation of Ukraine by Russia”. [3]

 

However, at the same time, the PTS/FT refuses to support the Ukrainian resistance against the Russian invasion. In other words, they oppose the occupation but do not support those who fight against this occupation! They explain this by the reactionary nature of the Ukraine’s President Zelensky. It is of course true, as we have pointed out for long, that socialists must intransigently oppose Zelensky who is a thoroughly bourgeois pro-NATO figure. But the war is not limited to Zelensky and his wishes. It is first and foremost a popular war which mobilized the masses. There exist many reports, and this has also been confirmed by comrades in the Ukraine, that many people volunteer to take up arms or to support the resistance by other means. Even political forces which were initially Russophile, have condemned the invasion.

 

There can be no doubt: this is first and foremost a war of the Ukrainian people for national self-determination and against foreign occupation by an imperialist power!

 

Of course, Zelensky pursues bourgeois and pro-imperialist goals. True, NATO hopes to exploit the war in the Ukraine to expand its sphere of influence against its Russian rival. But it would be utterly wrong to imagine that the Ukrainian resistance struggle is simply an extension of the NATO war machinery!

 

True, it is a possible scenario in the future that NATO intervenes in such a way that it would transform the character of the war. We have seen such a development, for example, in the Kosova War in 1999 when NATO troops entered the country and effectively subordinated the national liberation struggle of the Albanian people to its imperialist goals. But this is not the situation today and Marxists have to apply tactics on the current reality and not on possible developments in the future. For now, NATO does not wish to take the risk of sending troops to the Ukraine which would, most likely, provoke a war with Russia.

 

Hence, the reality today is that Russian imperialism invades the Ukraine – a semi-colonial country – and tries to totally subjugate it. No doubt, NATO tries to exploit this situation for its own interest. It is a well-known truth that Great Powers always try to utilize difficulties of their rivals. But this does not change the character of the current war. The situation in the Ukraine today is first and foremost characterized by the fact that it is the Russian army – and not NATO troops – which fight on Ukrainian soil, kill thousands of people and destroy Ukrainian cities. Socialists must give an answer to this concrete situation and this can only mean to support the defense of the country and the defeat of the Russian invaders.

 

 

 

Progressive wars led by reactionary forces in the past

 

 

 

In our view, the reactionary nature of the political leadership does not negate the legitimate character of the resistance struggle of the Ukrainian people! In fact, it is often the case that democratic and national liberation struggles against dictatorships and foreign occupation take place under the leadership of bourgeois forces. As we did elaborate in our works, it is obligatory for socialists, to side with the oppressed people – irrespective of the current political leadership – and to call for the defeat of the oppressors. [4]

 

This has always been the approach of Marxists. To name only a few examples we refer to the Chinese struggle against the Japanese invaders in 1937-45 which was led by Chiang Kai-shek (who killed tens of thousands of communists). Or take the resistance of Ethiopia against the Italian occupation 1935-37 which was led by the absolutist regime of Emperor Haile Selassie. More recent examples are the struggle of Iraq – led by the Baathist dictatorship of Saddam Hussein – against the US aggression in two wars (1991 and 2003) and the resistance of the Taliban against the US invasion in Afghanistan in 2001. Or, to add one last example, the Chechen liberation war against the Russian invasion in 1994-96.

 

In all these wars, authentic Marxists supported the oppressed people against the reactionary aggressors despite the bourgeois nature of the leadership of this struggle. On various occasions, these forces received political, diplomatic and sometimes also military support from imperialist powers. In a recent article, we pointed to the US support for Chiang Kai-shek. [5] Likewise, did Ethiopia receive weapons from Nazi-Germany during the war with Italy as a military historian noted. "Nazi Germany, eager to thwart Italian objections to its occupation of Austria, secretly sent military aid to Ethiopia that included 3 airplanes; 10,000 Mauser rifles; and 10 million rounds of ammunition." [6]

 

Trotsky and the Fourth International explicitly sided the legitimate resistance struggle of the Chinese resp. Ethiopian people. They refused to drop their support because of the reactionary character of their leaderships. In arguing against ultraleft sectarians who opposed support for the Chinese struggle, Trotsky stated: ““But Chiang Kai-shek? We need have no illusions about Chiang Kai-shek, his party, or the whole ruling class of China, just as Marx and Engels had no illusions about the ruling classes of Ireland and Poland. Chiang Kai-shek is the executioner of the Chinese workers and peasants. But today he is forced, despite himself, to struggle against Japan for the remainder of the independence of China. Tomorrow he may again betray. It is possible. It is probable. It is even inevitable. But today he is struggling. Only cowards, scoundrels, or complete imbeciles can refuse to participate in that struggle. (…) In participating in the military struggle under the orders of Chiang Kai-shek, since unfortunately it is he who has the command in the war for independence-to prepare politically the overthrow of Chiang Kai-shek ... that is the only revolutionary policy.[7]

 

Trotsky took the same approach in the case of the Italo-Ethiopian War in 1936. He explicitly argued that socialists must support all forms of aid – including weapons – to the Ethiopian forces. Of course, we are for the defeat of Italy and the victory of Ethiopia, and therefore we must do everything possible to hinder by all available means support to Italian imperialism by the other imperialist powers, and at the same time facilitate the delivery of armaments, etc., to Ethiopia as best we can.[8]

 

 

 

PTS/FT opposes workers boycott against Russian imperialism …

 

 

 

It is a shame that the PTS/FT effectively refuses to support the Ukrainian resistance against the invasion by Russian imperialism. In their above-mentioned statement of 3 March, the FT comrades say: “At the same time, we must encourage the emergence of an independent position within the Ukrainian population facing the occupation, one that does not throw its lot in with the pro-imperialist government of Zelensky and reactionary nationalist forces that are subordinated to NATO. (…) In Ukraine itself we propose that the resistance to the Russian occupation take a path independent of the subordination to NATO preached by Zelensky.” Fine. But for now, the Ukraine war of defense is carried out by the existing army and the territorial militias. This is the reality. So, while the PTS/FT defends the Ukraine in an abstract ideal scenario in the future, it does not the defend the Ukraine as it is today and in the war which currently takes place!

 

It is a well-known truth of Marxism that neutrality in a war of an oppressed people against a foreign invasion is impermissible for authentic socialists. Unfortunately, the PTS/FT fails to take an anti-imperialist and internationalist position in the Ukraine War.

 

Worse, they promote tactics which objectively result in undermining the Ukrainian resistance struggle and support for Russian imperialism. This becomes clear when we look to the position of this organization concerning workers sanctions.

 

Trotsky and the Fourth International advocated actions of the international working class in order to support the liberation struggle of oppressed peoples. Among such actions were so-called “workers sanctions (or boycott)”. This meant actions of boycott to undermine the war machinery and economy of an aggressor state in order to aid the liberation struggle of the oppressed people. Such actions are refusal to unload cargo, to blockade ships, to distribute goods from such a country, etc. At the same time, Marxists always opposed imperialist sanctions – as we see currently with the Western sanctions against Russia. Our opposition is not caused by sympathy for Russia (or any other aggressor) but by our refusal to support any side in the rivalry between imperialist powers.

 

Since we elaborated on this issue in detail in other recent works, we will not repeat our arguments and the statements from the Fourth International and refer readers to the respective articles. [9]

 

Since the beginning of the Ukraine War, there have been a number of actions by dockers who decided to show their support for the Ukrainian people by boycotting Russian cargo. [10] Shamefully, the PTS/FT denounces such actions of international working-class solidarity as “serving imperialist interests”! A recently published article on their English-language website – titled “Dock Workers Are Blocking Russian Cargo - and Inadvertently Bolstering Imperialist Interests” states: “This month, dock workers from countries around the world have decided to block Russian ships and cargo from ports. Most recently, the Swedish Dock Workers’ Union announced on Thursday that they will refuse to unload, load, and tow Russian and Russian-affiliated ships. In the context of increasing nationalism and Russophobia in these countries, these workers’ actions will harm the global working class rather than their warmongering leaders.” [11]

 

Hence, the PTS/FT denounces such workers boycott actions as “reactionary”. “The dock workers’ actions are also wholly understandable. (…) But these aims, however laudable, are deeply misguided. The current set of sanctions against Russia — even if they come from civil society — are reactionary, not progressive. (…) Dock workers’ decision to block Russian ships and goods is no exception: it serves imperialist interests and will harm Russian workers.

 

 

 

… but supports the boycott of military aid for the Ukraine!

 

 

 

At the same time, the PTS/FT advocates boycott actions which are directed against the Ukraine and its ability to resist the Russian invasion! The same article states: “For example, the Swedish government has decided to send arms to Ukraine — workers should refuse to load and transport them, following the example of the Italian airport workers.

 

Another article of the PTS/FT – published on their English and German language websites – praises an action by Italian trade unionists which stopped the shipment of arms to the Ukraine. “With their courageous actions, the workers not only prevented these weapons from being used to kill, but also provided an example for the entire working class on how we can fight the war with our own means. Unionized workers in the U.S. and beyond should take the action of their Italian colleagues as a model. (…) They should serve as an example to workers internationally on how to fight the war with their own means, such as strikes or blockades of arms shipments.[12]

 

As we see, the PTS/FT praises this single action as a model to be followed all over the world. This means that it calls the international workers movement to obstruct arms deliveries to the Ukraine which effectively means to keep it military inferior to the Russian armed forces.

 

The comrades of the PTS/FT should be fully aware about the consequences of their policy. They themselves characterized – in their above-mentioned statement from 3 March – Russia as “a power that has the third-most powerful army in the world and nuclear arms”. Hence, the comrades can not ignore the fact that stopping arms shipment to the Ukraine means to keep its armed forces weak and to limit their ability to eliminate the tanks, warplanes and military helicopters which constantly bombard the Ukrainian cities. It means to harm the ability of the Ukraine armed forces to resist the Russian occupation. It means, objectively, to aid the militarily superior force – i.e. Russian imperialism.

 

It is really a shame that the comrades of the PTS/FT get it completely wrong. They oppose workers sanctions against an imperialist power which invades a smaller semi-colonial country … but they welcome such actions when these are directed against the very people defending themselves against this imperialist power! This has nothing to do with anti-imperialism and working-class internationalism! Objectively, even if the comrades might not be aware of this, it represents a step towards pro-Russian social-imperialism!

 

We should also add that it is difficult to imagine that the PTS/FT leaders are not aware that their policy – if workers would follow their advise – objectively aids Russia. It is well-known to Marxists that workers sanctions are an instrument which is applied not in a war where both camps are reactionary and where socialists do not take a side. It is rather an instrument in order to aid the victory of one camp against the other. This is why the Fourth International raised such tactics, as mentioned above, in the Italo-Ethiopian War and in the Second Sino-Japanese War. In both cases, the Trotskyists advocated the military victory of the Ethiopian resp. the Chinese people.

 

Hence, the PTS/FT’s advocacy of workers sanctions against the Ukraine can only mean objectively that it wishes Russia to win this war!

 

It is symbolic and by no mean accidental that Global Times – the English-language mouthpiece of the Stalinist-capitalist regime in Beijing – also cheered the same action in Italy which the PTS/FT praises as “an example for the entire working class”! [13] In the case of Global Times, such appraisal is hardly surprising since Russia is the most important strategic ally of Chinese imperialism. But what is the excuse of the PTS/FT?!

 

 

 

Refusal to recognize the imperialist character of the Russian state

 

 

 

Let us conclude this article by pointing out that we consider it as not accidental that the PTS/FT refuses to support the Ukraine and, objectively, sides with Russia. As we have noted in our book “Anti-Imperialism in the Age of Great Power Rivalry” and other works, the PTS/FT refuses to recognize the imperialist nature of the Russian state until today. [14]

 

In contrast to the claims of these comrades, Russia is an imperialist Great Power in its own right. As we demonstrated in a number of studies, Russian imperialism has peculiar features. It is economically weaker than the U.S. and China (which is however also true for nearly all other imperialist states). At the same time, it is dominated by domestic monopolies, super-exploits a number of semi-colonial countries in Central Asia and Eastern Europe, possesses one of the largest armies in the world and intervenes with its military in various countries not only in Central Asia and Eastern Europe but also in the Middle East and Africa. [15]

 

A few years ago, the RCIT wrote: “It is only possible to understand the driving dynamic of the present period of capitalist crisis and to take a correct position if one recognizes the imperialist character not only of the US, EU and Japan but also of the new emerging powers, Russia and China. Only on such a basis is it possible to arrive at the only correct, anti-imperialist program on this issue – proletarian internationalism and revolutionary defeatism, i.e., the perspective of consistent struggle of the working class independent of and against all imperialist powers. (…) Those who fail to recognize the reactionary and imperialist character of these Great Powers will inevitable fail to take a consistent anti-imperialist, i.e. Marxist, line and will end up, consciously or unconsciously, supporting one or the other imperialist camp as a ‘lesser evil’.[16]

 

The failure of the PTS/FT to recognize the imperialist character of Russia and its refusal to defend the Ukraine is a very concrete confirmation of our statement. [17] The wrong understanding of Russia’s class character provides the theoretical basis for its opposition to workers sanctions against the imperialist aggressor and, at the same time, for its advocacy of such sanctions against the Ukraine.

 

Finally, we want to note that the refusal of the PTS/FT to defend the Ukraine against the Russian invasion reflects a serious and dangerous shift to the right of its leadership. We think such a treacherous position would have been impossible in the earlier days of this organization. It is worth reminding that we did – in the predecessor organization of the RCIT – issue joint statements with the PTS/FT on wars which did bear important similarities with the current conflict. For this we refer readers to a joint statement on the Russian war in Chechnya (1996) [18] and another one on the U.S. war against Afghanistan in 2001. [19] True, this was a long-time ago – when gaining positions in the parliament did not play a role in the strategic considerations of the comrades!

 

We strongly hope that the PTS/FT returns to such an anti-imperialist and internationalist program!

Nein zum Arbeiter-Boykott gegen Russland, aber Ja zum Boykott der Ukraine?

 

Zur Unterstützung der PTS/FT für Boykottaktionen gegen Waffenlieferungen an die Ukraine

Kriege und Revolutionen sind die schärfsten Prüfungen für Sozialisten. Sie zwingen alle Organisationen der Arbeiter- und Volksbewegung, angesichts dramatischer Zusammenstöße zwischen Klassen und Staaten ihr Programm konkret zu entwickeln und seine Konsequenzen auszuarbeiten. Der aktuelle Ukraine-Krieg und die eskalierenden Spannungen zwischen den imperialistischen Mächten NATO und Russland sind eine eindrucksvolle Bestätigung dieser alten marxistischen Wahrheit.

 

Die Revolutionär-Kommunistische Internationale Tendenz (RCIT) und andere authentische Sozialisten haben seit Beginn des Krieges darauf hingewiesen, dass der aktuelle Konflikt einen doppelten Charakter hat. Wir unterstützen daher das ukrainische Volk und seinen Widerstand gegen die Invasion des imperialistischen Russlands. Gleichzeitig stellen wir uns gegen beide Lager in der andauernden inner-imperialistischen Rivalität zwischen den Großmächten - sowohl Russland als auch die NATO. Wir haben unsere Position in den folgenden Losungen zusammengefasst: [1]

 

* Verteidigt die Ukraine! Besiegt den russischen Imperialismus! Internationale Volkssolidarität mit dem ukrainischen nationalen Widerstand - unabhängig von jedem imperialistischen Einfluss!

 

* Nieder mit allen imperialistischen Mächten - NATO und EU wie auch Russland! In allen Konflikten zwischen diesen Mächten kämpfen die Revolutionäre gegen beide Lager!

 

Viele Sozialisten haben die Prüfung des Krieges nicht bestanden und nehmen eine verwirrte oder sogar reaktionäre Position ein. Leider gehören die Genossinnen und Genossen der Fracción Trotskista (mit der PTS in Argentinien als führender Sektion) zu denen, die den Krieg nicht auf revolutionäre Weise angehen.

 

Zwar haben sich die Genossen - im Gegensatz zu verschiedenen pro-russischen Stalinisten und pseudo-trotzkistischen Kräften - gegen den Einmarsch Putins ausgesprochen. [2] In einer zentralen Erklärung zum Krieg fordert die FT "Russische Truppen raus aus der Ukraine" und stellt klar, dass sie "die militärische Besetzung der Ukraine durch Russland völlig ablehnt". [3]

 

Gleichzeitig weigert sich die PTS/FT jedoch, den ukrainischen Widerstand gegen die russische Invasion zu unterstützen. Mit anderen Worten, sie sind gegen die Besatzung, aber sie unterstützen nicht diejenigen, die gegen diese Besatzung kämpfen! Sie erklären dies mit dem reaktionären Charakter des ukrainischen Präsidenten Zelensky. Es stimmt natürlich, wie wir seit langem betonen, dass Sozialisten Zelenskij unnachgiebig entgegentreten müssen, der eine durch und durch bürgerliche Pro-NATO-Figur ist. Aber der Krieg ist nicht auf Zelensky und seine Wünsche beschränkt. Er ist in erster Linie ein Volkskrieg, der die Massen mobilisiert. Es gibt zahlreiche Berichte, und dies wurde auch von Genossinnen und Genossen in der Ukraine bestätigt, dass viele Menschen freiwillig zu den Waffen greifen oder den Widerstand mit anderen Mitteln unterstützen. Selbst politische Kräfte, die ursprünglich russophil waren, haben die Invasion verurteilt.

 

Es besteht kein Zweifel: Dies ist in erster Linie ein Krieg des ukrainischen Volkes für nationale Selbstbestimmung und gegen die ausländische Besatzung durch eine imperialistische Macht!

 

Natürlich verfolgt Zelensky bürgerliche und pro-imperialistische Ziele. Zwar hofft die NATO, den Krieg in der Ukraine auszunutzen, um ihren Einflussbereich gegen den russischen Rivalen auszuweiten. Aber es wäre völlig falsch, sich vorzustellen, dass der ukrainische Widerstandskampf einfach eine Verlängerung der NATO-Kriegsmaschinerie ist!

 

Es ist zwar ein mögliches Szenario für die Zukunft, dass die NATO in einer Weise eingreift, die den Charakter des Krieges verändern würde. Wir haben eine solche Entwicklung zum Beispiel im Kosova-Krieg 1999 gesehen, als NATO-Truppen in das Land eindrangen und den nationalen Befreiungskampf des albanischen Volkes faktisch ihren imperialistischen Zielen unterordneten. Aber das ist nicht die heutige Situation, und Marxisten müssen ihre Taktik auf die gegenwärtige Realität anwenden und nicht auf mögliche Entwicklungen in der Zukunft. Im Moment möchte die NATO nicht das Risiko eingehen, Truppen in die Ukraine zu schicken, was höchstwahrscheinlich einen Krieg mit Russland provozieren würde.

 

Die Realität sieht also heute so aus, dass der russische Imperialismus in die Ukraine - ein halb-koloniales Land - eindringt und versucht, es vollständig zu unterwerfen. Zweifellos versucht die NATO, diese Situation für ihre eigenen Interessen auszunutzen. Es ist eine bekannte Wahrheit, dass Großmächte immer versuchen, Schwierigkeiten ihrer Rivalen auszunutzen. Das ändert aber nichts am Charakter des gegenwärtigen Krieges. Die Situation in der Ukraine ist heute in erster Linie dadurch gekennzeichnet, dass es die russische Armee - und nicht die NATO-Truppen - ist, die auf ukrainischem Boden kämpft, Tausende von Menschen tötet und ukrainische Städte zerstört. Sozialistinnen und Sozialisten müssen eine Antwort auf diese konkrete Situation geben, und das kann nur bedeuten, die Verteidigung des Landes und die Niederlage der russischen Invasoren zu unterstützen.

 

 

 

Progressive Kriege, die in der Vergangenheit von reaktionären Kräften geführt wurden

 

 

 

Unserer Meinung nach negiert der reaktionäre Charakter der politischen Führung nicht den legitimen Charakter des Widerstandskampfes des ukrainischen Volkes. In der Tat ist es oft so, dass demokratische und nationale Befreiungskämpfe gegen Diktaturen und ausländische Besatzung unter der Führung bürgerlicher Kräfte stattfinden. Wie wir in unseren Arbeiten dargelegt haben, ist es die Pflicht von Sozialistinnen und Sozialisten, sich auf die Seite des unterdrückten Volkes zu stellen - unabhängig von der aktuellen politischen Führung - und für die Niederlage der Unterdrücker einzutreten. [4]

 

Das war schon immer die Herangehensweise von Marxisten. Um nur einige Beispiele zu nennen, verweisen wir auf den chinesischen Kampf gegen die japanischen Invasoren in den Jahren 1937-45, der von Chiang Kai-shek geführt wurde (der Zehntausende von Kommunisten tötete). Oder nehmen wir den Widerstand Äthiopiens gegen die italienische Besatzung 1935-37, der von dem absolutistischen Regime des Kaiser Haile Selassie angeführt wurde. Beispiele aus der jüngeren Geschichte sind der Kampf des Irak - unter der Führung der baathistischen Diktatur von Saddam Hussein - gegen die US-Aggression in zwei Kriegen (1991 und 2003) und der Widerstand der Taliban gegen die US-Invasion in Afghanistan im Jahr 2001. Oder, um ein letztes Beispiel anzuführen, der tschetschenische Befreiungskrieg gegen die russische Invasion 1994-96.

 

In all diesen Kriegen unterstützten authentische Marxisten das unterdrückte Volk gegen die reaktionären Aggressoren, obwohl die Führung dieses Kampfes bürgerlich war. Bei verschiedenen Gelegenheiten erhielten diese Kräfte politische, diplomatische und manchmal auch militärische Unterstützung von imperialistischen Mächten. In einem kürzlich erschienenen Artikel haben wir auf die Unterstützung der USA für Chiang Kai-shek hingewiesen. [5] Ebenso erhielt Äthiopien während des Krieges mit Italien Waffen von Nazi-Deutschland, wie ein Militärhistoriker feststellte. "Nazideutschland, das die italienischen Einwände gegen seine Besetzung Österreichs vereiteln wollte, schickte Äthiopien heimlich militärische Hilfe, darunter drei Flugzeuge, 10.000 Mauser-Gewehre und 10 Millionen Schuss Munition. " [6]

 

Trotzki und die Vierte Internationale stellten sich ausdrücklich auf die Seite des gerechten Widerstandskampfes des chinesischen bzw. äthiopischen Volkes. Sie weigerten sich, ihre Unterstützung wegen des reaktionären Charakters der jeweiligen Führungen aufzugeben. In seiner Argumentation gegen ultralinke Sektierer, die sich gegen die Unterstützung des chinesischen Kampfes aussprachen, erklärte Trotzki: ""Aber Chiang Kai-shek? Wir brauchen uns keine Illusionen über Chiang Kai-shek, seine Partei oder die gesamte herrschende Klasse Chinas zu machen, so wie Marx und Engels keine Illusionen über die herrschenden Klassen in Irland und Polen hatten. Chiang Kai-shek ist der Henker der chinesischen Arbeiter und Bauern. Aber heute ist er gezwungen, trotz seiner selbst, gegen Japan für den Rest der Unabhängigkeit Chinas zu kämpfen. Morgen kann er wieder verraten. Es ist möglich. Es ist wahrscheinlich. Es ist sogar unvermeidlich. Aber heute kämpft er. Nur Feiglinge, Schurken oder völlige Schwachköpfe können sich weigern, an diesem Kampf teilzunehmen. (...) Die Teilnahme am militärischen Kampf unter dem Befehl von Chiang Kai-shek, denn leider ist er es, der das Kommando im Unabhängigkeitskrieg hat - um politisch den Sturz von Chiang Kai-shek vorzubereiten ... das ist die einzige revolutionäre Politik. " [7]

 

Trotzki vertrat im Fall des italienisch-äthiopischen Krieges 1936 denselben Ansatz. Er argumentierte ausdrücklich, dass die Sozialisten alle Formen der Hilfe - einschließlich Waffen - für die äthiopischen Streitkräfte unterstützen müssen. "Natürlich sind wir für die Niederlage Italiens und den Sieg Äthiopiens, und deshalb müssen wir alles tun, um mit allen Mitteln die Unterstützung des italienischen Imperialismus durch die anderen imperialistischen Mächte zu verhindern und gleichzeitig die Lieferung von Waffen usw. an Äthiopien so gut wie möglich zu erleichtern. " [8]

 

 

 

PTS/FT lehnt Arbeiter-Boykott gegen den russischen Imperialismus ab ...

 

 

 

Es ist eine Schande, dass die PTS/FT es in Wirklichkeit ablehnt, den ukrainischen Widerstand gegen die Invasion des russischen Imperialismus zu unterstützen. In ihrer oben erwähnten Erklärung vom 3. März sagen die FT-Genossen: "Gleichzeitig müssen wir die Entstehung einer unabhängigen Position innerhalb der ukrainischen Bevölkerung gegenüber der Besatzung fördern, die sich nicht mit der pro-imperialistischen Regierung von Zelensky und reaktionären nationalistischen Kräften, die der NATO untergeordnet sind, verbündet. (...) In der Ukraine selbst schlagen wir vor, dass der Widerstand gegen die russische Besatzung einen Weg einschlägt, der unabhängig von der von Zelensky gepredigten Unterordnung unter die NATO ist. " Gut. Aber im Moment wird der Verteidigungskrieg der Ukraine von der bestehenden Armee und den territorialen Milizen geführt. Das ist die Realität. Während also die PTS/FT die Ukraine in einem abstrakten Idealszenario in der Zukunft verteidigt, verteidigt sie nicht die Ukraine, wie sie heute ist und in dem Krieg, der derzeit stattfindet!

 

Es ist eine bekannte Wahrheit des Marxismus, dass Neutralität in einem Krieg eines unterdrückten Volkes gegen eine ausländische Invasion für echte Sozialisten unzulässig ist. Leider versäumt es die PTS/FT, im Ukraine-Krieg eine anti-imperialistische und internationalistische Position zu beziehen.

 

Schlimmer noch, sie fördern Taktiken, die objektiv darauf hinauslaufen, den ukrainischen Widerstandskampf zu untergraben und den russischen Imperialismus zu unterstützen. Dies wird deutlich, wenn wir uns die Position dieser Organisation zu den Arbeitersanktionen ansehen.

 

Trotzki und die Vierte Internationale setzten sich für Aktionen der internationalen Arbeiterklasse ein, um den Befreiungskampf der unterdrückten Völker zu unterstützen. Zu diesen Aktionen gehörten die sogenannten "Arbeitersanktionen (oder Boykott)". Damit waren Boykottmaßnahmen gemeint, die die Kriegsmaschinerie und die Wirtschaft eines Aggressorstaates untergraben, um den Befreiungskampf der unterdrückten Völker zu unterstützen. Solche Aktionen sind die Verweigerung der Entladung von Schiffen, die Blockade von Schiffen, der Vertrieb von Waren aus einem solchen Land usw. Gleichzeitig haben sich Marxisten immer gegen imperialistische Sanktionen gewehrt - wie wir es derzeit bei den westlichen Sanktionen gegen Russland sehen. Unsere Opposition beruht nicht auf Sympathie für Russland (oder einen anderen Aggressor), sondern auf unserer Weigerung, irgendeine Seite in der Rivalität zwischen imperialistischen Mächten zu unterstützen.

 

Da wir diese Frage in anderen neueren Arbeiten ausführlich behandelt haben, werden wir an dieser Stelle unsere Argumente und die Aussagen der Vierten Internationale nicht wiederholen und die Leser auf die entsprechenden Artikel verweisen. [9]

 

Seit Beginn des Ukraine-Krieges gab es eine Reihe von Aktionen von Hafenarbeitern, die beschlossen, ihre Unterstützung für das ukrainische Volk zu zeigen, indem sie russische Fracht boykottierten. [10] Beschämenderweise prangert die PTS/FT solche Aktionen der internationalen Arbeitersolidarität als "imperialistischen Interessen dienend" an! In einem kürzlich veröffentlichten Artikel auf ihrer englisch-sprachigen Website mit dem Titel "Dock Workers Are Blocking Russian Cargo - and Inadvertently Bolstering Imperialist Interests" heißt es: "In diesem Monat haben Hafenarbeiter aus aller Welt beschlossen, russische Schiffe und Fracht aus den Häfen zu blockieren. Zuletzt kündigte die schwedische Hafenarbeitergewerkschaft am Donnerstag an, dass sie sich weigern werde, russische und mit Russland verbundene Schiffe zu entladen, zu beladen und zu schleppen. Vor dem Hintergrund des zunehmenden Nationalismus und der Russophobie in diesen Ländern werden die Aktionen dieser Arbeiter eher der globalen Arbeiterklasse schaden als ihren kriegstreiberischen Führern." [11]

 

Daher prangert die PTS/FT solche Boykottaktionen der Arbeiter als "reaktionär" an. "Die Aktionen der Hafenarbeiter sind auch völlig verständlich. (...) Aber diese Ziele, so lobenswert sie auch sind, sind zutiefst fehlgeleitet. Die derzeitigen Sanktionen gegen Russland - auch wenn sie von der Zivilgesellschaft ausgehen - sind reaktionär und nicht fortschrittlich. (...) Die Entscheidung der Hafenarbeiter, russische Schiffe und Waren zu blockieren, ist keine Ausnahme: Sie dient imperialistischen Interessen und wird russischen Arbeitern schaden. "

 

 

 

 ... unterstützt aber den Boykott der Militärhilfe für die Ukraine!

 

 

 

Gleichzeitig befürwortet die PTS/FT Boykottaktionen, die sich gegen die Ukraine und ihre Fähigkeit richten, sich gegen die russische Invasion zu wehren! Im selben Artikel heißt es: "Zum Beispiel hat die schwedische Regierung beschlossen, Waffen in die Ukraine zu schicken - die Arbeiter sollten sich weigern, sie zu verladen und zu transportieren, nach dem Beispiel der italienischen Flughafenarbeiter. "

 

Ein weiterer Artikel der PTS/FT - veröffentlicht auf ihrer englisch- und deutschsprachigen Website - lobt eine Aktion italienischer Gewerkschafter, die die Lieferung von Waffen in die Ukraine gestoppt haben. "Mit ihren mutigen Aktionen haben die Arbeiter nicht nur verhindert, dass diese Waffen zum Töten eingesetzt werden, sondern auch ein Beispiel für die gesamte Arbeiterklasse gegeben, wie wir den Krieg mit unseren eigenen Mitteln bekämpfen können. Die gewerkschaftlich organisierten Arbeiter in den USA und darüber hinaus sollten sich die Aktion ihrer italienischen Kollegen zum Vorbild nehmen. (...) Sie sollten den Arbeitern auf der ganzen Welt als Beispiel dafür dienen, wie sie den Krieg mit ihren eigenen Mitteln, wie Streiks oder Blockaden von Waffenlieferungen, bekämpfen können. " [12]

 

Wie wir sehen, preist die PTS/FT diese einmalige Aktion als ein Modell an, das in der ganzen Welt befolgt werden sollte. Das bedeutet, dass sie die internationale Arbeiterbewegung dazu aufruft, Waffenlieferungen an die Ukraine zu blockieren, was effektiv bedeutet, dass sie den russischen Streitkräften militärisch unterlegen bleibt.

 

Die Genossinnen und Genossen der PTS/FT sollten sich über die Folgen ihrer Politik im Klaren sein. Sie selbst charakterisierten - in ihrer oben erwähnten Erklärung vom 3. März - Russland als "eine Macht, die über die drittstärkste Armee der Welt und Atomwaffen verfügt". Daher können die Genossen die Tatsache nicht ignorieren, dass die Einstellung der Waffenlieferungen an die Ukraine bedeutet, dass die Streitkräfte des Landes geschwächt bleiben und ihre Fähigkeit eingeschränkt wird, die Panzer, Kampfflugzeuge und Militärhubschrauber zu eliminieren, die ständig die ukrainischen Städte bombardieren. Es bedeutet, die Fähigkeit der ukrainischen Streitkräfte zum Widerstand gegen die russische Besatzung zu beeinträchtigen. Es bedeutet objektiv, die militärisch überlegene Macht - d.h. den russischen Imperialismus - zu unterstützen.

 

Es ist wirklich eine Schande, dass die Genossen der PTS/FT die sozialistische Politik auf den Kopf stellen. Sie lehnen Arbeitersanktionen gegen eine imperialistische Macht ab, die in ein kleineres halbkoloniales Land einmarschiert ... aber sie begrüßen solche Aktionen, wenn sie sich gegen genau jenes Volk richten, die sich gegen diese imperialistische Macht verteidigen! Das hat nichts mit Antiimperialismus und Internationalismus der Arbeiterklasse zu tun! Objektiv betrachtet, auch wenn die Genossen sich dessen vielleicht nicht bewusst sind, ist das ein Schritt in Richtung pro-russischer Sozialimperialismus!

 

Wir sollten auch hinzufügen, dass es schwer vorstellbar ist, dass die PTS/FT-Führer sich nicht bewusst sind, dass ihre Politik - wenn die Arbeiter ihrem Rat folgen würden - Russland objektiv hilft. Marxisten wissen, dass Arbeitersanktionen ein Instrument sind, das nicht in einem Krieg eingesetzt wird, in dem beide Lager reaktionär sind und in dem die Sozialisten keine Seite einnehmen. Es ist vielmehr ein Instrument, um den Sieg des einen Lagers gegen das andere zu unterstützen. Aus diesem Grund hat die Vierte Internationale diese Taktik, wie bereits erwähnt, im italienisch-äthiopischen Krieg und im zweiten chinesisch-japanischen Krieg angewendet. In beiden Fällen traten die Trotzkisten für den militärischen Sieg des äthiopischen bzw. des chinesischen Volkes ein.

 

Daher kann das Eintreten der PTS/FT für Arbeitersanktionen gegen die Ukraine objektiv nur bedeuten, dass sie wünscht, dass Russland diesen Krieg gewinnt!

 

Es ist symbolisch und keineswegs zufällig, dass Global Times - das englischsprachige Sprachrohr des stalinistisch-kapitalistischen Regimes in Peking - dieselbe Aktion in Italien, die die PTS/FT als "ein Beispiel für die gesamte Arbeiterklasse" anpreist, ebenfalls bejubelt hat! [13] Im Falle der Global Times ist eine solche Einschätzung kaum überraschend, da Russland der wichtigste strategische Verbündete des chinesischen Imperialismus ist. Aber was ist die Ausrede der PTS/FT?!

 

 

 

Weigerung, den imperialistischen Charakter des russischen Staates anzuerkennen

 

 

 

Zum Abschluss dieses Artikels möchten wir darauf hinweisen, dass es unserer Meinung nach kein Zufall ist, dass die PTS/FT sich weigert, die Ukraine zu unterstützen und sich objektiv auf die Seite Russlands stellt. Wie wir in unserem Buch "Anti-Imperialism in the Age of Great Power Rivalry" und anderen Werken festgestellt haben, weigert sich die PTS/FT bis heute, den imperialistischen Charakter des russischen Staates anzuerkennen. [14]

 

Im Gegensatz zu den Behauptungen dieser Genossen ist Russland eine eigenständige imperialistische Großmacht. Wie wir in einer Reihe von Studien gezeigt haben, weist der russische Imperialismus besondere Merkmale auf. Er ist wirtschaftlich schwächer als die USA und China (was allerdings auch für fast alle anderen imperialistischen Staaten gilt). Gleichzeitig wird er von einheimischen Monopolen beherrscht, beutet eine Reihe von halb-kolonialen Ländern in Zentralasien und Osteuropa aus, verfügt über eine der größten Armeen der Welt und interveniert mit seinem Militär in verschiedenen Ländern nicht nur in Zentralasien und Osteuropa, sondern auch im Nahen Osten und in Afrika. [15]

 

Vor einigen Jahren schrieb die RCIT: "Man kann nur dann die antreibende Dynamik der gegenwärtigen Periode der kapitalistischen Krise verstehen und eine korrekte Position einnehmen, wenn man den imperialistischen Charakter nicht nur der USA, der EU und Japans, sondern auch der neuen aufstrebenden Mächte Russland und China anerkennt. Nur auf dieser Grundlage ist es möglich, zu dem einzig richtigen, anti-imperialistischen Programm in dieser Frage zu gelangen - dem proletarischen Internationalismus und dem revolutionären Defätismus. Damit meinen wir die Perspektive eines unnachgiebigen Kampfes der Arbeiterklasse gegen alle imperialistischen Mächte und unabhängig von ihnen. Das bedeutet, dass Revolutionäre sich nach nach dem Motto "Der Hauptfeind steht im eigenen Land" weigern, irgendeine Großmacht in inner-imperialistischen Konflikten zu unterstützen. (…) Diejenigen, die den reaktionären und imperialistischen Charakter dieser Großmächte nicht anerkennen, werden unweigerlich darin scheitern, eine klare anti-imperialistische, also marxistische Linie einnehmen. Am Ende werden sie bewusst oder unbewusst das eine oder andere imperialistische Lager als "geringeres Übel" unterstützen." [16]

 

Das Versagen der PTS/FT, den imperialistischen Charakter Russlands zu erkennen und ihre Weigerung, die Ukraine zu verteidigen, ist eine sehr konkrete Bestätigung unserer Aussage. [17] Das falsche Verständnis des Klassencharakters Russlands bildet die theoretische Grundlage für ihre Ablehnung von Arbeitersanktionen gegen den imperialistischen Aggressor und gleichzeitig für ihre Befürwortung solcher Sanktionen gegen die Ukraine.

 

Abschließend möchten wir anmerken, dass die Weigerung der PTS/FT, die Ukraine gegen die russische Invasion zu verteidigen, einen ernsthaften und gefährlichen Rechtsruck ihrer Führung widerspiegelt. Wir denken, dass eine solch verräterische Position in den früheren Tagen dieser Organisation unmöglich gewesen wäre. Es sei daran erinnert, dass wir - in der Vorgängerorganisation der RCIT - gemeinsame Erklärungen mit der PTS/FT zu Kriegen veröffentlicht haben, die große Ähnlichkeiten mit dem aktuellen Konflikt aufwiesen. Dazu verweisen wir auf eine gemeinsame Erklärung zum russischen Krieg in Tschetschenien (1996) [18] und eine weitere zum Krieg der USA gegen Afghanistan im Jahr 2001. [19] All das ist freilich schon lange her - als die Erlangung von Parlamentsmandaten in den strategischen Überlegungen der Genossen noch keine Rolle spielte!

 

Wir hoffen sehr, dass die PTS/FT zu einem solchen anti-imperialistischen und internationalistischen Programm zurückkehrt!

Não ao boicote dos trabalhadores contra a Rússia, mas sim ao boicote contra a Ucrânia?

 

Sobre o apoio do PTS/FT para ações de boicote contra o envio de armas para a Ucrânia

Guerras e revoluções são os testes mais afiados para os socialistas. Elas forçam todas as organizações de trabalhadores e o movimento popular a desenvolverem seu programa concretamente e a elaborarem suas consequências em face de choques dramáticos entre classes e estados. A atual Guerra da Ucrânia e a escalada de tensões entre as potências imperialistas da OTAN e da Rússia são uma poderosa confirmação desta velha verdade marxista.

 

A Corrente Comunista Internacional Revolucionária (CCRI/RCIT) e outros socialistas autênticos têm apontado desde o início da guerra que o atual conflito tem um caráter duplo. Portanto, apoiamos o povo ucraniano e sua resistência contra a invasão da Rússia imperialista. Ao mesmo tempo, nos opomos a ambos os campos na rivalidade inter-imperialista em curso entre as Grandes Potências - a Rússia e a OTAN. Resumimos nossa posição nos seguintes slogans: [1]

 

* Defender a Ucrânia! Derrotar o imperialismo russo! Solidariedade popular internacional com a resistência nacional ucraniana - independente de qualquer influência imperialista!

 

* Abaixo todas as potências imperialistas - a OTAN e a UE, assim como a Rússia! Em todos os conflitos entre essas potências, os revolucionários lutam contra os dois campos!

 

Muitos socialistas falharam no teste da guerra e assumiram uma posição confusa ou até reacionária. Infelizmente, os camaradas da Fração Trotskista (com o PTS na Argentina como sua seção líder) estão entre aqueles que falham em abordar a guerra de forma revolucionária.

 

É verdade que os camaradas declararam sua oposição contra a invasão de Putin - ao contrário de vários estalinistas e pseudo-trotskistas pró-russos. [2] Em uma declaração chave sobre a guerra, a FT exige "tropas russas fora da Ucrânia" e deixa claro que "repudia completamente a ocupação militar da Ucrânia pela Rússia". [3]

 

Entretanto, ao mesmo tempo, o PTS/FT se recusa a apoiar a resistência ucraniana contra a invasão russa. Em outras palavras, eles se opõem à ocupação, mas não apoiam aqueles que lutam contra esta ocupação! Eles explicam isto pela natureza reacionária do Presidente Zelensky da Ucrânia. É claro que é verdade, como temos apontado há muito tempo, que os socialistas devem se opor intransigentemente a Zelensky que é uma figura completamente burguesa pró-OTAN. Mas a guerra não se limita a Zelensky e seus desejos. É, antes de tudo, uma guerra popular que mobilizou as massas. Existem muitos relatos, e isto também foi confirmado por camaradas na Ucrânia, de que muitas pessoas se voluntariam para pegar em armas ou para apoiar a resistência por outros meios. Mesmo forças políticas que inicialmente eram russófilos, condenaram a invasão.

 

Não pode haver dúvidas: esta é, antes de tudo, uma guerra do povo ucraniano pela autodeterminação nacional e contra a ocupação estrangeira por uma potência imperialista!

 

Naturalmente, Zelensky persegue objetivos burgueses e pró-imperialistas. É verdade que a OTAN espera explorar a guerra na Ucrânia para expandir sua esfera de influência contra seu rival russo. Mas seria totalmente errado imaginar que a luta de resistência ucraniana seja simplesmente uma extensão da máquina de guerra da OTAN!

 

É verdade que é um cenário possível no futuro que a OTAN intervenha de tal forma que transforme o caráter da guerra. Assistimos a tal desenvolvimento, por exemplo, na Guerra do Kosovo em 1999, quando as tropas da OTAN entraram no país e subordinaram efetivamente a luta de libertação nacional do povo albanês aos seus objetivos imperialistas. Mas esta não é a situação atual e os marxistas têm que aplicar táticas sobre a realidade atual e não sobre possíveis desenvolvimentos no futuro. Por enquanto, a OTAN não quer correr o risco de enviar tropas para a Ucrânia, o que, muito provavelmente, provocaria uma guerra com a Rússia.

 

Portanto, a realidade hoje é que o imperialismo russo invade a Ucrânia - um país semicolonial - e tenta subjugá-la totalmente. Sem dúvida, a OTAN tenta explorar esta situação para seu próprio interesse. É uma verdade bem conhecida que as Grandes Potências sempre tentam utilizar as dificuldades de seus rivais. Mas isto não muda o caráter da guerra atual. A situação na Ucrânia de hoje é caracterizada, antes de tudo, pelo fato de que é o exército russo - e não as tropas da OTAN - que lutam em solo ucraniano, matam milhares de pessoas e destroem cidades ucranianas. Os socialistas devem dar uma resposta a esta situação concreta e isto só pode significar apoiar a defesa do país e a derrota dos invasores russos.

 

 

 

Guerras progressivas lideradas por forças reacionárias no passado

 

 

 

Em nossa opinião, a natureza reacionária da liderança política não nega o caráter legítimo da luta de resistência do povo ucraniano! De fato, muitas vezes as lutas democráticas e de libertação nacional contra as ditaduras e a ocupação estrangeira ocorrem sob a liderança de forças burguesas. Como elaboramos em nossos trabalhos, é obrigatório para os socialistas, estar ao lado do povo oprimido - independentemente da atual liderança política - e apelar para a derrota dos opressores. [4]

 

Esta tem sido sempre a abordagem dos marxistas. Para citar apenas alguns exemplos, referimo-nos à luta chinesa contra os invasores japoneses em 1937-45 que foi liderada por Chiang Kai-shek (que matou dezenas de milhares de comunistas). Ou tomemos a resistência da Etiópia contra a ocupação italiana de 1935-37, que foi liderada pelo regime absolutista do Imperador Haile Selassie. Exemplos mais recentes são a luta do Iraque - liderada pela ditadura baathista de Saddam Hussein - contra a agressão dos EUA em duas guerras (1991 e 2003) e a resistência do Talibã contra a invasão dos EUA no Afeganistão em 2001. Ou, para acrescentar um último exemplo, a guerra de libertação da Chechênia contra a invasão russa em 1994-96.

 

Em todas estas guerras, autênticos marxistas apoiaram o povo oprimido contra os agressores reacionários, apesar da natureza burguesa da liderança desta luta. Em várias ocasiões, estas forças receberam apoio político, diplomático e às vezes também militar das potências imperialistas. Em um artigo recente, apontamos o apoio dos EUA a Chiang Kai-shek. [5] Da mesma forma, a Etiópia recebeu armas da Alemanha nazista durante a guerra com a Itália, como observou um historiador militar. "A Alemanha nazista, ansiosa para impedir as objeções italianas à ocupação da Áustria, enviou secretamente ajuda militar à Etiópia que incluía 3 aviões; 10.000 espingardas Mauser; e 10 milhões de munições. " [6]

 

Trotsky e a Quarta Internacional apoiaram explicitamente a legítima luta de resistência do povo chinês e do povo etíope. Eles se recusaram a abandonar seu apoio por causa do caráter reacionário de suas lideranças. Ao argumentar contra os sectários ultraliberais que se opunham ao apoio à luta chinesa, Trotsky declarou: ""Mas Chiang Kai-shek? Não precisamos ter ilusões sobre Chiang Kai-shek, seu partido, ou toda a classe dominante da China, assim como Marx e Engels não tinham ilusões sobre as classes dominantes da Irlanda e da Polônia. Chiang Kai-shek é o carrasco dos trabalhadores e camponeses chineses. Mas hoje ele é forçado, apesar de si mesmo, a lutar contra o Japão pelo restante da independência da China. Amanhã ele poderá trair novamente. Isso é possível. É provável. É mesmo inevitável. Mas hoje ele está lutando. Somente covardes, canalhas ou imbecis completos podem se recusar a participar dessa luta. (...) Ao participar da luta militar sob as ordens de Chiang Kai-shek, pois infelizmente é ele quem tem o comando na guerra pela independência - preparar politicamente a derrubada de Chiang Kai-shek ... essa é a única política revolucionária. “ [7]

 

Trotsky adotou a mesma abordagem no caso da Guerra Ítalo-Etíope em 1936. Ele argumentou explicitamente que os socialistas devem apoiar todas as formas de ajuda - inclusive as armas - às forças etíopes. "É claro que somos pela derrota da Itália e pela vitória da Etiópia e, portanto, devemos fazer todo o possível para impedir por todos os meios disponíveis o apoio ao imperialismo italiano pelas outras potências imperialistas e, ao mesmo tempo, facilitar a entrega de armamentos, etc., à Etiópia da melhor forma possível. “ [8]

 

 

 

PTS/FT se opõe ao boicote dos trabalhadores contra o imperialismo russo ...

 

 

 

É uma pena que o PTS/FT se recuse efetivamente a apoiar a resistência ucraniana contra a invasão do imperialismo russo. Em sua declaração acima mencionada de 3 de março, os camaradas do FT dizem: "Ao mesmo tempo, devemos encorajar o surgimento de uma posição independente dentro da população ucraniana que enfrenta a ocupação, uma posição que não jogue sua sorte no governo pró-imperialista de Zelensky e nas forças nacionalistas reacionárias que estão subordinadas à OTAN". (...) Na própria Ucrânia, propomos que a resistência à ocupação russa tome um caminho independente da subordinação à OTAN pregada por Zelensky." Muito bem. Mas, por enquanto, a guerra de defesa da Ucrânia é conduzida pelo exército existente e pelas milícias territoriais. Esta é a realidade. Portanto, enquanto o PTS/FT defende a Ucrânia em um cenário ideal abstrato no futuro, ele não defende a Ucrânia como ela é hoje e na guerra que acontece atualmente!

 

É uma verdade conhecida do marxismo que a neutralidade em uma guerra de um povo oprimido contra uma invasão estrangeira é inadmissível para os socialistas autênticos. Infelizmente, o PTS/FT falha em tomar uma posição anti-imperialista e internacionalista na Guerra da Ucrânia.

 

Pior, eles promovem táticas que objetivamente resultam em minar a luta da resistência ucraniana e o apoio ao imperialismo russo. Isto se torna claro quando olhamos para a posição desta organização em relação aos boicotes feitos pelos trabalhadores.

 

Trotsky e a Quarta Internacional defenderam ações da classe trabalhadora internacional a fim de apoiar a luta de libertação dos povos oprimidos. Entre tais ações estavam as chamadas "sanções dos trabalhadores (ou boicotes)". Isto significava ações de boicote para minar a máquina de guerra e a economia de um Estado agressor, a fim de ajudar na luta de libertação do povo oprimido. Tais ações são a recusa de descarregar carga, de bloquear navios, de distribuir mercadorias de um país assim, etc. Ao mesmo tempo, os marxistas sempre se opuseram às sanções imperialistas - como vemos atualmente com as sanções ocidentais contra a Rússia. Nossa oposição não é causada pela simpatia pela Rússia (ou por qualquer outro agressor), mas por nossa recusa em apoiar qualquer lado na rivalidade entre as potências imperialistas.

 

Uma vez que elaboramos esta questão em detalhes em outros trabalhos recentes, não repetiremos nossos argumentos e as afirmações da Quarta Internacional e remetemos os leitores para os respectivos artigos. [9]

 

Desde o início da Guerra da Ucrânia, houve uma série de ações de estivadores que decidiram mostrar seu apoio ao povo ucraniano boicotando a carga russa. [10] Vergonhosamente, o PTS/FT denuncia tais ações de solidariedade internacional da classe trabalhadora como "servindo aos interesses imperialistas"! Um artigo publicado recentemente em seu website em inglês - intitulado "Trabalhadores da doca estão bloqueando a carga russa - e reforçando inadvertidamente os interesses imperialistas" afirma: "Neste mês, trabalhadores portuários de países de todo o mundo decidiram bloquear os navios e cargas russas dos portos. Mais recentemente, o Sindicato Sueco dos Trabalhadores da Doca anunciou na quinta-feira que se recusará a descarregar, carregar e rebocar navios russos e afiliados à Rússia. No contexto do nacionalismo crescente e da russofobia nestes países, as ações destes trabalhadores prejudicarão a classe trabalhadora global em vez de seus líderes belicistas". [11]

 

Assim, o PTS/FT denuncia tais ações de boicote dos trabalhadores como "reacionárias". "As ações dos trabalhadores portuários também são totalmente compreensíveis. (...) Mas estes objetivos, por mais louváveis que sejam, são profundamente desencaminhados. O atual conjunto de sanções contra a Rússia - mesmo que venham da sociedade civil - são reacionárias, não progressivas. (...) A decisão dos trabalhadores da doca de bloquear navios e mercadorias russos não é exceção: ela serve aos interesses imperialistas e prejudicará os trabalhadores russos.

 

 

 

... mas apoia o boicote à ajuda militar para a Ucrânia!

 

 

 

Ao mesmo tempo, o PTS/FT defende ações de boicote dirigidas contra a Ucrânia e sua capacidade de resistir à invasão russa! O mesmo artigo afirma: "Por exemplo, o governo sueco decidiu enviar armas para a Ucrânia - os trabalhadores devem se recusar a carregá-las e transportá-las, seguindo o exemplo dos trabalhadores do aeroporto italiano.

 

Outro artigo do PTS/FT - publicado em seus sites em inglês e alemão - elogia uma ação de sindicalistas italianos que impediu o envio de armas para a Ucrânia. "Com suas ações corajosas, os trabalhadores não só impediram que estas armas fossem usadas para matar, mas também forneceram um exemplo para toda a classe trabalhadora sobre como podemos combater a guerra com nossos próprios meios. Os trabalhadores sindicalizados nos Estados Unidos e além devem tomar a ação de seus colegas italianos como um modelo. (...) Eles devem servir de exemplo aos trabalhadores internacionalmente sobre como combater a guerra com seus próprios meios, tais como greves ou bloqueios de carregamentos de armas. [12]

 

Como vemos, o PTS/FT elogia esta única ação como um modelo a ser seguido em todo o mundo. Isto significa que ele chama o movimento internacional de trabalhadores para obstruir a entrega de armas à Ucrânia, o que efetivamente significa mantê-lo militarmente inferior às forças armadas russas.

 

Os camaradas do PTS/FT devem estar plenamente conscientes das consequências de sua política. Eles mesmos caracterizaram - em sua declaração acima mencionada de 3 de março - a Rússia como "uma potência que tem o terceiro exército mais poderoso do mundo e armas nucleares". Assim, os camaradas não podem ignorar o fato de que parar o envio de armas para a Ucrânia significa manter suas forças armadas fracas e limitar sua capacidade de eliminar os tanques, aviões de guerra e helicópteros militares que constantemente bombardeiam as cidades ucranianas. Significa prejudicar a capacidade das forças armadas ucranianas de resistir à ocupação russa. Significa, objetivamente, ajudar a força militar superior - ou seja, o imperialismo russo.

 

É realmente uma pena que os camaradas do PTS/FT entendam isso completamente errado. Eles se opõem aos boicotes feitos pelos trabalhadores contra uma potência imperialista que invade um país semicolonial menor ... mas eles acolhem tais ações quando estas são dirigidas contra o próprio povo que se defende contra esta potência imperialista! Isto não tem nada a ver com o anti-imperialismo e o internacionalismo operário! Objetivamente, mesmo que os camaradas possam não estar cientes disso, representa um passo em direção ao social-imperialismo pró-russo!

 

Devemos acrescentar também que é difícil imaginar que os líderes do PTS/FT não estejam cientes de que sua política - se os trabalhadores seguirem seus conselhos - ajuda objetivamente a Rússia. É bem conhecido dos marxistas que as aos boicotes feitos pelos trabalhadores são um instrumento que não é aplicado em uma guerra onde ambos os campos são reacionários e onde os socialistas não tomam um partido. É antes um instrumento para ajudar na vitória de um campo contra o outro. É por isso que a Quarta Internacional levantou tais táticas, como mencionado acima, na Guerra Ítalo-Etíope e na Segunda Guerra Sino-Japonesa. Em ambos os casos, os trotskistas defenderam a vitória militar do povo etíope e do povo chinês.

 

Portanto, a defesa pelo PTS/FT dos boicotes feitos pelos trabalhadores contra a Ucrânia só pode significar objetivamente que ela deseja que a Rússia vença esta guerra!

 

É simbólico e de forma alguma acidental que o Global Times - o porta-voz em inglês do regime estalinista-capitalista de Pequim - também aplaudiu a mesma ação na Itália que o PTS/FT elogia como "um exemplo para toda a classe trabalhadora"! [13] No caso do Global Times, tal avaliação não é surpreendente, já que a Rússia é o aliado estratégico mais importante do imperialismo chinês. Mas qual é a desculpa do PTS/FT?!

 

 

 

Recusa em reconhecer o caráter imperialista do Estado russo

 

 

 

Concluamos este artigo ressaltando que consideramos não ser acidental que o PTS/FT se recuse a apoiar a Ucrânia e, objetivamente, a tomar partido pela Rússia. Como observamos em nosso livro "Anti-imperialismo na Era da Rivalidade das Grandes Potências" e outras obras, o PTS/FT se recusa a reconhecer a natureza imperialista do Estado russo até hoje. [14]

 

Ao contrário das reivindicações desses camaradas, a Rússia é uma Grande Potência imperialista por direito próprio. Como demonstramos em vários estudos, o imperialismo russo tem características peculiares. É economicamente mais fraco do que os Estados Unidos e a China (o que, no entanto, também é verdade para quase todos os outros Estados imperialistas). Ao mesmo tempo, é dominado por monopólios domésticos, super-explora vários países semicoloniais na Ásia Central e Europa Oriental, possui um dos maiores exércitos do mundo e intervém com seus militares em vários países não apenas na Ásia Central e Europa Oriental, mas também no Oriente Médio e África. [15]

 

Há alguns anos, a CCRI escreveu: "Só é possível compreender a dinâmica motriz do atual período de crise capitalista e tomar uma posição correta se se reconhecer o caráter imperialista não só dos EUA, UE e Japão, mas também das novas potências emergentes, Rússia e China. Somente nessa base é possível chegar ao único programa correto e anti-imperialista nesta questão - o internacionalismo proletário e o derrotismo revolucionário, ou seja, a perspectiva de luta consistente da classe trabalhadora independente e contra todas as potências imperialistas. (...) Aqueles que não reconhecerem o caráter reacionário e imperialista dessas Grandes Potências deixarão inevitavelmente de adotar uma linha anti-imperialista consistente, ou seja, marxista, e acabarão, consciente ou inconscientemente, apoiando um ou outro campo imperialista como um "mal menor". ” [16]

 

O fracasso do PTS/FT em reconhecer o caráter imperialista da Rússia e sua recusa em defender a Ucrânia é uma confirmação muito concreta de nossa declaração. [17] O entendimento errado do caráter de classe da Rússia fornece a base teórica para sua oposição aos boicotes feitos pelos trabalhadores contra o agressor imperialista e, ao mesmo tempo, para sua defesa de tais boicotes contra a Ucrânia.

 

Finalmente, queremos observar que a recusa do PTS/FT em defender a Ucrânia contra a invasão russa reflete uma mudança à direita  séria e perigosa de sua liderança. Pensamos que uma posição tão traiçoeira teria sido impossível nos primeiros dias desta organização. Vale lembrar que fizemos - na organização predecessora da CCRI - declarações conjuntas com o PTS/FT sobre guerras que tinham semelhanças importantes com o conflito atual. Para isso, remetemos os leitores a uma declaração conjunta sobre a guerra russa na Chechênia (1996) [18] e outra sobre a guerra dos Estados Unidos contra o Afeganistão em 2001. [19] Verdade, isto foi há muito tempo - quando ganhar posições no parlamento não desempenhava um papel nas considerações estratégicas dos camaradas!

 

Esperamos fortemente que o PTS/FT retorne a um programa anti-imperialista e internacionalista como aquele!

¿No al boicot obrero contra Rusia, pero sí al boicot a Ucrania?

 

Sobre el apoyo del PTS/FT a las acciones de boicot contra los envíos de armas a Ucrania

Las guerras y las revoluciones son las pruebas más duras para los socialistas. Obligan a todas las organizaciones del movimiento obrero y popular a desarrollar concretamente su programa ya elaborar sus consecuencias frente a choques dramáticos entre clases y estados. La actual Guerra en Ucrania y las crecientes tensiones entre las potencias imperialistas de la OTAN y Rusia son una poderosa confirmación de esta vieja verdad marxista.

 

La Corriente Comunista Revolucionaria Internacional (CCRI) y otros auténticos socialistas han señalado desde el inicio de la guerra que el conflicto actual tiene un carácter dual. Por lo tanto, apoyamos al pueblo ucraniano y su resistencia contra la invasión de la Rusia imperialista. Al mismo tiempo, nos oponemos a ambos campos en la actual rivalidad interimperialista entre las Grandes Potencias: Rusia y la OTAN. Resumimos nuestra posición en las siguientes consignas: [1]

 

* ¡Defender Ucrania! ¡Derrotar al imperialismo ruso! ¡Solidaridad popular internacional con la resistencia nacional ucraniana, independientemente de cualquier influencia imperialista!

 

* ¡Abajo todas las potencias imperialistas, la OTAN y la UE, así como Rusia! ¡En todos los conflictos entre estos poderes, los revolucionarios luchan contra ambos campos!

 

Muchos socialistas han fallado en la prueba de la guerra y adoptan una posición confusa o incluso reaccionaria. Desafortunadamente, los camaradas de la Fracción Trotskista (con el PTS en Argentina como su sección principal) están entre los que no abordan la guerra de manera revolucionaria.

 

Es cierto que los camaradas han manifestado su oposición a la invasión de Putin, en contraste con varias fuerzas estalinistas prorrusas y pseudotrotskistas. [2] En una declaración clave sobre la guerra, el FT exige “tropas rusas fuera de Ucrania” y deja claro que “repudia completamente la ocupación militar de Ucrania por parte de Rusia”. [3]

 

Sin embargo, al mismo tiempo, el PTS/FT se niega a apoyar la resistencia ucraniana contra la invasión rusa. En otras palabras, ¡se oponen a la ocupación, pero no apoyan a quienes luchan contra esta ocupación! Explican esto por la naturaleza reaccionaria del presidente de Ucrania, Zelensky. Por supuesto, es cierto, como hemos señalado durante mucho tiempo, que los socialistas deben oponerse intransigentemente a Zelensky, que es una figura totalmente burguesa a favor de la OTAN. Pero la guerra no se limita a Zelensky y sus deseos. Es ante todo una guerra popular que movilizó a las masas. Existen muchos informes, y esto también ha sido confirmado por camaradas en Ucrania, que muchas personas se ofrecen como voluntarias para tomar las armas o para apoyar la resistencia por otros medios. Incluso fuerzas políticas que inicialmente eran rusófilas han condenado la invasión.

 

No puede haber duda: ¡esta es ante todo una guerra del pueblo ucraniano por la autodeterminación nacional y contra la ocupación extranjera por parte de una potencia imperialista!

 

Por supuesto, Zelensky persigue objetivos burgueses y proimperialistas. Es cierto que la OTAN espera aprovechar la guerra en Ucrania para expandir su esfera de influencia contra su rival ruso. ¡Pero sería completamente erróneo imaginar que la lucha de resistencia ucraniana es simplemente una extensión de la maquinaria de guerra de la OTAN!

 

Cierto, es un escenario posible en el futuro que la OTAN intervenga de tal manera que transformaría el carácter de la guerra. Hemos visto tal desarrollo, por ejemplo, en la guerra de Kosovo en 1999 cuando las tropas de la OTAN entraron en el país y efectivamente subordinaron la lucha de liberación nacional del pueblo albanés a sus objetivos imperialistas. Pero esta no es la situación actual y los marxistas tienen que aplicar tácticas sobre la realidad actual y no sobre posibles desarrollos en el futuro. Por ahora, la OTAN no quiere correr el riesgo de enviar tropas a Ucrania, lo que muy probablemente provocaría una guerra con Rusia.

 

Por lo tanto, la realidad hoy es que el imperialismo ruso invade Ucrania, un país semicolonial, y trata de someterlo por completo. Sin duda, la OTAN trata de explotar esta situación para su propio interés. Es una verdad bien conocida que las Grandes Potencias siempre tratan de aprovechar las dificultades de sus rivales. Pero esto no cambia el carácter de la guerra actual. La situación actual en Ucrania se caracteriza ante todo por el hecho de que es el ejército ruso, y no las tropas de la OTAN, el que lucha en suelo ucraniano, mata a miles de personas y destruye ciudades ucranianas. Los socialistas deben dar una respuesta a esta situación concreta y esto sólo puede significar apoyar la defensa del país y la derrota de los invasores rusos.

 

 

 

Guerras progresistas dirigidas por fuerzas reaccionarias en el pasado

 

 

 

¡Desde nuestro punto de vista, la naturaleza reaccionaria de la dirección política no niega el carácter legítimo de la lucha de resistencia del pueblo ucraniano! De hecho, a menudo sucede que las luchas democráticas y de liberación nacional contra las dictaduras y la ocupación extranjera tienen lugar bajo la dirección de las fuerzas burguesas. Como elaboramos en nuestros trabajos, es obligatorio para los socialistas ponerse del lado de los oprimidos, independientemente del liderazgo político actual, y llamar a la derrota de los opresores. [4]

 

Este ha sido siempre el enfoque de los marxistas. Por citar sólo algunos ejemplos, nos referimos a la lucha china contra los invasores japoneses en 1937-45, que estuvo dirigida por Chiang Kai-shek (quien mató a decenas de miles de comunistas). O tomemos la resistencia de Etiopía contra la ocupación italiana de 1935-37, que fue dirigida por el régimen absolutista del emperador Haile Selassie. Ejemplos más recientes son la lucha de Irak –encabezada por la dictadura baazista de Saddam Hussein– contra la agresión estadounidense en dos guerras (1991 y 2003) y la resistencia de los talibanes contra la invasión estadounidense en Afganistán en 2001. O, para añadir uno último ejemplo, la guerra de liberación de Chechenia contra la invasión rusa en 1994-1996.

 

En todas estas guerras, auténticos marxistas apoyaron al pueblo oprimido contra los agresores reaccionarios a pesar del carácter burgués de la dirección de esta lucha. En varias ocasiones, estas fuerzas recibieron apoyo político, diplomático ya veces también militar de las potencias imperialistas. En un artículo reciente, señalamos el apoyo de Estados Unidos a Chiang Kai-shek. [5] Del mismo modo, Etiopía recibió armas de la Alemania nazi durante la guerra con Italia, como señaló un historiador militar. "La Alemania nazi, ansiosa por frustrar las objeciones italianas a su ocupación de Austria, envió en secreto ayuda militar a Etiopía que incluía 3 aviones, 10.000 rifles Mauser y 10 millones de cartuchos de munición". [6]

 

Trotsky y la Cuarta Internacional se pusieron explícitamente del lado de la legítima lucha de resistencia del pueblo chino y etíope. Se negaron a dejar su apoyo por el carácter reaccionario de sus direcciones. Al argumentar en contra de los sectarios ultraizquierdistas que se oponían al apoyo a la lucha china, Trotsky declaró: “Pero, ¿y Chiang Kai-shek? No tenemos que hacernos ilusiones con Chiang Kaishek, su partido y toda la clase dominante china, así como Marx y Engels no se las hicieron con las clases dominantes de Irlanda y Polonia. Chiang Kai-shek es el verdugo de los obreros y campesinos chinos. Pero hoy se ve obligado, contra su voluntad, a luchar contra Japón por lo que resta de la independencia china. Puede que mañana vuelva a traicionar. Es posible. Es probable. Hasta es inevitable. Pero hoy está luchando. Sólo los cobardes, imbéciles totales o canallas, pueden negarse a participar en esa lucha. (...) Al participar en la lucha militar bajo las órdenes de Chiang Kai-shek, puesto que desgraciadamente él tiene el mando de la guerra por la independencia, nos preparamos políticamente para el derrocamiento de Chiang Kai-shek esa es la única política revolucionaria.[7]

 

Trotsky adoptó el mismo enfoque en el caso de la guerra ítalo-etíope en 1936. Argumentó explícitamente que los socialistas deben apoyar todas las formas de ayuda, incluidas las armas, a las fuerzas etíopes. “Desde luego, somos partidarios de la derrota de Italia y de la victoria de Etiopía y, por consiguiente, debemos hacer todo cuanto esté a nuestro alcance por impedir que el imperialismo italiano reciba apoyo de las demás po­tencias imperialistas y, a la vez, facilitar en lo posible el envío de armamentos, etcétera, a Etiopía.” [8]

 

 

 

PTS/FT se opone al boicot obrero contra el imperialismo ruso…

 

 

 

Es una pena que el PTS/FT se niegue efectivamente a apoyar la resistencia ucraniana contra la invasión del imperialismo ruso. En su declaración antes mencionada del 3 de marzo, los camaradas de FT dicen: “Al mismo tiempo, debemos alentar el surgimiento de una posición independiente dentro de la población ucraniana frente a la ocupación, una que no se una al pro- gobierno imperialista de Zelensky y fuerzas nacionalistas reaccionarias que están subordinadas a la OTAN. (…) En la propia Ucrania proponemos que la resistencia a la ocupación rusa tome un camino independiente de la subordinación a la OTAN predicada por Zelensky." Multa. Pero por ahora, la guerra de defensa de Ucrania la lleva a cabo el ejército existente y las milicias territoriales. Esta es la realidad. Entonces, mientras que el PTS/FT defiende a Ucrania en un escenario ideal abstracto en el futuro, ¡no defiende a Ucrania como es hoy y en la guerra que tiene lugar actualmente!

 

Es una verdad bien conocida del marxismo que la neutralidad en una guerra de un pueblo oprimido contra una invasión extranjera es inadmisible para los auténticos socialistas. Desafortunadamente, el PTS/FT no logra tomar una posición antiimperialista e internacionalista en la Guerra de Ucrania.

 

Peor aún, promueven tácticas que resultan objetivamente en socavar la lucha de resistencia ucraniana y el apoyo al imperialismo ruso. Esto queda claro cuando observamos la posición de esta organización con respecto a las sanciones a los trabajadores.

 

Trotsky y la Cuarta Internacional abogaron por acciones de la clase obrera internacional para apoyar la lucha de liberación de los pueblos oprimidos. Entre tales acciones estaban las llamadas “sanciones (o boicot) a los trabajadores”. Esto significó acciones de boicot para socavar la maquinaria de guerra y la economía de un estado agresor con el fin de ayudar a la lucha de liberación del pueblo oprimido. Tales acciones son la negativa a descargar cargamentos, bloquear barcos, distribuir bienes de ese país, etc. Al mismo tiempo, los marxistas siempre se opusieron a las sanciones imperialistas, como vemos actualmente con las sanciones occidentales contra Rusia. Nuestra oposición no se debe a la simpatía por Rusia (o cualquier otro agresor), sino por nuestra negativa a apoyar a cualquier bando en la rivalidad entre las potencias imperialistas.

 

Dado que elaboramos este tema en detalle en otros trabajos recientes, no repetiremos nuestros argumentos y las declaraciones de la Cuarta Internacional y referiremos a los lectores a los artículos respectivos. [9]

 

Desde el comienzo de la Guerra de Ucrania, ha habido una serie de acciones por parte de los portuarios que decidieron mostrar su apoyo al pueblo ucraniano boicoteando la carga rusa. [10] ¡Vergonzosamente, el PTS/FT denuncia tales acciones de solidaridad obrera internacional como “al servicio de los intereses imperialistas”! Un artículo publicado recientemente en su sitio web en inglés, titulado “Los trabajadores portuarios bloquean la carga rusa y refuerzan inadvertidamente los intereses imperialistas”, afirma: “Este mes, los trabajadores portuarios de países de todo el mundo han decidido bloquear los barcos y la carga rusos en los puertos. Más recientemente, el Sindicato Sueco de Trabajadores Portuarios anunció el jueves que se negará a descargar, cargar y remolcar barcos rusos y afiliados a Rusia. En el contexto del aumento del nacionalismo y la rusofobia en estos países, las acciones de estos trabajadores dañarán a la clase trabajadora mundial en lugar de a sus líderes belicistas”. [11]

 

Por lo tanto, el PTS/FT denuncia tales acciones de boicot de los trabajadores como “reaccionarias”. “Las acciones de los trabajadores portuarios también son totalmente comprensibles. (…) Pero estos objetivos, por loables que sean, están profundamente equivocados. El conjunto actual de sanciones contra Rusia, incluso si provienen de la sociedad civil, son reaccionarias, no progresistas. (…) La decisión de los trabajadores portuarios de bloquear los barcos y mercancías rusos no es una excepción: sirve a los intereses imperialistas y perjudicará a los trabajadores rusos.”

 

 

 

… ¡pero apoya el boicot a la ayuda militar a Ucrania!

 

 

 

¡Al mismo tiempo, el PTS/FT aboga por acciones de boicot dirigidas contra Ucrania y su capacidad para resistir la invasión rusa! El mismo artículo dice: “Por ejemplo, el gobierno sueco ha decidido enviar armas a Ucrania: los trabajadores deben negarse a cargarlas y transportarlas, siguiendo el ejemplo de los trabajadores del aeropuerto italiano.”

 

Otro artículo del PTS/FT, publicado en sus sitios web en inglés y alemán, elogia una acción de los sindicalistas italianos que detuvo el envío de armas a Ucrania. “Con sus valientes acciones, los trabajadores no solo evitaron que estas armas fueran utilizadas para matar, sino que también dieron un ejemplo para toda la clase trabajadora de cómo podemos pelear la guerra con nuestros propios medios. Los trabajadores sindicalizados en los EE. UU. y más allá deberían tomar como modelo la acción de sus colegas italianos. (…) Deberían servir de ejemplo a los trabajadores a nivel internacional sobre cómo hacer la guerra con sus propios medios, como huelgas o bloqueos de envíos de armas.” [12]

 

Como vemos, el PTS/FT ensalza esta única acción como modelo a seguir en todo el mundo. Esto significa que llama al movimiento obrero internacional a obstruir las entregas de armas a Ucrania, lo que en la práctica significa mantenerlo militarmente inferior a las fuerzas armadas rusas.

 

Los compañeros del PTS/FT deben ser plenamente conscientes de las consecuencias de su política. Ellos mismos caracterizaron –en su citada declaración del 3 de marzo– a Rusia como “una potencia que tiene el tercer ejército más poderoso del mundo y armas nucleares”. Por lo tanto, los camaradas no pueden ignorar el hecho de que detener el envío de armas a Ucrania significa mantener débiles sus fuerzas armadas y limitar su capacidad para eliminar los tanques, aviones de guerra y helicópteros militares que bombardean constantemente las ciudades ucranianas. Significa dañar la capacidad de las fuerzas armadas de Ucrania para resistir la ocupación rusa. Significa, objetivamente, ayudar a la fuerza militarmente superior, es decir, al imperialismo ruso.

 

Realmente es una pena que los compañeros del PTS/FT se equivoquen completamente. Se oponen a las sanciones obreras contra una potencia imperialista que invade un país semicolonial más pequeño… ¡pero dan la bienvenida a tales acciones cuando están dirigidas contra el mismo pueblo que se defiende contra esta potencia imperialista! ¡Esto no tiene nada que ver con el antiimperialismo y el internacionalismo obrero! Objetivamente, aunque los camaradas no se den cuenta de esto, ¡representa un paso hacia el socialimperialismo prorruso!

 

También debemos agregar que es difícil imaginar que los líderes del PTS/FT no sean conscientes de que su política, si los trabajadores siguieran sus consejos, ayuda objetivamente a Rusia. Es bien sabido por los marxistas que las sanciones a los trabajadores son un instrumento que no se aplica en una guerra donde ambos campos son reaccionarios y donde los socialistas no toman partido. Es más bien un instrumento para ayudar a la victoria de un campo contra el otro. Es por eso que la Cuarta Internacional planteó tales tácticas, como se mencionó anteriormente, en la Guerra Italo-etíope y en la Segunda Guerra chino-japonesa. En ambos casos, los trotskistas propugnaban la victoria militar de la etíope y del pueblo chino respectivamente.

 

Por lo tanto, ¡la defensa del PTS/FT de las sanciones a los trabajadores contra Ucrania solo puede significar objetivamente que desea que Rusia gane esta guerra!

 

¡Es simbólico y de ninguna manera accidental que Global Times, el portavoz en inglés del régimen estalinista-capitalista en Beijing, también aplaudió la misma acción en Italia que el PTS/FT elogia como “un ejemplo para toda la clase trabajadora”! [13] En el caso de Global Times, tal apreciación no sorprende ya que Rusia es el aliado estratégico más importante del imperialismo chino. ¡¿Pero cuál es la excusa del PTS/FT?!

 

 

 

Negativa a reconocer el carácter imperialista del Estado ruso

 

 

 

Concluyamos este artículo señalando que consideramos que no es casual que el PTS/FT se niegue a apoyar a Ucrania y, objetivamente, se ponga del lado de Rusia. Como hemos señalado en nuestro libro “El Antiimperialismo en la Era de la Rivalidad de las Grandes Potencias” y otros trabajos, el PTS/FT se niega a reconocer la naturaleza imperialista del estado ruso hasta el día de hoy. [14]

 

En contraste con las afirmaciones de estos camaradas, Rusia es una Gran Potencia imperialista por derecho propio. Como demostramos en una serie de estudios, el imperialismo ruso tiene características peculiares. Es económicamente más débil que EE. UU. y China (que, sin embargo, también es cierto para casi todos los demás estados imperialistas). Al mismo tiempo, está dominado por monopolios domésticos, superexplota una serie de países semicoloniales en Asia Central y Europa del Este, posee uno de los ejércitos más grandes del mundo e interviene con su ejército en varios países no solo en Central Asia y Europa del Este, pero también en Oriente Medio y África. [15]

 

Hace unos años, la CCRI escribió: “Solo es posible comprender la dinámica impulsora del actual período de crisis capitalista y tomar una posición correcta si se reconoce el carácter imperialista no solo de EE. UU., la UE y Japón, sino también de las nuevas potencias emergentes, Rusia y China. Solo sobre esta base es posible llegar al único programa antiimperialista correcto sobre este tema: el internacionalismo proletario y el derrotismo revolucionario, es decir, la perspectiva de la lucha constante de la clase obrera independiente de y contra todas las potencias imperialistas. (…) Quienes no reconozcan el carácter reaccionario e imperialista de estas Grandes Potencias, inevitablemente dejarán de tomar una línea consecuente antiimperialista, es decir, marxista, y terminarán, consciente o inconscientemente, apoyando a uno u otro campo imperialista como 'mal menor'.” [16]

 

El hecho de que el PTS/FT no reconozca el carácter imperialista de Rusia y su negativa a defender a Ucrania es una confirmación muy concreta de nuestra declaración. [17] La comprensión errónea del carácter de clase de Rusia proporciona la base teórica para su oposición a las sanciones de los trabajadores contra el agresor imperialista y, al mismo tiempo, para su defensa de tales sanciones contra Ucrania.

 

Finalmente, queremos señalar que la negativa del PTS/FT a defender a Ucrania contra la invasión rusa refleja un giro serio y peligroso hacia la derecha de su liderazgo. Creemos que una posición tan traicionera hubiera sido imposible en los primeros días de esta organización. Vale la pena recordar que, en la organización predecesora de la CCRI, emitimos declaraciones conjuntas con el PTS/FT sobre guerras que tenían importantes similitudes con el conflicto actual. Para ello remitimos a los lectores a una declaración conjunta sobre la guerra rusa en Chechenia (1996) [18] y otra sobre la guerra estadounidense contra Afganistán en 2001. [19] Cierto, esto fue hace mucho tiempo, ¡el parlamento no jugó un papel en las consideraciones estratégicas de los camaradas!

Pas au boycott des travailleurs contre la Russie, mais oui au boycott contre l'Ukraine ?

 

Sur le soutien du PTS/FT aux actions de boycott contre les livraisons d'armes à l'Ukraine

Les guerres et les révolutions sont les tests les plus aigus pour les socialistes. Ils obligent toutes les organisations de travailleurs et le mouvement populaire à développer concrètement leur programme et à élaborer leurs conséquences face aux affrontements dramatiques entre les classes et les États. La guerre actuelle en Ukraine et l'escalade des tensions entre les puissances impérialistes de l'OTAN et de la Russie sont une confirmation puissante de cette vieille vérité marxiste.

 

Le Courant Communiste Révolutionnaire International (CCRI/RCIT) et d'autres socialistes authentiques ont souligné depuis le début de la guerre que le conflit actuel a un double caractère. Par conséquent, nous soutenons le peuple ukrainien et sa résistance contre l'invasion de la Russie impérialiste. Dans le même temps, nous nous opposons aux deux camps dans la rivalité inter-impérialiste actuelle entre les grandes puissances - la Russie et l'OTAN. Nous résumons notre position dans les slogans suivants : [1]

 

* Défendez l'Ukraine ! Vaincre l'impérialisme russe ! Solidarité populaire internationale avec la résistance nationale ukrainienne - indépendante de toute influence impérialiste !

 

* À bas toutes les puissances impérialistes - l'OTAN et l'UE, ainsi que la Russie ! Dans tous les conflits entre ces puissances, les révolutionnaires combattent les deux camps !

 

De nombreux socialistes ont échoué à l'épreuve de la guerre et ont adopté une position confuse, voire réactionnaire. Malheureusement, les camarades de la Fraction trotskyste (dont la section principale est le PTS en Argentine) font partie de ceux qui n'abordent pas la guerre de manière révolutionnaire.

 

Il est vrai que les camarades ont déclaré leur opposition à l'invasion de Poutine - contrairement à plusieurs staliniens et pseudo-trotskystes pro-russes. [Dans une déclaration clé sur la guerre, le FT exige le "retrait des troupes russes d'Ukraine" et précise qu'il "rejette totalement l'occupation militaire de l'Ukraine par la Russie". [3]

 

Cependant, dans le même temps, le PTS/FT refuse de soutenir la résistance ukrainienne contre l'invasion russe. En d'autres termes, ils s'opposent à l'occupation, mais ils ne soutiennent pas ceux qui luttent contre cette occupation ! Ils expliquent cela par la nature réactionnaire du président ukrainien Zelensky. Bien sûr, il est vrai, comme nous l'avons souligné depuis longtemps, que les socialistes doivent s'opposer sans compromis à Zelensky qui est une figure pro-OTAN tout à fait bourgeoise. Mais la guerre ne se limite pas à Zelensky et à ses souhaits. C'est avant tout une guerre populaire qui a mobilisé les masses. Selon de nombreux rapports, et cela a également été confirmé par des camarades en Ukraine, de nombreuses personnes se portent volontaires pour prendre les armes ou pour soutenir la résistance par d'autres moyens. Même les forces politiques qui étaient initialement russophiles, ont condamné l'invasion.

 

Il n'y a aucun doute : il s'agit avant tout d'une guerre du peuple ukrainien pour l'autodétermination nationale et contre l'occupation étrangère par une puissance impérialiste !

 

Naturellement, Zelensky poursuit des objectifs bourgeois et pro-impérialistes. Il est vrai que l'OTAN espère exploiter la guerre en Ukraine pour étendre sa sphère d'influence contre son rival russe. Mais il serait totalement faux d'imaginer que la lutte de résistance ukrainienne n'est qu'une extension de la machine de guerre de l'OTAN !

 

Il est vrai que c'est un scénario possible à l'avenir que l'OTAN intervienne de manière à transformer le caractère de la guerre. Nous avons vu une telle évolution, par exemple, lors de la guerre du Kosovo en 1999, lorsque les troupes de l'OTAN sont entrées dans le pays et ont effectivement subordonné la lutte de libération nationale du peuple albanais à leurs objectifs impérialistes. Mais ce n'est pas la situation actuelle et les marxistes doivent appliquer des tactiques sur la réalité actuelle et non sur des développements possibles dans le futur. Pour l'instant, l'OTAN ne veut pas courir le risque d'envoyer des troupes en Ukraine, ce qui provoquerait très probablement une guerre avec la Russie.

 

La réalité d'aujourd'hui est donc que l'impérialisme russe envahit l'Ukraine - un pays semi-colonial - et tente de la subjuguer totalement. Il ne fait aucun doute que l'OTAN tente d'exploiter cette situation dans son propre intérêt. C'est une vérité bien connue que les grandes puissances essaient toujours d'utiliser les difficultés de leurs rivaux. Mais cela ne change pas le caractère de la guerre actuelle. La situation en Ukraine aujourd'hui se caractérise, tout d'abord, par le fait que c'est l'armée russe - et non les troupes de l'OTAN - qui se bat sur le sol ukrainien, tuant des milliers de personnes et détruisant les villes ukrainiennes. Les socialistes doivent apporter une réponse à cette situation concrète et cela ne peut que signifier le soutien à la défense du pays et à la défaite des envahisseurs russes.

 

 

 

Les guerres progressives menées par les forces réactionnaires dans le passé

 

 

 

À notre avis, la nature réactionnaire de la direction politique ne nie pas le caractère légitime de la lutte de résistance du peuple ukrainien ! En effet, les luttes de libération démocratique et nationale contre les dictatures et l'occupation étrangère se déroulent souvent sous la direction de forces bourgeoises. Comme nous l'avons développé dans nos articles, il est obligatoire pour les socialistes de se tenir aux côtés du peuple opprimé  - quelle que soit la direction politique actuelle - et d'appeler à la défaite des oppresseurs. [4]

 

Cela a toujours été l'approche des marxistes. Pour ne citer que quelques exemples, nous nous référons à la lutte chinoise contre les envahisseurs japonais en 1937-45 qui était dirigée par Chiang Kai-shek (qui a tué des dizaines de milliers de communistes). Ou prenez la résistance de l'Éthiopie contre l'occupation italienne de 1935-37, qui était dirigée par le régime absolutiste de l'empereur Haile Selassie. Des exemples plus récents sont la lutte de l'Irak - dirigée par la dictature baathiste de Saddam Hussein - contre l'agression américaine au cours de deux guerres (1991 et 2003) et la résistance des Talibans contre l'invasion américaine de l'Afghanistan en 2001. Ou, pour ajouter un dernier exemple, la guerre de libération de la Tchétchénie contre l'invasion russe en 1994-96.

 

Dans toutes ces guerres, les marxistes authentiques ont soutenu le peuple opprimé contre les agresseurs réactionnaires, malgré la nature bourgeoise de la direction de cette lutte. A plusieurs reprises, ces forces ont reçu le soutien politique, diplomatique et parfois aussi militaire des puissances impérialistes. Dans un article récent, nous avons souligné le soutien américain à Chiang Kai-shek. [De même, l'Éthiopie a reçu des armes de l'Allemagne nazie pendant la guerre avec l'Italie, comme l'a noté un historien militaire. "L'Allemagne nazie, soucieuse de contrecarrer les objections italiennes à l'occupation de l'Autriche, a secrètement envoyé une aide militaire à l'Éthiopie qui comprenait 3 avions, 10 000 fusils Mauser et 10 millions de munitions. " [6]

 

Trotsky et la Quatrième Internationale ont explicitement soutenu la lutte de résistance légitime des peuples chinois et éthiopien. Ils ont refusé d'abandonner leur soutien en raison du caractère réactionnaire de leur direction. Dans son argumentation contre les sectaires ultra-libéraux qui s'opposaient au soutien de la lutte chinoise, Trotsky déclarait : "Mais Tchang Kaï-chek ? Nous ne devons pas nous faire d'illusions sur Tchang Kaï-chek, son parti ou l'ensemble de la classe dirigeante de la Chine, pas plus que Marx et Engels ne se faisaient d'illusions sur les classes dirigeantes d'Irlande et de Pologne. Tchang Kai-shek est le bourreau des ouvriers et des paysans chinois. Mais aujourd'hui, il est contraint, malgré lui, de combattre le Japon pour que la Chine conserve son indépendance. Demain, il peut trahir à nouveau. C'est possible. C'est probable. C'est même inévitable. Mais aujourd'hui, il se bat. Seuls des lâches, des vauriens ou des imbéciles complets peuvent refuser de prendre part à cette lutte. (...) En participant à la lutte militaire sur ordre de Tchang Kaï-chek, car c'est malheureusement lui qui a le commandement dans la guerre d'indépendance - pour préparer politiquement le renversement de Tchang Kaï-chek .... c'est la seule politique révolutionnaire. " [7]

 

Trotsky a adopté la même approche dans le cas de la guerre italo-éthiopienne en 1936. Il a explicitement fait valoir que les socialistes devraient soutenir toutes les formes d'aide - y compris les armes - aux forces éthiopiennes. "Bien sûr, nous sommes pour la défaite de l'Italie et la victoire de l'Éthiopie et, par conséquent, nous devons faire tout ce qui est possible pour empêcher par tous les moyens disponibles le soutien de l'impérialisme italien par les autres puissances impérialistes et, en même temps, faciliter la livraison d'armements, etc. à l'Éthiopie de la meilleure façon possible. " [8]

 

 

 

Le PTS/FT s'oppose au boycott des travailleurs contre l'impérialisme russe ...

 

 

 

Il est dommage que le PTS/FT refuse effectivement de soutenir la résistance ukrainienne contre l'invasion de l'impérialisme russe. Dans leur déclaration susmentionnée du 3 mars, les camarades de la FT déclarent : "En même temps, nous devons encourager l'émergence d'une position indépendante au sein de la population ukrainienne face à l'occupation, une position qui ne se range pas du côté du gouvernement pro-impérialiste de Zelensky et des forces nationalistes réactionnaires subordonnées à l'OTAN. (...) En Ukraine même, nous proposons que la résistance à l'occupation russe prenne une voie indépendante de la subordination à l'OTAN prêchée par Zelensky. "Très bien. Mais pour l'instant, la guerre de défense de l'Ukraine est menée par l'armée existante et les milices territoriales. C'est la réalité. Ainsi, si le PTS/FT défend l'Ukraine dans un scénario idéal abstrait dans le futur, il ne défend pas l'Ukraine telle qu'elle est aujourd'hui et dans la guerre qui se déroule aujourd'hui !

 

C'est une vérité connue du marxisme que la neutralité dans une guerre d'un peuple opprimé contre une invasion étrangère est inadmissible pour les socialistes authentiques. Malheureusement, le PTS/FT ne prend pas de position anti-impérialiste et internationaliste sur la guerre en Ukraine.

 

Pire, ils encouragent des tactiques qui ont objectivement pour résultat de saper la lutte de résistance ukrainienne et de soutenir l'impérialisme russe. Cela devient clair quand on regarde la position de cette organisation par rapport aux boycotts organisés par les travailleurs.

 

Trotsky et la Quatrième Internationale préconisaient des actions internationales de la classe ouvrière afin de soutenir la lutte de libération des peuples opprimés. Parmi ces actions figurent les "sanctions (ou boycotts) des travailleurs". Cela signifiait des actions de boycott pour saper la machine de guerre et l'économie d'un État agresseur afin d'aider la lutte de libération du peuple opprimé. Ces actions sont le refus de décharger des cargaisons, de bloquer des navires, de distribuer des marchandises  d'un tel pays, etc. En même temps, les marxistes se sont toujours opposés aux sanctions impérialistes - comme nous le voyons actuellement avec les sanctions occidentales contre la Russie. Notre opposition n'est pas due à une sympathie pour la Russie (ou tout autre agresseur), mais à notre refus de soutenir un camp quelconque dans la rivalité entre les puissances impérialistes.

 

Comme nous avons développé cette question en détail dans d'autres articles récents, nous ne répéterons pas nos arguments et les revendications de la Quatrième Internationale et renvoyons les lecteurs aux articles respectifs. [9]

 

Depuis le début de la guerre en Ukraine, plusieurs actions ont été menées par des dockers qui ont décidé de montrer leur soutien au peuple ukrainien en boycottant les marchandises russes. Le PTS/FT dénonce honteusement de telles actions de solidarité internationale de la classe ouvrière comme "servant les intérêts impérialistes" ! Un article récemment publié sur son site Internet en langue anglaise - intitulé "Les dockers bloquent les cargaisons russes - et renforcent par inadvertance les intérêts impérialistes" déclare : "Ce mois, les dockers de pays du monde entier ont décidé de bloquer les navires et les cargaisons russes dans les ports. Plus récemment, le syndicat des dockers suédois a annoncé jeudi qu'il refuserait de décharger, de charger et de remorquer les navires russes et affiliés à la Russie. Dans le contexte de la montée du nationalisme et de la russophobie dans ces pays, les actions de ces travailleurs nuiront à la classe ouvrière mondiale plutôt qu'à leurs dirigeants bellicistes." [11]

 

Ainsi, le PTS/FT dénonce ces actions de boycott par les travailleurs comme étant "réactionnaires". "Les actions des dockers sont également totalement compréhensibles. (...) Mais ces objectifs, aussi louables soient-ils, sont profondément malavisés. L'ensemble actuel de sanctions contre la Russie - même si elles émanent de la société civile - est réactionnaire et non progressiste. (...) La décision des dockers de bloquer les navires et les marchandises russes ne fait pas exception : elle sert les intérêts impérialistes et portera préjudice aux travailleurs russes. "

 

 

 

... mais soutient le boycott de l'aide militaire à l'Ukraine !

 

 

 

Dans le même temps, le PTS/FT préconise des actions de boycott dirigées contre l'Ukraine et sa capacité à résister à l'invasion russe ! Le même article indique : "Par exemple, le gouvernement suédois a décidé d'envoyer des armes en Ukraine - les travailleurs devraient refuser de les charger et de les transporter, à l'instar des travailleurs de l'aéroport italien. "

 

Un autre article du PTS/FT - publié sur ses sites Internet anglais et allemand - fait l'éloge d'une action menée par des syndicalistes italiens qui ont empêché l'envoi d'armes en Ukraine. "Par leurs actions courageuses, les travailleurs ont non seulement empêché que ces armes soient utilisées pour tuer, mais ils ont aussi donné un exemple à l'ensemble de la classe ouvrière sur la façon dont nous pouvons combattre la guerre avec nos propres moyens. Les travailleurs syndiqués des États-Unis et d'ailleurs devraient prendre pour modèle l'action de leurs collègues italiens. (...) Ils devraient servir d'exemple aux travailleurs au niveau international sur la manière de combattre la guerre avec leurs propres moyens, tels que les grèves ou les blocages des livraisons d'armes. " [12]

 

Comme nous le voyons, le PTS/FT loue cette seule action comme un modèle à suivre dans le monde entier. Cela signifie qu'elle appelle le mouvement syndical international à faire obstacle à la livraison d'armes à l'Ukraine, ce qui revient à la maintenir militairement dans une situation d'infériorité par rapport aux forces armées russes.

 

Les camarades du PTS/FT doivent être pleinement conscients des conséquences de leur politique. Ils ont eux-mêmes caractérisé - dans leur déclaration précitée du 3 mars - la Russie comme "une puissance qui possède la troisième armée la plus puissante du monde et des armes nucléaires". Ainsi, les camarades ne peuvent ignorer le fait que l'arrêt des livraisons d'armes à l'Ukraine signifie le maintien de la faiblesse de leurs forces armées et la limitation de leur capacité à éliminer les chars d'assaut, les avions de guerre et les hélicoptères militaires qui bombardent constamment les villes ukrainiennes. Il s'agit de saper la capacité des forces armées ukrainiennes à résister à l'occupation russe. Cela signifie, objectivement, aider la force militaire supérieure - c'est-à-dire l'impérialisme russe.

 

Il est vraiment dommage que les camarades du PTS/FT se trompent complètement. Ils s'opposent aux boycotts des travailleurs contre une puissance impérialiste qui envahit un plus petit pays semi-colonial ... mais ils se félicitent de telles actions lorsqu'elles sont dirigées contre les personnes mêmes qui se défendent contre cette puissance impérialiste ! Cela n'a rien à voir avec l'anti-impérialisme et l'internationalisme des travailleurs ! Objectivement, même si les camarades n'en sont pas conscients, cela représente un pas vers le social-impérialisme pro-russe !

 

Nous devons également ajouter qu'il est difficile d'imaginer que les dirigeants du PTS/FT ne sont pas conscients que leur politique - si les travailleurs suivent leurs conseils - aide objectivement la Russie. Les marxistes savent bien que les boycotts ouvriers sont un instrument qui n'est pas appliqué dans une guerre où les deux camps sont réactionnaires et où les socialistes ne prennent pas parti. Il s'agit plutôt d'un instrument destiné à favoriser la victoire d'un camp contre l'autre. C'est pourquoi la Quatrième Internationale a utilisé de telles tactiques, comme mentionné ci-dessus, lors de la guerre italo-éthiopienne et de la deuxième guerre sino-japonaise. Dans les deux cas, les trotskystes ont prôné la victoire militaire du peuple éthiopien et du peuple chinois.

 

Par conséquent, la défense par le PTS/FT des boycotts des travailleurs contre l'Ukraine ne peut que signifier objectivement qu'il souhaite que la Russie gagne cette guerre !

 

Il est symbolique et nullement accidentel que le Global Times - le porte-parole en langue anglaise du régime stalinien-capitaliste de Pékin - ait également applaudi la même action en Italie que le PTS/FT loue comme "un exemple pour toute la classe ouvrière" ! [Dans le cas du Global Times, une telle évaluation n'est pas surprenante, puisque la Russie est l'allié stratégique le plus important de l'impérialisme chinois. Mais quelle est l'excuse du PTS/FT ?

 

 

 

Refus de reconnaître le caractère impérialiste de l'État russe.

 

 

 

Concluons cet article en soulignant que nous considérons que ce n'est pas un hasard si le PTS/FT refuse de soutenir l'Ukraine et, objectivement, de se ranger du côté de la Russie. Comme nous l'avons noté dans notre livre "L'anti-impérialisme à l'ère de la rivalité des grandes puissances" et dans d'autres ouvrages, le PTS/FT refuse encore aujourd'hui de reconnaître la nature impérialiste de l'État russe. [14]

 

Contrairement à ce que prétendent ces camarades, la Russie est une grande puissance impérialiste à part entière. Comme nous l'avons montré dans plusieurs études, l'impérialisme russe présente des caractéristiques particulières. Elle est économiquement plus faible que les États-Unis et la Chine (ce qui, toutefois, est également vrai de presque tous les autres États impérialistes). En même temps, elle est dominée par des monopoles nationaux, surexploite plusieurs pays semi-coloniaux d'Asie centrale et d'Europe de l'Est, possède l'une des plus grandes armées du monde et intervient avec son armée dans plusieurs pays non seulement en Asie centrale et en Europe de l'Est, mais aussi au Moyen-Orient et en Afrique. [15]

 

Il y a quelques années, le CCRI écrivait : "Il n'est possible de comprendre la dynamique de la période actuelle de crise capitaliste et d'adopter une position correcte que si l'on reconnaît le caractère impérialiste non seulement des États-Unis, de l'UE et du Japon, mais aussi des nouvelles puissances émergentes, la Russie et la Chine. Ce n'est que sur cette base qu'il est possible d'arriver au seul programme correct et anti-impérialiste sur cette question - l'internationalisme prolétarien et le défaitisme révolutionnaire, c'est-à-dire la perspective d'une lutte cohérente de la classe ouvrière, indépendamment et contre toutes les puissances impérialistes. (...) Ceux qui ne reconnaissent pas le caractère réactionnaire et impérialiste de ces grandes puissances ne parviendront inévitablement pas à adopter une ligne anti-impérialiste cohérente, c'est-à-dire marxiste, et finiront, consciemment ou inconsciemment, par soutenir l'un ou l'autre camp impérialiste comme un "moindre mal". " [16]

 

L'incapacité du PTS/FT à reconnaître le caractère impérialiste de la Russie et son refus de défendre l'Ukraine est une confirmation très concrète de notre déclaration. [17]  L'incompréhension du caractère de classe de la Russie fournit la base théorique de son opposition aux boycotts des travailleurs contre l'agresseur impérialiste et, en même temps, de sa défense de tels boycotts contre l'Ukraine.

 

Enfin, nous souhaitons noter que le refus du PTS/FT de défendre l'Ukraine contre l'invasion russe reflète un sérieux et dangereux virage à droite de sa direction. Nous pensons qu'une position aussi perfide aurait été impossible dans les premiers temps de cette organisation. Il convient de rappeler que nous avons fait - dans l'organisation qui a précédé le CCRI - des déclarations communes avec le PTS/FT sur des guerres qui présentaient d'importantes similitudes avec le conflit actuel. À cet effet, nous renvoyons les lecteurs à une déclaration commune sur la guerre russe en Tchétchénie (1996) [18] et à une autre sur la guerre américaine contre l'Afghanistan en 2001. [19] Il est vrai que c'était il y a longtemps - lorsque la conquête de postes au Parlement ne jouait pas un rôle dans les considérations stratégiques des camarades !

 

Nous espérons vivement que le PTS/FT reviendra à un tel programme anti-impérialiste et internationaliste !

1. 들어가며

 

전쟁과 혁명은 사회주의자들에게 가장 첨예한 시험대다. 전쟁과 혁명은 모든 노동자·민중운동 조직을 강제한다. 자신의 강령·전술을 가장 구체적으로 벼려내고, 계급 , 국가 간의 극적인 충돌 앞에서 실천적 결론을 가장 예각화 형태로 제출토록 강요받는다. 우크라이나 전쟁과 나토-러시아 제국주의 세력권 쟁투는 오랜 맑스주의 진실에 대한 강력한 확인이다.

 

혁명적 공산주의인터내셔널 동맹 (RCIT) 비롯한 모든 진실된 사회주의자들은 전쟁 시작 때부터 분쟁은 이중적 성격을 가지고 있다고 지적해왔다. 그에 따라 우리는 제국주의 러시아의 침략에 맞선 우크라이나 인민의 저항을 지지하며, 동시에 지금 고조되고 있는 서방-러시아 제국주의 패권경쟁 진영 모두에 반대한다. 우리는 다음과 같은 슬로건으로 우리의 입장을 요약했다.[1]

 

* 우크라이나 방어! 러시아 제국주의에 패배를! (일체의 제국주의 영향력과는 독립적인) 우크라이나 민족 저항에 국제 민중연대를!

 

* 러시아뿐만 아니라 미국/EU , 모든 제국주의 열강 타도! 열강들 간의 모든 충돌·분쟁에서 혁명가들은 진영 모두에 맞서 싸운다!

 

많은 사회주의자들이 전쟁의 시험에 실패하여 혼란된, 심지어는 반동적인 입장을 취하고 있다. 불행히도, FT (Fracción Trotskista; ‘트로츠키주의분파’)/ PTS (FT 최대 지부인 아르헨티나 사회주의노동자당) 동지들도 혁명적 방식으로 전쟁에 대한 입장을 취하는 실패한 조직들 하나다.

 

PTS/FT 동지들이 각종 친러 스탈린주의자들 사이비 트로츠키주의 세력들과는 다르게 푸틴의 침략에 대한 반대 입장을 밝힌 것은 사실이다.[2] FT 전쟁에 관한 공식 성명에서 "러시아군은 우크라이나에서 철수하라" 요구하며, "러시아에 의한 우크라이나 군사 점령을 전면 반대한다" 밝혔다.[3]

 

그러나 동시에 PTS/FT 러시아의 침략에 맞선 우크라이나의 저항을 지지하길 거부한다. 점령에는 반대하지만 점령에 맞서 싸우는 사람들은 지지하지 않는다! PTS/FT 우크라이나 대통령 젤렌스키의 반동적 성격으로 이것을 설명한다. 우리가 오랫동안 지적해 왔듯이, 철두철미 부르주아적인 ()나토 인사인 젤렌스키에 대해 사회주의자들이 비타협적으로 반대해야 한다는 것은 물론 맞다. 그러나 전쟁은 젤렌스키와 그의 바람으로 한정되지 않는다. 전쟁은 무엇보다도 대중을 동원한 인민 전쟁이다. 많은 사람들이 자원해서 무기를 들거나, 다른 수단으로 저항을 지지한다는 많은 보도들이 존재하며, 이것은 우크라이나의 동지들에 의해서도 확인되어온 바다. 애초에 친러 성향이 강했던 정치 세력들조차 침략을 비난했다.

 

의심할 여지없이, 전쟁은 무엇보다도 일차적으로 우크라이나 인민의 민족자결을 위한 전쟁, 제국주의 외세의 점령에 대항하는 전쟁이다!

 

물론 젤렌스키는 부르주아적 · 친제국주의적 목표를 추구한다. 나토가 라이벌 러시아를 상대로 세력권을 확대하기 위해 우크라이나 전쟁을 이용하고자 하는 것도 사실이다. 그러나 우크라이나의 저항투쟁을 나토 전쟁기구의 연장선에 불과하다고 상상하는 것은 빗나가도 완전히 빗나간 것이다.

 

전쟁의 성격을 전화시키는 방식으로 나토가 개입할 가능성은 실제로 여전히 존재한다. 예를 들어 1999 코소보 전쟁에서 나토군이 개입하여 알바니아 인민의 민족해방투쟁을 나토 제국주의 목표에 사실상 종속시킨 사태를 우리는 있다. 그러나 이것은 오늘의 상황이 아니며, 맑스주의자들은 미래의 가능한 사태발전이 아닌 현재의 현실에 전술을 적용해야 한다. 현재 나토는 우크라이나에 군대를 보내 직접 러시아와의 전쟁을 촉발하는 위험까지 감수하고 싶지는 않다.

 

따라서 오늘의 현실은 나토-러시아 전쟁이 아니라 우크라이나 전쟁이다. 러시아 제국주의가 반식민지 나라 우크라이나를 침략하여 완전히 예속시키려 하는 것이 오늘의 현실이다. 의심할 여지없이, 나토는 상황을 자기 이익에 이용하려 한다. 강대국들이 항상 경쟁국의 어려움을 이용하려 한다는 것은 알려진 사실이다. 그러나 이것이 전쟁의 성격을 바꾸지 않는다. 지금 우크라이나 땅에서 싸우며 수천, 수만 명을 죽이고 우크라이나 도시들을 파괴하고 있는 것은 나토군이 아니라 러시아군이라는 , 무엇보다도 바로 사실이 오늘 우크라이나 상황을 성격규정 하는 가장 일차적인 지점이다. 사회주의자들은 구체적인 상황에 대해 답을 주어야 하며, 이것은 나라의 방어와 러시아 침략자들의 패퇴를 지지하는 이외에 다른 것일 없다. (“우크라이나 방어! 러시아 제국주의에 패배를! [일체의 제국주의 영향력과는 독립적인] 우크라이나 민족 저항에 국제 민중연대를!”)

 

 

 

2. 과거 반동 세력에 의해 주도된 진보적 전쟁들

 

정치적 지도부의 반동적 성격 때문에 우크라이나 인민의 저항투쟁의 정당한 성격이 부정되는 것은 아니다. 실제로 독재와 외국 점령에 대항하는 민주주의투쟁 · 민족해방투쟁이 부르주아 세력의 주도 하에 일어나는 경우가 적지 않다. 우리가 많은 평가 문서들에서 상세하게 설명했듯이, 피억압 인민을 정치 지도부가 현재 누구냐에 관계없이 편들고 억압자의 패배를 요구하는 것은 사회주의자들에게 필수 의무다.[4]

 

이것은 언제나 맑스주의자들의 접근태도였다. 가지 예를 들자면, 먼저 1937-45 일본 침략자들에 대항하여 장제스 (수만 명의 공산주의자들을 죽인) 의해 주도된 중국 항일투쟁이 있다. 1935-37 이탈리아 점령에 대항하여 하일레 셀라시에 황제의 절대주의 정권에 의해 주도된 에티오피아 저항투쟁이 있다. 보다 최근의 예는 차례 미국의 침략전쟁 (1991년과 2003) 대항하여 사담 후세인 바트당 독재정권에 의해 주도된 이라크의 투쟁과 2001 미국의 아프가니스탄 침공에 맞선 탈레반의 저항이다. 마지막으로 하나 예를 들면, 1994-96 러시아 침공에 맞선 체첸 해방전쟁이 있다.

 

모든 전쟁에서 진정한 맑스주의자들은 투쟁의 지도부의 부르주아적 성격에도 불구하고 반동 침략자들에 맞서 피억압 인민을 지지했다. 다양한 계기를 통해 이들 주도 세력은 제국주의 열강으로부터 정치적, 외교적, 그리고 때로는 군사적 지원을 받았다. 최근 기사에서 우리는 장제스에 대한 미국의 지원에 대해 언급한 있다.[5] 에티오피아는 이탈리아와의 전쟁 중에 나치 독일로부터 무기를 받았다. 전쟁사 역사가가 지적했듯이, "나치 독일은 오스트리아 점령에 대한 이탈리아의 반발을 저지하기 위해 에티오피아에 비행기 3, 마우저 소총 1 , 탄약 1천만 군사 원조를 비밀리에 보냈다."[6]

 

트로츠키와 4인터내셔널은 중국 인민과 에티오피아 인민의 정당한 저항투쟁을 명시적으로 지지했다. 여기서 지도부의 반동적 성격 때문에 지지를 포기하는 일은 없었다. 트로츠키는 중국 투쟁 지지에 반대하는 초좌익 종파주의자들을 반박하는 가운데 다음과 같이 말했다. “그러나 장제스는? 우리는 장제스나 그의 , 또는 중국 지배계급 전체에 대해 아무 환상도 가질 필요가 없다. 맑스와 엥겔스가 아일랜드와 폴란드의 지배계급에 대해 아무 환상도 가지지 않았듯이 말이다. 장제스는 중국 노동자·농민의 처형자다. 그러나 오늘 그는 엉겁결에 일본에 대항하여 중국 독립의 남은 것을 지키기 위해 싸워야 한다. 내일 그는 다시 배신할지도 모른다. 그럴 가능이 있다. 그럴 같다. 심지어는 불가피하다. 그러나 오늘 그는 분투하고 있다. 비겁자, 악당, 완전한 얼간이만이 투쟁에 참가하길 거부할 있다.... 장제스의 명령 하에 군사 투쟁에 참가함에 있어, 불행히도 독립 전쟁의 지휘권을 가지고 있는 것은 장제스이므로 장제스의 타도를 정치적으로 준비하는 , 그것이 하나 혁명적 정책이다.”[7]

 

트로츠키는 1936 이탈리아-에티오피아 전쟁의 경우에도 같은 접근태도를 취했다. 트로츠키는 사회주의자들이 에티오피아 군에 무기를 포함한 모든 형태의 원조를 지원해야 한다고 명시적으로 주장했다. “물론 우리는 이탈리아의 패배와 에티오피아의 승리를 지지하며, 따라서 가능한 모든 수단을 동원해서 다른 제국주의 열강에 의한 이탈리아 제국주의 지원을 방해하고 동시에 에티오피아에 무기 등의 전달이 되도록 최선을 해야 한다.”[8]

 

 

 

3. PTS/FT 러시아 제국주의에 대한 노동자 보이콧에 반대한다

 

PTS/FT 러시아 제국주의의 침략에 대항하여 우크라이나의 저항을 지지하길 사실상 거부하는 것은 부끄러운 일이다. FT 동지들은 3 3 위의 성명에서 다음과 같이 말한다. “동시에 우리는 점령에 직면한 우크라이나 주민 독자적 입장의 출현을 고무해야 한다. 나토에 종속된 제국주의 젤렌스키 정부 반동 민족주의 세력과 운명을 같이 하지 않는 독자 입장 말이다.... 우크라이나 자체에 대해서는, 러시아 점령에 대한 저항투쟁은 젤렌스키가 설교하는 나토 종속 방향과는 독립된 길을 취해야 한다고 우리는 제안한다.” 좋다. 그러나 현재로선 우크라이나 방어 전쟁은 기존 군대와 국토방위시민군들에 의해 수행되고 있다. 이것이 현실이다. 따라서 PTS/FT 미래의 추상적인 이상적 시나리오에서는 우크라이나를 방어하지만, 오늘 조건의 우크라이나는 방어하지 않는다. 현재 벌어지고 있는 전쟁에서는 우크라이나를 방어하지 않는다.

 

외국 침략에 대항하는 피억압 인민의 전쟁에서 중립은 진정한 사회주의자들에게 허용되지 않는다는 것은 널리 알려진 맑스주의의 진실이다. 불행하게도, PTS/FT 우크라이나 전쟁에서 반제국주의·국제주의 입장을 취하는 실패한다.

 

설상가상으로, PTS/FT 객관적으로 우크라이나 저항투쟁을 약화시키고 러시아 제국주의를 지지하는 것으로 귀착되는 전술을 장려한다. 노동자 제재에 관한 조직의 입장을 보자.

 

트로츠키와 4인터내셔널은 피억압 인민의 해방투쟁을 지원하기 위한 국제 노동자계급의 행동을 제창했다. 그러한 행동들 중에는 "노동자 제재 (또는 노동자 보이콧)" 있었다. 이것은 피억압 인민의 해방투쟁을 원조하기 위해 침략 국가의 전쟁기구와 경제를 타격하는 보이콧 행동을 말한다. 화물 하역, 항구 봉쇄, 해당 국가 제품 유통 등에 대한 거부가 그러한 행동들이다. 한편 맑스주의자들은 언제나 제국주의적 제재 우리가 현재 보고 있는 서방의 대러 제재와 같은 반대했다. 우리의 반대는 러시아에 대한 동정에서가 아니라 제국주의 열강 간의 패권경쟁에서 어느 쪽도 지지하길 거부하는 입장에서 비롯한다.

우크라이나 전쟁 시작 이래로, 부두·항만 노동자들이 러시아 화물을 보이콧 하는 것으로 우크라이나 인민에 대한 지지를 표명하기로 결정한 가운데 일련의 행동들을 펼쳐왔다.[10] 부끄럽게도 PTS/FT 이러한 국제 노동자계급 연대 행동을 제국주의 이익에 봉사하는 행위라고 비난한다! "부두·항만 노동자들이 러시아 화물을 막고 있다 무심결에 제국주의 이익을 강화해주고 있다" 제목의 최근 기사에서 PTS/FT 다음과 같이 밝히고 있다. “이번 , 세계 각국의 부두·항만 노동자들이 러시아 선박과 화물에 대해 항구 봉쇄를 결정했다. 가장 최근에는 스웨덴 항만노동조합이 러시아 러시아 계열 선박의 하역, 선적, 예인을 거부할 것이라고 목요일에 발표했다. 이들 나라에서 고조되고 있는 민족주의와 러시아 혐오 맥락에서 이러한 노동자들의 행동은 그들의 전쟁몰이 지도자들에게보다는 글로벌 노동자계급에게 해를 끼칠 것이다.”[11]

 

그리하여 PTS/FT 이러한 노동자 보이콧 행동들을 "반동적"이라고 비난한다. "부두·항만 노동자들의 행동은 충분히 이해할 있다.... 그러나 이러한 목표는 아무리 칭찬할 만한 것이라도 방향이 크게 잘못됐다, 현재 러시아에 대한 일련의 제재는 비록 시민사회에서 나온 것이라 할지라도 진보적이지 않고 반동적이다.... 부두·항만 노동자들의 러시아 선박 상품 봉쇄 결정도 예외가 아니다. 그것은 제국주의 이익에 봉사하며 러시아 노동자들에게 해를 끼칠 것이다."

 

 

 

4. PTS/FT 그러나 우크라이나 군사 원조에 대한 보이콧은 지지한다!

 

한편, PTS/FT 우크라이나와 우크라이나의 러시아 저항 능력을 겨냥하여 취해진 보이콧 행동들을 제창한다! 위의 같은 기사에서 다음과 같이 천명하고 있다. “예를 들어 스웨덴 정부는 우크라이나에 무기를 보내기로 결정했다. 노동자들은 이탈리아 공항 노동자들의 선례를 따라 무기 선적 수송을 거부해야 한다.”

 

PTS/FT 다른 기사에서 우크라이나로 가는 무기 선적을 중지시킨 이탈리아 노조 간부들의 행동을 칭찬하고 있다. “노동자들은 용기 있는 행동으로 이들 무기가 살인에 사용되는 것을 막았을 뿐만 아니라, 전체 노동자계급에게 어떻게 우리가 우리 자신의 수단으로 전쟁과 싸울 있는지에 대한 모범을 보였다. 미국을 비롯한 밖의 나라의 노동조합 노동자들은 이탈리아 동료들의 행동을 모범으로 삼아야 한다... 그들은 파업 또는 무기 선적 차단과 같은 그들 자신의 수단으로 전쟁과 어떻게 싸우는지에 대해 국제적으로 노동자들에게 본보기가 되어야 한다.”[12]

 

보다시피 PTS/FT 차례 행동을 세계에 걸쳐 노동자들이 따라야 모범이라고 칭찬하고 있다. 이것이 의미하는 바는 분명하다. PTS/FT 국제 노동자운동에게 우크라이나에 대한 무기 전달을 방해할 것을 촉구하고 있는 것이다. 이는 사실상 우크라이나를 군사적 열세로 계속 묶어두는 것을 의미하는 것인 데도 말이다.

 

PTS/FT 동지들은 자신의 정책에 내포된 결과에 대해 제대로 인지하고 있어야 한다. PTS/FT 동지들 스스로도 성명에서 러시아를 "세계에서 번째로 강력한 군대와 핵무기를 가진 열강"으로 성격규정 했다. 따라서 동지들은 다음과 같은 사실을 모른 없다. 우크라이나로 가는 무기 선적을 막는 것은 우크라이나의 무력을 약체로 묶어두는 것을, 그리고 우크라이나 도시들을 끊임없이 폭격하는 탱크, 전투기, 군용 헬리콥터에 대적할 우크라이나 무력의 능력을 제약하는 것을 의미한다는 사실 말이다. 그것은 우크라이나 무력이 러시아 점령에 저항할 능력을 해치는 것을 의미한다. 객관적으로 그것은 군사적으로 우세한 세력, 러시아 제국주의를 돕는 것을 의미한다.

 

실로 유감스럽게도 PTS/FT 동지들은 완전히 잘못된 길로 들어섰다. PTS/FT 동지들은 반식민지 약소국을 침략하는 제국주의 열강에 대한 노동자 제재에 반대한다 그러나 그러한 제재가 제국주의 열강에 맞서 스스로를 방어하는 바로 인민을 겨누고 있는 데서는 그러한 제재 행동을 환영한다! 이것은 반제국주의 노동계급 국제주의와는 닮은 것이 아무것도 없다! 객관적으로, PTS/FT 동지들이 이를 모른다 하더라도 그것은 친러 사회제국주의로 가는 걸음에 다름 아니다.

 

PTS/FT 지도자들이 자신들의 정책이 객관적으로 러시아를 돕는다는 것을 모를 없다는 점도 지적하지 않으면 된다. 노동자 제재는 진영 모두 반동적인 전쟁에서는 (따라서 사회주의자들로서는 어느 쪽도 편을 들지 않는 전쟁에서는) 적용되지 않는 수단이다. 이는 맑스주의자들에게 알려져 있는 공리다. 노동자 제재는 그와는 달리 다른 진영에 대항하여 진영의 승리를 돕기 위한 수단이다. 4인터내셔널이 위의 이탈리아-에티오피아 전쟁과 2 중일전쟁에서 위와 같은 전술을 제기한 이유다. 경우 모두 트로츠키주의자들은 에티오피아와 중국 인민의 군사적 승리를 제창했다.

 

따라서 PTS/FT 우크라이나에 대한 노동자 제재를 제창하는 것은 객관적으로 PTS/FT 전쟁에서 러시아가 승리하기를 바란다는 이외에 다른 것을 의미할 없다!

 

PTS/FT "전체 노동자계급을 위한 모범"이라고 칭찬한 이탈리아 노조 간부들의 행동을 중국 스탈린주의-자본가 정권의 대변지 환구시보도 응원한 것은 상징적인 일이며 결코 우연이 아니다.[13] 환구시보의 경우 러시아가 중국 제국주의의 가장 중요한 전략적 동맹이라는 점에서 그러한 평가는 별로 놀랄 일이 아니다. 하지만 PTS/FT 변명은 무엇일까?!

 

 

 

5. 러시아 국가의 제국주의적 성격을 인정하길 거부하기

 

PTS/FT 우크라이나를 지지하길 거부하고 객관적으로 러시아를 드는 것은 우연이 아니라고 본다. 우리가 <<강대국 패권쟁투 시대에 반제국주의>> 비롯한 밖의 저작들에서 썼듯이, PTS/FT 오늘까지도 러시아 국가의 제국주의적 본질을 인정하길 거부한다.[14]

 

동지들의 주장과는 달리 러시아는 자체로 제국주의 강대국이다. 우리가 여러 연구에서 보여주었듯이, 러시아 제국주의는 고유의 특색을 가지고 있다. 경제적으로는 ·중보다 약하다. (하지만 점은 다른 모든 제국주의 국가들에게도 해당되는 지점이다.) 동시에 러시아는 내국 독점체들이 경제를 지배하며 중앙아시아와 동유럽의 많은 반식민지 나라들을 초과착취 하고 있고, 세계에서 가장 군대 하나를 보유하며 중앙아시아와 동유럽뿐만 아니라 중동과 아프리카에서도 여러 나라에 군대를 두고 개입하고 있다.[15]

 

RCIT 다음과 같이 썼다. “미국 · 일본 · EU만이 아니라 신흥 대국 중국과 러시아도 제국주의임을 인정할 때만이 시기 자본주의 위기를 추동하는 모순을 이해하고 올바른 입장을 취할 있다. 오직 그러한 기초 위에서만 문제에 관한 유일하게 올바른 반제국주의 강령에 이를 있다. 프롤레타리아 국제주의와 혁명적 패전주의만이 모든 제국주의 열강에 반대하는 일관된 노동자계급 투쟁의 전략·전술을 담보한다. 혁명가들은 주적은 국내에 있다!’ 슬로건 하에 제국주의 대립·충돌에서 어느 제국주의 국가도 지지하길 거부한다... 이들 강대국들의 반동적·제국주의적 성격을 바로 보지 못하면, 일관된 반제국주의, 맑스주의 노선을 취하는 실패할 수밖에 없고, 의식적으로 또는 무의식적으로 어느 제국주의 진영을 차악이라며 지지하는 것으로 되고 것이다.“[16]

 

PTS/FT 러시아의 제국주의적 성격을 인식하는 실패하고 우크라이나를 방어하길 거부하는 같은 행보는 동안 우리가 천명해 입장을 매우 구체적으로 확인해주는 다른 현실 증거다.[17] 러시아의 계급적 성격에 대한 그릇된 인식이야말로 전쟁에 관한 PTS/FT 모든 실천적 오류의 근원이다. “러시아는 자본주의지만 아직 제국주의라고는 없다 사회구성체 인식이 바로 제국주의 침략자에 대한 노동자 제재에 PTS/FT 반대하는 이론적 기초가 되고 있다. 동시에 우크라이나에 대한 노동자 제재를 PTS/FT 제창하는 이론적 기초가 되고 있다.

 

끝으로, PTS/FT 러시아의 침략에 맞서 우크라이나를 방어하길 거부하는 배경에는 지도부의 심각한 우경화가 작용하고 있다는 점에 주목하고자 한다. 우리는 이러한 위험한 배신적 입장이 조직의 초기 시절이었다면 불가능했을 것이라고 생각한다. 우리는 분쟁과 중요한 유사점을 가진 전쟁들에 대해 PTS/FT 공동성명을 발표했다는 사실을 상기시킬 필요가 있다. 1996 러시아의 체첸 전쟁에 관한 공동성명[18] 2001 미국의 아프가니스탄 전쟁에 관한 공동성명[19] 그것이다. 사실, 이것은 오래 , 의회 의원직을 얻는 것이 동지들의 전략적 고려에 아무 중요성도 가지지 않았던 오래 일이다.

 

우리는 PTS/FT 당시와 같은 일관된 반제국주의/ 비타협적 국제주의 강령으로 돌아오기를 강력히 희망한다!

Нет бойкоту рабочих против России, но да бойкоту Украины?

 

О поддержке PTS/FT акций бойкота против поставок оружия для Украины

Войны и революции - самые сложные испытания для социалистов. Они заставляют все организации рабочего и народного движения конкретно разрабатывать свою программу и прорабатывать ее последствия перед лицом очевидного столкновения между классами и государствами. Нынешняя война в Украине и рост напряженности между империалистическими державами НАТО и Россией являются мощным подтверждением этой старой марксистской истины.

 

РКИТ и другие подлинные социалисты с самого начала войны указывали на то, что нынешний конфликт имеет двойственный характер. Поэтому мы поддерживаем украинский народ и его сопротивление против вторжения империалистической России. В то же время мы выступаем против обоих лагерей в продолжающемся межимпериалистическом соперничестве между великими державами - Россией и НАТО. Мы суммировали нашу позицию в следующих лозунгах: [1]

 

* Защитить Украину! Победить российский империализм! Международная народная солидарность с украинским национальным сопротивлением - независимо от любого империалистического влияния!

 

* Долой все империалистические державы - НАТО и ЕС, а также Россию! Во всех конфликтах между этими державами революционеры борются против обоих лагерей!

 

Многие социалисты не выдержали испытания войной и находятся в крайне растерянном состоянии или даже занимают откровенно реакционную позицию. К сожалению, товарищи из Фракции троцкистов (ведущей секцией которой является PTS в Аргентине) относятся к тем, кто не смог подойти к войне на основе революционных принципов.

 

Правда, товарищи заявили о своей оппозиции вторжению Путина - в отличие от различных пророссийских сталинистов и псевдо-троцкистских сил. [2] В ключевом заявлении о войне FT требует "вывести российские войска из Украины" и четко заявляет, что "полностью отвергает военную оккупацию Украины Россией". [3]

 

Тем не менее, в то же время PTS/FT отказывается поддержать украинское сопротивление против российского вторжения. Другими словами, они выступают против оккупации, но не поддерживают тех, кто борется против этой оккупации! Они объясняют это реакционностью президента Украины Зеленского. Конечно, это правда, как мы уже давно отмечали, что социалисты должны непримиримо выступать против Зеленского, который является глубоко буржуазной пронатовской фигурой. Но война не ограничивается Зеленским и его желаниями. Это прежде всего народная война, мобилизовавшая массы. Есть много сообщений, и это также подтверждают товарищи в Украине, что многие люди добровольно берут в руки оружие или поддерживают сопротивление другими способами. Даже политические силы, которые изначально были русофильскими, осудили вторжение.

 

Не может быть никаких сомнений: это, прежде всего, война украинского народа за национальное самоопределение и против иностранной оккупации империалистической державы!

 

Конечно, Зеленский преследует буржуазные и проимпериалистические цели. Это правда то, что НАТО надеется использовать войну на Украине для расширения своей сферы влияния против своего российского конкурента. Тем не менее, было бы совершенно неверно представлять, что борьба украинского сопротивления - это просто продолжение военной машины НАТО!

 

Правда, в будущем возможен сценарий, когда НАТО вмешается таким образом, что это изменит характер войны. Мы видели такое развитие событий, например, в войне в Косове в 1999 году, когда войска НАТО вошли в страну и фактически подчинили национально-освободительную борьбу албанского народа своим империалистическим целям. Тем не менее, сегодня ситуация не такова, и марксисты должны применять тактику, исходя из текущей реальности, а не из возможного развития событий в будущем. На данный момент НАТО не хочет рисковать, посылая войска на Украину, что, скорее всего, спровоцировало бы войну с Россией.

 

Таким образом, реальность сегодня такова, что российский империализм вторгается в Украину, полуколониальную страну, и пытается полностью подчинить ее себе. Несомненно, НАТО пытается использовать эту ситуацию в своих интересах. Известно, что великие империалистические державы всегда пытаются использовать трудности своих соперников. Но это не меняет характера нынешней войны. Ситуация в Украине сегодня характеризуется, прежде всего, тем, что именно российская армия, а не войска НАТО, воюет на украинской земле, убивает тысячи людей и разрушает украинские города. Социалисты должны дать ответ на эту конкретную ситуацию, и это может означать только поддержку обороны страны и разгрома российских захватчиков.

 

Прогрессивные войны под руководством реакционных сил в прошлом

 

На наш взгляд, реакционный характер политического руководства не отменяет справедливого характера борьбы украинского народа! На самом деле, часто бывает так, что демократическая и национально-освободительная борьба против диктатур и иностранной оккупации происходит под руководством буржуазных сил. Как мы уже подчеркивали в своих работах, социалисты обязаны встать на сторону угнетенных народов, независимо от текущего политического руководства, и призывать к поражению угнетателей". [4]

 

Таковым был подход марксистов. В качестве примера можно привести борьбу Китая против японских захватчиков в 1937-45 годах, которую возглавлял Чан Кайши (убивший десятки тысяч коммунистов). Или возьмем сопротивление Эфиопии против итальянской оккупации в 1935-37 годах, которое возглавлял абсолютистский режим императора Хайле Селассие. Более свежие примеры - борьба Ирака, возглавляемого баасистской диктатурой Саддама Хусейна, против агрессии США в двух войнах (1991 и 2003) и сопротивление талибов против вторжения США в Афганистан в 2001 году. Или, чтобы добавить последний пример, освободительная война чеченцев против российского вторжения в 1994-96 годах.

 

Во всех этих войнах подлинные марксисты поддерживали угнетенные народы против реакционных агрессоров, несмотря на буржуазный характер руководства этой борьбой. В разных случаях эти силы получали политическую, дипломатическую, а иногда и военную поддержку от империалистических держав. В одной из недавних статей мы указывали на поддержку США Чан Кайши. [5] Точно так же Эфиопия получала оружие от нацистской Германии во время войны с Италией, как отметил один военный историк. "Нацистская Германия, желая сорвать возражения Италии против оккупации Австрии, тайно отправила военную помощь Эфиопии, которая включала 3 самолета, 10 000 винтовок "Маузер" и 10 миллионов патронов". [6]

 

Троцкий и Четвертый Интернационал однозначно встали на сторону законной борьбы сопротивления китайского и эфиопского народов. Они отказались отказаться от поддержки из-за реакционного характера их руководства. Споря с ультралевыми сектантами, которые выступали против поддержки китайской борьбы, Троцкий заявляет: ""Но Чан Кай-ши? Мы не должны питать никаких иллюзий относительно Чан Кай-ши, его партии или всего правящего класса Китая, так же как Маркс и Энгельс не питали иллюзий относительно правящих классов Ирландии и Польши. Чан Кайши - палач китайских рабочих и крестьян. Но сегодня он вынужден, вопреки себе, бороться против Японии за остатки независимости Китая. Завтра он может снова предать. Это возможно. Это вероятно. Это даже неизбежно. Но сегодня он борется. Отказаться от участия в этой борьбе могут только трусы, подлецы или полные имбецилы. (...) В участии в военной борьбе по приказу Чан Кайши, поскольку, к сожалению, именно он имеет командование в войне за независимость, - в политической подготовке свержения Чан Кайши... это единственная революционная политика". [7]

 

Троцкий придерживался того же подхода в случае итало-эфиопской войны 1936 года. Он прямо утверждал, что социалисты должны поддерживать все формы помощи - включая оружие - эфиопским войскам. "Конечно, мы за поражение Италии и победу Эфиопии, и поэтому мы должны делать все возможное, чтобы всеми доступными средствами препятствовать поддержке итальянского империализма другими империалистическими державами и в то же время способствовать, насколько это возможно, доставке вооружений и т.д. в Эфиопию." [8]

 

PTS/FT выступает против бойкота рабочих против российского империализма ...

 

Это крайне досадно, что PTS/FT фактически отказывается поддержать украинское сопротивление против вторжения российского империализма. В своем вышеупомянутом заявлении от 3 марта товарищи из FT заявляют: "В то же время мы должны поощрять появление независимой позиции среди украинского населения, противостоящего оккупации, позиции, которая не становится на сторону проимпериалистического правительства Зеленского и реакционных националистических сил, подчиняющихся НАТО. (...) В самой Украине мы предлагаем, чтобы сопротивление российской оккупации шло по пути, независимому от подчинения НАТО, проповедуемого Зеленским". Прекрасно. Но пока оборонительная война в Украине ведется действующей армией и территориальными ополчениями (ТрО). Такова реальность. Таким образом, если PTS/FT защищает Украину в абстрактном идеальном сценарии в будущем, то она не защищает Украину в том виде, в котором она есть сегодня и в той войне. Войне которая идет сейчас!

 

Известная истина марксизма заключается в том, что нейтралитет в войне угнетенного народа против иностранного вторжения недопустима для подлинных социалистов. К сожалению, PTS/FT не занимает антиимпериалистическую и интернационалистскую позицию в украинской войне.

 

Хуже того, они продвигают тактику, которая объективно приводит к подрыву борьбы украинского сопротивления и поддержке российского империализма. Это становится ясно, когда мы смотрим на позицию этой организации в отношении санкций против рабочих.

 

Троцкий и Четвертый интернационал выступали за действия международного рабочего класса в поддержку освободительной борьбы угнетенных народов. Среди таких действий были так называемые "рабочие санкции (или бойкот)". Это означало действия бойкота, направленные на подрыв военной техники и экономики государства-агрессора с целью оказания помощи освободительной борьбе угнетенных народов. Такими действиями являются отказ от разгрузки грузов, блокада судов, распространение товаров из такой страны и т.д. В то же время марксисты всегда выступали против империалистических санкций - как мы видим сейчас в случае с западными санкциями против России. Наша оппозиция вызвана не симпатией к России (или любому другому агрессору), а нашим отказом поддерживать какую-либо сторону в соперничестве между империалистическими державами.

 

Поскольку мы подробно остановились на этом вопросе в других недавних работах, мы не будем повторять наши аргументы и заявления Четвертого интернационала и отсылаем читателей к соответствующим статьям. [9]

 

С начала войны в Украине произошел ряд акций докеров, которые решили продемонстрировать свою поддержку украинскому народу, бойкотируя российские грузы. [10] К своему стыду, PTS/FT осуждает такие действия международной солидарности рабочего класса как "служение империалистическим интересам"! В недавно опубликованной статье на их англоязычном сайте под заголовком "Рабочие портов блокируют российские грузы - и непреднамеренно поддерживают империалистические интересы" говорится следующее: "В этом месяце рабочие портов из разных стран мира решили заблокировать российские суда и грузы в портах. Совсем недавно шведский профсоюз портовых рабочих объявил в четверг, что они откажутся разгружать, загружать и буксировать российские и связанные с Россией суда. В контексте растущего национализма и русофобии в этих странах, действия этих рабочих скорее навредят мировому рабочему классу чем его авангарду." [11]

 

Таким образом, PTS/FT осуждает такие действия рабочих по бойкоту как "реакционные". "Действия рабочих портов также полностью понятны. (...) Но эти цели, какими бы похвальными они ни были, глубоко ошибочны. Нынешние санкции против России, даже если они исходят снизу, реакционны, а не прогрессивны. (...) Решение рабочих порта блокировать российские суда и товары не является исключением: оно служит империалистическим интересам и нанесет вред российским рабочим".

 

... но поддерживает бойкот военной помощи Украине!

 

В то же время, PTS/FT выступает за бойкот действий, направленных против Украины и ее способности противостоять российскому вторжению! В той же статье говорится "Например, шведское правительство решило отправить оружие в Украину, рабочие должны отказаться грузить и перевозить его, следуя примеру работников итальянского аэропорта".

 

В другой статье PTS/FT, опубликованной на их англоязычном и немецкоязычном сайтах, восхваляется акция итальянских профсоюзов, остановивших поставки оружия в Украину. "Своими мужественными действиями рабочие не только предотвратили использование этого оружия для убийства, но и показали пример всему рабочему классу, как мы можем бороться с войной своими собственными средствами". Профсоюзные рабочие в США и за их пределами должны взять за образец действия своих итальянских коллег. (...) Они должны послужить примером для рабочих всего мира, как бороться с войной своими собственными средствами, такими как забастовки или блокада поставок оружия". [12]

 

Как мы видим, PTS/FT превозносит эту одиночную акцию как образец для подражания во всем мире. Это означает, что она призывает международное рабочее движение препятствовать поставкам оружия в Украину, что фактически означает сохранение ее военной неспособности вести войну по отношению к российским вооруженным силам.

 

Товарищи из PTS/FT должны полностью понимать последствия своей политики. В своем вышеупомянутом заявлении от 3 марта они сами охарактеризовали Россию как "державу, которая имеет третью по силе армию в мире и ядерное оружие". Следовательно, товарищи не могут игнорировать тот факт, что прекращение поставок оружия на Украину означает сохранение слабости ее вооруженных сил и ограничение их способности уничтожать танки, военные самолеты и военные вертолеты, которые постоянно бомбят украинские города. Это означает нанести ущерб способности вооруженных сил Украины противостоять российской оккупации. Это означает, объективно, помощь превосходящей в военном отношении силе - то есть российскому империализму.

 

Очень жаль, что товарищи из PTS/FT понимают это совершенно неправильно. Они выступают против санкций рабочих против империалистической державы, которая вторгается в меньшую полуколониальную страну... но они приветствуют такие действия, когда они направлены против тех самых людей, которые защищаются от этой империалистической державы! Это не имеет ничего общего с антиимпериализмом и интернационализмом рабочего класса! Объективно, даже если товарищи не осознают этого, это шаг к пророссийскому социал-империализму!

 

Добавим также то, что трудно представить, что лидеры PTS/FT не осознают, что их политика в случае если рабочие последуют их советам объективно помогает России. Марксистам хорошо известно, что санкции рабочих - это инструмент, который применяется не в войне, где оба лагеря реакционны и где социалисты не принимают ничью сторону. Это скорее инструмент для того, чтобы помочь победе одного лагеря над другим. Именно поэтому Четвертый Интернационал применял такую тактику, как уже упоминалось выше, в Итало-эфиопской войне и во второй китайско-японской войне. В обоих случаях троцкисты выступали за военную победу эфиопского или китайского народа.

 

Следовательно, выступление PTS/FT за санкции против Украины может объективно означать только то, что она желает победы России в этой войне!

 

Символично и не случайно, что Global Times, англоязычный рупор сталинистско-капиталистического режима в Пекине, также поддержал ту же акцию в Италии, которую PTS/FT превозносит как "пример для всего рабочего класса"! [13] В случае с Global Times такая оценка вряд ли удивительна, так как Россия является важнейшим стратегическим союзником китайского империализма. Но каково оправдание PTS/FT?!

 

Отказ признавать империалистический характер России

 

В заключение этой статьи отметим, что мы считаем неслучайным тот факт, что PTS/FT отказывается поддерживать Украину и объективно выступает на стороне России. Как мы отмечали в нашей книге "Антиимпериализм в эпоху борьбы империалистических сил" и других работах, PTS/FT отказывается признавать империалистический характер российского государства до сегодняшнего дня. [14]

 

В отличие от прошлых утверждений товарищей, Россия сама по себе является империалистической великой державой. Как мы показали в ряде исследований, российский империализм имеет ряд своих особенностей. Он экономически слабее США и Китая (что, впрочем, справедливо и для почти всех других империалистических государств). В то же время в нем доминируют внутренние монополии, он сверхэксплуатирует ряд полуколониальных стран Центральной Азии и Восточной Европы, обладает одной из крупнейших армий в мире и осуществляет военную интервенцию в различные страны не только Центральной Азии и Восточной Европы, но и государств Ближнего Востока и Африки. [15]

 

Несколько лет назад РКИТ писал: "Понять основную динамику нынешнего периода капиталистического кризиса и занять правильную позицию можно только при условии признания империалистического характера не только США, ЕС и Японии, но и новых развивающихся держав - России и Китая. Только на такой основе можно прийти к единственно правильной, антиимпериалистической программе по этому вопросу - пролетарскому интернационализму и революционному пораженчеству, то есть перспективе последовательной борьбы рабочего класса независимо от всех империалистических держав и против них. (...) Те, кто не признает реакционный и империалистический характер этих великих держав, неизбежно не смогут занять последовательную антиимпериалистическую, т.е. марксистскую, линию и в конечном итоге, сознательно или бессознательно, поддержат один или другой империалистический лагерь как "меньшее зло"". [16]

 

Неспособность PTS/FT признать империалистический характер России и ее отказ защищать Украину является очень конкретным подтверждением нашего заявления. [17] Неправильное понимание классового характера России создает теоретическую основу для противодействия рабочим санкциям против империалистического агрессора, а также одновременно для поддержки таких санкций против Украины.

 

Мы хотим отметить, что отказ PTS/FT защищать Украину от российского вторжения отражает серьезный и опасный сдвиг ее руководства вправо. Мы считаем, что такая реакционная позиция была бы невозможна в прежние годы существования этой организации. Стоит напомнить, что мы, в организации-предшественнице РКИТ, также делали совместные заявления с PTS/FT по поводу войн, которые действительно имели важное сходство с нынешним конфликтом. Для этого мы отсылаем читателей к совместному заявлению о войне России в Чечне (1996) [18] и еще одному - о войне США против Афганистана в 2001 году. [19] Правда, это было давно - когда завоевание позиций в парламенте не играло роли в стратегических соображениях товарищей!

 

Мы очень надеемся, что PTS/FT вернется к такой антиимпериалистической и интернационалистской программе!
