후티 군이 제2 전선을 열었다

 

Major international shipping companies stop their operations through the Red Sea after a series of attacks by the Yemeni rebels

The Houthis, a rebel movement which controls large parts of Yemen, have intensified their attacks on commercial vessels in the Red Sea in protest against Israel’s genocidal war in Gaza. This has now forced major shipping companies to pause their operations through the Red Sea – a decision which will have huge implications for the capitalist world economy and the imperialist powers.

 

Since the beginning of the war, the Houthis have carried out a number of actions in solidarity with the Palestinian people in Gaza. First, they sent missiles and drones against Israel, later they started to strike cargo ships transiting the Bab al Mandeb. They even hijacked the Galaxy Leader, an Israeli-owned cargo ship, in a spectacular operation.

 

On 9 December, the Houthis published a statement saying that they “will prevent the passage of ships sailing to Israel, whatever their nationality, unless Gaza’s needs for food and medicine are met.” [1] Since then, the Houthis have conducted almost daily drone and missile attacks against commercial vessels. Yesterday, they struck two vessels off the coast of Yemen.

 

 

 

Major consequences for the capitalist world economy

 

 

 

As a result, two of the world’s largest shipping firms, Maersk (Denmark) and Hapag-Lloyd (Germany), have now announced that they will halt their Red Sea container ship traffic. ^[2] Other companies are reportedly also scaling back their operations in the Red Sea. [3]

 

This decision will have major and direct consequences for the world economy and the imperialist powers. Maersk alone accounts for about 17% of global shipping  and Hapag-Lloyd for another 7%. About 20,000 ships, some 40% of international trade, pass annually through the Bab al Mandeb – a choke point which leads to the Red Sea, Israel’s southern port facilities, and the Suez Canal. More than six million barrels pass through it every day, mainly on their way to Europe.

 

As a result of the attacks, insurance costs for ships transiting the area have jumped in recent days. [4] If shipping companies are forced to reroute and send their cargo vessels around the African continent – instead through Bab el-Mandeb and the Suez Canal – transport take nine days longer. Furthermore, shipping through the Red Sea saves at least 15% of the transport costs. [5]

 

There is no doubt that this is a major development. It will most likely massively hike the price of oil and other strategic commodities of the capitalist world economy. This will massively increase the pressure on Israel and its Western imperialist allies. Washington already tries to assemble an international maritime task force which would be deployed in the Red Sea in order to protect container ships and, most likely, to launch military strikes against the Houthis.

 

It is certainly no exaggeration to say that through their bold solidarity actions the Houthis have opened the second front in the Gaza War to help their Palestinian brothers and sisters!

 

 

 

Will the Western imperialists start war against Yemen?

 

 

 

Ultimately, these developments will force the Western imperialist powers to make very difficult decisions. Either they force the Israeli war lords to bring their barbaric Gaza War rather sooner than later to an end – which would be an unprecedented political disaster and humiliation for the Zionist state (and, of course, the immediate collapse of the Netanyahu government).

 

Or they have to launch military attacks against the Houthis. However, such attacks would represent a major escalation and spread the war from Gaza to the whole Middle East. This is because, first, such attacks would open a war not only against the Houthis but rather against the whole Yemeni nation. Their militant pro-Palestine solidarity actions have massively increased the popularity of the rebels. Old enemies like Al-Islah, a major force in the Saudi-backed “official” government, have already congratulated the Houthis and sent a delegation to Sana’a to open negotiations with their leadership.

 

Furthermore, the Houthis – like Hamas – could enormously raise their prestige in the Arab and Muslim world through their militant anti-colonial stance. Finally, the Houthis have a number of allies, most importantly Iran, one of the largest military powers in the Middle East. A war of the U.S. against the Houthis could easily result in a war against Iran and provoke a drastic slump for the world economy.

 

It is well known that U.S. imperialism – in contrast to the right-wing extremists in the Israeli government – is not interested in such an expansion of the war. Washington’s main enemy is China, and it is already indirectly engaged – with huge financial costs – in the Ukraine War. However, the U.S. is inextricable bound to Israel, a colonial settler state which has become a junior imperialist state itself and which has close links with important sectors within America’s ruling class. In short, the White House faces a dilemma.

 

 

 

Siding with the Houthis against Israel and the U.S.

 

 

 

Naturally, we cannot know the decisions of Biden and Netanyahu in the next days. But we certainly don’t go wrong to say that – whatever they will decide – these developments will have major consequences for the Gaza War and the political developments in the Middle East.

 

The Revolutionary Communist International Tendency (RCIT) has repeatedly pointed to the importance of the Houthis’ solidarity activities. We have always sided with the Palestinian liberation struggle and therefore advocate in the current Gaza War – like in the past ones – the military victory of the resistance led by Hamas without lending political support to the program or all tactics of its leadership. [6]

 

We therefore reiterate that the attacks of the Houthis are legitimate actions in solidarity with the Palestinian people whose armed forces are heroically resisting the Israeli invasion. ^[7] These actions are a form of popular sanctions against the Zionist state and its Western allies. In any confrontation between the Houthis and Western resp. Israel, we side with the Yemeni forces and call for the defeat of the imperialists.

예멘의 상당 부분을 장악하고 있는 후티 군 (“후티 반군”)이 이스라엘의 가자 학살 전쟁에 대한 항의로 홍해를 운항하는 상선에 대한 공격을 강화했다. 이 때문에 현재 주요 해운업체들이 홍해 항로 운항을 중단하지 않을 수 없게 되었다. 운항 중단 결정은 곧 자본주의 세계경제에 거대한 영향을 미칠 것이므로 이에 대해 제국주의 열강들이 촉각을 곤두세우고 있다.

 

개전 당초부터 후티 군은 가자의 팔레스타인 인민과 연대하는 여러 행동들을 감행해왔다. 처음에 후티 군은 이스라엘을 겨냥해 미사일과 드론을 날려 보냈고, 이어서 바브알만데브 해협을 통과하는 화물선들에 대한 타격 행동을 시작했다. 나아가 대대적인 작전으로 이스라엘 소유의 화물선 갤럭시 리더호를 나포하기까지 했다.

 

12월 9일, 후티 군은 "가자에 식량과 의약품이 제대로 보급되지 않는 한, 국적을 가리지 않고 이스라엘 행 선박들의 통행을 막겠다"는 성명을 발표했다.[1] 그 이후로, 후티 군은 거의 매일 상선들을 겨냥한 드론과 미사일 공격을 감행했다. 어제, 후티 군은 예멘 해안에서 두 척의 선박을 공격했다.

 

 

 

자본주의 세계경제에 미치는 영향

 

 

 

이에 따라 세계 최대 해운업체들인 머스크(Maersk; 덴마크)와 하팍-로이드(독일)는 홍해 컨테이너선 운항을 중단하겠다고 밝혔다.[2] 다른 해운사들도 홍해 운항을 축소하고 있는 것으로 알려졌다.[3]

 

이 결정은 세계경제와 제국주의 열강들에 중대한 직접적 결과를 가져올 것이다. 머스크만 해도 전 세계 해운의 약 17%를, 하팍-로이드는 7%를 점하고 있다. 국제 무역의 40%를 담당하는 약 2만 척의 선박이 매년 바브알만데브 해협을 통과한다. 이 해협은 홍해와 이스라엘의 남부 항구 시설과 수에즈 운하로 이어지는 관문으로, 주로 유럽으로 가는 600만 배럴 이상의 석유가 매일 이 관문을 통과한다.

 

후티 군의 공격으로, 이 해역을 지나는 선박의 보험 비용이 최근 며칠 사이에 급증했다.[4] 선사들이 항로를 바꿔 아프리카 대륙을 돌아서 ㅡ 바브알만데브 해협과 수에즈 운하를 통하지 않고 ㅡ 운항을 해야 한다면 화물 운송에 9일이 더 걸린다. 더욱이 홍해를 통할 경우 운송 비용의 최소 15%를 절약한다.[5]

 

이것이 중대한 사태변화라는 것은 의심할 여지가 없다. 아마도 석유를 비롯하여 자본주의 세계경제의 전략 상품들의 가격을 대폭 급등시킬 것이다. 이스라엘과 이스라엘의 서방 제국주의 동맹국들이 극심한 압력을 받게 될 것이다. 미국은 이미 국제 해양 태스크포스를 구성하여 홍해에 배치하려 한다. 홍해에서 컨테이너선들을 보호하고 후티 군을 겨냥하여 군사 작전을 전개하기 위한 태스크포스인 것이다.

 

후티 군이 대담한 연대 행동을 통해 팔레스타인 형제자매들을 돕기 위해 가자 전쟁의 제2 전선을 열었다고 해도 과언이 아닌 상황이다!

 

 

 

서방 제국주의자들은 예멘을 상대로 전쟁을 시작할 것인가?

 

 

 

궁극적으로, 이러한 사태발전은 서방 제국주의 열강들로 하여금 매우 어려운 결정을 내리도록 강요할 것이다. 둘 중 하나다. 하나는 서방 열강들이 이스라엘 전쟁영주들을 강제하여 그들의 야만적인 가자 전쟁을 빨리 끝내도록 하는 것이다. 이는 시온주의 국가에 미증유의 정치적 재앙이자 굴욕일 것이다. (그리고, 물론 네타냐후 정부의 즉각적인 붕괴일 것이다).

 

다른 하나는 후티 군에 대한 군사 공격에 들어가는 것이다. 그러나 이러한 공격은 본격적인 확전으로 가는 것이다. 전쟁을 가자에서 중동 전체로 확산하는 것이다. 왜냐하면 첫째, 그러한 공격은 후티 군뿐만 아니라 예멘 민족 전체를 상대로 한 전쟁을 열 것이기 때문이다. 후티 군의 전투적 친 팔레스타인 연대 행동은 대중 속에서 이 반란자들의 인기를 대대적으로 높여놓았다. 사우디의 지원을 받는 예멘 "공식" 정부의 주요 세력인 알 이슬라와 같은 오랜 적들이 이미 후티 군에게 축하 인사를 보냈고 후티 군 지도부와 협상을 개시하기 위해 사나에 대표단을 보냈다.

 

나아가, 후티 군은 ㅡ 하마스처럼 ㅡ 전투적 반식민 자세를 견지하면서 아랍·무슬림 세계에서 위신을 엄청나게 높일 수 있다. 마지막으로, 후티 군은 일련의 동맹군들을 가지고 있는데, 그 중 가장 중요한 동맹군으로서 중동 최대의 군사 강국 중 하나인 이란이 있다. 미국이 후티 군을 상대로 전쟁을 벌이면 쉽게 이란과의 전쟁으로 귀결되고 세계경제에 급격한 침체를 초래할 수 있다.

 

미 제국주의는 ㅡ 이스라엘 정부의 우익 극단주의자들과는 대조적으로 ㅡ 이러한 전쟁 확대에 관심이 없다는 것은 잘 알려져 있다. 워싱턴의 주적은 중국이다. 그리고 이미 우크라이나 전쟁에 ㅡ 막대한 재정적 대가를 치르며 ㅡ 간접적으로 개입해 있다. 그러나 미국은 식민 정착자 국가 이스라엘과 뗄 수 없이 묶여 있다. 그 자신 (하위의) 제국주의 국가가 된 이스라엘이다. 그리고 미국 지배계급 내 주요 분파들과 긴밀한 연계를 가지고 있는 이스라엘이다. 간단히 말해서, 백악관은 딜레마에 직면해 있다.

 

 

 

이스라엘과 미국에 대항하여 후티 편을 들기

 

 

 

당연히, 우리는 내일이나 모레 바이든과 네타냐후가 내릴 결정을 알 수 없다. 하지만 우리는 이러한 사태발전이 ㅡ 저들이 어떤 결정을 내리든 간에 ㅡ 가자 전쟁과 중동 정세에 중대한 결과를 가져올 것이라고 확실하게 말할 수 있다.

 

혁명적 공산주의인터내셔널 동맹 (RCIT)은 후티 군이 취하고 있는 연대 행동의 중요성을 거듭 강조해왔다. 언제나 우리는 팔레스타인 해방투쟁의 편을 들어왔고, 따라서 현 가자 전쟁에서도 ㅡ 지난 가자 전쟁들에서처럼 ㅡ 하마스가 이끄는 저항투쟁의 군사적 승리를 제창한다. 저항투쟁 지도부의 강령이나 모든 전술에 정치적 지지를 주지 않고 그렇게 한다.[6]

 

그러므로 우리는 후티 군의 공격이 이스라엘의 침략에 영웅적으로 저항하는 팔레스타인 인민의 무장대들과 연대하는 정당한 행동임을 재차 밝히는 바다.[7] 이러한 연대 행동은 시온주의 국가와 그 서방 동맹국들에 대한 민중 제재의 한 형태다. 후티 군과 서방 및 이스라엘 간의 어떤 대결에서도, 우리는 예멘 후티 군의 편을 들며 제국주의자들의 패배를 요구한다.
