Sudan: The Great Powers and the Military Coup

General Burhan’s putsch reflects the decline of U.S. imperialism and the rise of its Eastern rivals

In a recently published article, we explained that the military coup in Sudan on 25 October could not have taken place without the support of the counterrevolutionary “Axis of Evil” – Israel, Saudi Arabia, the United Arab Emirates and Egypt’s General Sisi. [1]

 

In the article at hand, we will elaborate on the approach of the imperialist Great Powers to the coup as well as the developments which that reflects. Naturally, there exist only limited information yet as such things usually take place behind the scenes. Nevertheless, diplomatic overtones and media reports published in the last days allow us to get a picture of the situation.

 

The most important piece of information is a report which has been published yesterday by the renowned news agency Reuters. While we are not in a position to verify if all details in this report are true, there exist various other information and diplomatic overtones which lend a lot of credibility to this report.

 

 

 

The Generals ignore Washington’s veto

 

 

 

According to the Reuters report, at least the U.S. as well as Russia were informed in advance about the plans of the army command to overthrow the government of Prime Minister Abdalla Hamdok. The article reports that Washington was strongly opposed to the coup and tried to convince the generals. However, General Burhan and his conspirators simply ignored America’s veto.

 

Hours before Sudan's army seized power and dissolved its government, a senior U.S. envoy warned the country's top general not to take any steps against the civilian administration that was overseeing a democratic transition, diplomats said. Jeffrey Feltman, President Joe Biden's special envoy for the Horn of Africa, flew into Khartoum two days before Monday's coup, as concerns mounted that the transition was running into trouble due to mounting tension between the generals and civilians. But instead of heeding the warning, the army did just the opposite, acting on a plan to seize power that two diplomats and three Sudanese official sources said had been developed over the preceding weeks. (…) In his last meeting with Burhan, Feltman "put Burhan under big pressure not to do anything against the cabinet, to de-escalate", said one diplomat briefed on the meeting, declining to be identified.[2]

 

According to the Reuters report, the United Nations special envoy to Sudan, Volker Perthes, also met with a military leader on the 24 October in the afternoon, i.e. hours before the coup took place. Perthes later told reporters: “"He [the military leader, Ed.] also indicated that the military might move, of course ... I strongly warned against doing this."

 

The information about Washington’s opposition to the coup seem credible to us since the Biden Administration has formally condemned the putsch and freeze $700 million of economic assistance for Sudan.

 

 

 

Russia “green lights” the coup

 

 

 

The Reuters report also claims that Russia was contacted by the generals ahead of the coup and Moscow assured them of its support. “The army may also be looking to build closer ties with Russia: diplomats and analysts say RSF commander General Mohamed Hamdan Dagalo [the No.2 of the putschist regime, Ed.] has cultivated ties to Moscow. Ahead of the coup, the military sought and obtained a "green light" from Moscow in an effort to protect themselves from any sanctions imposed through the United Nations Security Council, two official Sudanese sources said. (…) Russia already appears to be shielding Sudan's military in a possible Security Council statement. Two diplomats with direct knowledge of negotiations on the text said Russia had suggested the 15-member council express concern at developments in Sudan, rather than condemn the takeover. Negotiations on the text, which has to be agreed by consensus, are ongoing.

 

Again, this information seems credible to us since Russia’s public statements in the last days point to the same direction. In contrast to Washington, Moscow has refused to characterize the events in Sudan as a “coup”. TASS – the news agency of the Russian state – quotes Russian First Deputy Permanent Representative to the UN, Dmitry Polyansky, saying: “It is difficult to say, is it a coup or not. A coup has a concrete definition. There are situations like this in many states, in many parts of the world, and they are not being called ‘coups,’" Polyansky said, adding that sometimes similar events are referred to simply as "change of power. (…) "We need to see. It’s up to the Sudanese to decide whether it’s a coup or not a coup," he continued. "There was a forcible change of power in 2019 in Sudan. Was it called a coup? (…) I don’t think it’s our task to label such situations as ‘coup’ or ‘not coup.’[3]

 

While the Putin regime refuses to call the coup by name, Polyansky point to “violent protestors”: “As far as I see, they are not peacefully protesting, there are also violent protests.

 

Another TASS report reflects Moscow’s desire to support the new regime of General Burhan and to shield it against pressure from Washington. According to this report, there has been a telephone call between Russia’s Special Presidential Envoy for the Middle East, Mikhail Bogdanov, and US Special Envoy for the Horn of Africa, Jeffrey Feltman. A statement of the Russian Foreign Ministry about this conversation points out “that the Russian side emphasized the unacceptability of external intervention in the internal affairs of this country." Translated from diplomatic to ordinary language, this means that Russia rejects any pressure of the U.S. on the Sudanese putschists. [4]

 

Furthermore, the Reuters report about Russia’s approach to block any condemnation and sanctions by the UN Security Council is also confirmed by another TASS report. “Members of the UN Security Council have so far failed to achieve any consent on the situation in Sudan, Russian First Deputy Permanent Representative to the UN Dmitry Polyansky has told reporters. "I think it's too premature just to tell it so let's work. Let's work on some document. Okay, we agree on that we are preoccupied on what's happening," he said.[5]

 

 

 

U.S. imperialism is no longer the hegemonic power in the Middle East

 

 

 

Washington’s failure to stop to putschists despite putting considerable pressure on them is an impressive confirmation of the Marxist thesis that U.S. imperialism is in decline. In fact, it is a humiliation for the former superpower. It is also indicative that the above-mentioned diplomatic phone call between the Special Envoys of Russia and the U.S. took place on the initiative of the later. It seems that Washington is asking Moscow for help.

 

The above-mentioned Reuters article quotes also a sobering statement by a U.S. analyst. Jonas Horner of the prestigious International Crisis Group says: "I think it's probably been very chastening for Sudan's Western allies. The military brushed aside what was being held over their heads in the end.”

 

Why has Washington opposed the coup? Are they honest friends of democracy? Definitely not! Just look to their long-time in Saudi Arabia and the United Arab Emirates – these are totalitarian autocracies which have never seen any elections throughout their whole history! And remember the bloody military coup in Egypt in July 2013 which was green lighted by the U.S.!

 

No, there is another reason for the opposition of the Biden Administration to the Sudanese coup. As the RCIT has elaborated in several works, the historic decline of U.S. imperialism forces Washington to accept the loss of its hegemony in the Middle East. As a result, it has to withdraw troops. The most dramatic recent example of this development has been the hasty withdrawal of all imperialist troops from Afghanistan and the consequential collapse of the pro-American puppet regime. [6] But it is not only Afghanistan from where the U.S. are retreating. A similar process has started in Iraq and Syria some time ago and it is only a matter of time until Washington will get out all troops.

 

It is for the same reason that the Biden Administration has been interested in a renewal of negotiations with Iran for some time. Despite considerable pressure from Israel, Washington shows no interest to wage a war against Teheran. [7]

 

The main reason for the strategic retreat of U.S. imperialism from the Middle East is a very pragmatic one. The key area, where the struggle for world domination will be fought in the coming period, is not the Middle East but East Asia. American strategists have called this the “Pivot to Asia”. As the U.S. is in a period of decline, this means that it can no longer strive to dominate all regions in the world. It must rather withdraw forces from areas which is considers as secondary and focus its resources to those key regions where it has to face its Eastern imperialist rivals: China and Russia. [8]

 

Obviously, the regional regimes as well as the rival Great Powers are fully aware of the end of the American hegemony in the Middle East. This is why General Burhan feels confident to ignore Washington’s pressure. This is why the putschists look for a “green light” from Moscow and, after getting it, they go ahead with their plans.

 

In summary, the military coup in Sudan is a powerful confirmation of the RCIT’s analysis of the decay of U.S. imperialism and the rise of Russia [9] and China [10] as new Great Powers.

Sudão: As Grandes Potências e o Golpe Militar

 

O golpe do general Burhan reflete o declínio do imperialismo dos EUA e a ascensão de seus rivais orientais

Em um artigo publicado recentemente, explicamos que o golpe militar no Sudão em 25 de outubro não poderia ter ocorrido sem o apoio do “Eixo do Mal” contrarrevolucionário - Israel, Arábia Saudita, Emirados Árabes Unidos e o General Sisi do Egito. [1]

 

No artigo em questão, iremos desenvolver uma abordagem das Grandes Potências imperialistas ao golpe, bem como os desenvolvimentos que isso reflete. Naturalmente, existem apenas informações limitadas, já que essas coisas geralmente acontecem nos bastidores. No entanto, as conotações diplomáticas e os relatos da mídia publicados nos últimos dias nos permitem ter um quadro da situação.

 

A informação mais importante é uma reportagem publicada ontem pela conceituada agência de notícias Reuters. Embora não estejamos em posição de verificar se todos os detalhes deste relatório são verdadeiros, existem várias outras informações e conotações diplomáticas que dão muita credibilidade a este relatório.

 

 

 

Os generais ignoram o veto de Washington

 

 

 

De acordo com o relatório da Reuters, pelo menos os EUA, assim como a Rússia, foram informados com antecedência sobre os planos do comando do exército para derrubar o governo do primeiro-ministro Abdalla Hamdok. O artigo informa que Washington se opôs fortemente ao golpe e tentou convencer os generais. No entanto, o general Burhan e seus conspiradores simplesmente ignoraram o veto estadunidense.

 

Horas antes de o exército sudanês tomar o poder e dissolver seu governo, um importante enviado dos EUA advertiu o principal general do país a não tomar nenhuma medida contra a administração civil que supervisionava uma transição democrática, disseram diplomatas. Jeffrey Feltman, o enviado especial do presidente Joe Biden para o Chifre da África, voou para Cartum dois dias antes do golpe de segunda-feira, conforme aumentavam as preocupações de que a transição estava enfrentando problemas devido à crescente tensão entre generais e civis. Mas, em vez de acatar o aviso, o Exército fez exatamente o oposto, agindo com um plano para tomar o poder que dois diplomatas e três fontes oficiais sudanesas disseram ter sido desenvolvido nas semanas anteriores. (…) Em sua última reunião com Burhan, Feltman "colocou Burhan sob grande pressão para não fazer nada contra o gabinete, para diminuir a escalada", disse um diplomata informado sobre a reunião, recusando-se a ser identificado. [2]

 

De acordo com a reportagem da Reuters, o enviado especial das Nações Unidas ao Sudão, Volker Perthes, também se encontrou com um líder militar na parte da tarde de 24 de outubro, ou seja, horas antes do golpe. Perthes disse mais tarde aos repórteres: “" Ele [o líder militar, Ed.] Também indicou que os militares poderiam se mobilizar, é claro ... Eu avisei veementemente contra fazer isso . "

 

A informação sobre a oposição de Washington ao golpe nos parece confiável, já que o governo Biden condenou formalmente o golpe e congelou US $700 milhões em assistência econômica ao Sudão.

 

 

 

Rússia “dá luz verde” ao golpe

 

 

 

A reportagem da Reuters também afirma que a Rússia foi contatada pelos generais antes do golpe e Moscou garantiu seu apoio. “O exército também pode estar procurando estreitar os laços com a Rússia: diplomatas e analistas dizem que o comandante da  força Paramilitar- RSF, general Mohamed Hamdan Dagalo [o nº 2 do regime golpista, Ed.] Cultivou laços com Moscou. Antes do golpe, os militares buscaram e obtiveram "luz verde" de Moscou em um esforço para se proteger de quaisquer sanções impostas pelo Conselho de Segurança das Nações Unidas, disseram duas fontes oficiais sudanesas. (...) A Rússia já parece estar protegendo os militares do Sudão em uma possível declaração do Conselho de Segurança. Dois diplomatas com conhecimento direto das negociações sobre o texto disseram que a Rússia sugeriu que o conselho de 15 membros expressasse preocupação com os acontecimentos no Sudão, em vez de condenar a tomada do poder. As negociações sobre o texto, que deve ser acordado por consenso, estão em andamento.

 

Mais uma vez, esta informação parece crível para nós, uma vez que as declarações públicas da Rússia nos últimos dias apontam na mesma direção. Ao contrário de Washington, Moscou se recusou a caracterizar os eventos no Sudão como um “golpe”. TASS - a agência de notícias do estado russo - cita o Primeiro Representante Permanente Adjunto da Rússia na ONU, Dmitry Polyansky, dizendo: “É difícil dizer se é golpe ou não. Um golpe tem uma definição concreta. Existem situações como esta em muitos estados, em muitas partes do mundo, e não estão sendo chamadas de 'golpes' ", disse Polyansky, acrescentando que às vezes eventos semelhantes são chamados simplesmente de" mudança de poder. (…) “Precisamos ver. Cabe aos sudaneses decidir se é golpe ou não golpe”, continuou. “Houve uma mudança forçada de poder em 2019 no Sudão. Foi chamada de golpe? (…) Não acho que seja nossa tarefa rotular essas situações como 'golpe' ou 'não golpe'. [3]

 

Enquanto o regime de Putin se recusa a chamar o golpe pelo nome, Polyansky aponta para “manifestantes violentos”: “Pelo que vejo, eles não protestam pacificamente, há também protestos violentos.

 

Outro relatório da TASS reflete o desejo de Moscou de apoiar o novo regime do general Burhan e protegê-lo contra a pressão de Washington. De acordo com este relatório, houve um telefonema entre o Enviado Presidencial Especial da Rússia para o Oriente Médio, Mikhail Bogdanov, e o Enviado Especial dos Estados Unidos para o Chifre da África, Jeffrey Feltman. Uma declaração do Ministério das Relações Exteriores da Rússia sobre esta conversa aponta “que o lado russo enfatizou a não aceitação da intervenção externa nos assuntos internos deste país. "Traduzido da linguagem diplomática para a linguagem comum, isso significa que a Rússia rejeita qualquer pressão dos EUA sobre os golpistas sudaneses. [4]

 

Além disso, o relatório da Reuters sobre a abordagem da Rússia para bloquear qualquer condenação e sanções pelo Conselho de Segurança da ONU também é confirmado por outro relatório da TASS. “Os membros do Conselho de Segurança da ONU até agora não conseguiram obter qualquer consenso sobre a situação no Sudão, disse o Primeiro Representante Permanente Adjunto da Rússia na ONU, Dmitry Polyansky, a repórteres. "Acho que é muito prematuro afirmar, então vamos trabalhar. Vamos trabalhar em algum documento. Ok, concordamos que estamos preocupados com o que está acontecendo", disse ele. [5]

 

 

 

O imperialismo dos EUA não é mais a potência hegemônica no Oriente Médio

 

 

 

O fracasso de Washington em conter os golpistas, apesar de colocar considerável pressão sobre eles, é uma confirmação impressionante da tese marxista de que o imperialismo dos EUA está em declínio. Na verdade, é uma humilhação para a ex-superpotência. É também indicativo que o telefonema diplomático acima mencionado entre os Enviados Especiais da Rússia e os EUA tenha ocorrido por iniciativa destes. Parece que Washington está pedindo ajuda a Moscou.

 

O artigo da Reuters mencionado acima cita também uma declaração preocupante de um analista dos Estados Unidos. Jonas Horner, do prestigioso website International Crisis Group, diz: "Acho que provavelmente tem sido muito castigador para os aliados ocidentais do Sudão. Os militares deixaram de lado o que estava sendo imposto sobre suas cabeças no final ."

 

Por que Washington se opôs ao golpe? Eles são amigos honestos da democracia? Definitivamente não! Basta olhar para o seu convívio na Arábia Saudita e nos Emirados Árabes Unidos - essas são autocracias totalitárias que nunca viram nenhuma eleição em toda a sua história! E lembre-se do sangrento golpe militar no Egito em julho de 2013, que recebeu luz verde dos EUA!

 

Não, há outra razão para a oposição do governo Biden ao golpe sudanês. Como a CCRI elaborou em vários trabalhos sobre o declínio histórico das forças do imperialismo estadunidense  força Washington a aceitar a perda de sua hegemonia no Oriente Médio. Como resultado, ele tem que retirar as tropas. O exemplo recente mais dramático desse desenvolvimento foi a retirada apressada de todas as tropas imperialistas do Afeganistão e o consequente colapso do regime fantoche pró-americano. [6] Mas não é apenas no Afeganistão de onde os EUA estão se retirando. Um processo semelhante começou no Iraque e na Síria há algum tempo e é apenas uma questão de tempo até que Washington retire todas as tropas.

 

É pelo mesmo motivo que há algum tempo o governo Biden tem interesse em retomar as negociações com o Irã. Apesar da pressão considerável de Israel, Washington não mostra interesse em travar uma guerra contra Teerã. [7]

 

A principal razão para a retirada estratégica do imperialismo norte-americano do Oriente Médio é muito pragmática. A área-chave, onde a luta pelo domínio mundial será travada no próximo período, não é o Oriente Médio, mas o Leste Asiático. Os estrategistas americanos chamam isso de “Pivô para a Ásia”. Como os EUA estão em um período de declínio, isso significa que não podem mais se esforçar para dominar todas as regiões do mundo. Deve antes retirar as forças de áreas consideradas secundárias e concentrar os seus recursos nas regiões-chave onde tem de enfrentar os seus rivais imperialistas orientais: a China e a Rússia. [8]

 

Obviamente, tanto os regimes regionais quanto as Grandes Potências rivais têm plena consciência do fim da hegemonia americana no Oriente Médio. É por isso que o general Burhan se sente confiante em ignorar a pressão de Washington. É por isso que os golpistas buscam um “sinal verde” de Moscou e, depois de consegui-lo, vão em frente com seus planos.

 

Em resumo, o golpe militar no Sudão é uma confirmação poderosa da análise do CCRI sobre a decadência do imperialismo dos EUA e a ascensão da Rússia [9] e da China [10] como novas Grandes Potências.

Sudán: las grandes potencias y el golpe militar

 

El golpe de estado del general Burhan el declive del imperialismo estadounidense y el ascenso de sus rivales orientales

En un artículo publicado recientemente, explicamos que el golpe militar en Sudán el 25 de octubre no podría haber tenido lugar sin el apoyo del contrarrevolucionario “Eje del Mal”: Israel, Arabia Saudita, Emiratos Árabes Unidos y el general Sisi de Egipto. [[1]]

 

En el artículo que nos ocupa, profundizaremos en el enfoque de las grandes potencias imperialistas hacia el golpe, así como los desarrollos que sucedieron. Naturalmente, todavía hay información limitada, ya que estas cosas suelen suceder entre bastidores. Sin embargo, los matices diplomáticos y los informes de los medios publicados en los últimos días nos permiten hacernos una idea de la situación.

 

El dato más importante es un informe publicado ayer por la reconocida agencia de noticias Reuters. Si bien no estamos en condiciones de verificar si todos los detalles de este informe son ciertos, hay otra información y connotaciones diplomáticas que dan mucha credibilidad a este informe.

 

 

 

Los generales ignoran el veto de Washington

 

 

 

Según el informe de Reuters, al menos Estados Unidos y Rusia fueron informados de antemano sobre los planes del comando del ejército para derrocar al gobierno del primer ministro Abdalla Hamdok. El artículo informa que Washington se opuso firmemente al golpe y trató de convencer a los generales. Sin embargo, el general Burhan y sus conspiradores simplemente ignoraron el veto de Estados Unidos.

 

"Horas antes de que el ejército de Sudán tomara el poder y disolviera su gobierno, el alto enviado de Estados Unidos advierte al principal general del país que no tome ninguna medida contra la administración civil que supervisa una transición democrática, dijeron diplomáticos. Jeffrey Feltman, el enviado especial del presidente Joe Biden para el Cuerno de África, voló a Jartum dos días antes del golpe de estado del lunes, y dijo que la transición se estaba metiendo en problemas debido a la creciente tensión entre los generales y los civiles. Pero en lugar de prestar atención a la advertencia, el ejército hizo todo lo contrario, actuando sobre un plan para tomar el poder que dos diplomáticos y tres fuentes oficiales sudanesas dijeron que se había desarrollado durante las semanas anteriores. (…) En su último encuentro con Burhan, Feltman "puso a Burhan bajo una gran presión para que no hiciera nada contra el gabinete, para desescalar", dijo un diplomático informado sobre la reunión, que no quiso ser identificado” [[2]]

 

Según el informe de Reuters, el enviado especial de las Naciones Unidas a Sudán, Volker Perthes, también se reunió con un líder militar el 24 de octubre por la tarde, es decir, horas antes de que se produjera el golpe. Perthes dijo más tarde a los periodistas: "Él [el líder militar, Ed.] También indicó que los militares podrían moverse, por supuesto ... Yo advertí enérgicamente que no se hiciera esto".

 

La información sobre la oposición de Washington al golpe nos parece creíble ya que la Administración Biden ha condenado formalmente el golpe y ha congelado 700 millones de dólares de ayuda económica para Sudán.

 

 

 

Rusia da luz verde al golpe

 

 

 

El informe de Reuters también afirma que los generales se comunicaron con Rusia antes del golpe y Moscú les aseguró su apoyo. "El ejército también puede estar buscando construir vínculos más estrechos con Rusia: diplomáticos y analistas dicen que el comandante de RSF, el general Mohamed Hamdan Dagalo [el número 2 del régimen golpista, Ed.] Ha cultivado vínculos con Moscú. Antes del golpe, los militares buscaron y obtuvieron "luz verde" de Moscú en un esfuerzo por protegerse de las sanciones impuestas a través del Consejo de Seguridad de las Naciones Unidas, dijeron dos fuentes oficiales sudanesas. (…) Rusia ya parece estar protegiendo al ejército de Sudán en una posible declaración del Consejo de Seguridad. Dos diplomáticos con conocimiento directo de las negociaciones sobre el texto dijeron que Rusia había sugerido que el consejo de 15 miembros expresara su preocupación por los acontecimientos en Sudán, en lugar de condenar la toma de posesión. Las negociaciones sobre el texto, que ha sido acordado por consenso, están en curso. "

 

Una vez más, esta información nos parece creíble, ya que las declaraciones públicas de Rusia en los últimos días apuntan en la misma dirección. A diferencia de Washington, Moscú se ha negado a caracterizar los acontecimientos en Sudán como un "golpe". TASS, la agencia de noticias del estado ruso, cita al Primer Representante Permanente Adjunto de Rusia ante la ONU, Dmitry Polyansky, diciendo: “Es difícil decir si es un golpe o no. El golpe tiene una definición concreta. Hay situaciones como esta en muchos estados, en muchas partes del mundo, y no se las llama 'golpes de estado' ", dijo Polyansky, y agregó que a veces se hace referencia a eventos similares simplemente como" cambio de poder". (…) "Tenemos que ver. Depende de los sudaneses decidir si es un golpe o no", continuó. “Hubo un cambio de poder por la fuerza en 2019 en Sudán. ¿Se llamó golpe? (…) No creo que sea nuestra tarea etiquetar situaciones como 'golpe' o 'no golpe'.” [[3]]

 

Mientras que el régimen de Putin se niega a llamar al golpe por su nombre, Polyansky señala a los “manifestantes violentos”: “Por lo que veo, no están protestando pacíficamente, también hay protestas violentas."

 

Otro informe de TASS sobre el deseo de Moscú de apoyar al nuevo régimen del general Burhan y protegerlo de la presión de Washington. Según este informe, ha habido una llamada telefónica entre el enviado presidencial especial de Rusia para Oriente Medio, Mikhail Bogdanov, y el enviado especial de Estados Unidos para el Cuerno de África, Jeffrey Feltman. Un comunicado del Ministerio de Relaciones Exteriores de Rusia sobre esta conversación señala "que la parte rusa enfatizó la inaceptabilidad de la intervención externa en el interior de este país". Traducido del lenguaje diplomático al ordinario, esto significa que Rusia rechaza cualquier presión de Estados Unidos sobre los golpistas sudaneses. [[4]]

 

Además, el informe de Reuters sobre el enfoque de Rusia para bloquear cualquier condena y sanciones por parte del Consejo de Seguridad de la ONU también es confirmado por otro informe de TASS. “Los miembros del Consejo de Seguridad de la ONU hasta ahora no han logrado ningún consentimiento sobre la situación en Sudán, dijo a los reporteros el Primer Representante Permanente Adjunto de Rusia ante la ONU, Dmitry Polyansky. "Creo que es demasiado prematuro decirlo, así que trabajemos. Trabajemos en algún documento. Está bien, estamos de acuerdo en que estamos preocupados por lo que está sucediendo", dijo.” [[5]]

 

 

 

El imperialismo estadounidense ya no es la potencia hegemónica en Oriente Medio

 

 

 

El fracaso de Washington para detener a los golpistas a pesar de ejercer una presión considerable sobre ellos es una confirmación impresionante de la tesis marxista de que el imperialismo estadounidense está en declive. De hecho, es una humillación para la ex superpotencia. También es indicativo de que la llamada telefónica diplomática antes mencionada entre los Enviados Especiales de Rusia y los Estados Unidos tuvo lugar por iniciativa de estos últimos. Parece que Washington es Moscú en busca de ayuda.

 

El artículo de Reuters mencionado anteriormente cita también una declaración aleccionadora de un analista estadounidense. Jonas Horner, del prestigioso International Crisis Group, dice: "Creo que probablemente ha sido muy castigador para los aliados occidentales de Sudán. Los militares hicieron a un lado lo que tenían sobre sus cabezas al final".

 

¿Por qué Washington se ha opuesto al golpe? ¿Son amigos honestos de la democracia? ¡Definitivamente no! Solo mire su largo tiempo en Arabia Saudita y los Emiratos Árabes Unidos: ¡estas son autocracias totalitarias que nunca han visto elecciones en toda su historia! ¡Y recuerde el sangriento golpe militar en Egipto en julio de 2013 que fue dado luz verde por Estados Unidos!

 

No. Hay otra razón para la oposición de la Administración Biden al golpe de Sudán. Como la CCRI ha elaborado varios trabajos, el declive histórico del imperialismo estadounidense obliga a Washington a aceptar la pérdida de su hegemonía en el Medio Oriente. Como resultado, tiene que retirar tropas. El ejemplo reciente más dramático de este desarrollo ha sido la apresurada retirada de todas las tropas imperialistas de Afganistán y el consiguiente colapso del régimen títere pro-estadounidense. [[6]] Pero no es solo Afganistán de donde Estados Unidos se está retirando. Un proceso similar ha comenzado en Irak y Siria hace algún tiempo y es solo cuestión de tiempo hasta que Washington retire todas las tropas.

 

Es por la misma razón que la Administración Biden ha estado interesada en una reanudación de las negociaciones con Irán desde hace algún tiempo. A pesar de la considerable presión de Israel, Washington no muestra ningún interés en librar una guerra contra Teherán. [[7]]

 

La principal razón de la retirada estratégica del imperialismo estadounidense de Oriente Medio es muy pragmática. El área clave, donde se librará la lucha por la dominación mundial en el próximo período, no es el Medio Oriente, sino el este de Asia. Los estrategas estadounidenses han llamado a esto el "Pivote hacia Asia". Dado que Estados Unidos se encuentra en un período de declive, esto significa que ya no puede esforzarse por dominar todas las regiones del mundo. Más bien debería retirar fuerzas de áreas que se consideran secundarias y concentrar sus recursos en aquellas regiones clave donde tiene que enfrentarse a sus rivales imperialistas orientales: China y Rusia. [[8]]

 

Por supuesto, tanto los regímenes regionales como las grandes potencias rivales son plenamente conscientes del fin de la hegemonía estadounidense en Oriente Medio. Es por eso que el general Burhan se siente seguro de ignorar la presión de Washington. Por eso los golpistas buscan la “luz verde” de Moscú y, tras conseguirla, siguen adelante con sus planes.

 

En resumen, el golpe militar en Sudán es una poderosa confirmación del análisis de la CCRI sobre la decadencia del imperialismo estadounidense y el ascenso de Rusia [[9]] y China [[10]] como nuevas Grandes Potencias.

Soudan : Les Grandes puissances et le coup d'État militaire

 

Le coup d'État du général Burhan reflète le déclin de l'impérialisme américain et l’ascension de ses rivaux orientaux.

Dans un article publié récemment, nous avons expliqué que le coup d'État militaire du 25 octobre au Soudan n'aurait pas pu avoir lieu sans le soutien de l'"Axe du mal" contre-révolutionnaire - Israël, l'Arabie saoudite, les Émirats arabes unis et le général égyptien Sisi. [1]

 

Dans l'article qui nous occupe, nous développerons une approche des grandes puissances impérialistes à l'égard du coup d'État, et les développements qu'elle reflète. Naturellement, les informations sont limitées, car ces choses se passent généralement dans les coulisses. Toutefois, les connotations diplomatiques et les rapports des médias publiés ces derniers jours nous permettent de nous faire une idée de la situation.

 

L'information la plus importante est un rapport publié hier par la réputée agence de presse Reuters. Bien que nous ne soyons pas en mesure de vérifier si tous les détails de ce rapport sont vrais, plusieurs autres informations et connotations diplomatiques donnent à ce rapport beaucoup de crédibilité.

 

 

 

Les généraux ignorent le veto de Washington

 

 

 

Selon le rapport de Reuters, les États-Unis au moins, ainsi que la Russie, ont été informés à l'avance des plans du commandement de l'armée visant à renverser le gouvernement du Premier ministre Abdalla Hamdok. L'article rapporte que Washington s'est fortement opposé au coup d'État et a tenté de convaincre les généraux. Cependant, le général Burhan et ses conspirateurs ont tout simplement ignoré le veto américain.

 

"Quelques heures avant que l'armée soudanaise ne prenne le pouvoir et ne dissolve son gouvernement, un haut représentant américain a averti le général en chef du pays de ne prendre aucune mesure contre l'administration civile qui supervise une transition démocratique, selon des diplomates. Jeffrey Feltman, l'envoyé spécial du président Joe Biden pour la Corne de l'Afrique, s'est rendu à Khartoum deux jours avant le coup d'État de lundi, alors que l'on craignait que la transition ne soit confrontée à des problèmes dus à la tension croissante entre les généraux et les civils. Mais au lieu de tenir compte de l'avertissement, l'armée a fait exactement le contraire, agissant selon un plan de prise de pouvoir qui, selon deux diplomates soudanais et trois sources officielles, avait été élaboré au cours des semaines précédentes. (...) Lors de sa dernière rencontre avec Burhan, Feltman "a mis Burhan sous une forte pression pour qu'il ne fasse rien contre le cabinet, pour désamorcer la situation", a déclaré un diplomate informé de la rencontre, refusant d'être identifié." [2]

 

Selon le rapport de Reuters, l'envoyé spécial des Nations unies au Soudan, Volker Perthes, a également rencontré un chef militaire dans l'après-midi du 24 octobre, c'est-à-dire quelques heures avant le coup d'État. Perthes a ensuite déclaré aux journalistes : ""Il [le chef militaire, a également indiqué que les militaires pouvaient se mobiliser, bien sûr...". Je l'ai mis en garde avec véhémence contre cette pratique. "

 

L'information concernant l'opposition de Washington au coup d'État nous semble fiable, puisque l'administration Biden a formellement condamné le coup d'État et gelé 700 millions de dollars d'aide économique au Soudan.

 

 

 

La Russie "donne son feu vert" au coup d'État

 

 

 

Le rapport de Reuters affirme également que la Russie a été contactée par les généraux avant le coup d'État et que Moscou a promis son soutien. "L'armée pourrait également chercher à renforcer les liens avec la Russie : des diplomates et des analystes affirment que le commandant de la force paramilitaire-FRS, le général Mohamed Hamdan Dagalo [le numéro 2 du régime putschiste ], a cultivé des liens avec Moscou. Avant le coup d'État, les militaires ont demandé et obtenu le "feu vert" de Moscou dans le but de se protéger de toute sanction imposée par le Conseil de sécurité des Nations unies, ont déclaré deux sources officielles soudanaises. (...) La Russie semble déjà protéger l'armée soudanaise dans une éventuelle déclaration du Conseil de sécurité. Deux diplomates ayant une connaissance directe des négociations sur le texte ont déclaré que la Russie avait suggéré que les 15 membres du Conseil expriment leur préoccupation concernant les événements au Soudan, plutôt que de condamner le coup de force. Les négociations sur le texte, qui doit être approuvé par consensus, sont en cours. "

 

Là encore, cette information nous semble crédible, puisque les déclarations publiques de la Russie ces derniers jours vont dans le même sens. Contrairement à Washington, Moscou a refusé de qualifier les événements au Soudan de "coup d'État". TASS - l'agence de presse d'État russe - cite le premier représentant permanent adjoint de la Russie auprès des Nations unies, Dmitry Polyansky, qui a déclaré : "Il est difficile de dire s'il s'agit d'un coup d'État ou non. Un coup d'État a une définition concrète. Il existe des situations de ce type dans de nombreux États, dans de nombreuses régions du monde, et on ne les appelle pas des "coups d'État", a déclaré M. Polyansky, ajoutant que, parfois, des événements similaires sont simplement appelés "changement de pouvoir". (...) "Nous avons besoin de voir. C'est aux Soudanais de décider s'il s'agit d'un coup d'État ou non", a-t-il poursuivi. "Il y a eu un changement forcé de pouvoir en 2019 au Soudan. On a appelé ça un coup d'État ? (...) Je ne pense pas qu'il nous incombe de qualifier ces situations de "coup d'État" ou de "non coup d'État". " [3]

 

Alors que le régime de Poutine refuse d'appeler le coup d'État par son nom, Polyansky pointe du doigt les "manifestants violents" : "D'après ce que je vois, ils ne protestent pas pacifiquement, il y a aussi des manifestations violentes."

 

Un autre rapport de TASS reflète la volonté de Moscou de soutenir le nouveau régime du général Burhan et de le protéger contre les pressions de Washington. Selon ce rapport, un appel téléphonique a eu lieu entre l'envoyé spécial du président russe pour le Moyen-Orient, Mikhail Bogdanov, et l'envoyé spécial américain pour la Corne de l'Afrique, Jeffrey Feltman. Une déclaration du ministère russe des affaires étrangères sur cette conversation souligne "que la partie russe a insisté sur la non-acceptation d'une intervention extérieure dans les affaires intérieures de ce pays. "Traduit du langage diplomatique au langage ordinaire, cela signifie que la Russie rejette toute pression américaine sur les putschistes soudanais. [4]

 

En outre, le rapport de Reuters sur l'approche de la Russie pour bloquer toute condamnation et sanction par le Conseil de sécurité de l'ONU est également confirmé par un autre rapport de TASS. "Les membres du Conseil de sécurité de l'ONU n'ont jusqu'à présent pas réussi à dégager un consensus sur la situation au Soudan, a déclaré aux journalistes le premier représentant permanent adjoint de la Russie auprès de l'ONU, Dmitry Polyansky. "Je pense qu'il est trop prématuré de le dire, alors travaillons. Travaillons sur un document. D'accord, nous sommes d'accord pour dire que nous sommes préoccupés par ce qui se passe", a-t-il déclaré. " [5]

 

 

 

L'impérialisme américain n'est plus la puissance hégémonique au Moyen-Orient

 

 

 

L'échec de Washington à contenir les putschistes, malgré une pression considérable sur eux, est une confirmation éclatante de la thèse marxiste selon laquelle l'impérialisme américain est en déclin. En effet, il s'agit d'une humiliation pour l'ancienne superpuissance. Il est également révélateur que l'appel téléphonique diplomatique susmentionné entre les envoyés spéciaux russes et les États-Unis ait eu lieu à l'initiative de ces derniers. Il semble que Washington demande de l'aide à Moscou.

 

L'article de Reuters mentionné ci-dessus cite également une déclaration inquiétante d'un analyste américain. Jonas Horner, du prestigieux site Internet International Crisis Group, déclare : "Je pense que cela a probablement été très pénalisant pour les alliés occidentaux du Soudan. Les militaires ont lâché ce qu'on leur imposait sur la tête à la fin."

 

Pourquoi Washington s'est-il opposé au coup d'État ? Sont-ils d'honnêtes amis de la démocratie ? Absolument pas ! Il suffit de voir leur coexistence en Arabie saoudite et aux Émirats arabes unis - ce sont des autocraties totalitaires qui n'ont jamais connu d'élections de toute leur histoire ! Et rappelez-vous le coup d'État militaire sanglant en Égypte en juillet 2013, qui a reçu le feu vert des États-Unis !

 

Non, il y a une autre raison à l'opposition de l'administration Biden au coup d'État soudanais. Comme la CCRI l'a élaboré dans plusieurs documents, le déclin historique des forces de l'impérialisme américain oblige Washington à accepter la perte de son hégémonie au Moyen-Orient. En conséquence, elle doit retirer ses troupes. L'exemple récent le plus spectaculaire de cette évolution est le retrait précipité de toutes les troupes impérialistes d'Afghanistan et l'effondrement consécutif du régime fantoche pro-américain. [Mais il n'y a pas que l'Afghanistan d'où les États-Unis se retirent. Un processus similaire a commencé en Irak et en Syrie il y a quelque temps et ce n'est qu'une question de temps avant que Washington ne retire toutes ses troupes.

 

C'est pour cette même raison que l'administration Biden souhaite depuis un certain temps reprendre les négociations avec l'Iran. Malgré la pression considérable exercée par Israël, Washington ne montre aucun intérêt à mener une guerre contre Téhéran. [7]

 

La principale raison du retrait stratégique de l'impérialisme américain du Moyen-Orient est très pragmatique. La région clé, où se jouera la lutte pour la domination mondiale dans la période à venir, n'est pas le Moyen-Orient mais l'Asie de l'Est. Les stratèges américains appellent cela le "pivot vers l'Asie". Les États-Unis étant en période de déclin, cela signifie qu'ils ne peuvent plus s'efforcer de dominer toutes les régions du monde. Elle doit au contraire retirer ses forces des zones considérées comme secondaires et concentrer ses ressources sur les régions clés où elle doit affronter ses rivaux impérialistes orientaux : la Chine et la Russie. [8]

 

De toute évidence, tant les régimes régionaux que les grandes puissances rivales sont pleinement conscients de la fin de l'hégémonie américaine au Moyen-Orient. C'est pourquoi le général Burhan se sent en confiance pour ignorer la pression de Washington. C'est pourquoi les putschistes cherchent à obtenir le "feu vert" de Moscou et, une fois qu'ils l'ont obtenu, ils mettent leurs plans à exécution.

 

En bref, le coup d'État militaire au Soudan est une confirmation puissante de l'analyse de la CCRI concernant le déclin de l'impérialisme américain et la montée de la Russie [9] et de la Chine [10] comme nouvelles grandes puissances.

엊그제 기사에서 우리는 이스라엘, 사우디, UAE, 이집트 엘시시 군부정권 반혁명 "악의 " 지지가 없었다면 10 25 수단 군사쿠데타는 일어날 없었을 것이라고 설명했다.[1]

 

글에서는 쿠데타와 관련한 제국주의 강대국들의 행보와 그것이 반영하는 사태발전에 대해 보다 상세히 설명할 것이다. 당연히, 그러한 강대국들의 움직임은 보통 막후에서 일어나기 때문에 정보는 아직 제한적인 수준으로만 존재한다. 그럼에도, 지난 며칠 동안 발표된 외교 성명들의 행간 의미와 언론 보도를 통해 어느 정도 정황의 그림을 그려볼 있다.

 

가장 중요한 정보는 하나는 어제 로이터통신에서 나온 보도다. 우리는 보도의 세부 사항 모두가 사실인지 검증할 위치에 있진 않지만, 보도에 많은 신빙성을 주는 여러 다른 정보와 외교 담화들이 존재한다.

 

 

 

쿠데타 장군들이 워싱턴의 비토를 무시하다

 

로이터통신에 따르면 적어도 미국과 러시아는 지휘부의 정부 전복 계획을 사전에 파악하고 있었다. 로이터통신 기사는 워싱턴이 쿠데타에 강력히 반대했고 지휘부를 설득하려 했다고 보도한다. 그러나 부르한 장군과 쿠데타 공모자들은 미국의 비토를 간단히 무시했다.

 

수단 군이 권력을 장악하고 정부를 해산하기 시간 전에, 미국의 고위 특사는 수단 최고위 장군들에게 민주주의 과도기를 관장하고 있는 민간 행정부를 겨냥한 어떠한 조치도 취하지 말라고 경고했다고 외교관들은 말했다. 바이든 대통령의 아프리카의 지역 특사 제프리 펠트먼이 월요일 쿠데타를 이틀 앞두고 수단으로 날아갔는데, 이는 군부와 민간인 정치가들 사이의 긴장이 고조되면서 과도정부가 어려움에 봉착했다는 우려가 높아졌기 때문이다. 그러나 수단 군은 경고를 듣지 않고 오히려 정반대로 지난 주간 모의해 계획을 실행에 옮겼다고 명의 외교관과 명의 수단 공식 소식통들이 말했다. () 펠트만은 부르한과의 마지막 회담에서 부르한에게 내각을 겨냥해 긴장을 고조시키는 어떤 것도 하지 말라고 강하게 압박했다 익명을 요구한 외교관이 회담 브리핑에서 전했다.”[2]

 

로이터통신에 따르면 유엔의 수단 특사 볼커 페르테스도 쿠데타가 일어나기 시간 전인 10 24 오후 지도자를 만났다. 페르테스는 후에 기자들에게 다음과 같이 말했다. " [ 지도자] 또한 군대가 움직일 있다고 내비쳤다.... 물론 나는 하지 말라고 강력히 경고했다."

 

바이든 정부가 공식적으로 쿠데타를 비난하고 수단에 대한 7 달러 경제 원조를 동결한 것으로 워싱턴의 쿠데타 반대 입장에 관한 정보는 신빙성이 있어 보인다.

 

 

 

러시아가 쿠데타에 "청신호" 보내다

 

로이터통신 보도는 러시아가 쿠데타를 앞두고 수단 장성들로부터 연락을 받았고, 이에 러시아는 지원을 약속했다고 주장한다. “군부도 러시아와 긴밀한 관계를 구축하려고 모색할 지도 모른다. 외교관들과 분석가들은 RSF 사령관 모하메드 함단 다갈로 [쿠데타 군부의 2인자] 러시아와 유대관계를 발전시켰다고 말한다. 쿠데타에 앞서, 군부는 유엔 안전보장이사회를 통해 가해지는 제재 일체로부터 스스로를 보호하기 위한 노력의 일환으로 러시아로부터 "청신호" 구하고 얻어냈다고 명의 공식 수단 소식통은 말했다.... 이미 러시아는 안보리 성명에서 수단 군부를 위한 방어막을 치고 있는 것으로 보인다. 성명 전문을 놓고 진행된 안보리 협상에 대한 직접적인 정보를 가진 외교관은 러시아가 수단 군부의 권력 장악을 비난하는 내용보다는 수단 사태에 우려를 표명하는 내용을 제안했다고 말했다. 15 안보리 이사국 전원합의가 필요한 성명서 전문을 둘러싼 협상은 현재 진행 중이다.”

 

여기서도 다시, 지난 며칠 사이에 있은 러시아의 공개 성명이 같은 방향을 가리키고 있는 것으로 정보도 신빙성이 있어 보인다. 워싱턴과 대조적으로 모스크바는 수단 사태를 "쿠데타" 규정하기를 거부했다. 러시아 국영통신사인 타스통신은 드미트리 폴리안스키 유엔 주재 러시아 수석대표의 다음과 같은 말을 인용한다. "쿠데타인지 아닌지 말하기 어렵다. 쿠데타는 정의가 구체적이다. 많은 국가들에서, 세계의 많은 곳에서 이와 같은 상황들이 존재하며, 상황들은 '쿠데타'라고 불리지 않는다. 때로 유사한 사건들이 단순히 권력 교체 지칭되기도 한다. 그것이 쿠데타인지 아닌지는 수단 인들이 결정할 일이다, 2019 수단에서 강제 권력 교체가 있었다. 쿠데타라고 했나? () 같은 상황을 쿠데타 아니냐 하고 딱지를 붙이는 것은 우리의 일이 아니라고 생각한다."[3]

 

푸틴 정권이 쿠데타를 이름 그대로 부르기를 거부하는 가운데 폴리안스키는 나아가 "폭력 시위자들" 언급한다. "내가 보기에 그들은 평화적으로 시위하는 것이 아니다. 폭력 시위도 있다.“

 

다른 타스통신 보도는 부르한 장군의 정권을 지지하고 정권을 미국의 압력으로부터 보호하고자 하는 모스크바의 바람을 내비치고 있다. 보도에 따르면, 미하일 보그다노프 중동 담당 러시아 특사와 제프리 펠트먼 아프리카의 지역 담당 미국 특사 사이에 전화 통화가 있었다. 대화에 대한 러시아 외무부의 성명은 수단 내정에 대한 외부 개입을 러시아로서는 수용할 없다는 입장을 강조했다 밝히고 있다. 외교 언어를 보통 말로 번역하면, 이것은 러시아가 쿠데타 군부에 대한 미국의 어떠한 압력도 거부한다는 뜻이다.[4]

 

더욱이 유엔 안보리에 의한 어떠한 비난과 제재도 차단하려는 러시아의 행보에 대한 로이터통신의 보도는 다른 타스통신 보도로도 확인된다. “유엔 안보리 이사국들은 지금까지 수단 사태에 대한 어떠한 합의에도 이르지 못했다고 드미트리 폴리안스키 유엔 주제 러시아 수석대표가 기자들에게 말했다. ‘ 얘기를 하기에는 아직 이른 같으니 일을 합시다. 문서 작업 합시다. 좋아요, 우리는 무슨 일이 일어나고 있는지 거기에 지금 꽂혀 있다는 동의합니다라고 그는 말했다.”[5]

 

 

 

중동에서 제국주의의 패권은 깨졌다

 

워싱턴이 쿠데타 주모자들에게 꽤나 많은 압박을 가했음에도 불구하고 쿠데타를 중단시키는 실패한 것은 제국주의가 기울고 있다는 맑스주의 테제에 대한 완벽한 확인이다. 실제로 () 초강대국에게 이것은 굴욕이다. 이것은 앞서 언급한 러시아 특사와 미국 특사 간의 전화통화가 미국 특사의 요청으로 이루어졌음을 시사해준다. 워싱턴이 모스크바에 도움을 청하고 있는 것으로 보인다.

 

위에서 언급한 로이터통신 기사도 다음과 같은 미국 분석가의 정신 번쩍 들게 하는 발언을 인용하고 있다. 국제위기감시그룹(ICG) 조나스 호르너는 다음과 같이 말한다. “수단의 서방 동맹들에게는 정신 단단히 차리게 하는 경험이 됐을 겁니다. 수단 군부는 마침내 머리 위에 얹혀 있던 것을 치워버렸습니다.”

 

워싱턴은 쿠데타에 반대했는가? 민주주의의 진실한 벗이라서? 그럴 리가! 흔한 선거 없는 전제군주정 사우디와 UAE 미국이 지금까지 함께 해온 오랜 시간을 보라! 그리고 멀리 없이 최근 여기 중동에서 미국이 청신호를 보내준 2013 7 이집트의 유혈 군사쿠데타를 상기하라.

 

바이든 정부의 수단 쿠데타 반대에는 다른 이유가 있다. RCIT 여러 문서에서 자세히 설명했듯이, 제국주의의 역사적인 쇠퇴는 미국이 중동에서의 패권 상실을 받아들일 수밖에 없는 처지에 놓이게 했다. 결과로 미국은 군대를 철수하지 않으면 된다. 이러한 사태발전의 가장 극적인 최근의 예가 아프간에서의 황급한 철수이며 그에 따른 친미 괴뢰 정권의 붕괴다.[6] 그러나 미국이 후퇴하고 있는 곳은 아프간만이 아니다. 비슷한 과정이 이라크와 시리아에서도 얼마 전에 시작되었고 워싱턴이 모든 군대를 빼내는 것은 단지 시간의 문제일 뿐이다.

 

바이든 정부가 한동안 이란과의 협상 재개에 관심을 보여 것도 같은 이유에서다. 이스라엘로부터의 상당한 압력에도 불구하고, 워싱턴은 테헤란을 상대로 전쟁을 벌이는 관심을 보이지 않는다. [7]

 

중동에서 제국주의의 전략적 후퇴에는 매우 실용적인 이유가 깔려 있다. 오는 시기에 세계 지배를 투쟁이 치러질 무대는 중동이 아니라 동아시아다. "아시아로의 회귀" 위한 전략적 후퇴인 것이다. 미국이 쇠퇴기에 있으므로 이것의 의미는 이상 세계의 모든 지역을 지배하려고 애쓸 없다는 뜻이다. 부차적이라고 보는 지역에서 군대를 핵심 지역에 자원을 집중시키지 않으면 된다. 최대의 경쟁 강대국 중국 그리고 러시아와 마주하지 않으면 되는 무대 동아시아 말이다.[8]

 

중동에서 패권의 종언은, 경쟁 강대국들뿐만 아니라 역내 정권들도 십분 인식하고 있다. 수단 군부가 미국의 압력을 무시할 만치 자신감을 갖는 이유다. 쿠데타 장군들이 모스크바한테서 "청신호" 찾고, 그것을 얻자 그들의 계획을 밀고 나간 이유다.

 

요약하면, 수단 군사쿠데타는 제국주의의 쇠락과 ·러의 새로운 강대국 부상이라는 RCIT 평가분석에 대한 강력한 확인이다.
