A Strange Translation Error

Notes on a mistake in the English-language translation of Trotsky’s Transitional Program which is distorting its meaning concerning imperialist wars

It is not uncommonly that mistakes can be made in translations which are distorting the meaning of the original text. However, it is remarkable if such an error occurs in the most important programmatic document of the international Trotskyist movement – the so-called Transitional Program. And it is even more remarkable if such a mistake is repeated in all republications of this document until today and not noticed by any of its numerous publishers!

We are talking about the following paragraph in the chapter “The Struggle Against Imperialism and War” in the program whose full title is “The Death Agony of Capitalism and the Tasks of the Fourth International”. It was drafted by Leon Trotsky and adopted at the foundation congress of the Fourth International in 1938. In this chapter, the author talks about the case of a colonial country or a workers state which wages a just war against an imperialist aggressor while, at the same time, being in an alliance with another imperialist state.

The workers of imperialist countries, however, cannot help an anti-imperialist country through their own government, no matter what might be the diplomatic and military relations between the two countries at a given moment. If the governments find themselves in a temporary and, by the very essence of the matter, unreliable alliance, then the proletariat of the imperialist country continues to remain in class opposition to its own government and supports the non-imperialist “ally” through its own methods, i.e., through the methods of the international class struggle (agitation not only against their perfidious allies, but also in favor of a workers’ state in a colonial country; boycott, strikes, in one case; rejection of boycott and strikes in another case, etc.)

The translation error is in the last sentence of this paragraph. The official English-language translation reads: “agitation not only against their perfidious allies, but also in favor of a workers’ state in a colonial country”.

However, the correct translation of this sentence is: “agitation in favor of a workers’ state and of a colonial country not only against their enemies but also against their perfidious allies”.

The difference between the two versions is obvious. The wrong official translation suggests that socialists should have two goals in their agitation:

a) “against their perfidious allies” and

b) “in favor of a workers’ state in a colonial country”.

In contrast, the correct version says:

i) that socialists should agitate in support of the workers’ state as well as of the colonial country;

ii) that socialists should do such agitation in a way that it is directed both against the direct enemies (i.e. the imperialist aggressors) as well as against the “perfidious allies”, i.e. the imperialist allies of the workers’ state respectively of the colonial country.

We see that the wrong translation implies two mistakes:

A) It leaves out the agitation against the imperialist enemy; furthermore, the formulation is confused as it does not make clear about the “perfidious allies” of whom it is talking about (i.e. those of the workers’ state respectively of the colonial country).

B) It wrongly speaks only about a very specific case – that is to say a workers state which is created in a colonial country – instead of speaking about both a workers’ state as well as about a colonial country. This translation error is all the more absurd since such a state, a workers state in a colonial country, did not exist at the time when the Transitional Program was discussed and adopted in the late 1930s. In other words, the official translation talks about a fictious possible scenario in the future instead of the existing workers’ state (the USSR) respectively the various (semi-)colonial countries which at that time were enmeshed in military conflicts with imperialist powers.

 

How can we proof our thesis?

 

Why are we convinced that the version of the English translation which we presented above is the correct one?

1) First, in contrast to the official translation, our version makes sense. The whole chapter “The Struggle Against Imperialism and War” talks about two different types of countries which could wage a liberation war under such conditions: a) the USSR and b) a (semi-)colonial country.

The very paragraph before the paragraph quoted above reads as follows: “But not all countries of the world are imperialist countries. On the contrary, the majority are victims of imperialism. Some of the colonial or semi-colonial countries will undoubtedly attempt to utilize the war in order to east off the yoke of slavery. Their war will be not imperialist but liberating. It will be the duty of the international proletariat to aid the oppressed countries in their war against oppressors. The same duty applies in regard to aiding the USSR, or whatever other workers’ government might arise before the war or during the war. The defeat of every imperialist government in the struggle with the workers’ state or with a colonial country is the lesser evil.

And the subsequent paragraph after the paragraph quoted above reads as follows: “In supporting the colonial country or the USSR in a war, the proletariat does not in the slightest degree solidarize either with the bourgeois government of the colonial country or with the Thermidorian bureaucracy of the USSR.

In contrast, the official version of the disputed sentence wrongly mixes together two different types of countries and reduced them to a very specific case – a workers state in a colonial country. As mentioned above, such a state did not even exist at that time since the USSR was the only existing (degenerated) workers state which was created in 1917 on the territory of most of the Russian Empire. Russia was, before the socialist October Revolution, an imperialist power. [1]

2) Second, our version is identical with the original Russian-language draft of the Transitional Program written by Trotsky. [2]

3) Finally, our version is identical with the nearly all publications of the Transitional Program in other important languages at that time like French, German, Russian, and Spanish language. [3]

All these factors make it pretty evident that the official English-language translation of the sentence discussed above is wrong.

 

What is the political relevance of this issue?

 

The problem of the mistaken translation is not one of grammar or typing error. The whole political meaning of Trotsky’s approach on this issue has been to explain the necessity for the international working-class vanguard to side with a country (a workers state, a colonial country or, we add, a progressive camp in a civil war) which is waging a war against an imperialist resp. a reactionary aggressor. Such support was legitimate irrespective of the fact that such a country/camp might be in an alliance with another imperialist state.

This was not a fictional scenario – as the wording of “a workers state in a colonial country” would suggest – but a situation which really existed at that time. As we did already discuss on several occasions – in drawing historical analogies with the ongoing Ukraine War – the Trotskyists supported Ethiopia against Italy in 1935/36, China against Japan in 1937-45 or Republican Spain against Franco in 1936-39. Shortly after the publication of the Transitional Program the USSR was engaged in a gigantic war against Nazi-Germany in 1941-45. In all these cases, the progressive camp was (half-heartedly) supported by this or that Western imperialist power. [4]

At the same time, the mistaken translation distorts – or at least confuses – Trotsky’s insistence of political class independence of the proletariat which is expressed in the formulation that socialists have to make agitation against the imperialist aggressor as well as against the “perfidious allies” of the workers state or colonial country.

The translation which we propose is also in line with other programmatic writings of Trotsky and the Fourth International about the problem of imperialist wars. See e.g. Trotsky’s theses “War and the Fourth International” which were adopted and published by International Secretariat of the ICL (the predecessor organization of the Fourth International) in 1934.

43. In the existing situation, an alliance of the USSR with an imperialist state or with one imperialist combination against another, in case of war, cannot at all be considered as excluded. Under the pressure of circumstances, a temporary alliance of this kind may become an iron necessity, without ceasing, however, because of it, to be of the greatest danger both to the USSR and to the world revolution.

The international proletariat will not decline to defend the USSR even if the latter should find itself forced into a military alliance with some imperialists against others. But in this case, even more than in any other, the international proletariat must safeguard its complete political independence from Soviet diplomacy and, thereby, also from the bureaucracy of the Third International.

44. Remaining the determined and devoted defender of the workers’ state in the struggle with imperialism, the international proletariat will not, however, become an ally of the imperialist allies of the USSR. The proletariat of a capitalist country that finds itself in an alliance with the USSR must retain fully and completely its irreconcilable hostility to the imperialist government of its own country. In this sense, its policy will not differ from that of the proletariat in a country fighting against the USSR. But in the nature of practical actions, considerable differences may arise depending on the concrete war situation. For instance, it would be absurd and criminal in case of war between the USSR and Japan for the American proletariat to sabotage the sending of American munition to the USSR. But the proletariat of a country fighting against the USSR would be absolutely obliged to resort to actions of this sort – strikes, sabotage, etc.

45. Intransigent proletarian opposition to the imperialist ally of the USSR must develop, on the one hand, on the basis of international class policy, on the other, on the basis of the imperialist aims of the given government, the treacherous character of this “alliance,” its speculation on capitalist overturn in the USSR, etc. The policy of a proletarian party in an “allied” as well as an enemy imperialist country should therefore be directed towards the revolutionary overthrow of the bourgeoisie and the seizure of power. Only in this way can a real alliance with the USSR be created and the first workers’ state be saved from disaster.[5]

The same approach was also elaborated in a programmatic article published by Rudolf Klement, a young German revolutionary who worked as secretary of Trotsky and later as the Administrative Secretary of the international leadership of the Trotskyist movement. [6] Klement was murdered in Paris by the Stalinist GPU shortly before the foundation congress of the Fourth International took place in September 1938. [7]

Klement’s article, which was highly praised by Trotsky, was published during the period of preparation of the foundation congress of the Fourth International. [8] In it, the young German revolutionary elaborates on tactics of Marxists in wars involving a progressive camp (a workers state, a colonial country or in a civil war) and where imperialist states are involved on both sides. In such conflicts, socialists must combine support for the progressive camp without lending support to any imperialist power. At the same time, Klement explained, socialists in such rivalling imperialist states would be obligated to advocate different concrete tactics in order to support the military struggle of the progressive camp (like “boycott, strikes, in one case; rejection of boycott and strikes in another case” as the above-mentioned sentence of the Transitional Program mentions). [9]

It is evident to the informed reader that this whole debate was not only important to the Trotskyist movement in the 1930s and 1940s. It is also highly relevant today as the Ukraine War is still raging. This conflict has, as we explained repeatedly, a dual character: it is a national liberation war of the Ukraine but, at the same time, it is also linked with the accelerating rivalry between the imperialist powers. Hence, the RCIT and all authentic socialists advocate a dual tactic. Socialists are obliged to defend the Ukraine – a semi-colonial capitalist country [10] – against Russian imperialism. [11] At the same time, they must lend no support whatsoever for the chauvinist and militarist policy of any Great Power against their rivals. Hence, it is impermissible to support economic sanctions or similar Great Power measures. The RCIT has summarised such a consistent internationalist and anti-imperialist approach in the slogan: Defend the Ukraine against Putin’s invasion! Beware of NATO and Zelensky – transform the resistance against the Russian occupation into a Popular War! Against Russian and against NATO imperialism! [12]

 

What has been the cause for this error?

 

How did such a translation error occur? It is evident that the mistake has been committed since the very beginning of the English translation. Already the first publication of English-language translation of the Transitional Program shortly after its adoption by the foundation congress – in Socialist Appeal (the weekly organ of the SWP, the U.S. Section of the Fourth International) – contains the erroneous sentence. [13] The same formulation was kept in the first edition of the program as a pamphlet in January 1939 as well as in the second, which was published in 1946. [14] All later publications of the Transitional Program, of which we are aware, retain this erroneous translation. [15]

There can be two explanations for this mistake. It can either be a deliberate distortion on behalf of the original translator resp. the publishers. Or it was simply a mistake of slovenliness. We have no reason to assume that this was a deliberate distortion. Leaving aside that the leading cadres of the U.S. American SWP, which was responsible for the first English-language translation, were loyal followers of Trotsky, there have also been no political differences on this issue at that time between the Cannon-Shachtman leadership and Trotsky. For all these reasons, we can exclude a bad intention. Hence, we believe that this was simply a result of sloppiness.

However, the amazing thing is not that such a mistake did happen. It is rather astonishing that nobody among the English-language Trotskyists ever bothered to correct this mistake. It has been certainly not helpful that the Anglo-Saxon bourgeoisie never encouraged people to learn foreign languages. As a result, 99% of English-language people (including Trotskyists) know only their native tongue. Hence, nearly all English-language Trotskyists are most likely unaware that the above-discussed formulation of the English-language version of Transitional Program differs from the Russian-language original as well as from the French, German and Spanish version (and probably also in other languages of which the author of these lines is not aware).

It is to be hoped – as we are nearing the 85th anniversary of the foundation of the Fourth International and, hence, also of the adoption of the Transitional Program – that, finally, this translation error is corrected!

El Programa de Transición de León Trotsky: Un extraño error de traducción

Notas sobre un error en la traducción al inglés del Programa de Transición de Trotsky que está distorsionando su significado en relación con las guerras imperialistas

No es raro que se cometan errores en las traducciones que distorsionan el significado del texto original. Sin embargo, es notable si tal error ocurre en el documento programático más importante del movimiento trotskista internacional: el llamado Programa de Transición. ¡Y es aún más notable si tal error se repite en todas las reediciones de este documento hasta el día de hoy y no es notado por ninguno de sus numerosos editores!

Hablamos del siguiente párrafo del capítulo “La lucha contra el imperialismo y contra la guerra” del programa cuyo título completo es “La agonía del capitalismo y las tareas de la Cuarta Internacional”. Fue redactado por León Trotsky y adoptado en el congreso fundacional de la Cuarta Internacional en 1938. En este capítulo, el autor habla del caso de un país colonial o de un estado obrero que hace una guerra justa contra un agresor imperialista mientras, al mismo tiempo, está en alianza con otro estado imperialista.

Este párrafo traducido al español dice así: “Los obreros de un país imperialista no pueden ayudar a un país anti-imperialista por medio de su gobierno, cualesquiera que sean, en un momento dado, las relaciones diplomáticas entre los dos países. Si los gobiernos se encuentran en alianza temporaria que por la propia naturaleza debe ser incierta, el proletariado del país imperialista debe permanecer en su posición de clase frente a su gobierno y aportar el apoyo a su aliado no imperialista por sus métodos, es decir, por los métodos de la lucha de clases internacional (agitación en favor del estado obrero y del país colonial, no solamente contra sus enemigos, sino también contra sus aliados pérfidos; boicot y huelga en ciertos casos, renuncia al boicot y la huelga en otros, etc...).

El error de traducción está en la última oración de este párrafo. La traducción oficial al idioma inglés dice: “agitation not only against their perfidious allies, but also in favor of a workers’ state in a colonial country”, es decir: “agitación no solo contra sus pérfidos aliados, sino también a favor de un estado obrero en un país colonial”.

Sin embargo, la traducción correcta de esta oración es: “agitación en favor del estado obrero y del país colonial, no solamente contra sus enemigos, sino también contra sus aliados pérfidos”.

La diferencia entre las dos versiones es obvia. La traducción oficial incorrecta sugiere que los socialistas deberían tener dos objetivos en su agitación:

a) “contra sus pérfidos aliados” y

b) “a favor de un estado obrero en un país colonial”.

En cambio, la versión correcta dice:

i) que los socialistas deben agitar en apoyo del estado obrero, así como del país colonial;

ii) que los socialistas deben hacer tal agitación de manera que se dirija tanto contra los enemigos directos (es decir, los agresores imperialistas) como contra los “aliados pérfidos”, es decir, los aliados imperialistas del estado obrero respectivamente del país colonial.

Vemos que la traducción incorrecta implica dos errores:

A) Deja fuera la agitación contra el enemigo imperialista; además, la formulación es confusa ya que no aclara de qué “aliados pérfidos” se habla (es decir, los del estado obrero respectivamente del país colonial).

B) Habla erróneamente sólo de un caso muy específico, es decir, de un estado obrero que se crea en un país colonial, en lugar de hablar tanto de un estado obrero como de un país colonial. Este error de traducción es tanto más absurdo cuanto que tal estado, un estado obrero en un país colonial, no existía en el momento en que se discutió y adoptó el Programa de Transición a fines de la década de 1930. En otras palabras, la traducción oficial habla de un posible escenario ficticio en el futuro en lugar del estado obrero existente (la URSS), respectivamente, los diversos países (semicoloniales) que en ese momento estaban enredados en conflictos militares con las potencias imperialistas.

 

¿Cómo podemos probar nuestra tesis?

 

¿Por qué estamos convencidos de que la versión de la traducción al inglés que presentamos arriba es la correcta?

1) Primero, en contraste con la traducción oficial, nuestra versión tiene sentido. Todo el capítulo “La lucha contra el imperialismo y contra la guerra” habla de dos tipos diferentes de países que podrían librar una guerra de liberación en tales condiciones: a) la URSS y b) un país (semi-)colonial.

El mismo párrafo anterior al párrafo citado arriba dice lo siguiente: “Pero todos los países del mundo no son países imperialistas. Al contrario, la mayoría de los países son víctimas del imperialismo. Algunos países coloniales o semi-coloniales intentarán, sin duda, utilizar la guerra para sacudir el yugo de la esclavitud. De su parte la guerra no será imperialista sino emancipadora. El deber del proletariado internacional será el de ayudar a los países oprimidos en guerra contra los opresores, este mismo deber se extiende también a la U.R.S.S y a todo el estado obrero que pueda surgir antes de la guerra. La derrota de todo gobierno imperialista en la lucha contra un estado obrero o un país colonial es el menor mal.”

Y el párrafo subsiguiente al párrafo citado arriba dice así: “Sin dejar de sostener al país colonial y a la U.R.S.S. en la guerra, el proletariado no se solidariza, en ninguna forma, con el gobierno burgués del país colonial ni con la burocracia termidoriana de la U.R.S.S.

En contraste, la versión oficial de la sentencia en disputa mezcla erróneamente dos tipos diferentes de países y los reduce a un caso muy específico: un estado obrero en un país colonial. Como se mencionó anteriormente, tal estado ni siquiera existía en ese momento ya que la URSS era el único estado obrero existente (degenerado) que se creó en 1917 en el territorio de la mayor parte del Imperio Ruso. Rusia era, antes de la Revolución de Octubre socialista, una potencia imperialista. [1]

2) En segundo lugar, nuestra versión es idéntica al borrador original en ruso del Programa de Transición escrito por Trotsky. [2]

3) Finalmente, nuestra versión es idéntica a casi todas las publicaciones del Programa de Transición en otros idiomas importantes en ese momento, como francés, alemán, ruso y español. [3]

Todos estos factores hacen bastante evidente que la traducción oficial al inglés de la oración discutida anteriormente es incorrecta.

 

 ¿Cuál es la relevancia política de este tema?

 

El problema de la traducción equivocada no es de gramática o error tipográfico. Todo el significado político del enfoque de Trotsky sobre este tema ha sido explicar la necesidad de que la vanguardia obrera internacional se ponga del lado de un país (un estado obrero, un país colonial o, añadimos, un campo progresista en una guerra civil) que está librando una guerra contra uno imperialista, así como un agresor reaccionario. Tal apoyo era legítimo independientemente del hecho de que tal país/campo pudiera estar en una alianza con otro estado imperialista.

Este no era un escenario ficticio, como sugeriría la redacción de “un estado obrero en un país colonial”, sino una situación que realmente existía en ese momento. Como ya discutimos en varias ocasiones, al establecer analogías históricas con la Guerra de Ucrania en curso, los trotskistas apoyaron a Etiopía contra Italia en 1935/1936, China contra Japón en 1937-1945 o la España republicana contra Franco en 1936-1939. Poco después de la publicación del Programa de Transición, la URSS se vio envuelta en una gigantesca guerra contra la Alemania nazi en 1941-1945. En todos estos casos, el campo progresista fue apoyado (a medias) por esta o aquella potencia imperialista occidental. [4]

Al mismo tiempo, la traducción errónea distorsiona -o al menos confunde- la insistencia de Trotsky en la independencia política de clase del proletariado que se expresa en la formulación de que los socialistas tienen que hacer agitación contra el agresor imperialista, así como contra los “aliados pérfidos” del estado obrero o país colonial.

La traducción que proponemos también está en línea con otros escritos programáticos de Trotsky y la Cuarta Internacional sobre el problema de las guerras imperialistas. Véase, por ejemplo, las tesis de Trotsky “La guerra y la Cuarta Internacional”, que fueron adoptadas y publicadas por el Secretariado Internacional de la LCI (la organización predecesora de la Cuarta Internacional) en 1934.

43.- En la situación actual no se puede excluir la posibilidad, en el caso de que se declare la guerra, de una alianza de la URSS con un estado imperialista, o con una combinación de estados imperialistas, en contra de otro. Bajo la presión de las circunstancias una alianza temporaria de este tipo puede llegar a ser una necesidad

ineludible, sin dejar por eso de constituir el mayor de los peligros tanto para la URSS como para la revolución mundial. El proletariado internacional no dejará de defender a la URSS aun si ésta se ve obligada a forjar una alianza militar con unos imperialistas en contra de otros. Pero entonces, más que nunca, el proletariado internacional tendrá que salvaguardar su total independencia política de la diplomacia soviética y, por lo tanto, también de la burocracia de la Tercera Internacional.

44.- El proletariado internacional, que en todo momento defenderá resuelta y abnegadamente al estado obrero en lucha contra el imperialismo, no se convertirá sin embargo en aliado de los aliados imperialistas de la URSS. El proletariado de un país imperialista aliado a la URSS debe mantener total y absolutamente su intransigente hostilidad hacia el gobierno imperialista de su propio país. En este sentido su política no será diferente de la del proletariado del país que pelea contra la URSS. Pero en lo que hace a la actividad concreta, pueden surgir diferencias considerables según la situación de la guerra. Por ejemplo, sería absurdo y criminal, en el caso de que se declarase una guerra entre la URSS y Japón, que el proletariado norteamericano saboteara el envío de municiones a la URSS. Pero el proletariado de un país que pelee contra la URSS se vería absolutamente obligado a recurrir a acciones de este tipo (huelgas, sabotaje, etcétera).

45.- La intransigente oposición proletaria al aliado imperialista de la URSS debe basarse en la política clasista internacional y en los objetivos imperialistas de ese gobierno, en el carácter traicionero de la “alianza”, en su especulación con un retorno de la URSS al capitalismo, etcétera. Por lo tanto, la política de un partido proletario tanto en un país imperialista “aliado” como en uno enemigo debe orientarse hacia el derrocamiento revolucionario de la burguesía y la conquista del poder. Sólo de esta manera se creará una verdadera alianza con la URSS y se salvará del desastre al primer estado obrero.[5]

El mismo enfoque también fue elaborado en un artículo programático publicado por Rudolf Klement, un joven revolucionario alemán que trabajó como secretario de Trotsky y luego como secretario administrativo de la dirección internacional del movimiento trotskista. [6] Klement fue asesinado en París por la GPU estalinista poco antes de que tuviera lugar el congreso de fundación de la Cuarta Internacional en septiembre de 1938. [7]

El artículo de Klement, muy elogiado por Trotsky, fue publicado durante el período de preparación del congreso fundacional de la Cuarta Internacional. [8] En él, el joven revolucionario alemán desarrolla las tácticas de los marxistas en las guerras que involucran un campo progresista (un estado obrero, un país colonial o en una guerra civil) y donde los estados imperialistas están involucrados en ambos lados. En tales conflictos, los socialistas deben combinar el apoyo al campo progresista sin prestar apoyo a ninguna potencia imperialista. Al mismo tiempo, explicó Klement, los socialistas en tales estados imperialistas rivales estarían obligados a defender diferentes tácticas concretas para apoyar la lucha militar del campo progresista (como “boicot, huelgas, en un caso; rechazo al boicot y huelgas en otro caso” como menciona la citada sentencia del Programa Transitorio). [9]

Es evidente para el lector informado que todo este debate no solo fue importante para el movimiento trotskista de los años treinta y cuarenta. También es muy relevante hoy en día, ya que la Guerra de Ucrania todavía está en su apogeo. Este conflicto tiene, como explicamos repetidamente, un carácter dual: es una guerra de liberación nacional de Ucrania, pero, al mismo tiempo, también está vinculado con la rivalidad acelerada entre las potencias imperialistas. De ahí que la CCRI y todos los socialistas auténticos aboguen por una doble táctica. Los socialistas están obligados a defender Ucrania, un país capitalista semicolonial [10], contra el imperialismo ruso. [11] Al mismo tiempo, no deben prestar apoyo alguno a la política chovinista y militarista de cualquier Gran Potencia contra sus rivales. Por lo tanto, es inadmisible apoyar sanciones económicas o medidas similares de Gran Potencia. La CCRI ha resumido este enfoque internacionalista y antiimperialista consecuente en el lema: ¡Defendamos a Ucrania contra la invasión de Putin! ¡Cuidado con la OTAN y Zelensky, transforma la resistencia contra la ocupación rusa en una guerra popular! ¡Contra Rusia y contra el imperialismo de la OTAN! [12]

 

¿Cuál ha sido la causa de este error?

 

¿Cómo ocurrió tal error de traducción? Es evidente que el error se ha cometido desde el comienzo mismo de la traducción al inglés. Ya la primera publicación de la traducción al inglés del Programa de Transición poco después de su adopción por el congreso fundacional, en Socialist Appeal (el órgano semanal del SWP, la sección estadounidense de la Cuarta Internacional), contiene la oración errónea. [13] La misma formulación se mantuvo en la primera edición del programa como folleto en enero de 1939, así como en la segunda, que se publicó en 1946. [14] Todas las publicaciones posteriores del Programa de Transición, de las que tenemos conocimiento, conservar esta traducción errónea. [15]

Puede haber dos explicaciones para este error. Puede ser una distorsión deliberada en nombre del traductor original y los editores, o simplemente fue un error de dejadez. No tenemos ninguna razón para suponer que esto fue una distorsión deliberada. Dejando de lado que los cuadros dirigentes del SWP estadounidense, responsable de la primera traducción al inglés, eran fieles seguidores de Trotsky, tampoco ha habido diferencias políticas sobre este tema en ese momento entre la dirección de Cannon-Shachtman y Trotsky. Por todas estas razones, podemos excluir una mala intención. Por lo tanto, creemos que esto fue simplemente el resultado de un descuido.

Sin embargo, lo sorprendente no es que tal error haya ocurrido. Es bastante sorprendente que nadie entre los trotskistas de habla inglesa se haya molestado nunca en corregir este error. Ciertamente no ha sido útil que la burguesía anglosajona nunca animara a la gente a aprender idiomas extranjeros. Como resultado, el 99% de las personas de habla inglesa (incluidos los trotskistas) solo conocen su lengua materna. Por lo tanto, casi todos los trotskistas de habla inglesa probablemente ignoran que la formulación discutida anteriormente de la versión en inglés del Programa de Transición difiere del original en ruso, así como de la versión en francés, alemán y español (y probablemente también en otros idiomas que el autor de estas líneas no conoce).

¡Es de esperar, ya que nos acercamos al 85 aniversario de la fundación de la Cuarta Internacional y, por lo tanto, también de la adopción del Programa de Transición, que, finalmente, se corrija este error de traducción!

O Programa de Transição de Trotsky: Um Estranho Erro de Tradução

Notas sobre um erro na tradução em inglês do Programa de Transição de Trotsky que está distorcendo seu significado em relação às guerras imperialistas

Não é raro que se possam cometer erros nas traduções que estão distorcendo o significado do texto original. Entretanto, é notável        quando tal erro ocorre no documento programático mais importante do movimento trotskista internacional - o chamado Programa Transitório. E é ainda mais notável se tal erro se repetir em todas as republicações deste documento até hoje e não for notado por nenhuma de suas numerosas editoras!

Estamos falando do parágrafo seguinte do capítulo "A Luta contra o Imperialismo e a Guerra" do programa cujo título completo é "A Agonia Mortal do Capitalismo e as Tarefas da Quarta Internacional". Foi redigido por Leon Trotsky e adotado no congresso de fundação da Quarta Internacional, em 1938. Neste capítulo, o autor fala do caso de um país colonial ou de um Estado operário que trava uma guerra justa contra um agressor imperialista e, ao mesmo tempo, está em aliança com outro Estado imperialista.

"Os trabalhadores dos países imperialistas, entretanto, não podem ajudar um país anti-imperialista através de seu próprio governo, não importa quais possam ser as relações diplomáticas e militares entre os dois países em um dado momento. Se os governos se encontram numa aliança temporária e, pela própria essência da questão, não confiável, então o proletariado do país imperialista continua a permanecer em oposição de classe a seu próprio governo e apoia o "aliado" não-imperialista através de seus próprios métodos, ou seja, através dos métodos da luta de classe internacional (agitação não só contra seus pérfidos aliados, mas também a favor de um Estado operário num país colonial; boicote, greves, em um caso; rejeição de boicote e greves em outro caso, etc.)".

O erro de tradução está na última frase deste parágrafo. A tradução oficial em inglês lê-se: "agitação não só contra seus pérfidos aliados, mas também a favor de um estado operário em um país colonial".

No entanto, a tradução correta desta frase é: " agitação em favor de um estado operário e de um país colonial não apenas contra seus inimigos, mas também contra seus pérfidos aliados ".

A diferença entre as duas versões é óbvia. A tradução oficial errada sugere que os socialistas deveriam ter dois objetivos em sua agitação:

a) "contra seus pérfidos aliados" e

b) "em favor de um Estado operário em um país colonial".

Em contraste, a versão correta diz:

i) que os socialistas devem agitar em apoio ao estado dos trabalhadores, bem como do país colonial;

ii) que os socialistas devem fazer tal agitação de forma que ela seja dirigida tanto contra os inimigos diretos (ou seja, os agressores imperialistas) quanto contra os "pérfidos aliados", ou seja, os aliados imperialistas do Estado operário respectivamente do país colonial.

Vemos que a tradução errada implica em dois erros:

A) Deixa de fora a agitação contra o inimigo imperialista; além disso, a formulação é confusa, pois não deixa claro sobre os "pérfidos aliados" de quem se fala (ou seja, os do estado operário respectivamente do país colonial).

B) Fala erroneamente apenas de um caso muito específico - ou seja, um estado operário que é criado em um país colonial - em vez de falar tanto de um estado operário quanto de um país colonial. Este erro de tradução é tanto mais absurdo quanto tal estado, um estado operário em um país colonial, não existia na época em que o Programa Transitório foi discutido e adotado no final da década de 1930. Em outras palavras, a tradução oficial fala de um cenário fictício possível no futuro em vez do Estado operário existente (a URSS) respectivamente os vários países (semi-)coloniais que naquela época estavam envolvidos em conflitos militares com as potências imperialistas.

 

Como podemos provar nossa tese?

 

Por que estamos convencidos de que a versão da tradução em inglês que apresentamos acima é a correta?

1) Primeiro, em contraste com a tradução oficial, nossa versão faz sentido. Todo o capítulo "A Luta contra o Imperialismo e a Guerra" fala de dois tipos diferentes de países que poderiam travar uma guerra de libertação sob tais condições: a) a URSS e b) um país (semi-)colonial.

O próprio parágrafo antes do parágrafo citado acima diz o seguinte: "Mas nem todos os países do mundo são países imperialistas". Pelo contrário, a maioria é vítima do imperialismo. Alguns dos países coloniais ou semicoloniais, sem dúvida, tentarão utilizar a guerra para o jugo da escravidão. A guerra deles não será imperialista, mas libertadora. Será o dever do proletariado internacional ajudar os países oprimidos em sua guerra contra os opressores. O mesmo dever se aplica em relação à ajuda à URSS, ou qualquer outro governo operário que possa surgir antes da guerra ou durante a guerra. A derrota de todo governo imperialista na luta contra o Estado operário ou contra um país colonial é o mal menor".

E o parágrafo subseqüente após o parágrafo citado acima diz o seguinte: "Ao apoiar o país colonial ou a URSS em uma guerra, o proletariado não se solidariza no mínimo grau nem com o governo burguês do país colonial nem com a burocracia termidoriana da URSS".

Em contraste, a versão oficial da sentença contestada mistura erroneamente dois tipos diferentes de países e os reduz a um caso muito específico - um estado operário em um país colonial. Como mencionado acima, tal estado nem sequer existia naquela época, pois a URSS era o único estado operário (degenerado) existente que foi criado em 1917 no território da maior parte do Império Russo. A Rússia era, antes da Revolução socialista de outubro, uma potência imperialista. [1]

2) Segundo, nossa versão é idêntica ao rascunho original em russo do Programa de Transição escrito por Trotsky. [2]

3) Finalmente, nossa versão é idêntica a quase todas as publicações do Programa Transitório em outros idiomas importantes da época, como o francês, alemão, russo e espanhol. [3]

Todos esses fatores tornam bastante evidente que a tradução oficial em inglês da frase discutida acima está errada.

 

Qual é a relevância política desta questão?

 

O problema da tradução equivocada não é de erro gramatical ou de digitação. Todo o significado político da abordagem de Trotsky nesta questão tem sido explicar a necessidade de a vanguarda internacional da classe trabalhadora estar ao lado de um país (um Estado operário, um país colonial ou, acrescentamos, um campo progressista em uma guerra civil) que está travando uma guerra contra um imperialista assim como contra um agressor reacionário. Tal apoio era legítimo independentemente do fato de que tal país/campo pudesse estar em aliança com outro Estado imperialista.

Este não era um cenário fictício - como o texto de "um estado operário num país colonial" sugeriria - mas uma situação que realmente existia naquela época. Como já discutimos em várias ocasiões - ao traçar analogias históricas com a atual Guerra da Ucrânia - os trotskistas apoiaram a Etiópia contra a Itália em 1935/36, a China contra o Japão em 1937-45 ou a Espanha republicana contra Franco em 1936-39. Pouco depois da publicação do Programa de Transição, a URSS esteve envolvida em uma gigantesca guerra contra a Alemanha nazista em 1941-45. Em todos estes casos, o campo progressista foi (sem convicção) apoiado por esta ou aquela potência imperialista ocidental. [4]

Ao mesmo tempo, a tradução equivocada distorce - ou pelo menos confunde - a insistência de Trotsky na independência de classe política do proletariado, que se expressa na formulação de que os socialistas têm que fazer agitação contra o agressor imperialista, assim como contra os "pérfidos aliados" do estado operário ou do país colonial.

A tradução que propomos também está de acordo com outros escritos programáticos de Trotsky e da Quarta Internacional sobre o problema das guerras imperialistas. Ver, por exemplo, as teses de Trotsky "Guerra e Quarta Internacional" que foram adotadas e publicadas pelo Secretariado Internacional da LCI (a organização predecessora da Quarta Internacional) em 1934.

43. Na situação existente, uma aliança da URSS com um Estado imperialista ou com uma combinação imperialista contra outra, em caso de guerra, não pode de forma alguma ser considerada como excluída. Sob a pressão das circunstâncias, uma aliança temporária deste tipo pode se tornar uma necessidade inevitável, sem deixar, entretanto, de ser, por causa dela, do maior perigo tanto para a URSS quanto para a revolução mundial.

O proletariado internacional não se recusará a defender a URSS mesmo que esta se veja forçada a fazer uma aliança militar com alguns imperialistas contra outros. Mas neste caso, ainda mais do que em qualquer outro, o proletariado internacional deve salvaguardar sua completa independência política da diplomacia soviética e, portanto, também da burocracia da Terceira Internacional.

44. O proletariado internacional, que defenderá resoluta e desinteressadamente o Estado operário na luta contra o imperialismo em todos os momentos, não se tornará, no entanto, um aliado dos aliados imperialistas da URSS. O proletariado de um país capitalista que se encontra em aliança com a URSS deve manter plena e completamente sua irreconciliável hostilidade ao governo imperialista de seu próprio país. Neste sentido, sua política não será diferente da do proletariado de um país que luta contra a URSS. Mas na natureza das ações práticas, podem surgir diferenças consideráveis, dependendo da situação concreta da guerra. Por exemplo, seria absurdo e criminoso, em caso de guerra entre a URSS e o Japão, que o proletariado americano sabotasse o envio de munição americana à URSS. Mas o proletariado de um país que luta contra a URSS seria absolutamente obrigado a recorrer a ações deste tipo - greves, sabotagem, etc.

45. A oposição proletária intransigente ao aliado imperialista da URSS deve desenvolver, por um lado, com base na política de classe internacional, por outro, com base nos objetivos imperialistas do governo dado, o caráter traiçoeiro desta "aliança", suas especulações sobre a derrubada capitalista na URSS, etc. A política de um partido proletário em um "aliado", bem como de um país imperialista inimigo, deve, portanto, ser dirigida à derrubada revolucionária da burguesia e à tomada do poder. Somente assim se poderá criar uma verdadeira aliança com a URSS e salvar o primeiro Estado operário do desastre." [5]

A mesma abordagem também foi elaborada em um artigo programático publicado por Rudolf Klement, um jovem revolucionário alemão que trabalhou como secretário de Trotsky e mais tarde como secretário administrativo da liderança internacional do movimento trotskista. [6] Klement foi assassinado em Paris pela GPU estalinista pouco antes do congresso de fundação da Quarta Internacional, realizado em setembro de 1938. [7]

O artigo de Klement, altamente elogiado por Trotsky, foi publicado durante o período de preparação do congresso de fundação da Quarta Internacional. [8] Nele, o jovem revolucionário alemão elabora as táticas dos marxistas nas guerras que envolvem um campo progressista (um estado operário, um país colonial ou em uma guerra civil) e onde os estados imperialistas estão envolvidos de ambos os lados. Em tais conflitos, os socialistas devem combinar o apoio ao campo progressista sem dar apoio a qualquer potência imperialista. Ao mesmo tempo, explicou Klement, os socialistas em tais estados imperialistas rivais seriam obrigados a defender diferentes táticas concretas para apoiar a luta militar do campo progressista (como "boicote, greves, em um caso; rejeição de boicote e greves em outro caso", como menciona a sentença acima mencionada do Programa Transitório). [9]

É evidente para o leitor informado que todo este debate não foi apenas importante para o movimento trotskista nos anos 1930 e 1940. É também altamente relevante hoje em dia, pois a Guerra da Ucrânia ainda está em seu apogeu. Este conflito tem, como explicamos repetidamente, um caráter duplo: é uma guerra de libertação nacional da Ucrânia mas, ao mesmo tempo, também está ligado à rivalidade acelerada entre as potências imperialistas. Por isso, a CCRI e todos os socialistas autênticos defendem uma tática dupla. Os socialistas são obrigados a defender a Ucrânia - um país capitalista semicolonial[10] - contra o imperialismo russo. [11] Ao mesmo tempo, eles não devem dar qualquer apoio à política chauvinista e militarista de qualquer Grande Potência contra seus rivais. Portanto, é inadmissível apoiar sanções econômicas ou medidas similares das Grandes Potências. A CCRI resumiu uma abordagem internacionalista e anti-imperialista tão consistente no slogan: Defender a Ucrânia contra a invasão de Putin! Cuidado com a OTAN e Zelensky - transformem a resistência contra a ocupação russa em uma Guerra Popular! Contra a Rússia e contra o imperialismo da OTAN! [12]

 

Qual tem sido a causa deste erro?

 

Como ocorreu um erro de tradução desse tipo? É evidente que o erro foi cometido desde o início da tradução para o inglês. Já a primeira publicação da tradução em inglês do Programa Transitório logo após sua adoção pelo congresso de fundação - em Apelo Socialista (órgão semanal do SWP, a Seção Americana da Quarta Internacional) - contém a sentença errada. [13] A mesma formulação foi mantida na primeira edição do programa como um panfleto em janeiro de 1939, assim como na segunda, que foi publicada em 1946. [14] Todas as publicações posteriores do Programa Transitório, das quais temos conhecimento, mantêm esta tradução errônea. [15]

Pode haver duas explicações para este erro. Pode ser ou uma distorção deliberada em nome do tradutor original ou dos editores. Ou pode ser simplesmente um erro de negligência. Não temos motivos para supor que tenha sido uma distorção deliberada. Deixando de lado que os principais quadros do SWP americano, que foi responsável pela primeira tradução em inglês, eram fiéis seguidores de Trotsky, também não houve diferenças políticas sobre esta questão naquela época entre a liderança Cannon-Shachtman e Trotsky. Por todas estas razões, podemos excluir uma má intenção. Portanto, acreditamos que isto foi simplesmente um resultado de desleixo.

Entretanto, o surpreendente não é que tal erro tenha acontecido. É bastante surpreendente que ninguém entre os trotskistas de língua inglesa jamais se tenha dado ao trabalho de corrigir este erro. Certamente não foi útil que a burguesia anglo-saxônica nunca tenha encorajado as pessoas a aprender línguas estrangeiras. Como resultado, 99% das pessoas de língua inglesa (incluindo os trotskistas) conhecem apenas sua língua nativa. Portanto, quase todos os trotskistas de língua inglesa provavelmente desconhecem que a formulação da versão em inglês do Programa de Transição difere da versão original em russo, bem como da versão em francês, alemão e espanhol (e provavelmente também em outros idiomas dos quais o autor destas linhas não tem conhecimento).

É de se esperar - já que estamos nos aproximando do 85th aniversário da fundação da Quarta Internacional e, portanto, também da adoção do Programa de Transição - que, finalmente, este erro de tradução seja corrigido!

Le programme de transition de Trotsky : Une étrange erreur de traduction

Notes sur une erreur dans la traduction anglaise du Programme de transition de Trotsky qui déforme son sens par rapport aux guerres impérialistes

Il n'est pas rare que des erreurs de traduction déforment le sens du texte original. Cependant, il est remarquable qu'une telle erreur se produise dans le document programmatique le plus important du mouvement trotskiste international - le soi-disant Programme de transition. Et il est encore plus remarquable qu'une telle erreur soit répétée dans toutes les rééditions de ce document à ce jour et qu'elle ne soit remarquée par aucun de ses nombreux éditeurs !

Il s'agit du paragraphe suivant du chapitre "La lutte contre l'impérialisme et la guerre" du programme dont le titre complet est "L'agonie mortelle du capitalisme et les tâches de la IVe Internationale". Il a été rédigé par Léon Trotsky et adopté lors du congrès fondateur de la IVe Internationale en 1938. Dans ce chapitre, l'auteur évoque le cas d'un pays colonial ou d'un État ouvrier qui mène une guerre juste contre un agresseur impérialiste et qui, en même temps, est en alliance avec un autre État impérialiste.

"Les travailleurs des pays impérialistes ne peuvent cependant pas aider un pays anti-impérialiste par l'intermédiaire de son propre gouvernement, quelles que soient les relations diplomatiques et militaires entre les deux pays à un moment donné. Si les gouvernements sont dans une alliance temporaire et, par l'essence même de la question, non fiable, alors le prolétariat du pays impérialiste continue à rester dans l'opposition de classe à son propre gouvernement et soutient l'"allié" non-impérialiste par ses propres méthodes, c'est-à-dire par les méthodes de la lutte de classe internationale (agitation non seulement contre ses perfides alliés, mais aussi en faveur d'un État ouvrier dans un pays colonial ; boycott, grèves, dans un cas ; rejet du boycott et des grèves dans un autre cas, etc.)

L'erreur de traduction se trouve dans la dernière phrase de ce paragraphe. La traduction officielle en anglais est la suivante : "agitation non seulement contre leurs perfides alliés, mais aussi en faveur d'un État ouvrier dans un pays colonial".

Cependant, la traduction correcte de cette phrase est : "agitation en faveur d'un État ouvrier et d'un pays colonial non seulement contre leurs ennemis, mais aussi contre leurs perfides alliés".

La différence entre les deux versions est évidente. La mauvaise traduction officielle suggère que les socialistes doivent avoir deux objectifs dans leur action :

a) "contre leurs perfides alliés" et

b) "en faveur d'un État ouvrier dans un pays colonial".

En revanche, la version correcte se lit comme suit :

i) que les socialistes doivent s'engager en faveur de l'État ouvrier et du pays colonial ;

ii) que les socialistes doivent faire cette agitation de manière à ce qu'elle soit dirigée à la fois contre les ennemis directs (c'est-à-dire les agresseurs impérialistes) et contre les "alliés perfides", c'est-à-dire les alliés impérialistes de l'Etat ouvrier ou du pays colonial.

Nous constatons que la mauvaise traduction implique deux erreurs :

A) Elle laisse de côté l'agitation contre l'ennemi impérialiste ; en outre, la formulation est confuse, car elle ne précise pas les "alliés perfides" dont elle parle (c'est-à-dire ceux de l'Etat ouvrier ou du pays colonial).

B) Elle ne parle à tort que d'un cas très particulier, celui d'un État ouvrier créé dans un pays colonial, au lieu de parler à la fois d'un État ouvrier et d'un pays colonial. Cette erreur de traduction est d'autant plus absurde qu'un tel État, un État ouvrier dans un pays colonial, n'existait pas à l'époque où le Programme de transition a été discuté et adopté, à la fin des années 1930. En d'autres termes, la traduction officielle parle d'un scénario fictif possible dans le futur au lieu de l'État ouvrier existant (l'URSS) respectivement des différents pays (semi-)coloniaux qui, à l'époque, étaient engagés dans des conflits militaires avec les puissances impérialistes.

 

Comment pouvons-nous prouver notre thèse ?

 

Pourquoi sommes-nous convaincus que la version de la traduction anglaise que nous avons présentée ci-dessus est la bonne ?

1) Tout d'abord, contrairement à la traduction officielle, notre version est logique. Tout le chapitre "La lutte contre l'impérialisme et la guerre" parle de deux types de pays différents qui pourraient mener une guerre de libération dans de telles conditions : a) l'URSS et b) un pays (semi-)colonial.

Le paragraphe qui précède le paragraphe cité ci-dessus dit ceci : "Mais tous les pays du monde ne sont pas des pays impérialistes. Au contraire, la plupart sont des victimes de l'impérialisme. Certains pays coloniaux ou semi-coloniaux, sans aucun doute, essaieront d'utiliser la guerre pour faire tomber le joug de l'esclavage. Leur guerre ne sera pas impérialiste, mais libératrice. Le prolétariat international aura le devoir d'aider les pays opprimés dans leur guerre contre les oppresseurs. Le même devoir s'applique à l'aide apportée à l'URSS ou à tout autre gouvernement ouvrier qui pourrait voir le jour avant ou pendant la guerre. La défaite de tout gouvernement impérialiste dans la lutte contre un État ouvrier ou contre un pays colonial est un moindre mal.

Et le paragraphe qui suit le paragraphe cité ci-dessus est le suivant : "En soutenant le pays colonial ou l'URSS dans une guerre, le prolétariat ne se solidarise pas le moins du monde avec le gouvernement bourgeois du pays colonial ou la bureaucratie thermidorienne de l'URSS".

En revanche, la version officielle de la phrase contestée mélange à tort deux types de pays différents et les ramène à un cas très spécifique : un État ouvrier dans un pays colonial. Comme indiqué plus haut, un tel État n'existait même pas à l'époque, car l'URSS était le seul État ouvrier (dégénéré) existant, créé en 1917 sur le territoire de la majeure partie de l'Empire russe. Avant la révolution socialiste d'octobre, la Russie était une puissance impérialiste.[1]

2) Deuxièmement, notre version est identique à la version russe originale du Programme de transition rédigée par Trotsky. [2]

3) Enfin, notre version est identique à la quasi-totalité des publications du programme transitoire dans les autres grandes langues de l'époque, telles que le français, l'allemand, le russe et l'espagnol. [3]

Tous ces facteurs font qu'il est évident que la traduction officielle en anglais de la phrase mentionnée ci-dessus est erronée.

 

Quelle est la pertinence politique de cette question ?

 

Le problème de l'erreur de traduction n'est pas un problème de grammaire ou de frappe. Toute la signification politique de l'approche de Trotsky sur cette question a été d'expliquer la nécessité pour l'avant-garde internationale de la classe ouvrière de se ranger du côté d'un pays (un Etat ouvrier, un pays colonial ou, ajouterions-nous, un camp progressiste dans une guerre civile) qui mène une guerre contre un agresseur impérialiste aussi bien que réactionnaire. Un tel soutien était légitime indépendamment du fait que ce pays/camp puisse être en alliance avec un autre Etat impérialiste.

Il ne s'agissait pas d'un scénario fictif - comme le suggère le texte "un État ouvrier dans un pays colonial" - mais d'une situation qui existait réellement à l'époque. Comme nous l'avons évoqué à plusieurs reprises - en établissant des analogies historiques avec l'actuelle guerre d'Ukraine - les trotskystes ont soutenu l'Éthiopie contre l'Italie en 1935/36, la Chine contre le Japon en 1937-45 ou l'Espagne républicaine contre Franco en 1936-39. Peu après la publication du Programme de transition, l'URSS s'est engagée dans une guerre gigantesque contre l'Allemagne nazie en 1941-1945. Dans tous ces cas, le camp progressiste a été (mollement) soutenu par telle ou telle puissance impérialiste occidentale. [4]

En même temps, la mauvaise traduction déforme - ou du moins confond - l'insistance de Trotsky sur l'indépendance de classe politique du prolétariat, qui s'exprime dans la formulation selon laquelle les socialistes doivent lutter contre l'agresseur impérialiste ainsi que contre les "alliés perfides" de l'État ouvrier ou du pays colonial.

La traduction que nous proposons est également en accord avec d'autres écrits programmatiques de Trotsky et de la Quatrième Internationale sur le problème des guerres impérialistes. Voir, par exemple, les thèses de Trotsky "La guerre et la Quatrième Internationale" qui ont été adoptées et publiées par le Secrétariat international de la LCI (l'organisation qui a précédé la Quatrième Internationale) en 1934.

"43. Dans la situation actuelle, une alliance de l'URSS avec un État impérialiste ou avec une combinaison impérialiste contre une autre, en cas de guerre, ne peut en aucun cas être considérée comme exclue. Sous la pression des circonstances, une alliance temporaire de ce genre peut devenir une nécessité inévitable, sans pour autant cesser d'être, à cause d'elle, du plus grand danger tant pour l'URSS que pour la révolution mondiale.

Le prolétariat international ne refusera pas de défendre l'URSS même s'il est contraint de conclure une alliance militaire avec certains impérialistes contre d'autres. Mais dans ce cas, plus encore que dans tout autre, le prolétariat international doit sauvegarder sa totale indépendance politique vis-à-vis de la diplomatie soviétique et donc de la bureaucratie de la IIIe Internationale.

44. Le prolétariat international, qui défendra toujours avec détermination et désintéressement l'Etat ouvrier dans la lutte contre l'impérialisme, ne deviendra pas pour autant l'allié des alliés impérialistes de l'URSS. Le prolétariat d'un pays capitaliste allié à l'URSS doit maintenir pleinement et entièrement son hostilité irréconciliable à l'égard du gouvernement impérialiste de son propre pays. En ce sens, sa politique ne sera pas différente de celle du prolétariat d'un pays en lutte contre l'URSS. Mais dans la nature des actions pratiques, des différences considérables peuvent apparaître, en fonction de la situation concrète de la guerre. Par exemple, il serait absurde et criminel, en cas de guerre entre l'URSS et le Japon, que le prolétariat américain sabote l'envoi de munitions américaines à l'URSS. Mais le prolétariat d'un pays en lutte contre l'URSS serait absolument obligé de recourir à des actions de ce genre - grèves, sabotages, etc.

45. L'opposition prolétarienne intransigeante à l'allié impérialiste de l'URSS doit se développer, d'une part, sur la base de la politique de classe internationale, d'autre part, sur la base des objectifs impérialistes du gouvernement en place, du caractère perfide de cette "alliance", de ses spéculations sur le renversement capitaliste en URSS, etc. La politique d'un parti prolétarien dans un pays impérialiste "allié" comme dans un pays ennemi doit donc être orientée vers le renversement révolutionnaire de la bourgeoisie et la prise du pouvoir. Ce n'est qu'ainsi qu'une véritable alliance avec l'URSS pourra être créée et que le premier Etat ouvrier pourra être sauvé du désastre." [5]

La même approche a également été élaborée dans un article programmatique publié par Rudolf Klement, un jeune révolutionnaire allemand qui a travaillé comme secrétaire de Trotsky et plus tard comme secrétaire administratif de la direction internationale du mouvement trotskiste. [6] Klement a été assassiné à Paris par le GPU stalinien peu avant le congrès fondateur de la Quatrième Internationale, qui s'est tenu en septembre 1938. [7]

L'article de Klement, hautement loué par Trotsky, a été publié pendant la période de préparation du congrès de fondation de la Quatrième Internationale. [8] Le jeune révolutionnaire allemand y développe la tactique des marxistes dans les guerres impliquant un camp progressiste (un État ouvrier, un pays colonial ou une guerre civile) et où des États impérialistes sont impliqués dans les deux camps. Dans de tels conflits, les socialistes doivent combiner le soutien au camp progressiste sans soutenir aucune puissance impérialiste. En même temps, explique Klement, les socialistes dans ces États impérialistes rivaux seraient obligés de préconiser différentes tactiques concrètes pour soutenir la lutte militaire du camp progressiste (comme "le boycott, les grèves, dans un cas ; le rejet du boycott et des grèves dans un autre cas", comme le mentionne la phrase susmentionnée du Programme de transition). [9]

Il est évident pour le lecteur averti que tout ce débat n'était pas seulement important pour le mouvement trotskiste dans les années 1930 et 1940. Il est également très pertinent aujourd'hui, alors que la guerre d'Ukraine est toujours à son apogée. Ce conflit a, comme nous l'avons expliqué à maintes reprises, un double caractère : il s'agit d'une guerre de libération nationale de l'Ukraine, mais elle est également liée à la rivalité croissante entre les puissances impérialistes. Par conséquent, le CCRI et tous les socialistes authentiques préconisent une double tactique. Les socialistes sont obligés de défendre l'Ukraine - un pays capitaliste semi-colonial[10]  - contre l'impérialisme russe. [11] En même temps, ils ne doivent pas soutenir la politique chauvine et militariste d'une grande puissance contre ses rivaux. Il est donc inadmissible de soutenir des sanctions économiques ou des mesures similaires prises par les grandes puissances. Le CCRI a résumé cette approche internationaliste et anti-impérialiste cohérente dans le slogan suivant : "Défendez l'Ukraine contre l'invasion de Poutine ! Méfiez-vous de l'OTAN et de Zelensky - transformez la résistance à l'occupation russe en une guerre populaire ! Contre la Russie et contre l'impérialisme de l'OTAN ! [12]

 

Quelle est la cause de cette erreur ?

 

Comment une telle erreur de traduction a-t-elle pu se produire ? Il est clair que l'erreur a été commise dès le début de la traduction anglaise. Dès la première publication de la traduction anglaise du Programme de transition immédiatement après son adoption par le congrès fondateur - dans Socialist Appeal (organe hebdomadaire du SWP, la section américaine de la Quatrième Internationale) - la phrase est erronée. [13] La même formulation a été retenue dans la première édition du programme sous forme de brochure en janvier 1939, ainsi que dans la seconde, publiée en 1946. [14] Toutes les publications ultérieures du Programme de transition, dont nous avons connaissance, conservent cette traduction erronée. [15]

Cette erreur peut s'expliquer de deux manières. Il peut s'agir d'une déformation délibérée de la part du traducteur original ou des éditeurs. Ou bien il s'agit simplement d'une erreur de négligence. Nous n'avons aucune raison de supposer qu'il s'agit d'une distorsion délibérée. Outre le fait que les cadres dirigeants du SWP américain, responsable de la première traduction anglaise, étaient de fidèles disciples de Trotsky, il n'y avait pas non plus de divergences politiques sur cette question à l'époque entre la direction Cannon-Shachtman et Trotsky. Pour toutes ces raisons, nous pouvons exclure une mauvaise intention. Par conséquent, nous pensons qu'il s'agit simplement d'un manque de rigueur.

Cependant, ce qui est surprenant, ce n'est pas qu'une telle erreur se soit produite. Ce qui est plutôt surprenant, c'est que personne parmi les trotskystes anglophones n'ait jamais pris la peine de corriger cette erreur. Le fait que la bourgeoisie anglo-saxonne n'ait jamais encouragé les gens à apprendre des langues étrangères n'a certainement pas aidé. En conséquence, 99% des anglophones (y compris les trotskistes) ne connaissent que leur langue maternelle. Par conséquent, presque tous les trotskistes anglophones ignorent probablement que la formulation de la version anglaise du Programme de transition diffère de la version russe originale, ainsi que des versions française, allemande et espagnole (et probablement aussi d'autres langues dont l'auteur de ces lignes n'est pas conscient).

Il faut espérer - à l'approche du 85e anniversaire de la fondation de la IVe Internationale et donc de l'adoption du Programme transitoire - que cette erreur de traduction sera enfin corrigée !

제국주의 나라 노동자계급의 "식민지 나라를 지지하는 선동"과 관련하여

 - 제국주의 전쟁 관련 트로츠키 <이행강령>의 의미를 왜곡하고 있는 영역본의 오역에 관한 노트

 원문의 의미를 왜곡하는 오역이 드물지 않다는 것은 흔히들 알고 있다. 그러나 혁명적 공산주의운동의 가장 중요한 강령적 문서에서 그러한 오역이 발생한다면 심상치 않은 일이다. 그 문서는 1938년 트로츠키가 초안을 작성한 제4인터내셔널 창립 문서인 <이행강령>인데, 이 오역이 오늘까지도 그 문서의 모든 영어 재간본들에서 반복되고 있고, 그 수많은 재간본 발행자들 중 누구도 오역을 발견하지 못한 채 넘어가고 있다.
 
문제가 되고 있는 것은 <이행강령> (원제는 이행강령 - 자본주의의 단말마적 고통과 제4인터내셔널의 임무”) 문서 중에 제국주의와 전쟁에 대한 투쟁 항목에 있는 다음과 같은 단락이다. 이 단락에서 저자는 제국주의 침략자에 대항하여 정의의 전쟁을 벌이는, 그러면서 동시에 다른 제국주의 국가와 동맹 관계에 있는 식민지 나라나 노동자 국가의 경우에 대해 이야기하고 있다.
 
그러나 제국주의 나라의 노동자들은 반제국주의 나라를 도울 때 자국 정부를 통할 수는 없다. 해당 시점에 두 나라 간의 외교·군사 관계가 어떻든 간에 말이다. 만약 그 정부들이 서로 간에 일시적인, 그리고 상황의 성격상 신뢰할 수 없는 동맹관계에 있다면, 제국주의 나라의 프롤레타리아트는 계속해서 자국 정부에 대한 계급적 반대를 이어나가며 자신의 방법을 통해 그 비제국주의 "동맹국"을 지지한다. 자신의 방법, 즉 국제 계급투쟁의 방법을 통해. (그들의 불성실한 동맹국을 타격하는 선동 행동을 통해서뿐만 아니라 식민지 나라의 노동자국가를 지지하는 선동 행동을 통해서도. 전자의 경우에는 보이콧, 파업 등의 방법으로, 후자의 경우에는 보이콧 거부, 파업 거부 등의 방법으로). The workers of imperialist countries, however, cannot help an anti-imperialist country through their own government, no matter what might be the diplomatic and military relations between the two countries at a given moment. If the governments find themselves in a temporary and, by the very essence of the matter, unreliable alliance, then the proletariat of the imperialist country continues to remain in class opposition to its own government and supports the non-imperialist “ally” through its own methods, i.e., through the methods of the international class struggle (agitation not only against their perfidious allies, but also in favor of a workers’ state in a colonial country; boycott, strikes, in one case; rejection of boycott and strikes in another case, etc.)”
 
 
오역은 이 단락의 마지막 문장 괄호 안에 있는 대목이다. “그들[?]의 불성실한 동맹국을 타격하는 선동 행동을 통해서뿐만 아니라 식민지 나라의 노동자국가를 지지하는 선동 행동을 통해서도. agitation not only against their perfidious allies, but also in favor of a workers’ state in a colonial country”
 
올바른 번역은 이렇다. “그들의 [노동자 국가와 식민지 나라의] 적국뿐만 아니라 불성실한 동맹국 둘 다를 타격하고 그 둘 다에 맞서 노동자 국가와 식민지 나라를 지지하는 선동 행동을 통해. agitation in favor of a workers’ state and of a colonial country not only against their enemies but also against their perfidious allies”
 
두 번역 간의 차이는 분명하다. 잘못된 공식 번역에서는 사회주의자들이 선동에서 다음과 같은 두 가지 목표를 가져야 한다는 식으로 말한다.
 
a) "그들[?]의 불성실한 동맹국을 타격하는" 목표
 
b) "식민지 나라의 노동자국가를 지지하는" 목표
 
이와는 달리 올바른 번역에서는 다음과 같이 말한다.
 
i) 노동자 국가뿐만 아니라 식민지 나라도 지지하는 선동 행동을 해야 한다.
 
ii) 직접적 적국 (즉 침략한 제국주의 국가) 불성실한 동맹국” (즉 노동자 국가나 식민지 나라의 동맹국 제국주의 국가) 둘 다 타격하는 방식으로 선동 행동을 해야 한다.
 
잘못된 공식 번역에서 우리는 두 가지 오류를 본다.
 
A) 공식 번역은 적국 제국주의 국가 (침략국)를 타격하는 선동 행동을 빠뜨린다. 더욱이 정식화가 혼란을 자아내는데 왜냐하면 그 정식화가 말하고 있는 "그들의 불성실한 동맹국에서 그들이 누구인지, 불성실한 동맹국이 누구의 불성실한 동맹국이라는 것인지 명확히 (, 노동자 국가나 식민지 나라의 불성실한 동맹국임을 명확히) 하고 있지 않기 때문이다.
 
B) 공식 번역은 그릇되게도 매우 특수한 경우 식민지 나라에서 수립된 노동자국가 만을 말한다. 노동자 국가와 식민지 나라 둘 다 말하는 대신에 말이다. 이 오역이 더더욱 터무니없는 이유는 1930년대 말 <이행강령>이 심의, 채택되었던 당시에 그러한 국가 (식민지 나라의 노동자국가)는 존재하지 않았기 때문이다. , 공식 번역문은 현존 노동자 국가 (소련)와 함께, 당시 제국주의 열강과의 군사적 충돌에 말려든 다양한 ()식민지 나라들에 대해 말하는 대신 미래의 가상 시나리오에 대해 이야기하고 있는 것이다. [참고로, 풀무질 출판사에서 나온 국역본 <<사회혁명을 위한 이행기강령>>에서도 이 공식 영역본을 따라 같은 오역을 보이고 있다].
 
  무엇으로 우리의 테제를 증명할 수 있는가?
 
왜 우리는 위 우리의 번역이 옳다고 확신하는가?
 
1) 먼저, 공식 번역과는 달리 우리의 번역은 말이 된다. "제국주의와 전쟁에 대한 투쟁" 항목 전체는 그러한 조건 하에서 해방 전쟁을 벌일 수 있는 두 가지 유형의 나라에 대해 이야기한다. a) 소련 b) ()식민지 나라.
 
위에 인용한 단락 바로 앞의 단락을 보면 다음과 같이 나온다. "그러나 세계의 모든 나라가 제국주의 나라인 것은 아니다. 이와 반대로 대다수 나라들은 제국주의의 피해자다. 식민지 또는 반()식민지 나라들의 일부는 틀림없이 전쟁을 노예의 사슬에서 벗어나는 수단으로 삼을 것이다. 이들의 전쟁은 제국주의 전쟁이 아니라 해방 전쟁이다. 억압국에 대항하는 피억압국의 전쟁에서 피억압국을 돕는 것이 국제 프롤레타리아아트의 의무다. 같은 의무가 소련에도 적용된다. 그밖에도 전쟁 전이나 전쟁 중에 노동자 정부가 등장할 경우에도 마찬가지다. 노동자 국가나 식민지 나라와의 분쟁에서 제국주의 정부의 패배가 [국내 계급휴전에 힘입은 승리보다] 해악이 덜하다." (국역본 87쪽 참조)
 
그리고 위에서 인용한 단락 바로 다음에 이렇게 이어진다. "전쟁에서 식민지 나라나 소련을 지지할 경우에도 프롤레타리아트는 식민지 나라의 부르주아 정부나, 소련의 스탈린주의 관료 정부나 그들과는 1도 연대하지 않는다." (국역본 87-88쪽 참조)
 
이와는 달리, 잘못된 공식 번역은 그릇되게도 두 가지 서로 다른 유형의 나라를 한 데 섞어 매우 특수한 사례 식민지 나라의 노동자국가 로 떨어뜨렸다. 위에서 언급한 바와 같이, 그러한 국가는 당시에 존재한 바조차 없다. 소련이 1917년 러시아 제국 대부분의 영토에 수립된 유일한 현존 (퇴보 타락한) 노동자 국가였기 때문이다. 러시아는 사회주의 10월 혁명 전에 식민지 나라가 아니라 제국주의 열강이었다.[1]
 
2) 둘째, 우리의 번역은 트로츠키가 쓴 <이행강령>의 러시아어 초안 원본과 일치한다.[2]
 
3) 마지막으로, 우리의 변역은 당시 프랑스어, 독일어, 러시아어, 스페인어 등 주요 언어로 발행된 <이행강령>의 거의 모든 판본과 일치한다.[3]
 
이 모든 요소들로 봐서 공식 영역본의 이 대목은 명백히 오역이다.
 
   이 문제의 정치적 의의에 대하여
 
이 오역의 문제점은 틀린 문법이나 오타에 있는 것이 아니다. 이 사안에 대한 트로츠키의 접근법이 담고 있는 전체 정치적 의미는 국제 노동자계급 전위가 제국주의적 침략자나 반동적 침략자에 대항하여 전쟁을 벌이고 있는 나라 (노동자 국가나 식민지 나라나 또는, 추가하면 내전 중에 있는 진보적 진영)를 편 들어야 할 필요를 설명하는 것이었다. 그러한 노동자 국가/ 식민지 나라나 진보적 진영이 다른 제국주의 국가와 동맹 관계인 경우라 하더라도 그 사실과 상관없이 이러한 지지는 정당성을 가졌다.
 
이것은 가상 시나리오 "식민지 나라의 노동자국가"라는 표현에서 보는 바와 같은 가 아니라 당시에 실제로 존재했던 상황이었다. 우리가 이미 여러 차례 현재 진행 중인 우크라이나 전쟁과의 역사적 유추를 도출하면서 논급했듯이, 트로츠키주의자들은 1935/36년 이탈리아에 맞서 에티오피아를, 1937-45년 일본에 맞서 중국을, 1936-39년 프랑코에 맞서 공화주의 스페인을 지지했다. <이행강령>이 발표된 직후에는 소련이 나치 독일에 맞서 1941-45년에 거대한 전쟁을 수행했다. 이 모든 사례들에서 진보적 진영은 이 또는 저 서방 제국주의 열강의 (뜨뜻미지근한 불성실의) 지지를 받았다.[4]
 
동시에, 잘못된 공식 번역은 노동자 국가나 식민지 나라의 제국주의적 침략국뿐만 아니라 "불성실한 동맹국"에 대해서도 반대하는 선동을 해야 한다는 정식화로 표현된 트로츠키의 노동자계급 정치적 독자성에 대한 강조를 왜곡하거나 적어도 혼란스럽게 만든다.
 
우리가 제안하는 번역은 제국주의 전쟁 문제에 대한 트로츠키와 제4인터내셔널의 다른 강령적 문서들과도 궤를 같이 한다. 예를 들어 트로츠키의 테제 <전쟁과 제4인터내셔널> 중 다음과 같은 항목들을 보라. (이 테제는 1934년 제4인터내셔널의 전신 조직인 ICL 국제서기국이 채택, 발표했다).
 
"43. 현 상황에서는, 전쟁 시에 소련이 한 제국주의 국가 또는 진영에 대항하여 다른 제국주의 국가 또는 진영과 동맹을 맺는 일이 전혀 일어나지 않을 것이라 간주할 수 없다. 상황의 압력 하에서 이러한 종류의 일시적인 동맹은 철의 필연성이 될 수 있다. 그러나 그 때문에 끊임없이 소련과 세계혁명 모두에 가장 큰 위험이 되면서 말이다.
 
국제 프롤레타리아트는 설사 소련이 한 제국주의 진영에 대항하여 다른 제국주의 진영과 군사 동맹을 맺을 수밖에 없게 된다 하더라도 소련을 방어하는 것을 거부하지 않을 것이다. 그러나 이 경우, 그 어떤 경우보다도 국제 프롤레타리아는 소련 외교로부터, 그리고 그에 따라 제3인터내셔널 관료집단으로부터 완전한 정치적 독립을 지켜내야 한다.
 
44. 국제 프롤레타리아트는 제국주의와의 투쟁에서 노동자 국가의 확고하고 헌신적인 방어자로 여전히 남아 있으면서도, 소련의 제국주의적 맹우들의 맹우가 되지는 않을 것이다. 소련과 동맹 관계에 있는 자본주의 나라의 프롤레타리아트는 자국 제국주의 정부에 대한 화해할 수 없는 적대를 전면적으로 완전하게 유지해야 한다. 이런 면에서는 소련과 싸우는 나라의 프롤레타리아트의 정책과 다르지 않을 것이다. 그러나 실제 행동의 성격에서는 구체적인 전쟁 상황에 따라 상당한 차이가 발생할 수 있다. 예를 들어, 소련과 일본 간의 전쟁 시에 미국 프롤레타리아트가 소련에 미국 군수품을 보내는 것을 사보타지 한다면 이는 터무니없는 범죄적인 일일 것이다. 그러나 소련과 싸우는 나라의 프롤레타리아트는 절대적으로 이런 류의 행동 파업, 사보타지 등 에 호소해야 할 것이다.
 
45. 소련의 제국주의적 동맹국에 대한 프롤레타리아트의 비타협적 반대는 한편으로는 국제 계급 정책에 기초하여, 다른 한편으로는 해당 정부의 제국주의적 목표, "동맹"의 배신적 성격, 소련의 자본주의 복귀 가능성에 대한 심사숙고 등에 기초하여 제기돼야 한다. 그러므로 적국 제국주의 나라뿐만 아니라 "동맹국" 제국주의 나라에서도 프롤레타리아 당의 정책은 부르주아지의 혁명적 타도와 권력 장악에 맞춰야 한다. 이런 식으로만 소련과의 진정한 동맹이 만들어질 수 있고 최초의 노동자 국가가 재앙으로부터 구제될 수 있다."[5]
 
사전 지식이 있는 독자들은 이 모든 토론이 1930년대 및 40년대의 트로츠키주의 운동에만 중요한 것이 아니라는 것을 알 것이다. 오늘날에도 관련성이 높은데 다름 아니라 우크라이나 전쟁이 여전히 맹렬하게 전개되고 있기 때문이다. 우리가 반복해서 설명했듯이 이 충돌은 이중적 성격을 가지고 있다. 우크라이나의 민족해방 전쟁이면서, 그러나 동시에 제국주의 열강 간의 격화하고 있는 패권경쟁과 또한 연결되어 있다. RCIT를 비롯한 모든 진정한 사회주의자들이 이중 전술을 제창하는 이유다. 사회주의자들은 반식민지 나라 우크라이나[6]를 러시아 제국주의[7]에 대항하여 방어해야 할 의무가 있다. 동시에, 사회주의자들은 한 강대국이 라이벌 강대국에 대해 취하는 배외주의·군사주의 정책에 어떠한 지지도 주어선 안 된다. 경제 제재 등의 강대국 배외주의 조치를 지지하는 것이 허용될 수 없는 이유다. RCIT는 이러한 일관된 국제주의·반제국주의 접근태도를 다음과 같은 슬로건으로 정리해놓고 있다. 우크라이나를 푸틴의 침공에 맞서 방어하라! 나토와 젤렌스키를 조심하라 러시아 점령에 대한 저항투쟁을 인민 전쟁으로 전화하라! 러시아 제국주의와 나토 제국주의 모두에 맞서자![8]
