이중 전술 없이 우크라이나를 지지하는 것은 사회제국주의로 이어진다

 

A critical comment on a joint statement on the Ukraine War issued by five Scandinavian “green left” parties

Five left-reformist parties, which have deputies in their respective national parliaments, have signed a joint statement on the Ukraine War. These parties are Enhedslisten (Red-Green Alliance, Denmark), the Vänsterpartiet (Left Party, Sweden), Vasemmistoliitto (Left Alliance, Finland) and Sosialistisk venstreparti (Socialist Left Party, Norway) and Rødt (Red Party, Norway). [1]

 

In their statements the signatories state their “solidarity with the rightful resistance of the Ukrainian people and emphasise the sole responsibility of the Russian regime for initiating this illegal invasion.” Likewise, they “welcome anti-war resistance and democratic opposition in Russia and Belarus.” Furthermore, the Nordic parties “recognize that arms support is necessary to give Ukraine the ability to defend itself.”

 

In addition, the “green left” parties “express our concern about persistent attacks on labour rights and trade unions by the Ukrainian government” and warn against “the dangers of imposing neoliberal policies of austerity and privatisation in the interest of Western or domestic capital during the post-war rebuilding of Ukraine.” They also “call for the cancellation of Ukraine’s foreign debt.”

 

Finally, the signatories pledge their “support to the Ukrainian labour movement, Sotsialnyi Rukh, and other progressive forces fighting for a just future and a strong social welfare state.”

 

The statement is drafted in reformist language and ends with an appeal to the global left to “work towards a more democratic world order.“ A “more democratic world order” is a phrase which doesn't mean anything respectively it means a more just imperialist world order – a total illusion, particularly in a period of capitalist decay and inter-imperialist rivalry. We should also add that it is not accidental that Stalinist supporters of Russia and China similarly call for a “more democratic world order” or a “multi-polar world order”. [2]

 

However, such language is certainly not the main weakness of that declaration. The problem is not what it says but rather what it does not say. Surely, socialists wholeheartedly agree with the above-mentioned statements about the need for international solidarity with the Ukraine resisting Putin’s invasion.

 

The RCIT – and its comrades in Socialist Tendency (Russia) – have supported the Ukraine’s just war of national defence since the beginning. [3] We consider the Ukraine’s efforts to get weapons from wherever possible as absolutely legitimate. At the same time, we lend no political support to the bourgeois and pro-NATO Zelensky government.

 

It has been in this spirit that the RCIT as well as other socialists have practically contributed to the resistance struggle of the Ukrainian people by organising solidarity convoys bringing material aid. ^[4]

 

At the same time, we have always recognised the specific dual character of the conflict. On one hand, it represents a reactionary war of oppression by the Putin regime against the Ukrainian people. On the other hand, it has been combined with the accelerating inter-imperialist rivalry between NATO and Russia. Hence, we have advocated a dual tactic where we combine support for Ukraine’s war of national defence with revolutionary defeatist opposition against both imperialist camps.

 

Hence, we oppose Western sanctions against Russia and call for workers boycott actions in solidarity with the Ukraine. [5] We reject Great Power chauvinism and call the workers movement to oppose all forms of imperialist armament. We have summarised such an approach in the slogan: For a Popular War to defend the Ukraine against Putin’s invasion! No subordination of Ukraine to NATO and EU! Against Russian and against NATO imperialism!

 

It is exactly this second aspect – the accelerating rivalry between the Great Powers and its practical consequences – on which the joint statement of the Nordic green left stays completely silent. This is absurd and inexcusable because Western countries (including all Scandinavian states) have imposed sanctions against Russia and are accelerating armament (under the pretext of the Ukraine War). Furthermore, the Ukraine War has been utilised by the governments of Sweden and Finland to join NATO.

 

On all these crucial issues for socialists in Scandinavian countries, the statement does not say a single word! In fact, this is no accident since signatories are left-reformist parties which have wavered on these issues or even supported such imperialist provisions. The Finnish Vasemmistoliitto, for example, was part of the previous government which applied for NATO membership and several of its parliamentary deputies voted even in favour of it. [6]

 

In short, these Nordic “green-left” parties, situated in European countries which are part of the EU, NATO or both, are only anti-imperialist against Putin’s reactionary war of aggression. But they dare not to take an anti-imperialist stance against their own ruling class!

 

In conclusion, while we welcome their support for the Ukraine, one also has to say that such support without applying a clear opposition against Western imperialism is unworthy of socialists! Supporting Ukraine without a dual tactic leads to capitulation to imperialism, i.e. it represents a policy of social-imperialism!

 

 

북유럽 5개 “녹색좌파”당들이 낸 우크라이나 공동성명에 대한 비판적 논평

자국 국회에 각각 상당 수 의원을 두고 있는 5개 좌익개량주의 당들이 우크라이나 전쟁에 대한 공동성명에 서명했다. 이 당들은 좌파당 (스웨덴), 적녹연합당 (덴마크), 좌파연합당 (핀란드), 사회주의좌파당 (노르웨이), 적색당 (노르웨이)이다.[1]

 

서명당들은 성명에서 "우크라이나 인민의 정당한 저항과 연대하고 이 불법 침략을 시작한 러시아 정권의 유일 책임을 강조한다"고 밝힌다 또 그들은 "러시아와 벨라루스에서의 반전 저항과 민주주의 반정부운동을 환영한다." 나아가 이 노르딕 당들은 "우크라이나에게 자위 능력을 제공하기 위해 무기 지원이 필요하다는 것을 인정한다."

 

이에 더해 이 "녹색좌파" 당들은 “우크라이나 정부의 노동권 및 노동조합에 대한 지속적인 공격에 대한 우려”를 표명하고 "우크라이나의 전후 재건기에 서방 자본 또는 우크라이나 내국 자본의 이익을 위해 신자유주의 긴축·민영화 정책을 실시할 위험성"에 대해 경고한다. 그들은 또 "우크라이나 외채의 무효화를 요구한다."

 

마지막으로, 서명당들은 “우크라이나 노동운동과 ‘사회운동’(Sotsialnyi Rukh), 그리고 그밖에 정의로운 미래와 강력한 사회복지 국가를 위해 싸우는 진보 세력에 대한 지지"를 약속한다.

 

성명은 개량주의 언어로 시작하여 글로벌 좌파에게 "보다 민주적인 세계질서를 위해 노력할 것"을 호소하는 것으로 끝을 맺는다. "보다 민주적인 세계질서"란 아무 의미도 가지지 않는 공문구거나, 보다 공정한 제국주의 세계질서라는 완전한 환상 ㅡ 특히 자본주의 쇠퇴기에, 제국주의 간 패권경쟁 가속화 시기에 ㅡ 을 의미하거나 둘 중 하나다. 또한 러·중 지지 스탈린주의자들이 비슷한 방식으로 "보다 민주적인 세계질서" 또는 "다극 세계질서"를 요구하는 것은 우연이 아니라는 점도 여기에 덧붙여야 할 것다.[2]

 

그러나 그러한 언어가 이 선언의 주된 약점은 확실히 아니다. 문제는 성명에서 말하고 있는 것이 아니라, 말하지 않고 있는 것에 있다. 물론, 사회주의자들은 푸틴의 침략에 저항하는 우크라이나와의 국제 연대가 필요하다는 위의 언명들에 충심으로 동의한다.

 

RCIT와 사회주의동맹 (RCIT 러시아)은 처음부터 우크라이나의 정당한 민족방위 전쟁을 지지해 왔다.[3] 우리는 가능한 모든 곳으로부터 무기를 얻으려는 우크라이나의 노력을 절대적으로 정당한 것으로 간주한다. 동시에, 우리는 친 나토 부르주아 젤렌스키 정부에 어떠한 정치적 지지도 주지 않는다.

 

RCIT를 비롯한 그 밖의 사회주의자들이 물질적 원조를 가져간 연대 호송대를 조직함으로써 우크라이나 인민의 저항투쟁에 실천적으로 기여한 것은 이러한 정신에서였다.[4]

 

동시에, 우리는 언제나 구체적으로 분쟁의 이중적 성격을 인식해 왔다. 한편으로는 이 분쟁은 우크라이나 인민을 적으로 한 푸틴 정권의 반동적 억압 전쟁이다. 다른 한편으로는 가속화 되고 있는 서방-러시아 간 제국주의 상호 패권경쟁과 결합된 전쟁이다. 우리가 우크라이나의 민족방위 전쟁에 대한 지지를, 양 제국주의 진영에 대한 반대 (혁명적 패전주의)를 결합하는 이중 전술을 제창해온 이유다.

 

따라서 우리는 서방의 러시아 제재에 반대하는 한편, 우크라이나와 연대하는 노동자 보이콧 행동을 요구한다.[5] 우리는 강대국 배외주의 (대국 쇼비니즘)을 거부하며 노동자운동에 모든 형태의 제국주의적 무장에 반대할 것을 촉구한다. 우리는 이러한 접근태도를 다음과 같은 슬로건으로 요약했다. 푸틴의 침략에 맞서 우크라이나를 방어하는 인민전쟁으로 나아가자! 우크라이나의 나토·EU 종속 반대! 러시아 제국주의와 서방 제국주의 모두에 맞서자!

 

스칸디나비아 녹색좌파의 공동성명이 완전히 침묵하고 있는 부분이 바로 이 두 번째 측면 ㅡ 즉 가속화되고 있는 강대국 간 패권경쟁과 그것의 실천적 결론들 ㅡ 이다. 이러한 침묵은 터무니없고 변명이 되지 않는 행위인데, 왜냐하면 서방국들 (모든 스칸디나비아 국가들을 포함하여)이 러시아에 제재를 가해왔고 (우크라이나 전쟁을 핑계로) 무장을 가속화하고 있기 때문이다. 게다가 우크라이나 전쟁을, 스웨덴과 핀란드 정부가 나토 가입을 위해 활용해 왔기 때문에 더더욱 그렇다.

 

스칸디나비아 나라들의 사회주의자들한테 아주 중요한 이 모든 문제들에 대해, 성명은 단 한 마디도 말하지 않는다! 실제로, 서명 당들은 이 문제들에서 동요해온, 심지어는 그러한 제국주의적 정책들을 지지해온 좌익개량주의 당들이라는 점에서 이는 우연이 아니다. 예를 들어, 핀란드 좌파연합당 (바셈미스톨리토)은 나토 가입을 신청한 전 정부의 일원이었고, 당의 국회의원들 몇몇은 나토 가입에 찬성투표까지 했다.[6]

 

간단히 말해서, EU·나토의 일원인 유럽국들의 환경 속에 자리 잡고 있는 이들 노르딕 “녹색좌파” 당들은 오직 푸틴의 반동적 침략 전쟁에 대해서한 반제국주의다.
