I Don’t Want to Wage War, But If I Have to …

 

On Bernie Sanders and the liberal left in the U.S. in the current NATO-Russia conflict

People without political experience (or those who refuse to learn) are ready to trust the words of politicians of the ruling class. If Putin says he mobilizes troops at the border in order “to defend the country”, many leftists believe him. If Biden says he deploys U.S. soldiers to Eastern European countries – far away from their homes – in order to defend “democracy”, many liberals in Western countries believe such claims.

 

However, in politics it is better to judge politicians and parties not by their words but by their deeds. This Marxist principle is also relevant if we judge so-called progressive politicians and parties.

 

This becomes particularly evident in the current NATO-Russia crisis – a reactionary conflict in which socialists must oppose both two imperialist camps. [1] We did already critically analyze the social democratized ex-Stalinist parties in Europe which advise EU imperialism how to advance its Great Power interests. [2] Likewise, we have dealt in detail with various Stalinist and centrist forces which side with Russian imperialism in the current conflict. [3]

 

There are also those “progressive forces” which are affiliated to the political establishment of U.S. imperialism. Let us take Bernie Sanders – a prominent Senator and presidential candidate in the U.S. – and his allies in the House of Representatives (the so-called “Squad”). They are considered by many as some kind of socialist force in the U.S. Why? Because they say that they would stand for social justice, for equality, for peace, etc. As a result, many left-wing forces in the U.S. – including the Democratic Socialists of America and the Communist Party (CPUSA) – enthusiastically support Sanders and his allies.

 

Bernie Sanders is also a leading “progressive” figure outside of the U.S. A few years ago, he founded – together with the social democratic Democracy in Europe Movement 2025, led by former Greek Finance Minister Yanis Varoufakis – the so-called Progressive International. This is an international association which has been joined by prominent social democratic and Bolivarian politicians from various countries (e.g. leading parliamentary deputies of the Brazilian PT and PSOL, former President of Ecuador Rafael Correa, the former leader of the British Labour Party Jeremy Corbyn, the former Vice President of Bolivia Álvaro García-Linera, etc.) [4]

 

 

 

Putin and his gang of oligarchs will face major consequences

 

 

 

A few days ago, Bernie Sanders published an article in the British Guardian in which he outlines his views on the current crisis. [5] For a superficial reader, Sanders is an advocate of peace and negotiations, someone who opposes the policy of imperialist war-mongering of his friend, U.S: President Joe Biden. In his article, Sanders states: “That is why we must do everything possible to try and find a diplomatic solution to what could be an enormously destructive war in Ukraine.

 

However, it is useful to read the article carefully in order to better understand the hypercritical method of such figureheads of left-liberalism which, in effect, is only a concealed form of imperialism. Sure, Sanders wants peace and negotiations. But, he also makes clear that he shares the fundamental pillars of the U.S. foreign policy concerning Russia.

 

We should be clear about who is most responsible for this looming crisis: Vladimir Putin. Having already seized parts of Ukraine in 2014, the Russian president now threatens to take over the entire country and destroy Ukrainian democracy. In my view, we must unequivocally support the sovereignty of Ukraine and make clear that the international community will impose severe consequences on Putin and his associates if he does not change course. (…) And we must make clear that Putin and his gang of oligarchs will face major consequences should he continue down the current path.

 

So, effectively, Sanders share the approach of the Western imperialist powers that “Putin must face major consequences” by the “international community” (i.e. by NATO).

 

This is hardly surprising as Sanders is a well-known supporter of NATO. He said during his presidential campaign: “NATO has been the most successful military alliance in, probably, human history. I will stay in NATO.

 

In addition, Sanders also backed NATO’s wars in Yugoslavia (1999), Afghanistan (2001) and Libya (2011). Furthermore, his allies in the House voted for the NATO Support Act of 2019. [6] And, as we did already point out in the past, Sanders also supported in principle the trade war against China which former President Trump launched in 2018. [7]

 

In summary, we see Sanders is a loyal supporter of U.S. and Western imperialism. He just combines this with “progressive” rhetoric. His approach can be summarized as follows: “I Don’t Want to Wage War, But If I Have to …

 

 

 

Realpolitik and Monroe Doctrine

 

 

 

Sanders calls for a more cautious approach than the White House. Of course, such a “moderate” position is helped by the fact that Biden is the President (i.e. he has to make the decisions) while Sanders is only a Senator who can say some “wise” words of moderation.

 

But it would be utterly wrong to equate Sanders approach with something progressive. What he suggests is rather the kind of imperialist foreign policy which is known as Realpolitik. This policy whose most prominent advocate in recent history has been Henry Kissinger – a former Secretary of State and National Security Advisor of U.S. Presidents – basically advocates a “pragmatic” approach. It aims at expanding the influence of a Great Power at the cost of its rivals without provoking a major war. [8]

 

Hence, Sanders advocates negotiations with Putin in order to find a compromise where both imperialist camps – the U.S./NATO as well as Russia – respect a “sphere of influence” of each other. “Putin may be a liar and a demagogue, but it is hypocritical for the United States to insist that we do not accept the principle of “spheres of influence”. For the last 200 years our country has operated under the Monroe Doctrine, embracing the premise that as the dominant power in the western hemisphere, the United States has the right to intervene against any country that might threaten our alleged interests. (…) To put it simply, even if Russia was not ruled by a corrupt authoritarian leader like Vladimir Putin, Russia, like the United States, would still have an interest in the security policies of its neighbors. Does anyone really believe that the United States would not have something to say if, for example, Mexico was to form a military alliance with a US adversary?

 

Basically, this is not a “progressive” policy but classic Great Power policy where state leaders sit down together, threaten each other, make compromises and, finally, agree about the division of region under dispute. This is how Great Power policy usually works … until a compromise is no longer possible, and diplomacy is replaced by guns.

 

It is telling that the policy of compromise with Russia on the basis of dividing the “spheres of influence” is not only advocated by Sanders. It is currently also propagated by right-wing conservative forces in the U.S. like Pat Buchanan, Rand Paul, publications like The American Conservative, the National Interest, etc. And, as we did show in a recently published pamphlet, the same approach is advocated by forces sympathizing with Russian imperialism like the CPUSA.

 

Socialists have nothing to do with the politics of Bernie Sanders and his allies. The RCIT intransigently opposes any support for Great Power policy. We do not support the expansionism of one or the other imperialist power. And neither do we support a compromise between these evil forces. Socialists advocate the struggle against all Great Powers and the replacement of the global imperialist system with socialism! [9]

현 나토-러시아 분쟁에서 ‘민주사회주의자’ 버니 샌더스

정치 경험이 없는 사람들, 또는 경험에서 배우기를 거부하는 사람들은 지배계급 정치인들의 말을 믿을 준비가 되어 있다. 푸틴이 "조국 방어" 위해 국경에 군대를 동원한다고 말하면, 많은 진보 세력들이 말을 믿는다. 바이든이 민주주의 수호를 위해 본국에서도 한참 동유럽 나라들에 미군을 배치한다고 말하면 많은 자유주의자들이 거기에 고개를 끄덕인다.

 

그러나 정치에서는 말이 아니라 행동으로 정치인들과 정당들을 판단하는 것이 필요하다. 맑스주의 원칙은 소위 진보 정치인 · 정당을 판단할 경우에도 마찬가지로 필요하다.

 

점은 나토-러시아 사태에서 특히 분명해진다. 사회주의자들이 제국주의 진영 모두에 반대해야만 하는 반동적 분쟁인 나토-러시아 분쟁에서 말이다.[1] 앞서 우리는, EU 제국주의의 강대국 이익을 어떻게 증진시킬지 EU 정부들에게 조언하는 사민주의화 ()스탈린주의 당들을 비판적으로 평가 분석한 있다.[2] 분쟁에서 러시아 제국주의를 드는 각종 스탈린주의 · 중도주의 세력들의 주장에 대해서도 상세히 다루었다.[3]

 

제국주의의 제도정치권에 속해 있는 진보 세력들은 어떠한가? 저명한 상원의원이자 대통령 후보였던 버니 샌더스와 그의 맹우들 (오카시오 코르테스 민주당 진보 소장파”, 일명 스쿼드) 예로 들어보자. 미국에서 그들은 많은 이들에 의해 모종의 사회주의 세력으로 간주되고 있다. 왜인가? 그들이 사회적 정의와 평등, 평화를 지지한다고 자처하고 있어서다. 결과, ‘민주사회주의자들’(DSA) 스탈린주의 미국공산당(CPUSA) 비롯하여 많은 좌파 세력들이 샌더스와 그의 맹우들을 열렬히 지지한다.

 

버니 샌더스는 미국 밖에서도 대표적인 진보 인사다. 샌더스는 그리스 시리자 정부 당시 재무장관이었던 야니스 바루파키스가 주도한 사민주의 유럽민주주의운동 2025’ 더불어 이른바 진보 인터내셔널 창설했다. 국제 협회에는 각국의 저명한 사민주의 · 볼리바르주의 정치인들이 참여했는데, 예를 들어 영국 노동당 대표 제레미 코빈과 에콰도르 대통령 라파엘 코레아, 볼리비아 부통령 알바로 가르시아-리네라, 브라질 노동자당(PT) 소속의 주요 국회의원들이 있다.[4]

 

 

 

"푸틴과 그의 올리가르히 도당은 중대한 결과를 맞을 것입니다

 

며칠 버니 샌더스는 나토-러시아 사태에 대한 자신의 견해를 정리한 입장문을 영국 가디언 지에 발표했다.[5] 피상적인 독자에게 샌더스는 평화와 협상의 옹호자다. 그의 친구 바이든 대통령의 제국주의 전쟁몰이 정책에 반대하는 사람으로 비치고 있는 것이다. 입장문에서 샌더스는 다음과 같이 밝히고 있다. "우크라이나에서 엄청나게 파괴적인 전쟁으로 번질 있는 사태에 대해 외교적 해결책을 찾기 위해 가능한 모든 것을 해야 하는 이유" 있다고 말했다.

 

그러나 사실상 은폐된 형태의 제국주의에 다름 아닌 그러한 좌파 자유주의 간판스타들의 위선적인 방법을 이해하기 위해서는 입장문을 주의 깊게 읽을 필요가 있다. 샌더스가 평화와 협상을 원한다는 것은 사실이다. 그러나 그는 또한 자신이 러시아 관련 미국 대외정책을 떠받치는 기둥들을 공유하고 있다는 것도 분명히 했다.

 

"우리는 다가오고 있는 위기에 누가 가장 책임이 있는지에 대해 명확히 해야 합니다. 그것은 블라디미르 푸틴입니다. 2014년에 이미 우크라이나 일부를 점령한 러시아 대통령은 이제 우크라이나 전체를 장악하고 우크라이나 민주주의를 파괴하겠다고 위협하고 있습니다. 제가 , 우리는 우크라이나의 주권을 단호히 지지해야 하며, 푸틴이 진로를 바꾸지 않을 경우 국제사회가 푸틴과 그의 측근들에게 혹독한 결과를 내릴 것임을 분명히 해야 합니다... 그리고 푸틴과 그의 올리가르히 도당이 현재의 길을 계속 간다면 중대한 결과를 맞을 것임을 또한 분명히 해야 합니다."

 

이와 같이 샌더스는 국제사회” ( 경우에는 나토) 의해 "푸틴은 중대한 결과를 맞아야 한다" 서방 제국주의 열강의 접근법을 사실상 공유한다.

 

샌더스가 알려진 나토 지지자라는 점에서 이것은 놀라운 일이 아니다. 그는 자신의 대선 캠페인에서 이렇게 말했다. "나토는 가장 성공적인 군사동맹입니다. 아마도 인류 역사상 가장 성공적인! 나는 나토에 남을 것입니다."

 

이에 더해 샌더스는 유고슬라비아 (1999), 아프가니스탄 (2001), 리비아 (2011)에서의 나토의 전쟁도 지지했다. 나아가, 위에서 언급한 그의 맹우 국회의원들은 2019 나토 지원법에 찬성투표 했다.[6] 그리고 우리가 이미 과거에 지적했듯이, 샌더스는 트럼프가 2018년에 감행한 중국 무역전쟁도 원칙적으로 지지했다.[7]

 

요약하자면, 지금 우리는 ·서방 제국주의의 충성스런 지지자 샌더스를 보고 있는 것이다. 그는 다만 이것을 "진보적" 수사와 결합시키고 있을 뿐이다. 그의 접근법은 다음과 같이 요약될 있다. “전쟁을 벌이길 원치 않지만, 그러나 해야 한다면

 

 

 

레알폴리틱과 먼로 독트린

 

샌더스는 바이든보다 신중한 접근을 촉구한다. 물론, 이러한 "온건한" 입장은 바이든이 대통령인 ( 바이든은 결정을 내려야 하는 위치인) 반해 샌더스는 무언가 "현명한 중용" 말을 있는 상원의원일 뿐이라는 사실에 도움을 받고 있다.

 

그러나 샌더스의 접근방식을 진보적인 것과 동일시하는 것은 완전히 잘못된 것이다. 반대로, 그가 제안하는 것은 흔히 레알폴리틱 (Realpolitik; 현실 권력정치)이라고 말하는 제국주의 대외정책이다. (최근 역사에서 정책의 가장 두드러진 제창자가 헨리 키신저다.) 기본적으로 실용주의적 접근법을 제창하는 정책은 강대국이 본격 전쟁을 유발하지 않고서 상대방 강대국의 희생으로 자신의 영향력을 확대하는 것을 목표로 한다.[8]

 

이와 같이 샌더스는 미국/나토와 러시아 제국주의 진영이 서로의 세력권 존중하는 타협점을 찾기 위해 푸틴과의 협상을 제창하고 있는 것이다. "푸틴은 거짓말쟁이에 데마고그일 있지만, 우리는 '세력권' 원칙을 받아들이지 않는다고 미국이 주장하는 것은 위선적입니다. 지난 200년간 먼로 독트린에 따라 움직여 우리나라는 서반구의 지배적인 강대국으로서 우리의 이익을 위협할 있는 어떤 나라에도 개입할 권리가 있다는 전제를 받아들여 왔습니다... 단순하게 말하자면, 설사 러시아가 블라디미르 푸틴 같은 부패한 권위주의 지도자에 의해 통치되고 있지 않다 하더라도, 러시아는 미국처럼 주변국들의 안보 정책에 여전히 이해관계를 가지고 있을 것입니다. 예를 들어 멕시코가 미국의 적국과 군사동맹을 맺어도 미국이 말이 없을 걸로 정말 믿는 사람이 있을까요?"

 

기본적으로 이것은 진보적 정책이 아니라 고전적인 강대국 권력정치다. 국가 지도자들이 함께 앉아 서로 상대방을 위협하고 타협을 해나가다 최종적으로 분쟁지역 분할에 합의하는 비스마르크 권력정치 말이다. 이것이 바로 강대국 정치가 보통 작동하는 방식이다. 타협이 이상 불가능해지고 외교가 총으로 대체될 때까지는...

 

흥미롭게도, “세력권 나눠 갖는 것에 기초하여 러시아와 타협하자는 정책은, 샌더스만 제창하고 있는 것이 아니다. 현재 뷰캐넌과 랜드 , <미국 보수주의>지와 <내셔널 인터리스트> 같은 우익 보수 세력들도 정책을 전파하고 있다. 그리고 최근 발간한 팜플렛에서 우리가 보여준 바와 같이, 미국공산당 같은 러시아 제국주의에 동조하는 세력들도 같은 정책을 내걸고 있다.

 

버니 샌더스와 그의 맹우들의 정치는 사회주의자와 아무 관련이 없다. RCIT 강대국 정치에 대한 어떠한 지지도 반대한다. 우리는 쪽이든 쪽이든 제국주의 열강의 팽창주의를 지지하지 않는다. 그리고 우리는 사악한 세력들 간의, 강도들 간의 타협 또한 지지하지 않는다. 야바위 말고 진짜 사회주의자들은 모든 강대국에 대항하는 투쟁을 옹호하고, 세계 제국주의체제를 사회주의로 대체할 것을 제창한다![9]
