COVID Counterrevolution: They Declare Victory…and Retreat. Have We Won already?

 

 

Britain, Denmark, Spain, Italy and many more loose at least some of their Bonapartist restrictions

The COVID pandemic hit Europe in March 2020 and nearly all capitalist governments did impose restrictions up to full lockdowns. These coordinated attacks against democratic rights under the pretext of fighting a threat for public health by a new virus were unprecedented in the recent history. Since then, however, it seemed that these attacks varied in both their severity and their timing. Such tendency of differentiation intensifies now as it seems that a new phase in the COVID Counterrevolution begins. First, Britain declared the full lift of all restrictions including the mandatory face masks. Even the vaccine policy for the health staff was taken aback. One could argue that the reason for this was and is the deep political crisis in which Boris Johnson and his government stumbled into when photos and videos were published from clandestine parties during lockdowns. [1] However, Denmark, Island, Spain, Italy, France and even Israel followed suit in taking back of restrictions in various forms. Our comrades from the Convergencia Socialista, the RCIT section in Argentina, have stated very early that the developments in Britain hint to a change of strategy in other countries as well. Governments in other countries are discussing vividly about a change in their strategy as well. Even the World Health Organization has declared that it might be the case that Europe has entered a ceasefire in the pandemic and might even transform into victory against COVID, as WHO’s Europe Director Hans Kluge said: "I believe that it is possible to respond to new variants that will inevitably emerge without re-installing the kind of disruptive measures we needed before." [4]

 

Obviously, this is the picture that the named capitalist governments want to create. For Britain the motif seems obvious but in case of the others, further explanation is needed.

 

Those naïve fellows who always believed in the explanation of the governments might do this now as well. Omicron is not as dangerous as all other variants have been. Trust science again! However, science is not sure about this prognosis. “I think it’s pretty clear Omicron causes less severe disease than the Delta variant, but that’s not saying much,” University of Western Australia epidemiologist and biostatistician Zoë Hyde writes in an email to The Scientist. “We know that Delta was more than twice as severe as the original strain, and if Imperial College is right to say that Omicron is about 40-45% less likely to put people in hospital [than Delta was], we’re back to 2020 but with a more contagious strain.” [5]

 

Interestingly enough, the WHO itself is divided as the European governments are when it comes to the strategy. "My greatest fear at the moment is that countries have a lemming syndrome now," Mike Ryan, head of the WHO's health emergencies program, said at a media briefing. While some countries may indeed have leeway to adapt measures, "others may choose that because there's political pressure," he added. [6]

 

The Revolutionary Communist International Tendency (RCIT) has rejected the COVID Counterrevolution from the very beginning. Until today, we have published more than 125 articles (some in various languages) as well as pamphlets and books on this historical event. [7]

 

For true Marxists, it must be clear that again political and not medical reasons are behind the recent decisions of loosening restrictions. Furthermore, the contradictions within the bourgeoisie and, consequently, the zigzags of capitalist governments in choosing of their strategy in the COVID counterrevolution have increased. It is therefore highly important to be clear that while the recent events have indicated a certain withdrawal of Bonapartist measures in several countries, it is (yet) not the main strategy globally. It became very clear during the past two years that contradictions are a main characteristic of the historic developments and this continues to be the case in the current phase.

 

As Marxists we understand our theoretical and analytical work, like the one presented in the article at hand, not as a purpose in itself but rather as part of the class struggle against the COVID Counterrevolution. Our analysis is informed by our practical experience and its should serve as an instrument for practical intervention in mass movements. The purpose of this article is therefore first and foremost to provide explanation to those activists who participate in the protests and who understand the importance of the struggle against the COVID counterrevolution.

 

The encouraging recent developments give us the possibility to breath and strengthen ourselves. Whatever will happen in the future, the fact that some bourgeois governments took back the Bonapartist measures is not only a victory in this moment. It opens a historical phase in the process of COVID counterrevolution in which the Bonapartist state monster shows some weakness and hesitation. It shows the activists in the popular protest movements that with militant struggle on the streets, victory is possible.

 

For those of the lockdown left who supported the Bonapartist attacks, big confusion will start now and the possibility for both further degeneration as well as internal conflicts up to splits is increasing for them. After all, history is a severe judge.

 

 

 

Real reasons for the change of course

 

 

 

First, the very widespread testing facilities have enabled to detect infections more precisely. Omicron has caused a situation in which more people have been under quarantine than ever before. Ruling classes were alarmed that not only parts of economy will collapse [8] but that even crucial infrastructure (i.e. energy supply, medical facilities, food production and distribution, etc.) might crush under a sudden lack of workforce. [9] Discussions about letting people work with Corona if they are fully vaccinated and free of symptoms have reflected this. Such an approach however contradicts the whole concept of protecting others from getting Corona if people with a proven infection are forced to work. Furthermore, capitalists have reasons to fear that infected workers without symptoms respectively with very mild symptoms will not come to work but rather declare a more severe case irrespective of the truth. The quarantine policy has an additional impact on parents and caretakers in general as they themselves might be able to work but still have to stay home to care for quarantined children. Unsurprisingly, Israel is one of the countries who reacted to this by taking back of strict quarantine rules for children exposed to COVID. [10]

 

Second, the last weeks showed a decisive acceleration of rivalry between the Western and the Eastern imperialists. The RCIT has published an analysis of the recent meeting of Xi and Putin which explains the political meaning of this event. We highly recommend it to readers as this development reflects the accelerated rivalry between the Eastern and Western imperialists. [11]

 

China has orchestrated an impressive stunt with what it seems to be fully successful Olympic games. Unsurprisingly, imperialist China – after imposing very hard restrictions and severe lockdowns again and again – uses the success of the Olympic games to prove its superiority. Even in a full-blown pandemic of a dangerously and deadly virus (according to nearly all capitalist parties and media) this Eastern superpower manages to organize such a huge event. No other country would have been able to do this, and every government is fully aware of this fact. The Editorial Board of the New York Post put it in the following telling headline: “A propaganda gift to China: The shame of these Olympics”. [12]

 

Furthermore, the recently accelerated conflict between Ukraine (backed by the U.S. and the EU) and Russia has pushed the Western imperialists to mobilize the public opinion globally against imperialist Russia.

 

Bret Stephens, former editor in chief of the Jerusalem Post commented in The New York Times in a very telling Opinion piece: “At some point in the last 30 years, the concept of the “free world” fell out of favor. (…) The ultimate way to consolidate dictatorship is to discredit democracy, to make it seem divided, tired and corrupt. (…) The most effective method is a blunt power play that exposes the gap between the West’s high-flown rhetoric about democracy, human rights and international law, and its unheroic calculations about commercial advantage, military spending, energy dependence and strategic risks (…) The longer-term response is to restore the concept of the free world. What’s meant by that term? It isn’t just a list of states that happen to be liberal democracies, some bound together by treaty alliances like NATO or regional trading blocs like the European Union. The free world is the larger idea that the world’s democracies are bound by shared and foundational commitments to human freedom and dignity; that those commitments transcend politics and national boundaries; and that no free people can be indifferent to the fate of any other free people, because the enemy of any one democracy is ultimately the enemy to all the others.[13]

 

However, it is very difficult to criticize both China and Russia for being such bonapartist regimes if there are impressively huge and militant protest movements against the Covid policy in so many western imperialist countries. When we look at the protests in Germany as an example, the following descriptions are telling: “"What unites them is frustration — not only with COVID-19 policies but also with democracy, with political institutions. In anthroposophist circles, anti-modern attitudes are also playing a role, " sociologist Johannes Kiess from the University of Siegen in Germany told DW. (…) According to a University of Basel study the roots of the protests in southwest Germany are in the left-wing alternative movement, whereas in east Germany, the demonstrators often are members of the right-wing Alternative for Germany (AfD).[14]

 

But, as the same source correctly states, this is also the case for other European countries: “’Basically, it's always about much much more than Corona," explained Kiess. In France, he said, the demonstrations were only superficially linked to the pandemic measures. "It was actually always about Macron and his style of politics." In the Netherlands, too, protests were linked to criticism of the government's social policies. "You cannot underestimate how much fuel there is that can easily be ignited." In Saxony, the main issues were disenchantment with politics and democracy. "There's zero trust in politicians there.’[15]

 

Which brings us to the last and most important factor for the change in the strategy of the COVID Counterrevolution in various Western imperialist countries: The lack of organized support for these undemocratic measures and the huge mass mobilizations against those attacks.

 

The probably most organized form of protest happened in Denmark with a quite militant and very progressive movement called “Men in Black”. [16] Led by a few public figures of whom the rapper Ali Sufi might be the most prominent one, the movement has not only organized several large demonstrations based on the mobilization of popular masses (including pro-Palestinian migrants). Ali Sufi described the character of the movement by comparing it to the development of social democracy in the 1870s, [17] himself probably being most prominent in the protests for providing the first paragraph of the anthem “Mette Ciao” (the rest is written by the rapper Daniel Rozenberg, [18] utilizing the melody and structure of the anti-fascist song Bella Ciao and directing it against prime minister Mette Frederiksen). They have also been under severe attack for several very militant riots against the police. While public figures of the movement have distanced themselves from such violent incidents, these events showed the repression apparatus the potential of explosions in class struggle if the bonapartist measures would continue. Italy has witnessed important strikes of dock workers and other workers against the enforcement of the Green Pass. France has seen its biggest mobilizations since the Gilets Jaunes (Yellow Vests). Many other countries (including Germany and Austria) can be named here as well.

 

Overall, it is the combination of all these mentioned factors which has provoked the recent shift in the Bonapartist Covid Strategy by one part of the bourgeois governments in Europe and beyond.

 

 

 

Is it over?

 

 

 

For true Marxists, the lifting of the measures is a breather in the struggle against the Bonapartist monster. But it would be naïve to believe that the war would be over already. While some parts of the bourgeoisie have come into big trouble as the restrictions have hit their industry hard, other parts – especially monopoly capital – have made big steps forward, gaining profits and preparing the world to be dominated by them. Also, the capitalist governments may have lost some popularity and the one or the other politicians up to whole governments might fall in consequence soon.

 

On the long run, however, they have managed to collect massive amounts of data which can and will feed Artificial Intelligence used for surveillance. [19] Face recognition software in the Western imperialist world will be more able to compete with the far more developed software used by the regime in China. [20] An example for this is the launching of a face recognition software for bodycams used by Israeli soldiers. The software can recognize the identity of individuals in larger crowds, even if faces were covered or camouflaged and it can compare it with collected pictures of the last decades! [21]

 

Facial recognition software able to even work well with covered faces has unsurprisingly developed during the COVID Counterrevolution. “The COVID-19 pandemic has prompted the expansion and accelerated development of various touchless technologies, with facial recognition being one among them. We spoke with CEO Rob Watts, of cutting-edge facial recognition software company Corsight, about facial recognition tech’s expanding role within the travel space, and how it stands to benefit both consumers and industry stakeholders amid COVID-19, and beyond.(…) Corsight’s autonomous AI is essentially military-grade software and represents a vast evolution over the type of facial recognition tech we’re used to using. “We can identify someone with 90-degree head turn. We can identify someone with a camera at 70-degree rake, we can identify someone with a face mask—not just with a face mask, but with a ski mask...with hat, glasses, all of that,” Watts said. And, astonishingly, “We can identify someone who is now age 50 from a photograph of them at age 17.’[22]

 

Apps which have been forced on people as a method to track corona cases have and will be used by the repression apparatus. A famous recent example for this is the scandals around the Corona tracking App Luca in Germany which has been used by the German police to track down police suspects. [23]

 

Furthermore, the strategic goal of both the technological industry as well as the state capitalist itself to enforce the digitalization of the workforce has made incredibly huge steps forward during the pandemic. One has to be clear that the Western imperialist with its specific history of neo-liberalism would never have been able to push digitalization that far in such a short time if not through the use of a catastrophic scenario, a big threat to the public. “While it's true many companies operated successfully before COVID-19, the outbreak caused even more organizations to quickly accelerate digital adoption and implement best practices that until now were “nice to haves.” Simply put, COVID-19 ended the digital deferral period, serving as the lighter fuel for digital transformation. Those that were not ready were forced to condense more than five years of digital adoption into a six month period, said Tom Puthiyamadam, New York City-based PwC’s global digital leader.[24] While Big Pharma has really made big profit during the pandemic, the ultimate winner of this might be the technological sector.

 

Finally, the mobilization during the pandemic by the state apparatus is to a certain degree comparable with the mobilization for a war. While it happened on a lower level than an actual war mobilization, even the same vocabulary was used in the first stages of the COVID Counterrevolution as the bourgeoisie explicitly declared war against the virus. “The world is “at war” against COVID-19, the UN chief says, calling for the application of wartime logic to the inequitable access to the weapons needed to fight the pandemic. Addressing the opening of the World Health Organization’s annual assembly of member states on Monday, UN Secretary-General Antonio Guterres decried the “tsunami of suffering” sparked by the coronavirus crisis. (…) “We need the logic and urgency of a war economy, to boost the capacity of our weapons,” he said.”[25]

 

In this simulation of a war mobilization, the military was used officially to support the public in this health crisis. In reality, not only the resources of the military were used in civil life. A public which was not used to see military on the street, in public buildings including hospitals and even schools – at least not since the end of the second world war – was trained to accept this as “new normal”. A public which was not used to get orders of house arrests and curfews was forced into lockdowns. A public not used to be enforced to limit or even fully stop social contact was pushed to do so as measures of social distancing were imposed. The fact that the bourgeoisie has managed to implement all of this at least for a certain time might be their biggest victory. They have broken the ice for future counterrevolutionary mobilizations. [26]

 

For now, and with each and every lift of a restriction, it seems that we – the sectors of the popular masses who opposed those bonapartist attacks – have won. And honestly, all of us have deserved to see this as a victory. However, true Marxists in the mass movements must be aware that this is only a short break, a quick breather in the struggle against the Bonapartist monster.

 

We will see, if the anti-democratic attacks will be launched again under the pretext of a new and more severe wave of COVID. Maybe, the next time the Bonapartist state will raise its ugly head under the pretext of fighting against the Climate Crisis (which was caused by capitalists themselves). Maybe they will try it more openly when warmongering accelerates between the imperialist states respectively their proxies. Maybe it will be something new, something we truly could not have seen coming. Our victory, as glorious as it feels and as much as we should enjoy it in this moment, can and must give us the strengths we will need to fight future attacks to come. The Bonapartist monster is awakened and it will take much more from us to truly defeat it.

Contrarrevolución COVID: Declaran victoria... y se retiran. ¿Ya ganamos?

 

Gran Bretaña, Dinamarca, España, Italia y muchos más pierden al menos algunas de sus restricciones bonapartistas.

La pandemia de COVID golpeó a Europa en marzo de 2020 y casi todos los gobiernos capitalistas fueron imponiendo restricciones hasta llegar a los confinamientos totales. Estos ataques coordinados contra los derechos democráticos con el pretexto de combatir una amenaza para la salud pública por parte de un nuevo virus no tienen precedentes en la historia reciente. Sin embargo, desde entonces, parecía que estos ataques variaban tanto en su gravedad como en su momento. Tal tendencia de diferenciación se intensifica ahora que parece que comienza una nueva etapa en la Contrarrevolución del COVID. Primero, Gran Bretaña declaró el levantamiento total de todas las restricciones, incluidas los cubrebocas obligatorios. Incluso la política de vacunas para el personal de salud fue retirada. Se podría argumentar que la razón de esto fue y es la profunda crisis política en la que tropezaron Boris Johnson y su gobierno cuando se publicaron fotos y videos de fiestas clandestinas durante los confinamientos. [1] Sin embargo, Dinamarca, Island, España, Italia, Francia e incluso Israel hicieron lo mismo al retirar las restricciones en varias formas. Nuestros compañeros de Convergencia Socialista, la sección CCRI en Argentina, han declarado muy temprano que los acontecimientos en Gran Bretaña apuntan a un cambio de estrategia también en otros países. Los gobiernos de otros países también están discutiendo vívidamente sobre un cambio en su estrategia. Incluso la Organización Mundial de la Salud ha declarado que podría darse el caso de que Europa haya entrado en un alto el fuego en la pandemia e incluso podría transformarse en una victoria contra el COVID, como dijo el director de la OMS en Europa, Hans Kluge: "Creo que es posible responder a nuevas variantes que surgirán inevitablemente sin reinstalar el tipo de medidas disruptivas que necesitábamos antes". [4]

 

Evidentemente, este es el cuadro que quieren crear los llamados gobiernos capitalistas. Para Gran Bretaña, el motivo parece obvio, pero en el caso de los demás, se necesita una explicación más detallada.

 

Esos ingenuos que siempre creyeron en la explicación de los gobiernos podrían hacerlo ahora también. Omicron no es tan peligroso como lo han sido todas las demás variantes. ¡Confía en la ciencia de nuevo! Sin embargo, la ciencia no está segura de este pronóstico. "Creo que está bastante claro que Omicron causa una enfermedad menos grave que la variante Delta, pero eso no dice mucho", escribe Zoë Hyde, epidemióloga y bioestadística de la Universidad de Australia Occidental, en un correo electrónico a The Scientist. "Sabemos que Delta era más del doble de grave que la cepa original, y si el Imperial College tiene razón al decir que Omicron tiene entre un 40 y un 45 % menos de probabilidades de hospitalizar a las personas [que Delta], volvemos a 2020 pero con una cepa más contagiosa”. [5]

 

Curiosamente, la propia OMS está dividida, al igual que los gobiernos europeos, en lo que respecta a la estrategia. "Mi mayor temor en este momento es que los países tengan ahora un síndrome de lemming", dijo Mike Ryan, jefe del programa de emergencias de salud de la OMS, en una rueda de prensa. Si bien algunos países pueden tener un margen de maniobra para adaptar las medidas, "otros pueden elegir eso porque hay presión política", agregó. [6]

 

La Corriente Comunista Revolucionaria Internacional (CCRI) ha rechazado la Contrarrevolución del COVID desde el principio. Hasta el día de hoy, hemos publicado más de 125 artículos (algunos en varios idiomas), así como folletos y libros sobre este hecho histórico. [7]

 

Para los verdaderos marxistas, debe quedar claro que nuevamente las razones políticas y no médicas están detrás de las recientes decisiones de flexibilización de las restricciones. Además, se han incrementado las contradicciones dentro de la burguesía y, en consecuencia, los zigzags de los gobiernos capitalistas en la elección de su estrategia en la contrarrevolución del COVID. Por lo tanto, es muy importante tener claro que, si bien los acontecimientos recientes han indicado un cierto retiro de las medidas bonapartistas en varios países, (todavía) no es la estrategia principal a nivel mundial. Se hizo muy claro durante los últimos dos años que las contradicciones son una característica principal de los desarrollos históricos y esto sigue siendo así en la fase actual.

 

Como marxistas entendemos nuestro trabajo teórico y analítico, como el que presentamos en el presente artículo, no como un fin en sí mismo sino como parte de la lucha de clases contra la Contrarrevolución del COVID. Nuestro análisis se basa en nuestra experiencia práctica y debe servir como instrumento para la intervención práctica en los movimientos de masas. Por lo tanto, el propósito de este artículo es, ante todo, brindar una explicación a aquellos activistas que participan en las protestas y que entienden la importancia de la lucha contra la contrarrevolución del COVID.

 

Los alentadores desarrollos recientes nos dan la posibilidad de respirar y fortalecernos. Pase lo que pase en el futuro, el hecho de que algunos gobiernos burgueses retiraran las medidas bonapartistas no es solo una victoria en este momento. Abre una etapa histórica en el proceso de contrarrevolución del COVID en la que el monstruo estatal bonapartista muestra cierta debilidad y vacilación. Muestra a los activistas de los movimientos de protesta popular que, con la lucha militante en las calles, la victoria es posible.

 

Para aquellos de la izquierda del encierro que apoyaron los ataques bonapartistas, ahora comenzará una gran confusión y la posibilidad tanto de una mayor degeneración como de conflictos internos hasta escisiones está aumentando para ellos. Después de todo, la historia es un juez severo.

 

 

 

Motivos reales del cambio de rumbo

 

 

 

Primero, las muy extendidas instalaciones de pruebas han permitido detectar infecciones con mayor precisión. Omicron ha provocado una situación en la que más personas han estado en cuarentena que nunca. Las clases dominantes estaban alarmadas de que no solo colapsarían partes de la economía [8], sino que incluso la infraestructura crucial (es decir, el suministro de energía, las instalaciones médicas, la producción y distribución de alimentos, etc.) podría quedar aplastada ante una repentina falta de mano de obra. [9] Las discusiones sobre permitir que las personas trabajen con Coronavirus si están completamente vacunadas y sin síntomas han reflejado esto. Sin embargo, tal enfoque contradice todo el concepto de proteger a otros de contraer el Coronavirus si las personas con una infección comprobada se ven obligadas a trabajar. Además, los capitalistas tienen motivos para temer que los trabajadores infectados sin síntomas o con síntomas muy leves no vayan a trabajar, sino que declaren un caso más grave independientemente de la verdad. La política de cuarentena tiene un impacto adicional en los padres y cuidadores en general, ya que ellos mismos pueden trabajar, pero aun así deben quedarse en casa para cuidar a los niños en cuarentena. Como era de esperar, Israel es uno de los países que reaccionó a esto retirando las estrictas reglas de cuarentena para los niños expuestos a COVID. [10]

 

En segundo lugar, las últimas semanas mostraron una aceleración decisiva de la rivalidad entre los imperialistas occidentales y orientales. La CCRI ha publicado un análisis del reciente encuentro de Xi y Putin que explica el significado político de este evento. Lo recomendamos encarecidamente a los lectores, ya que este desarrollo refleja la rivalidad acelerada entre los imperialistas orientales y occidentales. [11]

 

China ha orquestado un despliegue de recursos impresionante con lo que parecen ser unos Juegos Olímpicos totalmente exitosos. Como era de esperar, la China imperialista, después de imponer restricciones muy duras y encierros severos una y otra vez, utiliza el éxito de los Juegos Olímpicos para demostrar su superioridad. Incluso en una pandemia en toda regla de un virus peligroso y mortal (según casi todos los partidos y medios capitalistas), esta superpotencia oriental logra organizar un evento así de grande. Ningún otro país habría sido capaz de hacer esto, y todos los gobiernos son plenamente conscientes de este hecho. El Consejo Editorial del New York Post lo expresó en el siguiente titular revelador: “Un regalo de propaganda a China: La vergüenza de estos Juegos Olímpicos”. [12]

 

Además, el conflicto recientemente acelerado entre Ucrania (respaldada por EE. UU. y la UE) y Rusia ha empujado a los imperialistas occidentales a movilizar la opinión pública mundial contra la Rusia imperialista.

 

Bret Stephens, ex editor en jefe del Jerusalem Post, comentó en The New York Times en un artículo de opinión muy revelador: “En algún momento de los últimos 30 años, el concepto de “mundo libre” cayó en desgracia. (…) La última forma de consolidar la dictadura es desacreditar la democracia, hacerla parecer dividida, cansada y corrupta. (…) El método más efectivo es un juego de poder contundente que expone la brecha entre la retórica altisonante de Occidente sobre la democracia, los derechos humanos y el derecho internacional, y sus cálculos poco heroicos sobre la ventaja comercial, el gasto militar, la dependencia energética y los riesgos estratégicos (…) La respuesta a más largo plazo es restaurar el concepto del mundo libre. ¿Qué significa ese término? No es solo una lista de estados que resultan ser democracias liberales, algunos unidos por alianzas de tratados como la OTAN o bloques comerciales regionales como la Unión Europea. El mundo libre es la idea más amplia de que las democracias del mundo están unidas por compromisos compartidos y fundamentales con la libertad y la dignidad humanas; que esos compromisos trascienden la política y las fronteras nacionales; y que ningún pueblo libre puede ser indiferente al destino de cualquier otro pueblo libre, porque el enemigo de cualquier democracia es, en última instancia, el enemigo de todas las demás.” [13]

 

Sin embargo, es muy difícil criticar tanto a China como a Rusia por ser tales regímenes bonapartistas si hay movimientos de protesta impresionantes y militantes contra la política del Covid en tantos países imperialistas occidentales. Cuando miramos las protestas en Alemania como ejemplo, las siguientes descripciones son reveladoras: ““Lo que los une es la frustración, no solo con las políticas de COVID-19 sino también con la democracia, con las instituciones políticas. En los círculos antropósofos, las actitudes antimodernas también juegan un papel”, dice a DW el sociólogo Johannes Kiess de la Universidad de Siegen en Alemania.  (…) Según un estudio de la Universidad de Basilea, las raíces de las protestas en el suroeste de Alemania están en el movimiento alternativo de izquierda, mientras que, en el este de Alemania, los manifestantes suelen ser miembros de la Alternativa para Alemania (AfD) de derecha.” [14]

 

Pero, como afirma correctamente la misma fuente, este también es el caso de otros países europeos: ““Básicamente, siempre se trata de mucho más que Corona”, explicó Kiess. En Francia, dijo, las manifestaciones solo estaban vinculadas superficialmente a la "En realidad, siempre se trató de Macron y su estilo de política". En los Países Bajos, también, las protestas estuvieron vinculadas a las críticas a las políticas sociales del gobierno. “No se puede subestimar la cantidad de combustible que se puede encender fácilmente”. En Sajonia, los principales problemas fueron el desencanto con la política y la democracia: "Allí no hay confianza en los políticos””. [15]

 

Lo que nos lleva al último y más importante factor para el cambio de estrategia de la Contrarrevolución del COVID en varios países imperialistas occidentales: la falta de apoyo organizado a estas medidas antidemocráticas y las enormes movilizaciones de masas contra esos ataques.

 

La forma de protesta probablemente más organizada ocurrió en Dinamarca con un movimiento bastante militante y muy progresista llamado “Hombres de Negro”. [16] Dirigido por unas pocas figuras públicas de las cuales el rapero Ali Sufi podría ser el más destacado, el movimiento no solo ha organizado varias grandes manifestaciones basadas en la movilización de masas populares (incluidos los inmigrantes propalestinos). Ali Sufi describió el carácter del movimiento comparándolo con el desarrollo de la socialdemocracia en la década de 1870, [17] siendo él mismo probablemente el más destacado en las protestas por proporcionar el primer párrafo del himno “Mette Ciao” (el resto está escrito por el rapero Daniel Rozenberg, [18] utilizando la melodía y la estructura de la canción antifascista Bella Ciao y dirigiéndola contra la primera ministra Mette Frederiksen). También han estado bajo severos ataques por varios disturbios muy militantes contra la policía. Si bien las figuras públicas del movimiento se han distanciado de tales incidentes violentos, estos hechos mostraron al aparato de represión el potencial de explosiones en la lucha de clases si las medidas bonapartistas continuaran. Italia ha sido testigo de importantes huelgas de trabajadores portuarios y otros trabajadores contra la aplicación del Green Pass. Francia ha visto sus mayores movilizaciones desde los Gilets Jaunes (Chalecos Amarillos). Muchos otros países (incluidos Alemania y Austria) también se pueden nombrar aquí.

 

En general, es la combinación de todos estos factores mencionados lo que ha provocado el cambio reciente en la Estrategia bonapartista sobre el Covid por parte de los gobiernos burgueses en Europa y más allá.

 

 

 

¿Se ha terminado?

 

 

 

Para los verdaderos marxistas, el levantamiento de las medidas es un respiro en la lucha contra el monstruo bonapartista. Pero sería ingenuo creer que la guerra ya ha terminado. Mientras que algunas partes de la burguesía se han metido en grandes problemas debido a que las restricciones han afectado duramente a su industria, otras partes, especialmente el capital monopolista, han dado grandes pasos hacia adelante, obteniendo ganancias y preparando al mundo para ser dominado por ellos. Además, los gobiernos capitalistas pueden haber perdido algo de popularidad y uno u otro político, hasta gobiernos completos, podrían caer pronto en consecuencia.

 

Sin embargo, a largo plazo, han logrado recopilar cantidades masivas de datos que pueden alimentar y alimentarán la inteligencia artificial utilizada para la vigilancia. [19] El software de reconocimiento facial en el mundo imperialista occidental será más capaz de competir con el software mucho más desarrollado utilizado por el régimen en China. [20] Un ejemplo de esto es el lanzamiento de un software de reconocimiento facial para cámaras corporales utilizadas por soldados israelíes. ¡El software puede reconocer la identidad de individuos en multitudes más grandes, incluso si las caras están cubiertas o camufladas y puede compararlas con fotografías recopiladas de las últimas décadas! [21]

 

Como era de esperar, el software de reconocimiento facial capaz de funcionar bien incluso con las caras cubiertas se desarrolló durante la Contrarrevolución del COVID. “La pandemia de COVID-19 ha impulsado la expansión y el desarrollo acelerado de varias tecnologías sin contacto, siendo el reconocimiento facial una de ellas. Hablamos con el director ejecutivo Rob Watts, de la compañía de software de reconocimiento facial de vanguardia Corsight, sobre el papel cada vez mayor de la tecnología de reconocimiento facial dentro del espacio de viajes, y cómo puede beneficiar tanto a los consumidores como a las partes interesadas de la industria en medio de COVID-19 y más allá. (...) La IA autónoma de Corsight es esencialmente un software de grado militar y representa una gran evolución sobre el tipo de tecnología de reconocimiento facial que estamos acostumbrados a usar. “Podemos identificar a alguien con un giro de cabeza de 90 grados. Podemos identificar a alguien con una cámara con una inclinación de 70 grados, podemos identificar a alguien con una máscara facial, no solo con una máscara facial, sino con una máscara de esquí... con sombrero, anteojos, todo eso”, dijo Watts. “Y, asombrosamente, Podemos identificar a alguien que ahora tiene 50 años a partir de una fotografía de ellos a los 17 años.” [22]

 

Las aplicaciones que se han impuesto a las personas como método para rastrear los casos de corona han sido y serán utilizadas por el aparato de represión. Un famoso ejemplo reciente de esto son los escándalos en torno a la aplicación de seguimiento Corona Luca en Alemania, que ha sido utilizada por la policía alemana para localizar a los sospechosos de la policía. [23]

 

Además, el objetivo estratégico tanto de la industria tecnológica como del propio capitalista estatal de hacer cumplir la digitalización de la fuerza laboral ha dado pasos increíblemente grandes durante la pandemia. Hay que tener claro que el imperialismo occidental con su historia específica de neoliberalismo nunca habría sido capaz de impulsar la digitalización tan lejos en tan poco tiempo si no fuera por el uso de un escenario catastrófico, una gran amenaza para el público. “Si bien es cierto que muchas empresas operaron con éxito antes de la COVID-19, el brote hizo que incluso más organizaciones aceleraran rápidamente la adopción digital e implementaran las mejores prácticas que hasta ahora eran “agradables de tener”. En pocas palabras, COVID-19 puso fin al período de aplazamiento digital, sirviendo como combustible más ligero para la transformación digital. Aquellos que no estaban listos se vieron obligados a condensar más de cinco años de adopción digital en un período de seis meses, dijo Tom Puthiyamadam, líder digital global de PwC con sede en la ciudad de Nueva York. [24] Si bien Big Pharma realmente obtuvo grandes ganancias durante la pandemia, el ganador final de esto podría ser el sector tecnológico.

 

Finalmente, la movilización durante la pandemia por parte del aparato estatal es hasta cierto punto comparable con la movilización para una guerra. Si bien sucedió en un nivel más bajo que una movilización de guerra real, incluso se usó el mismo vocabulario en las primeras etapas de la Contrarrevolución COVID cuando la burguesía declaró explícitamente la guerra contra el virus. “El mundo está “en guerra” contra el COVID-19, dice el jefe de la ONU, quien pide la aplicación de la lógica de tiempos de guerra al acceso desigual a las armas necesarias para combatir la pandemia. Al dirigirse a la apertura de la asamblea anual de los estados miembros de la Organización Mundial de la Salud el lunes, el secretario general de la ONU, Antonio Guterres, condenó el “tsunami de sufrimiento” provocado por la crisis del coronavirus. (…) “Necesitamos la lógica y la urgencia de una economía de guerra, para potenciar la capacidad de nuestras armas”, dijo. [25]

 

En esta simulación de una movilización de guerra, los militares se usaron oficialmente para apoyar al público en esta crisis de salud. En realidad, no sólo los recursos de los militares se utilizaron en la vida civil. Un público que no estaba acostumbrado a ver militares en la calle, en edificios públicos, incluidos hospitales e incluso escuelas, al menos desde el final de la Segunda Guerra Mundial, fue entrenado para aceptar esto como una “nueva normalidad”. Un público que no estaba acostumbrado a recibir órdenes de arresto domiciliario y toques de queda se vio obligado a encerrarse. Un público al que no se solía obligar a limitar o incluso detener por completo el contacto social se vio obligado a hacerlo a medida que se impusieron medidas de distanciamiento social. El hecho de que la burguesía haya logrado implementar todo esto al menos por un cierto tiempo podría ser su mayor victoria. Han roto el hielo para futuras movilizaciones contrarrevolucionarias. [26]

 

Por ahora, y con todos y cada uno de los levantamientos de una restricción, parece que hemos ganado los sectores de las masas populares que se opusieron a esos ataques bonapartistas. Y honestamente, todos nosotros hemos merecido ver esto como una victoria. Sin embargo, los verdaderos marxistas en los movimientos de masas deben ser conscientes de que esto es solo un breve descanso, un breve respiro en la lucha contra el monstruo bonapartista.

 

Veremos, si los ataques antidemocráticos se lanzan nuevamente bajo el pretexto de una nueva y más severa ola de COVID. Tal vez, la próxima vez el estado bonapartista levante su fea cabeza con el pretexto de luchar contra la Crisis Climática (que fue provocada por los propios capitalistas). Tal vez lo intentarán más abiertamente cuando se acelere el belicismo entre los estados imperialistas respectivamente sus representantes. Tal vez sea algo nuevo, algo que realmente no podríamos haber visto venir. Nuestra victoria, por gloriosa que se sienta y por mucho que debamos disfrutarla en este momento, puede y debe darnos las fortalezas que necesitaremos para luchar contra futuros ataques por venir. El monstruo bonapartista ha despertado y se necesitará mucho más de nosotros para derrotarlo de verdad.
