Introduction

 

 

 

The Revolutionary Communist International Tendency (RCIT) has repeatedly pointed to the historical meaning of the Ukraine War and the escalating tensions between the Great Powers. [1] We explained that these events have provoked a sharp rupture in the world situation with long-term consequences. [2] In the article at hand, we do not intend to repeat our analysis. We shall rather discuss another, albeit related, issue.

 

We consider the current conflict as a fundamental event also because we are convinced that similar events will take place more often in the coming period. Therefore, the ability or disability to understand the complex character of the current war and the ability or disability to derive the correct tactical conclusions – all this reveals if a socialist organization is capable of standing such a historic test. They are such tests not only because of the crucial character of this event for the current world situation but also because they are harbingers of how such forces will position themselves in future, similar conflicts.

 

Hence, those who fail today, who are unable to draw the right lessons, those are doomed to repeat such betrayals in the liberation struggle of the workers and oppressed in the future. In the following, we will elaborate on this in more detail.

 

 

 

The dual character of the current conflict and our tactics

 

 

 

As the RCIT has demonstrated in its documents since the 24 February, the current conflict has a complex, contradictory character – or to be more precisely, it has a dual character. The failure to understand this has caused numerous reformist and centrist leftists to arrive at reactionary conclusions. We noted in our Manifesto, published a few days after the beginning of the war:

 

It is impossible to have a correct orientation in the current world situation without understanding the complex nature of regional and global contradictions between the classes and the powers. The basis of a correct analysis is the recognition of the fact that we currently face two lines of contradictions. The two processes are interdependent and influence each other but they are not identical. Every opportunist deviation – either towards Russian imperialism or towards Western imperialism – has its theoretical basis in the failure to understand the contradictory character of the current situation.

 

The Russian invasion in the Ukraine is the result of the imperialist character of Russia as well as the escalation of tensions between the Great Powers in East and West. Therefore, the resistance of the Ukrainian people is a just war of defense against an imperialist attack. At the same time, the Western imperialist powers try to utilize this war for their own interests. The ruling class in the European Union and the U.S. exploit the war as a pretext to accelerate militarism and armament. They try to utilize Zelensky – a willing lackey of U.S. and EU imperialism – in order to transform the just struggle of the Ukrainian people into a proxy war.[3]

 

Such dual character of the current conflict has essentially remained in place since we published these lines.

 

From such an analysis we have concluded that the national war of defence of the Ukrainian people had a progressive and legitimate character and, therefore, socialists must support their resistance against the invasion of imperialist Russia. At the same time, we also recognize the reactionary character of the inter-imperialist rivalry between the Great Powers. In this conflict, socialists oppose both camps – Russia as well as NATO. We summarized our position in the following slogans:

 

* Defend the Ukraine! Defeat Russian imperialism! International popular solidarity with the Ukrainian national resistance – independent of any imperialist influence!

 

* Down with all imperialist powers – NATO and EU as well as Russia! In all conflicts between these powers, revolutionaries oppose both camps!

 

 

 

Why shall such events take place more often?

 

 

 

As we mentioned above, there can be no doubt that similar events with contradictory character will take place more often in the coming period. This is inevitable for the following reasons.

 

* The deep crisis of global capitalism – economic, social, and political – pushes all Great Powers to extend their spheres of influence. [4] These powers will therefore try to subjugate semi-colonial countries directly or indirectly even more than they did in the past (via military attacks, economic sanctions, diplomatic pressure, etc.).

 

* For the same reason, the interests of these Great Powers will collide collide with increasing ferocity. Hence, there will be more sanctions, more military threats, etc. and – as a result – a growing danger of open wars between the imperialist states.

 

* It is therefore inevitable that a Great Power will try to exploit a conflict, in which its rival is involved, for its own interests. Hence, it is increasingly likely that one camp will send weapons to opponents who are facing aggression by the rivalling imperialist camp (as it currently takes place in the Ukraine War where NATO countries send military aid to the Zelensky government).

 

We have seen such events repeatedly in the past in periods of capitalist crisis. See for example Germany’s support for the Easter Rising in Ireland 1916 or Britain’s support for the Arab Rebellion during World War I. In both cases did socialists support these liberation struggles despite the interference by an imperialist power. [5]

 

Another example is the Sino-Japanese War from 1937 onwards where the U.S. sent aid to the Chinese government of Chiang Kai-shek and imposed draconic sanctions against Japan. While Trotsky and the Fourth International supported the Chinese side, they continued to oppose Japanese as well as U.S. imperialism. [6]

 

And to mention one more event of complex character, take World War II which was, on one hand, an inter-imperialist conflict with Germany, Italy and Japan fighting against the Western Allies. In this conflict, Marxists could not support either of these camps. However, there was also the war of the USSR against Germany, of China against Japan as well as of the oppressed people in Europe against the Nazi occupation. In these conflicts, Marxists supported the just liberation wars against the imperialist aggressors. [7]

 

Of course, socialists need to combat imperialist interference in a given liberation struggle at each and every occasion. But this must not result in negating the progressive content of such popular rebellions and wars.

 

Lenin summarized quite well the approach of Marxists on just liberation struggles of the oppressed despite imperialist interference: “The general staffs in the current war are doing their utmost to utilise any national and revolutionary movement in the enemy camp: the Germans utilise the Irish rebellion, the French—the Czech movement, etc. They are acting quite correctly from their own point of view. A serious war would not be treated seriously if advantage were not taken of the enemy’s slightest weakness and if every opportunity that presented itself were not seized upon, the more so since it is impossible to know beforehand at what moment, where, and with what force some powder magazine will “explode”. We would be very poor revolutionaries if, in the proletariat’s great war of liberation for socialism, we did not know how to utilise every popular movement against every single disaster imperialism brings in order to intensify and extend the crisis. If we were, on the one hand, to repeat in a thousand keys the declaration that we are “opposed” to all national oppression and, on the other, to describe the heroic revolt of the most mobile and enlightened section of certain classes in an oppressed nation against its oppressors as a “putsch”, we should be sinking to the same level of stupidity as the Kautskyites.[8]

 

 

 

The political collapse of the opportunist left

 

 

 

As a matter of fact, large sectors of the self-proclaimed “left” have failed to recognize the dual character of the current conflict and, consequently, they refuse to take a consistent internationalist and anti-imperialist position. In a recently published document on the world situation, we identified three trends of reactionary policy among these opportunist forces.

 

i) social-imperialism, i.e. direct or indirect support for an imperialist power (e.g. various Stalinist and Bolivarian parties supporting Russia; ex-Stalinist and left populist parties in Europe which support an independent foreign policy of EU imperialism or even participate in its government like in Spain);

 

ii) social-pacifism, i.e. impotent calls for “peace” without combining the struggle against war with the struggle against its material basis – capitalism – and without differentiating between progressive wars of oppressed people which deserve the support of socialists (like the resistance of the Ukrainian people) and reactionary wars which socialists can not support (such a policy is advocated by all kind of petty-bourgeois pacifists, Stalinists, reformists etc.);

 

iii) imperialist economism, i.e. denying the legitimate nature of the struggle of the Ukrainian people fighting against national subjugation by an imperialist power and subordinating this just war as a negligible detail to the rivalry between the Great Powers (such a position is supported by various Stalinist parties close to the Greek KKE as well as by numerous Trotskyite centrists like the CWI, ISA, IMT, IST, PTS/FT etc.).[9]

 

We can draw from this a few conclusions. In order to take a correct position in the Ukraine War and in similar, future conflicts, it is a precondition to recognize the imperialist character not only of the old Western powers (U.S., Western Europe and Japan) but also of the new, emerging powers – China and Russia. We have analysed in extenso Russian [10] as well as Chinese imperialism [11] and refer interested readers to our respective works.

 

 

 

The failure to understand the imperialist character of Russia and its consequences

 

 

 

Recognizing the imperialist character of Russia is a condition sine qua non for understanding the nature of the war between Russia and the Ukraine as o conflict between an imperialist power and a non-imperialist, semi-colonial country. Furthermore, such recognition is crucial to recognize the nature of the conflict between NATO and Russia as inter-imperialist rivalry which is reactionary on both sides and where socialists have to oppose both camps. [12]

 

Those who refuse to recognize the nature of Russian imperialism (and the same is true for China) are prone to fail taking the side of the oppressed people in the Ukraine War respectively in similar events in the future. And they are also prone to fail taking a revolutionary defeatist position opposing each and every Great Power in inter-imperialist conflicts.

 

We have seen numerous examples for such opportunist forces which deny the imperialist character of Russia and, therefore, refuse to defend the Ukraine. Examples for such are various Stalinist parties, [13] the Argentinean PO [14] and its affiliates (like DIP, EEK, etc.), the PTS/FT [15], Alan Woods’ IMT [16], Peter Taaffe’s CWI, various Stalinophile groups of the so-called Spartacist family, etc.

 

It is not accidental that these forces have also often refused to defend other oppressed people against imperialist aggression in the past. To provide a few examples, we refer to the failure of Stalinist parties to support the Syrian Revolution against Assad the butcher and against Russia’s military intervention, to support the Chechen people against the Russian occupation or to support the Afghan resistance against the Western occupation. [17] The IMT, the CWI and the PTS/FT (as well as the Spartacists) also refused to side with the Syrian people after the first few years of the rebellion. [18] Likewise, most of these organizations also failed to support Argentina against British imperialism in the Malvinas War in 1982 or to side with Hamas against the Israeli aggression. [19]

 

As we can see that there exists an inner logic. The failure to recognize the imperialist character of Russia and China is closely connected with the failure to defend oppressed people against reactionary regimes and powers. It is therefore inevitable that these organizations will continue repeating their social-imperialist policy, that they will continue their refusal to join the camp of the oppressed.

 

For the same reason, such forces are prone to fail taking a revolutionary defeatist position against both imperialist camps. Such failure can result either in explicit support for Russia or China. Or it can result in implicit support for these powers when such reformist and centrist organization basically criticise only the Western imperialists but not (or only in passing) their Eastern rivals. [20]

 

 

 

The theory of the “lesser evil” imperialism

 

 

 

Another form of social-imperialism is the policy of those opportunist leftists who formally recognize the imperialist character of both camps but negate the anti-imperialist conclusions from such an assessment. Effectively, they advocate the idea that of one power is the “lesser evil” imperialist compared to its rival. Stalinism introduced such a theory after the conclusion of its pact with France in 1935 when Western powers became the “lesser” imperialist compared with Nazi-Germany. Today we see similar examples with those organizations which fail to refuse, or even explicitly support, sanctions of Western imperialist powers against Russia. [21]

 

Those who fail to take a consistent defeatist line in conflicts between imperialist powers today, those who consider it as permissible to support (“critically” or uncritically) acts of economic or diplomatic aggression of one Great Power against its rival – those are condemned to repeat such social-imperialist capitulation in the future. No socialist must forget that it is a fundamental principle of Marxism to refuse any support for one imperialist power or the other in such conflicts.

 

 

 

The poison of pacifism and reactionary abstentionism: a variation of social-imperialism

 

 

 

Pacifism and reactionary abstentionism – two other trends of reactionary policy in the Ukraine War – also constitute a grave danger for the liberation struggle of the oppressed. As we have dealt with the program of pacifism in extenso in another recently published essay, we will focus at this place on the policy of reactionary abstentionism. [22]

 

A number of “left-wing” forces formally recognize the imperialist character of Russia and the inter-imperialist nature of the conflict between NATO and Russia. However, they ignore the legitimate national and democratic character of the Ukrainian resistance. They rather claim that the war has no independent meaning but is supposedly just a proxy conflict between NATO and Russia. Effectively, such a policy is a repetition of what Lenin called “imperialist economism” – a program which denies the legitimate and progressive character of national and democratic struggles of oppressed peoples, and which consequently subordinates such struggles to an abstract, general “anti-imperialism”.

 

Examples for such a policy of reactionary abstentionism are various Stalinist parties close to the Greek KKE as well as Trotskyite centrists like the ISA or the IST in the tradition of Tony Cliff. [23]

 

Again, we must point out that the failure of these forces is not accidental but is based in their long-standing tradition. The Stalinists have supported the Assad regime in Syria, and the ISA and the IST have also refused to support the Syrian popular struggle for many years. [24] Likewise, the ISA (which was part of the CWI at that time) as well as the IST failed to defend Argentina against Britain in 1982. [25] They also share the shameful tradition of refusing to support the Irish freedom struggle in the North against British occupation. [26]

 

It is therefore inevitable that these Stalinist and pseudo-Trotskyist organizations will continue to refuse support for the liberation struggles of oppressed people. They will continue finding excuses why they can’t support the oppressed people against an imperialist aggressor. Make no mistake: those who have repeatedly failed to side with just liberation struggle, those who refuse to learn from their mistakes – these people are doomed to remain, objectively, traitors of the oppressed peoples, they are doomed to remain, objectively, social-imperialist supporters of the oppressors!

 

At this point we would like to add that we are fully aware that the character of a conflict like the Ukraine War can change. As we said in past documents, it would be nonsense to exclude such a possibility given the combined and contradictory character of this war. For example, a direct military intervention of NATO could result in such a transformation from a just war of national defence into an inter-imperialist proxy war. If such a transformation would take place, revolutionaries would be obligated to change their tactics and to stand for the defeat of Russian imperialism as well as of the Western imperialists resp. their proxy in Kyiv. But, we repeat, this is only a possibility in the future and revolutionaries base their strategy on the facts of today and not on speculations about tomorrow.

 

 

 

Learn the lessons, break with the traitors!

 

 

 

It is crucial for authentic socialists to learn the lessons of historic tests like the Ukraine War and the current confrontation between the Great Powers. Let us briefly summarizes these lessons.

 

1) Socialists must have a clear theoretical analysis of the imperialist Great Powers. There is no place for intellectual sluggishness and theoretical neanderthalism! Therefore, recognition of the imperialist character not only of the U.S., Western Europe and Japan but also of Russia and China is a precondition for Marxists in order to understand the character of the current historic period.

 

2) Socialists must never support one Great Power against another. They must rather oppose both sides. Likewise, socialists must not support any form of chauvinist Great Power policy (like sanctions etc.).

 

3) Socialists must stand with an oppressed people which is under attack of an imperialist aggressor. They have to advocate support for the just war of national defence (including calling for military aid) and for the defeat of the imperialist camp.

 

4) Socialists must oppose and denounce all forms of pacifism. Such a petty-bourgeois ideology only creates illusions in a non-violent path towards liberation. It also means, effectively, sabotage of military support for the oppressed. In addition, it can result in the situation that the aggressor can retain occupied territory.

 

5) Socialists must denounce reactionary abstentionism in a just war of liberation. Such abstentionism effectively means support for the camp of the aggressor.

 

6) Socialists must break with all organizations which advocate such policy of social-imperialism, pacifism and abstentionism. This is even more urgent since most of these reformist and centrist organizations have a long tradition of such anti-Marxist policy.

 

7) Socialists who support a consistent internationalist and anti-imperialist program must draw conclusions. They must break – politically as well as organizationally – with all organizations which fail to fight for such a program. Make no mistake: one can not genuinely fight against imperialist rape of oppressed people, one can not genuinely oppose all Great Powers without a clear and decisive rupture with the opportunist left! These reformist and centrist forces are an obstacle in the revolutionary struggle for liberation!

 

8) Socialists who draw such conclusions should join forces with those who have proven over many years that they defend – in words and deeds – the original program of Marxism in the tradition of Lenin and Trotsky! The RCIT looks forward collaborating with all these comrades! It is only on the basis of such a consistent internationalist and anti-imperialist line that we can rebuild a Revolutionary World Party!

Introducción

 

 

 

La Corriente Comunista Revolucionaria Internacional (CCRI) ha señalado repetidamente el significado histórico de la Guerra de Ucrania y la escalada de tensiones entre las Grandes Potencias. [1] Explicamos que estos hechos han provocado una fuerte ruptura en la situación mundial con consecuencias a largo plazo. [2] En el artículo que nos ocupa, no pretendemos repetir nuestro análisis. Más bien discutiremos otro tema, aunque relacionado.

 

Consideramos el conflicto actual como un evento fundamental también porque estamos convencidos de que eventos similares ocurrirán con más frecuencia en el próximo período. Por lo tanto, la capacidad o incapacidad para comprender el carácter complejo de la guerra actual y la capacidad o incapacidad para derivar las conclusiones tácticas correctas, todo esto revela si una organización socialista es capaz de superar una prueba tan histórica. Son tales pruebas no solo por el carácter crucial de este evento para la situación mundial actual, sino también porque son presagios de cómo tales fuerzas se posicionarán en futuros conflictos similares.

 

Por lo tanto, aquellos que fracasan hoy, que son incapaces de sacar las lecciones correctas, están condenados a repetir tales traiciones en la lucha de liberación de los trabajadores y oprimidos en el futuro. A continuación, desarrollaremos esto con más detalle.

 

 

 

El carácter dual del conflicto actual y nuestras tácticas

 

 

 

Como ha demostrado la CCRI en sus documentos desde el 24 de febrero, el conflicto actual tiene un carácter complejo, contradictorio o, mejor dicho, tiene un carácter dual. La falta de comprensión de esto ha provocado que numerosos reformistas y centristas de izquierda lleguen a conclusiones reaccionarias. Apuntábamos en nuestro Manifiesto, publicado pocos días después del comienzo de la guerra:

 

Es imposible tener una orientación correcta en la situación mundial actual sin comprender la naturaleza compleja de las contradicciones regionales y globales entre las clases y los poderes. La base de un análisis correcto es el reconocimiento del hecho de que actualmente nos enfrentamos a dos líneas contradictorias, dos procesos que son interdependientes y se influyen mutuamente, aunque no resultan idénticos. Toda desviación oportunista, ya sea hacia el imperialismo ruso o hacia el imperialismo occidental, tiene su base teórica en la incapacidad de comprender el carácter contradictorio de la situación actual.

 

La invasión rusa en Ucrania es el resultado del carácter imperialista de Rusia, así como de la escalada de tensiones entre las grandes potencias de Oriente y Occidente, lo que significa que la resistencia del pueblo ucraniano es una guerra justa de defensa contra un ataque imperialista. Al mismo tiempo, las potencias imperialistas occidentales tratan de utilizar esta guerra para sus propios intereses, ya que las clases dominantes en la Unión Europea y los Estados Unidos la explotan como pretexto para acelerar el militarismo. En ese sentido, intentan utilizar a Zelensky, un lacayo voluntario del imperialismo estadounidense y de la UE, para transformar la lucha justa del pueblo ucraniano en una guerra de poder.” [3]

 

Ese carácter dual del conflicto actual se ha mantenido esencialmente desde que publicamos estas líneas.

 

De tal análisis hemos concluido que la guerra nacional de defensa del pueblo ucraniano tuvo un carácter progresista y legítimo y, por lo tanto, los socialistas deben apoyar su resistencia contra la invasión de la Rusia imperialista. Al mismo tiempo, también reconocemos el carácter reaccionario de la rivalidad interimperialista entre las Grandes Potencias. En este conflicto, los socialistas se oponen a ambos campos: Rusia y la OTAN. Resumimos nuestra posición en las siguientes consignas:

 

* ¡Defender Ucrania! ¡Derrotar al imperialismo ruso! ¡Solidaridad popular internacional con la resistencia nacional ucraniana, independientemente de cualquier influencia imperialista!

 

* ¡Abajo todas las potencias imperialistas: la OTAN y la UE, así como Rusia! ¡En todos los conflictos entre estas potencias, los revolucionarios se oponen a ambos campos!

 

 

 

¿Por qué tales eventos se llevarán a cabo con más frecuencia?

 

 

 

Como mencionamos anteriormente, no puede haber duda de que eventos similares con carácter contradictorio ocurrirán con mayor frecuencia en el próximo período. Esto es inevitable por las siguientes razones.

 

* La profunda crisis del capitalismo global -económica, social y política- empuja a todas las Grandes Potencias a ampliar sus esferas de influencia. [4] Por lo tanto, estas potencias intentarán subyugar a los países semicoloniales directa o indirectamente incluso más que en el pasado (a través de ataques militares, sanciones económicas, presión diplomática, etc.).

 

* Por la misma razón, los intereses de estas Grandes Potencias chocarán con creciente ferocidad. Por lo tanto, habrá más sanciones, más amenazas militares, etc. y, como resultado, un peligro creciente de guerras abiertas entre los estados imperialistas.

 

* Por lo tanto, es inevitable que una Gran Potencia intente explotar un conflicto, en el que está involucrado su rival, para sus propios intereses. Por lo tanto, es cada vez más probable que un campo envíe armas a los oponentes que enfrentan la agresión del campo imperialista rival (como ocurre actualmente en la Guerra de Ucrania, donde los países de la OTAN envían ayuda militar al gobierno de Zelensky).

 

Hemos visto tales eventos repetidamente en el pasado en períodos de crisis capitalista. Véase, por ejemplo, el apoyo de Alemania al Levantamiento de Pascua en Irlanda de 1916 o el apoyo de Gran Bretaña a la Rebelión Árabe durante la Primera Guerra Mundial. En ambos casos, los socialistas apoyaron estas luchas de liberación a pesar de la interferencia de una potencia imperialista. [5]

 

Otro ejemplo es la Guerra Sino-japonesa de 1937 en adelante, donde Estados Unidos envió ayuda al gobierno chino de Chiang Kai-Shek e impuso sanciones draconianas contra Japón. Si bien Trotsky y la Cuarta Internacional apoyaron al lado chino, continuaron oponiéndose al imperialismo japonés y estadounidense. [6]

 

Y para mencionar un evento más de carácter complejo, tomemos la Segunda Guerra Mundial que fue, por un lado, un conflicto interimperialista con Alemania, Italia y Japón luchando contra los aliados occidentales. En este conflicto, los marxistas no pudieron apoyar a ninguno de estos campos. Sin embargo, también hubo la guerra de la URSS contra Alemania, de China contra Japón, así como de los pueblos oprimidos de Europa contra la ocupación nazi. En estos conflictos, los marxistas apoyaron las justas guerras de liberación contra los agresores imperialistas. [7]

 

Por supuesto, los socialistas necesitan combatir la interferencia imperialista en una lucha de liberación determinada en todas y cada una de las ocasiones. Pero esto no debe resultar en la negación del contenido progresista de tales rebeliones y guerras populares.

 

Lenin resumió bastante bien el enfoque de los marxistas sobre las justas luchas de liberación de los oprimidos a pesar de la interferencia imperialista: “En la guerra presente, los Estados Mayores Generales se esfuerzan meticulosamente por aprovechar todo movimiento nacional y revolucionario en el campo enemigo: los alemanes, la insurrección irlandesa, los franceses, el movimiento checo, etc. Y, desde su punto de vista, proceden con todo acierto. No se puede adoptar una actitud seria ante una guerra seria sin utilizar la más mínima debilidad del adversario, sin aprovechar cada oportunidad, tanto más que es imposible saber por anticipado en qué momento y con qué fuerza "volará" acá o allá uno u otro polvorín. Seríamos muy malos revolucionarios si en la gran guerra liberadora del proletariado por el socialismo no supiéramos aprovechar cualquier movimiento popular contra diversas calamidades del imperialismo a fin de exacerbar y ampliar la crisis.” [8]

 

 

 

El colapso político de la izquierda oportunista

 

 

 

De hecho, amplios sectores de la autodenominada “izquierda” no han sabido reconocer el carácter dual del conflicto actual y, en consecuencia, se niegan a asumir una posición consecuente internacionalista y antiimperialista. En un documento publicado recientemente sobre la situación mundial, identificamos tres tendencias de política reaccionaria entre estas fuerzas oportunistas.

 

i) socialimperialismo, es decir, apoyo directo o indirecto a una potencia imperialista (por ejemplo, varios partidos estalinistas y bolivarianos que apoyan a Rusia; partidos populistas de izquierda y ex-estalinistas en Europa que apoyan una política exterior independiente del imperialismo de la UE o incluso participan en su gobierno como en España);

 

ii) social-pacifismo, es decir, llamados impotentes a la “paz” sin combinar la lucha contra la guerra con la lucha contra su base material – el capitalismo – y sin diferenciar entre guerras progresivas de pueblos oprimidos que merecen el apoyo de los socialistas (como la resistencia del pueblo ucraniano) y guerras reaccionariasque los socialistas no pueden apoyar (tal política es defendida por todo tipo de pacifistas pequeñoburgueses, estalinistas, reformistas, etc.);

 

iii) economicismo imperialista, es decir, negar el carácter legítimo de la lucha del pueblo ucraniano que lucha contra el sometimiento nacional por parte de una potencia imperialista y subordinar esta guerra justa como un detalle insignificante a la rivalidad entre las Grandes Potencias (tal posición es apoyada por varios partidos estalinistas cercanos a la KKE griego, así como por numerosos centristas trotskistas como La CWI, ISA, IMT, IST, PTS/FT, etc.).” [9]

 

De esto podemos sacar algunas conclusiones. Para tomar una posición correcta en la Guerra de Ucrania y en conflictos futuros similares, es una condición previa reconocer el carácter imperialista no solo de las viejas potencias occidentales (EE.UU., Europa Occidental y Japón) sino también de las nuevas potencias emergentes – China y Rusia. Hemos analizado in extenso el imperialismo ruso [10] así como el chino [11] y remitimos a los lectores interesados a nuestros respectivos trabajos.

 

 

 

La falta de comprensión del carácter imperialista de Rusia y sus consecuencias

 

 

 

Reconocer el carácter imperialista de Rusia es una condición sine qua non para entender la naturaleza de la guerra entre Rusia y Ucrania como un conflicto entre una potencia imperialista y un país semicolonial no imperialista. Además, tal reconocimiento es crucial para reconocer la naturaleza del conflicto entre la OTAN y Rusia como una rivalidad interimperialista que es reaccionaria en ambos lados y donde los socialistas tienen que oponerse a ambos campos. [12]

 

Aquellos que se niegan a reconocer la naturaleza del imperialismo ruso (y lo mismo es cierto para China) son propensos a no ponerse del lado del pueblo oprimido en la Guerra de Ucrania, respectivamente, en eventos similares en el futuro. Y también son propensos a ser incapaces de tomar una posición derrotista revolucionaria oponiéndose a todas y cada una de las Grandes Potencias en los conflictos interimperialistas.

 

Hemos visto numerosos ejemplos de tales fuerzas oportunistas que niegan el carácter imperialista de Rusia y, por lo tanto, se niegan a defender a Ucrania. Ejemplos de ello son varios partidos estalinistas, [13] el PO argentino [14] y sus afiliados (como DIP, EEK, etc.), el PTS/FT [15], la IMT de Alan Woods [16] , la CWI de Peter Taaffe, varios grupos estalinófilos de la llamada familia espartaquista, etc.

 

No es casualidad que estas fuerzas también se hayan negado a menudo a defender a otros pueblos oprimidos contra la agresión imperialista en el pasado. Para dar algunos ejemplos, nos referimos a la negativa de los partidos estalinistas a apoyar la revolución siria contra el carnicero Assad y contra la intervención militar de Rusia, a apoyar al pueblo checheno contra la ocupación rusa o a apoyar la resistencia afgana contra la ocupación occidental. [17] La IMT, la CWI y el PTS/FT (así como los espartaquistas) también se negaron a ponerse del lado del pueblo sirio después de los primeros años de la rebelión. [18] Asimismo, la mayoría de estas organizaciones tampoco apoyaron a Argentina contra el imperialismo británico en la Guerra de las Malvinas en 1982 ni se pusieron del lado de Hamas contra la agresión israelí. [19]

 

Como podemos ver, existe una lógica interna. La falta de reconocimiento del carácter imperialista de Rusia y China está estrechamente relacionada con la falta de defensa de los pueblos oprimidos contra los regímenes y poderes reaccionarios. Es pues inevitable que estas organizaciones sigan repitiendo su política socialimperialista, que sigan negándose a sumarse al campo de los oprimidos.

 

Por la misma razón, tales fuerzas son propensas a fracasar al tomar una posición derrotista revolucionaria contra ambos campos imperialistas. Tal fracaso puede resultar en un apoyo explícito a Rusia o China. O puede dar como resultado un apoyo implícito a estas potencias cuando dicha organización reformista y centrista critica básicamente solo a los imperialistas occidentales, pero no (o solo de pasada) a sus rivales orientales. [20]

 

 

 

La teoría del imperialismo “mal menor”

 

 

 

Otra forma de socialimperialismo es la política de esos izquierdistas oportunistas que reconocen formalmente el carácter imperialista de ambos campos, pero niegan las conclusiones antiimperialistas de tal evaluación. Efectivamente, defienden la idea de que una potencia imperialista es el “mal menor” frente a su rival. El estalinismo introdujo tal teoría después de la conclusión de su pacto con Francia en 1935, cuando las potencias occidentales se convirtieron en el imperialismo “menor” en comparación con la Alemania nazi. Hoy vemos ejemplos similares con aquellas organizaciones que no rechazan, o ni siquiera apoyan explícitamente, las sanciones de las potencias imperialistas occidentales contra Rusia. [21]

 

Aquellos que no adopten hoy una línea derrotista consistente en los conflictos entre potencias imperialistas, aquellos que consideren permisible apoyar (“críticamente” o acríticamente) actos de agresión económica o diplomática de una Gran Potencia contra su rival, esos están condenados a repetir tal capitulación socialimperialista en el futuro. Ningún socialista debe olvidar que es un principio fundamental del marxismo negar cualquier apoyo a una u otra potencia imperialista en tales conflictos.

 

 

 

El veneno del pacifismo y el abstencionismo reaccionario: una variante del socialimperialismo

 

 

 

El pacifismo y el abstencionismo reaccionario, otras dos tendencias de la política reaccionaria en la Guerra de Ucrania, también constituyen un grave peligro para la lucha de liberación de los oprimidos. Como hemos tratado el programa del pacifismo in extenso en otro ensayo publicado recientemente, nos centraremos en este espacio en la política del abstencionismo reaccionario. [22]

 

Varias fuerzas de “izquierda” reconocen formalmente el carácter imperialista de Rusia y la naturaleza interimperialista del conflicto entre Rusia y la OTAN. Sin embargo, ignoran el legítimo carácter nacional y democrático de la resistencia ucraniana. Prefieren afirmar que la guerra no tiene un significado independiente, sino que supuestamente es solo un conflicto de poder entre la OTAN y Rusia. Efectivamente, tal política es una repetición de lo que Lenin llamó “economismo imperialista”, un programa que niega el carácter legítimo y progresista de las luchas nacionales y democráticas de los pueblos oprimidos y que, en consecuencia, subordina tales luchas a un “antiimperialismo” abstracto y general.

 

Ejemplos de tal política de abstencionismo reaccionario son varios partidos estalinistas cercanos al KKE griego, así como centristas trotskistas como la ISA o la IST en la tradición de Tony Cliff. [23]

 

Una vez más, debemos señalar que el fracaso de estas fuerzas no es accidental, sino que se basa en su larga tradición. Los estalinistas han apoyado al régimen de Assad en Siria, y la ISA y la IST también se han negado a apoyar la lucha popular siria durante muchos años. [24] Asimismo, la ISA (que era parte de la CWI en ese momento) así como la IST no lograron defender a Argentina contra Gran Bretaña en 1982. [25] También comparten la vergonzosa tradición de negarse a apoyar la lucha por la libertad irlandesa en el Norte contra la ocupación británica. [26]

 

Por lo tanto, es inevitable que estas organizaciones estalinistas y pseudotrotskistas continúen negándose a apoyar las luchas de liberación de los pueblos oprimidos. Seguirán encontrando excusas por las que no pueden apoyar al pueblo oprimido contra un agresor imperialista. No se equivoquen: aquellos que han fracasado repetidamente en ponerse del lado de la justa lucha por la liberación, aquellos que se niegan a aprender de sus errores, estas personas están condenadas a seguir siendo, objetivamente, traidores de los pueblos oprimidos, ¡están condenadas a seguir siendo, objetivamente, socialimperialistas partidarios de los opresores!

 

Llegados a este punto, nos gustaría añadir que somos plenamente conscientes de que el carácter de un conflicto como la Guerra de Ucrania puede cambiar. Como dijimos en documentos pasados, sería una tontería excluir tal posibilidad dado el carácter combinado y contradictorio de esta guerra. Por ejemplo, una intervención militar directa de la OTAN podría resultar en tal transformación de una guerra justa de defensa nacional en una guerra de poder interimperialista. Si tal transformación tuviera lugar, los revolucionarios se verían obligados a cambiar sus tácticas y defender la derrota del imperialismo ruso, así como de los imperialistas occidentales y su apoderado en Kiev. Pero, repetimos, esto es solo una posibilidad en el futuro y los revolucionarios basan su estrategia en los hechos de hoy y no en especulaciones sobre el mañana.

 

 

 

¡Aprender las lecciones, romper con los traidores!

 

 

 

Es crucial para los auténticos socialistas aprender las lecciones de pruebas históricas como la Guerra de Ucrania y la actual confrontación entre las Grandes Potencias. Resumamos brevemente estas lecciones.

 

1) Los socialistas deben tener un claro análisis teórico de las Grandes Potencias imperialistas. ¡No hay lugar para la lentitud intelectual y el neandertalismo teórico! Por lo tanto, el reconocimiento del carácter imperialista no solo de EE. UU., Europa Occidental y Japón, sino también de Rusia y China es una condición previa para que los marxistas comprendan el carácter del período histórico actual.

 

2) Los socialistas nunca deben apoyar a una Gran Potencia contra otra. Más bien deben oponerse a ambos lados. Del mismo modo, los socialistas no deben apoyar ninguna forma de política chovinista de Grandes Potencias (como sanciones, etc.).

 

3) Los socialistas deben apoyar a un pueblo oprimido que está bajo el ataque de un agresor imperialista. Tienen que abogar por el apoyo a la guerra justa de defensa nacional (incluyendo el llamado a la ayuda militar) y por la derrota del campo imperialista.

 

4) Los socialistas deben oponerse y denunciar todas las formas de pacifismo. Tal ideología pequeñoburguesa solo crea ilusiones en un camino no violento hacia la liberación. También significa, efectivamente, el sabotaje del apoyo militar a los oprimidos. Además, puede resultar en la situación de que el agresor pueda retener el territorio ocupado.

 

5) Los socialistas deben denunciar el abstencionismo reaccionario en una guerra justa de liberación. Tal abstencionismo significa efectivamente apoyo al campo del agresor.

 

6) Los socialistas deben romper con todas las organizaciones que defienden tal política de socialimperialismo, pacifismo y abstencionismo. Esto es aún más urgente ya que la mayoría de estas organizaciones reformistas y centristas tienen una larga tradición de tal política antimarxista.

 

7) Los socialistas que apoyen un programa internacionalista y antiimperialista consecuente deben sacar conclusiones. Deben romper, tanto política como organizativamente, con todas las organizaciones que no luchen por tal programa. No se equivoquen: ¡no se puede luchar genuinamente contra la violación imperialista de los pueblos oprimidos, no se puede oponer genuinamente a todas las grandes potencias sin una ruptura clara y decisiva con la izquierda oportunista! ¡Estas fuerzas reformistas y centristas son un obstáculo en la lucha revolucionaria por la liberación!

 

8) ¡Los socialistas que extraen tales conclusiones deberían unir fuerzas con aquellos que han demostrado durante muchos años que defienden, en palabras y hechos, el programa original del marxismo en la tradición de Lenin y Trotsky! ¡La CCRI espera poder colaborar con todos estos compañeros! ¡Solo sobre la base de una línea internacionalista y antiimperialista tan consecuente podemos reconstruir un Partido Revolucionario Mundial!

Введение

 

 

 

Революционная коммунистическая интернациональная тенденции (РКИТ) неоднократно указывала на исторический смысл войны на Украине и эскалации напряженности между великими державами. [1] Мы объясняли, что эти события спровоцировали резкий разрыв в мировой ситуации с долгосрочными последствиями. [2] В данной статье мы не намерены повторять наш анализ. Мы скорее обсудим другой, хотя и смежный вопрос.

 

Мы рассматриваем нынешний конфликт как фундаментальное событие еще и потому, что убеждены: в предстоящий период подобные события будут происходить все чаще. Поэтому способность или неспособность понять сложный характер нынешней войны, способность или неспособность сделать правильные тактические выводы - все это показывает, способна ли социалистическая организация выдержать такое историческое испытание. Они являются такими испытаниями не только потому, что это событие имеет решающее значение для нынешней мировой ситуации, но и потому, что они являются предвестниками того, как эти силы будут позиционировать себя в будущих, подобных конфликтах.

 

Поэтому те, кто потерпит неудачу сегодня, кто не сможет извлечь правильные уроки, те обречены на повторение подобных предательств в освободительной борьбе трудящихся и угнетенных в будущем. Далее мы остановимся на этом более подробно.

 

 

 

Двойственный характер текущего конфликта и наша тактика

 

 

 

Как показал РКИТ в своих документах, начиная с 24 февраля, нынешний конфликт имеет сложный, противоречивый характер - точнее, он имеет двойственный характер. Непонимание этого привело многих реформистских и центристских левых к реакционным выводам. Мы отмечали в нашем Манифесте, опубликованном через несколько дней после начала войны:

 

"Невозможно правильно ориентироваться в современной мировой ситуации, не понимая сложного характера региональных и глобальных противоречий между классами и державами. Основой правильного анализа является признание того факта, что в настоящее время мы сталкиваемся с двумя линиями противоречий. Эти два процесса взаимозависимы и влияют друг на друга, но они не идентичны. Любое оппортунистическое отклонение - либо в сторону российского империализма, либо в сторону западного империализма - имеет своей теоретической основой непонимание противоречивого характера текущей ситуации.

 

Российское вторжение в Украину является результатом империалистического характера России, а также эскалации напряженности между великими державами на Востоке и Западе. Поэтому сопротивление украинского народа является справедливой защитной войной против империалистического нападения. В то же время западные империалистические державы пытаются использовать эту войну в своих интересах. Правящий класс Европейского Союза и США использует войну как предлог для ускорения милитаризма и вооружения. Они пытаются использовать Зеленского - добровольного лакея империализма США и ЕС - для того, чтобы превратить справедливую борьбу украинского народа в марионеточную войну." [3]

 

Такой двойственный характер нынешнего конфликта, по сути, сохранился с тех пор, как мы опубликовали эти строки.

 

Из такого анализа мы сделали вывод, что национальная оборонительная война украинского народа имеет прогрессивный и законный характер, и поэтому социалисты должны поддерживать его сопротивление против вторжения империалистической России. В то же время мы признаем реакционный характер межимпериалистического соперничества между великими державами. В этом конфликте социалисты выступают против обоих лагерей - как России, так и НАТО. Мы обобщили нашу позицию в следующих лозунгах:

 

* Защитить Украину! Победить российский империализм! Международная народная солидарность с украинским национальным сопротивлением - независимо от любого империалистического влияния!

 

* Долой все империалистические державы - НАТО и ЕС, а также Россию! Во всех конфликтах между этими державами революционеры выступают против обоих лагерей!

 

 

 

Почему такие события должны происходить чаще?

 

 

 

Как мы уже говорили выше, нет никаких сомнений в том, что подобные события противоречивого характера будут происходить в предстоящий период все чаще. Это неизбежно по следующим причинам.

 

* Глубокий кризис мирового капитализма - экономический, социальный и политический - толкает все великие державы к расширению своих сфер влияния. [4] Поэтому эти державы будут пытаться прямо или косвенно подчинить себе полуколониальные страны еще больше, чем они делали это в прошлом (посредством военных нападений, экономических санкций, дипломатического давления и т.д.).

 

* По этой же причине интересы этих великих держав будут сталкиваться все более ожесточенно. Следовательно, будет больше санкций, больше военных угроз и т.д. и - как результат - растущая опасность открытых войн между империалистическими государствами.

 

* Поэтому неизбежно, что одна из великих держав попытается использовать конфликт, в котором участвует ее соперник, в своих интересах. Следовательно, возрастает вероятность того, что один лагерь будет посылать оружие противникам, которые сталкиваются с агрессией соперничающего империалистического лагеря (как это происходит сейчас в войне на Украине, где страны НАТО посылают военную помощь правительству Зеленского).

 

Мы неоднократно наблюдали подобные события в прошлом в периоды капиталистического кризиса. Например, поддержка Германией Пасхального восстания в Ирландии в 1916 году или поддержка Британией арабского восстания во время Первой мировой войны. В обоих случаях социалисты поддерживали эту освободительную борьбу, несмотря на вмешательство империалистической державы. [5]

 

Другой пример - китайско-японская война 1937 года, когда США отправили помощь китайскому правительству Чан Кай-ши и ввели драконовские санкции против Японии. Хотя Троцкий и Четвертый Интернационал поддерживали китайскую сторону, они продолжали выступать против японского, а также американского империализма. [6]

 

И чтобы упомянуть еще одно событие сложного характера, возьмем Вторую мировую войну, которая, с одной стороны, была межимпериалистическим конфликтом, в котором Германия, Италия и Япония сражались против западных союзников. В этом конфликте марксисты не могли поддержать ни один из этих лагерей. Однако существовала также война СССР против Германии, Китая против Японии, а также угнетенных народов Европы против нацистской оккупации. В этих конфликтах марксисты поддерживали справедливые освободительные войны против империалистических агрессоров. [7]

 

Конечно, социалистам необходимо бороться с империалистическим вмешательством в ту или иную освободительную борьбу в каждом конкретном случае. Но это не должно приводить к отрицанию прогрессивного содержания таких народных восстаний и войн.

 

Ленин хорошо подытожил подход марксистов к справедливой освободительной борьбе угнетенных, несмотря на империалистическое вмешательство: "Генеральные штабы в нынешней войне делают все возможное, чтобы использовать любое национальное и революционное движение в неприятельском лагере: немцы используют ирландское восстание, французы - чешское движение и т.д. Они действуют совершенно правильно со своей точки зрения. Серьезная война не была бы серьезной, если бы не пользовались малейшей слабостью противника, если бы не использовали каждую представившуюся возможность, тем более что невозможно заранее знать, в какой момент, где и с какой силой "взорвется" тот или иной пороховой магазин. Мы были бы очень плохими революционерами, если бы в великой освободительной войне пролетариата за социализм мы не знали, как использовать каждое народное движение против каждого бедствия, которое империализм приносит, чтобы усилить и расширить кризис. Если бы мы, с одной стороны, повторяли в тысячах ключей заявление о том, что мы "против" всякого национального угнетения, а с другой стороны, называли героическое восстание наиболее мобильной и просвещенной части определенных классов угнетенной нации против ее угнетателей "путчем", то мы опустились бы на тот же уровень глупости, что и каутскианцы". [8]

 

 

 

Политический крах оппортунистических левых

 

 

 

На самом деле, значительная часть самопровозглашенных "левых" не смогла признать двойственный характер текущего конфликта и, следовательно, отказывается занять последовательную интернационалистскую и антиимпериалистическую позицию. В недавно опубликованном документе о ситуации в мире мы определили три направления реакционной политики этих оппортунистических сил.

 

"i) социал-империализм, то есть прямая или косвенная поддержка империалистической державы (например, различные сталинистские и боливарианские партии, поддерживающие Россию; экс-сталинистские и левопопулистские партии в Европе, которые поддерживают независимую внешнюю политику империализма ЕС или даже участвуют в его правительстве, как в Испании);

 

ii) социал-пацифизм, т.е. бессильные призывы к "миру" без объединения борьбы против войны с борьбой против ее материальной основы - капитализма - и без проведения различия между прогрессивными войнами угнетенных народов, которые заслуживают поддержки социалистов (как сопротивление украинского народа), и реакционными войнами, которые социалисты не могут поддерживать (за такую политику выступают всякого рода мелкобуржуазные пацифисты, сталинисты, реформисты и т.д.);

 

iii) империалистический экономизм, т.е. отрицание законного характера борьбы украинского народа против национального порабощения империалистической державой и подчинение этой справедливой войны как незначительной детали соперничеству между великими державами (такую позицию поддерживают различные сталинистские партии, близкие к греческой ККЕ, а также многочисленные троцкистские центристы, такие как CWI, ISA, IMT, IST, PTS/FT и т.д.)". [9]

 

Из этого мы можем сделать несколько выводов. Для того чтобы занять правильную позицию в войне в Украине и в подобных будущих конфликтах, необходимо признать империалистический характер не только старых западных держав (США, Западная Европа и Япония), но и новых, развивающихся держав - Китая и России. Мы подробно проанализировали российский [10] и китайский [11] империализм и отсылаем заинтересованных читателей к нашим соответствующим работам.

 

 

 

Непонимание империалистического характера России и его последствия

 

 

 

Признание империалистического характера России является обязательным условием для понимания природы войны между Россией и Украиной как конфликта между империалистической державой и неимпериалистической, полуколониальной страной. Более того, такое признание имеет решающее значение для понимания природы конфликта между НАТО и Россией как межимпериалистического соперничества, которое является реакционным с обеих сторон и в котором социалисты должны противостоять обоим лагерям". [12]

 

Те, кто отказывается признать природу российского империализма (и то же самое верно для Китая), склонны не встать на сторону угнетенного народа в войне в Украине, соответственно, в подобных событиях в будущем. И они также склонны не занять революционную пораженческую позицию, противостоящую каждой великой державе в межимпериалистических конфликтах.

 

Мы видели множество примеров таких оппортунистических сил, которые отрицают империалистический характер России и поэтому отказываются защищать Украину. Примерами могут служить различные сталинистские партии, [13] аргентинская PO [14] и ее филиалы (такие как DIP, EEK и т.д.), PTS/FT [15], IMT Алана Вудса [16], CWI Питера Тааффа, различные сталинофильские группы и т.д.

 

Не случайно эти силы в прошлом также часто отказывались защищать другие угнетенные народы от империалистической агрессии. Приведем несколько примеров: отказ сталинистских партий поддержать сирийскую революцию против мясника Асада и против военной интервенции России, поддержать чеченский народ против российской оккупации или поддержать афганское сопротивление против западной оккупации. [17] IMT, CWI и PTS/FT (а также спартаковцы) также отказались выступить на стороне сирийского народа после первых нескольких лет восстания. [18] Точно так же большинство этих организаций не поддержали Аргентину против британского империализма в Мальвинской войне 1982 года или не выступили на стороне ХАМАС против израильской агрессии. [19]

 

Как мы видим, существует внутренняя логика. Неспособность признать империалистический характер России и Китая тесно связана с неспособностью защитить угнетенные народы против реакционных режимов и держав. Поэтому неизбежно, что эти организации будут продолжать повторять свою социал-империалистическую политику, что они будут продолжать отказываться присоединиться к лагерю угнетенных.

 

По этой же причине такие силы склонны не занимать революционную пораженческую позицию в отношении обоих империалистических лагерей. Такая неудача может привести либо к явной поддержке России или Китая. Или может привести к неявной поддержке этих держав, когда такие реформистские и центристские организации в основном критикуют только западных империалистов, но не критикуют (или только вскользь) их восточных соперников. [20]

 

 

 

Теория империализма "меньшего зла"

 

 

 

Другой формой социал-империализма является политика тех оппортунистических левых, которые формально признают империалистический характер обоих лагерей, но отрицают антиимпериалистические выводы из такой оценки. По сути, они отстаивают идею о том, что одна из держав является империалистической "меньшим злом" по сравнению со своим соперником. Сталинизм ввел такую теорию после заключения пакта с Францией в 1935 году, когда западные державы стали "меньшими" империалистами по сравнению с нацистской Германией. Сегодня мы видим подобные примеры с теми организациями, которые не отказываются или даже явно поддерживают санкции западных империалистических держав против России". [21]

 

Те, кто сегодня не занимает последовательной пораженческой линии в конфликтах между империалистическими державами, кто считает допустимым поддерживать ("критически" или некритически) акты экономической или дипломатической агрессии одной великой державы против ее соперника - те обречены на повторение подобной социал-империалистической капитуляции в будущем. Ни один социалист не должен забывать, что фундаментальным принципом марксизма является отказ от любой поддержки одной империалистической державы или другой в таких конфликтах.

 

 

 

Яд пацифизма и реакционного воздержания: разновидность социал-империализма

 

 

 

Пацифизм и реакционное воздержание - два других направления реакционной политики в украинской войне - также представляют серьезную опасность для освободительной борьбы угнетенных. Поскольку мы подробно рассмотрели программу пацифизма в другом недавно опубликованном очерке, здесь мы сосредоточимся на политике реакционного воздержания". [22]

 

Ряд "левых" сил формально признают империалистический характер России и межимпериалистический характер конфликта между НАТО и Россией. Однако они игнорируют законный национальный и демократический характер украинского сопротивления. Они скорее утверждают, что война не имеет самостоятельного значения, а якобы является лишь прокси-конфликтом между НАТО и Россией. По сути, такая политика является повторением того, что Ленин называл "империалистическим экономизмом" - программы, которая отрицает законный и прогрессивный характер национальной и демократической борьбы угнетенных народов, и которая, следовательно, подчиняет такую борьбу абстрактному, общему "антиимпериализму".

 

Примерами такой политики реакционного воздержания являются различные сталинистские партии, близкие к греческой ККЕ, а также троцкистские центристы, такие как МСА или ИСТ в традиции Тони Клиффа. [23]

 

Опять же, мы должны отметить, что неудача этих сил не случайна, а основана на их давней традиции. Сталинисты поддерживали режим Асада в Сирии, а ISA и IST также отказывались поддерживать сирийскую народную борьбу на протяжении многих лет. [24] Точно так же МСА (которая в то время была частью CWI), а также ИСТ не смогли защитить Аргентину против Великобритании в 1982 году. [25] Они также разделяют позорную традицию отказа поддержать борьбу за свободу Ирландии на Севере против британской оккупации. [26]

 

Поэтому неизбежно, что эти сталинистские и псевдо-троцкистские организации будут продолжать отказывать в поддержке освободительной борьбы угнетенных народов. Они будут продолжать находить оправдания, почему они не могут поддержать угнетенный народ против империалистического агрессора. Не заблуждайтесь: те, кто неоднократно не вставал на сторону справедливой освободительной борьбы, те, кто отказывается учиться на своих ошибках - эти люди обречены оставаться объективно предателями угнетенных народов, они обречены оставаться объективно социал-империалистическими пособниками угнетателей!

 

В этом месте мы хотели бы добавить, что мы полностью осознаем, что характер конфликта, подобного украинской войне, может меняться. Как мы уже говорили в прошлых документах, было бы глупо исключать такую возможность, учитывая комбинированный и противоречивый характер этой войны. Например, прямое военное вмешательство НАТО может привести к такой трансформации: из справедливой войны в целях национальной обороны в межимпериалистическую прокси-войну. Если такая трансформация произойдет, революционеры будут обязаны изменить свою тактику и выступить за поражение российского империализма, а также западных империалистов и их доверенных лиц в Киеве. Но, повторяем, это лишь возможность в будущем, и революционеры строят свою стратегию на сегодняшних фактах, а не на предположениях о завтрашнем дне.

 

 

 

Извлеките уроки, порвите с предателями!

 

 

 

Для настоящих социалистов крайне важно усвоить уроки таких исторических испытаний, как украинская война и нынешнее противостояние великих держав. Давайте кратко суммируем эти уроки.

 

1) Социалисты должны иметь четкий теоретический анализ империалистических великих держав. Здесь нет места интеллектуальной косности и теоретическому неандертализму! Поэтому признание империалистического характера не только США, Западной Европы и Японии, но также России и Китая является необходимым условием для марксистов, чтобы понять характер текущего исторического периода.

 

2) Социалисты никогда не должны поддерживать одну великую державу против другой. Они должны скорее выступать против обеих сторон. Точно так же социалисты не должны поддерживать любую форму шовинистической великодержавной политики (например, санкции и т.д.).

 

3) Социалисты должны стоять на стороне угнетенного народа, который подвергается нападению империалистического агрессора. Они должны выступать за поддержку справедливой войны в целях национальной обороны (включая призыв к военной помощи) и за поражение империалистического лагеря.

 

4) Социалисты должны выступать против и осуждать все формы пацифизма. Такая мелкобуржуазная идеология лишь создает иллюзии относительно ненасильственного пути к освобождению. Она также означает, по сути, саботаж военной поддержки угнетенных. Кроме того, она может привести к тому, что агрессор сможет удержать оккупированную территорию.

 

5) Социалисты должны осудить реакционное воздержание в справедливой освободительной войне. Такое воздержание фактически означает поддержку лагеря агрессора.

 

6) Социалисты должны порвать со всеми организациями, которые выступают за такую политику социал-империализма, пацифизма и воздержания. Это тем более необходимо, что большинство этих реформистских и центристских организаций имеют давние традиции такой антимарксистской политики.

 

7) Социалисты, поддерживающие последовательную интернационалистскую и антиимпериалистическую программу, должны сделать выводы. Они должны порвать - как политически, так и организационно - со всеми организациями, которые не в состоянии бороться за такую программу. Не заблуждайтесь: нельзя по-настоящему бороться против империалистического изнасилования угнетенных народов, нельзя по-настоящему противостоять всем великим державам без четкого и решительного разрыва с оппортунистическими левыми! Эти реформистские и центристские силы являются препятствием в революционной борьбе за освобождение!

 

8) Социалисты, делающие такие выводы, должны объединить свои усилия с теми, кто на протяжении многих лет доказывал, что они защищают - на словах и на деле - оригинальную программу марксизма в традиции Ленина и Троцкого! РКИТ надеется на сотрудничество со всеми этими товарищами! Только на основе такой последовательной интернационалистской и антиимпериалистической линии мы сможем восстановить Всемирную революционную партию!

Introdução

 

 

 

A Corrente Comunista Revolucionária Internacional (CCRI) tem apontado repetidamente o significado histórico da guerra na Ucrânia e a escalada das tensões entre as Grandes Potências. [1] Explicamos que estes eventos provocaram uma ruptura brusca na situação mundial com consequências a longo prazo. [2] No presente artigo, não pretendemos repetir nossa análise. Ao invés disso, discutiremos outra questão, embora relacionada.

 

Consideramos o presente conflito como um evento central também porque estamos convencidos de que eventos similares ocorrerão com mais frequência no próximo período. Portanto, a capacidade ou incapacidade de compreender o caráter complexo da guerra atual e a capacidade ou incapacidade de tirar as conclusões táticas corretas, tudo isso revela se uma organização socialista é capaz de superar um teste histórico como esse. Eles são tais testes não apenas devido ao caráter crucial deste evento para a atual situação mundial, mas também porque são presságios de como tais forças se posicionarão em futuros conflitos semelhantes.

 

Portanto, aqueles que falham hoje, incapazes de tirar as lições certas, estão condenados a repetir tais traições na luta de libertação dos trabalhadores e oprimidos no futuro. Desenvolveremos isto em mais detalhes abaixo.

 

 

 

A natureza dupla do conflito atual e nossas táticas

 

 

 

Como a CCRI tem demonstrado em seus documentos desde 24 de fevereiro, o atual conflito tem um caráter complexo, contraditório ou, melhor dizendo, duplo. A falta de compreensão disto levou muitos reformistas e centristas a chegarem a conclusões reacionárias. Apontamos em nosso Manifesto, publicado alguns dias após o início da guerra:

 

"É impossível ter uma orientação correta na atual situação mundial sem compreender a natureza complexa das contradições regionais e globais entre classes e potências". A base de uma análise correta é o reconhecimento do fato de que estamos atualmente confrontados com duas linhas contraditórias, dois processos que são interdependentes e que influenciam mutuamente, embora não idênticos. Qualquer desvio oportunista, seja para o imperialismo russo ou para o imperialismo ocidental, tem sua base teórica na incapacidade de compreender o caráter contraditório da situação atual.

 

A invasão russa da Ucrânia é o resultado do caráter imperialista da Rússia, assim como a escalada das tensões entre as grandes potências do Oriente e do Ocidente, o que significa que a resistência do povo ucraniano é uma guerra justa de defesa contra um ataque imperialista. Ao mesmo tempo, as potências imperialistas ocidentais estão tentando usar esta guerra para seus próprios interesses, já que as classes dirigentes da UE e dos EUA a exploram como um pretexto para acelerar o militarismo. Nesse sentido, eles tentam usar Zelensky, um lacaio disposto do imperialismo americano e da UE, para transformar a justa luta do povo ucraniano em uma guerra por procuração". [3]

 

Este caráter duplo do conflito atual tem sido essencialmente mantido desde que publicamos estas linhas.

 

De tal análise concluímos que a guerra nacional de defesa do povo ucraniano tinha um caráter progressista e legítimo e, portanto, os socialistas devem apoiar sua resistência contra a invasão da Rússia imperialista. Ao mesmo tempo, também reconhecemos o caráter reacionário da rivalidade inter-imperialista entre as Grandes Potências. Neste conflito, os socialistas se opõem a ambos os campos: Rússia e OTAN. Resumimos nossa posição nos seguintes slogans:

 

* Defender a Ucrânia! Derrotar o imperialismo russo! Solidariedade popular internacional com a resistência nacional ucraniana, independentemente de qualquer influência imperialista!

 

* Abaixo todas as potências imperialistas: a OTAN e a UE, assim como a Rússia! Em todos os conflitos entre essas potências, os revolucionários se opõem a ambos os campos!

 

 

 

Por que tais eventos ocorrerão com mais frequência?

 

 

 

Como mencionado acima, não pode haver dúvidas de que eventos similares de natureza contraditória ocorrerão com mais frequência no próximo período. Isto é inevitável pelas seguintes razões.

 

* A profunda crise do capitalismo global - econômico, social e político - empurra todas as Grandes Potências a expandir suas esferas de influência. [4] Portanto, essas potências tentarão subjugar os países semicoloniais direta ou indiretamente até mais do que no passado (através de ataques militares, sanções econômicas, pressão diplomática, etc.).

 

* Pela mesma razão, os interesses destas Grandes Potências entrarão em conflito com  crescente ferocidade. Portanto, haverá mais sanções, mais ameaças militares, etc. e, como resultado, um perigo crescente de guerras abertas entre os Estados imperialistas.

 

* É inevitável, portanto, que uma Grande Potência tente explorar um conflito, no qual seu rival esteja envolvido, para seus próprios interesses. Portanto, é cada vez mais provável que um campo envie armas para os opositores que enfrentam a agressão do campo imperialista rival (como é atualmente o caso na Guerra da Ucrânia, onde os países da OTAN estão enviando ajuda militar ao governo Zelensky).

 

Temos visto tais eventos repetidamente no passado, em períodos de crise capitalista. Veja, por exemplo, o apoio da Alemanha ao Levante da Páscoa na Irlanda em 1916 ou o apoio da Grã-Bretanha à Revolta Árabe durante a Primeira Guerra Mundial. Em ambos os casos, os socialistas apoiaram estas lutas de libertação apesar da interferência de um poder imperialista. [5]

 

Outro exemplo é a Guerra Sino-Japonesa a partir de 1937, onde os EUA enviaram ajuda ao governo chinês de Chiang Kai-Shek e impuseram sanções draconianas contra o Japão. Enquanto Trotsky e a Quarta Internacional apoiaram o lado chinês, eles continuaram a se opor ao imperialismo japonês e americano. [6]

 

E para mencionar mais um evento de caráter complexo, tomemos a Segunda Guerra Mundial que foi, por um lado, um conflito inter-imperialista com a Alemanha, Itália e Japão lutando contra os Aliados ocidentais. Neste conflito, os marxistas não puderam apoiar nenhum destes campos. Entretanto, houve também a guerra da URSS contra a Alemanha, da China contra o Japão, bem como dos povos oprimidos da Europa contra a ocupação nazista. Nesses conflitos, os marxistas apoiaram apenas guerras de libertação contra os agressores imperialistas. [7]

 

É claro que os socialistas precisam combater a interferência imperialista em uma determinada luta de libertação em cada ocasião. Mas isto não deve resultar em negar o conteúdo progressivo de tais rebeliões e guerras populares.

 

Lênin resumiu muito bem a abordagem dos marxistas às justas lutas de libertação dos oprimidos, apesar da interferência imperialista: "Na guerra atual, os Estados Maiores Gerais estão meticulosamente se esforçando para tomar conta de cada movimento nacional e revolucionário no campo inimigo: os alemães, a insurreição irlandesa, os franceses, o movimento tcheco, e assim por diante. E, do ponto de vista deles, eles têm toda a razão. Não se pode tomar uma atitude séria para uma guerra séria sem explorar a menor fraqueza do adversário, sem aproveitar todas as oportunidades, tanto mais que é impossível saber antecipadamente em que momento e com que força um ou outro barril de pólvora vai "explodir" aqui ou ali. Seríamos muito maus revolucionários se na grande guerra libertadora do proletariado pelo socialismo não soubéssemos aproveitar qualquer movimento popular contra várias calamidades do imperialismo para exacerbar e ampliar a crise". [8]

 

 

 

O colapso político da esquerda oportunista

 

 

 

De fato, grandes setores da autodenominada "esquerda" não conseguiram reconhecer o caráter duplo do atual conflito e, consequentemente, recusam-se a assumir uma posição internacionalista e anti-imperialista consistente. Em um artigo recentemente publicado sobre a situação mundial, identificamos três tendências de política reacionária entre essas forças oportunistas.

 

"(i) o social-imperialismo, ou seja, o apoio direto ou indireto a uma potência imperialista (por exemplo, vários partidos estalinistas e bolivarianos apoiando a Rússia; partidos populistas de esquerda e ex-estalinistas na Europa apoiando uma política externa independente do imperialismo da UE ou até mesmo participando de seu governo como na Espanha);

 

ii) o social-pacifismo, ou seja, o impotente apelo à "paz" sem combinar a luta contra a guerra com a luta contra sua base material - o capitalismo - e sem diferenciar as guerras progressistas dos povos oprimidos que merecem o apoio dos socialistas (como a resistência do povo ucraniano) das guerras reacionárias que os socialistas não podem apoiar (tal política é defendida por todos os tipos de pacifistas pequenos burgueses, estalinistas, reformistas, etc.);

 

iii) o economismo imperialista, ou seja, negar o caráter legítimo da luta do povo ucraniano contra a subjugação nacional por um poder imperialista e subordinar esta justa guerra como um detalhe insignificante à rivalidade entre as Grandes Potências (tal posição é apoiada por vários partidos estalinistas próximos ao KKE grego, bem como por numerosos centristas trotskistas como a CWI, ISA, IMT, IST, PTS/FT, etc.)". [9]

 

A partir disto, podemos tirar algumas conclusões. A fim de tomar uma posição correta na Guerra da Ucrânia e em conflitos futuros similares, é uma condição prévia para reconhecer o caráter imperialista não apenas das antigas potências ocidentais (EUA, Europa Ocidental e Japão), mas também das novas potências emergentes - China e Rússia. Analisamos longamente o imperialismo russo e chinês. [10] assim como o imperialismo chinês [11] e encaminhamos os leitores interessados aos nossos respectivos trabalhos.

 

 

 

Falta de compreensão do caráter imperialista da Rússia e suas consequências

 

 

 

Reconhecer o caráter imperialista da Rússia é uma condição sine qua non para entender a natureza da guerra Rússia-Ucrânia como um conflito entre uma potência imperialista e um país semicolonialista não-imperialista. Além disso, tal reconhecimento é crucial para reconhecer a natureza do conflito OTAN-Rússia como uma rivalidade inter-imperialista que é reacionária de ambos os lados e onde os socialistas têm que se opor a ambos os campos. [12]

 

Aqueles que se recusam a reconhecer a natureza do imperialismo russo (e o mesmo vale para a China) são propensos a não tomar o lado do povo oprimido na Guerra da Ucrânia, respectivamente, em eventos similares no futuro. E são também propensos a serem incapazes de assumir uma posição revolucionária na oposição a toda e qualquer Grande Potência em conflitos inter-imperialistas.

 

Temos visto numerosos exemplos de tais forças oportunistas negando o caráter imperialista da Rússia e, portanto, recusando-se a defender a Ucrânia. Exemplos disso são vários partidos estalinistas, [13] o PO argentino [14] e suas afiliadas (tais como DIP, EEK, etc.), o PTS/FT [15]o IMT de Alan Woods [16] Peter Taaffe's CWI, vários grupos estalinófilo da chamada família Espartaquista, etc.

 

Não é por acaso que estas forças também se recusaram muitas vezes a defender outros povos oprimidos contra a agressão imperialista no passado. Para dar alguns exemplos, referimo-nos à recusa dos partidos estalinistas de apoiar a revolução síria contra o açougueiro Assad e contra a intervenção militar russa, de apoiar o povo checheno contra a ocupação russa ou de apoiar a resistência afegã contra a ocupação ocidental. [17] O IMT, a CWI e o PTS/FT (assim como os Espartaquistas) também se recusaram a tomar o partido do povo sírio após os primeiros anos da rebelião. [18] Da mesma forma, a maioria dessas organizações não apoiou a Argentina contra o imperialismo britânico na Guerra das Malvinas em 1982, nem tomou partido pelo Hamas contra a agressão israelense. [19]

 

Como podemos ver, existe uma lógica interna. O não reconhecimento do caráter imperialista da Rússia e da China está intimamente relacionado com o fracasso dos povos oprimidos em se defenderem contra os regimes e poderes reacionários. Portanto, é inevitável que estas organizações continuem a repetir suas políticas social-imperialistas, que continuem a se recusar a se juntar ao campo dos oprimidos.

 

Da mesma forma, tais forças são propensas a falhar em tomar uma posição revolucionária de derrota contra ambos os campos imperialistas. Tal falha pode resultar em um apoio explícito à Rússia ou à China. Ou pode resultar em apoio implícito a esses poderes quando tal organização reformista e centrista basicamente critica apenas os imperialistas ocidentais, mas não (ou apenas de passagem) seus rivais orientais. [20]

 

 

 

A teoria do "mal menor" do imperialismo

 

 

 

Outra forma de imperialismo social é a política daqueles esquerdistas oportunistas que reconhecem formalmente o caráter imperialista de ambos os campos, mas negam as conclusões anti-imperialistas de tal avaliação. Com efeito, eles defendem a ideia de que uma potência imperialista é o "mal menor" contra seu rival. O estalinismo introduziu tal teoria após a conclusão de seu pacto com a França em 1935, quando as potências ocidentais se tornaram o imperialismo "menor" em comparação com a Alemanha nazista. Hoje vemos exemplos semelhantes com aquelas organizações que não rejeitam, ou mesmo apoiam explicitamente, as sanções das potências imperialistas ocidentais contra a Rússia. [21]

 

Aqueles que não assumem hoje uma linha consistentemente derrotista nos conflitos entre potências imperialistas, aqueles que consideram permitido apoiar ("criticamente" ou sem crítica) atos de agressão econômica ou diplomática de uma Grande Potência contra sua rival, estão condenados a repetir tal capitulação social-imperialista no futuro. Nenhum socialista deve esquecer que é um princípio fundamental do marxismo negar qualquer apoio a uma ou outra potência imperialista em tais conflitos.

 

 

 

O veneno do pacifismo e do abstencionismo reacionário: uma variante do social-imperialismo

 

 

 

O pacifismo e a abstenção reacionária, duas outras tendências da política reacionária na guerra ucraniana, também constituem um grave perigo para a luta de libertação dos oprimidos. Como lidamos com o programa de pacifismo em extenso em outro ensaio publicado recentemente, vamos nos concentrar neste espaço na política de abstinência reacionária. [22]

 

Várias forças "de esquerda" reconhecem formalmente o caráter imperialista da Rússia e a natureza inter-imperialista do conflito entre a Rússia e a OTAN. Entretanto, eles ignoram o legítimo caráter nacional e democrático da resistência ucraniana. Eles preferem afirmar que a guerra não tem significado independente, mas supostamente é apenas um conflito de poder entre a OTAN e a Rússia. De fato, tal política é uma repetição do que Lenin chamou de "economismo imperialista", um programa que nega o caráter legítimo e progressista das lutas nacionais e democráticas dos povos oprimidos e consequentemente subordina tais lutas a um "anti-imperialismo" abstrato e geral.

 

Exemplos de tal política de abstenção reacionária são vários partidos estalinistas próximos à KKE grega, assim como os centristas trotskistas como o ISA ou o IST na tradição de Tony Cliff. [23]

 

Mais uma vez, devemos ressaltar que o fracasso dessas forças não é acidental, mas se baseia em sua longa tradição. Os estalinistas têm apoiado o regime de Assad na Síria, e o ISA e o IST também se recusaram a apoiar a luta do povo sírio por muitos anos. [24] Da mesma forma, o ISA (que fazia parte da CWI na época), bem como o IST, não conseguiram defender a Argentina contra a Grã-Bretanha em 1982. [25] Eles também compartilham a vergonhosa tradição de se recusarem a apoiar a luta pela liberdade irlandesa no Norte contra a ocupação britânica. [26]

 

Portanto, é inevitável que essas organizações estalinistas e pseudo-trotskistas continuem a se recusar a apoiar as lutas de libertação dos povos oprimidos. Eles continuarão a encontrar desculpas para não poderem apoiar o povo oprimido contra um agressor imperialista. Não se enganem: aqueles que repetidamente falharam ao lado da justa luta pela libertação, aqueles que se recusam a aprender com seus erros, essas pessoas estão condenadas a permanecer, objetivamente, traidores dos povos oprimidos, estão condenadas a permanecer, objetivamente, apoiadores social-imperialistas dos opressores!

 

Neste ponto, gostaríamos de acrescentar que estamos plenamente conscientes de que o caráter de um conflito como a guerra ucraniana pode mudar. Como dissemos em documentos anteriores, seria insensato excluir tal possibilidade, dado o caráter combinado e contraditório desta guerra. Por exemplo, uma intervenção militar direta da OTAN poderia resultar em tal transformação de uma guerra justa de defesa nacional em uma guerra inter-imperialista por procuração. Se tal transformação ocorresse, os revolucionários seriam forçados a mudar suas táticas e defender a derrota do imperialismo russo, bem como dos imperialistas ocidentais e de seu representante em Kiev. Mas, repetimos, esta é apenas uma possibilidade no futuro e os revolucionários baseiam sua estratégia nos fatos de hoje e não em especulações sobre o amanhã.

 

 

 

Aprender as lições, romper com os traidores!

 

 

 

É crucial que os verdadeiros socialistas aprendam as lições de provações históricas, como a Guerra da Ucrânia e o atual confronto entre as Grandes Potências. Vamos resumir brevemente estas lições.

 

1) Os socialistas devem ter uma análise teórica clara das Grandes Potências imperialistas. Não há espaço para a lentidão intelectual e o neanderthalismo teórico! Portanto, o reconhecimento do caráter imperialista não apenas dos EUA, Europa Ocidental e Japão, mas também da Rússia e China, é uma condição prévia para que os marxistas entendam o caráter do atual período histórico.

 

2) Os socialistas nunca devem apoiar uma Grande Potência contra outra. Ao invés disso, eles deveriam se opor a ambos os lados. Da mesma forma, os socialistas não devem apoiar nenhuma forma de política chauvinista das Grandes Potências (como sanções, etc.).

 

3) Os socialistas devem apoiar um povo oprimido sob ataque de um agressor imperialista. Eles devem defender o apoio à justa guerra de defesa nacional (incluindo o apelo à ajuda militar) e à derrota do campo imperialista.

 

4) Os socialistas devem se opor e denunciar todas as formas de pacifismo. Essa ideologia pequeno-burguesa só cria ilusões em um caminho não violento para a libertação. Isso também significa efetivamente a sabotagem do apoio militar para os oprimidos. Além disso, pode resultar em uma situação em que o agressor possa reter o território ocupado.

 

5) Os socialistas devem denunciar o abstencionismo reacionário em uma guerra justa de libertação. Tal abstencionismo significa efetivamente apoio ao campo do agressor.

 

6) Os socialistas devem romper com todas as organizações que defendem tal política de social-imperialismo, pacifismo e abstencionismo. Isto é tanto mais urgente quanto a maioria destas organizações reformista e centrista tem uma longa tradição de tal política anti-marxista.

 

7) Os socialistas que apoiam um programa consistente internacionalista e anti-imperialista devem tirar conclusões. Eles devem romper, tanto política como organizacionalmente, com todas as organizações que não lutam por um programa desse tipo. Não se enganem: não se pode lutar verdadeiramente contra o estupro imperialista dos povos oprimidos, não se pode realmente opor todas as grandes potências sem uma ruptura clara e decisiva com a esquerda oportunista! Essas forças reformista e centrista são um obstáculo na luta revolucionária pela libertação!

 

8) Os socialistas que tiram tais conclusões devem unir forças com aqueles que demonstraram durante muitos anos que representam, por palavras e ações, o programa original do marxismo na tradição de Lenin e Trotsky! A CCRI espera colaborar com todos esses camaradas! Somente com base numa linha internacionalista e anti-imperialista tão consistente poderemos reconstruir um Partido Revolucionário Mundial!

Einführung

 

 

 

Die Revolutionär-Kommunistische Internationale Tendenz (RCIT) hat wiederholt auf die historische Bedeutung des Ukraine-Krieges und die eskalierenden Spannungen zwischen den Großmächten hingewiesen. [1] Wir haben erklärt, dass diese Ereignisse einen scharfen Bruch in der Weltlage mit langfristigen Folgen hervorgerufen haben. [2] Im vorliegenden Artikel wollen wir unsere Analyse nicht wiederholen. Wir werden vielmehr ein anderes, wenn auch damit verwandtes, Thema erörtern.

 

Wir betrachten den gegenwärtigen Konflikt auch deshalb als ein grundlegendes Ereignis, weil wir davon überzeugt sind, dass sich ähnliche Ereignisse in der kommenden Zeit noch öfter ereignen werden. Die Fähigkeit oder Unfähigkeit, den komplexen Charakter des gegenwärtigen Krieges zu verstehen und die Fähigkeit oder Unfähigkeit, die richtigen taktischen Schlussfolgerungen abzuleiten - all dies zeigt, ob eine sozialistische Organisation in der Lage ist, eine solche historische Prüfung zu bestehen. Es sind diese Art von Prüfung nicht nur wegen des ausschlaggebenden Charakters dieses Ereignisses für die gegenwärtige Weltlage, sondern auch, weil sie Vorboten dafür sind, wie sich solche Kräfte in zukünftigen, ähnlichen Konflikten positionieren werden.

 

Wer also heute versagt, wer nicht in der Lage ist, die richtigen Lehren zu ziehen, der ist dazu verdammt, diesen Verrat am Befreiungskampf der Arbeiter und Unterdrückten in Zukunft zu wiederholen. Im Folgenden werden wir dies näher erläutern.

 

 

 

Der Doppel-Charakter des aktuellen Konflikts und unsere Taktik

 

 

 

Wie die RCIT in ihren Dokumenten seit dem 24. Februar zeigte, hat der aktuelle Konflikt einen komplexen, widersprüchlichen Charakter - oder genauer gesagt, er hat einen doppelten Charakter. Die Unkenntnis dieser Tatsache hat zahlreiche reformistische und zentristische Linke zu reaktionären Schlussfolgerungen veranlasst. Wir haben in unserem Manifest, das wenige Tage nach Beginn des Krieges veröffentlicht wurde, festgestellt:

 

"Es ist unmöglich, sich in der gegenwärtigen Weltlage richtig zu orientieren, ohne den komplexen Charakter der regionalen und globalen Widersprüche zwischen den Klassen und den Mächten zu verstehen. Die Grundlage einer korrekten Analyse ist die Erkenntnis, dass wir es derzeit mit zwei Widerspruchslinien zu tun haben. Die beiden Prozesse sind voneinander abhängig und beeinflussen sich gegenseitig, sind aber nicht identisch. Jede opportunistische Abweichung - entweder in Richtung des russischen Imperialismus oder in Richtung des westlichen Imperialismus - hat ihre theoretische Grundlage in der Unkenntnis des widersprüchlichen Charakters der gegenwärtigen Situation.

 

Die russische Invasion in der Ukraine ist das Ergebnis des imperialistischen Charakters Russlands sowie der Eskalation der Spannungen zwischen den Großmächten in Ost und West. Deshalb ist der Widerstand des ukrainischen Volkes ein gerechter Verteidigungskrieg gegen einen imperialistischen Angriff. Zugleich versuchen die westlichen imperialistischen Mächte, diesen Krieg für ihre eigenen Interessen zu nutzen. Die herrschende Klasse in der Europäischen Union und den USA nutzen den Krieg als Vorwand, um den Militarismus und die Aufrüstung zu beschleunigen. Sie versuchen, Zelensky - einen willigen Lakaien des US- und EU-Imperialismus - zu benutzen, um den gerechten Kampf des ukrainischen Volkes in einen Stellvertreterkrieg zu verwandeln." [3]

 

Dieser Doppel-Charakter des gegenwärtigen Konflikts hat sich im Wesentlichen nicht geändert, seit wir diese Zeilen veröffentlicht haben.

 

Aus einer solchen Analyse haben wir die Schlussfolgerung gezogen, dass der nationale Verteidigungskrieg des ukrainischen Volkes einen fortschrittlichen und legitimen Charakter hat und dass Sozialisten daher seinen Widerstand gegen die Invasion des imperialistischen Russlands unterstützen müssen. Gleichzeitig erkennen wir aber auch den reaktionären Charakter der inner-imperialistischen Rivalität zwischen den Großmächten. In diesem Konflikt stellen sich die Sozialisten gegen beide Lager - sowohl gegen Russland als auch gegen die NATO. Wir haben unsere Position in den folgenden Slogans zusammengefasst:

 

* Verteidigt die Ukraine! Besiegt den russischen Imperialismus! Internationale Volkssolidarität mit dem ukrainischen nationalen Widerstand - unabhängig von jedem imperialistischen Einfluss!

 

* Nieder mit allen imperialistischen Mächten - NATO und EU ebenso wie Russland! In allen Konflikten zwischen diesen Mächten stellen sich Revolutionäre gegen beide Lager!

 

 

 

Warum solche Ereignisse häufiger stattfinden werden

 

 

 

Wie wir bereits erwähnt haben, wird es in der kommenden Zeit zweifellos häufiger zu ähnlichen Ereignissen mit widersprüchlichem Charakter kommen. Dies ist aus den folgenden Gründen unvermeidlich.

 

* Die tiefe Krise des globalen Kapitalismus - wirtschaftlich, sozial und politisch - zwingt alle Großmächte dazu, ihre Einflusssphären zu erweitern. [4] Diese Mächte werden daher noch mehr als in der Vergangenheit versuchen, halbkoloniale Länder direkt oder indirekt zu unterjochen (durch militärische Angriffe, Wirtschaftssanktionen, diplomatischen Druck usw.).

 

* Aus demselben Grund werden die Interessen dieser Großmächte immer heftiger aufeinanderprallen. Folglich wird es mehr Sanktionen, mehr militärische Drohungen usw. geben und - als Folge davon - eine wachsende Gefahr offener Kriege zwischen den imperialistischen Staaten.

 

* Es ist daher unvermeidlich, dass eine Großmacht versuchen wird, einen Konflikt, in den ihr Rivale verwickelt ist, für ihre eigenen Interessen auszunutzen. Daher wird es immer wahrscheinlicher, dass ein Lager Waffen an Gegner schickt, die sich einer Aggression des rivalisierenden imperialistischen Lagers ausgesetzt sehen (wie es derzeit im Ukraine-Krieg geschieht, wo NATO-Länder der Zelenski-Regierung Militärhilfe schicken).

 

Wir haben solche Ereignisse in der Vergangenheit in Zeiten der kapitalistischen Krise wiederholt erlebt. Siehe z.B. die Unterstützung Deutschlands für den Osteraufstand in Irland 1916 oder die Unterstützung Großbritanniens für den arabischen Aufstand während des Ersten Weltkriegs. In beiden Fällen haben Sozialisten diese Befreiungskämpfe trotz der Einmischung einer imperialistischen Macht unterstützt. [5]

 

Ein weiteres Beispiel ist der chinesisch-japanische Krieg ab 1937, in dem die USA der chinesischen Regierung von Chiang Kai-shek Hilfe zukommen ließen und drakonische Sanktionen gegen Japan verhängten. Trotzki und die Vierte Internationale unterstützten zwar die chinesische Seite, stellten sich aber weiterhin gegen den japanischen wie auch den US-Imperialismus. [6]

 

Um ein weiteres komplexes Ereignis zu erwähnen, sei der Zweite Weltkrieg genannt, der einerseits ein inner-imperialistischer Konflikt war, in dem Deutschland, Italien und Japan gegen die westlichen Alliierten kämpften. In diesem Konflikt konnten die Marxisten keines der beiden Lager unterstützen. Es gab aber auch den Krieg der UdSSR gegen Deutschland, Chinas gegen Japan sowie der unterdrückten Völker in Europa gegen die Nazi-Besatzung. In diesen Konflikten unterstützten die Marxisten die gerechten Befreiungskriege gegen die imperialistischen Aggressoren. [7]

 

Natürlich müssen Sozialisten bei jeder Gelegenheit die imperialistische Einmischung in einen bestimmten Befreiungskampf bekämpfen. Aber das darf nicht dazu führen, dass der fortschrittliche Inhalt solcher Volksaufstände und Kriege negiert wird.

 

Lenin fasste die Haltung der Marxisten zu gerechten Befreiungskämpfen der Unterdrückten trotz imperialistischer Einmischung recht gut zusammen: "„Die Generalstäbe sind im gegenwärtigen Krieg eifrig bemüht, jede nationale und revolutionäre Bewegung im Lager ihrer Gegner auszunutzen, die Deutschen - den irischen Aufstand, die Franzosen - die tschechische Bewegung usw. Und von ihrem Standpunkt aus handeln sie vollkommen richtig. Man kann sich einem ernsthaften Krieg gegenüber nicht ernsthaft verhalten, ohne die geringste Schwäche des Gegners auszunutzen, ohne jede Chance aufzugreifen, um so mehr, als man nicht im voraus wissen kann, in welchem Augenblick und mit welcher Kraft hier oder dort diesesoder jenes Pulverfaß „explodiert". Wir wären sehr schlechte Revolutionäre, wenn wir es nicht verstünden, im großen Befreiungskampf des Proletariats für den Sozialismus jede Volksbewegung gegen die einzelnen Bedrängnisse des Imperialismus zur Verschärfung und Ausweitung der Krise auszunutzen. Wenn wir einerseits auf tausenderlei Art zu erklären und zu wiederholen begännen, daß wir "gegen" jede nationale Unterdrückung sind, anderseits aber den heldenhaften Aufstand des beweglichsten und intelligentesten Teils gewisser Klassen einer unterdrückten Nation gegen ihre Unterdrücker als "Putsch" bezeichnen wollten - so würden wir auf ein ebenso stumpfsinniges Niveau hinabgleiten wie die Kautskyaner." [8]

 

 

 

Der politische Zusammenbruch der opportunistischen Linken

 

 

 

Tatsächlich haben große Teile der selbsternannten "Linken" den doppelten Charakter des aktuellen Konflikts nicht erkannt und weigern sich folglich, eine konsequente internationalistische und anti-imperialistische Position einzunehmen. In einem kürzlich veröffentlichten Dokument zur Weltlage haben wir drei Tendenzen reaktionärer Politik bei diesen opportunistischen Kräften ausgemacht.

 

"i) Sozialimperialismus, d. h. direkte oder indirekte Unterstützung einer imperialistischen Macht (z. B. verschiedene stalinistische und bolivarische Parteien, die Russland unterstützen; ex-stalinistische und linkspopulistische Parteien in Europa, die eine unabhängige Außenpolitik des EU-Imperialismus unterstützen oder sogar an dessen Regierung beteiligt sind wie in Spanien);

 

ii) Sozialpazifismus, d. h. ohnmächtige Aufrufe zum "Frieden", ohne den Kampf gegen den Krieg mit dem Kampf gegen seine materielle Grundlage - den Kapitalismus - zu verbinden und ohne zwischen fortschrittlichen Kriegen unterdrückter Völker, die die Unterstützung von Sozialisten verdienen (wie der Widerstand des ukrainischen Volkes), und reaktionären Kriegen, die Sozialisten nicht unterstützen können, zu unterscheiden (eine solche Politik wird von allen Arten von kleinbürgerlichen Pazifisten, Stalinisten, Reformisten usw. befürwortet);

 

iii) imperialistischer Ökonomismus, d.h. die Leugnung des legitimen Charakters des Kampfes des ukrainischen Volkes gegen die nationale Unterwerfung durch eine imperialistische Macht und die Unterordnung dieses gerechten Krieges als vernachlässigbares Detail unter die Rivalität zwischen den Großmächten (eine solche Position wird von verschiedenen stalinistischen Parteien, die der griechischen KKE nahe stehen, sowie von zahlreichen trotzkistischen Zentristen wie dem CWI, der ISA, der IMT, der IST, der PTS/FT usw. unterstützt)." [9]

 

Daraus können wir einige Schlussfolgerungen ziehen. Um im Ukraine-Krieg und in ähnlichen, zukünftigen Konflikten eine richtige Position einzunehmen, ist es eine Voraussetzung, den imperialistischen Charakter nicht nur der alten Westmächte (USA, Westeuropa und Japan), sondern auch der neuen, aufstrebenden Mächte - China und Russland - anzuerkennen. Die Leugnung des imperialistischen Charakter Russlands und seine Folgen

 

 

 

Die Anerkennung des imperialistischen Charakters Russlands ist eine unabdingbare Voraussetzung, um das Wesen des Krieges zwischen Russland und der Ukraine als Konflikt zwischen einer imperialistischen Macht und einem nicht-imperialistischen, halbkolonialen Land zu verstehen. Darüber hinaus ist eine solche Anerkennung von entscheidender Bedeutung, um den Charakter des Konflikts zwischen der NATO und Russland als inner-imperialistische Rivalität zu erkennen, die auf beiden Seiten reaktionär ist und in der Sozialisten sich beiden Lagern entgegenstellen müssen. [12]

 

Diejenigen, die sich weigern, das Wesen des russischen Imperialismus anzuerkennen (und das Gleiche gilt für China), sind anfällig dafür, sich im Ukraine-Krieg bzw. bei ähnlichen Ereignissen in der Zukunft nicht auf die Seite des unterdrückten Volkes zu stellen. Und sie sind auch anfällig für das Scheitern dabei, eine revolutionäre defätistische Position, die sich jeder einzelnen Großmacht in inner-imperialistischen Konflikten entgegenstellt, zu beziehen.

 

Wir haben zahlreiche Beispiele für solche opportunistischen Kräfte gesehen, die den imperialistischen Charakter Russlands leugnen und sich deshalb weigern, die Ukraine zu verteidigen. Beispiele dafür sind verschiedene stalinistische Parteien, [13] die argentinische PO [14] und ihre befreundeten Organisationen (wie DIP, EEK usw.), die PTS/FT [15], Alan Woods' IMT [16], Peter Taaffes CWI, verschiedene stalinophile Gruppen der sogenannten Spartakisten-Familie usw.

 

Es ist kein Zufall, dass diese Kräfte sich in der Vergangenheit auch oft geweigert haben, andere unterdrückte Völker gegen imperialistische Aggressionen zu verteidigen. Um einige Beispiele zu nennen, verweisen wir auf die Weigerung der stalinistischen Parteien, die syrische Revolution gegen den Schlächter Assad und gegen die russische Militärintervention zu unterstützen, das tschetschenische Volk gegen die russische Besatzung zu unterstützen oder den afghanischen Widerstand gegen die westliche Besatzung zu unterstützen. [17] Die IMT, das CWI und die PTS/FT (wie auch die Spartakisten) weigerten sich ebenfalls, sich nach den ersten Jahren des Aufstands auf die Seite des syrischen Volkes zu stellen. [18] Ebenso versäumten es die meisten dieser Organisationen, Argentinien gegen den britischen Imperialismus im Malvinas-Krieg 1982 zu unterstützen oder sich auf die Seite der Hamas gegen die israelische Aggression zu stellen. [19]

 

Wie wir sehen können, gibt es eine innere Logik. Die Weigerung, den imperialistischen Charakter Russlands und Chinas anzuerkennen, ist eng mit der Weigerung verbunden, die unterdrückten Völker gegen reaktionäre Regime und Mächte zu verteidigen. Es ist daher unvermeidlich, dass diese Organisationen auch in Zukunft ihre sozial-imperialistische Politik weiterführen, dass sie sich weiterhin weigern, sich dem Lager der Unterdrückten anzuschließen.

 

Aus demselben Grund sind solche Kräfte anfällig für ein Scheitern darin, eine revolutionär-defätistische Position gegen beide imperialistischen Lager einnehmen. Ein solches Versagen kann entweder zu einer ausdrücklichen Unterstützung Russlands oder Chinas führen. Oder es kann zu einer impliziten Unterstützung dieser Mächte führen, wenn solche reformistischen und zentristischen Organisationen grundsätzlich nur die westlichen Imperialisten kritisieren, nicht aber (oder nur am Rande) ihre östlichen Rivalen. [20]

 

 

 

Die Theorie des "kleineren Übels" – Imperialismus

 

 

 

Eine andere Form des Sozialimperialismus ist die Politik jener opportunistischen Linken, die zwar formal den imperialistischen Charakter beider Lager anerkennen, aber die anti-imperialistischen Schlussfolgerungen aus einer solchen Einschätzung negieren. In Wirklichkeit vertreten sie die Idee, dass eine Macht im Vergleich zu ihrem Rivalen das "kleinere Übel" ist. Der Stalinismus führte eine solche Theorie nach dem Abschluss seines Paktes mit Frankreich 1935 ein, als die Westmächte im Vergleich zu Nazi-Deutschland zum "kleineren" Imperialisten wurden. Heute sehen wir ähnliche Beispiele bei jenen Organisationen, die Sanktionen der westlichen imperialistischen Mächte gegen Russland nicht ablehnen oder sogar ausdrücklich unterstützen. [21]

 

Wer heute in Konflikten zwischen imperialistischen Mächten keine konsequente defätistische Linie vertritt, wer es für zulässig hält, wirtschaftliche oder diplomatische Aggressionsakte einer Großmacht gegen ihren Rivalen "kritisch" oder unkritisch zu unterstützen, der ist dazu verurteilt, eine solche sozial-imperialistische Kapitulation in der Zukunft zu wiederholen. Kein Sozialist darf vergessen, dass es ein Grundprinzip des Marxismus ist, in solchen Konflikten jegliche Unterstützung für die eine oder andere imperialistische Macht abzulehnen.

 

 

 

Das Gift des Pazifismus und des reaktionären Abstentionismus: eine Variante des Sozialimperialismus

 

 

 

Pazifismus und reaktionären Abstentionismus - zwei weitere Tendenzen der reaktionären Politik im Ukraine-Krieg - stellen ebenfalls eine große Gefahr für den Befreiungskampf der Unterdrückten dar. Da wir das Programm des Pazifismus in einem anderen kürzlich veröffentlichten Aufsatz ausführlich behandelt haben, wollen wir uns an dieser Stelle auf die Politik des reaktionären Abstentionismus konzentrieren. [22]

 

Eine Reihe "linker" Kräfte erkennt formal den imperialistischen Charakter Russlands und den inner-imperialistischen Charakter des Konflikts zwischen der NATO und Russland an. Sie ignorieren jedoch den legitimen nationalen und demokratischen Charakter des ukrainischen Widerstands. Sie behaupten vielmehr, der Krieg habe keine eigenständige Bedeutung, sondern sei lediglich ein Stellvertreterkonflikt zwischen der NATO und Russland. Im Grunde ist eine solche Politik eine Wiederholung dessen, was Lenin als "imperialistischen Ökonomismus" bezeichnete - ein Programm, das den legitimen und fortschrittlichen Charakter der nationalen und demokratischen Kämpfe unterdrückter Völker leugnet und diese Kämpfe folglich einem abstrakten, allgemeinen "Antiimperialismus" unterordnet.

 

Beispiele für eine solche Politik des reaktionären Abstentionismus sind verschiedene stalinistische Parteien, die der griechischen KKE nahestehen, sowie trotzkistische Zentristen wie die ISA oder die IST in der Tradition von Tony Cliff. [23]

 

Auch hier müssen wir darauf hinweisen, dass das Versagen dieser Kräfte kein Zufall ist, sondern in ihrer langjährigen Tradition begründet ist. Die Stalinisten haben das Assad-Regime in Syrien unterstützt, und die ISA und die IST haben sich ebenfalls seit viele Jahre lang geweigert, den syrischen Volkskampf zu unterstützen. [24] Ebenso versagten sowohl die ISA (die damals Teil des CWI war) als auch die IST bei der Verteidigung Argentiniens gegen Großbritannien im Jahr 1982. [25] Sie stehen auch in der beschämenden Tradition, sich zu weigern, den irischen Freiheitskampf im Norden gegen die britische Besatzung zu unterstützen. [26]

 

Es ist daher unvermeidlich, dass diese stalinistischen und pseudo-trotzkistischen Organisationen weiterhin die Unterstützung für die Befreiungskämpfe der unterdrückten Völker verweigern werden. Sie werden weiterhin Ausreden dafür finden, warum sie das unterdrückte Volk nicht gegen einen imperialistischen Aggressor unterstützen können. Täuschen wir uns nicht: diejenigen, die es wiederholt versäumt haben, sich auf die Seite des gerechten Befreiungskampfes zu stellen, diejenigen, die sich weigern, aus ihren Fehlern zu lernen - diese Leute sind dazu verdammt, objektiv Verräter an den unterdrückten Völker zu bleiben, sie sind dazu verdammt, objektiv sozial-imperialistische Unterstützer der Unterdrücker zu bleiben!

 

An dieser Stelle möchten wir hinzufügen, dass wir uns durchaus bewusst sind, dass sich der Charakter eines Konflikts wie des Ukraine-Kriegs ändern kann. Wie wir in früheren Dokumenten gesagt haben, wäre es unsinnig, eine solche Möglichkeit angesichts des kombinierten und widersprüchlichen Charakters dieses Krieges auszuschließen. Zum Beispiel könnte ein direktes militärisches Eingreifen der NATO zu einer solchen Umwandlung von einem gerechten Krieg der nationalen Verteidigung in einen inner-imperialistischen Stellvertreterkrieg führen. Wenn es zu einer solchen Umwandlung käme, wären Revolutionäre verpflichtet, ihre Taktik zu ändern und für die Niederlage des russischen Imperialismus sowie der westlichen Imperialisten bzw. ihrer Stellvertreter in Kiew einzutreten. Aber, wir wiederholen, dies ist nur eine Möglichkeit in der Zukunft und Revolutionäre stützen ihre Strategie auf die Fakten von heute und nicht auf Spekulationen über morgen.

 

 

 

Zieht die Lehren, brecht mit den Verrätern!

 

 

 

Für echte Sozialisten ist es von entscheidender Bedeutung, die Lehren aus historischen Prüfungen wie dem Ukraine-Krieg und der aktuellen Konfrontation zwischen den Großmächten zu ziehen. Wir wollen an dieser Stelle diese Lehren kurz zusammenfassen.

 

1) Sozialistinnen und Sozialisten müssen eine klare theoretische Analyse der imperialistischen Großmächte haben. Es gibt keinen Platz für intellektuelle Faulheit und theoretischen Neandertalismus! Daher ist die Anerkennung des imperialistischen Charakters nicht nur der USA, Westeuropas und Japans, sondern auch Russlands und Chinas eine Voraussetzung für Marxisten, um den Charakter der gegenwärtigen historischen Periode zu verstehen.

 

2) Sozialistinnen und Sozialisten dürfen niemals eine Großmacht gegen eine andere unterstützen. Sie müssen vielmehr beide Seiten ablehnen. Ebenso dürfen Sozialisten keine Form von chauvinistischer Großmachtpolitik (wie Sanktionen usw.) unterstützen.

 

3) Sozialistinnen und Sozialisten müssen sich an die Seite eines unterdrückten Volkes stellen, das von einem imperialistischen Aggressor angegriffen wird. Sie müssen für die Unterstützung des gerechten Krieges zur nationalen Verteidigung (einschließlich der Forderung nach militärischer Hilfe) und für die Niederlage des imperialistischen Lagers eintreten.

 

4) Sozialistinnen und Sozialisten müssen alle Formen des Pazifismus ablehnen und verurteilen. Eine solche kleinbürgerliche Ideologie schafft nur Illusionen über einen gewaltfreien Weg zur Befreiung. Sie bedeutet auch, dass die militärische Unterstützung für die Unterdrückten sabotiert wird. Darüber hinaus kann sie dazu führen, dass der Aggressor das besetzte Gebiet behalten kann.

 

5) Sozialistinnen und Sozialisten müssen das reaktionäre Abseitsstehen in einem gerechten Befreiungskrieg verurteilen. Ein solches Abseitsstehen bedeutet faktisch eine Unterstützung für das Lager des Aggressors.

 

6) Sozialistinnen und Sozialisten müssen mit allen Organisationen brechen, die eine solche Politik des Sozialimperialismus, des Pazifismus und des Abstentionismus vertreten. Dies ist umso dringlicher, als die meisten dieser reformistischen und zentristischen Organisationen eine lange Tradition einer solchen anti-marxistischen Politik haben.

 

7) Sozialistinnen und Sozialisten, die ein konsequentes internationalistisches und anti-imperialistisches Programm unterstützen, müssen daraus Konsequenzen ziehen. Sie müssen - sowohl politisch als auch organisatorisch - mit allen Organisationen brechen, die nicht für ein solches Programm kämpfen. Um es klar zu sagen: Man kann nicht wirklich gegen die imperialistische Vergewaltigung der unterdrückten Völker kämpfen, man kann sich nicht wirklich allen Großmächten entgegenstellen ohne einen klaren und entschiedenen Bruch mit der opportunistischen Linken! Diese reformistischen und zentristischen Kräfte sind ein Hindernis im revolutionären Kampf für die Befreiung!

 

8) Sozialistinnen und Sozialisten, die solche Schlussfolgerungen ziehen, sollten sich mit denjenigen zusammentun, die seit vielen Jahren bewiesen haben, dass sie - in Worten und Taten - das ursprüngliche Programm des Marxismus in der Tradition von Lenin und Trotzki verteidigen! Die RCIT freut sich auf die Zusammenarbeit mit all diesen Genossinnen und Genossen! Nur auf der Grundlage einer solchen konsequenten internationalistischen und anti-imperialistischen Linie können wir eine revolutionäre Weltpartei wieder aufbauen!

들어가며

 

혁명적 공산주의인터내셔널 동맹 (RCIT) 우크라이나 전쟁과 강대국들 긴장 고조의 역사적 의미를 반복해서 짚어왔다.[1] 우리는 사건들이 세계정세에 첨예한 단절을 일으키며 장기적인 결과와 파장을 미칠 사태라고 설명했다.[2]

 

글에서는 우리의 평가분석을 반복하기 보다는, 관련된 다른 문제에 대해 논해보고자 한다.

 

우리가 충돌을 근본적인 사건으로 간주하는 이유는 오는 시기에 비슷한 사건이 자주 일어날 이라고 확신해서이기도 하다. 따라서 전쟁의 복합적인 성격을 이해하느냐 못하느냐, 올바른 전술적 결론을 도출하느냐 못하느냐는 사회주의 조직이 그러한 역사적인 시험을 견딜 있는지 없는지를 드러내준다. 그것이 역사적인 시험인 이유는 세계정세에 사건이 갖는 결정적 성격 때문만이 아니라, 그러한 사회주의 세력들이 향후 유사한 분쟁에서 스스로를 어떻게 자리매김할 것인지를 보여주는 전조이기도 하기 때문이다.

 

그러므로 오늘 시험을 견디는 실패하는 세력, 올바른 교훈을 끌어내지 못하는 세력은 앞으로 노동자·피억압자의 해방투쟁에서 그러한 배반을 되풀이할 운명에 있다.

 

 

 

충돌의 이중적 성격 우리의 전술

 

2 24 이래로 RCIT 문건들에서 보여주었듯이, 충돌은 복합적, 모순적 성격을 가지고 있다. 정확히 말하면 이중적인 성격을 가지고 있다. 이것을 이해하는 실패함으로 인해 수많은 개량주의·중도주의 좌파들이 반동적인 결론에 도달했다. 우리는 개전 며칠 발표한 선언문에서 다음과 같이 써놓았다.

 

계급 , 열강 간의 지역적·세계적 모순의 복잡한 본질을 이해하지 않고는 세계정세 속에서 올바른 투쟁방향을 가질 없다. 올바른 분석의 기초는 현재 우리가 방향의 모순에 직면해 있다는 사실을 인식하는 것이다. 과정이 상호의존적이고 서로 영향을 미치지만 동일한 과정은 아니다. 기회주의적 일탈 러시아 제국주의로의 일탈이든, 서방 제국주의로의 일탈이든 무엇에 이론적 기초를 두고 있는가? 정세의 모순적 성격을 이해하는 실패한 있다.

 

러시아의 우크라이나 침공은 양대 강대국 진영 긴장 고조의 결과물일 뿐만 아니라 또한 러시아의 제국주의적 성격의 결과물이다. 그러므로 우크라이나 인민의 저항은 제국주의 공격에 대한 방어 전쟁으로서 정의의 전쟁(正義戰)이다. 동시에 서방 제국주의 열강들은 전쟁을 자신의 이익을 위해 이용하려고 한다. EU 미국의 지배계급은 전쟁을 군국주의와 군비확대를 가속화하는 구실로 삼고 있다. 그들은 우크라이나 인민의 정의의 투쟁을 대리 전쟁으로 전화시키기 위해 젤렌스키 ·EU 제국주의의 자발적 마름 이용하려고 한다.”[3]

 

충돌의 이러한 이중적 성격은 우리가 선언을 발표한 이래로 지금까지 본질에서 달라진 없이 유지되고 있다.

 

이러한 평가분석을 통해 우리는 우크라이나 인민의 민족 방위 전쟁은 진보적 정당성을 가지고 있으며, 따라서 사회주의자들은 제국주의 러시아의 침공에 대항하여 우크라이나 인민의 저항을 지지해야 한다고 결론지었다. 동시에, 우리는 또한 강대국들 제국주의 패권경쟁의 반동적 성격을 인식한다. 분쟁에서 사회주의자들은 러시아와 나토 진영 모두에 반대한다. 우리는 다음의 슬로건으로 우리의 입장을 요약 정리했다.

 

* 우크라이나 방어! 러시아 제국주의에 패배를! (일체의 제국주의 영향력으로부터 독립적인) 우크라이나 민족 저항에 국제 민중연대를!

 

* 러시아뿐만 아니라 나토와 EU, 모든 제국주의 열강 타도! 열강들 간의 모든 분쟁에서 혁명가들은 진영 모두에 맞서 싸운다!

 

 

 

같은 사건이 자주 일어나는가?

 

위에서 언급했듯이, 모순적 성격을 가진 유사한 사건들이 오는 시기에 자주 일어날 것이라는 것은 의심의 여지가 없다. 이는 다음과 같은 이유로 불가피하다.

 

* 경제적·사회적·정치적으로 세계 자본주의의 깊은 위기가 모든 강대국들을 추동하여 세력권을 확장하도록 한다.[4] 따라서 이들 강대국은 과거보다 훨씬 반식민지 나라들을 직접적으로든, 간접적으로든 예속시키려고 것이다.

 

* 같은 이유로, 이들 강대국의 이해는 점점 사납게 충돌할 것이다. 그에 따라 많은 제재, 많은 군사적 위협 등이 있을 것이고, 결과 제국주의 국가들 간의 공공연한 전쟁 위험이 커질 것이다.

 

* 따라서 강대국이 경쟁국이 연루된 분쟁을 자신의 이익을 위해 이용하려고 하는 것은 필연적이다. 그에 따라 제국주의 진영이 경쟁 제국주의 진영의 공격에 처해 있는 상대에게 무기를 보낼 가능성은 더욱 커진다. (현재 우크라이나 전쟁에서 나토 나라들이 젤렌스키 정부에게 군사 원조를 보내고 있는 것처럼).

 

우리는 과거 자본주의 위기 시기에 그러한 사건들을 반복적으로 보아왔다. 1916 아일랜드 부활절 봉기에 대한 독일의 지지, 또는 1 세계대전 아랍 반란에 대한 영국의 지지를 예로 있다.[5]

 

1937 이후 중일전쟁에서 제국주의가 반동 장개석 정부에 원조를 보내며 일본 제국주의에 대해 초강력 제재를 가한 경우가 다른 예다. 트로츠키와 4인터내셔널은 중일전쟁에서 중국 측을 지지하는 한편, 계속해서 일제와 미제 양측 모두에 반대했다.[6]

 

그리고 복합적 성격의 사건을 하나 들자면 2 세계대전을 있는데, 전쟁은 한편으로 독일·이탈리아·일본이 서방 연합국에 맞서 싸우는 제국주의 충돌이었다. 충돌에서 맑스주의자들은 이들 진영 어느 쪽도 지지할 없었다. 그러나 다른 한편으로 2 세계대전에서는 하나 전쟁이 있었는데, 독일 제국주의에 맞서 소련 (퇴보한) 노동자국가가, 일본 제국주의에 맞서 중국 반식민지가, 그리고 나치 점령통치에 맞서 유럽의 피억압 인민이 싸우는 전쟁이 그것이다. 이러한 충돌에서 맑스주의자들은 제국주의 침략자들에 대항하여 정의의 해방 전쟁을 지지했다.[7]

 

물론 사회주의자들은 어느 경우에서든 해방투쟁에 제국주의가 개입하는 것에 반대하여 싸워야 한다. 그러나 이것이 그러한 인민 반란과 인민 전쟁의 진보적 내용을 부정하는 것으로 이어져선 된다.

 

레닌은 제국주의 개입에도 불구하고 피억압자의 정의의 해방투쟁에 대해 맑스주의자가 어떠한 접근태도를 취할지 다음과 같이 총괄 정리해주고 있다.

 

전쟁에서 교전국 총참모부들은 진영에서의 어떤 민족적·혁명적 운동이든 이용하려고 전력을 다하고 있다. 독일인들은 아일랜드의 반란을 이용하고 프랑스인들은 체코의 운동을 이용한다. 그들은 그들 자신의 관점에서 완전히 올바르게 행동하고 있는 것이다. 적의 가장 사소한 약점까지도 유리한 쪽으로 이용하지 않는다면, 그리고 굴러 들어오는 모든 기회를 붙잡지 않는다면, 심각한 전쟁이 심각하게 취급되지 않고 것인데, 이는 어느 순간에, 어느 곳에서, 어떠한 힘으로 화약고가 폭발할지 미리 없기 때문에 더더욱 그러하다. 우리가 사회주의를 위한 프롤레타리아트의 위대한 해방 전쟁에서, 제국주의가 위기를 심화 확대시키기 위해 불러오는 하나의 재앙에 대해서도 그것에 대항하는 모든 인민 운동을 이용하는 방법을 모른다면, 우리는 매우 가련한 혁명가일 것이다. 우리가 한편으로는 수천 가지 어조로 모든 민족 억압에 반대한다 선언을 되풀이하면서도, 다른 한편으로는 피억압 민족의 어떤 계급의 가장 기동성 있고 계몽된 부분이 억압자들에 대항하여 일어선 영웅적인 반란을 폭동이라고 묘사한다면, 우리는 카우츠키주의자들과 같은 수준의 어리석음으로 빠져버릴 것이다.”[8] (레닌 <민족자결에 관한 토론 총괄 정리>)

 

 

 

기회주의 좌파의 정치적 파산

 

실제로, 많은 자칭 "좌파" 단위들이 충돌의 이중적 성격을 인식하는 실패하며, 그리하여 일관된 국제주의·반제국주의 입장을 취하길 거부한다. 최근 발표한 세계정세에 관한 문서에서 우리는 이들 기회주의 세력들 사이에서 나타나고 있는 가지 반동적인 흐름을 확인한 있다.

 

“i) 사회제국주의 흐름: 제국주의 강대국을 직간접적으로 지지하는 조류들 (러시아를 지지하는 각종 스탈린주의 당과 볼리바르주의 , EU 제국주의의 독자 대외정책을 지지하는, 심지어는 스페인에서처럼 EU 정부에 참여하는 유럽의 스탈린주의 당과 좌익 포퓰리즘 ).

 

ii) 사회평화주의 흐름 : 전쟁에 대항하는 투쟁을 전쟁의 물질적 기초 자본주의 대항하는 투쟁과 결합시키지 않고 그냥 무력한 평화 요구로 투쟁을 제한하는 조류. 사회주의자들의 지지를 받을 자격이 있는 피억압 인민의 진보적 전쟁 (우크라이나 인민의 저항투쟁과 같은), 사회주의자들이 지지할 없는 반동적 전쟁을 구분하지 않고, 투쟁방향과 전술이 없는 내용의 전쟁 반대 요구로 투쟁을 제한하는 조류. (모든 종류의 소부르주아 평화주의자, 스탈린주의자, 개량주의자 ).

 

iii) 제국주의적 경제주의: 제국주의 강대국에 의한 민족 예속에 맞서 싸우는 우크라이나 인민 투쟁의 정당성을 부정하고, 정의전을 강대국들 패권경쟁의 지엽말단으로 부차화 시키는 조류. (그리스공산당과 가까운 각종 스탈린주의 당들과 CWI, ISA, IMT, IST, PTS/FT 여러 트로츠키파 중도주의자들이 이러한 입장을 대표한다.)”[9]

 

우리는 이로부터 가지 결론을 끌어낼 있다. 우크라이나 전쟁 그와 유사한 향후의 충돌에서 올바른 입장을 취하기 위해서는 기존 서방 열강 (미국, 서유럽, 일본)뿐만 아니라 신흥 열강 (중국과 러시아) 제국주의적 성격을 인식하는 것이 전제조건이다. 우리는 러시아 제국주의[10]뿐만 아니라 중국 제국주의[11] 광범위하게 평가 분석했는데 관심 있는 독자들은 우리의 관련 문서들을 참조하길 권한다.

 

 

 

러시아의 제국주의적 성격을 인식하길 거부하는 데서 오는 결과들

 

러시아의 제국주의적 성격을 인식하는 것은 러시아와 우크라이나 전쟁의 본질을 이해하는 필수불가결의 요건이다. 제국주의 국가와 반식민지 나라 간의 충돌이 전쟁의 본질이기 때문이다. 나아가 러시아의 제국주의성에 대한 인식은 나토와 러시아 충돌의 본질을 인식하는 데서도 매우 중요하다. 양측 모두 반동적이고 사회주의자들이 진영 모두에 반대해야 하는 제국주의 패권경쟁이 나토 러시아 분쟁의 본질이기 때문이다.[12]

 

러시아 제국주의 ( 중국 제국주의) 본질을 인식하길 거부하는 세력들은 우크라이나 전쟁 향후 그와 유사한 사건에서 피억압 인민의 편을 드는 실패하기 쉽다. 제국주의 분쟁에서도 강대국 모두에 반대하는 혁명적 패전주의 입장을 취하는 실패하기 쉽다.

 

우리는 러시아의 제국주의적 성격을 부정하고 따라서 우크라이나를 방어하길 거부하는 그러한 기회주의 세력에 대한 수많은 예를 보아왔다. 각종 스탈린주의 당들[13], 아르헨티나 PO(노동자당)[14] 계열 (DIP, EEK ), PTS/FT[15], 앨런 우즈의 IMT[16], 피터 타페의 CWI, 이른바 스파르타시즘 패밀리의 각종 스탈린 애호가 그룹들이 그러한 예들이다.

 

이들 세력이 과거 제국주의의 침략에 대항하여 다른 피억압 인민 또한 방어하길 거부한 것도 우연이 아니다. 몇몇 예를 대자면, 스탈린주의 당들이 도살자 아사드에 대항하여, 그리고 러시아의 군사 개입에 대항하여 시리아 혁명을 지지하길 거부한 , 러시아의 점령에 대항하여 체첸 인민을 지지하길 거부한 , 서방의 점령에 대항하여 아프가니스탄의 저항을 지지하길 거부한 등을 있다.[17] (스파르타시스트뿐만 아니라) IMT, CWI, PTS/FT 반란 초기 뒤에는 시리아 인민을 들길 거부했다.[18] 마찬가지로, 조직들 대부분은 1982 말비나스 (“포클랜드) 전쟁에서 영국 제국주의에 대항하여 아르헨티나를 지지하는 실패했거나, 이스라엘의 침략에 대항하여 하마스를 드는 실패했다.[19]

 

여기에는 내적 논리가 존재하는 것을 있다. ·중의 제국주의적 성격을 인식하길 거부하는 것은 반동 정권 권력에 대항하여 피억압자를 방어하길 거부하는 것과 밀접한 관련이 있다. 따라서 필연적으로 조직들은 계속해서 사회제국주의 정책을 이어갈 것이며, 피억압자 진영에 합류하길 계속해서 거부할 것이다.

 

같은 이유로, 그러한 세력들은 제국주의 진영 모두에 대한 혁명적 패배주의 입장을 취하는 계속해서 실패할 공산이 크다. 그러한 실패는 러시아나 중국에 대한 노골적인 지지로 이어질 것이다. 또는 그러한 실패가 · 제국주의에 대한 암묵적인 지지로 이어질 수도 있는데, 경우는 이러한 개량주의·중도주의 조직이 기본적으로 서방 제국주의만 비판하고 · 제국주의는 비판하지 않는 (또는 단지 부차적으로만 언급하고 마는) 경우다.[20]

 

 

 

악랄한 제국주의”: 제국주의적 차악론

 

다른 형태의 사회제국주의는 진영의 제국주의적 성격을 형식적으로 인정하지만 그러한 평가로부터 나오는 반제국주의적 결론에 대해서는 부정하는 기회주의 좌파들의 정책이다. 실제로 이들은 가장 악랄한 제국주의 () " 악랄한 제국주의"라는 대결 구도를 내세운다. 같은 제국주의 강대국이라도 해악의 경중이 음을 내세워 차악 제국주의 이론을 제창하고 있는 것이다. 스탈린주의는 1935 서방 열강이 나치 독일에 비해 " 해악적인" 제국주의가 되었다고 보아 프랑스 제국주의와 조약을 체결하고는 이러한 제국주의적 차악론을 도입했다. 오늘 우리는 러시아에 대한 서방 제국주의 열강의 제재를 거부하는 실패하는, 심지어는 내놓고 지지하는 조직들에게서 비슷한 예를 본다.[21]

 

오늘 제국주의 열강들 간의 충돌에서 일관된 패배주의 노선을 취하지 못하는 세력들, 강대국이 경쟁국을 상대로 경제적 또는 외교적 도발·공격 행위를 지지 (“비판적으로든, 무비판적으로든) 있다고 보는 세력들은 필연적으로 향후에도 그러한 사회제국주의적 투항을 반복할 것이다. 어느 사회주의자도 이러한 충돌에서 또는 제국주의 열강을 지지하길 일체 거부하는 것이 맑스주의의 기본 원칙임을 잊어서는 된다.

 

 

 

평화주의와 반동적 기권주의: 사회제국주의의 변종

 

우크라이나 전쟁에서 다른 반동적 정책을 취하는 흐름이 평화주의와 반동적 기권주의다. 유파도 피억압자의 해방투쟁에 심각한 위험이 되고 있다. 최근 발표한 우리의 다른 논설에서 평화주의 강령에 대해서는 상세하게 다루었으므로 여기서는 반동적 기권주의 흐름에 초점을 맞출 것이다. [22]

 

많은 "좌파" 세력들이 러시아의 제국주의적 성격과 나토 러시아 충돌의 제국주의적 본질을 형식적으로는 인정한다. 그러나 그들은 우크라이나 저항의 정당한 민족적·민주적 성격을 무시한다. 그들은 전쟁이 아무 독립적인 의미를 가지지 않으며 단지 나토와 러시아 간의 대리전일 뿐이라고 주장한다. 실제로 이러한 입장은 레닌이 "제국주의적 경제주의"라고 부른 것을 반복하는 것으로, 피억압 인민의 민족적·민주적 투쟁의 진보적 정당성을 부정하고, 그에 따라 이러한 투쟁을 추상적, 일반적 "반제국주의" 종속, 부차화 시키는 노선이다.

 

그러한 반동적 기권주의 노선의 예로는 그리스공산당(KKE) 그와 가까운 각종 스탈린주의 당들뿐만 아니라, 토니 클리프의 전통에 있는 국제사회주의경향(IST) 등의 트로츠키파 중도주의자들이 있다.[23]

 

다시 , 우리는 이들 세력의 실패가 우연이 아니라 그들의 오랜 전통에 바탕해 있다는 것을 지적해야 한다. 스탈린주의자들은 시리아에서 아사드 정권을 지지했고, ISA IST 뒤에 가서는 시리아 민중 투쟁을 지지하길 거부했다.[24] ISA IST 이미 1982년에도 제국주의 영국에 대항하여 반식민지 아르헨티나를 방어하길 거부했다.[25] 그들은 영국의 점령에 대항하여 아일랜드의 해방투쟁을 지지하길 거부한 부끄러운 전통도 공유하고 있다.[26]

 

따라서 필연적으로 이들 스탈린주의 조직들과 사이비 트로츠키주의 조직들은 계속해서 피억압 인민의 해방투쟁에 대한 지지를 거부할 것이다. 그들은 제국주의 침략자에 맞서 피억압 인민을 지지할 없는 구실을 계속해서 찾을 것이다. 정의의 해방투쟁을 드는 계속해서 실패해 세력들, 오류로부터 배우기를 거부하는 세력들, 세력들은 객관적으로 피억압 인민의 배신자로 남을 수밖에 없는 운명에 있다. 그들은 객관적으로 억압자의 사회제국주의적 지지자로 남을 수밖에 없는 운명이다!

 

지점에서 덧붙이자면, 우리는 우크라이나 전쟁과 같은 충돌은 언제든 성격이 바뀔 있다는 점을 십분 인식하고 있다. 우리가 지난 문서들에서 말했듯이, 전쟁의 복합적이고 모순적인 성격을 고려할 그러한 전화 가능성을 배제하는 것은 당치 않는 짓이다. 예를 들어, 나토의 직접적 군사 개입은 그러한 전화, 정의의 민족 방위 전쟁에서 제국주의 대리전으로의 전화를 가져올 있다. 만약 그러한 전화가 일어난다면, 혁명가들은 전술을 바꿀 의무가 있고, 러시아 제국주의의 패전과 함께 서방 제국주의 키이우의 대리인의 패전을 내걸어야 것이다. 그러나 거듭 말하지만, 이것은 미래의 가능성일 뿐이며 혁명가들은 그들의 전략을 내일에 대한 추측이 아니라 오늘의 사실에 바탕한다.

 

 

 

교훈을 배우자, 배신자들과 단절하자!

 

야바위 말고 진정한 사회주의자들은 우크라이나 전쟁 강대국들 대결과 같은 역사적 시험에서 교훈을 배우는 것이 중요하다. 간단히 교훈들을 요약 정리해 보자.

 

1) 사회주의자들은 제국주의 강대국들에 대한 명확한 이론적 평가분석을 가져야 한다. 최근 이삼십 사이에 이루어진 오늘의 현실에 대해서는 말하지 않고 주구장창 이전의 역사, 이른바 현대사 읊조리며 그것으로 오늘의 현실을 대체하려는 지적 나태함과 이론적 보수성이 여기서 자리는 없다. 그러므로 미국·서유럽·일본뿐만 아니라 러시아·중국의 제국주의적 성격을 인정하는 것이 사회주의자들에게는 시기의 성격을 이해하기 위한 전제조건이다.

 

2) 사회주의자들은 결코 강대국에 대항하여 다른 강대국을 지지해선 된다. 반대로 양측 모두에 반대해야 한다. 마찬가지로, 사회주의자들은 어떠한 형태의 배외주의적 대국 정책 (제재 같은) 지지해선 된다.

 

3) 사회주의자들은 제국주의 침략자의 공격을 받고 있는 피억압 인민의 편에 서야 한다. 사회주의자들은 정의의 민족 방위 전쟁에 대한 지지 (군사적 원조 요구를 포함하여) 제국주의 진영의 패배를 제창해야 한다.

 

4) 사회주의자들은 모든 형태의 평화주의에 맞서서 그것을 규탄해야 한다. 그러한 소부르주아 이데올로기는 비폭력 노선에 대한 환상을 만들어 뿐이다. 그것은 사실상 피억압자를 위한 군사적 지지에 대한 사보타지를 의미한다. 게다가 그것은 침략자가 점령지 장악을 기정사실로 만들 있는 상황을 초래할 있다.

 

5) 사회주의자들은 정의의 해방전쟁에서의 반동적 기권주의를 규탄해야 한다. 그러한 기권주의는 사실상 침략자 진영을 지지하는 것을 의미한다.

 

6) 사회주의자들은 이러한 사회제국주의/평화주의/기권주의 노선을 제창 옹호하는 조직들 일체와 단절해야 한다. 이것이 더더욱 긴요한 이유는, 이들 개량주의·중도주의 조직들 대부분이 그러한 맑스주의 정책의 오랜 전통을 가지고 있어서다.

 

7) 일관된 국제주의·반제국주의 강령을 지지하는 사회주의자들은 결론을 끌어내야 한다. 진정한 사회주의자들은 그러한 강령을 걸고 싸우는 실패하는 모든 조직들과 정치적으로, 조직적으로 모두 단절해야 한다. 기회주의 좌파와의 명확하고 단호한 단절 없이는 피억압 인민에 대한 제국주의 압제·수탈과 진정으로 싸울 없으며, 모든 강대국에 진정으로 반대할 없다! 이들 개량주의·중도주의 세력은 해방을 위한 혁명 투쟁에 방해물이다!

 

8) 이러한 결론을 도출하는 사회주의자들은 레닌과 트로츠키의 전통에 서서 맑스주의의 원조 강령을 말과 행동으로 방어해왔고 그것을 다년간에 걸쳐 입증해 자들과 힘을 합쳐야 한다. RCIT 모든 동지들과의 협력을 고대한다! 오직 그와 같이 일관된 국제주의·반제국주의 노선의 기초 위에서만 우리는 혁명세계당 재건할 있다!
