High-Ranking U.S. Delegation Meets Assad’s Security Chief

 

How Big Gangsters and Small Gangsters Negotiate to Get a Deal

Pro-Assad as well as Western media have reported in the last days about an interesting meeting which took place recently in Damascus. The story was first brought up by the pro-Hezbollah Lebanese newspaper al-Akhbar, later basically confirmed by officials both of the U.S. Administration as well as regional governments and then published in various Western media like Reuters, the New York Times and the Israeli YNet. (1)

 

According to these reports, “an American delegation of senior Defense Department officials” as well as “representatives from other intelligence agencies” met with a Syrian delegation led by Ali Mamlouk, the head of Syria’s national security bureau, as well other senior security officials, including the head of the Military Intelligence Directorate. The meeting, which took place near Damascus international airport, lasted for four hours.

 

The delegation of the US Administration “made a series of demands in exchange for the US vacating war-torn Syria. In addition to the demand that Iranian forces exit southern Syria, the US also sought a Syrian guarantee that the US would receive a share of Syrian oil and that the country transfer information from Damascus to Washington about the terrorist organizations operating in the country, claiming that "the threat of terrorism crosses continents and that the information we receive can likely serve the state’s security.

 

Mamlouk replied that “Damascus would not cooperate with Washington on security issues until they had normalized ties and he also demanded a complete withdrawal of U.S. forces from Syria.

 

While the two delegations couldn’t reach an agreement for now, “it was agreed that the channels of communication between the US and Syria through the Russians would remain in place.

 

This meeting between these big gangsters and small gangsters tells us more about the state of affairs than 100 empty declarations from the propaganda departments of the Trump Administration or the Assad regime. It comes as no surprise to us in the RCIT as we have always explained that US imperialism and the Assad regime are not divided by antagonistic interests. The conflict between Washington and Assad is basically a result of the inter-imperialist conflict between the Great Powers USA and Russia. (2)

 

For some time the US and the European Union desired to replace Assad, known as a proxy of Russian imperialism as well as of the Ayatollah regime in Iran, and to replace it with their own proxy. Hence, in the first years of Syria’s popular uprising, Washington gave tacit, mainly diplomatic, support for the pro-Western sectors of the rebels in order to create problems in Moscow’s empire. However, when it turned out that Washington could not bring the country into its sphere of influence via a coup against Assad from within the Baathist state apparatus, they reconciled themselves with the prospect of Assad staying in power. As the RCIT has emphasized many time, in the end, Washington and Brussels always preferred the bloody Assad regime than facing the consequences of a violent popular revolution. (3)

 

For these reasons, the Trump Administration has started to open negotiations with Putin as well as Assad about “making a deal”, as the White House’s strange man with the orange hair likes to say. Basically, Washington offers to withdraw its troops in exchange for getting a share in Syria’s oil business and for guaranteeing Israel’s “security” by keeping Iranian troops away from the Southern border.

 

At the moment, the two sides have not reached a deal. Assad is in a strong position as he has the backing of Russia and Iran. Furthermore, the longstanding proxy of US imperialism in Syria, the Kurdish YPG/SDF (4), is now looking itself for negotiations with the Assad regime. (5) And finally, while the U.S. is still the biggest imperialist power, it is seriously weakened by its vicious domestic faction struggle within its ruling class.

 

It is quite possible that the negotiations between the U.S. and Russia as well as Assad will get bumpy. This is not unusual in negotiations between big gangsters and small gangsters. As we know the Assadist-Russian-Iranian forces are preparing the final assault on Idlib, the last citadel of the Syrian Revolution. (6) Russian imperialism has deployed a dozen warships to the Mediterranean Sea in what a Russian newspaper called Moscow's largest naval build-up since it entered the Syrian conflict in 2015. (7)

 

The U.S. will no doubt protest against Russia’s expanding influence and make threats. One can not exclude that Washington will launch this or that military strike against Russia’s proxy. But such conflicts would not be about the Syrian liberation struggle but simply about the right prize for a deal between the U.S. and Russia respectively the Assad regime. But irrespective of its rivalry with Russia, U.S. imperialism shares Moscow’s desire to pacify the Syrian liberation struggle. (8)

 

These developments demonstrate once more how foolish those leftists have been who always refused any support for the popular uprising by claiming that the Syrian rebels were “agents of the U.S.”. As the RCIT has stated from the beginning, all capitalist powers – despite their rivalry between each other – have desired an end of the revolutionary process in Syria. (9)

 

We repeat once again that all revolutionaries, socialists and democrats must denounce the interference and aggression of all imperialist Great Powers in Syria! (10) The RCIT calls for the immediate withdrawal of the Russian and U.S. troops as well as those of Iran and Turkey. All foreign military bases in Syria must be dissolved! We call the workers and popular mass organizations around the world to rally the support of the Syrian people! Defend Idlib, the last citadel of the Syrian Revolution, against the impending annihilation by the barbaric counter-revolution!

Hochrangige US-Delegation trifft sich mit Assads Sicherheitschef

 

Wie große Gangster und kleine Gangster verhandeln, um einen Deal zu bekommen

Pro-Assad und westliche Medien haben in den letzten Tagen von einem interessanten Treffen berichtet, das kürzlich in Damaskus stattfand. Die Geschichte wurde zuerst von der libanesischen Pro-Hisbollah-Zeitung al-Akhbar herausgebracht, später im Wesentlichen von Vertretern der US-Regierung und regionalen Regierungen bestätigt und dann in verschiedenen westlichen Medien wie Reuters, der New York Times und dem israelischen YNet veröffentlicht . (1)

 

Nach diesen Berichten trafen sich "eine amerikanische Delegation von hochrangigen Vertretern des Verteidigungsministeriums" sowie "Vertreter anderer Geheimdienste" mit einer syrischen Delegation, angeführt von Ali Mamlouk, dem Leiter des nationalen Sicherheitsbüros Syriens, sowie anderen hochrangigen Sicherheitsbeamten - einschließlich des Leiters der militärischen Nachrichtendirektion. Das Treffen, das in der Nähe des internationalen Flughafens von Damaskus stattfand, dauerte vier Stunden.

 

Die Delegation der US-Regierung „stellte eine Reihe von Forderungen im Austausch für das Versprechen, dass die USA sich aus dem kriegszerstörten Syrien zurückziehen. Zusätzlich zu der Forderung, dass die iranischen Streitkräfte Südsyrien verlassen sollen, forderten die USA auch eine Garantie von Syrien, dass ein Teil des syrischen Öls an die USA geht und dass das Land Informationen von Damaskus nach Washington über die im Land operierenden Terrororganisationen weiterleitet mit der Erklärung, dass „die Bedrohung durch den Terrorismus über Kontinente hinausreiche und die Informationen der Sicherheit des US Staates dienen können.““

 

Mamlouk antwortete, dass „Damaskus in Sicherheitsfragen nicht mit Washington kooperieren wird, bis sich die Lage normalisiert hätte und er auch einen vollständigen Rückzug der US-Streitkräfte aus Syrien verlangt.“

 

Während die beiden Delegationen vorerst keine Einigung erzielen konnten, „wurde vereinbart, dass die Kommunikationskanäle zwischen den USA und Syrien durch die Russen bestehen bleiben“.

 

Dieses Treffen zwischen den großen und den kleinen Gangstern erzählt uns mehr über den Stand der Dinge als 100 leere Erklärungen der Propagandaabteilungen der Trump-Administration oder des Assad-Regimes. Es ist für uns als RCIT keine Überraschung, haben wird doch immer erklärt, dass der US-Imperialismus und das Assad-Regime nicht durch antagonistische Interessen gespalten sind. Der Konflikt zwischen Washington und Assad ist im Wesentlichen eine Folge des inner-imperialistischen Konflikts zwischen den Großmächten USA und Russland. (2)

 

Einige Zeit lang wollten die USA und die Europäische Union Assad, der bekannterweise als Stellvertreter des russischen Imperialismus sowie des Ayatollah-Regimes im Iran wirkt, ersetzen und durch einen eigenen Stellvertreter austauschen. Daher gab Washington in den ersten Jahren des syrischen Volksaufstandes stillschweigende, hauptsächlich diplomatische Unterstützung für die prowestlichen Sektoren der Rebellen, um Probleme im Reich Moskaus zu schaffen. Als sich jedoch herausstellte, dass Washington das Land nicht durch einen Putsch gegen Assad aus dem Staatsapparat der Baath-Partei in seinen Einflussbereich bringen konnte, versöhnten sie sich mit dem Gedanken, dass Assad an der Macht bleiben würde. Wie die RCIT mehrmals schon betont hat, bevorzugten Washington und Brüssel am Ende immer das blutige Assad-Regime gegenüber der gewaltsamen Revolution des Volkes und ihrer Konsequenzen. (3)

 

Aus diesen Gründen hat die Trump-Regierung damit begonnen, Verhandlungen mit Putin und Assad über "einen Deal" zu machen, wie es der seltsame Typ mit dem orangen Haaren der derzeit im Weißen Haus sitzt gerne sagt. Im Grunde bietet Washington an, seine Truppen zurückzuziehen, um im Gegenzug einen Anteil an Syriens Erdölgeschäften zu erhalten und Israels "Sicherheit" zu garantieren, indem es die iranischen Truppen von der Südgrenze fernhält.

 

Im Moment haben die beiden Seiten keine Einigung erzielt. Assad ist in einer starken Position, da er von Russland und Iran unterstützt wird. Darüber hinaus sucht die langjährige Stellvertreterin des US-Imperialismus in Syrien, die kurdische YPG / SDF (4), nun selbst nach Verhandlungen mit dem Assad-Regime. (5) Und schließlich ist die USA zwar immer noch die größte imperialistische Macht, wird aber durch ihren innerstaatlichen Fraktionskampf innerhalb ihrer eigenen herrschenden Klasse als solche auch ernsthaft geschwächt.

 

Es ist durchaus möglich, dass die Verhandlungen zwischen den USA und Russland sowie Assad stürmisch werden. Dies ist bei Verhandlungen zwischen großen und kleinen Gangstern nicht ungewöhnlich. Wie wir wissen, bereiten die assadistisch-russisch-iranischen Truppen den letzten Angriff auf Idlib vor, der letzten Bastion der syrischen Revolution. (6) Der russische Imperialismus hat ein dutzend Kriegsschiffe im Mittelmeer stationiert als – wie es eine russische Zeitung formulierte - Moskaus größte Seemobilisierung seit 2015, dem Beginn der russischen Einmischung in den Syrienkonflikt.

 

Die USA werden zweifellos gegen den wachsenden Einfluss Russlands protestieren und Drohungen aussprechen. Man kann nicht ausschließen, dass Washington diesen oder jenen Militärschlag gegen Russlands Stellvertreter starten wird. Aber solche Konflikte gehen nicht wirklich um den syrischen Befreiungskampf, sondern handeln lediglich von einem Abkommen zwischen den USA und Russland bzw. dem Assad-Regime und dem entsprechenden Preis dafür. Denn unabhängig von seiner Rivalität mit Russland teilt der US-Imperialismus Moskaus Wunsch, den syrischen Befreiungskampf endgültig zu befrieden. (8)

 

Diese Entwicklungen zeigen einmal mehr, wie töricht diejenigen Linken waren, die immer die Unterstützung des Volksaufstandes ablehnten, indem sie behaupteten, die syrischen Rebellen seien „Agenten der USA“. Wie die RCIT von Anfang an gesagt hat, haben alle kapitalistischen Mächte - trotz ihrer Rivalität untereinander - ein Ende des revolutionären Prozesses in Syrien gewollt. (9)

 

Wir wiederholen noch einmal, dass alle RevolutionärInnen, SozialistInnen und DemokratInnen die Einmischung und Aggression aller imperialistischen Großmächte in Syrien ablehnen müssen! (10) Die RCIT fordert den sofortigen Abzug der russischen und US-Truppen sowie der iranischen und der türkischen Truppen. Alle ausländischen Militärstützpunkte in Syrien müssen aufgelöst werden! Wir rufen die ArbeiterInnenbewegung und die Organisationen der Unterdrückten auf der ganzen Welt dazu auf, für die Unterstützung des syrischen Volkes zu mobilisieren! Verteidigt Idlib, die letzte Zitadelle der syrischen Revolution, gegen die bevorstehende Vernichtung durch die barbarische Konterrevolution!

* Russische, iranische, amerikanische und türkische Truppen – raus aus Syrien!

 

* Nieder mit den konterrevolutionären Verhandlungen in Astana!

* Für eine Regierung der ArbeiterInnen und arme Bauernschaft!

 

* Es ist höchste Zeit für den Aufbau einer revolutionären ArbeiterInnenpartei – auf nationaler und internationaler Ebene!
