On the support of the Stalinist-reformist CPI(M) for India’s military attack against Pakistan

Last night, India’s Armed Forces launched “Operation Sindoor” against Pakistan and attacked nine sites. According to the latest reports from Islamabad, the strikes hit, among others, two mosques, killed 26 people – including women and children – and injured many more. However, New Delhi also suffered painful losses as Pakistan’s Air Force reportedly managed to shoot down five Indian warplanes.

 

India’s right-wing government claims that its military destroyed “terrorist infrastructure” in retaliation for an attack in Pahalgam in Indian-occupied Kashmir on 22 April. This terrorist attack, for which Kashmiri armed insurgents are most likely responsible, resulted in the death of a number of Indian tourists. Such actions are caused by India’s brutal occupation of Kashmir which has resulted in the death of nearly 100,000 people since 1989 and the rape of about 10,000 women.

 

The RCIT and other authentic socialists oppose terrorist attacks against civilians. However, we unconditionally support the struggle of the Kashmiri people against the Indian occupation without lending political support to the petty-bourgeois nationalist or Islamist forces which are the top of the resistance. We demand the immediate and unconditional withdrawal of Indian troops from the region. Likewise, we call for the withdrawal of Islamabad’s troops from Pakistan-occupied Kashmir. We support the struggle for a free Kashmir (“Azadi Kashmir”) which, in our view, should be an independent, united, and socialist republic. [1]

 

In any military conflict between India and Pakistan, socialists should take a revolutionary defeatist position on both sides, i.e. opposing both camps under the slogan “the main enemy is at home”. [2]

 

As we wrote in a recently published article, India’s reformist left takes a shameful position in this conflict. Locked in a popular-front alliance with the traditional party of India’s bourgeoisie – the Indian National Congress – they refuse to support the right of national self-determination of the Kashmiri people. Similar to the social democrats in 1914, they side with their “fatherland” in the conflict with Pakistan. [3]

 

 

 

A coward and chauvinist statement

 

 

 

A new statement of the Communist Party of India (Marxist) – one of the two main reformist forces in the country which has four deputies in India’s parliament, and which is internationally affiliated with many other Stalinist parties [4] – about last night’s attack fully confirms our critique. Below, we reproduce the full statement:

 

“The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

 

Operation Sindoor was carried out by the Indian armed forces with the objective of destroying terrorist camps and infrastructure in PoK and Pakistan. According to the armed forces, these strikes were focused, measured and non-escalatory and carried out successfully at nine places.

 

In the All Party Meeting convened by the Union Government, all the political parties had extended support to the measures taken by the Union Government aimed against the terrorists and their handlers.

 

Along with these actions, pressure should be continued on Pakistan to hand over those responsible for the massacre of innocent people in Pahalgam and to ensure that no terrorist camps operate from its territory. The Indian government should ensure that the unity of the people and integrity of the country are protected.” [5]

 

As readers can see, the CPI(M) totally capitulates to Modi’s policy of chauvinist warmongering. Not a single word about India’s horrific occupation of Kashmir which has become the most militarized region on the planet with about 750,000 Indian troops. Not a single word about Modi’s reactionary Hindutva-chauvinist policy which exploits the attack in Pahalgam for its reactionary goals.

 

Quiet the opposite, the Stalinist-reformists encourage the Indian army to make sure “that no terrorist camps operate from [Pakistan’s] territory.” They even call “the Indian government [to] ensure that the unity of the people and integrity of the country are protected.” In the real world, it is the Modi government that divides the people by whipping-up Hindutva chauvinism against the Muslim minority and by attacking the social rights of the workers and peasants for many years. Authentic communists don’t call Modi to “unite the people” but rather strive to rally the class consciousness workers and oppressed against the Modi government.

 

Authentic communists also don’t call the right-wing government to “protect the integrity of the country“. They rather support the struggle of oppressed nationalities – like in Kashmir, Manipur, Nagaland, etc. – for self-determination, including the right to separate from India. India’s borders, which were drawn by the British colonial Empire, are not sacrosanct. Our perspective is the formation of a socialist federation of South Asia which will free the continent from imperialist domination.

 

The task for communists in India now is to withstand the combined chauvinist pressure of the Modi government, the opposition parties and the reactionary media. They should explain the real motives behind Modi’s policy of chauvinist warmongering and explain that workers must not identify with their ruling class and its state. “Their India” is that of the rich and powerful who divide the people along religion and caste. “Our India” is that of the popular masses who suffer from the policy of the Modi government. Communists should strive to organise the class-conscious workers and oppressed on the basis of a joint struggle for the defence of national and democratic rights and a socialist perspective.

 

Unfortunately, all this is a closed book for the CPI(M). Their leaders act as Modi’s loyal “communists” as their coward and chauvinist statement demonstrates.

 

 

 

Sobre el apoyo del estalinista-reformista PCI(M) al ataque militar de la India contra Pakistán

Anoche, las Fuerzas Armadas de la India lanzaron la “Operación Sindoor” contra Pakistán y atacaron nueve lugares. Según los últimos informes de Islamabad, los ataques alcanzaron, entre otras cosas, dos mezquitas, causando la muerte de 26 personas, entre ellas mujeres y niños, y muchas más heridas. En cualquier conflicto militar entre India y Pakistán, los socialistas deben adoptar una postura derrotista revolucionaria en ambos bandos, es decir, oponerse a ambos bandos bajo el lema "el enemigo principal está en casa". (2)

 

Como escribimos en un artículo publicado recientemente, la izquierda reformista india adopta una postura vergonzosa en este conflicto. Enfrascada en una alianza de frente popular con el partido tradicional de la burguesía india, el Congreso Nacional Indio, se niega a apoyar el derecho a la autodeterminación nacional del pueblo cachemir. Al igual que los socialdemócratas en 1914, se alinean con su "patria" en el conflicto con Pakistán. (3)

 

 

 

Una declaración cobarde y chovinista.

 

 

 

Una nueva declaración del Partido Comunista de la India (Marxista) –una de las dos principales fuerzas reformistas del país, que tiene cuatro diputados en el Parlamento indio y que está afiliado internacionalmente con muchos otros partidos estalinistas (4) – sobre el ataque de anoche confirma plenamente nuestra crítica. A continuación, reproducimos la declaración completa:

 

“El Buró Político del Partido Comunista de la India (Marxista) ha emitido el siguiente comunicado:

 

La Operación Sindoor fue llevada a cabo por las fuerzas armadas indias con el objetivo de destruir campamentos e infraestructura terroristas en Pahalgam y Pakistán. Según las fuerzas armadas, estos ataques fueron focalizados, medidos y sin escaladas, y se llevaron a cabo con éxito en nueve lugares.

 

En la Reunión de Todos los Partidos convocada por el Gobierno de la Unión, todos los partidos políticos expresaron su apoyo a las medidas adoptadas por el Gobierno de la Unión contra los terroristas y sus manipuladores.

 

Junto con estas acciones, se debe continuar presionando a Pakistán para que entregue a los responsables de la masacre de personas inocentes en Pahalgam y para garantizar que ningún campamento terrorista opere desde su territorio. El gobierno indio debe garantizar la protección de la unidad del pueblo y la integridad del país”. (5)

 

Como pueden ver, el PCI(M) se rinde totalmente ante la política belicista chovinista de Modi. Ni una sola palabra sobre la horrible ocupación india de Cachemira, que se ha convertido en la región más militarizada del planeta con cerca de 750.000 soldados indios. Ni una sola palabra sobre la reaccionaria política hinduista-chovinista de Modi, que explota el ataque en Pahalgam para sus fines reaccionarios.

 

Todo lo contrario, los reformistas estalinistas instan al ejército indio a garantizar que “ningún campamento terrorista opere desde territorio pakistaní”. Incluso instan “al gobierno indio a garantizar "la protección de la unidad del pueblo y la integridad del país”. En la práctica, es el gobierno de Modi el que divide al pueblo al incitar el hinduismo chovinista contra la minoría musulmana y al atacar los derechos sociales de los trabajadores y campesinos durante años. Los auténticos comunistas no instan a Modi a "unir al pueblo", sino a movilizar la conciencia de clase de los trabajadores y oprimidos contra el gobierno de Modi.

 

Los comunistas auténticos tampoco instan al gobierno de derecha a "proteger la integridad del país". Más bien, apoyan la lucha de las nacionalidades oprimidas —como en Cachemira, Manipur, Nagaland, etc.— por la autodeterminación, incluyendo el derecho a separarse de la India. Las fronteras de la India, trazadas por el Imperio colonial británico, no son inviolables. Nuestra perspectiva es la formación de una federación socialista del sur de Asia que libere al continente de la dominación imperialista.

 

La tarea de los comunistas en la India ahora es resistir la presión chovinista combinada del gobierno de Modi, los partidos de la oposición y los medios de comunicación reaccionarios. Deben explicar los verdaderos motivos detrás de la política belicista chovinista de Modi y explicar que los trabajadores no deben identificarse con su clase dominante ni con su Estado. "Su India" es la de los ricos y poderosos que dividen al pueblo según la religión y la casta. "Nuestra India" es la de las masas populares que sufren las consecuencias de la política del gobierno de Modi. Los comunistas deben esforzarse por organizar a los trabajadores con conciencia de clase y a los oprimidos sobre la base de una lucha conjunta por la defensa de los derechos nacionales y democráticos y una perspectiva socialista. Desafortunadamente, todo esto es un libro cerrado para el PCI(M). Sus líderes actúan como "comunistas" leales a Modi, como lo demuestra su declaración cobarde y chovinista.

어젯밤 인도 군대는 파키스탄을 상대로 “신두르 작전”을 개시하여 카슈미르 지역 내 9개 파키스탄 군 시설을 공격했다. 파키스탄의 최신 보도에 따르면 이번 공습으로 모스크 사원 2곳이 파손되었고, 여성과 아동을 포함해 26명이 살해되고 훨씬 더 많은 사람이 부상을 입었다. 그러나 인도도 ‘쓰라린’ 손실을 입었다. 파키스탄 공군이 인도 전투기 5대를 격추한 것으로 보도되고 있다.

 

인도의 모디 우익 정부는 인도 점령 카슈미르의 파할감에서 발생한 4.22 공격에 대한 보복으로 “테러 인프라”를 파괴했다고 밝혔다. 카슈미르 무장 반군의 소행일 가능성이 높은 이 테러 공격으로 인해 다수의 인도 관광객이 사망했다. 이것은 인도의 잔학한 카슈미르 점령을 근본 배경으로 하여 일어난 사태다. 인도의 점령으로 1989년 이래 카슈미르 인민 약 10만 명이 살육 당했고 약 1만 명의 여성이 강간당했다.

 

RCIT를 비롯하여 사회주의자들은 민간인에 대한 테러 공격에 반대한다. 그러나 인도 점령에 대항하여 카슈미르 인민의 투쟁을 무조건적으로 지지한다. 카슈미르 저항투쟁의 상부에 있는 소부르주아 민족주의 또는 이슬람주의 세력에게 정치적 지지를 주지 않고서, 무조건적으로 지지하는 바다. 우리는 이 지역에서 인도 군대의 즉각적이고 무조건적인 철수를 요구한다. 또 파키스탄 점령 카슈미르에서 파키스탄 군대의 철수를 요구한다. 우리는 해방 카슈미르 (“Azadi Kashmir”)를 위한 투쟁을 지지한다. 그리고 ‘해방 카슈미르’는 독립 · 통일 · 사회주의 공화국 카슈미르로 되어야 한다고 본다.[1]

 

인도와 파키스탄 간의 그 어떤 군사적 분쟁에서도 사회주의자들은 양측 모두에서의 혁명적 패배주의 입장을 취해야 한다. 즉 "주적은 국내에 있다"는 슬로건 하에 양 진영 모두에 반대해야 한다.[2]

 

우리가 며칠 전 발표한 기사에서 썼듯이, 인도의 개량주의 좌익들은 이 분쟁에서 치욕스런 입장을 취하고 있다. 그들은 인도 부르주아지의 전통적 당인 국민회의와의 인민전선 동맹으로 족쇄가 채워져 카슈미르 인민의 민족자결권을 지지하길 거부한다. 1914년 1차 세계대전 개전 당시 사민주의자들처럼 그들도 파키스탄과의 분쟁에서 '조국'의 편을 든다.[3]

 

 

 

비겁한 배외주의 성명

 

 

 

인도공산당 (맑스주의) (CPI(M))은 인도 의회에 네 명의 의원을 두고 있고 국제적으로 많은 스탈린주의 당들과 연계되어 있는 인도의 양대 개량주의 세력 중 하나다.[4] 어제 인도의 파키스탄 공습에 대한 이 당의 성명은 우리의 비판을 십분 확인시켜준다. 아래에 성명 전문을 옮긴다.

 

"인도공산당 (맑스주의) 정치국은 다음과 같이 성명을 발표한다:

 

인도 군대는 파키스탄 점령 카슈미르 (PoK) 및 파키스탄의 테러 캠프와 인프라 파괴를 목표로 신두르 작전을 수행했다. 군에 따르면 이번 공습이 정밀하고 절제된, 그리고 확전 의도가 없는 작전으로, 9곳에서 성공적으로 수행되었다.
연립정부가 소집한 모든 연립 당 회합에서 모든 정당은 테러리스트와 그들의 후견인들을 겨냥하여 연립정부가 취한 조치에 대해 지지를 표명했다.
이러한 조처와 함께, 파키스탄에 대해 파할감에서 무고한 사람들을 학살한 데 책임 있는 자들을 인도하고 자국 영토에서 테러 캠프가 운영되지 않도록 계속 압박을 해야 한다. 인도 정부는 국민 통합과 국토 완전성 보호를 확고히 해야 한다."[5]

 

이와 같이, CPI(M)는 모디의 배외주의 전쟁몰이 정책에 전적으로 굴복하고 있다. 약 75만 명의 인도 군대가 주둔하여 세계 최대의 군사화 된 지역이 되어버린 카슈미르에 대한 인도의 끔찍한 점령에 대해서는 단 한 마디도 언급하고 있지 않다. 파할감 공격을 자신의 반동적 목표를 위해 이용하고 있는 모디 정부의 반동 힌두 배외주의 정책에 대해서도 한 마디 언급이 없다.

 

반대로 이 스탈린주의-개량주의자들은 인도 군에 힘을 실어주며 "파키스탄 영토에서 테러 캠프가 운영되지 않도록" 독려한다. 심지어는 인도 자본가 정부에게 "국민 통합과 국토 완전성 보호를 확고히" 할 것을 촉구한다. 현실 세계에서는 모디 정부야말로 무슬림 소수자를 겨냥해 힌두 배외주의를 부추기고 다년간 노동자·농민의 사회적 권리를 공격하여 인도 인민을 갈라놓고 분열시키는 장본인이다. 진정한 공산주의자들은 자본가 정부에게 "국민을 단결시키라"고 요구하지 않는다. 반대로 모디 자본가 정부에 대항하여 계급의식적인 노동자들과 피억압자들을 결집시키기 위해 분투한다.

 

진정한 공산주의자들은 또 자본가 정부에게 "국토 완전성을 보호하라"고 요구하지 않는다. 반대로 카슈미르, 마니푸르, 나갈란드 등 피억압 민족들의 자결권 ㅡ 인도로부터 분리 독립할 권리를 포함하여 ㅡ 을 위한 투쟁을 지지한다. 영국 식민제국이 그어 놓은 현 인도 국경은 신성불가침의 것이 아니다. 우리의 투쟁 방향은 제국주의 지배로부터 인도 대륙을 해방시킬 남아시아 사회주의 연방의 창설이다.

 

지금 인도의 공산주의자들의 임무는 모디 정부와 야당들과 반동 언론의 결합된 배외주의 압력을 버텨내고 받아치는 것이다. 공산주의자들은 모디의 배외주의 전쟁몰이 정책의 실제 동기를 설명하는 것과 함께, 노동자들이 자신을 지배계급 및 국가와 동일시하여 거기에 결박되는 것이 지금 가장 위험한 것이라는 점을 설명해야 한다. "그들의 인도"는 종교와 카스트의 선을 따라 인민을 가르고 분열시키는 부자들과 권력자들의 인도다. "우리의 인도"는 모디 정부의 정책으로 고통 받고 있는 인민대중의 인도다. 공산주의자들은 모디 정부의 배외주의 전쟁몰이 반대와 민족적·민주적 제 권리 방어를 위한 공동 투쟁을 바탕으로 해서 계급의식적인 노동자와 피억압자의 단결과 조직화를 위해 분투해야 한다.

 

안타깝게도 이 모든 것이 CPI(M)에게는 받아들일 수 없는 일이 되어버렸다. CPI(M) 지도자들은 모디의 충성스러운 “공산주의자”로 자신의 역할을 정해 놨다. 그들의 비겁하고 배외주의적인 성명이 보여주는 것처럼 말이다.
