НАБУ і корупційний скандал

On November 21, the Revolutionary Communist International Tendency (RCIT), together with the Ukrainian and Russian sections, issued a statement regarding the latest plan of the Trump Administration to end the war. We strongly condemned this plan as a capitulation, indicating the intention of the American government to betray and sell out Ukraine. [1] Of course, Spalakh and the RCIT have long written about the lack of any special commitment of American imperialism to the interests of Ukrainians. Thus, in our last statement we wrote: “In order to defeat Russian imperialism, the Ukrainian people can not rely on American or European imperialism. They can only rely on their own strength and the international solidarity of the working class and the oppressed peoples.” Earlier, when we wrote about the Trump-Putin meeting, we noted: “As long as Ukraine’s leadership does not break with Western imperialism, it will be forced to subordinate itself to the whims of Washington and Brussels. [...] We strongly reject the myth propagated by bourgeois nationalists in Ukraine that the country would be forced to subordinate to Western imperialism to resist the Russian invaders.” [2]

However, in the statement we did not deal with the relationship between the Ukrainian government, the anti-corruption agencies, and the American government. Most recently, we published a note regarding the protests in support of the NABU and the SAPO, against their subordination to the Prosecutor General of Ukraine. We emphasized that the NABU is a tool of American imperialism to pressure an independent Ukrainian government, and we also stated the need to expand the protests to demand the independence of the anti-corruption agency from both the Ukrainian government and Western imperialism. We wrote: “The only possible alternative that will expand the protests to the whole working class is not the demand for the subordination of anti-corruption organizations to one or another government, but, instead, the demand for their independence. To work effectively, anti-corruption activities must be conducted and controlled “from below.” [3]

In fact, we saw how NABU published data on the corruption scheme, which caused a wave of popular indignation towards the Zelensky-Yermak government, and immediately after that the American government proposed its capitulation plan, not hiding that the Ukrainian government might be forced to accept capitulation due to its weak position, in particular, due to this corruption scandal. Yes, under the influence of the recent bill and the protests it caused, a false impression may arise that Western anti-corruption agencies, in particular NABU, are supposedly acting in the “interests of Ukrainians”, doing progressive work, exposing corrupt officials in the higher echelons who profit from the war and lead to Ukraine’s defeat. Yes, there is no doubt that the latest NABU case, directed against the most influential corrupt officials, had progressive significance. But one case cannot be considered out of context, it cannot exist without connections. It is obvious, especially in light of pressure from the Americans, that one progressive step can be subordinated to a reactionary goal, i.e. that it is necessary to achieve a greater evil. We must remember that NABU is not some kind of good wizard, acting independently and from time to time performing miracles, supposedly to protect Ukrainian interests.

At the same time, our bitter experience shows one more thing. We already know how the Stalinists and Ruscists (a common term in Ukraine which combines Russia and fascism, Ed.) from the MPU-RFU are trying to present Zelensky and the Ukrainian government as a “puppet”, supposedly directly controlled by America or Europe, that is, without its own political power. We have written about these conspiracy theories more than once. For example, in an older article we asked ourselves: “Ukraine is not held by force by Western imperialists, is not a member of the imperialist blocs of the EU and NATO, so where does such a conclusion come from? And do the MPU writers really not understand the difference between an economic semi-colony and a political colony, which is directly controlled by imperialist states, which is forcibly included within the borders of another state, which does not have the right to independently determine its own policy, whose national independence movements are being suppressed by brute military force?” [4]

As long as such misconceptions persist, we will continue to repeat: Zelensky and the government are not only not controlled by the mythical “collective West,” but are also not Western-friendly by nature, and recent events demonstrate this as well. We all remember the dispute that arose between Trump and Zelensky a little over six months ago. We wrote about it: “We have a lot of criticism of Zelensky and his bourgeois and pro-NATO policy, and we have no trust that he might not capitulate to the Western Great Powers in the near future. But in this press conference, he did a proper job in disrupting the Trumpian clowns parade.” [5] We have shown that Zelensky not only represented an independent side, but also directly opposed Trump. Today, we see even more clearly how pressure from the NABU is necessary for American imperialism to achieve its goals in Ukraine, which once again shows the complexity of the relationship between different political forces and the desire to reduce everything to “puppets” and use abstractions like the “collective West”.

In short, we are already seeing the grave consequences of the actions of our supposedly “independent” anti-corruption body. The case, which exposed corrupt officials and, accordingly, should have contributed to a more effective defense of Ukraine from the Russian occupiers, in fact led to pressure that could end with the adoption of the treaty and the surrender of Ukraine! One could laugh at such irony if it were not so sad. We emphasize that it is not the Americans or the Europeans who should look for corruption in us and punish our corrupt officials. We cannot expect justice and impartiality in relation to our bandits from other bandits who do not hide their cannibalistic ambitions! On the contrary, only an independent, grassroots and proletarian body can ensure the complete impartiality of the court and full commitment to the cause of Ukraine’s liberation!

No to Trump’s plans to surrender Ukraine! No to using NABU to pressure Ukraine! For the creation of truly independent anti-corruption bodies! For the trial of corrupt officials and the expropriation of their property!

21 листопада Революційна Комуністична Міжнародна Тенденція разом з українською і російською секціями випустила заяву стосовно останнього плану завершення війни від уряду Трампа. Ми суворо засудили цей план як капітулятивний, що свідчить про намір американського уряду зрадити і продати Україну. [1] Звичайно, Спалах і РКМТ уже давно пишуть про відсутність будь-якої особливої прихильності американського імперіалізму інтересам українців. Так, у нашій останній заяві ми писали: «Для перемоги над російським імперіалізмом український народ не може покладатися на американський чи європейський імперіалізм. Він може покладатися лише на власні сили та міжнародну солідарність робітничого класу та пригноблених народів». Раніше, коли ми писали про зустріч Трампа і Путіна, ми зазначали: «Доки керівництво України не порве із західним імперіалізмом, воно буде змушене підкорятися примхам Вашингтона та Брюсселя. [...] Ми рішуче відкидаємо міф, поширюваний буржуазними націоналістами в Україні, ніби країна буде змушена підкоритися західному імперіалізму для протистояння російським загарбникам». [2]

Утім, у заяві ми залишили поза увагою відношення між українським урядом, антикорупційними органами і американським урядом. Зовсім недавно ми публікували замітку стосовно протестів на підтримку НАБУ і САП, проти їхнього підпорядкування генеральному прокурору України. Ми наголошували на тому, що НАБУ є інструментом американського імперіалізму для тиску на незалежний український уряд, а також ми заявляли про необхідність розширення протестів до вимоги незалежності антикорупційного органу як від українського уряду, так і від західного імперіалізму. Ми писали: «Єдина можлива альтернатива, яка розширить протести до рівня всіх трудящих шарів населення, це не вимога підпорядкування антикорупційних організацій тій чи іншій владі, а, натомість, вимога її незалежності. Для ефективної роботи антикорупційна діяльність має вестися та контролюватися “знизу”». [3]

На ділі ми побачили, як НАБУ опублікували дані про корупційну схему, що спричинило хвилю народного обурення у бік уряду Зеленського-Єрмака, а одразу після цього американський уряд запропонував свій капітулятивний план, не приховуючи, що український уряд вимушений прийняти капітуляцію через своє слабке становище, зокрема, через цей корупційний скандал. Так, під впливом від недавнього законопроєкту і спричинених ним протестів може виникнути хибне враження, ніби західні антикорупційні органи, зокрема НАБУ, ніби-то діють в «інтересах українців», виконують прогресивну роботу, викриваючи корупціонерів у вищих ешелонах, які наживаються на війні і приводять до поразки України. Так, безсумнівно, що остання справа НАБУ, спрямована проти найвпливовіших корупціонерів, мала прогресивне значення. Але одну справу не можна розглядати поза контекстом, вона не може існувати без зв'язків. Стає очевидно, особливо у світлі тиску з боку американців, що один прогресивний крок може бути підпорядкований реакційній меті, тобто бути необхідним для досягнення більшого зла. Треба пам'ятати, що НАБУ це не певний добрий чародій, що діє незалежно і час від часу виконує дива, ніби-то для захисту українських інтересів.

Водночас наш гіркий досвід показує ще одну річ. Ми вже знаємо, як сталіністи і рашисти з МПУ-РФУ намагаються представити Зеленського і український уряд як «маріонетковий», ніби-то прямо підконтрольний Америці, чи то Європі, себто без своєї політичної влади. Ми не один раз писали на рахунок цих теорій змови. Так, у нашій давній публікації ми запитувалися: «Україна не утримується насильно західними імперіалістами, не є членом імперіалістичних блоків ЄС і НАТО, так звідки ж робиться такий висновок? І чи справді писаки з МПУ не розуміють різниці між економічною напів-колонією і політичною колонією, що прямо керується імперіалістичними державами, що насильно включається в границі іншої держави, що не має права самостійно визначати свою політику, чиї національні сепаратистські рухи задушуються військовою грубою силою?». [4] Поки існують подібні хибні погляди, ми будемо продовжувати повторювати: Зеленський і уряд не тільки не контролюються міфічним «колективним Заходом», але й не є прихильниками Заходу по своїй внутрішній натурі, і останні події це показують якнайкраще. Ми всі пам'ятаємо суперечку, яка виникла між Трампом і Зеленським трохи більше півроку тому. Ми писали з цього приводу: «Ми багато критикуємо Зеленського та його буржуазну і пронатовську політику, і у нас немає впевненості, що він не капітулює перед західними великими державами в найближчому майбутньому. Але на цій прес-конференції він зробив належну роботу, зірвавши парад клоунів Трампа». [5] Ми показали, що Зеленський не тільки представляв незалежну сторону, але ще й сторону прямо протилежну Трампу. Сьогодні ми ще ясніше бачимо, як тиск з боку НАБУ необхідний для досягнення американським імперіалізмом своїх цілей в Україні, що ще раз показує складність відносин між різними політичними силами і неможливість все звести до «маріонеток» і використовувати абстракції накшталт «колективного Заходу».

Словом, ми вже зараз бачимо тяжкі наслідки дії нашого буцім-то «незалежного» антикорупційного органу. Справа, яка викривала корупціонерів і, відповідно, мала би посприяти більш ефективному захисту України від російських окупантів, на ділі привела до тиску, який може закінчитися прийняттям договору і здачею України! Від такої іронії можна було би сміятися, якби не було так сумно. Ми наголошуємо, що не американці і не європейці мають шукати у нас корупцію і карати наших корупціонерів. Не можна очікувати від інших бандитів, які не приховують своїх людожерських амбіцій, справедливості і безсторонності у відношенні до наших бандитів! Навпаки, тільки незалежний, низовий і пролетарський орган може забезпечити повну безсторонність суду і повну прихильність справі визволення України!

Ні трампівським планам здати Україну! Ні використанню НАБУ для тиску на Україну! За створення справді незалежних антикорупційних органів! За суд над корупціонерами і експропріацію їхнього майна!
