Defend Afghanistan against Pakistan’s aggression! For national self-determination and cross-border solidarity!

Yesterday, Pakistan’s military bombarded a 2,000-bed rehabilitation centre in eastern Kabul. While the cleanup efforts are still ongoing, authorities report that 400 people were killed and 250 injured. This is a heinous war crime from every point of view and the worst attack since Pakistan started its war against Afghanistan on 26^th February.

As Pakistani Defense Minister Khawaja Mohammad Asif declared “open war” on Afghanistan, the army regularly attacks our neighbour country. Islamabad justifies its aggression by claiming that the Afghan government would support “cross-border terrorism”. In reality, “terrorist attacks” in Pakistan are caused by the oppression of national minorities like the Baloch or the Pashtun people. The Tehreek-e-Taliban Pakistan (TTP) – a petty-bourgeois Islamist guerilla movement and currently the enemy No. 1 of the Pakistani state – is based among the Pashtun people and emerged in reaction to the government’s attacks on their minority rights two decades ago.

The army’s war against Afghanistan is a desperate attempt to boost the prestige of the discredited government. This government – a coalition of the PML-N and the PPP led by Prime Minister Shehbaz Sharif – came to power by impeaching and imprisoning Imran Khan. Despite such state repression, Khan’s PTI remains the most popular party in the country. However, the real force behind the weak government is the army command led by Field Marshal Asim Munir.

It is of course true that the Taliban regime in Afghanistan is reactionary and as socialists we want to see it replaced with a workers and popular government. However, this is the task of the Afghan people and not of a foreign army! Pakistan’s reactionary war serves exclusively the interests of the weak PML-N/PPP regime to stay in power and to subjugate its neighbouring country.

The social-chauvinist “Struggle” group

It is a shame that some self-proclaimed Trotskyists in Pakistan lend cover to Islamabad’s reactionary war of aggression. “The Struggle” – the Pakistani section of the ISL/LIS which has been part of the bourgeois-populist PPP for four decades – adopts the regime’s narrative that this would be a “direct war over the issue of cross-border terrorism”. They criticise their government for “distinguishing between ‘good’ and ‘bad’ Taliban” and denounce the Taliban as “agents of imperialism”. “We believe the Taliban have nothing to do with Afghanistan’s security or sovereignty. They are a fanatical, fascistic, occupying force imposed upon the Afghan people by imperialism and represent the greatest threat to Afghanistan’s integrity.” (2)

Likewise, “The Struggle” claims that India – Pakistan’s arch-enemy with which the Afghan government has established diplomatic relations – would be an “imperialist power”. The Pakistani section of the ISL/LIS repeats the state propaganda that the Afghan government would be an “imperialist agent of India”. “The Struggle’s” position is tantamount to a capitulation to the chauvinist wave in Pakistan as, effectively, they locate their main enemy in Afghanistan and India, not in Islamabad!

In this conflict, authentic socialists side with the Pashtun people and their resistance against national oppression by the Pakistani state. We defend Afghanistan against Islamabad’s hegemonistic policy. At the same time, we lend no political support to the reactionary leadership of the TTP or the Afghan Taliban – a government which oppresses the popular masses, women’s rights, etc.

Défendons l'Afghanistan contre l'agression du Pakistan ! Pour l'autodétermination nationale et la solidarité transfrontalière !

Hier, l'armée pakistanaise a bombardé un centre de réadaptation de 2 000 lits dans l'est de Kaboul. Alors que les opérations de déblaiement sont toujours en cours, les autorités font état de 400 morts et 250 blessés. Il s'agit d'un crime de guerre odieux à tous égards et de la pire attaque perpétrée par le Pakistan depuis le début de son conflit avec l'Afghanistan le 26 février.

Alors que le ministre pakistanais de la Défense, Khawaja Mohammad Asif, a déclaré la « guerre ouverte » à l'Afghanistan, l'armée attaque régulièrement ce pays voisin. Islamabad justifie son agression en prétendant que le gouvernement afghan soutiendrait le « terrorisme transfrontalier ». En réalité, les « attentats terroristes » au Pakistan sont la conséquence de l'oppression des minorités nationales, comme les Baloutches et les Pachtounes. Le Tehreek-e-Taliban Pakistan (TTP), un mouvement de guérilla islamiste petit-bourgeois et actuellement l'ennemi public numéro un de l'État pakistanais, est implanté au sein de la population pachtoune et a émergé en réaction aux atteintes aux droits de cette minorité commises par le gouvernement il y a vingt ans.

La guerre menée par l'armée pakistanaise contre l'Afghanistan est une tentative désespérée de redorer le blason d'un gouvernement discrédité. Ce gouvernement, une coalition du PML-N et du PPP dirigée par le Premier ministre Shehbaz Sharif, est arrivé au pouvoir en destituant et en emprisonnant Imran Khan. Malgré cette répression d'État, le PTI de Khan demeure le parti le plus populaire du pays. Cependant, la véritable force qui tire les ficelles de ce gouvernement fragile est le commandement militaire dirigé par le maréchal Asim Munir.

Il est vrai que le régime taliban en Afghanistan est réactionnaire et, en tant que socialistes, nous souhaitons le voir remplacé par un gouvernement ouvrier et populaire. Toutefois, cette responsabilité incombe au peuple afghan et non à une armée étrangère ! La guerre réactionnaire du Pakistan sert exclusivement les intérêts du faible régime PML-N/PPP, qui cherche à se maintenir au pouvoir et à asservir son voisin.

Le groupe social-chauviniste « Struggle » (Lutte)

C’est une honte que certains trotskistes autoproclamés au Pakistan cautionnent la guerre d'agression réactionnaire menée par Islamabad. « The Struggle » (Lutte) , la branche pakistanaise de l'ISL/LIS, membre du Parti du peuple pakistanais (PPP), parti populiste bourgeois, depuis quarante ans, reprend à son compte le discours du régime selon lequel il s'agirait d'une « guerre directe sur la question du terrorisme transfrontalier ». Ils reprochent à leur gouvernement de « faire une distinction entre les "bons" et les "mauvais" talibans » et dénoncent ces derniers comme des « agents de l'impérialisme ». « Nous pensons que les talibans n'ont rien à voir avec la sécurité ou la souveraineté de l'Afghanistan. Ce sont une force d'occupation fanatique et fasciste imposée au peuple afghan par l'impérialisme et qui représente la plus grande menace pour l'intégrité de l'Afghanistan.» (2)

De même, « Struggle » (Lutte) affirme que l'Inde, ennemie jurée du Pakistan avec laquelle le gouvernement afghan a établi des relations diplomatiques, serait une « puissance impérialiste ». La section pakistanaise de l'ISL/LIS relaie la propagande d'État selon laquelle le gouvernement afghan serait un « agent impérialiste de l'Inde ». La position de « Struggle » (Lutte) équivaut à une capitulation face à la vague chauvine qui déferle sur le Pakistan, car, de fait, elle situe son principal ennemi en Afghanistan et en Inde, et non à Islamabad !

Dans ce conflit, les socialistes authentiques se rangent du côté du peuple pachtoune et de sa résistance contre l'oppression nationale exercée par l'État pakistanais. Nous défendons l'Afghanistan contre la politique hégémonique d'Islamabad. Parallèlement, nous n'apportons aucun soutien politique à la direction réactionnaire du TTP ni aux Talibans afghans – un gouvernement qui opprime les masses populaires, bafoue les droits des femmes, etc.
