What is behind Washington’s military threats and which position should Marxists take in this conflict?

All indicators point to Trump attacking Venezuela. Since a few months the orange clown calls for regime change in Caracas. The State Department has a $50 million reward for the arrest or conviction of Venezuela’s President, Nicolás Maduro. Since early September, the U.S. has carried out at least 16 strikes against alleged drug vessels in the Caribbean and Pacific, killing 67 people. It is likely that many of these people murdered had nothing to do with narco-business.

 

According to a recent report by Reuters, the Pentagon since August has deployed at least 13 warships, five support vessels and a nuclear submarine to the region from various naval bases and global deployments — including the Gerald Ford aircraft carrier, the largest vessel of its kind. In addition, the U.S. have brought dozens of military aircraft, including F-35 and spy planes, to the region. It also flew supersonic Lancer bombers and B-52 bombers from Air Force Bases in the U.S. off the coast of Venezuela. Reuters calls this military buildup in the Caribbean the largest unrelated to disaster relief since 1994.

 

Currently, there are about 10,000 American military personnel in the Caribbean, roughly half on warships and half on bases in Puerto Rico.

 

The U.S. military is also upgrading a long-abandoned former Cold War naval base in Puerto Rico – the former Roosevelt Roads naval base – suggesting preparations for sustained operations that could help support possible actions inside Venezuela. In addition, it is building out facilities at civilian airports in Puerto Rico and St Croix in the U.S. Virgin Islands. The two U.S. territories sit roughly 500 miles from Venezuela. [1]

 

Such a military buildup does not indicate, for now, plans to invade and occupy Venezuela which would require many more troops. However, it is equally clear that such a force and such preparations are not merely a show of force but have the purpose to attack the country and its regime.

 

Plans for military attacks and the overthrow of Maduro are already advanced. According to the New York Times, the Pentagon has elaborated three plans. The first option would involve airstrikes against military facilities with the aim of collapsing Venezuelan military support for Maduro. A second approach envisions the U.S. sending Special Operations forces to try to capture or kill Maduro. A third option involves a much broader plan to send U.S. counterterrorism forces to seize control of airfields and at least some of Venezuela’s oil fields and infrastructure.

 

Given American legal prohibitions on assassinating national leaders, lawyers at the Justice Department are working to develop a legal analysis to justify such aggression. According to sources quoted by the New York Times, they will brazenly claim that Maduro and his top security officials are “central figures in the Cartel de los Soles”, which the administration has designated as a “narco-terrorist group”. ^[2]

 

 

 

Washington’s foreign policy shift to Latin America

 

 

 

Of course, Trump’s accusation against the Venezuelan regime being a driving force of “narco-terrorism” is a ridiculous pretext. Who is the U.S. of accusing other countries of doing “narco-business” given the fact that this country is the largest market for drugs and that numerous figures of its state apparatus are involved in this ugly business?! And was it not the CIA which brought drugs to the black ghettos in order to defeat the rebellions in the late 1960s, and which has been involved in this business since then?!

 

However, the real reason for Trump’s threats against Venezuela has nothing to do with drugs. It is rather a combination of domestic and foreign policy rationales. On one hand, the White House needs ideological justification for its extreme chauvinist campaign of persecution and deportation of migrants. Spreading hysterical alarmism about “Latino narco-terrorists” shall help to justify the terror of daily raids by ICE squads in migrant communities. [3]

 

Furthermore, Venezuela has the largest oil reserves in the world which makes it a natural object of desire of U.S. imperialism. This is related to a more general shift in Washington’s foreign policy. As we stated in a recently published article, the Trump Administration is making new priorities in its foreign policy. The draft of the newest National Defense Strategy defines the homeland and Western Hemisphere as the new focus which means that American military should prioritise its resources mainly to the U.S. itself as well as to Latin America and North America. ^[4]

 

Such a retreat reflects the fact that Washington has no longer the economic and military resources to simultaneously contain China and Russia, control the Middle East, and dominate the other regions. Hence, the Trump Administration recognises that the long-time decline of U.S. imperialism and the rise of its Eastern rivals – China and Russia – force it to focus on dominating Southern and Northern America and possibly Europe. [5]

 

In summary, Trump’s threats to attack Venezuela are driven by purely imperialist goals. First, he needs the hysteria about “narco-terrorism” as justification for his chauvinist policy of persecution and deportation of migrants. Secondly, he wants to impose a regime which allows the U.S. the total grab of the country’s gigantic oil reserves which are larger than those of Saudi Arabia.

 

And, thirdly, Washington wants to reimpose its undisputed domination on the Latin American continent which has been challenged in the last decade by the rapid advance of Chinese imperialism. Beijing has become Latin America’s largest trade partner and is one of its key foreign investors. Already 22 Latin American countries have joined China’s “Belt and Road Initiative“, a global investment and infrastructure program. Venezuela is a key ally of Russia and China and enforcing regime change could help Washington to re-impose its domination on the continent.

 

 

 

The anti-imperialist defence of Venezuela

 

 

 

For Marxists, it is evident that any military aggression of the U.S. against Venezuela would have an imperialist character – a war of a Great Power against a semi-colonial capitalist country. In such a conflict, the Revolutionary Communist International Tendency (RCIT) and all authentic Marxists will advocate a position of revolutionary anti-imperialism in defence of Venezuela. We will side with its armed forces and call for the military defeat of the Yankees. We call for the expulsion of all U.S. forces from the Caribbean and Pacific by any means necessary.

 

This means that in case of a military conflict, socialists in Venezuela have the duty to defend their country against the imperialist aggressor and its local collaborators. This includes siding with the armed forces in order to defeat the Yankee invaders. Likewise, socialists should demand from the government to expropriate Chevron and other American assets. Insofar as it is possible, socialists should call for the formation of popular militias, which are independent of the Maduro regime, for the defence of the country.

 

In contrast, socialists in the U.S. will work to undermine and weaken the military aggression by any means necessary. This might include organising protest demonstrations, strike and boycott activities up to agitation among the armed forces to refuse fighting against Venezuela.

 

An American attack on Venezuela would have a similar character like the Malvinas War in 1982 when Britain attacked Argentina, the Gulf War in 1991 when the U.S. attacked Iraq to expel its troops from Kuwait ^[6] or the recent Zionist-American aggression against Iran. ^[7] These were also imperialist aggressions which did not have the goal to invade and occupy the whole country but rather to severely damage and weaken it.

 

In all these conflicts the RCIT, respectively its predecessor organisation, stood for the military defence of these semi-colonial countries and the defeat of the imperialist aggressor. At the same time, we refused to lend any political support for the bourgeois regime.

 

Such an approach is the correct application of the anti-imperialist united front tactic as it was elaborated by the Communist International and upheld by Trotsky’s Fourth International. The fundament of the anti-imperialist united front tactic is the unconditionally support of the struggle of oppressed peoples against the imperialist aggressors in order to defeat the latter. Given the weakness of revolutionary forces, such anti-imperialist struggles are usually led by reformist, populist, nationalist or Islamist forces. In such conditions, Marxists put demands on such forces and propose joint activities in order to beat the imperialist predator. ^[8]

 

While sectors of the petty-bourgeoisie or even the bourgeoisie might resist in one way or another, it is clear that the working class is the force with the most consistent interest to get rid of the shackles of imperialist domination and capitalist super-exploitation. It is therefore the proletariat which has to take the lead in anti-imperialist struggles. For the same reason, it is essential that revolutionaries and the working class must be politically and organizationally independent from (petty-)bourgeois forces.

 

 

 

No political support for the Maduro regime

 

 

 

In contrast to the Stalinists and Bolivarians, we defend Venezuela against imperialist aggression without lending political support to the Maduro regime. This is a capitalist dictatorship under “socialist” disguise which first and foremost serves the Boliburgesa, a small clique of capitalists which benefits from its close relations with the regime. It brutally suppresses the working class and has persecuted a number of trade union and left-wing activists. [9]

 

It is telling that the Maduro regime has always looked for collaboration with U.S. imperialism. Venezuela’s state oil company has given Chevron, the largest American company working in Venezuela, full control of their joint oil projects. There have also been discussions about giving Chevron a stake in another major oil field. According to a report of the New York Times, Maduro made a last-ditch effort over the past few months to offer Trump “oil concessions, including a dominant stake in Venezuela’s oil and other mineral wealth. He dangled the possibility of opening up existing and future oil and gold projects to American companies, which would receive preferential contracts. And he said he would redirect exports that are now headed to China, and limit mining contracts with Chinese, Iranian and Russian firms.” [10]

 

Of course, socialists in Venezuela have only contempt for the right-wing extremist opposition leader María Corina Machado which advertises herself as a loyal servant of the Trump Administration. There is no doubt that Machado is an enemy of the people and needs to be dealt as such. We oppose the right-wing opposition forces, but we support the working-class opposition against Maduro and stand for the replacement of his regime by a workers and popular government. [11]

 

In summary, in any military conflict between U.S. imperialism and Venezuela we call for the defence of the latter and the military defeat of the Yankees and its local allies. At the same time, we refuse to lend any political support of the capitalist Maduro regime.

 

 

 

¿Qué hay detrás de las amenazas militares de Washington y qué postura deberían adoptar los marxistas en este conflicto?

Todos los indicios apuntan a que Trump atacará Venezuela. Desde hace algunos meses, el payaso naranja exige un cambio de régimen en Caracas. El Departamento de Estado ofrece una recompensa de 50 millones de dólares por la captura o condena del presidente venezolano, Nicolás Maduro. Desde principios de septiembre, Estados Unidos ha llevado a cabo al menos 16 ataques contra supuestos buques de narcotráfico en el Caribe y el Pacífico, con un saldo de 67 muertos. Es probable que muchas de estas personas asesinadas no tuvieran ninguna relación con el narcotráfico.

 

Según un informe reciente de Reuters, desde agosto el Pentágono ha desplegado en la región al menos 13 buques de guerra, cinco buques de apoyo y un submarino nuclear desde diversas bases navales y despliegues globales, incluyendo el portaaviones Gerald Ford, el buque más grande de su clase. Además, Estados Unidos ha desplegado decenas de aeronaves militares, incluyendo aviones F-35 y aviones espía, en la región. También ha operado bombarderos supersónicos Lancer y B-52 desde bases de la Fuerza Aérea estadounidense frente a la costa de Venezuela. Reuters califica este despliegue militar en el Caribe como el mayor no relacionado con ayuda humanitaria desde 1994. Actualmente, hay aproximadamente 10.000 militares estadounidenses en el Caribe, la mitad a bordo de buques de guerra y la otra mitad en bases en Puerto Rico.

 

El ejército estadounidense también está modernizando una antigua base naval de la Guerra Fría, abandonada durante mucho tiempo en Puerto Rico (la antigua base naval Roosevelt Roads), lo que sugiere preparativos para operaciones sostenidas que podrían apoyar posibles acciones dentro de Venezuela. Asimismo, está ampliando las instalaciones en aeropuertos civiles de Puerto Rico y St. Croix, en las Islas Vírgenes de los Estados Unidos. Ambos territorios estadounidenses se encuentran a unos 800 kilómetros de Venezuela. ^[1]

 

Tal despliegue militar no indica, por ahora, planes para invadir y ocupar Venezuela, lo cual requeriría muchas más tropas. Sin embargo, es igualmente claro que dicha fuerza y tales preparativos no son una mera demostración de poder, sino que tienen como propósito atacar al país y a su régimen.

 

Los planes para ataques militares y el derrocamiento de Maduro ya están avanzados. Según el New York Times, el Pentágono ha elaborado tres planes. La primera opción implicaría ataques aéreos contra instalaciones militares con el objetivo de desmantelar el apoyo militar venezolano a Maduro. Un segundo enfoque prevé el envío de fuerzas de Operaciones Especiales estadounidenses para intentar capturar o asesinar a Maduro. Una tercera opción implica un plan mucho más amplio para enviar fuerzas antiterroristas estadounidenses a tomar el control de aeródromos y al menos parte de los campos petroleros e infraestructura de Venezuela.

 

Dadas las prohibiciones legales estadounidenses sobre el asesinato de líderes nacionales, los abogados del Departamento de Justicia están trabajando en un análisis jurídico que justifique dicha agresión. Según fuentes citadas por el New York Times, afirmarán descaradamente que Maduro y sus altos funcionarios de seguridad son “figuras clave del Cártel de los Soles”, al que el gobierno ha designado como un “grupo narcoterrorista”. ^[2]

 

 

 

El giro de la política exterior de Washington hacia América Latina

 

 

 

Por supuesto, la acusación de Trump contra el régimen venezolano de ser un impulsor del “narcoterrorismo” es un pretexto ridículo. ¿Quién es Estados Unidos para acusar a otros países de “narcotráfico” cuando Venezuela es el mayor mercado de drogas y numerosas figuras de su aparato estatal están involucradas en este negocio nefasto? ¿Acaso no fue la CIA la que introdujo drogas en los barrios marginales para sofocar las rebeliones a finales de la década de 1960, y que ha estado involucrada en este negocio desde entonces?

 

Sin embargo, la verdadera razón de las amenazas de Trump contra Venezuela no tiene nada que ver con las drogas. Se trata, más bien, de una combinación de razones de política interna y externa. Por un lado, la Casa Blanca necesita una justificación ideológica para su campaña chovinista extrema de persecución y deportación de migrantes. Difundir un alarmismo histérico sobre los “narcoterroristas latinos” contribuirá a justificar el terror de las redadas diarias de los agentes de ICE en las comunidades migrantes. ^[3]

 

Además, Venezuela posee las mayores reservas de petróleo del mundo, lo que la convierte en un objetivo natural del imperialismo estadounidense. Esto se relaciona con un cambio más general en la política exterior de Washington. Como indicamos en un artículo publicado recientemente, la Administración Trump está estableciendo nuevas prioridades en su política exterior. El borrador de la nueva Estrategia de Defensa Nacional define el territorio nacional y el hemisferio occidental como el nuevo foco de atención, lo que significa que las fuerzas armadas estadounidenses deben priorizar sus recursos principalmente en Estados Unidos, así como en América Latina y América del Norte. ^[4]

 

Este repliegue refleja que Washington ya no cuenta con los recursos económicos y militares para contener simultáneamente a China y Rusia, controlar Oriente Medio y dominar otras regiones. Por lo tanto, la Administración Trump reconoce que el prolongado declive del imperialismo estadounidense y el auge de sus rivales orientales —China y Rusia— la obligan a centrarse en dominar América del Sur y del Norte, y posiblemente Europa. ^[5]

 

En resumen, las amenazas de Trump de atacar Venezuela responden a objetivos puramente imperialistas. En primer lugar, necesita la histeria en torno al “narcoterrorismo” como justificación para su política chovinista de persecución y deportación de migrantes. En segundo lugar, quiere imponer un régimen que permita a Estados Unidos apropiarse por completo de las gigantescas reservas petroleras del país, mayores que las de Arabia Saudita.

 

Y, en tercer lugar, Washington quiere reimplantar su dominio indiscutible en el continente latinoamericano, que se ha visto desafiado en la última década por el rápido avance del imperialismo chino. Pekín se ha convertido en el principal socio comercial de América Latina y es uno de sus inversores extranjeros clave. Veintidós países latinoamericanos ya se han sumado a la Iniciativa de la Franja y la Ruta de China, un programa global de inversión e infraestructura. Venezuela es un aliado clave de Rusia y China, y forzar un cambio de régimen podría ayudar a Washington a reimplantar su dominio en el continente.

 

 

 

La defensa antiimperialista de Venezuela

 

 

 

Para los marxistas, es evidente que cualquier agresión militar de Estados Unidos contra Venezuela tendría un carácter imperialista: una guerra de una gran potencia contra un país capitalista semicolonial. En tal conflicto, la Corriente Comunista Revolucionaria Internacional (CCRI) y todos los marxistas auténticos abogarán por una posición de antiimperialismo revolucionario en defensa de Venezuela. Nos aliaremos con sus fuerzas armadas y exigiremos la derrota militar de los estadounidenses. Exigimos la expulsión de todas las fuerzas estadounidenses del Caribe y el Pacífico por cualquier medio necesario.

 

Esto significa que, en caso de conflicto militar, los socialistas en Venezuela tienen el deber de defender a su país contra el agresor imperialista y sus colaboradores locales. Esto incluye aliarse con las fuerzas armadas para derrotar a los invasores estadounidenses. Asimismo, los socialistas deben exigir al gobierno la expropiación de Chevron y otros activos estadounidenses. En la medida de lo posible, los socialistas deberían abogar por la formación de milicias populares, independientes del régimen de Maduro, para la defensa del país.

 

Por otro lado, los socialistas en Estados Unidos deberán trabajar para socavar y debilitar la agresión militar por todos los medios necesarios. Esto podría incluir la organización de manifestaciones de protesta, huelgas y boicots, e incluso la instigación a las fuerzas armadas para que se nieguen a combatir contra Venezuela.

 

Un ataque estadounidense contra Venezuela tendría características similares a la Guerra de las Malvinas en 1982, cuando Gran Bretaña atacó Argentina; la Guerra del Golfo en 1991, cuando Estados Unidos atacó Irak para expulsar a sus tropas de Kuwait; ^[6] o la reciente agresión sionista-estadounidense contra Irán. ^[7] Estas también fueron agresiones imperialistas que no tenían como objetivo invadir y ocupar todo el país, sino más bien dañarlo y debilitarlo gravemente.

 

En todos estos conflictos, la CCRI, o su organización predecesora, defendió militarmente a estos países semicoloniales y la derrota del agresor imperialista. Al mismo tiempo, nos negamos a brindar cualquier apoyo político al régimen burgués.

 

Este enfoque constituye la correcta aplicación de la táctica del frente único antiimperialista, tal como la elaboró la Internacional Comunista y la defendió la Cuarta Internacional de Trotsky. El fundamento de dicha táctica reside en el apoyo incondicional a la lucha de los pueblos oprimidos contra los agresores imperialistas, con el fin de derrotarlos. Dada la debilidad de las fuerzas revolucionarias, estas luchas antiimperialistas suelen estar lideradas por fuerzas reformistas, populistas, nacionalistas o islamistas. En estas circunstancias, los marxistas exigen a estas fuerzas que actúen y proponen actividades conjuntas para vencer al depredador imperialista. ^[8]

 

Si bien algunos sectores de la pequeña burguesía, e incluso de la burguesía, pueden resistir de una u otra forma, es evidente que la clase obrera es la fuerza con el interés más firme en liberarse de las cadenas de la dominación imperialista y la superexplotación capitalista. Por consiguiente, es el proletariado quien debe asumir el liderazgo en las luchas antiimperialistas. Por la misma razón, es esencial que los revolucionarios y la clase trabajadora sean política y organizativamente independientes de las fuerzas (pequeño)burguesas.

 

 

 

Ningún apoyo político al régimen de Maduro

 

 

 

A diferencia de los estalinistas y bolivarianos, defendemos a Venezuela de la agresión imperialista sin brindar apoyo político al régimen de Maduro. Esta es una dictadura capitalista disfrazada de “socialista” que sirve, ante todo, a la Boliburguesía, una pequeña camarilla de capitalistas que se beneficia de sus estrechas relaciones con el régimen. Reprime brutalmente a la clase trabajadora y ha perseguido a numerosos sindicalistas y activistas de izquierda. ^[9]

 

Resulta revelador que el régimen de Maduro siempre haya buscado la colaboración con el imperialismo estadounidense. La petrolera estatal venezolana ha otorgado a Chevron, la mayor empresa estadounidense con operaciones en Venezuela, el control total de sus proyectos petroleros conjuntos. También se ha hablado de otorgarle a Chevron una participación en otro importante yacimiento petrolífero. Según un informe del New York Times, Maduro hizo un último esfuerzo en los últimos meses para ofrecer a Trump “concesiones petroleras, incluyendo una participación mayoritaria en el petróleo y otros minerales de Venezuela. Insinuó la posibilidad de abrir los proyectos petroleros y auríferos, tanto existentes como futuros, a empresas estadounidenses, las cuales recibirían contratos preferenciales. Además, afirmó que redirigiría las exportaciones que actualmente se dirigen a China y limitaría los contratos mineros con empresas chinas, iraníes y rusas.” ^[10]

 

Por supuesto, los socialistas en Venezuela desprecian profundamente a la líder opositora de extrema derecha, María Corina Machado, quien se presenta como una leal servidora del gobierno de Trump. No cabe duda de que Machado es una enemiga del pueblo y debe ser tratada como tal. Nos oponemos a las fuerzas de la oposición de derecha, pero apoyamos a la oposición de la clase trabajadora contra Maduro y abogamos por el reemplazo de su régimen por un gobierno popular y obrero. ^[11]

 

En resumen, en cualquier conflicto militar entre el imperialismo estadounidense y Venezuela, abogamos por la defensa de esta última y la derrota militar de los estadounidenses y sus aliados locales. Al mismo tiempo, nos negamos a brindar cualquier apoyo político al régimen capitalista de Maduro.

Переориентация внешней политики Вашингтона на Латинскую Америку

 

 

 

Конечно, обвинение Трампом венесуэльского режима в том, что он является движущей силой «наркотерроризма», — нелепый предлог. Кто такие США, чтобы обвинять другие страны в ведении «наркобизнеса», учитывая, что эта страна — крупнейший рынок сбыта наркотиков, и в этом грязном бизнесе замешаны многие представители её госаппарата?! И разве не ЦРУ поставляло наркотики в чёрные гетто для подавления восстаний в конце 1960-х и продолжает заниматься этим бизнесом с тех пор?!

 

Однако истинная причина угроз Трампа в адрес Венесуэлы не имеет ничего общего с наркотиками. Скорее, это сочетание внутриполитических и внешнеполитических мотивов. С одной стороны, Белому дому необходимо идеологическое оправдание своей крайне шовинистической кампании преследования и депортации мигрантов. Распространение истеричного паникера о «латиноамериканских наркотеррористах» поможет оправдать ужас ежедневных рейдов иммиграционной и таможенной полиции в мигрантских общинах. [3]

 

Более того, Венесуэла обладает крупнейшими в мире запасами нефти, что делает её естественным объектом вожделения американского империализма. Это связано с более общим изменением внешней политики Вашингтона. Как мы отмечали в недавно опубликованной статье, администрация Трампа устанавливает новые приоритеты во внешней политике. Проект новейшей Стратегии национальной обороны определяет территорию США и Западное полушарие в качестве нового приоритета, что означает, что американские военные должны направлять свои ресурсы главным образом в сами США, а также в Латинскую и Северную Америку. [4]

 

Такое отступление отражает тот факт, что у Вашингтона больше нет экономических и военных ресурсов, чтобы одновременно сдерживать Китай и Россию, контролировать Ближний Восток и доминировать в других регионах. Поэтому администрация Трампа осознаёт, что давний упадок американского империализма и рост его восточных соперников – Китая и России – вынуждают её сосредоточиться на доминировании в Южной и Северной Америке, а также, возможно, в Европе. [5]

 

Подводя итог, можно сказать, что угрозы Трампа атаковать Венесуэлу продиктованы исключительно империалистическими целями. Во-первых, ему нужна истерия по поводу «наркотерроризма» для оправдания его шовинистической политики преследования и депортации мигрантов. Во-вторых, он хочет установить режим, который позволит США полностью завладеть гигантскими нефтяными запасами страны, превосходящими запасы Саудовской Аравии.

 

И, в-третьих, Вашингтон хочет восстановить своё неоспоримое господство на латиноамериканском континенте, которому в последнее десятилетие бросил вызов стремительный рост китайского империализма. Пекин стал крупнейшим торговым партнёром Латинской Америки и одним из её ключевых иностранных инвесторов. Уже 22 страны Латинской Америки присоединились к китайской инициативе «Один пояс, один путь» – глобальной инвестиционной и инфраструктурной программе. Венесуэла – ключевой союзник России и Китая, и смена режима может помочь Вашингтону восстановить своё господство на континенте.

 

 

 

Антиимпериалистическая защита Венесуэлы

 

 

 

Для марксистов очевидно, что любая военная агрессия США против Венесуэлы будет носить империалистический характер – война великой державы против полуколониальной капиталистической страны. В таком конфликте Революционная Коммунистическая Интернациональная Тенденция (РКИТ) и все подлинные марксисты будут отстаивать позицию революционного антиимпериализма и защиту Венесуэлы. Мы встанем на сторону её вооружённых сил и призовём к военному разгрому янки. Мы призываем к изгнанию всех американских войск из Карибского бассейна и Тихого океана любыми необходимыми средствами.

 

Это означает, что в случае военного конфликта социалисты Венесуэлы обязаны защищать свою страну от империалистического агрессора и его местных пособников. Это включает в себя поддержку вооружённых сил для разгрома американских захватчиков. Кроме того, социалисты должны потребовать от правительства экспроприации Chevron и других американских активов. Насколько это возможно, социалисты должны призывать к формированию народного ополчения, независимого от режима Мадуро, для защиты страны.

 

В отличие от этого, социалисты в США будут стремиться подорвать и ослабить военную агрессию любыми необходимыми средствами. Это может включать в себя организацию демонстраций протеста, забастовок и бойкотов, вплоть до агитации среди вооружённых сил с требованием отказаться от боевых действий против Венесуэлы.

 

Американское нападение на Венесуэлу имело бы схожий характер с войной за Мальвинские острова в 1982 году, когда Великобритания напала на Аргентину, войной в Персидском заливе в 1991 году, когда США напали на Ирак, чтобы изгнать его войска из Кувейта [6] , или недавней сионистско-американской агрессией против Ирана [7] . Это также были империалистические агрессии, целью которых было не вторжение и оккупация всей страны, а скорее нанесение ей серьёзного ущерба и ослабление.

 

Во всех этих конфликтах РКИТ, как и его предшественница, выступал за военную защиту этих полуколониальных стран и разгром империалистического агрессора. В то же время мы отказывались оказывать какую-либо политическую поддержку буржуазному режиму.

 

Такой подход является правильным применением тактики единого антиимпериалистической фронта, разработанной Коммунистическим Интернационалом и поддержанной Четвёртым Интернационалом Троцкого. Основой тактики единого антиимпериалистической фронта является безоговорочная поддержка борьбы угнетённых народов против империалистических агрессоров с целью их разгрома. Учитывая слабость революционных сил, такую антиимпериалистическую борьбу обычно возглавляют реформистские, популистские, националистические или исламистские силы. В таких условиях марксисты предъявляют к этим силам требования и предлагают совместные действия для победы над империалистическим хищником. [8]

 

Хотя отдельные слои мелкой буржуазии или даже буржуазии могут тем или иным образом сопротивляться, очевидно, что рабочий класс — это сила, наиболее последовательно заинтересованная в освобождении от оков империалистического господства и капиталистической сверхэксплуатации. Поэтому именно пролетариат должен возглавить антиимпериалистическую борьбу. По той же причине крайне важно, чтобы революционеры и рабочий класс были политически и организационно независимы от (мелко)буржуазных сил.

 

 

 

Никакой политической поддержки режиму Мадуро

 

 

 

В отличие от сталинистов и боливарианцев, мы защищаем Венесуэлу от империалистической агрессии, не оказывая политической поддержки режиму Мадуро. Это капиталистическая диктатура под «социалистической» маской, которая в первую очередь служит «Болибуржесе» – небольшой клике капиталистов, извлекающей выгоду из своих тесных связей с режимом. Она жестоко подавляет рабочий класс и преследует ряд профсоюзных и левых активистов. [9]

 

Показательно, что режим Мадуро всегда стремился к сотрудничеству с американским империализмом. Государственная нефтяная компания Венесуэлы предоставила Chevron, крупнейшей американской компании, работающей в Венесуэле, полный контроль над их совместными нефтяными проектами. Также обсуждалась возможность предоставления Chevron доли в другом крупном нефтяном месторождении. Согласно сообщению New York Times, Мадуро в последние несколько месяцев предпринял отчаянную попытку предложить Трампу нефтяные концессии, включая доминирующую долю в венесуэльской нефти и других минеральных богатствах. Он обещал американским компаниям открыть существующие и будущие нефтяные и золотодобывающие проекты, которые получат преференциальные контракты. Он также заявил, что перенаправит экспорт, который сейчас направляется в Китай, и ограничит контракты на добычу полезных ископаемых с китайскими, иранскими и российскими компаниями. [10]

 

Конечно, социалисты Венесуэлы испытывают лишь презрение к правоэкстремистскому лидеру оппозиции Марии Корине Мачадо, которая позиционирует себя как верная прислужница администрации Трампа. Нет никаких сомнений, что Мачадо — враг народа и с ней следует обращаться соответственно. Мы выступаем против правых оппозиционных сил, но поддерживаем рабочую оппозицию, выступающую против Мадуро, и выступаем за смену его режима рабочим и народным правительством. [11]

 

Подводя итог, можно сказать, что в любом военном конфликте между американским империализмом и Венесуэлой мы призываем к защите последней и военному поражению американцев и их местных союзников. В то же время мы отказываемся оказывать какую-либо политическую поддержку капиталистическому режиму Мадуро.
