On 1 July, China’s Law on Promoting Ethnic Unity and Progress entered into force. Its purpose is to strengthen the Zhonghua minzu (“the Chinese nation”) – a chauvinist term which claims that the Han Chinese and the 55 ethnic minority groups all belong to the “Chinese family” – by forging “a strong sense of community for the Chinese nation". To promote such “unity”, patriotism becomes the official duty of all citizens.
“The people of each ethnic group, all organisations and groups of the country, armed forces, every Party and social organisation, every company, must forge a common consciousness of the Chinese nation according to law and the constitution, and take the responsibility of building this consciousness.”
Parents are required to guide their children to "love the Chinese Communist Party and the Chinese people" and education in school must advocate "the community of the Chinese nation". Furthermore, the law promotes Mandarin – the language of the Han majority – as the language of education, official business and public spaces. Until recent years, ethnic minorities had some autonomy in what language could be used for teaching in schools. But the new law essentially states that minority languages cannot be the primary language of instruction nationwide. And according to Article 15 of the new law, Mandarin Chinese is mandated to be taught to all children before kindergarten and throughout the rest of compulsory education up to the end of high school.
Furthermore, the law includes a clause saying people and groups beyond the borders of the People’s Republic of China can be held legally accountable for undermining “ethnic unity and progress or inciting ethnic separatism”. Thus, the new law effectively justifies the persecution and repression against organizations of the Uygur or Tibetan diaspora or also of the state of Taiwan.
The Revolutionary Communist International Tendency (RCIT) rejects and condemns the Law on Promoting Ethnic Unity and Progress. This is a reactionary and chauvinist law of the Stalinist-capitalist regime aimed at the intensification of the national oppression of China’s minorities. Throughout modern history the Uygur, Tibetan, Mongolian, and other people have been occupied and oppressed by the Chinese state.
An estimated 16,000 mosques in Xinjiang (called East Turkestan by the native population) have been razed or damaged, and hundreds of thousands of children have been forcibly separated from their parents and sent to boarding schools. Chinese government statistics reported that from 2015 to 2018, birth rates in the mostly Uyghur regions of Hotan and Kashgar fell by more than 60% while the national birth rate decreased by only 9.7% in the same period. Activists accuse the regime of forced sterilization, forced contraception, and forced abortion.
The new chauvinist bill demonstrates once more the reactionary character of the Stalinist-capitalist regime. It promotes Han chauvinism in order to strengthen the regime’s control over the territorial large border provinces Xinjiang, Tibet and Inner Mongolia. While these three regions are home of only a small proportion of the total population, those cover about 40% of China’s territory. Furthermore, control over these border regions is essential for Beijing’s “Belt & Road Initiative” – a crucial project of Chinese imperialism to expand its global trade and capital export.
The RCIT unconditionally supports the right of national self-determination of all oppressed peoples in China, including the right to separate and to have their own state. Support for the oppressed nations must be an essential part of the strategy of permanent revolution in China, i.e. the struggle to overthrow the ruling class led by the Stalinist-capitalist CPC and to open the doors for an authentic socialist transformation of the country.
It is self-evident that socialists do not lend any support to the hypocritical campaign of Western imperialism in “solidarity” with the oppressed nations in China. These powers “support” the rights of the oppressed peoples only because China is their most important imperialist rival. For the same reason, Beijing and Moscow regularly express their sympathy for Venezuela, Cuba, Iran and the Palestinian people who suffer from the brutal aggression by Western imperialism respectively its Zionist ally. In contrast, socialists oppose all Great Powers (U.S., China, Russia, Western Europe, Japan) and support the rights of oppressed nations everywhere!

El 1 de julio entró en vigor la Ley de China para la Promoción de la Unidad Étnica y el Progreso. Su objetivo es fortalecer el Zhonghua minzu (“la nación china”), un término chovinista que afirma que los chinos Han y los 55 grupos étnicos minoritarios pertenecen a la “familia china”, mediante la creación de “un fuerte sentido de comunidad para la nación china”. Para promover dicha “unidad”, el patriotismo se convierte en un deber oficial de todos los ciudadanos.
“Los miembros de cada grupo étnico, todas las organizaciones y grupos del país, las fuerzas armadas, todos los partidos y organizaciones sociales, todas las empresas, deben forjar una conciencia común de la nación china de acuerdo con la ley y la constitución, y asumir la responsabilidad de construir esta conciencia”.
Se exige a los padres que guíen a sus hijos para que “amen al Partido Comunista Chino y al pueblo chino”, y la educación escolar debe promover “la unidad nacional china”. Además, la ley promueve el mandarín —idioma de la mayoría han— como lengua de enseñanza, de los asuntos oficiales y de los espacios públicos. Hasta hace pocos años, las minorías étnicas gozaban de cierta autonomía en cuanto al idioma de enseñanza. Sin embargo, la nueva ley establece que las lenguas minoritarias no pueden ser la lengua principal de instrucción en todo el país. Según el artículo 15, el mandarín es obligatorio para todos los niños antes del jardín de infancia y durante el resto de la educación obligatoria, hasta el final de la secundaria.
Asimismo, la ley incluye una cláusula que establece que personas y grupos fuera de las fronteras de la República Popular China pueden ser considerados responsables legalmente por socavar la unidad y el progreso étnicos o por incitar al separatismo étnico. De este modo, la nueva ley justifica la persecución y la represión contra organizaciones de la diáspora uigur o tibetana, así como contra organizaciones del Estado de Taiwán.
La Corriente Comunista Revolucionaria Internacional (CCRI) rechaza y condena la Ley de Promoción de la Unidad y el Progreso Étnicos. Se trata de una ley reaccionaria y chovinista del régimen estalinista-capitalista, cuyo objetivo es intensificar la opresión nacional de las minorías chinas. A lo largo de la historia moderna, los uigures, tibetanos, mongoles y otros pueblos han sido ocupados y oprimidos por el Estado chino.
Se estima que 16.000 mezquitas en Xinjiang (conocida como Turkestán Oriental por la población local) han sido arrasadas o dañadas, y cientos de miles de niños han sido separados a la fuerza de sus padres y enviados a internados. Las estadísticas del gobierno chino informaron que, entre 2015 y 2018, las tasas de natalidad en las regiones de Hotan y Kashgar, de mayoría uigur, disminuyeron en más del 60%, mientras que la tasa nacional de natalidad solo se redujo en un 9,7% en el mismo período. Activistas acusan al régimen de esterilización forzada, anticoncepción forzada y aborto forzado.
El nuevo proyecto de ley chovinista demuestra una vez más el carácter reaccionario del régimen estalinista-capitalista. Promueve el chovinismo Han para fortalecer el control del régimen sobre las extensas provincias fronterizas de Xinjiang, Tíbet y Mongolia Interior. Si bien estas tres regiones albergan solo una pequeña proporción de la población total, abarcan aproximadamente el 40% del territorio chino. Además, el control sobre estas regiones fronterizas es esencial para la “Iniciativa de la Franja y la Ruta” de Beijing, un proyecto crucial del imperialismo chino para expandir su comercio global y la exportación de capital.
La CCRI apoya incondicionalmente el derecho a la autodeterminación nacional de todos los pueblos oprimidos de China, incluido el derecho a separarse y a tener su propio Estado. El apoyo a las naciones oprimidas debe ser parte esencial de la estrategia de la revolución permanente en China, es decir, la lucha para derrocar a la clase dominante liderada por el Partido Comunista Chino (PCCh) estalinista-capitalista y abrir las puertas a una auténtica transformación socialista del país.
Es evidente que los socialistas no apoyan la hipócrita campaña del imperialismo occidental en su supuesta “solidaridad” con las naciones oprimidas de China. Estas potencias “apoyan” los derechos de los pueblos oprimidos únicamente porque China es su principal rival imperialista. Por la misma razón, Pekín y Moscú expresan regularmente su solidaridad con Venezuela, Cuba, Irán y el pueblo palestino, que sufren la brutal agresión del imperialismo occidental y de su aliado sionista. En contraste, los socialistas se oponen a todas las grandes potencias (EE. UU., China, Rusia, Europa Occidental, Japón) y defienden los derechos de las naciones oprimidas en todo el mundo.

Em 1º de julho, entrou em vigor na China a Lei sobre a Promoção da Unidade e Progresso Étnico. Seu propósito é fortalecer o Zhonghua minzu (“a nação chinesa”) – um termo chauvinista que afirma que os Han chineses e os 55 grupos étnicos minoritários pertencem todos à “família chinesa” – ao forjar “um forte senso de comunidade para a nação chinesa”. Para promover tal “unidade”, o patriotismo torna-se dever oficial de todos os cidadãos.
“O povo de cada grupo étnico, todas as organizações e grupos do país, forças armadas, cada Partido e organização social, cada empresa, devem forjar uma consciência comum da nação chinesa de acordo com a lei e a constituição, e assumir a responsabilidade de construir essa consciência.”
Os pais são obrigados a orientar seus filhos a “amar o Partido Comunista Chinês e o povo chinês”, e a educação escolar deve defender “a comunidade da nação chinesa”. Além disso, a lei promove o mandarim – a língua da maioria Han – como idioma da educação, dos negócios oficiais e dos espaços públicos. Até recentemente, as minorias étnicas tinham alguma autonomia sobre qual idioma poderia ser usado no ensino escolar. Mas a nova lei essencialmente estabelece que as línguas minoritárias não podem ser o idioma principal de instrução em todo o país. E, de acordo com o Artigo 15 da nova lei, o mandarim é obrigatório para todas as crianças antes do jardim de infância e durante toda a educação compulsória até o fim do ensino médio.
Além disso, a lei inclui uma cláusula dizendo que pessoas e grupos fora das fronteiras da República Popular da China podem ser responsabilizados legalmente por minar “a unidade e o progresso étnico ou incitar o separatismo étnico”. Assim, a nova lei justifica efetivamente a perseguição e repressão contra organizações da diáspora Uigur ou Tibetana, bem como contra o Estado de Taiwan.

Embora essas três regiões sejam o lar de apenas uma pequena proporção da população total, elas cobrem cerca de 40% do território da China. Além disso, o controle sobre essas regiões fronteiriças é essencial para a “Iniciativa do Cinturão e Rota” de Pequim – um projeto crucial do imperialismo chinês para expandir seu comércio global e exportação de capital.
A CCRI apoia incondicionalmente o direito de autodeterminação nacional de todos os povos oprimidos na China, incluindo o direito de se separar e ter seu próprio Estado. O apoio às nações oprimidas deve ser parte essencial da estratégia da revolução permanente na China, ou seja, a luta para derrubar a classe dominante liderada pelo PCC estalinista-capitalista e abrir caminho para uma autêntica transformação socialista do país.
É evidente que os socialistas não dão qualquer apoio à campanha hipócrita do imperialismo ocidental em “solidariedade” com as nações oprimidas na China. Essas potências “apoiam” os direitos dos povos oprimidos apenas porque a China é seu rival imperialista mais importante. Pelo mesmo motivo, Pequim e Moscou regularmente expressam sua simpatia por Venezuela, Cuba, Irã e pelo povo palestino, que sofrem com a brutal agressão do imperialismo ocidental e de seu aliado sionista. Em contraste, os socialistas se opõem a todas as Grandes Potências (EUA, China, Rússia, Europa Ocidental) e apoiam os direitos das nações oprimidas em todo lugar!

Am 1. Juli trat Chinas Gesetz zur Förderung der ethnischen Einheit und des Fortschritts in Kraft. Dessen Ziel ist die Stärkung der Zhonghua minzu („chinesischen Nation“) – ein chauvinistischer Begriff, der behauptet, dass Han-ChinesInnen und die 55 ethnischen Minderheiten alle zur „chinesischen Familie“ gehören – durch die Schaffung eines „starken Gemeinschaftsgefühls für die chinesische Nation“. Um diese „Einheit“ zu fördern, wird Patriotismus zur offiziellen Pflicht aller Bürgerinnen und Bürger.
„Die Angehörigen jeder ethnischen Gruppe, alle Organisationen und Gruppen des Landes, die Streitkräfte, jede Partei und gesellschaftliche Organisation, jedes Unternehmen müssen gemäß Gesetz und Verfassung ein gemeinsames Bewusstsein der chinesischen Nation schaffen und die Verantwortung für den Aufbau dieses Bewusstseins übernehmen.“
Eltern sind verpflichtet, ihre Kinder dazu zu erziehen „die kommunistischen Partei Chinas und das chinesische Volk zu lieben“, und der Schulunterricht muss die „Gemeinschaft der chinesischen Nation“ fördern. Darüber hinaus legt das Gesetz Mandarin – die Sprache der Han-Mehrheit – als Unterrichtssprache, Amtssprache und Sprache des öffentlichen Raums fest. Bis vor Kurzem genossen ethnische Minderheiten eine gewisse Autonomie hinsichtlich der Unterrichtssprache. Das neue Gesetz besagt jedoch im Wesentlichen, dass Minderheitensprachen landesweit nicht als primäre Unterrichtssprache verwendet werden dürfen. Gemäß Artikel 15 des neuen Gesetzes ist Mandarin-Chinesisch für alle Kinder vor dem Kindergarten und während der gesamten restlichen Schulzeit bis zum Abitur verpflichtend.
Das Gesetz enthält außerdem eine Klausel, wonach Personen und Gruppen außerhalb der Volksrepublik China für die Untergrabung der „ethnischen Einheit und des Fortschritts oder die Anstiftung zu ethnischem Separatismus“ rechtlich zur Verantwortung gezogen werden können. Somit rechtfertigt das neue Gesetz faktisch die Verfolgung und Unterdrückung von Organisationen der uigurischen oder tibetischen Diaspora sowie des Staates Taiwan.
Die Revolutionär-Kommunistische Internationale Tendenz (RCIT) lehnt das Gesetz zur Förderung der ethnischen Einheit und des Fortschritts ab und verurteilt es. Es handelt sich um ein reaktionäres und chauvinistisches Gesetz des stalinistisch-kapitalistischen Regimes, das auf die Verschärfung der nationalen Unterdrückung der Minderheiten Chinas abzielt. Im Laufe der modernen Geschichte wurden die Uiguren, Tibeter, Mongolen und andere Völker vom chinesischen Staat besetzt und unterdrückt.
Schätzungsweise 16.000 Moscheen in Xinjiang (von der einheimischen Bevölkerung Ostturkestan genannt) wurden zerstört oder beschädigt, und Hunderttausende Kinder wurden gewaltsam von ihren Eltern getrennt und in Internate gebracht. Laut chinesischer Regierungsstatistik sanken die Geburtenraten in den mehrheitlich uigurischen Regionen Hotan und Kaschgar zwischen 2015 und 2018 um mehr als 60 %, während die nationale Geburtenrate im selben Zeitraum nur um 9,7 % zurückging. AktivistInnen werfen dem Regime Zwangssterilisation, Zwangsverhütung und Zwangsabtreibung vor.
Das neue chauvinistische Gesetz beweist einmal mehr den reaktionären Charakter des stalinistisch-kapitalistischen Regimes. Es fördert den Han-Chauvinismus, um die Kontrolle des Regimes über die territorial großen Grenzprovinzen Xinjiang, Tibet und Innere Mongolei zu stärken. Obwohl diese drei Regionen nur einen kleinen Teil der Gesamtbevölkerung beherbergen, umfassen sie etwa 40 % des chinesischen Territoriums. Darüber hinaus ist die Kontrolle über diese Grenzregionen unerlässlich für Pekings „Neue Seidenstraße“ – ein zentrales Projekt des chinesischen Imperialismus zur Ausweitung des Welthandels und des Kapitalexports.
Die RCIT unterstützt bedingungslos das Recht aller unterdrückten Völker in China auf nationale Selbstbestimmung, einschließlich des Rechts auf Unabhängigkeit und auf einen eigenen Staat. Die Unterstützung der unterdrückten Völker muss ein wesentlicher Bestandteil der Strategie der permanenten Revolution in China sein, d. h. des Kampfes gegen die herrschende Klasse unter Führung der stalinistisch-kapitalistischen KPCh und der Öffnung des Weges für eine authentische sozialistische Umgestaltung des Landes.
Es liegt auf der Hand, dass SozialistInnen die heuchlerische Kampagne des westlichen Imperialismus in angeblicher „Solidarität“ mit den unterdrückten Nationen in China nicht unterstützen. Diese Mächte „unterstützen“ die Rechte der unterdrückten Völker nur deshalb, weil China ihr wichtigster imperialistischer Rivale ist. Aus demselben Grund bekunden Peking und Moskau regelmäßig ihre Sympathie für Venezuela, Kuba, Iran und das palästinensische Volk, die unter der brutalen Aggression des westlichen Imperialismus bzw. seines zionistischen Verbündeten leiden. Im Gegensatz dazu stellen sich SozialistInnen gegen alle Großmächte (USA, China, Russland, Westeuropa) und setzen sich weltweit für die Rechte unterdrückter Nationen ein!
